The Gloucester County Department of Planning, Zoning, and Environmental Programs will be hosting a Town Hallstyle meeting at RCC’s Glenns Campus to provide information about data centers and the possibility of Gloucester County creating a “Technology Overlay District” (TOD) to accommodate them.
An “overlay district” applies specific standards on top of the existing zoning regulations within a defined area and for a specific purpose – such as historic preservation, natural resource protection, or economic development.
Because of their energy needs, data centers must be located near electrical transmission lines of substantial capacity. Such power lines exist approximately one-half mile south of the US 17 / US 33 intersection in the Glenns area
The proposed TOD is intended to make Gloucester County attractive to data center operators by permitting them as a “by-right” use – with certain additional regulations for area, screening and buffering, limiting noise and water use for cooling, and large property line setbacks – within the overlay district to help preserve the rural character of the county.
Data centers are needed to support the increasingly high processing demands created by technology, and they can be a major source of revenue for a locality Many of the impacts associated with data centers have been minimized over time, but we realize there are still many concerns about them County staff would like to provide a forum to share information about data centers, why the County is considering a TOD to accommodate them, and gather public input regarding the potential creation of a TOD in the Glenns area.
This meeting is open to the public and will be held in the lecture hall at RCC’s Glenns Campus, beginning at 6:30 p.m. There will be several speakers and a Q&A session after their presentations. If you have any questions about this meeting, please contact Gloucester’s Planning staff at 804-693-1224
Gloucester’s miles of rural coastlines contribute to the abundant beauty and opportunity of this county. Recognizing that, the Department of Planning, Zoning, and Environmental Programs has been looking at ways to preserve and protect our shorelines, while also encouraging their rich potential
Starting in 2008 with the “York River User Conflict Committee Report and Recommendations,” County planners have been considering the creation of a Working Waterfront Overlay District
The Gloucester Comprehensive Plan adopted in 2016 recommended just such a district, to protect working waterfronts and maintain compatibility with residential use and development Earlier this year, the department received a grant to bring on board a graduate-level intern who would research what risks and benefits this new overlay district could bring to our community
As part of that research, the team is seeking members of the Gloucester community to participate in a short survey to explain some of the ways you perceive and interact with local waterways Please scan the QR code or go to s surveyplanet com/q0pshh3s to share your input You can also call the planning team at 804-693-1224
After collecting enough data, the research intern will provide Gloucester’s Planning Commission with recommendations As a reminder, any changes to the Zoning Ordinance require public hearings in front of the Planning Commission and Board of Supervisors before they can be adopted. The County encourages you to attend or watch these meetings, so you never miss the chance to make a difference for Gloucester’s future!

While you’re out enjoying the sunshine this summer, remember! The warm, humid conditions also make this the perfect season for mosquitos With a few best practices, we can cut back on the population and impact of these pests:
Containers:
Grass/shrubbery:
Containers: Remove any type of container that will hold water, such as flowerpots, old tires, bird baths, etc. It only takes a teaspoon of water to become a mosquito larvae hatchery Grass/shrubber Trimming your shrubs and cutting your lawn encourages mosquitoes to rest elsewhere
Larvicide: Dispersing larvicide in standing water such as ponds, ditches, puddles, and standing water in containers is considered the most effective way to manage the mosquito population
Briquettes and granules are sold at home improvement stores
Clothing: To reduce mosquito bites, consider using insect repellent, wearing long sleeves and pants, and loose-fitting, lightcolored clothing.
Gloucester County utilizes a limited Integrated Mosquito Control Program to provide surveillance and treatment for designated mosquito control districts. A special Mosquito Control tax is paid by the residents that reside within the designated districts to fund these services The detailed program is on the County website: gloucesterva gov/mosquito-control If you have any questions, or you would like to report a mosquito problem in a Mosquito Control district, please email us at mosquito@gloucesterva.info.
This year, the County is starting work on our next Comprehensive Plan This is a guiding document that will tell our Supervisors and Planning Commission what the goals are for Gloucester over a 20-year period
It answers questions like:
What is the future of Gloucester land use? What community facilities do we need? How do we balance growth with our need to preserve Gloucester’s rural character, natural resources, and historic sites? What does the community want Gloucester to be like in 20 years?
This is the moment for you to get involved, and tell your representatives what you want the future of Gloucester to look like. We list all of our board meetings and agendas on Gloucesterva gov/board-of-supervisors, and we record the meetings in case you can't make it in-person
If you want to be heavily involved, consider volunteering for the Comprehensive Plan Steering Committee This Committee will assist the Planning Commission in its development of a plan of action for updates to the document Get more information by calling 804-6931224, or checking out the County’s Volunteer Board at bm-publicgloucesterva.escribemeetings.com.

As a kid born and raised in poverty, education was my ticket to opportunity Without a high school diploma, I couldn’t have served in the U.S. Army or secured a job to support my family. Education opened the door and it still does today for thousands of students right here in Gloucester
Education isn’t free Our teachers and staff work hard, and like everyone else, they have families to support, mortgages to pay, daycare to cover, and groceries and college savings to manage. It takes high-quality staff to educate students well.
That’s why I’m proud of what we’ve achieved. Among the 33 school districts in the Tidewater, Middle Peninsula, and Northern Neck regions, Gloucester ranks first in student performance when poverty is taken into account, despite 42 percent of our students living in poverty That’s a testament to our incredible staff and community
Budgets are essential because they provide opportunity. In Virginia, schools are funded per student. When enrollment drops, we lose funding and staff positions. When it rises, we gain them. The biggest variable in our enrollment is kindergarten.
Kindergarten enrollment drives staffing decisions but remains a major unknown until students are registered If you’re the parent of a rising kindergartener or new to Gloucester, please enroll your child as soon as possible. Early enrollment helps us plan well and hire the best educators to meet your family’s needs.
Every child deserves a chance to thrive, no matter their background I’ve lived the power of education firsthand, and I believe in what’s possible for every student who walks through our doors Together, with timely enrollment and strong community support, we can build a brighter future for all of Gloucester’s children.
Sincerely,
Anthony Vladu, Ed.D. Division Superintendent
