Study after study confirms that when it comes to health literacy — knowing how to find a doctor, fill a prescription and pay medical bills — many people fail miserably. Case in point: Fifty-one percent of Americans don’t understand basic health insurance terms, such as premium, deductible and co-pay, according to a study conducted by the American Institute of CPAs. When people try to calculate out-of-pocket costs for medical services, the confusion becomes worse. A Kaiser Family Foundation study found that only 16 percent of respondents could figure out the cost of an out-of-network lab test.

Even people who deal with insurance every day admit it can be baffling.

“There are a lot of different variables, and it really does get overwhelming,” Nevada Division of Insurance spokesman Jake Sunderland said.

Feb. 15 was the deadline to enroll in government-subsidized health insurance plans offered through the Affordable Care Act. Coverage begins March 1, which means an influx of people will have health insurance for the first time, likely adding to the confusion.

Here is a guide to common health care terms, tips for reading a medical bill and things to keep in mind when choosing a doctor.

Good thing, because last week, he slipped on a banana peel, bumped his head and broke his foot. He landed in the emergency room and was admitted to the hospital for two days.

Like many others buying insurance through the exchange, Joe opted for the second-lowest silver tier plan, an HMO with a $185.81 monthly premium, which he pays with the help of federal subsidies.

He was treated by all innetwork(1) physicians. Here is what his run-in cost: The total hospital bill was $10,000. Joe’s insurance plan has a $4,000 deductible(2). So off the bat, he paid $4,000 to meet his deductible.

Insurance kicked in for the remaining $6,000. Joe had to pay only the coinsurance(3); in his case, 30 percent. His insurer paid the remaining 70 percent. Joe paid $1,800, bringing his total out-ofpocket costs to $5,800.

Emergency room doctors recommended Joe see three specialists after he was discharged from the hospital.

He also needed two followup appointments with his primary care doctor.

GLOSSARY (1) In-network: An in-network provider is a hospital or doctor contracted to be part of your health plan. If you visit an out-of-network provider, you might not be covered by your insurance or you might be charged a higher portion of the cost. When possible, check with doctors and hospitals ahead of time to make sure they accept your insurance and, thus, are in-network.

(3) Coinsurance: The share of a medical charge for which the patient is responsible.

(2) Deductible: The annual amount you must pay for health care services before your insurance company will begin paying claims.

A preferred provider organization (PPO) contracts with a large network of care providers from which patients can choose. The plan pays for care outside of the provider network as well, but policyholders pay higher costs when they see an out-of-network provider. (9) Donut hole: A coverage gap in most Medicare prescription drug plans. The plans pay a certain amount for covered drugs, then the Medicare recipient has to pay costs out of pocket up to a yearly limit.

Once that limit is reached, the donut hole — or coverage gap — ends, and the drug plans once again pay for covered drugs.

(10) Actual charge: The amount charged by a provider for medical services.

ith four college basketball conference championships hosted this month in Las Vegas, followed by the NCAA Tournament at sites nationwide, it’s no surprise that tens of thousands of fans will fly in and shell out big bucks to get in on the action. In fact, March Madness betting rivals Super Bowl betting at the sports books.

But March Madness in Las Vegas goes beyond basketball.

March is Las Vegas’ biggest month for visitation, drawing a record 3.7 million visitors in 2014, thanks to a combination of sporting events, conventions, holidays and good weather that experts call a perfect storm for driving business and tourism.

March is the city’s top grossing month for gaming, bringing in more than $860 million in revenue and hundreds of millions more in entertainment, dining, retail and other nongaming spending. It’s also the leading month for hotel occupancy and room rates.

That’s not to say the other 11 months are slow. They each draw more than 3 million visitors. But March marks the return — and peak — of Las Vegas’ biggest economic drivers after the long winter thaw.

March first gained momentum with tourists in the 1980s, when the city shed its reputation as primarily a gambling getaway and became a destination with broad appeal to anyone in need of some sunshine and fun.

At the same time, the Las Vegas Convention and Visitors Authority, the area’s tourism arm, continued to ramp up its marketing to the business and convention crowd.

March was an easy sell. Elsewhere in the United States, March is a slow month.

There are no major holidays, and many cities still are buried under snow. Las Vegas’ idyllic weather and myriad activities call to many travelers.

“It’s the cabin fever effect,” UNLV Lee Business School professor Jack Schibrowsky said. “March is usually the time of year when winter is still hanging on a lot of places, and a number of people are looking to take a long weekend to escape. Guys come out for a convention and add a couple days for a buddy golf trip, or vice versa.”

March’s innate attractiveness created a snowball effect. As more people came here, more events and conventions followed, as organizers hoped to capitalize on and feed off the crowds. The past decade has seen the arrival of the NCAA conference tournaments, baseball spring training’s Big League Weekend and the Monster Jam World Finals. Today, there is a top-draw event and dozens of spinoff events scheduled every weekend of the month.

In an effort to attract Millennials, the city also began to market itself as a college spring break destination, offering resort packages and a slew of themed events and activities at bars. Nightlife expanded into daylife with Las Vegas’ top pools and dayclubs opening for the season in March. Even St. Patrick’s Day has become a local draw. Officials turn the “Welcome to Las Vegas” sign green, and bars dole out green beer.

“For a lot of people, Vegas is on their bucket list, it’s on their radar,” said Caroline Coyle, vice president of brand strategy for the LVCVA. “But when we give them an excuse to travel here, that’s the icing on the cake. That’s what makes them pick up the phone, get in their car, make an airline reservation and come to Las Vegas. That is what makes these events so vital to the economy.”

How much bigger can March in Las Vegas get? As big as hotel rooms and prices allow, Schibrowsky said.

“Ten years from now, the customer coming to Vegas will be different than the customer of today,” he said. “But I’ll be surprised if what brings them here is different, in terms of that balance between vacation and business. It might look different, but March will always be reliable.”

A presidential shout-out last year turned local immigration activist Astrid Silva into an instant celebrity. The UNLV student was thrust into the national spotlight as the face of President Barack Obama’s plan to spare millions of undocumented immigrants from deportation. ¶ But Silva isn’t the only local advocating for the advancement of minorities and disadvantaged groups in Southern Nevada. ¶ Here are six other young Las Vegans known for their community involvement and ability to inspire:

ROBERT PERAZA Age: 29 Birth town: Las Vegas

fter watching friends fall victim to the ravages of sexually transmitted diseases, Robert Peraza felt compelled to try to spread awareness about safe sex.

He became a regular volunteer at the Gay & Lesbian Community Center of Southern Nevada, where for eight years, he has handed out safe-sex kits and taught the LGBT community about STD prevention through outreach at nightclubs and bathhouses.

The work became a full-time career in 2012, when Peraza left his sales job for a full-time position at the center, overseeing the program for which he volunteered. Today he serves as outreach coordinator for the center’s Vegas Mpowerment Project, which provides resources for gay, bisexual and transgender men ages 18 to 35. Peraza is one of the youngest people on staff.

“While it’s wonderful that we have sex ed in school, it’s not always tailored to address risk activities that (LGBT) people have,” Peraza said. “This was just a way I could play a larger role, not only fighting this problem but also serving as a cheerleader and an advocate for people living with diseases like HIV.”

mid the social unrest brought on by the deadly police shooting of two unarmed black men last year in Missouri and New York, a small but active collective formed in Las Vegas to address tensions between law enforcement and minority communities.

One of the group’s leaders is Chuck Ticer, a UNLV graduate CHUCK who works as a TICER repair technician Age: 25 for downtown’s Birth town: Slotzilla. Ticer Los Angeles serves as treasurer of the grassroots Black Democratic Empowerment Project, which aims to enhance civic engagement among black Democrats.

He is a regular at local protests and helped organize a rally in August to commemorate the death of black teenager Michael Brown, who was killed by a white police officer in Ferguson, Mo. The rally led to regular group discussions among black Southern Nevadans who try to brainstorm ways to improve police relations.

“All of this stuff has sparked the need for us to speak out,” Ticer said. “We need to learn how to use our voice and understand how government works so we’re not just complaining and protesting.”

era Armenian is far removed from the atrocities her ancestors endured during the World War I-era genocide of Armenians by the Ottoman Empire.

But Armenian feels compelled to raise awareness about her culture and heritage.

The Las Vegas attorney is one of the region’s most outspoken advocates for the valley’s community of 10,000 Armenian Americans.

“My ancestors and my heritage were almost eliminated,” Armenian said.

With her older sister, Armenian founded a local chapter of the Armenian Youth Federation in 2008. The group taught young Armenian Americans about their roots.

The chapter has since gone defunct, but Armenian still works to spread awareness about Armenian culture. While studying real estate finance at UNLV, she was an active member of the Armenian Student Association. Most recently, she joined a communitywide effort to build a monument to commemorate those killed in the Armenian genocide.

“I think it’s important to advocate for recognition and reparation, not only for me as a minority but for the greater good,” Armenian said. “It’s a way to prevent any more mass killings from happening, because they are still happening in modern society. It’s so barbaric.”

Age: 30 She developed a Birth town: passion for helping the Walnut, Calif. vulnerable, working at private law firms before landing a job in January as legal director of the Nevada chapter of the American Civil Liberties Union.

“I really wanted to give back to the city,” Rose said. “This is my home now, and I really want to continue to make a difference by helping people who are discriminated against.”

These days, she doesn’t just help people fighting individual discrimination cases.

She works with other staffers to help enact legislative changes to protect vulnerable groups.

“When we see a problem,” Rose said, “we try to approach it from a legislation standpoint, an advocacy standpoint and a legal standpoint.”

or Erica Mosca, the road to Harvard University began with a harsh realization: To keep up with her more privileged peers, she’d have to work twice as long and twice as hard. Mosca was the first in her family to attend college, and her parents struggled financially to raise her.

As a child, Mosca attended seven schools in the San Diego area as her parents sought odd jobs to make ends meet. When she was 16, the family moved to a wealthier neighborhood in northern California, but her grades tumbled in tougher classes.

“I was experiencing the achievement gap,” said Mosca, who graduated from Boston University with a bachelor’s degree and Harvard University with a master’s degree in education policy. “It was very, very difficult. I always took college very seriously, because I knew what a privilege I had that some of my relatives didn’t have.”

After a stint with Teach for America, the national nonprofit group that sends recent college graduates to troubled school districts, Mosca decided to settle in Las Vegas and launch a nonprofit organization to help low-income high school students. Leaders in Training offers college access programs and mentorship to students on Las Vegas’ predominantly Latino, low-income east side.

“I really want to empower students like me to go to college,” Mosca said. “I’ve told all my students that if they work hard, they can succeed and end up at Harvard, too.”

A ARLENE RIVERA Age: 30 Birth town: Los Angeles

rlene Rivera had big dreams of starting her own immigration law firm in downtown Las Vegas, where she’d offer legal counsel at little to no cost.

So last summer, she gave up her comfortable attorney’s salary, sold most of her belongings and scraped together enough money to open the one-person Rivera Law Firm.

But reality sunk in hard and fast. Rivera quickly realized she couldn’t sustain a business solely on payments from immigrant clients, who seldom could afford her fees.

Now, instead of trying to grow the firm, Rivera is creating the Immigrant Justice Initiative, a nonprofit that will offer free and low-cost legal immigration services.

“The people I’m helping don’t have money to pay me, so most of the time I tell them not to worry about it so they can have enough money to pay the rent,” said Rivera, who was raised by Mexican immigrant parents in Las Vegas. “This way, we’ll help place the burden on private donors and grants.”

With the help of Eric Franklin at UNLV’s nonprofit legal clinic, Rivera filed a petition for the new program with the Internal Revenue Service in December.

They expect to hear back soon.

Rivera’s project also has backing from immigration law experts, including UNLV law professor Fatma Marouf, who co-directs the school’s immigration law clinic.

HOW TO BE A GOOD PEDESTRIAN In Las Vegas, learning how to properly navigate roadways can be the difference between life and death

STEP 1 Use sidewalks and crosswalks, pedestrian bridges or tunnels whenever possible.

STEP 3 Obey official traffic control devices such as road signs, traffic lights and street markings. Wait for the right of way, and even then, proceed cautiously.

STEP 2 The old rules apply: Stop, look and listen. Do not enter a crosswalk while looking down at your phone or listening to loud music with headphones.

WHAT MAKES SOME ROADS MORE DANGEROUS THAN OTHERS?

STEP 4 If you exercise outside, wear lightcolored clothing and invest in workout gear with reflective strips. Be extra cautious when exercising with headphones.

Nevada streets are dark and wide, particularly in Clark County, where the majority of fatalities occur. Streetlights often don’t illuminate the width of the road, and it can take pedestrians longer to cross the street, especially when “safe zones,” such as crosswalks, are not available. Wide, open roads also encourage motorists to drive faster than the speed limit.

WHAT SEASON IS MOST DANGEROUS?

STEP 5 Walk on the right-hand side of the crosswalk whenever practical.

Winter tends to be the most dangerous. It gets dark earlier, people are more likely to be out when it’s cooler, and winter clothing often is dark and difficult for motorists to see. “Go and look at a rack of coats — they’re gray, navy, dark green or black. They all blend in with the road,” said Erin Breen of UNLV’s Vulnerable Road Users Project.

HOW OFTEN IS ALCOHOL A FACTOR? Alcohol and drugs impair the judgment of motorists and pedestrians. From 2010 to 2013, 160 pedestrian fatalities were recorded in Clark County. Of those, 76 pedestrians were intoxicated — 41 were under the influence of alcohol with a blood-alcohol level of .08 or higher, eight had alcohol in their system but were below a BAC of .08, 15 had alcohol and drugs in their system, and 12 were under the influence of drugs alone.

What to do with all this empty land?

BLM seeking comment about plans for hundreds of thousands of acres

The Bureau of Land Management wants your input on a new plan that governs how 3.1 million acres of federal lands in Southern Nevada are used.

But if you plan to read the whole report before weighing in, pull up a chair and grab your reading glasses. The voluminous document, known as a Resource Management Plan, covers 2,200 pages and includes 18 appendixes, 90 maps and 191 tables.

Its length and complexity underscore the importance of the plan, which will guide the use and development of federal lands for the next several decades, affecting everyone from ranchers to environmentalists to hikers to hunters.

“There’s the side that feels this land should never be used, nobody should go on it, and it should be preserved for generations to come,” Clark County Commissioner Steve Sisolak said.

“Then you have the other side that thinks they should be able to do whatever they want — hunting, fishing, offroading, whatever.”

The potential impact of the plan to reshape how public lands are used and accessed has drawn a strong response, as many Nevadans already chafe at the BLM’s presence.

One of the loudest critics has been Cliven Bundy, the rancher who ignited a tense standoff last year with the BLM over the use of federal lands for grazing in rural Clark County.

The Nye County Commission issued a resolution in January opposing the BLM’s plan, accusing the agency of disregarding “local customs, traditions and culture” and not doing enough to include local governments in the planning process. Others have complained the plan is too complex for average citizens to understand and that the online system for leaving comments is difficult to navigate.

In response, the BLM twice has extended its window for public comment, currently set to end March 9.

Barbara Luke, a UNLV professor, has submitted feedback on the plan as a member of the Red Rock Citizens Advisory Council, which wants to see a portion of land near Red Rock protected from future home development. Luke

admitted the system for submitting feedback was complicated — “You have to work at it” — but said she was glad a plan that hasn’t been updated since 1998 was moving forward.

“The plan that’s in place now is so old and out of date compared with what has happened in Southern Nevada over the intervening years,” Luke said. “We can’t keep putting our heads in the sand and pretending development hasn’t happened.”

The plan calls for 278,000 acres of land, about two-thirds the size of the Las Vegas Valley, to be designated as areas of critical environmental concern, which would add restrictions to protect wildlife habitat, scenic landscapes and cultural resources. Another 25,000 acres would be opened for development of solar energy projects. Other parts of the plan outline where vehicles can be driven off road, designate utility corridors, adjust recreation areas and man-

age natural resources.

The BLM produced four plans for land use — its “preferred” plan and three alternatives, including one that would maintain the rules laid out in 1998.

Sisolak warned that no group would get everything it wanted out of the Resource Management Plan but said it was important they all gave feedback for the BLM to consider.

“There’s going to be a plan implemented, and everybody needs to be at the table,” he said.

Once the public comment period ends, BLM staff will compile the responses and incorporate any changes into a final proposed Resource Management Plan. Once that’s done, likely in the fall, citizens will have one more chance to register protests.

The final plan is scheduled to be approved and implemented late this year or early next year.

ARE THERE NEW LAWS THAT WILL AFFECT ME?

Riding season is upon us! Whether that means being a weekend warrior cruising through Death Valley on your hog, cycling with your riding club through Red Rock Canyon or simply commuting to work every day on two wheels, it’s time to get out and ride. As a motorcycle and bicycle rider, and as a lawyer, there are important things I advise all riders — and other drivers — to be aware of so they remain safe on our valley’s roads. ¶ Nevada’s latest law affecting motorcycle and bicycle riders became effective Oct. 1, 2014. It states that if a rider — motorcycle, bicycle or otherwise — has waited for two traffic signal rotations at an intersection, he or she can move through, even if the light is red. The rider still must make sure he is safely yielding to pedestrians and other traffic.

The law came into place because motorcycles, bicycles and mopeds often are unable to trigger a traffic light change.

2 Follow the laws of the road Helmets save lives, but bikers also can increase their safety on the road by following traffic laws to the letter. Too often I see reports about motorcycle riders killed because they were riding too fast, running red lights or doing trick maneuvers (wheelies, burnouts, etc.) on busy city streets. There is a place for riding excessively fast: the race track. Las Vegas Motor Speedway is only 30 minutes away and has track days and advanced riding courses for motorcycles multiple times per month.

3 Be aware of your surroundings Respect your bike and be aware of your surroundings. No one wins in a motorcycle crash, so let’s all look out for each other.

TIPS FOR RIDERS AND DRIVERS 1 A motorcycle operator has the right to use a complete traffic lane. Two motorcycles also may share a single lane, side by side or staggered.

2 Because motorcycles are small and may have only one headlight, they can appear further away than they actually are.

3 Motorcycle riders are vulnerable to high winds, road surface changes and wind from other vehicles, so give them space to maneuver such obstacles.

4 Turn signals on many motorcycles don’t turn off automatically, so use extra caution when overtaking riders with their turn signals on.

5 One of the most controversial laws that affect motorcycle riders in Southern Nevada is the prohibition on lane splitting. Lane splitting occurs when a rider moves between two cars in adjoining lanes to advance in traffic.

The practice is illegal in Nevada, however many motorcyclists feel it is a safe option.

efore applauding the Las Vegas Convention and Visitors Authority’s zeal to expand the Las Vegas Convention Center to the Strip to try to snare another 3 million visitors a year, let’s remember Rossi Ralenkotter’s junior prom.

“I do remember, after junior prom, going to a show at the Riviera,” said Ralenkotter, the LVCVA’s CEO and president. “Over the years, I’ve seen the Kingston Trio there, Harry Belafonte, a lot of different entertainers. The Supremes were there … It was part of the history of growing up here, to go to the Riviera.”

Ralenkotter hardly could have imagined when he was a Bishop Gorman Gael that one day he would be the man to order demolition crews to flatten the resort. The LVCVA board of directors recently voted unanimously to buy the Riviera for $182.5 million and spend another $8.5 million to finalize the deal and raze the hotel.

Ralenkotter has a unique understanding of Las Vegas’ history and culture. His family moved here in 1951.

I’ve seen these things happen, and there is a lot of nostalgia connected to these places. But again, you’ve got to look to the future and what this is going to do for us in the next 35 years.”

Colonoscopies are the most important preventive measure against colorectal cancer, but patients can be uneasy talking about the subject and undergoing the test

The National Cancer Institute estimates colorectal cancer, occurring either in the colon or rectum, will kill nearly 50,000 people in 2015, making it the second leading cause of cancer deaths in the United States. While the numbers are alarming, it’s important to know colorectal cancer is preventable and almost always treatable. People who are diagnosed with early stage colorectal cancer have a 92 percent survival rate, although up to 65 percent are not diagnosed until the disease is considered late stage. ¶ Colorectal cancer generally has no symptoms. It is not often tied to a WHO NEEDS TO BE SCREENED? genetic predisposition, and it is indiscriminate about whom it afflicts.

HOW FAR DOES A COLONOSCOPE TRAVEL? The distance varies from person to person typically about 47 inches, almost 4 feet.

*There are not many definitive patterns pointing to causes for colorectal cancer, which is why everyone should get a colonoscopy in their early 50s. It also may be recommended that some people get screened earlier — namely, people who have a family history of colorectal cancer, people who have certain inflammatory conditions such as ulcerative colitis or Crohn’s disease, and people who show late-stage cancer symptoms such as abdominal pain and bleeding, weight-loss or anemia.

THE PROCEDURE, STEP BY STEP The day before the procedure: Patients must consume only clear liquids and follow a prescribed laxative schedule. This is a necessary step because it cleanses the bowels and optimizes the range of vision during the colonoscopy.

The day of the procedure: Patients go to the exam location, either a hospital or an outpatient facility, where they are placed under anesthesia. Patients can choose to forgo anesthesia, but it is not advised because the colonoscopy can cause severe abdominal cramping during the process.

Once the patient is under anesthesia: The colon is insufflated (blown up with air) so the colonoscope can pass comfortably through and the doctor can get a clear view of the colon walls, which typically are collapsed.

The colonoscope is inserted through the rectum and guided through the colon.

If an abnormality or polyp is discovered: The colonoscope either removes the polyp completely, which is called a polypectomy, or it extracts a sample from the growth for a biopsy.

Any growths that are found are sent to the lab to determine whether the cells are benign, precancerous or cancerous.

Colonoscopies typically take 20 to 30 minutes: Once completed, the patient is sent to a recovery room until the anesthesia wears off. When the person is awake and alert, he or she can go home but won’t be able to drive or operate heavy machinery until the following day.

WHAT HAPPENS DURING A COLONOSCOPY? A colonoscope is inserted into the rectum and through the colon, which allows the doctor to see inside the person’s bowels and provide a visual diagnosis. The goal is to find any abnormalities in the colon or rectum, namely small growths called polyps. Polyps, found in 20 to 30 percent of patients, usually are benign but can develop into cancer if left untreated.

Polyps are tested: Polyps all start as benign, but if they are left untreated, they can develop into cancer. If a polyp containing cancer cells isn’t removed, the cancer eventually will grow into the colon and spread. That usually takes 10 to 15 years from conception of the polyp to the onset of colorectal cancer. When a polyp is tested, it is classified as having lowgrade, moderate-grade or high-grade dysplasia, which indicates how far into the cancerous transition the polyp is. “High-grade dysplasia means the polyp is very close to becoming fullblown cancer,” Dr. Leslie Browder said. “When you remove the polyps, you remove the cancer growing within it.”

Some residual air may get trapped in the patient’s colon, which can cause gas pains or mild cramping after the procedure. Some patients also may experience headaches, nausea and mild dehydration from the bowel preparation process.

Very rarely, in fewer than 0.5 percent of cases, the colonoscope can puncture the bowel.

Family fun doesn’t have to be expensive. ¶ Ban “I’m bored” and get creative. ¶ Gather your family members and brainstorm fun, free or inexpensive activities to do together, either at home or nearby. Write down your ideas and throw them in a coffee can. Each week, draw an activity to help plan your weekend. ¶ It’s a good way to keep things lively, fair, frugal and most important — fun! A few ideas to get you started:

■ BOARD GAME BINGE When was the last time you played Monopoly?

Spend an afternoon or evening taking turns picking board games to play, making popcorn and setting friendly wagers on the outcomes. Example: Winner picks tonight’s movie or pizza toppings.

Tired of your board game selection? Check thrift stores for old-school versions of Trivial Pursuit or games you haven’t seen in a while. One fresh title can reinvigorate your family’s interest in the whole stash.

■ INDOOR PUTT-PUTT Create your own indoor miniature golf game.

You’ll need a putter or two, a handful of golf balls (as a few surely will roll under the couch) and several plastic cups or cans. Set the course with three or four “holes” created by taping cups to the floor, sides down.

Add challenges to each round by playing on one leg, blindfolding the person putting or having everyone sing “Happy Birthday.”

This game is best played with children who understand the difference between putting and swinging.

■ THROW AN ART FEST If you have children, chances are there are markers, crayons and paints stashed around your house. Drag it all out — every last container of paper, glitter and glue — and hold an art fest.

Find inspiration in the season, your pet or something you all love (yes, “Frozen” counts). Draw, paint, cut, paste and decorate. Let your creative juices flow.

Sign and date each piece and put it in a binder or frame. Every few months, throw another art fest and add to your family art collection.

■ TREAT SOMEONE SPECIAL Is there someone in your life you haven’t seen in a while? Or maybe someone you’ve been meaning to thank?

As a family, pick a person whom you’d like to do something special for — a relative, friend or neighbor, or the staff at a local nonprofit — and brainstorm something that will make them smile. Make a card, bake cookies, whip up a lasagna or fruit salad. Call ahead and set up a delivery time.

Giving back feels great. Make generosity a habit.

■ SCAVENGER HUNT

OR ANYTIME EASTER EGG HUNT Give the kids a clue — think themes: colors, shapes, things that start with a certain letter — and have them collect small items in the house that fit the category.

If you are feeling ambitious, set up a scavenger hunt in the backyard. Or find an anytime equivalent to Easter eggs — playing cards, checkers, spoons, buttons — and hide them in your house.

The kids will have a blast trying to find them all. And they might just find a bonus quarter in the seat cushions.

■ SUMMER JAR ICE CREAM SOCIAL It’s never too early to start thinking about summer. To get in the mood, plan a make-your-own sundae evening and start brainstorming ideas for your family summer activity jar.

You’ll have a great time thinking up summer fun between bites of hot fudge and rainbow sprinkles.

2. Combine sirloin and turkey.

3. Beat eggs and add them to the meat mixture.

Work together by hand, then add chopped garlic, oregano, parsley, garlic salt, salt, pepper, bread crumbs and cheese.

Mix again by hand until consistent.

4. Roll out 1- to 2-inch meatballs.

Your favorite pasta

Salt and pepper to taste

1. Heat a frying pan over high heat.

5. Coat the bottom of the pan with olive oil. Place the meatballs in the pan, making sure to turn them so they brown evenly.

6. Once the meatballs are browned on all sides, remove them from the pan. Add your favorite store-bought or homemade marinara sauce, serve with your favorite pasta, and you have a meal people can’t refuse.

Jimmie Johnson loves racing in Las Vegas.

And not just at the Las Vegas Motor Speedway, where the six-time NASCAR Sprint Cup Series champion will highlight the field March 8 in the Kobalt 400.

Johnson’s four wins are the most since NASCAR began making an annual stop at the speedway in 1998, but he also has raced buggies, trucks and dirt bikes at tracks in Las Vegas, Henderson and Boulder City.

His favorite memory: In the early 1990s, the El Cajon, Calif., native won his first race in the feature division of Mickey Thompson Entertainment Group Stadium Racing Series at Sam Boyd Stadium. He won three straight titles in the stadium motocross league.

He also raced in the Southern California Off-Road Experience series in the Nevada desert.

“For me, I have always had a soft spot in my heart for Las Vegas because the area has embraced racing,” Johnson said. “There has always been a lot of racing here with desert racing and the other stuff that goes on.”

Drivers spend a week in Las Vegas in fall, at the end of the season, for the Sprint Cup Series Awards. Johnson, the Sprint Cup champion from 2006 to 2010 and again in 2013, usually is one of the stars of the show.

“It’s a very challenging track,” Johnson said of the Las Vegas Motor Speedway. “No joke, it kind of laughs at you. You go out and run a lap (and think), ‘Wow, I put a ton of effort in and you are the 15th-fastest.

You have to pull your boots right and step up to run a lap there.”

Although Johnson is the winningest Sunday driver at the Las Vegas event, he’s only fourth on the prize money list behind Jeff Gordon, Jeff Burton and Matt Kenseth — drivers who either have more appearances, more consistent top 10 finishes or both.

But Johnson surely will be in contention again this year. He has eight top-10 finishes in 13 Las Vegas starts, winning three straight seasons from 2005 to 2007 and again in 2010.

The experience of navigating the track definitely gives him an edge.

“It is impossible to get the car good on both ends of the track,” Johnson said. “It is really a tough (course) because (turns) three and four sit in the sun and cook all day. As the sun shifts, the billboards in one and two bring a lot of shade. And there are usually some crazy winds blowing dirt on the track.”

Sandoval has a chance to make a major investment

U

NLV is asking the Legislature for $27 million over the next two years to launch a medical school in Southern Nevada, and although supportive, lawmakers implied it is Gov. Brian Sandoval’s decision. Why? Because Sandoval’s proposed budget for the medical school calls for only $8.3 million.

The governor should support the request for the multitude of ways the medical school will improve our health care and stimulate the region’s economy.

THE PROBLEM Las Vegas is the largest metropolitan area in the country without an M.D.granting, allopathic medical school.

Getting the $27 million over two years instead of three would allow the school to shoot for a 2017 opening.

If the governor doesn’t sign off on the additional funding, the school’s opening would be delayed by a year or more.

That’s because if the agency that would accredit our medical school sees Nevada wavering in its support, the agency may

lose confidence in our efforts and not want to revisit us for years.

WHAT A DELAY WOULD MEAN TO HEALTH CARE Nevada ranks 46th in the nation for number of doctors per capita. We feel that pinch every time we try to make an appointment to see a doctor.

Sometimes, we have to leave Las Vegas altogether for specialists who are hard to find.

The UNLV medical school will develop young doctors more prone to complete residencies in Southern Nevada and, in turn, stay here — where three-quarters of Nevadans live — once they are fully minted. We will grow physician ranks from within.

But more than that, it would lift all areas of heath services, from federal grant money to diagnostics to biomes research and development. A state-led, publicly supported medical school lifts

the entire health sector.

WHAT A DELAY WOULD MEAN TO THE ECONOMY Medical schools have huge positive effects on local economies. They are magnets for federal grants and programs. They seed research projects that lead to biotechnology breakthroughs and commercial partnerships. They fuel employment in the bio-medical sector. In fact, the UNLV School of Medicine is expected to help grow the region’s gross domestic product by $1.1 billion by 2030.

The flip side of this scenario? Every year of delay will deprive the region of the economic boost it otherwise would receive. The $27 million we’re seeking from state coffers seems minuscule compared with delayed economic growth. And Nevada would continue losing $2 billion to other states in annual health care spending, according to

Brookings Mountain West.

WHY THE STATE HAS A STAKE IN THIS In the larger scheme of Nevada’s economic development, the state has not been bashful about helping private enterprises because Nevada will prosper in the long run. Think Tesla, which was awarded more than $1 billion in tax breaks and incentives to build its gigaplant outside Reno.

Dan Klaich, chancellor of the Nevada System of Higher Education, put it this way when asking lawmakers for all $27 million now versus later: “This is truly an investment that will produce more economic activity. It will change the economy of Southern Nevada; it will help drive the economy of the state, it will produce more jobs and the kind we need. That doesn’t even talk about health care for Nevadans who deserve better health care.”

So, Gov. Sandoval, we look forward to your approval of a $27 million budget over the next two years for the UNLV School of Medicine. By every measure, it’s the right thing to do.

EVER-EVOLVING, LAS VEGAS CONTINUES ADAPTING TO SUIT TOURISTS As more tourists show a dwindling interest in gambling, the latest distraction from Las Vegas’ casino floors debuted right in front of Bally’s.

Grand Bazaar Shops, a 55,000-square-foot outdoor retail plaza, opened Feb. 26 with dozens of eateries, clothing, beauty, accessories and specialty stores.

Led by developer Larry Siegel of Juno Property Group, the project is one of several new or planned shopping centers on the Strip, including the Linq, a $550 million open-air complex; the Park, a $100 million outdoor plaza; and a three-story mall at Treasure Island.

Developers are betting big on shopping because many visitors don’t bet at all.

The average Las Vegas visitor spent $141 shopping here in 2013, up from $102 in 2009. Just 71 percent of visitors gambled in 2013, down from 83 percent four years earlier, according to GLS Research.

Still, casinos are the bedrock of Las Vegas’ economy, and the shift won’t cause them to go out of business anytime soon, if ever. To change an old saying, they don’t build those palaces on shopping bags.

Q&A WITH DICK STEINBERG

‘Hopefully this time, everyone will stay committed’ Dick Steinberg is president and CEO of the WestCare Foundation, a nonprofit organization that aims to help those in need of behavioral and mental health treatment. Started as the Fitzsimmons House in Las Vegas in 1973, the foundation has expanded to communities across the country and around the world. Steinberg is optimistic about the future of mental and behavioral health care in Nevada but realistic about the state’s need for continued help from organizations such as WestCare.

What’s the status of mental health services in Southern Nevada?

The good news is that many people have now looked seriously at the strengths and weaknesses facing Southern Nevada when it comes to mental and behavorial health services. Not all is bleak, as many improvements have been implemented.

However, we have a long way to go to really reduce emergency room overcrowding caused in large part by patients with drug addiction or mental health issues being dumped there. They can be served better and much more cost effectively by referring them to Community Triage Center(s), which were specifically designed for this purpose.

Additionally, key hospital administrators have stepped up to the plate to expand psychiatric services, and this has begun to relieve some of the stressors on this overburdened system. The state has also stepped up its game with many solid improvements to the Rawson-Neal State Hospital.

What’s still needed, and how can care be improved?

Gov. Brian Sandoval appointed a special Mental Health/Behavioral Health Council to evaluate and make recommendations to him and the Legislature, but we still have a long way to go to see our community working as one to address and maintain a quality system. Although all the players are coming to the table, if the effort is not sustained and continued for a long time, many of these efforts will begin to erode, and we will fall behind and go through much of the same community crisis again.

In my 37 years at WestCare, I’ve seen the same crisis come — short-term fixes implemented — and then when not adjusting for growth of our community, the same crisis reappears. Hopefully this time, everyone will stay committed and fully implement a quality communitywide behavioral health system that not only will be good for our community mental health crisis but assist and free up fire and rescue, law enforcement and other health care systems that should be focused on other critical areas of need.

To what do you attribute WestCare’s success?

We are in our 42nd year as a community nonprofit health organization, delivering a variety of services to our patients and clients in 17 states and the U.S. Virgin Islands in the Caribbean. On the other side of the world, we have services in a number of Pacific islands headquartered in Guam.

Our success is just a very simple formula: We look at community and human needs and see if we can be part of the solution. Although our service portfolio is diversified, our global spread has been

largely by the invitation from a community or sometimes another nonprofit provider seeking us out to see if we can help. Nothing magical ... just pure community collaboration and pooling of resources to address health and human service problems — and never saying “it can’t be done,” especially when folks are suffering.

WestCare strives to be an integral partner in each community in which we have a presence. We do not dictate our services from Las Vegas to other states or offshore territories. We let each community’s needs dictate the services, and then we try our best to be of assistance.

What are you reading right now?

The Bible.

What do you do after work?

Enjoy quality time with my wife, children and grandson.

Describe your management style?

As I’ve gotten a little older and blessed with a great board of directors, I’ve also been blessed with a fantastic team of senior leadership staff members. I now find my management style evolving more as a mentor, but I’m continually trying to stress to my senior team that we should all try to manage as good “servant leaders.” This goes along with our tagline of “uplifting the human spirit.”

Where do you see yourself and your company in 10 years?

For me, I’m on the 50-year plan, so in 10 years, I will be completing 47 years on the job, with only three years left until I retire. However, I’m afraid WestCare’s services will still be needed in this world. And with the changing research, hopefully we will be doing an even better job treating those in our care.

What is your dream job, outside of your current field?

I’d like to go back to my earlier youth/career of working at a YMCA camp, giving canoe lessons, and guiding a small group of campers down a lazy river in the woods.

Whom do you admire and why?

I admire my wife, Sharon, for supporting and assisting me with the devotion and passion of helping others less fortunate. WestCare has always been a 24/7 operation, and I could not keep up the pace and balance without my wife and family’s support and blessing.

What is your biggest pet peeve?

Racial and cultural discrimination.

What is something that people might not know about you?

I love strumming a few chords on my old guitar.

There is so much available; people often frequent locations that are most convenient. Back in New York, our customers went through bridges and tunnels to get to the

next best food spot. So in Vegas, we need to be more proactive to get people to try a new spot a bit out of their way.

What is the best part about doing business in Las Vegas?

Las Vegas is always reinventing itself, and there is a real openness to new concepts.

In the past several years in particular, the local community has embraced and supported those who venture off the Strip.

How can Nevada improve its business climate?

Although we do not have state sales tax, there are many individual fees that make up the difference.

What have you learned from the recession?

Experiencing the recession in Vegas was an eye-opening lesson. The potential for volume business is always an exciting possibility, but you can’t depend on one source for your business to survive. Therefore we have been flexible and open-minded to ideas we haven’t considered before.

My husband is a big thinker who doesn’t see the day-today obstacles but rather is creative about getting to the big picture.

You are involved with multiple charities. How do you find time to balance your bakeshop and charity work?

Since my time is limited, I involve myself and my family in charities that hit home with where I am in my life. It is very rewarding and gives me perspective, reminding us we are very fortunate. Giving back to the community has become a mentoring moment with our kids, as well.

Analyst: Home sales up, but market remains fragile

Las Vegas homebuilders started 2015 on a positive note, even though plenty of weak spots remain, an analyst reports.

Southern Nevada builders sold 355 new homes in January, down 12 percent from a year ago, according to Las Vegas-based Home Builders Research.

The median price of the closings was $318,190, up 6 percent year-overyear. Builders also pulled 407 newhome permits, down 9.5 percent from

a year ago, indicating a drop in construction plans.

By the middle of January, builders were selling at a pace of almost one house per subdivision each week, double the rate in December.

That’s on par with early 2014 and “not at any type of record pace” for the area, “but it is a very positive turnaround from the lackluster activity during the last two quarters of 2014,” Home Builders Research President Dennis Smith wrote in his report.

In 2014, after business rose fast

from the depths of the recession for a few years, new-home sales dropped 18 percent from 2013 and prices were volatile.

“Frankly, we are a bit surprised that demand has improved so quickly,” Smith wrote.

One reason, he said: Buyers are jumping in because they’re convinced that interest rates will rise this year, increasing their borrowing costs.

The average interest rate on a 30year mortgage loan last year was 4.17 percent. That’s historically low but up from 3.66 percent in 2012, ac-

cording to mortgage-finance company Freddie Mac. Smith said it’s “inevitable” that rates will climb this year, but it’s unclear when, and it depends largely on the national economy.

Overall, the valley’s once-decimated housing market has improved the past few years but remains laced with problems, including high rates of foreclosures, underwater borrowers and subprime credit scores.

Progress can easily be thwarted.

“Let’s face it, the housing market is still very fragile,” Smith wrote.

But none of those points will resonate in Congress without a slogan that can make lawmakers listen in the first place, analysts say.

Asked about online gaming supporters’ chances without a bumpersticker slogan, Georgetown University Law professor Heidi Li Feldman said simply: “They’ll lose.”

The failure to build a messaging strategy is indicative of a larger problem for online gaming supporters: Their movement has no leader.

That job would typically fall to the industry’s top trade group, the American Gaming Association. But the AGA has quietly stepped out of the online gaming battle — influenced, many insiders believe, by board member Adelson.

There is a pro-online gaming group, the Coalition for Consumer and Online Protection, but the organization is significantly less active than its counterpart, the Coalition to Stop Internet Gambling, which produces slick videos on the dangers of online gaming and offers resources for parents to keep their kids safe.

Individual companies such as Caesars Entertainment and MGM Resorts International, and smaller lobbying organizations like Porter Gordon Silver, run by former Nevada Congressman Jon Porter, are left to strategize their next move against Adelson.

The end game may come down to who has the best slogan.

“It doesn’t really matter what the merits of any given issue are,” Feldman said. “The side that gets heard will be the side that gets responded to.”

Did construction-defect law stunt housing market?

Las Vegas’ once-battered housing market has improved the past few years but remains riddled with problems, some of which are among the worst in the country: foreclosures, underwater borrowers, flat wages, high unemployment, lousy consumer credit.

And yet, Nevada’s homebuilding industry, the same group that flooded the valley with quickly built cookie-cutter homes, is blaming one issue as the biggest roadblock of all: homeowners’ lawsuits alleging shoddy construction.

Assembly Bill 125, dubbed the “Homeowner Protections Act of 2015,” overhauls Nevada’s constructiondefect law in builders’ and contractors’ favor. The state Assembly and Senate passed the bill on party-line votes last month, and Gov. Brian Sandoval signed it Feb. 24.

“During my State of the State address, I challenged the Legislature with passing meaningful construction defect reform,” Sandoval said in a statement. “They have met that challenge with the Homeowner Protections Act, which discourages frivolous litigation and strengthens Nevada’s rebounding housing market.”

Over the past year or so, investors have revived several master-planned communities in Southern Nevada that stalled during the recession, including 1,700-acre Skye Canyon and 2,700-acre Park Highlands.

Homebuilders did see a steep drop in sales, volatile prices and reduced construction plans last year compared with 2013, but sales were up more than 50 percent from the depths of the recession.

“The market’s a little slow now, but over the long term, it’s going to have good health,” LandWell Co. CEO Mark Paris, whose company is developing the 2,200-acre Cadence community in Henderson, said last spring.

Construction jobs are a shadow of what they were last decade but are rebounding. The Las Vegas area had 43,600 construction workers as of September, up 22 percent from two years earlier, according to the Associated General Contractors of America.

The market does have plenty of weak spots, but they seemingly have little to do with home-defect lawsuits.

Las Vegas has one of the highest rates of underwater borrowers, Nevada has one of the highest foreclosure rates in the nation, and the state’s unemployment rate is tied for fifth-highest in the country.

Locally, about 60 percent of the jobs lost to the recession had been recovered by last fall, RCG Economics found. But by and large, employers aren’t expanding much, giving employees more hours or raising pay — crimping people’s ability to buy a house.

All told, Nevadans’ personal finances are some of the worst in the nation. Two-thirds of residents have subprime credit scores, the second highest-rate in the United States, according to the nonprofit Corporation for Enterprise Development.

What’s more, U.S. housing officials last year reduced the pool of potential buyers by slashing the limit on mortgages they’d guarantee in Las Vegas, from $400,000 to $287,500 for the purchase of a single-family house.

And banks typically won’t give a mortgage for several years to someone who had a foreclosure, bankruptcy or short sale. Buyers have pent-up demand but are “just waiting for these time limits to expire,” Rob McGibney, Las Vegas division president for KB Home, said last summer.

Still, industry lobbyists are ignoring these issues.

“It becomes a partisan fight as opposed to what’s best for the homeowner,” Damore said.

Long-dormant technology park shows signs of life

For the first few years of the Harry Reid Research and Technology Park’s existence, the only visible sign of development was the tastefully manicured entrance wreathed in agave plants, golden barrel cacti and a stylish welcome sign.

Until now, that welcome sign didn’t lead to much. Since the recession’s credit crunch put a stop to significant investment in the valley, the 122-acre site on Sunset Road and Durango Drive is the same desert lot it has been since the county land was acquired by UNLV in 2005.

Today, with two tenants signed on for long-term leases and finally beginning construction, university officials are hoping to kickstart their vision of a research nexus that would connect the university’s brightest with eager high-tech companies.

Large concrete walls and cranes have popped up in the center of the park where Catamaran LLC, an Illinois-based pharmacy management company, is setting up a 100,000-square-foot shop.

Just down Jim Rogers Way, which runs through the center of the complex and was named after the higher education champion in a heartfelt ceremony last month, construction is also underway on an expanded campus of the American Preparatory Academy, a K-12 charter school that opened last year.

Millions in federal grants went to finance early operations at the site, but university officials said their luck ran out when the economic downturn scared away developers who had been in talks to begin building.

“About the time we got everything ready for economic development was about six months after the economy of the world collapsed,” said Gerry Bomotti, UNLV’s senior vice

president for business and finance.

“Things were just in a holding pattern.”

Managed by the UNLV Research Foundation, the park was meant to be kept afloat by lease money, but the lack of tenants forced it into six years of dormancy. A part-time employee of the foundation stayed around to keep the park’s marketing materials current, but other than that, there wasn’t much movement at the site.

“Isn’t it great to finally see some construction going on here?” foundation Chairman Ted Quirk said last month during a ceremony featuring local and national policymakers such as Rep. Dina Titus, D-Nev., and Clark County Commissioner Steve Sisolak.

Catamaran brings with it 353 jobs at an average wage of $23 per hour.

The company told the Las Vegas Global Economic Alliance it chose the property because of Southern Nevada’s status as a shipping hub

with a “large pool” of skilled workers in pharmacology, and said it would recruit from local pharmacy schools.

The company also received a $3.4 million incentive package from Gov. Brian Sandoval’s Office of Economic Development.

“The state taking a look at economic development and attracting more tech-oriented companies … has certainly mattered over the past couple of years,” said Thomas Piechota, UNLV’s vice president of research and economic development. “I think that will likely continue.”

Research parks like this one aren’t a new concept. UNLV President Len Jessup, who arrived at the university this year from a business college post at the University of Arizona, said there are ways to get public and private groups working together.

Arizona’s other flagship campus, Arizona State University, has a research park that houses around

4,000 employees in 50 companies, many of whom provide space for student collaboration in high-tech areas such as solar power and digital communication.

Bomotti said Catamaran expressed interest in reaching out to university students through means such as internships at the facility.

“It will have a tremendous impact not just on this community but this state and beyond,” Jessup said. “This is the right vision.”

UNLV doesn’t have other companies in line to start building just yet, but Bomotti said interest is growing.

The school is trying to secure an office and laboratories there for the Environmental Protection Agency, which has been occupying space at a small group of buildings at UNLV for decades.

“We always believed that this is a great location in the valley,” Bomotti said. “It was just a matter of when.”

More than 72,000 Nevadans sign up for health insurance through exchange

“Our focus this year was never on numbers, but always about people,” Bruce Gilbert, executive director of the Silver State Health Insurance Exchange, said in a statement. “We believed that if we gave Nevadans access to stable technology and quality health plans, the numbers would take care of themselves.”

Last year, about 32,000 Nevadans

received insurance through the exchange marketplace, Gilbert said.

Technical difficulties plagued open enrollment last year, including in Nevada, which was using a statemaintained software system. This year, Nevada Health Link, the state-created organization to help residents find insurance plans based on income, plugged into the

federal healthcare.gov platform, where consumers could complete the enrollment process.

About 11.4 million people nationwide enrolled in plans through the Health Insurance Marketplace during open enrollment this year.

The Affordable Care Act requires most U.S. residents to have health coverage or face a tax penalty.

Last year, local businesses raked in 20 percent of all money spent on contracts at Nellis AFB and additions, subcontracting under the larger, more experienced Burke Construction and expanding its skill set.

“Nellis likes encouraging larger companies to work with smaller ones,” Advanced Pro owner Racquel Toyozaki said. “It can help build your profile and lead to more work.”

Nellis Air Force Base, 8 miles northeast of Las Vegas, is home to 40,000 service members, families and military retirees. It has been a valley landmark since 1941, when it was a training field for B-17 gunnery during the height of World War II. Today, Nellis provides training for every type of aircraft in the U.S. Air Force inventory, the air units of allied nations and air and ground units of the Army, Navy and Marine Corps.

Nellis also employs about 9,500 military members and civilians, making it one of the largest employers in Southern Nevada. It has an annual budget of $150 million for civilian contracts, many of which go to local and small businesses.

“Supporting local business brings about economic growth,” said Lt. Col. Chris Kay, commander of Nellis’ contracting squadron. “We’re able to give back to the community. We are creating jobs and development. And we’re strengthening the relationship between the Vegas valley and Nellis Air Force Base.”

In 2014, $1 of every $5 spent on contracts at Nellis went to local businesses. From constructing new dorms to staffing the on-base chapel, Nellis opens bids for contracts all year. Its goal is to award 20 percent of contracts to local businesses and 60 percent to small businesses.

The federal government reserves a percentage of every budget for smallbusiness contracts, and any contract under $3,000 is set aside for small businesses. Nellis must adhere to federal mandates designed to keep competition fair so larger companies don’t walk away with the lion’s share of federal work. There are hundreds of rules and regulations that inform how the government awards contracts, and surprisingly often, they favor the underdogs.

ders and employers who know what they want. Businesses that do federal work have peace of mind that an employer won’t skip out on a check.

“With commercial work, you always have to worry about pay,” said Douglas Allen, owner of Nellis contractor PowerChoice Construction. “But with the government, the paycheck always comes.”

Allen has worked federal contracts since 1994. He started as a construction manager on a Navy job, and in 1997, his staffing agency, Power Services, landed a contract doing general staffing with Nellis. Allen has been working with Nellis ever since, now in construction with his second company, PowerChoice.

Allen used HUBZone (historically underutilized business zone) certifi-

cation to give his company an edge in landing the federal deals. The HUBZone program helps small businesses in economically disadvantaged urban and rural areas access federal contracts.

Other federal certifications include the Service-Disabled Veteran-Owned Small Business Certification, WomanOwned Small Business Certification and Small Disadvantaged Business Certification. Each has its own set of criteria dictated by the Small Business Administration.

Getting certified can make all the difference when it comes to landing a contract. Federal dollars are tightly scrutinized, and bases such as Nellis most often opt for the lowest bidders for contracts. Smaller companies with certifications can get a leg up with

smaller bid pools.

The federal government aims to contract 3 percent of its annual budget to HUBZone businesses and 3 percent to Service-Disabled Veteran-Owned businesses. In 2014, contracts awarded to businesses with such certifications were worth $226.8 billion.

Allen rarely works in the private sector anymore because he has been so successful getting federal work. He said it’s not wise to try to operate in both private and public sectors.

“There’s too many times that I’ve seen other guys fail when they get a federal contract,” Allen said. “They just don’t realize how much is required doing federal work. It’s a totally different beast.”

The road to landing a federal contract and maintaining it is crowded with competition, and it demands lots of research and paperwork. Allen said he hired a technical writer to wade through documentation.

“Even if you’re the best guy for the job, if you don’t communicate in the way (the federal government) wants, or if you don’t meet all the specifics and standards they ask for, then you won’t get the job,” Allen said.

Lyndee Cichon, director of Diversify Nevada’s procurement outreach program, described what goes into the federal bidding process.

“There’s employee experience, certifications of businesses, record-keeping standards, wage rate requirements, employee benefit requirements and levels of compliance,” Cichon said.

“Before you even bid, there’s plenty of stuff to know.”

Diversify Nevada, an arm of the Governor’s Office of Economic Development, and the Small Business Administration help Nevada businesses prepare to seek federal contracts. They offer classes, one-on-one training and access to free bid matching software that saves hours of time combing through government contracts looking for ones that match a business’s capabilities and interests.

They also give businesses a chance to meet federal contractors face to face and discuss the details of what they’re looking for.

“Don’t overcomplicate it; you’re already in business,” Kay said. “Just learn how to do it with Nellis.”
