ate last month, I had the pleasure of sitting in on a conversation among two chief financial officers (Alex Browning of the Liquor Control Board of Ontario and Pete Pigott of TSC Stores), a software provider (Neel Sharma of QLogitek) and a professor (Tim McLaren of Ryerson University).

What did this seemingly disparate group have to talk about? The purpose of the meeting was to discuss the metrics that really matter in evaluating retail costs. And, wouldn’t you know it, supply chain issues kept creeping into the conversation.

Time and again, the two CFOs reinforced the need for people in finance to gain a better understanding of how the business as a whole works— specifically, the supply chain. As Browning put it, at the end of the day, operations people drive business by getting products on store shelves. It’s in finance’s best interest to get a handle on their

needs, their challenges and what’s involved in their day-to-day work.

Pigott added that doing so can unearth major potential problems before they occur. The supply chain manager’s new efficiency initiative, for example, might be completely misaligned with the overall corporate fiscal strategy. If finance knows about it early enough, the project can be cancelled or altered without wasting energy and resources. Furthermore, if the supply chain department has an innovative idea that may not be on corporate’s radar, both CFOs said they’d be all ears.

What a refreshing message to hear from leaders in a financial role.

There’s been much talk in the past few years about how important it is for supply chain managers to speak the language of the C-suite. The presumption among many professionals is that being heard by executives is a struggle because they don’t understand or particularly care about the supply chain.

But if Browning and Pigott are representative of their counterparts, quite the opposite is true. It’s just another example of the rising profi le of the profession.

New hub for Halifax C

argo owners using Halifax Stanfield International Airport (HSIA) have a new facility to help manage their needs and connect them to markets around the world.

Gateway Facilities ULC is the new 40,000sqf structure located at HSIA’s airside subdivision.

The facility—the largest of its Stakeholders pass up some freight at the grand kind north of Miami—has opening of Gateway Facilities ULC. 7,000sqf of temperaturecontrolled cargo space and airside access to accommodate 747 freighters.

The facility has been operational since January this year; the official opening took place June 4.

Doug McRae, co-owner of Gateway Facilities ULC, says the facility enhances the quality and reliability of the global supply chain. He adds that the new facility “was created in response to Canada’s growing high-value import and export business and all partners in the supply chain wanting to move goods to and from Canada and the Northeastern US.” The facility came about through a $15 million joint investment between Gateway Facilities and Halifax International Airport Authority (HIAA).

Construction began in July 2009. Customers already using operation are FedEx Express Worldwide Perishables and WestJet Cargo.

The facility provides international carriers with refrigerated air cargo space adjacent to an apron at HSIA. According to stakeholders, a key feature of the facility is the ability to move cargo from the refrigerated space to the cargo door in less than two minutes, limiting airside exposure.

The facility has also been designed to allow for expansion into adjacent non-refrigerated space via 14-ft internal doors. The total available space can be expanded to 24,600sqf to meet short-term space requirements.

Pearson wins IATA award

T

he Greater Toronto Airports Authority (GTAA) and NAV Canada were big winners in June.

Both were recognized with Eagle Awards at the International Air Transport Association (IATA)’s 66th Annual General Meeting and World Air Transport Summit in Berlin, Germany.

The Eagle Awards honour airports and air navigation service providers for outstanding performance.

The chairman of that panel, Dr Assad Kotaite, presented the awards and spoke about how the global financial crisis had a huge impact on airlines and detailed how they were able to surmount the odds.

“The co-operation of all in the value chain was critical as airlines struggled to cope with the unprecedented 14.3-percent drop in revenues… and mounting losses,” says Kotaite. “The Eagle Award winners addressed this challenge in a spirit of partnership and delivered outstanding results.”

IATA awarded Toronto Pearson International Airport, Canada’s busiest airport, with the Most Improved Airport award, recognizing the significant strides the airport has made in its commitment to work with the air carrier industry.

The Greater Toronto Airport Authority (GTAA)—which runs Toronto Pearson—has implemented several initiatives to reduce costs and increase its commercial revenues. In January, it implemented a 10-percent decrease in landing and terminal charges, the third consecutive annual fee reduction.

“GTAA is a great turnaround story,” said Giovanni Bisignani, director general and CEO of IATA. “A change in management drove change throughout the organization and delivered much-needed performance improvements. By refocusing the airport on meeting the needs of its customers, GTAA went from the IATA Wall of Shame to the Hall of Eagles.”

NAV Canada received the Eagle Award for best air navigation service provider. The criteria for this award included effective customer consultation, transparency in sharing information, reasonable service charges, productivity improvements and a positive record in safety, environment, operational and social issues.

IATA said NAV Canada offers efficient implementation and reliable delivery of air traffic control procedures and technologies, and actively engages its customers at all levels in meaningful consultations.

Software vendor RedPrairie has acquired on-demand inventory and warehouse management system (WMS) provider SmartTurn. SmartTurn’s Inventory and WMS solution will be rebranded as RedPrairie’s On-Demand WMS. Rail information services provider RMI has signed a new five-year agreement with Southern Railway of British Columbia (SRY Rail Link) for use of RMI’s RailConnect, a program that will help the shortline integrate its operations with those of its customers.

The Ranger Group of Companies, a Mississauga, Ontario-based supply chain solutions provider, has introduced a weekly LTL service to and from California and the surrounding areas.

Industry’s had its say…

But will the Rail Freight Service Review change anything?

More than 100 stakeholders made submissions to the federal government’s Rail Freight Service Review.

“Provide a commercial dispute resolution mechanism to address problems.”

“There should be reciprocal penalties for service failures by both railways and other parties in the rail based supply chain.”

“The CN/CP monopoly/duopoly is problematic.”

“No additional regulation is required.”

These are just a few of the comments industry stakeholders have put forward in Phase II of Transport Canada’s Rail Freight Service Review.

The aim of the review is to examine the performance of Canada’s rail-based freight logistics chain and its effects on rail service to shippers in Canada.

Phase I consisted of a qualitative and analytical assessment by a panel of independent consultants. The panel developed an interim report with draft recommendations and released it for industry comment.

Transport Canada launched Phase II of the project last November by putting out a call for industry stakeholders to share their thoughts and recommendations. Interested parties were given a submission deadline of April 30, 2010.

The response was strong. In total, 102 companies, government agencies and organizations opted to weigh in. The panel is now working on a review of all comments and will submit a final report and recommendations to the transport minister later this year.

Users want better service When the panel put out the call for submissions, it made it clear that it was looking for feedback that would improve the rail-based logistics system. And at root, that’s what industry stakeholders want too.

The issue of service—in most cases, frustration with it—is an underlying theme in most submissions. Many groups feel the railways’ level and approach to service is not acceptable.

The Canadian Industrial Transportation Association (CITA) came up with a set of 10 recommendations, using input from its membership.

Those recommendations include establishing a continuing rail service monitoring function within the Canadian Transportation Agency with the authority to set service standard ranges, collect car supply data and administer penalties.

Bob Ballantyne, CITA’s president, says the rail freight industry does not operate as a normally functioning competitive market.

“There is some competition, but not very much, and that influences everything that goes on between the railways and the shippers,” he tells MM&D. “We think there needs to be some further rebalancing of the bargaining power between the railways and their customers on some aspects of pricing and also on service-related issues.”

Ruth Snowden, executive director of the Canadian International Freight Forwarders Association (CIFFA), says she’s optimistic the review will yield changes.

In fact, even though the panel has yet to draft a report on the submissions, she says the industry has seen a difference in approach from Canada’s railroads already.

“CN and CP seem to have been making a more concerted effort to recognize or identify customer service issues,” she says.

This is a welcome development because, as Snowden explains, many well-researched MM&D | June 2010

submissions detailed the ways in which railroad service is not acceptable.

“I think what’s happened is the railroads have started to respond without waiting for the official panel report,” she adds. “The process is going to be good for rail service in this country.”

CIFFA’s submission focused on three areas: the adoption of performance standards, the creation of an integrated tracking system and better rail infrastructure.

Snowden recognizes that her organization’s wishes won’t be granted overnight. She does, however, think there’s a possibility the industry will gain an oversight body out of the process.

Moreover, she says the change in attitude from the railways is encouraging.

“Right now it’s talk, but I think there is a real possibility that we will gain some of the improvements that we suggested.”

The rail industry’s take Those representing rail service providers recognize that there’s room for improvement.

Cliff Mackay, president and CEO of the Railway Association of Canada (RAC), says the review process has presented an opportunity to zero in on what can be done better with regards to service.

RAC recommends implementing commercial dispute resolution, a process that could improve service and resolve issues quickly and economically—especially for smaller shippers.

Mackay adds that more transparent demand forecasting would also improve service. That would involve a lot of effort to collect and apply data, but the challenge would reward shippers and the railways alike.

“We’re hopeful that what will come out of this are pragmatic, practical suggestions on ways the parties can work together better and improve the overall system,” says Mackay.

But the solution isn’t re-regulation, in the RAC’s view. “If you look at the benefits to all of the players from the deregulation of the rail systems since the early-90s to now, it’s one of the strongest possible examples of good government policy I could point to in the last 50 years,” says Mackay.

He adds that he hopes the panel will maintain perspective when evaluating the submissions.

“Frankly, some of the more radical and dramatic recommendations that have been made we think are just a huge step backwards and, if anything, would result in a system that was less service-oriented.”

How to get a better freight rate

H

ave you ever wondered whether the freight rates you’re paying for truck transportation are optimal? Or even fair?

Here is what you need to do to be a better purchaser of freight services.

You need complete information to obtain the best pricing. This means keeping track of all sorts of data, related to not only your internal operations, but to those of your service providers as well. Most carriers are more open to sharing information with you than you might think.

Go online. Comparison websites (like www.truckloadrate.com, for example) should be the first line of defence for curious shippers, as they present essential information to use as a baseline. You can find out current information on the average market rates for given lanes, as well as statistics on fuel surcharges.

This information will help you determine if your spend is in line with market indicators. While it’s possible that your estimates are accurate, most likely they are not. If there are variances between what you are spending and what market indicators reveal, then there should be room for negotiation.

From time to time, someone will call with a great rate; occasionally these rates are worth taking advantage of. But when you do, always confirm that the level of service won’t be compromised by a lower cost.

Once you’ve started to pay more attention to market indicators, it’s time to act strategically. Using multiple carriers for different lanes is generally a smart way to get more competitive rates. If you have a transportation management system (TMS) it streamlines the process.

It’s also time to understand your carrier’s business. Make sure you know about the application of rates, such as cube rates vs the linear foot rule and cost-per-pallet pricing.

You should also be considerate of demurrage, which is a significant cost for carriers. To avoid charges, you should have your shipments ready to pick up at the agreed-on time and arrange for timely receiving.

Shippers requiring late pick-ups need to understand carriers’ linehaul cut-off times. These can produce transit delays, which can translate into customer non-compliance charges for missed appointments.

Crucially, to receive the best prices, shippers should be transparent. You must provide complete information in order to establish a level of trust. Through this process, you can uncover new opportunities for savings. For example, you may be floor-loading stackable pallets, but your carrier is charging by linear foot based on the single stack. Ensuring the bill of lading indicates the shipment’s true cube helps billers accurately capture information.

In conclusion, nearly every carrier/shipper problem can be solved with better data. The data can range from simple (weighing and measuring) to more complex (installing a sophisticated IT system). Doing so is not as difficult as you might think—and the savings are enormous.

New business approaches are necessary today. For the industry to improve, shippers and carriers should take advantage of the many information tools that are readily available. Both parties owe it to one another to be more transparent; better communication is an important step towards mutual success.

Before the pandemic hit last fall, Jay and her team worked with Supply Chain Alliance Partners (SCAP) and to develop and plan a robust and scalable network capable of handling fast emergency deliveries. According to Mike Croza, SCAP’s managing partner, it was a tough balance to strike.

“A single distribution centre model would leave our stockpiles open to risk, but more than three would be difficult to mobilize,” he explained.

So the group opted for two distribution centres, run by Metro Canada Logistics. Murray Brabender, the company’s chief operating officer, explained the issues at hand. “This product has the worst seasonality you can imagine.

Demand goes from zero to 100 right away.”

By creating a responsive order fulfilment system able to deliver within 24 hours, a flexible labour pool and strong communications processes, the group created a system capable of responding if disaster strikes.

“We know that if we want to keep up when [a pandemic] hits, we have to be ready ahead of time,” Brabender said.

Other case studies There were plenty of other case studies proving the benefits of effective change management. Mike Owens, vice-president of physical logistics at Nestlé Canada Inc, walked delegates through his company’s decision to outsource the distribution processes associated with its ice cream business.

network optimization, the hiring of a new 3PL partner and the establishment of a new 600,000sqf distribution centre (parts of which it is leasing out to other companies until the business grows).

And Harry McNeil, supply chain manager with Doctors Without Borders (DWB), walked delegates through his organization’s extremely complex operations. With a global scope and a very diverse range of cargo (encompassing everything from tents to water sanitation kits to trucks to medicine), most of its logistics activities are managed through a main logistics hub in Bordeaux, France and a secondary centre in Brussels, Belgium. In order to lessen response times, DWB pre-positions items in Kenya, the United Arab Emirates, Panama and the Netherlands. “We can put a kit on a plane and send it somewhere within 24 hours,” McNeil explained.

But the challenge doesn’t end when items ship out. Often, DWB will have trouble getting Customs clearance when delivering to unstable countries.

Another challenge is the cold chain; many medicines must remain within safe temperature ranges, which can be tricky in the desert. “There’s a lot of pressure on us as logisticians,” McNeil acknowledged.

DWB has several risk mitigation strategies to overcome these problems. It maintains absolute political neutrality, which helps at access points.

And it is careful to always have emergency generators in tow should a cold chain emergency arise.

What do today’s shippers want?

One panel took on a burning question: in today’s environment, what do shippers really want from their service providers?

Claude Germain, managing partner at Rouge River Capital LLC, said four priorities tend to top shipper requests: scope, scale, talent and customer service. A commitment to continuous improvement is crucial today, he added. “It’s not the 98 percent on-time delivery that customers care about. It’s what [the provider] is not doing about the two percent.” He added a message to service providers in attendance: “You can build your franchise on your ability to handle service failures.”

John Diduck, president and CEO of Liberty Freezers, agreed, adding that a flexible approach to problem-solving is especially popular today.

Shipper Godwin Kruitwagen, director of supply chain and logistics at Comark Inc, said the priority today is finding a partner that works well with all aspects of his supply chain—not just head office.

“I might like the service, I might love the bottom line, but if I’ve got 300 people telling me they don’t like them, we’ve got to change.”

Start on the right foot

An open letter to new supply chain graduates

W

hen you’re a young professional seeking a job in supply chain, is education enough to make up for a lack of experience?

Job-seekers, recruiters, supply chain professionals and HR executives offer a range of opinions on this topic. Across the board, credentials and work experience are seen as very much interrelated. The general thinking is that education might help someone get hired; many companies are increasing their supply chain talent pool with recent graduates, hoping that new entries in the field can be groomed for high-level positions requiring analytical skills. But the consensus seems to be that education won’t necessarily prepare you for the real business world.

So what can you do to get your dream job—and ensure you’ll keep it?

On the job hunt Some believe that common sense and the right attitude are the top attributes for any potential hire, followed by interpersonal skills, practical experience and relevant training. Since the economy is in recovery and it’s an employer’s market, you need to position yourself effectively when applying to firms. You should take every step to be recognized, including expanding the network of people you know in the industry.

If you are still in school, take advantage of co-op placements. These can beef up your handson experience and create an extensive contact list to use for future job searches. Remember: in many cases getting the best job means using references from people who know what you can do. With the right attitude, you can leverage your work experience even if most of it was in junior roles.

Do your research. Find out the core competencies of the organization and craft your resume to resonate with your target employer’s objectives. Simply submitting your CV on a website won’t get you anywhere. In order for your resume to stand out, you must highlight an employment history that demonstrates practical experience and skills while providing examples of your achievements.

Some companies will look beyond the limits of the roles you have held to see your future potential.

Remember that your resume is just the key to opening the door. Once you are granted an interview, arrive armed with specific examples that demonstrate key characteristics that will lead to success. These include an ability to work well under pressure, critical thinking, analytical skills, sound decision-making abilities, co-operativeness and leadership.

Once you’re talking to a potential employer, be sure to outline the value you can bring to the table. If the company is stocked with veterans and only promotes from within, its creativity may be waning. Companies gain an edge in the marketplace by hiring graduates who have already demonstrated strong research and time management skills.

Ultimately candidates have to be experts at promoting themselves. Stay positive and focused on your goals, and treat the job search as both an adventure and opportunity to further develop the attributes of persistence and flexibility.

Great expectations Once you’ve landed the job, your work is far from over.

Some new grads come in with the expectation that a degree clears them a tidy, quick path to a guaranteed title. A word of caution to fresh-out-ofschool hires: be prepared to work a variety of shifts in a range of roles at first. You might have to do your time in the warehouse, in the shipping office and/or on the dock. As it is in the military, you need to work your way up the ranks to reach management levels in the supply chain.

If you find yourself having to do a job you might otherwise consider to be below your skill set, try to be eager to learn. Most of the veterans who do the hiring have paid their dues and expect you to do the same.

You should try to align with a supply chain professional who can act as a coach. The complexities of any organization can be better understood when new entries work with seasoned veterans who have perspective on the processes. An enthusiastic grad eager to bring new ideas to the table teamed with an established leader who sees the value in mentoring young hires is an awesome combination.

Regardless of the technical or theoretical knowledge you might possess, the ability to work under or alongside team members is critical in gaining acceptance on the job. This means working with others, taking direction, listening and watching for cues to exceed performance expectations on a consistent basis. With good coaching, you’ll gain the confidence to make decisions. Once you see the results of your efforts, it will help build your leadership skills. Then you will be able to present fresh and effective approaches to various processes to help your company improve efficiency.

There are many ways to prove oneself in the workforce. Know your limits on the skill side and be ready to learn all that you can. Learn to multitask and pay attention to detail. And remember, enthusiasm and confidence— not arrogance—will go a long way.

In perfect harmony What the HST means for shippers

A

t the beginning of July, a new harmonized sales tax (HST) is scheduled to be implemented in Ontario and British Columbia. This replaces the provincial sales taxes that have long been in place in both provinces.

Once the change occurs, the majority of Canadian provinces will be on a single-tax system.

Only the prairie provinces will have separate taxes (or not, in the case of Alberta, which does not have a provincial sales tax).

While the HST carries a number of inherent advantages, there are some things companies in the supply chain should watch out for.

Consolidated taxes Fundamentally, the HST is a positive administrative development for many businesses because it simplifies a dual-tax system to a single-tax system with only one set of regulations. Only having to deal with one tax authority is a major gain for most companies.

In terms of taxation rate, there’s little overall change. In Ontario, the rate will be 13 percent, the same as the former provincial sales tax and GST combined. Likewise, in British Columbia, the sevenpercent provincial tax will be bundled with the GST for an overall rate of 12 percent.

There will still be some provincial taxes for insurance products and private sales of used vehicles. In most cases, with a few specialized exceptions that generally do not apply to logistics operations, the tax base rules that apply to GST will apply to the HST. Furthermore, unlike provincial sales taxes, the HST can be written off by companies. That said, all HST returns will have to be filed electronically—with no exceptions.

One of the real problems is that we don’t know if there are some hidden issues that might mysteriously emerge. An example of an unforeseen concern recently occurred in residential tenancies in Ontario; there, the government unexpectedly announced that landlords would not be able to pass on increased HST costs related to energy until a tenant changeover. It is difficult to create a tax avoidance plan when you don’t know the rules.

Where it will matter Since there are different rates of HST in different provinces, and since not all provinces will be applying it, how will the taxes affect shippers dealing with partners across Canada?

It depends on where the transaction is being performed. Tax authorities call this the place of supply. It determines where the HST should be levied and paid, and the rules vary depending on industry. Let’s go through a few supply chain-related examples.

For the sale of goods, the HST is applied at the place the goods are delivered (in case of electronic commerce) or sold (in the case of traditional retail).

For professional services, the HST applies at the location the work will be applied. If a consultant in Quebec does work for a shipper in British Columbia, for example, the shipper’s location will determine the rate.

For Customs brokerage and related services, the place of supply is the province where the goods are released. If a shipment is released at Toronto Pearson Airport, the Ontario HST will apply.

For third-party logistics services and general warehousing, where the services are performed—that is, the location of the facility—determines the HST levies.

Transportation rules The transportation industry has special rules regarding HST because interprovincial travel complicates matters. The taxation rules also vary depending on whether goods or people are involved. For transportation of people, the origin point determines the HST payment. But for the transportation of goods, the province of destination determines the rate.

What about trips with several destinations, like a mixed trailer full of LTL shipments? In these cases, each invoice must be separated by destination jurisdiction so the HST can be levied appropriately.

Additionally, it’s worth noting that goods in transit over the transition period will generally avoid HST if they are shipped before July 1.

Transportation carriers stand to benefit from the change. For instance, under current rules, companies cannot claim provincial sales taxes in the cost of energy as input costs. Under the HST, with some restrictions, smaller companies will be able to.

Other opportunities There are several strategies companies can employ to capitalize on the transition to the HST. For companies looking to purchase trucks or other non-personal vehicles, it may make sense to lease temporarily and record the purchase after July 1 in order to get the full HST refund. It may also be possible to avoid paying HST on contracted services if the sum is paid before the implementation date.

While no one is ever excited about taxes, the HST offers some real opportunities—as long as you know what you’re in for.

How we managed when the eruption cut off supply

S

ometimes it takes a major global crisis to reinforce the value of your supply chain decisions.

I’m the manager of transportation and logistics at AstraZeneca Canada Inc. I came to the position from the warehouse and distribution side, where I was supervisor and manager for five years. Before that, I was a manufacturing supervisor. So I’ve been involved in many parts of the business.

We source our product from Europe, the UK, Italy, France, the US and other parts of the globe as well. Since we started sourcing overseas, it has occasionally been a challenge to get product in on time to serve our market, as all of our product comes into Canada by air.

One of the most intense examples of this occurred on April 15, when the Icelandic volcano Eyjafjallajökull erupted, causing airspace across Northern Europe to close.

Since we’ve started sourcing from overseas, we’ve doubled that. Now, if a disruption— like the volcano eruption—occurs, we’re covered for two months. The fact that our safety stock is quite high definitely helped us. If we kept the leaner inventory model and didn’t have reserves, we could have risked losing between $25 million and $35 million in sales per week.

Saving grace one: Safety stock The situation wasn’t ideal, but we weren’t as concerned about it as we might have been. There was a delay in receipt at our warehouse, but there wasn’t any situation where a patient didn’t receive necessary drugs.

This was because of our inventory strategy. We carry between eight to 10 weeks of inventory. When we had production in Canada, our inventory levels were a lot lower; we never had more than four weeks’ worth in stock.
