I am sure that if a11 those who in the past ten years have held a warrant,s饺 l1 did so,we should have at least double the number of scouts we have at prese⒒ ,What surprised me more was the reasons鲈 ven when I asked ‘ ‘ why they were on1onger scouters。 One reply was I was a I冫 ady Cubm沁 tress at So and s° school, but I was transferred to anothδ r school, and there was no Cub as a case of a forced volunteer in Pack there” . I could pnly conclude that this Ⅵ「 “As I am now at Univers⒒ y, I thought someone the first place. Another reply was∶ else should have a chance O£ being Assistant scout1naster of my school troop” 。 I wondered if the latter part of this excuse was rapidly improvisqd in.order to impress I cOuld multiply these examples. me ⅥⅡth the sacrifice the speaker was making。

What I wonder, hOwever, is whether lve may not have ourselves to blame for these ’ ‘ half~hearted Scouters。 Are we friendly w⒒ h newc0mers?A£ ter the£ irst‘ inauguration氵 ceremony do we ever visit our neW sCoutersP Is their only contact w⒒ h the]Dis订 iCt or with Headquarters thrρ ugh the dull 甲edium o£ the printed circularP Are our training courses alive with the enthusiasm of real scouting? Cleady we are failing 1inority,but even so “ would do no harm in some cases。 I hope these are only a Ⅱ for us to exa∏ ine our own lvays to make sure that th0y are so fⅡ led with the hvehness and inspiration o£ the true scouting spirit that thosq young scouters who

With the formation of a greater numb击 of distficts and as a resu⒒ of 伍e pu~ blicity ari盂 ng from the Jamborette, we shall have many more people jo血 ng the Once we have interested them in Movement,both as scouters and lay members。 Scouting how are we going to keep theⅡ 1 interested, and nOw I aⅡ 1 thinking more I especia11y of the lay members of our new Local Associations and Area CouncⅡ t their only can te11 you one sure way of scaring theⅡ 1° ff, and that is to assume th垃 purp。 s。 h scouting is to provde us with m。 ney,0ther from thor own pockets or from tl△ ek weal伍 y fr忆 nds.「 un汪 raising may be one functon of a LoCal Assochton Ⅵ砬der and but I cannot emphasise too strongly that our Iay members must have a s。
