he city of Denver has released a set of recommendations for the development of about 155 acres of the old Park Hill Golf Course, with more land set aside for parks and open space.

The website with updates on the plans for the old golf course now includes ideas for transportation infrastructure and income-restricted housing.

Glendale-based Westside Investment Partners bought the property in 2019 for $24 million. Westside separately negotiated with Arcis, the company that operated the golf course, to acquire their interests.

Since then, the developers have hosted community meetings, and last year, Initiative 301 passed requiring a citywide vote on the development of properties that have a conservation easement, which Park Hill does. City council would also have to approve changing or waiving the easement.

Tiny Home Village Receives Elected Official Update: $20,000 to Create My Focus Is on the Wellbeing Community Garden of Children

olorado Village Collaborative (CVC) was recently awarded a $20,000 grant as part of Lowe’s Hometowns, which looks to restore and revitalize spaces in communities across the nation.

Jennifer Forker, a spokesperson for CVC, said the grant will allow the nonprofit to build a community garden at the recently relocated Beloved Community Village in the Elyria-Swansea neighborhood. The garden will be used by residents of the village and nearby neighbors.

This year is the first of a five-year, $100 million commitment from Lowe’s to the communities it serves, with this

year’s projects spanning 40 states and Washington, D.C. As previously reported by The G.E.S. Gazette, in March city council approved a twoyear lease agreement on city-owned property at 4201 Monroe St. with the option to extend it another two years, allowing CVC to operate a new tiny home village on the site.

The Beloved Community Village tiny home site moved to the Monroe location in May and has 24 units with the ability to house up to 30 people. The site could also add two more tiny homes later, and CVC has stated it could operate on another lot to the south that is essentially the same size.

ecently, I had the honor of being chosen to represent District 5 as a Board of Education member for Denver Public Schools.

For me, this outcome started with a phone call, from a longtime friend, asking me to apply to be on theschool board.

I have lived in District 5 for 27 years, where the elected board member was resigning with 17 months left in his term. The phone call took place at 5 p.m. on a Thursday and the application was due at 5 p.m. on Friday.

My husband and close family convinced me that I had a unique and serious commitment to K-12 children, and after several intense discussions, I chose to apply.

My sole motivation was and is to promote success for the children of DPS. I am especially concerned with the toll that the pandemic has had on our children and the political polarization that has taken place in our country over the past 20 years that has grown exponentially worse.

I chose to apply for this unique opportunity to serve children. I have worked as a

volunteer, helping dozens of kids apply for college, take prep classes, secure financial aid, and participate in sports and extracurricular activities.

I have provided transportation, support, and guidance to my children, grandchildren, and their friends as they make their ways through the various schools in DPS. I have a granddaughter who teaches middle school, a daughter-in-law who has worked for DPS for more than 20 years, four children and stepchildren who are DPS graduates, and 10 grandchildren who attend or have graduated from DPS. Centers for Disease Control and Prevention show that between April 1, 2020, and June 30, 2021, more than 140,000 children under age 18 in the United States lost a parent, custodial grandparent, or grandparent caregiver to COVID-19. According to the CDC, in 2020 there were 91,799 drug overdose deaths, which was up 31% from 2019.

With coinciding increases in health problems, overdoses, and incarceration due to drug-related offenses, the numbers of children in the already overburdened foster care system has also increased. In my professional career, the most hopeless cases I have had have been in dependency and neglect cases, where I have rarely seen a positive outcome.

As we are all facing these severe challenges, I am scared for our children. I am scared for my young grandchildren. I am scared

Three Candidates Vying for District 9 Council Seat

s of July 1 two challengers have filed to run against Councilwoman Candi CdeBaca for the District 9 seat, which includes Globeville, Elyria, and Swansea.

The Denver general election is April 4, 2023 and a runoff will take place June 6 if no candidate receives more than 50% of the vote.

More candidates could jump into the race before the end of this year or early next year.

Kwon Atlas, who has worked with state representatives and past Denver City Council presidents, said he helped create more than a dozen businesses and he started the Five Points Atlas newspaper.

Atlas has been involved with various advisory boards and organizations over the years, which includes serving as the vice president of the Urban League Young Professionals of Metropolitan Denver and as a member of the State Central Committee of the Colorado Democratic Party, as well as various others.

“I feel like I've been very enmeshed in and involved in trying to make Five Points, particularly, but all of D9 a better place,” Atlas said.

“I just really have an equity lens and a focus on those who have been left behind or are left behind, and just really creating synergy and trying to fix and create solutions, that’s what I’m always about.”

As inflation continues to drive prices up, Atlas believes there could be areas to give relief to businesses as well as consumers. For example, Denver City Council recently voted to drop the sales and use tax on diapers and incontinence products.

“I think there are places where we can talk about how we can provide some relief to businesses, particularly relief in the development and construction spaces, and then relief for folks to own their homes,” he said. “That's obviously more state level, but there are levels in which it is localized that I’ll be looking at. I think the best hedge against inflation is really ownership.”

Atlas said Denver has a few good programs

that help people buy their first home or retain their existing home in economically disadvantaged areas, but he said conversations need to be had about stronger support programs, stating, “giving a first-time homebuyer $20,000” for a down payment “does not cut it anymore.”

“Many of those folks are living in these apartments that are very expensive,” Atlas added. “They're spending more than what a mortgage would be on average. So these are things that I want to bring into (focus).”

Ownership, Atlas said, is another way to possibly stem the increasing homeless population in the city. He would also like to see services for mental health and other areas spread out of the central downtown location, as it creates a general location for drug dealing and other illicit activity.

Other issues Atlas said he’d like to address include the intricacies of gentrification and public safety, particularly with regard to gun violence in the district.

He also wants to ensure community policing is done in a way that celebrates the community and doesn’t harm it.

Watson suggested a way to address homelessness that has not been done thoroughly enough is by collecting data on those who are living on the streets. He said although the annual Point in Time count does provide some information, he wants a more robust version of it.

“If you are targeting a microcosm of that problem without knowing the full scope of it, you most likely are making the more stickier and the more difficult cases grow even larger,” Watson said. “We need to start counting everyone that’s living houseless.”

Watson said it’s the duty of organizations with the funds to invest into the communities where they thrive. He used the National Western Center’s CSU Spur campus as an example, and he said he hopes partnerships will flourish between the university and the surrounding community.

“It is a responsibility for there to be a clearly articulated process through City Council of providing the opportunity for whether it's mentorship, whether it’s an incubator, whether it’s support on multi levels to ensure these small businesses succeed,” he said.

To give additional support for small businesses, he said there needs to be a concentrated marketing effort for the G.E.S. area.

“There's really not a process to say, ‘Hey, if you're in downtown Denver and you’re hanging out for the Avs game tonight, you can catch this transportation … to get here, if you want to get away from the influx of downtown,’” Watson said.

CdeBaca said the biggest critique about her is that she often is the lone dissenting vote on certain bills, but if there’s to be a mandate for change, it has to start somewhere.

The councilwoman said that although during meetings, council members may be judged on how much they are able to convince their colleagues to approve their bills, she has focused on empowering the communities she represents, even when her bills failed.

“What I had to do, when I recognized that we weren't going to get very far on Monday nights, was build within the community and build relationships to do work regionally and at the state level,” CdeBaca said.

She said after the city council voted to divest private prison contracts from substance treatment homes, the rest of her colleagues didn’t support the “bold” changes she sought.

CdeBaca said she also hopes to see more recommendations from the Reimagining Public Safety Task Force implemented by the council in the future.

“I hope we get a new mayor and council that sees the power of the community and the work that they did,” she said.

The councilwoman stated that another one of her accomplishments includes working with co-op, employee-owned businesses, and one such operation is slated to open a grocery store in Elyria-Swansea in the coming months.

Incumbent Councilwoman Candi CdeBaca has spent her first three years fighting for equity among her constituents.

She has been a vocal opponent of certain development projects, such as the National Western Center’s $190 million combined arena bond measure that she helped defeat during last year’s election.

“I think two of the things I’m most proud of are the right to counsel in evictions and the divestment from private prison companies in halfway houses,” CdeBaca said.

Other accomplishments during her first three years include getting an air monitoring bill at the state level, which she said was part of her environmental justice coalition work, as well as requiring confirmations of certain mayoral appointments.

CdeBaca said her record on helping the unhoused is unmatched, as she’s pushed for more support for Safe Outdoor Spaces. She said she also wants to see a proposal that would commit the city to master leasing motels and hotels in

Wanda James Wins Primary for CU Regent Board

anda James, one of the Democratic candidates for the University of Colorado Board of Regents, was declared the unofficial victor in the primary race by a close margin.

James built a large part of her campaign on her experience as the CEO of a cannabis business.

“I’m proud of the trail I have blazed not only as a Naval ROTC graduate at CU but especially as a cannabis business owner in Colorado,” James said in a prepared statement.

“But I am especially honored to follow in the footsteps of Rachel B. Noel, the first and only Black woman to serve on the CU Regent Board and even more proud that my victory comes on the same day that Ketanji is sworn into the most prestigious office of the land.”

Noel was elected to the CU Regent board in

1976, and went on to chair the board.

James was the first Black woman to be commissioned through the Naval ROTC program at the University of Colorado and the first African American legally licensed to sell cannabis in the country, according to a press release sent out by her campaign staff.

James’ political experience includes working on Barack Obama’s National Finance Committee and helping to elect both America’s first woman Vice President, Kamala Harris, and America’s first openly gay congressman, now Gov. Jared Polis.

James now faces Republican candidate Amy Naes, who ran unopposed in the party’s primary.

James' campaign said she vows to fight for preserving access to healthcare for all women who attend CU, in addition to expanding diversity.

The new recommendations include ideas for housing, quality of life, economics, mobility, design quality, and land use. A public survey on the recommendations was completed July 7 with results to come. Some of the highlights include the possibility of creating a community center and bringing in a grocery store. The plans also include maintaining as many of the existing trees as possible.

Housing recommendations include requiring some of the income-restricted units be reserved for “at-risk” applicants from surrounding neighborhoods for a “set amount of time.” Also included is a commitment to additional funding for existing programs that help residents within a mile of the Park Hill Golf Course purchase a home.

The recommendations also include assisting current residents keep their homes with programs like property tax rebates, foreclosure prevention assistance, and others.

Later this year, based on feedback from the open houses and surveys, the city will put together a draft community plan on the land usage.

“I’ve had hundreds, thousands of conversations, and frankly, we’re excited to get to this stage of the process,” Ho said. “We can now take these recommendations and really put forth a developer vision that responds to those recommendations and really gives life to a plan.” que deberíamos tener más espacios abiertos y parques, y algunas personas en el comité que pensaron que deberíamos tener menos. Haynes is a multi-decade veteran of community politics, having served both as a member of Denver City Council and in various other city government positions. Nonetheless, she said, “feedback can be slow.”

The 9-3 vote to ban concealed carry weapons in city parks—also public buildings—was taken May 16. But something else happened a couple of time zones to the east a few weeks later that was the opposite of Denver’s gun policy.

As a family law attorney in metro Denver, I have witnessed the devastation that the opioid epidemic and the COVID-19 pandemic have had on families and children. I have also witnessed how virtual education, during the pandemic, has left many young children lacking fundamental skills. In the past two years I have represented families whose teenage children have attempted suicide, cut themselves, and overdosed on drugs.

The “mule hurdle” had him riding atop the animal’s head, then hanging on to its tail and dragged around the sawdust ring several times.

Pigeon created an audience favorite with “Bill, the Trained Goose,” and the duo performed tricks for a dozen seasons.

During the off-season, performers found other jobs and pursued other interests. For Pigeon, that interest was Ada Morgan, who he married on Dec. 28, 1912. They had

came a casualty of the farm recession after World War I. Pigeon then moved his family to Globeville and sought out his old friend, Harry Tammen, who arranged a position for him with Swift & Company, where he worked for more than 20 years.

Pigeon lived quietly with Ada and his daughters, Florence and Carol, and son, Charles, in a small house in Globeville, where he died Aug. 14, 1950 of heart failure.

Carol recalls, “I remember my dad walking across that bridge at 46th Avenue every morning at 5 a.m. to go to work in the packinghouse. He didn’t make much money, but we always paid our bills on time.”

But the man who “dedicated his life to making people laugh” would be pleased to know that he is still entertaining people.

His gravestone, Block 13, Lot 9, at Riverside Cemetery in Denver, is engraved with his image as a clown, and is a popular destination on historic tours.

Longtime Colorado Coalition for the Homeless Director to Step Down

ohn Parvensky started at Colorado Coalition for the Homeless (CCH) way back in 1984. In that time, he’s seen the changes afflicting the unhoused community and how that population has exploded.

Parvensky, the CEO of the organization, was hired as its first executive director and has stayed on ever since.

“The organization kind of came out of a convening from then-Mayor Federico Peña in response to the increasing homelessness that was being seen in Denver,” Parvensky told The G.E.S. Gazette.

Started as a response to what seemed to be an immediate need with a quick solution, CCH opened its first transitional housing complex in 1988 and has since opened 20 more properties in the Denver Metro Area.

The Stout Street Health Center, which replaced a clinic in 2015, serves more than 15,000 patients a year, according to the organization’s website.

“Looking back 36 years later, I never would have expected to be here and never would have expected the problem to con-

tinue to be as much of a crisis as it is today,” Parvensky said.

A lawyer in training, Parvensky went to Temple University and the University of Pennsylvania Law School in Philadelphia.

“When I was young, I really went to law school to learn the skills and the tools to be able to advance the causes of social justice,” he said. “I grew up in the ’60s and the Civil Rights Movement, anti-war movement.

When I was at law school I got connected with neighborhood organizations in Philadelphia that were working with dilapidated and substandard housing, and started working on the Community Reinvestment Act, trying to fight redlining. From the beginning, that was kind of my calling, to work towards social justice.”

When he got to Denver and started working with CCH, he and his colleagues thought they would work themselves out of a job in five years, believing that’s all it would take to stem the increase in homelessness.

“After five years, I thought, well, maybe it'll take another five years, and really after that

10-year period, it became pretty clear that the forces that were creating homelessness were much greater than what we were able to do to keep people from becoming homeless,” Parvensky said. “We moved away from what was more of an emergency response to what we call creating lasting solutions and that was by creating integrated health care for folks connected with affordable and supportive housing.”

During the time at the federal level, Parvensky said a combination of deinstitutionalizing people from mental health hospitals with a promise of community-based care that “never really materialized” contributed to the influx of people falling into homelessness.

“In the last 10 years, Denver went from one of the most affordable cities to one of the least affordable,” he said. “When you have a lack of affordable housing, and people are competing for whatever affordable housing there is, those folks who have the greatest challenges … it puts them at a disadvantage.”

In the next six months, the CCH board of directors will work with a search firm to find

Parvensky’s replacement, and he’s agreed to stay on until then.

Although some of Parvensky’s biggest accomplishments with the organization included creating more affordable housing and providing health care for the unhoused population, he said some of the city’s policies have also driven homelessness to more visible areas.

“It used to be that folks were out of sight,” he said. “They'd be camping down by the river. But with the camping ban, it's really had the opposite effect. It’s basically forced people out of that area into the neighborhoods, and then they keep moving it around. So you end up seeing that more often.”

When Parvensky started, the organization had a staff of six people and a budget of $100,000. Today, the organization has more than 750 working to provide services, with 4,500 income-restricted households in its real estate portfolio, “most of which would likely be homeless if it weren't for the fact that we were doing that, and so it's only because of the great people that we've been able to attract who are committed to that mission,” he said.

By shifting to a limited release model, Denver residents can rest assured rebates will be available on a monthly basis through the end of 2022. This program is funded by CASR’s Climate Protection Fund.

To help limit the number of unredeemed vouchers and ensure rebates are available for those ready to buy, CASR encourages anyone who might be interested in an e-bike to visit a participating bike shop, ask questions, and test out a few models before applying for a voucher.

To date, 848 e-bike rebates have been redeemed, with 56% of the program funding going to income-qualified residents. Half of
