UNDERSTANDING FLOCK SAFETY CAMERAS WHAT FLOCK DOES Flock License Plate Recognition (LPR) cameras capture vehicle license plates and provide valuable leads to support investigations and help keep our community safe. VEHICLE LICENSE PLATE IMAGES Still images of vehicle license plates as they pass Flock cameras. DATE, TIME & LOCATION The date, time, and location where the image was captured. VEHICLE ATTRIBUTES Captures make, model, color, and other identifiable characteristics of the vehicle.
WHAT FLOCK DOES NOT DO NO FACIAL OR BIOMETRIC IDENTIFICATION Flock does not collect facial recognition data, fingerprints, iris scans, or other biometric identifiers. It also does not identify any persons associated with a vehicle or vehicle registration. NO AUDIO OR VIDEO RECORDING Flock LPR cameras capture still images only and do not record video or audio. NO LOCATION TRACKING OR BEHAVIORAL ANALYTICS Flockdoes not track the movements or patterns of individuals or use data for behavioral analytics or predictive policing.
HOW POLICE USE FLOCK TO SOLVE CRIME REAL-TIME ALERTS Alerts officers when a vehicle associated with a crime is detected. INVESTIGATIVE LEADS Helps investigators search license plate and vehicle descriptions related to a criminal investigation for potential leads. LOCATE STOLEN VEHICLES Assists in locating and recovering stolen vehicles and stolen license plates. LOCATE MISSING PERSONS Supports investigations by identifying vehicles connected to missing persons cases. SAFEGUARDS AND OVERSIGHT 30-DAY DATA RETENTION Vehicle license plate images are automatically deleted after 30 days. License plate images exported for a criminal investigation are retained separately and treated as evidence. FEDERAL AND OUT-OF-STATE ACCESS RESTRICTED California law prohibits federal sharing and out-of-state access through built-in Flock safeguards. STRICT ACCESS, AUDITING & OFFICIAL-USE REQUIREMENTS Access is limited to authorized personnel. Searches must serve a legitimate law enforcement purpose and are logged and audited for compliance with policies and laws.

HOW DATA IS PROTECTED AUTHORIZED ACCESS ONLY Only authorized personnel with a legitimate law enforcement purpose may access Flock. PROTECTED SEARCH CATEGORIES Glendale's camera network is protected from searches related to immigration enforcement or legally protected reproductive care. MULTI-FACTOR AUTHENTICATION Flock requires multi-factor authentication for users logging onto the system. LOGGING & OVERSIGHT All searches and user activity are logged, creating a record of how the system was used. AUDITS With Audit Assistance enabled, Administrators use audit tools to identify unusual activity and review compliance with policies and laws. DATA SECURITY Data is encrypted both when transmitted and while stored. Flock systems are independently reviewed for security and operate under industry best practices. AUTHORIZED ACCESS ONLY Only authorized users with a legitimate law enforcement purpose may access the system. Searches are logged and subject to audit. GLENDALE PD OWNS ITS DATA GPD retains ownership of its data. Flock does not own or sell GPD data under the Department’s contract. ACCESS RESTRICTED California laws restrict federal sharing and out-of-state access to GPD data. National Lookup is not available to California law enforcement agencies. 30-DAY RETENTION Captured license plate images are automatically deleted after 30 days. Audit records and exported evidence are subject to separate retention requirements. ALERTS ARE INVESTIGATIVE LEADS A Flock alert is an investigative lead, not a conclusion that a crime has occurred. Officers must verify the information and circumstances, as an alert alone does not establish probable cause.
