Latest trends The first months of the year are generally a slow sales period for fishery and aquaculture products in Europe, and 2023 has not been an exception to this rule. Demand was low over the course of February, but prices generally moved up, especially for seabass and seabream and groundfish. In this issue of the European Fish Price Report, some 31 percent of the fish prices moved up, 27 percent moved down, while 41 percent stayed stable. The European Union concluded an agreement with the United Kingdom of Great Britain and Northern Ireland on 2023 fishing opportunities for fish stocks shared bilaterally in the Northeast Atlantic. The agreement will contribute to the sustainable management of jointly managed fish stocks present in both parties' waters, as well as provide stability and predictability for fleets and operators. It applies to more than 74 stocks and secures fishing opportunities of over 350 000 tonnes for the EU fleet, estimated to be worth around EUR 1 billion based on historic landing prices, adjusted for inflation. The deal covers all shared and jointly managed fisheries resources in EU and UK waters, establishing total allowable catch limits (TACs) for 2023 for the shared stocks, as well as reciprocal access to fishing for albacore tuna. In addition, the parties committed to several concrete work streams to improve the sustainable management of shared fish stocks over the course of next year within the EU-UK Specialised Committee on Fisheries, including a review of technical measures to protect vulnerable stocks across sea basins. The Global Container Freight Index (FBX) quoted USD 2 214 on 27 January 2023 compared to USD 9 806 in January 2022. The current index is well below last year’s level but still much higher than pre COVID-19 levels which, for example, quoted USD 1 358 on 6 March 2020. Nevertheless, current container prices may ease transport of frozen freight to Europe, with the exception obviously of disruption that may be caused from geopolitical tensions.

GROUNDFISH Atlantic cod continues to be under stress, and catches are likely to decline in 2023, for the first time in history under the 1 million tonne mark. Norway, which in the past has always been the top producer, will lose this position to the Russian Federation and is likely to have a 100 000 tonnes drop in production down to 278 000 tonnes. The Russian Federation will also experience a certain decline, from 340 000 tonnes in 2022 to 306 000 tonnes in 2023. Iceland is likely to report a 10 percent drop as well, to 209 000 tonnes. As a result of these dramatic predictions, cod prices are likely to go up throughout the whole of the year. However, consumers are likely to move to other species, especially as Alaska pollack, pangasius and tilapia are in ample supply this year. Salted cod importers need to stick with the cod species, however, and they are paying every price in order to guarantee supply to the cured cod market, especially in the Southern part of the continent. The fishing of Gadus macrocephalus (wet-salted cod fillets from frozen raw material) and Gadus morhua (wet-salted cod fillets from fresh raw material of Faroese and Icelandic origin) is finally going well, with good quantities. If the geopolitical situation was to remain stable, a reduction in prices should be expected because, traditionally, a period of lower consumption of these types of products is approaching.

TUNA - BILLFISHES Fishing in the Western and Central Pacific (WCP) is reported to be very poor. Despite this, skipjack prices remain soft due to the weak finished goods demand.

Catching in the Indian Ocean (IO) remains at the moderate level and carrier transhipment activities have increased. Skipjack prices fell slightly while yellowfin prices decreased by a bigger margin due to lower demands.

TUNA - BILLFISHES The 72-days International Commission for the Conservation of Atlantic Tunas (ICCAT) Fish aggregating device (FAD) closure in the Atlantic Ocean lasts until 13 March 2023. Fishing continues to be poor and several fishing vessels have been tied up. As a result of the poor fishing and reduction in catch efforts, Skipjack prices increased sharply while yellowfin price remained stable.

Since the end of the Inter-American Tropical Tuna Commission (IATTC) ‘veda’ last month, fishing efforts have been increasing steadily and about 60 percent of the Eastern Pacific Ocean fleet is out fishing currently. Fishing remains at the moderateto-good level while carriers continue to arrive from WCP and IO to supplement TUNA - Spanish canneries local landings. European skipjack prices increased due to the reduction in supplies, in particular from the Atlantic Ocean, but yellowfin prices decreased due to lower demands. The indicative price for cooked, single cleaned skipjack loins fell sharply due to the injection of duty-free quota loins last month.

CEPHALOPODS Argentina had a slow start of its Illex fishery. As this fishery set the prices at a global level, prices increased in all main markets. Demand from China is strong, attracting increasing quantities to this market, while Europe is left with limited arrivals and increasing price levels.

At the start of the season, normally catches are high, at about 60 tonnes per vessel, but this year, it is only half of this amount. There are hopes that the squid resource might have moved to some other area, and that this resource could be found soon. The Illex and loligo fisheries have not yet started in the Falkland Islands (Malvinas).

CRUSTACEANS Shrimp demand was slow in the starting months of 2023, a normal trend for this time of the year. Prices softened for most shrimp products, especially for vannamei shrimp. Argentine shrimp reported high cold storage holdings in Europe, and products were moving slowly. This led to a decline in price levels, with large shrimp being traded at almost the same price as small shrimp.

Crab prices remain very firm after the end of year traditional price peak, demonstrating lower supply and stocks. Lobster prices are a little higher at auction level compared to the previous year. Stocks of both species are traditionally low this time of year until the new fishing season begins in late Spring. Demand is also traditionally low after the seasonal demand peak in December.

BIVALVES Bouchot mussels are less present in the French market, as quantities traditionally decrease in the first quarter until the new summer season starts in June. The EU market observatory for Fisheries and Aquaculture products (EUMOFA) recently published a study on the price structure of mussels in the supply chain. The study notes that Spain is the largest Monthly average consumer prices in metropolitan France market and producer, contributing to 47 percent of the EU production with an average per capita apparent consumption of 3.54 kg per year. The majority of the Spanish production goes to the fresh market (62 percent), including significant exports to France and Italy, while 38 percent goes to the processing industry. France is the second largest producer and consumer within the EU representing 14 percent of the EU production in 2020. It was also the second largest market with a per capita apparent consumption of 1.89 kg per year. The French production is almost all absorbed by the internal market which heavily depends on imports. Italy is the third largest producer and consumer within the European Union. In 2020, it contributed to 12 percent of the EU production, and recorded a per capita apparent consumption of 1.73 kg per year. Most of Italian production is absorbed by the internal market which also relies on imports.

BIVALVES (cont.) Ireland has a small market for mussels. In 2020, it was the seventh largest producer in the EU (with 3 percent of the EU production) but has a low per capita mussel consumption (0.38 kg/year). The Irish mussel production is mostly export-oriented to the EU-27 and the United Kingdom of Great Britain and Northern Ireland. A future windfarm planned for the Saint-Brieuc area in Brittany is carrying out a feasibility study to include mussel and oyster cultivation, with the objective of installing shellfish farms on the same site as the windfarm. The site is due to be operational by the end of 2023 and will accommodate 60 wind turbines, capable of producing enough electricity for 83 000 people. Windfarm installations often lead to controversy over conflicting use of the coastline, by combining the project with aquaculture there is potential for greater use of environmental resources amongst other stakeholders. January is a quiet month for shellfish sales in general following the festive year-end sales period. However prices remain significantly higher than last year due mainly to inflation of operational inputs as described in earlier price reports. Oyster production in the Thau region, on the French Mediterranean coast, is reported to be difficult in early November with high mortalities due to an exceptionally warm autumn. These high temperatures late in the season prevent the oysters from recovering after an exceptionally warm summer. The Mediterranean region represents around 10 percent of French oyster production. France is the most important producer and consumer of oysters in Europe with a national annual production of around 80 000 tonnes. As mentioned in the last EPR, oyster prices are also being affected by inflation with increasing costs of metal structures, packaging, salaries, electricity and fuel. The increased selling price of oysters in France is forecast to be around 15 percent, the peak end of year oyster season will therefore be more costly for the consumer. End of year sales are particularly important for oyster producers as the month of December can represent over 50 percent of yearly turnover. The main French auctions for highest landings in October 2022 were Boulogne-sur-Mer, St Quay, Erquy and Lorient. This is due to the scallop season in the Northern Brittany seafronts which generated extra volumes for St Quay and Erquy-

SMALL PELAGICS Norway reports plenty of spring herring production in February 2023. Export figures for January are high. Prices, which had come down slightly at the start of the month, were moving up again in week five of this Mackerel - in Italy, origin: France fresh year. Overall, prices were higher than last EUR/kg year, with NOK 11.90 (USD 1.16) per kg, 3.06 4.0 which compares to NOK 9.40 (USD 1.05) 3.5 3.0 per kg. 2.5 Mackerel prices fluctuated since the start of the year, but overall were ahead of last year’s price levels. Japan and Republic of Korea continued to be the main importers of frozen mackerel from Norway in the first months of 2023.

FRESHWATER The overall economic crisis and the high prices of groundfish led to a return to pangasius products in the European Union. Spain, which used to be the main pangasius consuming country, reported 6 300 tonnes Italy, origin: imports of frozen pangasius fillets in 2022, Pangasius - in dethawed fillets Viet Nam a 50 percent increase from 2021. Viet Nam USD/kg is the main supplying country of this 6.0 5.8 5.3 product, accounting for 96 percent of total 5.5 5.0 5.60 4.8 imports. The unit value of frozen pangasius 4.5 4.3 4.0 fillets reached USD 3.50 per kg in 2022, up 3.8 3.5 3.3 2.8 from USD 2.75 per kg in 2021 and USD 3.0 2.5 2.62 per kg in 2020. Germany became the top importer of frozen pangasius fillets, with 7 400 tonnes in 2022, up from 5 300 dethawed fillets tonnes in 2021. The unit value in this country reached USD 4.00 per kg, an increase of USD 1.00 per kg from 2021 and 2020 unit values. Other member countries of the European Union also reported higher imports of pangasius. Some 60 000 tonnes of frozen fillets of this species were imported in 2022, which is about 10 000 tonnes more than in 2021. This upward trend is likely to continue in 2023, with frozen pangasius fillets expected to replace expensive groundfish species in the preparation of ready meals.

SALMON Prices for Norwegian farmed Atlantic salmon continue an upward trend since the NOK 63.19/kg monitored at week 52 of 2022. According to the NASDAQ Salmon Index (23 kg), in January the price reached NOK Salmon - origin: Norway 82.02 (week 3 of 2023), up 1.32 percent NOK/kg from the previous week. 95.82 The Norwegian Seafood Council (NSC) figures recently published show that Norway exported 89 698 tonnes of salmon worth NOK 8.9 billion in January 2023. These numbers represent a decline of 6 percent in terms of volume but a sharp increase of 25 percent in value compared to January last year.

Analysts from the agency explained that the increased salmon price drove the rise in value in January. The lower volume combined with increased demand for Norwegian salmon raised the average export price to NOK 93.25/kg for fresh whole salmon in January, up 32 percent compared to the same month last year. In addition, there was a record-high price for fresh salmon fillets in January at NOK 140/kg, surpassing May 2022 which was the previous record month with NOK 129/kg. In terms of markets, the United States of America, Poland and France were the three most important for Norwegian salmon in January. One third of the value exported (34 percent) went outside Europe, meaning that only 66 percent of salmon exports stayed in Europe; this was the lowest proportion of salmon destined to the European market in a single month since April 1989.

TROUT Norwegian trout exports during January 2023 declined 28 percent in terms of volume and 7 percent in value, compared to January last year, after registering 3 117 tonnes worth NOK 310 million. The export prices for trout were significantly higher than in January 2022. The United States of America, Thailand and Lithuania were the top three markets for the species in this month. According to NSC, Lithuania had the largest increase in export value this month, with an increase in export value of NOK 24 million, to NOK 24.7 million. Measured in product weight, exports increased from 14 tonnes last year to 287 tonnes.

SEABASS AND SEABREAM Sales of seabass and seabream in SEABASS/SEABREAM - in Italy origin: Greece January and February remained strong EUR/kg overall, despite significant price 6.5 increases. Both species have seen 6.0 prices surge, with an aggregate 5.5 5.0 increase of 15 percent since the 4.5 4.0 beginning of the year. At the same 3.5 time, apparently unperturbed by 3.0 higher prices, volumes sold in Mercamadrid are up slightly, by Seabass fresh whole 300-450 gr/pc Seabream fresh whole 300-450 gr/pc between 2-3 percent on volumes traded in the first months of 2022. The only exception to this upward trend in prices has been large seabream, which remains in ample supply and with stable prices. This follows on from what was yet another year of high growth for the industry in 2022, with trade volumes outpacing expectations at around 350 000 tonnes. Trade has grown significantly, by around 13 percent since 2019, despite a significant reduction in Turkish seabass supply after 2018 and the acute disruptions faced by the fisheries and aquaculture sector as a whole since 2020. At the same time high prices have augmented the value of trade, which has increased by close to USD 400 million (+26 percent) since 2019. With continued high stocking of juveniles by major producers it seems likely that seabass supply will continue to grow, with production possibly surpassing the peak of 2019. Supplies of seabream are also likely to increase, albeit at more modest rates.
