When Father Félix arrived as parochial vicar at Our Lady of Grace Church in 2008, he was struck with its understated architecture and plain interior. He began imagining how the stained glass of his childhood might look in this simple building and how it might enrich the faith of the congregation.

In 2018, Father Félix was named pastor. He shared his vision with his parishioners who

were excited about and committed to this goal. But during that year Father Félix suffered a serious health crisis and the project came to a halt.

Bishop Jorge Rodríguez, vicar for the clergy, visited Father Félix and urged him to fight for his dream, and then collaborated with him on images that illustrated the Marian theme of the parish.

They decided to include the mysteries of the Annunciation, the Visitation, the Wedding at Cana, and the Assumption. The Holy Trinity and the Baptism of the Lord

Globeville’s Electric Equipment Ingeniería y Equipos Eléctricos and Engineering Turns 100 de Globeville Cumple 100 años

By Eric Heinz s the first company to electrify Coors Brewing Company and Ball canning plants, Electric Equipment and Engineering Co. (EEE) has been a Globeville mainstay for 100 years.

The company celebrated its centennial this year, and EEE vice president of engineering Craig Morroni compiled a history book of its founding.

“I think the most important part is our focus on the customers and that our customers are speaking with engineers who are knowledgeable and have a personal connection,” Craig said about the longevity of the company.

EEE’s name comes from its ability to design, engineer, and manufacture its products at the nearly 37,000-square-foot facility at 40 W. 49th Ave. Most of the company’s early products focused on backup energy and, as time went on, EEE developed telecommunications and backup energy products for cell phone towers.

“We do everything as much as we can in house … I was lobbying for our branding tagline to be ‘integrity’,” Mike Morroni, vice president of operations, said. “I think that's underlying what Craig's saying about caring about the customers.”

The Morroni family came to the United States in 1907, when eventual EEE founder Anthony “Jim” Morroni arrived with his father from southern Italy. In 1920, Jim was offered a job with General Electric in California, but he never made it out there, according to the family.

Jim set up his first shop in Denver down the street from the old Union Station “Welcome” arch. The company would eventually provide electric services to the Denver City Cable Railway Company, which had 30 miles of cable railway at the turn of the century.

“When the state of Colorado was first growing, municipalities around the state needed a means of powering their local communities,” Craig said. “Our grandfather, Jim, was a General Motors engine dealer as well

as a GE switchboard representative. So he would go around to the small municipalities in one month and the eastern plains and configure packages to produce power for these municipalities.”

Craig said a need for standby power applications was blossoming as Colorado continued to grow. One of the EEE’s earliest customers for those services was the Mountain States Telephone and Telegraph Company, which is now Lumen.

“As telephone services began to grow, standby power needed to be provided for those facilities, so that hopefully your phone works when the power goes out,” he said.

The company would eventually move into the 40 W. 49th Ave. building in the 1950s, a decade when EEE provided A.C. equipment to the Gates Rubber Company from 1951-1958.

From the 1950s through the 1980s, Dick Morroni, the father of Craig and Mike, and their uncle, Tom, were at the forefront of the company, and Mike and Craig graduated with electrical engineering degrees in the late ’80s.

Today the company has customers nationwide and even in some countries abroad, working on large switchboard projects and other complex equipment.

But the lineage of the Morroni family may end with Mike and Craig, as their children are not interested in electrical engineering.

James Raymundo was tapped a few years ago to be the president and CEO of the company and is leading it into the next decade.

Raymundo said he has been involved in the business of manufacturing and construction, but he wanted to be part of making products.

“This opportunity came up and I was super excited to come on board,” he said. “Going forward, backup power generation isn't going away. The need for that is only expanding right now. That area of the business I think is well-poised and strong in the market.”

Raymundo said he’s also interested in working with alternative energy and making products that help the next generation of cell phone reception.

When asked what has kept him motivated over the years, Craig said it’s simply because it’s fun work.

“It’s absolutely a blast to be able to focus on designing something, see it built, seeing it work, and then seeing customer satisfaction,” Craig said. “I think that is the key part of what has been able to be transmitted over the third generation.”

The company held a celebration Sep. 15 to commemorate the centennial.

Even with minimum wage increases over the last couple of years, the average person cannot keep up with the unchecked rise in our cost of living. During the last presidential election, mid-pandemic, an old concept called Universal Basic Income was reintroduced on the national stage by then-presidential candidate and businessman Andrew Yang.

Today, several cities across the nation are piloting the concept in different iterations as a potentially scalable solution to the changing nature of “work” in our society due to advancements in technology that include automation and artificial intelligence.

Generally speaking, in its purest form Universal Basic Income is designed to be a cash payment granted by the government to any and all people in a city, state, or country on a regular basis, regardless of employment status or income level and without any means testing. It is meant to be distributed directly to an individual; unconditional, meaning no sobriety or other requirements; universal, meaning that it is available to anyone regardless of financial assets or income; disbursed at predictable intervals for stability in financial planning; and above all, basic, meaning that the amount is set to sufficient-

In order to meet the basic needs of an individual in Denver, one would think any successful pilot should be based on the area’s cost of living and minimum cost of housing. Denver’s monthly cost of living is 14% higher than the national average, with housing being 38% higher than the national average. According to the handy tool at paycalculator.com, a monthly basic income in Denver should probably be at minimum in the range of paying for median rent at $1,683, energy at $140, phone service at $154, and a rough estimate of $100 for transportation—totalling $2,077 per month. This does not include food, healthcare, personal care, education, nor the internet.

DBIP is individual and predictably disbursed, but it is not universal or unconditional. It is targeted exclusively to sober unhoused individuals.

The demonstration project will study the impact of different frequencies and amounts of money distributed on an individual’s self-sufficiency

and path to permanent housing and wellness. As such, the demonstration project is not perfect, nor a full exploration of UBI in its purest form.

But as one of several pilot projects nationally, it will contribute to the overall understanding of UBI as a tool that can allow everyone in a given population to benefit from that population’s wealth. The full analysis of outcomes across pilots will also let us know if UBI is a potential stepping stone to a natural resource-based or post-scarcity economy where all people can easily have their basic survival needs met along with some significant proportion of their desires for goods and services.

Whether the DBIP succeeds or fails in its immediate goals, it points us to ways this tool can be strengthened for the greater good and future of our societies.

When the lights are on at night, people ask to come in to see the windows, a confirmation that art and beauty can be an effective means for evangelization.

“People feel valued, respected; they feel that their faith matters,” Father Felix said.

Pump Failure Caused I-70 Flooding, CDOT Says

A

fter a torrential downpour in August left motorists stranded in floodwater, the Colorado Department of Transportation (CDOT) identified the cause of the incident as a failure of its pump system.

“On Sunday, Aug. 7, north Denver experienced a flash flooding event. During this event, an error in the drainage pump system for the project prevented the pumps from turning on automatically,” CDOT stated in an email to The G.E.S. Gazette. “After the pumps turned on, the area was drained in a short period of time, indicating that the pumps, once manually started, were working as intended, and the error was corrected.”

Kiewit Infrastructure Co., the contractor for the pump system, said it was grateful to

the Denver Fire Department for its response and that no injuries were reported from people traveling in vehicles affected by the flooding.

On Aug. 16, CDOT stated recent rainfall in the area gave the project team the ability to collect data and evaluate the pump system.

“Both the main pump and the smaller pumps came on automatically and ran as intended, effectively managing approximately three hours of steady rain,” CDOT stated. “Kiewit will continue to monitor the system 24 hours per day and analyze the data to ensure the system’s continued reliability.”

Kiewit stated it brought on additional staff to assist in helping identify the root cause, analyze data, and test the system technologies.

“We are also looking to enhance the alarm

system to ensure staff is notified immediately when the pump does not turn on automatically during a storm event,” the company stated. “In the meantime, the pump station is being monitored by project staff 24 hours a day.”

PS Superintendent Alex Marrero has launched a new strategic roadmap for the district, with the vision of “Every Learner Thrives” as its intended goal.

This roadmap seeks to improve experiences for students, adults, and in the system as a whole. The district’s last strategic plan expired in 2020, leaving leaders largely without direction in a time of crisis with the effects of the COVID-19 pandemic.

Marrero said the more flexible nature of this roadmap will allow more adaptability in challenging times.

“One of the many lessons we learned from the pandemic is that we can’t be rigid,” Marrero said. “A roadmap allows us to be nimble.

It tells us where we need to go, but if we take some detours or a different route, we are still aiming towards that same north star.”

Marrero said the roadmap is formulated with lessons gained from his 100-day “Listening and Learning Tour” during which he spoke to communities across the district about their unique priorities.

He said the tour gave him the important insight to design the roadmap with the “needs, wants, and desires” of the community—rather than just district leaders—as a top priority.

The first of the roadmap’s three goals is improving student, adult, and system experiences, and is aimed at promoting equity.

Improving the student experience involves taking action to help all students, especially those from marginalized populations, to succeed in DPS and after graduation, Marrero said, and expanded access to a range of courses, extracurricular opportunities, and career and technical education is a main priority of

the roadmap geared toward improving student experience.

Marrero also said his hope is that, particularly in North Denver, the roadmap can help begin closing achievement gaps.

BOARD PRESIDENT SUPPORTS SUPERINTENDENT’S VISION

In August, members of the DPS board and a local chapter of the League of United Latin American Citizens (LULAC) met in front of the school board’s downtown headquarters to voice support for Marrero’s plan.

Additionally, DPS School Board President Xóchitl Gaytán urged the board to “work together in a productive and respectful manner for the sake and interests of DPS children, teachers, families, and the community at-large.”

A pamphlet handed out by LULAC and the other organizers involved to those in attendance said Latino students make up more than half of the DPS school population, but their housing situations are in jeopardy.

“With gentrification squeezing out Latino students, increasing school closures in Latino neighborhoods and rising economic hardships for struggling Latino families it is imperative that our community supports the strong leadership of President Xóchitl Gaytán, the only Latina representative on the DPS board in a majority-minority school district,” the pamphlet, with Veronica Barela as the contact for the supporters, stated.

The fractures of the DPS board have been clear and present for some time, as it censured one member, Auon’tai Anderson, last year after an investigation related to allegations of him sending inappropriate messages to a student. Its process in choosing Charmaine Lindsay as the replacement member in District 5 earlier this year was fought with seemingly irreconcilable differences, and was also conducted with significant indifference to the issues at hand.

“I will continue, as president of the board, to facilitate board meetings to assure that we are receiving the appropriate information from our superintendent, so that we can help in the development of education policy to strengthen that roadmap,” Gaytán said.

When asked how the board could coalesce on these issues and implement the director’s vision, Gaytán said the board is trying to suture those divisions on specific matters.

“When I say that we're doing that, I know that my board wants to move forward and keep the focus on our students and education policy because that is our charge,” she said.

CU Names Northsider as Senior Diversity Officer

niversity of Colorado President Todd Saliman recently named Judi Diaz Bonacquisti, Ed.D., senior diversity officer for CU’s system administration.

According to CU, Diaz Bonacquisti has more than two decades of experience in public and private colleges and universities and a track record for advancing equity in education, particularly for students of color, first-generation students, and those from low-income families. She will begin her work at CU on Oct. 1.

“Judi is a leader who has made a substantial difference in every organization she has been a part of,” Saliman said. “Her deep experience and even deeper commitment to issues of equity and diversity make her the ideal person to help us achieve progress through collaboration as we work to reflect the diversity of Colorado.”

“First and foremost,” Pazen said, “I con. demn that.” What the nation witnessed was a perfect example, he said, of “cops operating outside the bounds of what is expected of them. It makes it more difficult for us to do our jobs.”

The 2020 confrontations in Denver over Floyd’s death also resulted in lawsuits alleging excessive force along with internal criticism that some officers were unprepared and undertrained to handle the protests.

Since Floyd’s death, the country has witnessed other high-profile clashes between cops and citizens that have added to the unease. Policing has become one of the nation’s front-burner concerns, said Pazen, long an advocate of building relationships between community and cops.

“We have to treat all community members with respect and dignity,” he said. “By being professional and courteous and doing what is expected of us we can win over some of our critics.”

But a recent police shooting in Lower Downtown that injured six bystanders didn’t help. In July, three DPD officers fired their weapons at an armed suspect at closing time.

“Based upon the information we have at this time, we understand that these injuries to these individuals were directly or indirectly caused by the rounds fired by one or more officers,” said a DPD spokesman.

Because the case has been referred to a grand jury, Pazen chose to not comment.

As Pazen moves toward his mid-October retirement, so too does the city move

Paul Pazen closer to a record year in homicides.

“Sixty people have died from murder,” Pazen said, adding that they’re often from marginalized groups. Almost half have been Black, 35% Latino, 17% White, and 4% Asian. “That is not the demographics of Denver.”

Still, he said, DPD’s homicide clearance rates “are at or above 70 percent.”

Pazen said he will leave his job knowing the department has also made a difference in another area that gets far too little attention.

“I’m proud of our human trafficking team,” he said.

He called human trafficking a crime affecting the most vulnerable. Its victims are often young immigrant women who’ve been lured to this country with the promise of a better life only to end up in bondage.

Other victims are young runaways.

“Imagine being trafficked and what it is like,” he said.

Like all departments, Pazen said, the job never gets easier. Violent crime paints that picture and Denver, like other large cities, struggles to meet the challenge. Budget shortfalls, retirements, and resignations have left the department an estimated 140 officers below a full complement of 1,600.

As a result, Pazen said, officers are often unable to respond to 911 calls as timely as he would like.

Another fast approaching record is Denver’s vehicular deaths.

“This year, we have a 30 percent increase in auto fatalities–48 people have lost their lives,” Pazen said.

Pazen is withholding judgment on legalized marijuana’s impact on crime.

“Most people would agree that added revenue has been generated,” he said. “The downside is yet to be determined.”

Still, he’s encouraged that people are reading the literature on pot and coming to understand the data on high-potency THC and its mental health impact on younger people.

Pazen said despite the challenges of commanding the largest department in Colorado–1,500 men and women–it’s a rewarding job.

“It’s been the honor of a lifetime.”

He has been able to put his signature on programs that have made the department better and more professional.

Denver Mayor Michael Hancock, who appointed Pazen from District 1 commander to chief, praised Pazen for his leadership.

Denver District Attorney Beth McCann called him “a dedicated public servant” and thanked him for his leadership.

Hancock will also be leaving office in the spring and still must appoint Pazen’s successor. Until then, Division Chief Ron Thomas will serve as acting chief. Pazen’s last official day on the job is Oct. 15.

Suncor Permit Becomes Effective with Petition Deadline Oct. 11

s of Sept. 1, the Plant 2 operations permit for the Suncor Refinery in Commerce City is effective, after the Environmental Protection Agency asked for a resubmission of the permit application.

The Colorado Air Pollution Control Division (APCD) issued Suncor’s Plant 2 permit in August, which is required under the Clean Air Act to ensure public health is protected, after the EPA stated it would not object.

“The first time the division submitted the Plant 2 permit to the Environmental Protection Agency for review, it directed the division to make a revision to include monitoring requirements for two flares and one vapor combustor in a Compliance Assurance Monitoring plan,” Kate Malloy, a spokesperson for the APCD, wrote in an email to The G.E.S. Gazette.

The Title V permit public petition period began on Aug. 9 and ends Oct. 11. Under this process, the public can submit a petition to object to a Title V permit to the EPA Administrator.

If a petition is received, the EPA is required

to review and respond by granting or denying the individual issues raised which could result in additional permit changes and public notice, comment, and EPA review, said Richard Mylott, a spokesperson for the EPA’s District 8 region.

The Colorado branch of Wildearth Guardians, an environmental advocacy organization, initially sued to have the permitting process expedited after noticing the permits were sitting idle in the state’s review process.

“That was just a suit to try to make sure that the state followed through with its legal duty to actually update these permits and not continue to drag its feet along,” said Jeremy Nichols, a spokesperson for the Guardians. “It’s what we would call a deadline lawsuit, but it’s still very significant because these permits are pretty outdated, and it’s very clear that changes are needed at the refinery.”

Calls and emails to Suncor were not returned before the Gazette’s print deadline.

Nichols said because the Title V permits are

intended to ensure refineries and other polluting energy plants operate within compliance 100 percent of the time, he had doubts Suncor could accomplish that based on its track record.

The Colorado Department of Public Health and Environment in 2020 announced a $9 million settlement for air pollution violations at the Suncor Refinery in Commerce City, which occurred between 2017 and 2019.

In 2018, the state records showed the Suncor Refinery released 8.5 tons of hydrogen cyanide in nearby neighborhoods.

“As much as the state made some improvements and some updates, it was still very disappointing that they did not seem to take an objective approach to assessing whether Suncor could actually operate within compliance,” Nichols said. “It seems to be business as usual.”

The APCD is still reviewing applications for Suncor’s Plant 1 and 3 permits for which public comment was held through mid-July, and the division is still working on preparing written responses to feedback received during the

comment period.

The division does not yet have a date for when it will send that response, Malloy said.

After the division submits the Plants 1 and 3 draft permit and responses to the EPA, it will have 45 days to review the permit.

Malloy said separately from the permitting process, APCD recently required Suncor to update its fenceline monitoring plan, which means the plant must monitor for certain covered air toxins around the facility.

Fenceline monitoring is a new requirement for certain facilities under Colorado’s Air Toxics Act (HB21-1189), which Gov. Jared Polis signed into law in 2021. Title V permits gather all applicable laws and regulations into one place, which includes the fenceline monitoring requirements, Malloy said.

The Air Toxics Act wasn't finalized at the time when the division put the Plant 2 permit out for public comment, Malloy said, but the division did include fenceline monitoring requirements in the Plants 1 and 3 permit.
