ffluent from the Stellenbosch Wastewater Treatment Works (WWTW) flows into the Eerste River, which is essential for the Cape Winelands’ agricultural and agritourism communities.

In 2011, the WWTW was operating over-capacity, dilapidated,

struggling to meet effluent compliance, a hazard to the environment, and a nuisance to the surrounding community – ultimately placing the livelihood of the communities surrounding the Eerste River at risk. Stellenbosch Municipality made the strategic and critical decision to upgrade the WWTW with the limited budget at hand. The main objectives were to increase capacity, improve the effluent quality and reduce the foul odour. Zutari (formerly Aurecon), as consulting engineer, undertook the planning and design of the treatment works in 2014, as well as site supervision when construction began in 2015. The project comprised an upgrade of the plant to a full biological nutrient removal process that is capable of handling up to 35 Mℓ/day average dry weather flow, as well as ensuring compliance with the National Water Act. This upgrade comprised a new inlet works, a new 27 Mℓ/day membrane biological reactor (MBR) lane, the rejuvenation of the existing plant to an 8 Mℓ/day conventional activated sludge (CAS) plant with UV disinfection, and new sludge treatment facilities. The WWTW was also designed to be energy efficient by minimising pumping through the works and adopting energyefficient technologies like a fine bubble diffused aeration system in the MBR lane, which is 15% to 20% more energy efficient than traditional technologies. In addition, the facility was designed in such a manner that it can be easily retrofitted with a direct potable reuse facility and biogas-to-energy facility in the future. loved 2 m wide swing bridge built in 1997. However, with the further expansion of the Waterfront, the

number of people crossing the cut was increasing yearly. By 2016, the previous 2 m wide walkway was carrying 2.4 million people annually. To keep pace with the demand, a new wider bridge was commissioned. The challenge set by the client was: • The new bridge had to be as quick, efficient, effective and reliable as the existing one. • The construction cost had to stay within a tight budget. • The works had to limit disruption to the public, the V&A and the environment. The design team worked through various options for the new link and a swing bridge was still deemed to be the best solution in terms of the speed of operation and electrical energy needed to operate it. The bridge had to be capable of operating in wind speeds of up to 60 km/h, designed for impact by a vessel from both directions and swing free in such a way as to protect the mechanical equipment. The new swing bridge has a span of 40 m. The deck is cable-stayed with a single plane of four locked coil cables connecting to a central, upstand spine beam. The reclining pylon is in the continuity of the main central beam and its stiffness transfers the cable loads into the piled substructure. The steel with timber deck is rotated on a slewing bearing, which is stressed down on to a doughnut-shaped pile cap by 34 vertical Freyssibars. The bridge is supported on eight piles, positioned in a ring. The slew bearing and hydraulic motors are in a plant room, created by the pile cap ring. By forming the pile cap in this way, it was possible to house the mechanics within the depth of the foundations, reducing the required excavation depth and keeping the foundations above sea level. The bridge’s integrated form is simple and unique. It serves as an important link and is considered a positive landmark for both the V&A and Cape Town.

he Neckartal Dam and Phase 1 Bulk Water Supply project, inaugurated on 13 March 2020 by Namibian Vice President Dr Nangolo Mbumba, is a

symbol of hope for a Namibia recovering from a series of droughts. The project is part of a vital new

infrastructure plan that will deliver water to the Karas Region in southern Namibia. It will provide irrigation for about 1 960 ha of land, promoting agriculture and employment in the subeconomic area of the country. Designed by Knight Piésold Consulting and constructed by Salini-Impregilo SpA (now Webuild SpA), the dam is the largest in Namibia and located 40 km west of the small town of Keetmanshoop. Its completion marks the first phase of the Neckartal Irrigation Scheme, which, through irrigation, will improve the region’s agricultural development. The project may be extended in future with a second phase, which will increase the irrigatable land to approximately 5 000 ha. The Fish River’s water volume, impounded by the dam, through deliberate releases, will flow downstream for 13 km to reach an abstraction weir. From there, quantities of water will be pumped from the adjacent pump station to a holding dam in an approximately 9 km long steel pipeline 1.1 m in diameter, from where it will be routed to the irrigation areas for agricultural use as needed. The dam was built using the rollercompacted concrete construction technique and is 78.5 m high with a crest length of 518 m. The dam has a storage volume of 857 million m3, extending over a 39 km2 surface area at its full supply level. Construction required over 1.1 million man-hours over a period from 2018 to 2020, where zero workdays were lost due to injury – a record-breaking health and safety feat for the contractor. In Keetmanshoop and the surrounding areas, the project created a total of 5 500 jobs; 3 000 workers were hired directly and 2 500 indirectly, with 65% of these workers coming from the Karas Region. Now complete, this environmentally sustainable project has ensured ongoing water supply and food security.

athoo Mbenyane Engineers (NME) have a mentoring programme for technical personnel, as well as administration and specialised project staff. They consider

programmes. Mentoring is a longer process and is more relationship oriented, while coaching is short term and task oriented. Their mentoring programme has two objectives. The first is to train future leaders in the organisation, and the second is to provide valuable skills that can be used to advance career paths. The company would like the mentee to have a well-grounded knowledge of the organisation, client expectations and the industry at the end of the programme. They also aim to develop an entrepreneurial mindset and retain exceptional talent. Some of the mentees are employed in the organisation and others are sourced from unemployed candidates. Action planning is a clear, step-by-step process, helping the mentee create a vision of where they are going. Clarifying the vision, creating a plan and setting goals are recognised tools for self-management. Their mentors assist by breaking down goals into manageable targets that are ‘SMART’ – that is, Specific, Measurable, Achievable, Realistic and Time-bound. Mentors also help mentees develop strategies for achieving their targets, and their goals. Mentees are paid a salary during the entire process from inception to completion and are rewarded through their various stages of development for achieved tasks. Mentors and trainers are directors and managers. The company have found that coaching employees helps them feel comfortable with management and encourages open communication, thereby resulting in the desired outcome – i.e. a positive work experience. They have also worked closely with external organisations, such as SANRAL and the Department of Transport, by mentoring/coaching individuals within their graduate programmes and employ. As a Level 1 BBBEE organisation and a 100% South Africanowned organisation, it is second nature to ensure that all employees have an opportunity to benefit from the mentoring and coaching programmes. Some of these employees fall outside of the scorecard. However, the company believe in equal opportunity for all staff.

Lloyd Fisher-Jeffes Zutari

D

r Lloyd Fisher-Jeffes is a civil engineer with a specific interest in the design, management and planning of water resources. During his four years of employment at Zutari (previously Aurecon), Lloyd’s technical prowess and leadership skills have earned him considerable standing and respect within

the water resources field. Lloyd is an exceptional engineer, able to both lead and work within a multidisciplinary team.

He has at a young age become a trusted advisor to various government departments across South Africa. A graduate of the University of Cape Town, Lloyd obtained a Doctor of Philosophy in Civil Engineering in 2015, an MSc in 2010, and a BSc (Hons) in 2009. During this time, he was involved in drafting South Africa’s first guidelines for sustainable drainage system and water-sensitive urban design. He has published numerous works, including guidelines and reports, as well as conference and journal papers. His most significant project to date is the Drought Management Planning and Operational Support Project for the City of Cape Town, which was critical in modelling the Western Cape Water Supply System during the worst drought in more than 200 years. Lloyd is registered as a Professional Engineer with ECSA and is a Member of WISA and IWA, as well as an Associate Member of SAICE.

Ntembeko Zifuku | HN Consulting Engineers

H

aving become managing director of a thriving medium-sized consulting engineering practice at age 35, Ntembeko has already achieved remarkable success as a young civil engineering professional. Growing up in the rural village of Dutywa in the

Eastern Cape, he is well acquainted with the challenges that come from scarce resources and has come to appreciate the role that civil engineering infrastructure plays in alleviating these. From an early age, Ntembeko loved drawing and innovation; on encountering civil engineering, he fell in love with the discipline. After matriculating, he enrolled for a diploma in civil engineering at Walter Sisulu University of Technology, later completing a BTech in Transportation Engineering and a BSc (Hons) in Transport Planning. More recently, he completed his MBA. Ntembeko began his career at the Department of Housing Local Government and Traditional Affairs before moving to the private sector. After gaining broad experience and working on projects where he contributed to the entire project cycle, Ntembeko registered as a Professional Engineering Technologist in 2014. Hungry for fresh challenges, he joined HN Consulting Engineers in Pietermaritzburg, where he soon became the director: Transportation Engineering, and then managing director. Apart from his technical contributions in the field of engineering, Ntembeko has been an active member of the CESA Young Professionals Forum for over a decade and has been at the forefront of his previous and current firms’ Professional Development Programmes.

Kholwani Dube | ROMH Consulting

holwani Dube graduated with a BSc in Civil Engineering from the University of the Witwatersrand in 2013 and is currently in his final year of postgraduate studies in transportation engineering at the University of Pretoria.

As a professional civil engineer, Kholwani possesses proven technical and

organisational skills. He has worked for Group Five, BVi Consulting Engineering and is currently the senior civil engineer in the Highway and Transportation Division at ROMH Consulting, where he is responsible for contract management, mentoring junior staff and overseeing the engineering design for the successful delivery of various projects. Over his seven-year working career, Kholwani has worked both as a site engineer and design engineer on several multimillion-rand projects, such as the N2 Wild Coast Toll Highway in Eastern Cape, Periodic Maintenance of the N2 in Western Cape, and ROMPCO Loop 1 Gas Pipeline 1 in Mozambique. Away from his day job, Kholwani works to better communities through tutoring and volunteer work. He has also assisted several industry colleagues with their ECSA professional registration and is an active member of CESA YPF. Kholwani has been nominated for the 2020 Accenture Rising Star Awards and received a Commendation Award for the 2019 Young Engineer of the Year from the SAICE Johannesburg Branch.
