HARRY REID ANNOUNCES RETIREMENT, WILL NOT RUN IN 2016 Harry Reid, Nevada’s longestserving U.S. senator whose soft voice belied his command of political tactics and strategy, announced last week he would not seek reelection in 2016 for a sixth term.

Reid, age 75 and recovering from a serious eye injury, would be 82 at the end of a sixth term. He was anticipating an aggressive effort to unseat him in the election and said it would be better for him, his party and the country to step aside so he wouldn’t sap energy from other Democratic campaigns.

Already, people are lining up for his job. Former Attorney General Catherine Cortez Masto’s name is being floated as a strong Democratic contender, while Republican state Sen. Majority Leader Michael Roberson also is considering a run.

Reid’s political arc was conventional in many respects but was remarkable for the voice he gave Nevada. Here’s a look at his rise:

PAVING THE WAY FOR UBERS The war for ridehailing services in Nevada rages on. After Uber was prohibited from operating in the state last fall, lawmakers introduced a bill last week in the state Senate that would allow rideshare apps to operate legally here. Senate Bill 439 would set guidelines for apps such as Uber and Lyft, which connect riders with independent drivers, who typically charge lower rates than taxi cabs.

The developer of Resorts World Las Vegas, the Asian-themed hotel-casino planned for the site of the former Stardust, revealed March 23 that groundbreaking is scheduled for May 5.

Park Elementary School in Hayward, Calif., adopted a year-round schedule in 1968, making it the longest-running year-round school in the United States.

HOW DOES IT WORK? In a typical school schedule, classes begin Aug. 25 and end June 4, followed by a 10-week summer break.

In a year-round school such as Ries Elementary, each grade level is broken down into five tracks, or groupings of students. At any given time, students from four tracks attend school, while those in the fifth track are off for a three-week break.

Despite the year-round schedule, students attend school the same number of days (180) as students who attend schools on a nine-month calendar. The year-round students’ 10-week summer break is broken up as several three-week breaks throughout the year.

One potential benefit: In the yearround model, teachers can assess students during the first stretch of classes, then use the break to determine a plan for each student.

To accommodate the track system, Ries Elementary had to hire seven teachers.

Teachers’ unions say they understand why year-round schedules are necessary but don’t see them as a permanent fix.

“I don’t think year-round schools are the solution to the issue that’s going on here with overcrowded classrooms,” said Vikki Courtney, president of the Clark County Education Association. “It’s one Band-Aid.” The only real solution to overcrowding is to build more schools, Courtney said. That requires support from the community to raise the money needed.

Day-to-day teaching on a yearround schedule is no different than teaching during a nine-month calendar.

‘I COULD SEE WE WERE WRONG ABOUT SOMETHING’ THE WESTBORO BAPTIST CHURCH IS ONE OF THE MOST RECOGNIZABLE HATE GROUPS IN AMERICA. BUT THE GRANDDAUGHTER OF ITS FOUNDING MEMBER LEFT THE CHURCH TO SPREAD LOVE TO THOSE IT TARGETS.

he first time Megan Phelps-Roper came to Las Vegas, it was May 2004 and she was here to picket a live recording of the Howard Stern show at the Hard Rock Hotel.

Standing beside her two younger siblings, 18-year-old Phelps-Roper wore a T-shirt emblazoned with the phrase for which her family is most famous: God hates fags.

Until about two years ago, Phelps-Roper, now 29, was a member of the infamous Westboro Baptist Church in Topeka, Kan. The granddaughter of founding member Fred Phelps — “Gramps” to her — Phelps-Roper’s earliest memory is reading the Bible with her family at age 3.

She participated in her first protest at 5.

Church is probably the most recognizable hate group in America. The church is best known for its anti-gay rhetoric, but church members also protest soldiers’ funerals, Jews, Catholics and many others. The church gained worldwide attention in 1998 for picketing the funeral of Matthew Shepard, a gay college student who was brutally beaten in Laramie, Wyo., and died six days later in Fort Collins, Colo.

Phelps, who died last year, preached that society’s increasing acceptance of LGBTQ people brought divine catastrophe upon the United States, from the 9/11 terrorist attacks to the deaths of soldiers in Iraq and Afghanistan.

In his view, it was the Westboro Baptist Church’s job to warn the world about damnation. In others’ view, Phelps was the leader of a hate group.

ABOUT THE CHURCH Fred Phelps founded Westboro Baptist Church in Topeka, Kan., in 1955.

Today, its membership hovers around 40, according to recent estimates. Most of the members are Phelps’ children, grandchildren and their spouses. The majority live together in a compound in Topeka.

The church preaches predestination, which means God already has selected who is saved and who is not. Westboro Baptist Church has been denounced by all major Baptist organizations.

Phelps was the church’s primary leader until a few years ago, when he fell ill.

More than 20 of Phelps’ children and grandchildren have left the church.

Some reported being physically abused by Phelps before they left the church, but he never was tried or convicted. Before his death last year, Phelps was excommunicated from the church, according to its leaders.

The number of hate groups in the United States has been on the rise over the past decade, motivated by anger and fear over the nation’s ailing economy, an influx of nonwhite immigrants and a diminishing white majority. People increasingly are flocking to like-minded groups, some with extreme radicalized agendas, that make them feel safe, in control and significant.

The Internet makes hate groups’ quest easier. Research has found that the rise of Internet media has had a polarizing effect on people, who are directed through their social networks toward sites with perspectives they already believe. The democracy and anonymity of the Web, in many cases, allow hate and radicalization to spread.

It’s not hard to put such a surge into the context of a radicalizing world. In the Middle East, ISIS has used an extremist interpretation of certain elements of Islam to justify killing thousands of people. In Paris, a misguided search for significance led two brothers to set out on a jihad, which they highlighted with the murder of 12 people, including a Muslim policeman and several journalists at satirical magazine Charlie Hebdo.

In Nevada, such radicalization erupted last year 70 miles northeast of Las Vegas when rancher Cliven Bundy and a group of militia members embroiled in a battle with the Bureau of Land Management over grazing fees trained their rifles on federal agents. Two months later, two Bundy supporters who were turned away from the rancher’s compound for being too radical shot and killed two Metro Police officers execution-style, then left an anti-government message and a swastika on their bodies. nnn

From birth to age 26, everything in Phelps-Roper’s life — going to school, meeting new people, etc. — centered on bringing the Westboro Baptist Church’s message to the world.

Phelps and her siblings lived on a compound in Topeka with the rest of the congregation, most of whom were family members. Her grandfather taught that everyone outside was disobedient and on a path to hell.

“Once you’ve been inculcated with this ideology from the time you’re tiny, and you have answers to everything and you’ve tied your salvation and your life into believing these doctrines, it’s really hard to let them go,” Phelps-Roper said.

But in November 2012, Phelps-Roper did let them go. She and her younger sister Grace left the church.

When Phelps-Roper was in Las Vegas earlier this month, instead of picketing she spoke at the local chapter of the Anti-Defamation League and the Gay and Lesbian Community Center of Southern Nevada.

To fill the ideological vacuum that was created when she broke from the church, Phelps-Roper has traveled the country to learn from the very groups Westboro protested, replacing the church’s policy of hatred with more nuanced perspectives from anyone willing to talk to her.

In a society that is increasingly going the other direction, Phelps-Roper is deliberately de-radicalizing.

“In the specifics it seems unique,” Phelps-Roper said. “But a lot of people grow up with ideas and prejudices that they were taught and eventually … reorient themselves.” nnn

The first cracks in Phelps-Roper’s ideology appeared in

middle school. As she became better friends with children on her school volleyball team and in musical theater, she became less comfortable with the idea that all nonmembers were evil.

“But then that very night you’d be reading the Bible and seeing that all these horrible judgments apply to these people, so it doesn’t matter how you feel or what you think,” Phelps-Roper said. “If you have a thought or a feeling against these doctrines, then it’s a thought or a feeling against God himself and you’d better bring it into line.”

In 2009, Phelps-Roper became responsible for spreading the church’s message through social media. She joined Twitter and used the service to drum up publicity for the church by starting debates with celebrities and other users with large followings.

People typically responded to the hateful messages she sent in one of two ways: They dismissed her as absurd or became extremely angry.

That’s until she tweeted at David Abitbol, founder of Jewish culture blog Jewlicious. Phelps-Roper found Abitbol on a list of the most influential Jews on Twitter and sent him a message demanding that Jews repent for their sins.

After Abitbol realized Phelps-Roper wasn’t joking, he initially responded with anger. But after the pair exchanged a few more messages, Abitbol switched strategies and began engaging Phelps-Roper with something she’d studied every day since childhood — theology. The two kept up a relationship over Twitter and email for months.

In spring 2010, Wesboro Baptist Church picketed Abitbol at a Jewlicious festival in Long Beach, Calif. When Abitbol came to speak to Phelps-Roper, she was standing next to her sister, then a teenager, who was holding a sign that read Your Rabbi is a whore.

Nine months later, Abitbol and Phelps-Roper met again, this time in New Orleans, where Phelps-Roper was picketing the Jewish General Assembly. Abitbol brought Phelps-Roper halva, an Israeli dessert from a market near his home in Jerusalem. Phelps-Roper brought him kosher chocolate and held a “God hates Jews” sign.

The Westboro Baptist Church’s primary strategy long has been provocation. The church doesn’t mind if the media gets its theology wrong or if the public misinterprets its motives.

All the members care about is getting their block-lettered messages of hate into viral photographs.

Abitbol’s strategy was different.

“There was this human connection there,” Phelps-Roper said.

Shortly after, Abitbol asked Phelps-Roper about a Westboro Baptist Church sign that read Death penalty for fags. Based on a literal, and increasingly unpopular, interpretation of the Bible, the church taught homosexuality was a sin worthy of death.

Abitbol asked Phelps-Roper why the church didn’t advocate the same punishment for a woman in the church who had a child out of wedlock, another sin. And, Abitbol asked, doesn’t the death penalty prevent people from repenting, the ultimate goal?

Then he cited John 8:1-7, in which Jesus advises that “he who is without sin can cast the first stone.”

“People had thrown both of those arguments at us before, but never in concert like that,” Phelps-Roper said. “It’s kind of this really subtle point of theology, but … this was the first time I could see we were wrong about something.”

Phelps-Roper and her family members are highly educated. Many of her relatives are lawyers. But when she brought Abitbol’s argument home, no one could dispute it effecPHELPS-ROPER, CONTINUED ON PAGE 16

tively. Phelps-Roper decided to stop holding the sign.

Over time, Phelps-Roper found more theological discrepancies in the church’s teachings, eventually so many she couldn’t brush them off. Her sister Grace followed a similar path.

But even once she and Grace had resolved to leave, it wasn’t easy.

Phelps-Roper worried her eternal soul would be lost. She had seen other people leave — more than 20 have defected from the church — and saw how they were talked about afterward. She knew she wouldn’t be allowed a relationship with the family that remained.

But she’s careful not to spend too much time talking about such hardships. Phelps-Roper is smart, and she knows what she did in the church hurt a lot people. She isn’t seeking gratitude or publicity.

Her mission now is to see what good she can do in the world. As someone who spent the first 26 years of her life talking to people, taking a similar approach made the most sense.

“If all those words for all those years could have that much of an impact, then why not words now?” she asked.

When Phelps-Roper isn’t in South Dakota, where she works for a title company, she travels across the United States and Canada to tell her story, usually to the very groups she has hurt most. She has spoken in front of women’s studies classes, to religious groups, on interfaith panels and to LGBTQ folks. She talks about her experience in the church and why she decided to leave. She hopes it’s healing.

said.

At the LGBTQ center, 120 people turned out to see Phelps-Roper speak and take part in a panel discussion afterward. The crowd was more than twice the size of most at the center’s events.

“People were looking for an explanation, and that’s what Megan gave them,” center director Michael Dimengo said.

The response isn’t always so positive. A few months after she left the church, Phelps-Roper was speaking to a college class when a young woman seated toward the back raised her hand. An LGBTQ friend of hers had committed suicide. Church members preach no redemption for LGBTQ people, just the death penalty and hell, so why should Phelps-Roper get a shot at redemption?

“She’s absolutely right,” Phelps-Roper said. “I can’t undo it. But I can try to do something else, something more positive and more helpful and more healing.”

A few weeks ago, Phelps-Roper was watching a military movie that ended with a montage of photos of the real soldiers on which the movie’s characters were based. It reminded Phelps-Roper of the times she had picketed soldiers’ funerals.

At the time, she didn’t think much of it. Pickets are just words on signs.

If people don’t like them, they can look away.

“We always discounted and dismissed the harm we did to other people,” Phelps-Roper said. “Other people’s pain meant nothing to us.”

To prepare for each protest, church members read dead soldiers’ obituaries. Their pictures never bothered her. But now, seeing the photos from a new perspective — from outside the church — and understanding that the soldiers were real people with families is difficult.

“It’s just this feeling of total shame, like how could we possibly have done that?” Phelps-Roper said, crying. “How did we think that was right?”

Danger of drying out again sparks water project A new surcharge will appear on your bill next year to pay for pumping station

In fall 2013, as a tunnel-boring machine drilled underneath Lake Mead’s floor toward a third intake straw, Southern Nevada Water Authority officials said they were confi dent the $815 million project would be the last needed to protect the valley’s water supply for the foreseeable future.

“Once we have our third intake in, then the issue solely becomes one of resources; it no longer becomes one of facilities,” then-SNWA general manager Pat Mulroy said. “It will be the last major facility we have to build in the lake.”

But just 18 months later, the water authority is starting work on a $650 million pumping station at Lake Mead. Last month, the Las Vegas Valley Water District approved a rate increase to help pay for construction that will cost the average resident an extra $2.41 a month in 2016 and an extra $4.81 a month by 2018. Similar increases are proposed for Henderson and North Las Vegas but have yet to be approved.

Officials always knew an additional pump ing station, which pushes water from the lake to a water treatment plant, eventually would be needed. But they didn’t know it would be needed so soon.

Since Mulroy called the third intake “the last major facility” needed at Lake Mead, projections for the reservoir have grown more dire.

While the third intake is meant to protect the lake if its water level falls below 1,050 feet, officials now have turned their attention to a new threshold — 1,000 feet, the elevation at which existing pumping stations would go offline.

The lake, which supplies 90 percent of the valley’s water, was at 1,086 feet March 23.

That the elevation could dip to 1,000 feet so soon was unimaginable a decade ago. Now, it’s a very real possibility, and water officials are tak ing swift action to prevent a potential crisis.

There’s a 25 percent chance Lake Mead will drop below 1,000 feet by 2045, water officials say. But those numbers are based on historical conditions measured during the 20th century,

which many experts consider to have been an abnormally wet 100 years.

A different model that factors in the possibility of “a new normal” brought on by climate change shows a 25 percent chance the reservoir will drop below 1,000 feet in the next 10 years.

There’s a remote chance Lake Mead could hit that mark before this decade is over.

The decision to build a new, low-level pumping station came after a recommendation from an advisory panel convened by the water authority. Members spent two years studying scenarios and options.

Committee member John Restrepo, an economist, called the third pumping station an insurance policy for the future of the valley’s economy.

“The most critical piece of infrastructure for economic security is a secure water system,” Restrepo said.

Without a sustainable water supply, businesses won’t move to or expand in Las Vegas, Restrepo said. He described the pumping station as “a pretty small investment” to protect a regional economy with a $30 billion annual gross metropolitan product.

“We need to do something,” Restrepo said.

“We need to control our destiny.”

Building the pumping station is expected to take five years, which is why the water author ity is designing the project now. Construction will require several tricky feats of engineering, including drilling more than 30 well shafts into the ground around Lake Mead. Each 500-foot shaft will be fitted with a pump and motor that measure 50 feet long and 5 feet wide and pack 4,000 horsepower.

Once installed, they’ll keep water pumping out of the lake until it hits 875 feet, a point that would have drastic effects for local water users.

Water users will fund the project, paying for construction with a fixed surcharge that will be tacked onto their bills starting in 2016. Water rates have increased every year since 2010.

Clark County Commissioner Steve Sisolak, who voted in favor of the pumping station and rate increase, said the decision came sooner than he and other officials anticipated.

“I asked numerous times, ‘Is it right now that we have to do this?’ ” Sisolak said. “If you want to have it done in four or five years, you have to start now.”

Despite increased costs for ratepayers, Sisolak said he didn’t see any way around the need for new construction.

“This is something for the longer term sustainability of Clark County and the valley,” he said. “There’s no other way to do it. You need that insurance.”

During his State of the State address this year, Gov. Brian Sandoval urged lawmakers to write a new chapter in Nevada’s history by taking bold steps to fix the state’s underperforming public schools.

In following up with a $438 million tax proposal for education, Sandoval suggested that a key to opening a new chapter is to close something else — the achievement gap between white students and those of other ethnicities.

The gap, caused by complex and varied issues, has been a chronic problem for the state’s schools, particularly for the Clark County School District. Sandoval’s plan is designed to balance out achievement by funneling most of the new money to low-performing students — often minorities with disadvantaged backgrounds.

For instance, $50 million would be used to expand the state’s Zoom School initiative, a program aimed at helping English-language learners.

TEXTING WHILE STOPPED STILL DISTRACTS YOUR BRAIN WHILE MOVING There’s a misconception that there is little harm in texting if you’re stopped at a red light. Not only is doing so illegal, it also poses a substantial risk for cognitive distraction. Once the light turns green, you may have finished sending your text, but your brain still is processing the conversation and anticipating the forthcoming response. Even without a gay bar, LGBT tourists have options on Strip

The fate of Liaison, the Strip’s first gay nightclub inside a casino, exemplifies how difficult it is for a gay venue to become a hit on Las Vegas Boulevard. Liaison, at right, closed after less than a year. ¶ But that doesn’t mean the Strip has given up catering to lesbian, gay, bisexual and transgender tourists. Company officials said they have found LGBT customers are less interested in niche services and instead enjoy the same experiences as any other Las Vegas tourists. So the company makes sure all aspects of Wynn Resorts appeal to LGBT guests, spokesman Michael Weaver said.

While the company used to have a special “pride concierge,” now its entire concierge staff is trained to answer LGBT-specific inquiries. Workers scoured the Wynn website to remove gender-specific references, such as “his and her sinks.”

The Tropicana stands out among the Strip crowd for the number of LGBT-focused events it presents.

In January, for the third consecutive year, the resort hosted guests for the Sin City Shootout, an annual LGBT sports festival. A few weeks earlier, the Las Vegas Gay Visitors Bureau had its inaugural Evolve New Year’s Eve party at the Tropicana.

The resort also hosted a major event for “RuPaul’s Drag Race,” a reality television show popular with LGBT viewers, among other events.

In 2013 and 2014, Tropicana representatives visited LGBT pride festivals throughout the country to promote the resort and build a database of thousands of LGBT customers. Company officials also created a brand, TropLV Glam, that markets the resort to LGBT tourists.

Chief Marketing Officer Fred Harmon said it was a natural evolution. He saw how well the resort was received when it hosted a transgender event and began to realize Tropicana had developed a competitive advantage among LGBT visitors, in part because it had a “very welcoming team.”

“I know that’s not something that can be said with a lot of confidence across the board,” Harmon said.

CAESARS ENTERTAINMENT Dinah Shore Weekend, a retreat for LGBT women that began in Palm Springs, has become an annual tradition in Las Vegas. Caesars Entertainment is a partner in the event. This year will mark the group’s fourth working with Caesars, which is offering the Flamingo and Planet Hollywood as host hotels.

Caesars focuses on an “integrative approach” to LGBT outreach that has “a lot to do with a commitment to the employees and community partnerships,” said Gwen Migita, Caesars’ vice president for sustainability and corporate citizenship.

Among those partner groups is Equal, a volunteer organization for LGBT employees and allies that focuses on business outcomes and professional development.

LUXOR AND MGM RESORTS INTERNATIONAL This summer will be the sixth consecutive season Luxor will host Temptation Sundays, a weekly LGBT pool party. When it began, the event was the first of its kind on the Strip and since has become a mainstay.

Luxor isn’t the only property owned by MGM Resorts International that specifically targets the LGBT market. New YorkNew York also has appealed to the LGBT demographic, partly through gay acts in the Cirque du Soleil show “Zumanity.” And every week, the Mirage turns Revolution lounge into a gay bar for an event called Revo Sundays.

uffice it to say success for the recently relaunched Club Paradise was not quite a leadpipe cinch. But a lead pipe has been put in play, and not by Professor Plum in the conservatory.

Instead, it was by a club promoter in the parking lot.

This incident unraveled early the morning of March 15, a Sunday, at the gentlemen’s club across from Hard Rock Hotel on Paradise Road. One of the nightspot’s managers was attempting to chase a promoter and the promoter’s buddies from the club, as the group was hanging out until after 8 a.m., long past closing hours. The promoter was a representative of one of the companies that Club Paradise operator Steve Paik has been using to deliver business to the venue.

Well, the promoter and the manager got into a verbal back-and-forth and even a brief shoving match before the promoter skulked out through the rear entrance. When the manager himself walked out several minutes later, the promoter was holding a lead pipe or tire iron or some sort of multi-use tool you’d

DeGori has a history of nightclub management in Las Vegas dating at least to the late-1990s — including at Club Paradise, which he ran under Cecola’s ownership for six years ending in 2003.

DeGori then bought the club Jaguars from Jack Galardi, turning it into Las Vegas’ Scores outpost (which then turned into Rick’s Cabaret and is now House Showclub).

DeGori’s presence at the club has to be taken as more than a mere social call.

How he’s actually involved is, so far, the great unknown. But the lineup continues to change at Club Paradise, where the only constant has been drama, strife, and the occasional use of props in the parking lot.

12 sea scallops (3 per salad)

1 small green papaya, very firm

12 scallions, 6 plum tomatoes, cut diagonally, cut into long, 2 inches long thin strips

1 cup mint leaves

(serves 4)

2 cups Mung bean sprouts

1 cup cilantro leaves

2 cups roasted peanuts

DIRECTIONS 1. Season sea scallops with salt and white pepper.

2. Heat a small saute pan on medium-high heat and put a tablespoon of olive oil in pan. Sear scallops on both sides until carmelized, about 45 seconds per side.

3. Peel the green papaya (the fl esh should be white), then slice it in half to remove the seeds. Using a mandolin if possible, cut the flesh into thin strips 3 inches long. Place in a large bowl with scallions.

4. With a muddler, bruise the papaya and scallions with 4 ounces of vinaigrette (directions at right). Add the sprouts, tomatoes, peanuts, cilantro and mint.

VINAIGRETTE INGREDIENTS

DIRECTIONS FOR VINAIGRETTE 1. Mash together chopped garlic and chilies into a puree.

5 oz fish sauce

2 tbs Thai shrimp paste with soya bean oil

5. Add more dressing to moisten and toss to combine.

3. Whisk in the oil and let the dressing sit overnight to develop its flavor.

6. Distribute the tossed mixture on four large shallow bowls in a mound. Pour the remaining vinaigrette from the bowl over the top.

7. Arrange the cooked scallops around the side of the salad. Garnish with extra peanuts and cilantro sprigs.

Purple cabbage, blueberries, coffee, spinach and beets, as well as spices such as turmeric and paprika, can color eggs naturally.

Place stickers on plain or dyed eggs for a themed look. Think “Frozen,” monster trucks or baby chicks. Buy letter stickers to spell names or words.

For a more sophisticated design, place simple dot stickers on your eggs or go for a geometric look by arranging black electrical tape around your eggs in graphic patterns.

Buy sticky googly eyes at a craft store to make egg people or pets.

Draw, stamp or paint lips and ears. Using craft glue to make items stick, dress them in tissue paper clothes, use straws for arms and legs, and adorn with foam cutout hats or glasses.

Tape small pieces of paper to toothpicks to make customizable signs for your new egg family.

Stack your eggs. Gather three or four decorated eggs. Make a small support mound using crafting clay and place a skewer standing straight up in the middle. Or drill a small hole in a wooden block and place the skewer inside.

Make sure your base is large enough to support the weight of several eggs. Gently slide the skewer through each egg, stacking as many as will fit to cover the skewer.

Use similar eggs facing the same direction or alternate sizes and orientation: Skewer some bottom to top, others through their sides.

Place a piece of tissue (the kind you use to wipe your nose) on a piece of printer paper and tape the border down completely. Place the paper in your printer and print so the photo image transfers to the tissue. It should just fall away and leave you with a single sheet of tissue featuring your picture.

Use a small brush to spread Modge Podge on the egg and then lay the photo on top. Even out any wrinkles with your finger — be gentle! — and secure the edges with another layer of Modge Podge. Let dry.

These make great place markers for an Easter brunch or dinner.

For these, styrofoam eggs are preferable. Use 1- to 3-inch tall eggs for hanging and hiding, larger ones to grace your mantle or table.

Insert a pin in one end of the egg and brush the area immediately around it with glue. Hook one end of the string around the pin and adhere it to the egg using the glue. Carefully wind the string around the egg in a single layer, using a small brush to apply glue periodically to small sections.

Once the egg is half covered in string, flip it and repeat the process from the other end, until both sets of string meet in the middle.

Hall of Fame trainer Freddie Roach guarantees Floyd Mayweather Jr. will make mistakes Manny Pacquiao can capitalize on during their long-awaited May 2 welterweight bout at the MGM Grand Garden Arena. ¶ But Roach, Pacquiao’s trainer, contends the undefeated Mayweather already has committed his greatest error by not fighting Pacquiao five years ago. Pacquiao’s chances have improved exponentially since the near-booking fell apart in 2010, Roach said. ¶ The odds say this is a classic case of a trainer overhyping his fighter. In 2010, oddsmakers made Mayweather a virtual pick’em price of minus-120 (risking $1.20 to win $1) to beat Pacquiao, compared with now, when he’s a 2-to-1 favorite. ¶ Is Roach wrong? The Sunday sports writer Case Keefer says no, while sports editor Ray Brewer sees it differently.

CASE KEEFER

Roach isn’t crazy. I agree. Although seeing both fighters in their prime would have been ideal, I think the fight is more competitive now. The 38-year-old defensive mastermind Mayweather has started to get hit. The younger Pacquiao, 36, will be able to track him down, which I’m not sure would have happened in 2010.

Pacquiao’s career was on life support in 2012 after losing to Juan Manuel Marquez, a fighter Mayweather dominated.

Credit promoter Bob Arum for setting Pacquiao up with conquerable opponents for a three-fight streak to prove worthy of facing Mayweather. The opponents — Brandon Rios, Timothy Bradley and Chris Algieri — were average at best. They were fighters Pacquiao easily could handle to keep his career alive. He is a shell of his former self. Without question, Mayweather’s undefeated record would have been in jeopardy had this fight happened sooner.

RAY BREWER

Wait. Did I hear that right? Timothy Bradley is an “average-at-best” fighter? Even though it’s probably unjust, go ahead and bash the other two. But Bradley is almost unanimously seen as one of the top five pound-for-pound fighters in the world. And Pacquiao, in reality, beat him twice. Although Canelo Alvarez looked like a major foil for Mayweather, it didn’t turn out that way. That means Mayweather hasn’t beaten anyone on Bradley’s level in five or six years.

It only appears that way because of Mayweather’s greatness. He makes all his opponents, from Oscar De La Hoya to Ricky Hatton in 2008 and Miguel Cotto in 2012, look pedestrian. Mayweather is 5-foot-8 with a 72-inch reach, making it tough for smaller welterweights to defend. Pacquiao is 5-foot-6 with a 67-inch reach. And five years after this fight should have happened, Pacquiao still is significantly slower than Mayweather.

Earlier, you brought up the inequality of their fights against Marquez as a pro-Mayweather argument. So can’t I do the same for De La Hoya, Hatton and Cotto? Pacquiao battered all of them far more severely than Mayweather did. That’s worthwhile to remember, but also perhaps besides the point because my core argument centers more on Mayweather slowing down ever so slightly. Five years ago, he was like a prized artifact in a history museum — completely untouchable. Now it’s like the impenetrable casing has been replaced by a velvet rope and a “Do Not Touch” sign that no one obeys — especially not Marcos Maidana, who landed 221 punches on Mayweather in their first fight.

Yes, Mayweather didn’t handle Maidana as convincingly as others he’s casually disposed of. But he was never in danger of losing the fight and is the undisputed best pound-for-pound fighter of our generation, if not all time. Both fighters have seen their skills diminish, which is the shame in waiting five years for the fight of the decade. Pacquiao has five career defeats, three coming by knockout. Mayweather, who prides himself on being undefeated, will add to the tally. He has been calculating during his career, fighting only opponents he easily could beat. That’s why he waited to face Pacquiao. In 2015, he’ll easily defeat him. It might not have been so leisurely in 2010.

Mayweather has taken too much slack for this fight not happening sooner. It’s not entirely his fault. Ulterior motives had nothing to do with the delay from Mayweather’s end, and any suggestion to the contrary is a conspiracy theory even more far-fetched than those who suggest Pacquiao will win to ensure a big-money rematch. Mayweather was at the height of his power when the fight was first discussed. No one, even a spryer Pacquiao, stood a chance.

Pacquiao still doesn’t stand a chance. Mayweather isn’t the punching bag Chris Algieri was. This will be the last of Pacquiao’s big-fight relevance. At least he’ll get a reported $100 million payday to share the ring with Mayweather.

Five years ago, the fight would have equaled the hype. Now, those who buy the pay-per-view will be disappointed.

Well, we agree on one thing. If forced to pick a winner, I’m going with Mayweather. But five years ago, I would have felt comfortable taking out a loan and betting the price of a ringside ticket on “Money.” Now, I wouldn’t gamble even a neighborhood bar’s cover charge to watch the pay-per-view. Mark my words: Pacquiao will give Mayweather a scare.

Politicians must learn: Yucca Mountain is not negotiable

W

e’re learning something about the values held precious by new Nevada congressman,

Cresent Hardy.

He is willing to put Nevadans in harm’s way, if the money is right.

Hardy is the conservative Republican and former Mesquite city councilman who, riding atop a ton of outside money in the November elections, defeated incumbent Steven Horsford in the 4th Congressional District.

Now, Hardy represents Nye County and its most notorious piece of landscape, a volcanic ridge grandly named Yucca Mountain. That’s where outof-state interests, the nuclear power industry and states with nuclear power plants want to dump their used, stillhighly radioactive fuel.

Hardy says he’d like to negotiate some goodies for Nevada in exchange for the use of Yucca Mounain, if experts conclude that 77,000 tons of lethal nuclear waste can safely be buried inside of it. Maybe we could get some

money for K-12 education, or university research, or a larger share of Colorado River water, he says. (Yeah, as if California will let us have some of its water.)

Hardy says he won’t let nuclear waste be crammed down our throats if it’s not safe. But if it can be proven safe (how would that be possible?), then stuffing fuel rods inside the mountain just 90 miles northwest of Las Vegas could bring payoffs. His colleague in the 2nd Congressional District, Republican Mark Amodei, has made similar statements.

The fact is, nobody can declare Yucca Mountain will be safe after it’s loaded with casks brimming with radioactivity. The original marching orders were for the Energy Department to find a mountain that could naturally contain radiation. Turns out Yucca isn’t it. It has been found to be porous, susceptible to sweating corrosive moisture and vibrating with earthquakes.

So the conversation turned to engineering a fix, but no one can accurately say what the future will bring. (The gov-

ernment says Yucca needs to be safe for 10,000 years; the pro-industry Nuclear Regulatory Commission says it would be safe for a million years.) We may be a gambling state, but we’re certainly not going to pony up our children and grandchildren.

Let’s not forget: The notion of stuffing Yucca Mountain with radioactive fuel rods was born out of political expediency, not sound science. The 1987 legislation naming Yucca Mountain as the repository is best known as the “Screw Nevada Bill” because it came over Nevada’s objection and short-circuited a previously discussed selection process.

Funny, no other state wanted to negotiate for this stuff. What does that say?

Sen. Harry Reid, as both the Senate majority and minority leader, has succeeded in stopping the development of Yucca Mountain by starving it of funds.

And President Barack Obama has all but nailed the coffin shut and launched an effort to find a new repository with a willing host. Gov. Brian Sandoval, a Republican, says he won’t allow the de-

velopment of Yucca Mountain. Our other senator, Republican Dean Heller, stands steadfastly opposed to it, too, and has called for absolute solidarity within the Nevada delegation. Rep. Dina Titus feels so strongly on the issue, she said anyone willing to negotiate over Yucca Mountain is nothing less than “a prostitute haggling over the price.” Former Sen. and Gov. Richard Bryan, a Democrat, and former Sen. John Ensign, a Republican, fought Yucca Mountain as well.

If Hardy wants to investigate the risks, he need look no further than the studies conducted by the state long ago.

Amodei should go with him, to remind himself what’s at stake and all that could go horribly wrong.

The fact that two junior congressmen from Nevada would be open to filling a nearby mountain with radiation, putting Las Vegas’ economy and the lives of future generations at risk, is stunning.

Our delegation in Washington certainly can bicker over other issues, but on Yucca Mountain, Nevadans expect solidarity, not betrayal.

HIXSON MENDENHALL Hixson is sole trustee of the Lied Foundation Trust.

Since Ernst Lied’s death in 1980, Hixson has overseen philanthropic contributions to numerous educational institutions and community organizations, including the Lied Library, Ernst F. Lied Golf Scholarship, Lied Institute for Real Estate Studies and Lied Athletic Complex. Mendenhall is founder ORROCK of Las Vegas Paving Corp. He holds 47 U.S. patents, and his research on processes and equipment for the recycling of asphalt pavement contributed to the completion of America’s first recycled freeway in 1975. Orrock is president of Summerlin and vice president of master planned communities for The Howard Hughes Corp. Orrock’s expertise and leadership in financial operations and land development helped make Summerlin one of the country’s most successful master-planned communities.

‘The customer is why you go to work’ Ben Sabouri is co-founder and partner at Shift Hospitality, which develops and manages restaurant and nightlife venues. He has worked for some of the top hospitality and entertainment companies in the country, and along with business partner Matt Moore, opened downtown’s MTO Cafe (which stands for Made To Order) in 2013, then added a location at Downtown Summerlin.

I read five newspapers every morning before I get out of bed. I love reading. As a business owner, reading is the cheapest way to get educated. I read The Wall Street Journal, The New York Times, Las Vegas ReviewJournal, USA Today and Las Vegas Sun, all online.

I find the time to read because it’s something I like to do, and I don’t have a TV. I set a goal a few years back that I wanted to read one book a week for a year. During the first few months, I realized the only thing holding me back was watching TV, so I cut it out.

I added newspapers and magazines to the mix, and now it is just habit.

How did you come up with the vision for MTO Café?

I wanted to create a place where you got a high-quality product at an affordable price with a comfortable environment.

As locals, do you feel you have an advantage in knowing what type of atmosphere and food Las Vegans are looking for?

I think locals are hyper aware of what we are looking for in a town that is so service- and customer-driven.

I do believe we have an advantage, therefore we have a huge responsibility to have a strong focus on the guest and their experience. No detail is too small, and I tell our staff all the time, “The customer is why you go to work.”

Never being satisfied. When we are good, we can be great. When we are great, we can be amazing. When we’re amazing, we can be perfect. Once we are perfect, we need to repeat it every minute of every day, and then we’re off to a good start.

What is the most rewarding part of your job?

Watching people eat our food. There is nothing that makes me happier than seeing someone clear their plate and smile.

What do you do after work?

I try to go to other restaurants and see what others are doing. From food to service, I think you have to keep an open mind and keep educating yourself.

Describe your management style.

Firm but fair. No one is above anyone when it comes to getting the job done. If I clean the bathroom, so do you. No excuses.

As a larger hospitality company with a strong following and continuing to do what we love.

What is your dream job, outside of your current field?

Biochemist. I am consistently amazed by what the body and brain are capable of.

I recently read a great article on how many of the studies and efforts being made in modern science today were being pursued in the 1400s and 1500s.

One takeaway is that everything we see in nature not only has a harmony and balance but also creates zero waste.

Whom do you admire and why?

Easy question: my parents. I wish everyone was as lucky as I am to have been raised and loved by both of them.

My dad worked for the U.S. government for 30 years and during his service, my family lived all around the world. It was a great way to grow up but very different because we moved so of-

ten. Moving around frequently taught me how to adapt to my surroundings and learn how to quickly read people.

No one is better at that than my parents. Whether it was an honest person or shady character, my parents never let someone else’s actions affect the way they treated them. They were always fair and gave people a chance.

I haven’t always lived up to that high standard, but I try every day.

What is your biggest pet peeve?

Laziness. When I got my first real job as a dishwasher, I learned the difference between a hard worker and a lazy one. The fact that one person can have a ripple effect on so many people on different levels made this very important to me.

If you can’t get the dishes out, you can’t cook, serve, clear or seat a restaurant. Learning that lesson quickly became the cornerstone for how I approach work and the people I surround myself with.

What is something that people might not know about you?

What’s the hardest part about owning a restaurant?

Trying to be everything to everyone. Keep it simple and focus on what you are good at. Then figure out how to get better at that every day.

What are the biggest differences between doing business downtown and doing business in Summerlin?

Doing business downtown, you get a really different mix of people, from tourists to businesspeople to hipsters.

In Summerlin, you’re a fully driven local business — and there are more yoga pants. At both places, the message is the same: Be thankful for every guest who walks through the door and give them an experience that makes them want to come back and tell others.

What advice would you give someone looking to expand a business?

Surround yourself with good people.

You are only as strong as the weakest person on the team. Invest time, effort and patience in creating a strong core team, then expansion will take care of itself.

What is your favorite restaurant in Southern Nevada, besides your own?

I love Steiners. I have been going there for 10 years and have never eaten anything but the burger and chicken nachos. I feel like Norm from “Cheers” when I walk into the place.

How have you seen the salon industry change over your 35 years of experience?

The products have diversified to make a wide range of colors and looks. Also, hair extensions have come a long way. They used to take 4 to 5 hours to apply, and now it only takes about an hour. Plus, the extensions are great quality.

How did you became a colorist?

I wanted to play professional baseball, so I decided to take a year off to lift weights and pursue my passion. My mother provided the words of wisdom, which led me on a steadier career path.

I saw the movie “Shampoo” and decided I wanted to go to beauty school, and that’s what I did. In the movie, Warren Beatty played a hairstylist. He worked with beautiful girls and right then I knew that becoming a hairstylist was what I wanted to do.

What are the biggest hair trends you are seeing in Las Vegas?

Long wavy locks, like Adriana Lima’s, is a common request at Color. Bangs are also a hot hair trend. Fringes, like the one Reese Witherspoon currently has, can be

styled edgy and straight or softer and side swept.

Who are your customers?

We have a range of clientele, but we usually tend to see a lot of tourists. We are also very lucky to have celebrities like Paris and Nicky Hilton, LeAnn Rimes, Shanna Moakler and even Miss USA 2014 Nia Sanchez, whose hair I did before her Miss Universe debut, visit Color.

What makes your business unique?

Our design makes Color unique. With an interior that features glistening chandeliers, vintage Fendi fixtures, carved mirrors and gray, white and metallic silver colors throughout, Color mixes a modern design décor with classic glamour.

The salon has been designed to have a minimal amount of color pigment, which allows the stylist to see the real skin, eye and hair tone for the best results.

What is your business philosophy?

I want each one of my clients to experience the luxurious treatment that any celebrity would receive.

Nevada also had lifted its cap on interest rates, in 1981. A few years later, hoping to lure Citicorp, Nevadans kicked off efforts to do what New Mexico wouldn’t.

Because 1984 fell between Nevada’s biennial lawmaking sessions, business boosters with the Nevada Development Authority called for a quick, off-year gathering to change state law, which blocked out-of-state companies from acquiring banks in Nevada.

Not everyone was on board.

“Maybe I’m a protectionist, but I think the financial institutions that built this state deserve a little consideration,” state Sen. Bob Robinson, of Las Vegas, said at the time.

Three weeks later, after New Mexico’s rejection, Robinson changed his tune.

“If I were the governor, and something of this importance were to come along ... I would call a special session,” he said.

Bryan hesitated to call a session, but shortly after meeting in New York with Citicorp’s top boss, he praised the company.

Executives throughout Southern Nevada — from real estate, health care, utilities, media, casinos, the arts — supported the move. They urged Bryan to act quickly, saying Citicorp would boost and diversify the economy with computer jobs, give the area much-needed prestige and show that any company, not just casino owners, could work here.

Bryan convened the session March 29 and signed the measure changing state law, Senate Bill 2, the next day. It restricted Citicorp’s ability to make loans to and take deposits from Nevadans but allowed bigger delinquency fees on all customers.

“This is like letting a lion in the living room,” then-Assemblyman David Nicholas, of Incline Village, said. But he hoped that with some controls on Citicorp, “the lion would not eat the furniture.” nnn The broader excitement didn’t fade, though, with a news article calling Citicorp’s site selection “one of the biggest guessing games in Southern Nevada.”

Other developers also were building lakes in Southern Nevada’s desert around that time as perks for new housing projects, including Henderson’s Lake Las Vegas and northwest Las Vegas’ Desert Shores community.

“Even then, people thought it was crazy that people were building manmade lakes in Las Vegas,” Bob Fielden, lead architect for Citicorp’s facility, said recently. “But it sold (homes) and drew people to the area.”

Citicorp broke ground in September and opened the credit-card center in April 1985. But some time before, boosters were hit with a surprise: the bank scrapped “Las Vegas, NV” for its mailing address and opted for “The Lakes, NV.” According to a Wall Street Journal report in March 1985, the company

“secretly obtained permission” from the U.S. Postal Service for the name, and critics figured Citicorp was distancing itself “from Las Vegas’ arguably unsavory image as a rip-roaring center of high rolling, fast living and other unbankerly pastimes.”

Bill Briare, Las Vegas’ then-mayor, said the city was “duped.”

“It’s a slap in the face,” Donald Mello, then a state senator from Sparks, said.

Bryan, for one, said in a recent interview the company had been “very open” about using the other name, though he said he couldn’t recall if Citicorp brought it up before he agreed to the special session.

“This was a seminal event,” Bryan said of the facility, “and they could have called themselves anything they wanted.”

Citicorp — which at some point also began using “Red Rock, NV” for outgoing mail — insisted its use of The Lakes was meant only to promote the

broader development there.

“It was a marketing decision,” a local Citibank spokeswoman said in 1996. “I don’t think they realized the stink it would cause.”

The furor didn’t last long, though, and in 1987 the company unveiled expansion plans for a $13.5 million office building next to its first. Workers had onsite child-care facilities — at one point Citibank was the only company locally to offer that — as well as a fitness center and a cafeteria. Employees were well paid and respected in the community, Fielden said.

The bank eventually switched operations at the Lakes to mortgage-processing, but by 2013, it was shedding workers. That September, company officials said they would eliminate 1,000 employees from Citigroup’s home-lending business, with most of the cutbacks in Las Vegas, where roughly 760 people lost their jobs.

In January 2014, management told 220 employees at The Lakes that their

jobs either would be eliminated by October or become work-from-home positions. About 60 were earmarked to telecommute, leaving 160 others out of work.

The job losses came amid rising mortgage rates and an expected industry-wide drop in home-loan applications. Citigroup officials, however, closed the book on their once-celebrated facility with vague corporate jargon, saying the cutbacks were related to “ongoing efforts to increase operational efficiency.”

The landlord’s current asking rent, $1.10 per square foot, is 42 percent below market average, according to local brokerage firms.

Looking back, Tim Carlson, thenexecutive director of the development authority, said the credit-card center sparked the investment that boosters hoped for, producing at least 25,000 new jobs.

“We did some neat things,” he said, “but that was the crown jewel.”

Gaming, mining among those getting breaks in Sandoval’s tax plan

Buried in the 130-page tax bill that Gov. Brian Sandoval pitched to lawmakers, there’s a safe haven for mining, gaming, insurance and bankers.

The tax, known as the business license fee, is a broad-based framework that would levy new dollars from the state’s 330,000 businesses based on percentages of their gross revenues every fiscal quarter.

Section 20, which outlines a series of deductions and exemptions, is what all special interests are looking at in the bill. It cuts new loopholes into law and protects some industries from double taxation.

An array of the state’s industries are eligible: mining companies, aircraft manufacturers, gaming operations, insurance companies, hospitals, retailers and others.

Critics of the bill say the deductions and exemptions could lead to a slippery slope of largesse. In other words: If one industry gets a break, others will follow with their hands out.

The legislation has been compared to the 2014 ballot initiative known as the margin tax, which was turned down by 80 percent of voters and loathed by the same industries now scheduled to get a break. Some in the Legislature say Section 20 was the way to make Sandoval’s proposal appetizing.

The margin tax would have raised at least $1 billion — more than double Sandoval’s bill — and lacked the breaks outlined for mining, insurance and gaming.

Jeremy Aguero, the state-hired economist who crafted the new legislation, conducted multiple studies for pro-business groups that campaigned against the margin tax last year.

The margin tax was economically “unsound” because the deductions, exemptions and other considerations were left out, Aguero told the Legislature. As a result, he said, the businesses that were denied those deductions and exemptions would have faced an unfair tax burden.

mon subject of scorn in government and fuel for the debate about how wealthy corporations and individuals should be taxed.

In Nevada, officials, politicians and business leaders often tout the state’s laissez faire tax structure as a magnet for businesses. There’s no levy on corporate income and only a small license fee — $200 — to register as a business.

The bill’s authors contend the deductions and exemptions in Sandoval’s bill aren’t handouts for the state’s favored industries, but rather are ways to fairly apply a new fee on businesses already subject to taxes.

Many of the businesses mentioned in Section 20 currently pay industry-specific taxes that allot hefty contributions to the state’s operating revenue in the general fund.

Based on recent taxes, more than $600 million from gaming would be deducted if the legislation is enacted. More than $670 million from insurance premiums would be deducted. Mining — depending on market rates — has provided annual revenues totaling more than $100 million. Last year, it fed the general fund $31 million.

Sandoval’s bill is designed to raise $438 million to bolster the state’s high school graduation rates, expand charter schools and provide new programs for gifted, disadvantaged, bilingual and lowperforming students. Special interests across the board are willing to pay more to achieve Sandoval’s goal. But some groups are at odds about how businesses should pay and are throwing support behind other tax proposals.

Trucking, retail, registered agents and others are looking for alternatives.

Paul Enos, a lobbyist for the Nevada Trucking Association, said there was a “scrum” among special interests jockeying for lower rates in Sandoval’s plan.

“Anytime you have a tax and start making exemptions, that means the rate for somebody is going to have to go higher,” he said.

“The bill we are looking at today is as simple as it is ever going to be.”

Construction to begin May 5 on megaresort

Michael Levoff, a spokesman for the Resorts World parent company, confirmed via email that the project would break ground May 5, more than two years after it was first announced. He said develop-

ers were “finalizing (their) design and development plan” and intended to open the first phase “toward the end of 2017.”

When Genting Group, a powerful Asian gaming company, disclosed its intent to build Resorts World Las Vegas in 2013, it anticipated breaking ground in 2014 and opening the first phase in 2016.

IKEA, the popular low-priced furniture chain, has set a groundbreaking date of April 9 for its first Southern Nevada location.

The 351,000-square-foot superstore is slated to open in summer 2016 in the southwest valley, just west of Durango Drive between the 215 Beltway and Sunset Road.

Work crews already have been clearing and grading the site.

Foreclosure filings on the rise, report finds Nevada’s foreclosure woes worsened in February as lenders seized more homes than in January and filed more default notices, a new report shows.

One in every 569 homes statewide received a foreclosure-related filing, up 7 percent from January and 12 percent from a year ago,

according to RealtyTrac.

Nevada’s foreclosure rate was second-highest in the country, barely behind Maryland, where one in every 564 homes had a foreclosure filing.

Nationally, one in every 1,295 homes received a foreclosure filing in February.

Although few studies exist nationally to pinpoint strategies for preventing sexual assault, the center’s staff is confident that sticking to traditional methods, such as listing do’s and don’ts, simply isn’t effective enough.

The Department of Justice estimates about 700 rapes occur every day in the United States. A 2012 report from the U.S. Centers for Disease Control and Prevention states that about 1 in 5 women and 1 in 71 men have been raped at some point in their lives.

Last year, about one-third of victims assisted by the Rape Crisis Center reported that their assault or contact with their attacker took place at a bar, nightclub or house party, center spokeswoman Gabrielle Amato said.

Of the 552 victims staff met at a hospital, more than half were young adults and teens.

Such statistics prompted the Rape Crisis Center to try to partner with the bar and nightclub industry to educate employees — the people who might see a situation developing and could head it off.

“We realized if we want sexual assault to stop happening, we need to stop the perpetrators,” Amato said.

“So we decided to reach out to (businesses’) staff because they aren’t drinking and they’re well-equipped to handle the situation.”

WHAT’S IT MEAN TO BE AN ACTIVE BYSTANDER? Getting people to become active bystanders is not a new struggle in preventing sexual assault.

People often hesitate to get involved in situations they perceive as private or sensitive. Business owners and employees may not want to offend or intrude on customers.

But the active-bystander approach works, studies have shown. More eyes open to the issue of sexual assault increas-

The outreach efforts, however, have proved a tough sell. So far, Insert Coin(s) is the only company whose staff has received Party Smart train-

“It seems to a lot of bar owners this is an unpleasant topic,” Amato said.

“I’m sure many owners don’t want to think of the possibility of harm to some of their customers.”

Amato said owners worry that if employees look out for unusual behavior, it could make customers uncomfortable. Having Party Smart fliers around clubs and bars also has been a source of contention, so the Rape Crisis Center decided to allow businesses to design the materials themselves.

“We’re not asking them to be confrontational,” Amato said. “Rather, it’s about disguising it as regular customer service, like asking guests how they are and if they’re having fun. We know the bar owners want the customers to come in and have a fun time.”

Robert Randolph, an assistant professor of strategic management at UNLV’s Lee Business School, said participating in Party Smart training could give businesses a competitive edge, particularly if customers feel safer.

“Businesses could build a brand of being a safe nightclub where you don’t need to bring a group of friends but can rely on the staff,” Randolph said.

In turn, businesses may be able to make more money if patrons choose their nightclub or bar over others.

“There is that desire to maximize profit,” Randolph said. “Businesses can establish a brand because they may be the only bar, or one of the few bars, that is a Party Smart outlet.”

At Insert Coin(s), the effect of Party Smart was immediate.

“Staff is looking with a more discerning eye,” LaPorte said. “It has improved communication between the bar and security and management.”

“These things happen,” he continued. “The statistics show they do. It’s better to be prepared.”

Despite Party Smart’s slow start, Rape Crisis Center staff remain positive more businesses will join the initiative.

“We certainly expected the pushback,” Amato said. “We always know that when we start a new project, it takes time to get people involved.”
