Dear Readers, It is a great pleasure to bring you this fourth edition of the Chinese Fish Price report.

Marine and inland fisheries today are at an important crossroads. They make a crucial and growing contribution to food, nutrition and livelihood security. Yet, despite significant successes, there is a decreasing overall trend in the proportion of marine fish stocks caught within biologically sustainable levels, especially in the least developed regions.

In the context of the 2030 Agenda for Sustainable Development and the United Nations Decade of Ocean Science for Sustainable Development. FAO will hold an International Symposium on Fisheries Sustainability from 18-21 November at FAO headquarters in Rome, Italy.

The objective of this Symposium is to identify pathways to strengthen the science and policy interplay in fisheries production, management and trade, based on solid sustainability principles for improved global outcomes on the ground.

The main output of the Symposium will be a technical document that synthesizes the information and debate in each of the Symposium’s sessions, to be tabled at the 34th session of the FAO Committee on Fisheries (COFI) in July 2020. These technical recommendations in the document will also feed onto a high-level policy statement on the role, value and sustainability status of global and regional fisheries.

Policy updates 14 new aquatic varieties approved On 4 April, the Ministry of Agriculture and Rural Areas (MARA) announced that the National Pedigree and Fine Aquatic Breed Verification Commission would approve 14 new aquatic varieties. Included were new varieties for largemouth bass, puffer fish and tilapia. As of this writing, a total of 215 fish varieties have been approved for aquaculture in China.

National Aquatic Animal Disease Monitoring Plan of 2019 is launched On 8 April, MARA issued the 2019 National Aquatic Animal Disease Monitoring Plan to create a comprehensive plan for the monitoring of aquatic animal diseases. This plan will be monitoring grass carp, crucian carp, tilapia, grouper, white leg shrimp, red swamp crayfish and other major cultured species for diseases that have significant impacts and are of concern internationally, such as Spring Viraemia of Carp Virus (SVCV), White Spot Disease (WSD), Shrimp Hemocyte Iridescent Virus (SHIV) and Tilapia Lake Virus (TILV). The national wide plan covers 30 provinces (including autonomous regions and municipalities), breeding centers and key hatchery farms.

MARA further expands aquatic seed quarantine experimental stations On 16 April, MARA issued the Circular on the Expansion of Aquatic Seed Quarantine Experimental Stations at Origin. This circular promotes the further expansion of experimental areas for aquatic seed quarantine to 18 provinces (autonomous regions and municipalities), including Beijing, Hebei, Liaoning, Fujian, Jiangxi, Hubei, Hunan, Guangxi, Hainan, Chongqing, Sichuan, Yunnan, Shaanxi, Gansu, Qinghai, Dalian, Qingdao and Ningbo. Together with the 6 provinces (municipalities) including Tianjin, Jiangsu, Zhejiang, Anhui, Shandong and Guangdong, that are already in the program, the experimental areas have now been extended to 24 provinces (autonomous regions and municipalities).

The three main objectives for the Aquatic Seed Quarantine Experimental Stations include officially verifying fishery veterinarians, establishing quarantine declaration stations, and implementing electronic certification by the end of 2019 in all areas.

MARA announces new information about fishing licenses On 6 May, MARA issued an announcement regarding fishing licenses for special economic species and auxiliary fishing vessels during the 2019 summer moratorium of marine fishing. The announcement covered permitted sea areas of operation, hours and type of operation for jellyfish; permitted sea areas of operation, hours, types of operation and number of auxiliary fishing vessels permitted for silver anchovy; and permitted sea areas, hours, types of operation and numbers for auxiliary fishing vessels, as well as its special license application process.

MARA strives to end prohibited marine fishing gear by the end of 2020 On 25 March, MARA issued a circular on the 2019 campaign for eradicating illegal, unreported and unregulated (IUU) fishing gear, aiming to eliminate the use of all prohibited marine fishing gear by the end of 2020. More specifically, these efforts will include enforcing that the size of fishing gear mesh are in accordance with regulations and ensuring the proportion of juveniles in catches meets the national requirements.

Industry news The 2018 National Fishery Economic Statistics Bulletin issued Recently, the Fisheries and Fishery Administration Bureau of MARA issued the 2018 National Fishery Economic Statistics Bulletin. According to the Bulletin, in 2018 China’s total output of aquatic products was 64 576 600 tonnes, a year-on-year increase of 0.19 percent. The total area used for aquaculture was 7 189 520 hectares, which is down by 3.48 percent year-on-year. By the end of 2018, there were more than 9 300 processing enterprises and nearly 8 000 cold storage facilities for aquatic products throughout China. Processed products in 2018 totaled 21 568 500 tonnes, down by 1.79 percent compared with 2017. According to custom statistics, the total import and export of aquatic products in China was 9 454 200 tonnes, with a total value of USD 37.188 billion, up by 3.33 percent and 14.44 percent year-on-year respectively.

China and the European Union (Member Organization)1 express faith in current and continued fisheries cooperation The Vice Minister of MARA, Yu Kangzhen, met with the EU28 Commissioner for Environment, Maritime Affairs and Fisheries, Karmenu Vella, on 3 April in Beijing to exchange views on further strengthening fisheries cooperation. Yu stated that the China-EU28 fisheries cooperation mechanisms have significantly improved, maintaining strong communication in multilateral fisheries cooperation and jointly taking measures to combat IUU fishing. Likewise, Villa stated that the EU28 greatly values the development in fisheries cooperation with China and wants to maintain close communication in order to combat IUU fishing and protect fishery resources. Promoting fisheries cooperation between China and the EU28 will result in further achievements towards sustainability that will greatly benefit the fisheries sectors globally.

China’s prawn imports growing, forecasted to surpass the United States of America The 11th Chinese Shrimp Industry Development Seminar sponsored by the China Aquatic Products Processing and Marketing Association (CAPPMA) was held on 18 May in Zhuhai. Cui He, President of CAPPMA, stated that in 2018, China imported more than 650 000 tonnes of prawns from Ecuador, India, Viet Nam and other countries, with a value exceeding USD 5 billion. Furthermore, in the first quarter of 2019 alone, China imported nearly 80 percent of the total volume imported in 2018. Cui He believes that “with China’s simultaneous efforts on eliminating smuggling while reducing import taxes, China will replace the United States of America as the largest importer of prawns in the world”. China’s prawn imports are expected to reach 800 000 tonnes in 2019.

Hainan tilapia exports exceed CNY 2 billion annually Tilapia industries in Hainan, the second largest Tilpaia producer in China, have made great progress in recent years, with products selling to the Americas and all over the EU28. Tilapia exports now account for more than 80 percent of the total aquatic products exported from Hainan in volume terms. More so, the island province is responsible for nearly 30 percent of China’s total tilapia exports. In 2018, the total area used for tilapia farming in the province was 328 800 hectares, producing 326 000 tonnes of fish, of which 120 000 tonnes were exported, valued at CNY 2.07 billion.

China’s imports of Vietnamese catfish products report growth According to statistics from the Vietnam Association of Seafood Exporters and Producers (VASEP), Viet Nam exported more than USD 400 million worth of catfish products in the first quarter of 2019, an increase of 1. 8.8 percent over the same period in 2018. As Viet Nam’s largest catfish importer, China imported over USD 100 million worth of catfish, followed by the EU28 and the United States of America.

Heilongjiang hosted the first large-scale burbot propagation and discharge event On 23 May 23, a burbot (Lota lota) propagation and releasing event was held in Heilongjiang Province. This was the first time that burbot, a cold-water, freshwater fish was being propagated and released on a largescale in Heilongjiang Province. 50 000 burbot that were over 5 cm were released to improve biodiversity and enhance sustainable fishery practices.

The purchasing price for tilapia processers has been declining since early May this year, with a maximum drop of RMB 0.2 per kg. However, prices began a rebound trend late that month. According to processors, small to mid-sized tilapia around 0.3-0.5 kg in weight were most popular.

The wholesale market has been quite stable. In May, prices for tilapia over 0.6 kg in weight were about RMB 3 per kg in the suburbs of Nanning, Guangxi Province. Prices for fish around the same size were RMB 2.9 per kg in the outer suburbs of the same area, with an average increase of RMB 0.3 per kg in May. Local demand for tilapia was greater than local supplies, and as a result, distributors had to purchase fish from Guangdong.

Once again, the main cause of this price growth is due to demand that has outpaced market supply. In particular, the majority of this farmed species are sized under 0.4 kg per piece, which leads to a shortage of supply of commercial-sized fish. At the same time, most farmers are relectant to sell their undersized fish due to cost efficiency. Despite distributors’ efforts to successively raise purchase prices, supply of largemouth bass is still falling short.

In general, prices for grass carp have been rising steadily since late May with prices in eastern and central China starting to recover. This price recovery is largely due to the increase in consumption during the Dragon Boat Festival. Furthermore, stock decreases in central China caused the prices to grow by RMB 0.1 per kg and are expected to continue rising. At the same time, farmers are highly motivated to sell their fish. However, frequent rain storms in late May flooded several hundred acres of breeding ponds in the Pearl River Delta region, causing many fish to be washed away with grass carp farmers suffering heavy losses in this region. As a result, in southern China, the market is currently under a depression and prices are forecasted to remain low in this area.

In early May, prices for snakehead were at a low and farmers’ were reluctant to sell their fish at a loss. In addition, the unsuitable conditions for harvest due to high temperatures led to a shortage of supply on the market. This translated into a price hike at the end of this month, with the Chinese snakehead market rebounding just before the Dragon Boat Festival at the end of May. On the last two days of that month, prices increased significantly; about RMB 0.15-0.25 per kg daily. With wholesale pricing for Chinese snakehead at a high with increased demand during the Dragon Boat Festival, some distributors even purchased fish directly from ponds.

Demand for hybrid grouper was forecasted to increase due to the summer fishing moratorium in May. However, due to the high stocks of pearl gentian grouper, prices have so far been slightly declining instead of rising. In contrast, due to the lack of cultivation and longer culture cycles, prices for Chinese fir tiger groupers and tiger groupers are relatively stable.

As a result of the rising seedling prices and falling fish prices, most farmers are pessimistic about the market for hybrid groupers in the coming months. As the high temperatures approach along with water pollution, grouper disease outbreaks are likely and therefore raise the risk of breeding.

Whiteleg shrimp Penaeus vannamei

Due to limited supplies, shrimp prices in major producing areas rose steadily in early April, but began a downward trend later in the month. Following the abnormally low temperature in the major producing area of Guangdong, serious outbreaks of white leg shrimp disease occurred in May. Meanwhile, shrimp from Rudong, Jiangsu, flooded the market and thus orders from the northern regions in Guangdong dropped sharply. As a result, prices in the northern Guangdong region in May had fallen by nearly RMB 20 per kg compared with April. Affected by the overall market circumstances, shrimp prices in east China, particularly Shandong Province decreased as well.

Such a significant outbreak is one of the main difficulties to sustainably raise shrimp prices in southern China.

Shrimp prices are expected to continue to fall in the near future.

In recent years, there have been serious outbreaks of fish diseases such as gill hemorrhages and sporozoosis that have caused heavy losses to Prussian carp farms. Gill hemorrhage, which is a seasonal occurrence, particularly in May, often impacts a large amount of farming areas. To avoid risks, most farmers chose to sell their fish before May, which leads to a shortage of commercial-sized fish in the market post May. Thus purchasing prices skyrocketed in May, with prices in Jiangsu rising from RMB 7 per kg to RMB 18 per kg.

Another tactic to avoid risk is farmers switching to culture another species entirely. Furthermore, many Prussian carp farming areas were classified as aquaculture forbidden areas under the latest national environmental protection policies, leading to a significant decrease in the number of aquaculture areas farming Prussian Carp this year. Overall, sales of Prussian carp in most regions have recently been strong and forecasters expect the market to continue to strengthen.

In the first half of April , the balanced supply and demand of turbot resulted in relatively stable prices. In early May, prices rose sharply but did not sustain at such levels, and in general, turbot farmers were able to sell their fish that month. As disease outbreaks increasingly occurred for commercial-sized fish due to high temperatures, farmers expedited selling but prices were still largely determined by market supply and demand. For instance, there were plentiful supplies on the market in June, which resulted in a significant decline in prices. Due to limited market consumption capacities, turbots are now in oversupply and thus prices are expected to fall steadily.

From April to May, prices of Mandarin fish in Guangdong grew sharply, rising from RMB 56 per kg to RMB 80 per kg, demonstrating a month on month increase of 42 percent. Main production areas in Jiangsu, Hubei, Anhui, Guangxi and Hunan are all nearly out of stock. The market demand for Mandarin fish is now being mainly satisfied by Guangdong. Stocks in Guangdong’s main production areas are in short supply, as farmers are opting to continue to grow their fish to fetch higher prices. As a result, purchasing prices have skyrocketed in some areas. This rise is similar to that of the same period last year, with a seasonal trend of a significant price growth for Mandarin fish occurring from mid- to late-May. However, this year’s growth was much more pronounced than that of last year.

Market conditions in all production areas have improved over the past two months. Demand and sales volume levels for commercial-sized fish were at their peak in May. Prices are expected to rise further due to current biomass in pounds. Compared with previous May, overall prices of Mandarin fish are about RMB 10–12 per kg higher in Guangdong, RMB 18 per kg higher in Hubei and RMB 6–12 per kg higher year-on-year in other producing areas.

Prices This monthly monitoring list contains 28 species with 36 specifications from 43 wholesale markets. Of all specifications monitored, prices of 16 specifications which accounted for 44.44% of the total increased month-on-month, while that of 9 specifications which accounted for 25.00% maintained the same level as last month, leaving the rest with 11 specifications which accounted for 30.56% of the total in declined.

The aquatic product market in China showed the trend of recovery in May, with active market dealing and steadily rising market price. The price of seawater products fell back somewhat and the price of freshwater products turned up slightly.

With China’s sea areas closed for fishing during summer fishing moratorium, the market supply of fresh and live seawater products has been reduced in May. However, due to adequate reserve in the early stage, the market supply of cultured and frozen seawater products has been effectively supplemented, and the price of seawater products is gradually stabilizing. In regard to freshwater products, with the supply slowing down in May and the cost of transportation and logistics going up, the price of freshwater products began rising.

It is expected that the impact of summer fishing moratorium on the market supply would gradually decrease in June. However, with temperature rising gradually in summer, the market demand will probable be weakening and the supply and demand would be relatively balanced.

Therefore, the overall price in aquatic product market will tend to be stable.

Events The International Symposium on Fisheries Sustainability: Strengthening the Science Policy Nexus will be held from 19-21 November 2019 in FAO HQ, Rome, Italy.

The objective of this Symposium is to identify pathways to strengthen the science and policy interplay in fisheries production, management and trade, based on solid sustainability principles for improved global outcomes on the ground. The main outcomes of the Symposium will be presented at the 34th session of the FAO Committee on Fisheries (COFI) in July 2020.

Events The XVII Session of the Sub-Committee on Fish Trade of the Committee on Fisheries will be held from 25-29 November 2019 in Vigo Spain.

The Sub-Committee on Fish Trade was created in 1985 to serve as a multilateral framework for consultations on international trade of fish and fishery products, including pertinent aspects of production and consumption. It has become the most important global forum to discuss issues associated with the trade of fish and fish products.

The agenda for the XVII Session of COFI:FT covers a wide range of topics such as statistics, global governance, dissemination of information on markets, quality and safety, small-scale fishers, product legality, biodiversity, traceability, and more.
