This annual report highlights both our achievements and challenges in 2024, showcasing the dedication of our personnel and our commitment to proactive policing. It reflects our unwavering focus on professionalism, community partnerships, and forward-thinking strategies that enhance public safety. As we continue to evolve, we remain dedicated to ensuring Glendale remains a safe and thriving city for all.

The year 2024 brought significant advancements for the Glendale Police Department, with key investments that will shape the future of public safety in our city. The purchase of a new police helicopter enhances our response capabilities, ensuring officers can reach critical incidents more quickly and effectively. Our newly launched Real Time Intelligence Center (R.T.I.C.) harnesses cutting-edge technology to provide real-time, actionable intelligence to first responders and support ongoing investigations. Traffic safety also remained a priority, with our motorcycle officers with our Street Racing Task Force conducting targeted enforcement efforts that led to multiple arrests for reckless driving and illegal street racing. Additionally, for the first time in years, we achieved full staffing of our sworn personnel, assembling a diverse and highly skilled team committed to crime prevention and community engagement.

Looking ahead to 2025 and beyond, the Glendale Police Department is focused on strengthening our force and expanding our capabilities. As part of the Glendale Safe initiative, we will be adding 23 new police officers to meet the growing safety needs of our community. This effort will enhance high-visibility policing and strategic enforcement, providing residents with greater peace of mind. These initiatives align with our newly developed four-year Strategic Plan, which outlines a clear and actionable path toward advancing our mission of protecting Glendale, preserving your trust, and maximizing our potential to serve Glendale effectively.

PATROL BUREAU The Patrol Bureau serves as the backbone of law enforcement, maintaining a visible and dedicated presence to ensure public safety throughout the Glendale community. Patrol officers demonstrate unwavering commitment and professionalism through proactive patrols, crime deterrence, and rapid emergency response. Their responsibilities include enforcing laws, responding to service calls, conducting traffic enforcement, and engaging with the community to build trust and promote safety. Additionally, officers document incidents, initiate investigations, gather evidence, and prepare detailed reports for legal proceedings.

The Bureau also oversees the field training officer program, ensuring that new officers receive thorough training to uphold the highest standards of service and excellence.

INVESTIGATIVE SERVICES DIVISION The Investigative Services Division (ISD) plays a critical role in managing criminal investigations from initial follow-up to case filing and court proceedings. This division consists of specialized units such as the Vice/Narcotics Unit, the Pacific Southwest Regional Fugitive Task Force, Court Services, the Financial Crimes Unit, the Burglary/Auto Theft Unit, the Assaults Unit, and the Robbery-Homicide Unit, all dedicated to providing expert investigative support. ISD also manages the Real-Time Intelligence Center (R.T.I.C.), utilizing technology to deliver real-time intelligence to first responders, enhancing situational awareness and improving response effectiveness.

CRIMINAL INVESTIGATIONS AND SPECIAL INVESTIGATIONS BUREAUS The Robbery-Homicide Unit (RHD) focuses on solving major crimes, including robberies, homicides, assaults causing severe injury, and criminal threats.

The Assaults Unit works closely with victims of violent crimes such as domestic violence, child abuse, and sexual offenses. Detectives in this unit also participate in the Internet Crimes Against Children (ICAC) Task Force, investigating online crimes involving child exploitation.

The Burglary/Auto Theft Unit addresses commercial and residential burglaries, grand thefts, auto thefts, vandalism, and arson cases.

The Financial Crimes Unit investigates identity theft, fraud, real estate crimes, and complex financial cases, collaborating with law enforcement and financial institutions to prevent and combat these crimes.

The Court Services Unit, staffed by trained professionals, supports court processes by filing criminal cases with the District Attorney’s Office and assisting detectives with discovery requests.

The Vice/Narcotics Unit works to dismantle drug trafficking organizations and reduce drug-related crime, addressing the social and health impacts of drug abuse.

Additionally, the Pacific Southwest Regional Fugitive Task Force, a multi-agency team led by the U.S. Marshal Service, locates, apprehends, and transports fugitives, focusing on high-risk apprehensions, warrant executions, and extraditions.

Lastly, the Criminal Intelligence Unit/FBI Organized Crime Task Force, collaborates with multiple agencies to dismantle organized crime networks and prosecute both local and federal cases across Southern California, ensuring serious violent crimes receive federal indictment when state prosecution is not possible. In 2024, numerous state cases resulted in federal indictments.

The Glendale Police Department, in collaboration with the Los Angeles Regional Internet Crimes Against Children Task Force, actively participated in Operation Online Guardian, a proactive investigation conducted between August 12 and August 23, 2024. This multi-agency operation spanned 5 counties in Southern California and involved 102 affiliate law enforcement agencies. The Glendale Police Department played a crucial role in identifying and apprehending individuals targeting children online. A news conference was held to highlight the arrests made during the operation and to provide the community with essential Internet safety resources to help protect children from online predators.

REAL TIME INTELLIGENCE CENTER The Real-Time Intelligence Center (R.T.I.C.) at the Glendale Police Department officially launched on November 13, 2024, marking a significant advancement in the Department’s commitment to leveraging technology for public safety. By integrating livestream video, advanced analytical software, and fostering strong public-private partnerships, the R.T.I.C. serves as a centralized hub for real-time information sharing and seamless collaboration with Glendale’s partner agencies.

Designed to provide actionable intelligence to first responders, the R.T.I.C. equips patrol officers, supervisors, and managers with critical video and data insights, enabling safer and more efficient

responses. In addition to enhancing situational awareness during critical incidents, the R.T.I.C. plays a vital role in addressing quality-of-life concerns and responding swiftly to emerging crime trends. By integrating cutting-edge technology, the R.T.I.C. enhances the capabilities of the Investigative Services Division, providing valuable support during criminal investigations. Through improved intelligence gathering and analysis, R.T.I.C. staff empower officers with the critical information needed to enhance preparedness, optimize response strategies, and effectively manage critical incidents and community events.

TRAFFIC BUREAU The Traffic Bureau oversees traffic enforcement, education, and the investigation of traffic collisions and traffic-related offenses. With a team of officers on motorcycles, and patrol vehicles, the Bureau also handles specialized DUI enforcement, parking enforcement, front desk operations, safety education, special event permitting and planning, Office of Traffic Safety (OTS) grant management, vehicle impound releases, and tow operator contract management.

COMMUNITY OUTREACH RESOURCES AND ENGAGEMENT BUREAU The Community Outreach Resources and Engagement (CORE) Bureau plays a pivotal role in strengthening the relationship between the Glendale Police Department and the community it serves. Home to the Downtown Policing Unit (DPU), Community Relations Team (CRT), and Homeless Outreach and Psychological Evaluation Team (HOPE), this Bureau focuses on fostering positive community interactions and addressing a wide range of concerns. The CORE Bureau enhances public safety by offering school resource support through School Resource Officers, providing vital mental health assistance, and ensuring proactive retail enforcement in Glendale’s vibrant downtown business district. Through these efforts, the Bureau promotes a safer, more supportive environment for residents, visitors, and local businesses alike. By engaging with the community in meaningful ways, the CORE Bureau fosters trust, collaboration, and a shared commitment to improving quality of life across the city.

DOWNTOWN POLICING UNIT The Downtown Policing Unit (DPU) plays a crucial role in enhancing public safety within Glendale’s business district, including the Americana at Brand and Glendale Galleria. Through proactive patrols and collaboration with local businesses, the DPU focuses on crime prevention and addresses safety concerns. By working closely with business owners and community members, the unit fosters positive relationships, builds trust, and ensures a secure environment for residents, visitors, and retailers. COMMUNITY RELATIONS TEAM The Community Relations Team focuses on community engagement to improve safety and quality of life. Officers build meaningful relationships with organizations, neighborhood watch groups, businesses, and residents to address local challenges collaboratively. Through these partnerships, the team promotes open communication, encourages problem-solving, and strengthens public trust in the Glendale Police Department.

SCHOOL RESOURCE OFFICERS School Resource Officers (SROs) play an essential role in fostering safe, supportive, and inclusive learning environments for Glendale’s students.

Dedicated SROs work closely with the Glendale Unified School District, serving 34 schools across the community. Beyond ensuring campus safety, they build meaningful connections with students, parents, and educators. Through impactful programs such as the Explorer Program, Students Training as Role Models (STAR), Youth Empowerment Project (YEP), and the School Attendance Review Board, SROs promote positive engagement and mentorship. Their work cultivates trust, accountability, and personal growth, contributing to a school culture where students feel supported and empowered to succeed academically

and personally. Their involvement strengthens campus safety and enhances long-term educational success and community well-being.

BRISKET In January 2024, the Glendale Police Department welcomed its newest team member, Brisket, a Canine Companions Facility Dog. Canine Companions is renowned for providing expertly trained service and facility dogs. Before completing his training, Brisket was sponsored by the Los Angeles Chargers and Lazy Dog Restaurants. As a “Charger Pup,” he attended games and interacted with players on the practice field.

Brisket now works alongside his handler, Police Services Officer Amy Tate, supporting both the Glendale Police Department and the community. His calming presence provides comfort to victims and witnesses during interviews and court proceedings, while also helping individuals cope with grief, reduce stress after traumatic events, and build trust with children. Brisket regularly visits senior citizens and engages with the public at community events, fostering positive connections and promoting emotional wellbeing. His approachable demeanor helps break down barriers, reinforcing the Department’s commitment to compassion.

COMMUNITY ACADEMY The Community Academy is a 11-session program that provides participants with a comprehensive understanding of law enforcement. Through engaging presentations delivered by police officers, detectives, and professional staff, participants gain valuable insight into various facets of the Department, including patrol procedures, investigations, and community outreach efforts. This unique opportunity allows attendees to better understand how the Department operates and how its work contributes to maintaining Glendale’s reputation as one of the safest cities in California and the nation.

Additionally, participants learn about the Department’s collaborative partnership with the City to ensure a safe and thriving environment for residents, businesses, and visitors. Graduates of the program leave with a deeper appreciation for the dedication of law enforcement professionals and a stronger bond with their community.

EXPLORER PROGRAM The Explorer Program is designed for students aged 14-20 years old who are passionate about pursuing a career in law enforcement. Participants meet weekly to learn foundational law enforcement techniques and principles. They complete an Explorer Academy and participate in various community activities. Explorers earn community service hours, join police officers on Ride-Alongs, compete in Explorer events, and engage in other enriching experiences that prepare them for future careers in law enforcement.

TEEN ACADEMY The Teen Academy is a six-week program designed for 16-18 year olds, offering a dynamic, handson learning experience that deepens their understanding of law enforcement. Students engage with members from various bureaus, including the Detective Bureau, Traffic Bureau, and specialized units such as SWAT, Crisis Negotiations, Forensics, and the K-9 program. They tour the police station, participate in practical demonstrations, and take part in simulator exercises. Beyond gaining valuable insights into law enforcement, the academy fosters communication between youth and the Glendale Police Department. Students also earn community service hours as part of their involvement in the Teen Academy.

HOMELESS OUTREACH AND PSYCHOLOGICAL EVALUATION (HOPE) TEAM The Glendale Police Department provides critical outreach to the city’s homeless population through its Homeless Outreach and Psychological Evaluation (HOPE) program. This program has achieved remarkable success in helping individuals transition from homelessness to permanent housing. Through grant funding and strong community partnerships, the department provides essential services to those in need, including during evenings and weekends. The HOPE Team works closely with service providers to connect unhoused individuals with the most appropriate resources, ensuring sustained support and care.

SUBSTANCE ABUSE & WELLNESS RESOURCE PROGRAM The Substance Abuse and Wellness Resource Program aims to provide accessible mental health and substance abuse resources to strengthen children, youth, families, and communities. The program collaborates with Glendale Unified School District staff, students, and families to address substance abuse concerns. CORE Bureau officers also partner with the Narcotics Bureau to provide education on fentanyl and substance abuse at various community and school events. The program’s goals include empowering youth and families, raising awareness about substance misuse, providing targeted psychoeducation on substance abuse, reducing stigma associated with addiction, and assisting individuals with narcotics and mental health-related challenges.

SPECIALIZED SERVICES BUREAU The Specialized Services Bureau, which includes the Special Enforcement Detail (SED), K-9 Detail, and Air Support Unit, is committed to proactive law enforcement and high-level enforcement operations. This Bureau utilizes specialized skills to effectively manage critical incidents, support apprehension efforts, and enhance overall public safety.

By working collaboratively with other units, the Bureau ensures quick and efficient responses to complex situations.

Additionally, the Bureau plays a key role in fostering strong, positive relationships with the Glendale community, ensuring that public safety efforts are aligned with the community’s needs and priorities. AIR SUPPORT UNIT Since 2007, the cities of Glendale and Burbank have partnered to provide airborne law enforcement support through the Joint Air Support Unit (JASU). This collaborative unit enhances patrol operations by offering an aerial observation platform that supports ground units and improves response effectiveness. JASU’s versatility extends beyond patrol, assisting with specialized investigations, tactical police operations, fire department support, and emergency or logistical assistance for other city services. Through seamless collaboration and teamwork, JASU ensures that its aerial assets are used efficiently to serve the community in dynamic and diverse situations.

SPECIAL WEAPONS AND TACTICS (SWAT) The Special Weapons and Tactics (SWAT) Team is a highly specialized group of officers trained to handle critical incidents that exceed the capabilities of standard first responders. These incidents include hostage situations, barricaded suspects, sniper threats, terrorist activities, and other high-risk scenarios. SWAT teams are also deployed to execute high-risk search and arrest warrants where public and officer safety concerns require their expertise. Equipped with advanced training and resources, the SWAT Team is prepared to respond to any situation with precision and professionalism.

Members of the SWAT Team are “on-call” to respond to any emergency requiring their services. This team is dedicated to the preservation of life and resolving situations peacefully.

CRISIS NEGOTIATION TEAM (CNT) The Crisis Negotiation Team (CNT) consists of highly skilled officers specialized in high-risk situations and achieving safe outcomes. Comprised of officers and mental health advisors, CNT handles incidents involving hostages, barricaded individuals, and persons experiencing suicidal ideations.

Working in close collaboration with the SWAT Team, CNT plays a pivotal role in resolving dangerous situations peacefully. Through advanced de-escalation techniques and crisis intervention strategies, CNT remains dedicated to protecting lives and ensuring positive outcomes during critical incidents.

CNT members train on a monthly basis, attend association training and conferences regularly, and volunteer as crisis counselors at Didi Hirch’s Suicide Prevention Hotline Center.

This room serves as a full-time defensive tactics mat room and also functions as a virtual reality training area, allowing officers to practice de-escalation, tactics, movement, and simulated police functions under stress in a virtual environment.

Supported by approximately 65 POST-certified instructors, the Department remains largely self-sufficient in delivering high-quality training. The Bureau also conducts reviews of body-worn and in-car video footage, evaluates useof-force and vehicle pursuit reports, and manages essential programs, including the Reserve Officer Program, Police Chaplains, and Fleet Operations. CRIME PREVENTION PROGRAMS AND RESOURCES Vacation Check The Glendale Police Department offers free vacation checks for homeowners who are away, enhancing security and providing peace of mind. Department staff will visit the residence regularly, ensuring it remains secure and monitoring for any suspicious activity while the homeowner is absent.

Los Angeles Regional Crime Stoppers (LARCS) LARCS allows residents to anonymously report crimes, empowering the community to help solve cases without fear of involvement. This program encourages public participation in crime prevention while protecting individuals' identities.

Security Camera Registration Residents and businesses can voluntarily register their surveillance cameras with the Department, helping officers identify suspects, victims, and witnesses. All information is kept confidential and used only for official law enforcement purposes Home and Building Security Inspections The Department offers free security inspections to identify vulnerabilities and provide recommendations to enhance safety. Officers assess properties to suggest improvements that can prevent criminal activity and better protect homes and businesses.

Neighborhood Watch Program Neighborhood Watch promotes community safety by building positive relationships and educating residents on crime prevention. The program helps address local concerns and encourages residents to actively participate in keeping their neighborhoods secure.

Senior Caring Caller Program Through this program, Glendale Police Services Officers or Volunteers regularly check on vulnerable senior residents. The calls offer support, ensure well-being, and provide access to helpful resources, helping seniors feel more connected and secure.
