Saya harap anda semua sihat sejahtera dan sentiasa mengamalkan CAPP, iaitu Cegah dari awal, Amal norma baharu, Patuhi SOP dan Pantau status kesihatan. Kita sedia maklum bahawa keadaan politik di negara kita kini tegang, adanya puak yang tamak kuasa sering memanipulasikan sistem demokrasi negara dan keagungan perlembagaan persekutuan untuk menyesuaikan impiannya menduduki Putrajaya. Akhir-akhir ini, kita dikhabarkan lagi dengan tipu muslihat segelintir pemimpin Pakatan Harapan dalam usahanya merampas kerajaan. Namun, ianya berjaya dipatahkan oleh kerajaan kepimpinan YAB Tan Sri Muhyiddin Yassin. Saudara dan saudari, negara sekarang dilanda pandemik, gelombang ketiga telah mula menyerang dan petugas-petugas barisan hadapan sedang bertungkus-lumus dalam usaha meratakan lengkungan penularan wabak. Parti Gerakan Rakyat Malaysia mengutuk sekeras-kerasnya tindakan segelintir politikus yang memilih untuk berpolitik dan mensabotaj kestabilan sosial dan ekonomi negara. Bukankah kita sepatutnya bersatu menentang pandemik? Apakah pangkat dan jawatan lebih penting daripada kesihatan rakyat? Gerakan percaya bahawa asas sesebuah negara adalah keharmonian rakyatnya. Politik bukan bermaksud menghuru-harakan keadaan, definisi politik yang dipraktikkan oleh kita adalah ‘bersama mensejahterakan rakyat’. Saudara and saudari, how are you? I hope that you are doing well and always practice CAPP, Cegah (Prevent), Amal (Practice), Patuhi (Comply) and Pantau (Monitor). We acknowledge the current state of affairs, political uncertainty, where there is a greedy faction that often manipulates our democracy and the supremacy of the federal constitution to fulfil Pakatan Harapan’s dream of capturing Putrajaya. Recently, we are rumoured again by the tricks done by several leaders from Pakatan Harapan that aimed to seize the power of the government. Fortunately, it has been successfully stopped by the government led by YAB Tan Sri Muhyiddin Yassin. Saudara and saudari, the country is currently being affected by the third wave of the COVID-19 pandemic and the frontliners are working hard to flatten the coronavirus curve. Parti Gerakan Rakyat Malaysia strongly condemns the actions of some politicians who choose to politicize and sabotage the country’s social and economic stability. Shouldn’t we unite to fight against the pandemic? Are those positions and powers more important than the health of people? Gerakan believes that a harmonious nation is the foundation of a country. Politics are not to create chaos but to share prosperity with the people. As a party member, we must be fair and put people’s welfare as a priority in handling any issues as well as never deviate from taking social responsibilities. Gerakan Launched 5E Spokespersons Parti Gerakan Rakyat Malaysia introduced 5E platform on 5th August 2020. The 5E platform is five important topics that involve the interests of the country and peoples, including Education, Environment, Economy, Employment and Social Equality. Five party members have been appointed as platform spokespersons. They will speak on behalf of the Party on these topics and explain the position of the Party. Meanwhile, they will do research on those five topics and submit constructive proposals to the government. The five spokespersons for the 5E platform are: Education: Sdr. Understanding the Penang Undersea Tunnel Project Sasha Binti Asharuddin & Tan Jia Qi

In early August 2020, a series of headlines in Malaysia’s major newspaper received national attention which stated that the former finance minister Lim Guan Eng was arrested by MACC on corruption charges linked to the RM6.3 billion Penang undersea tunnel project. Lim, who had served as the Penang chief minister from 2008 to 2018, was charged under Section 16(a)(A) and Section 23 of the MACC Act 2009 and Section 403 of the Penal Code. He pleaded not guilty to all charges.

What is the Undersea Tunnel project about? The RM6.3 billion project consists of four components, including three toll-free roads on the island and a tolled tunnel. The 7.2km undersea tunnel will connect George Town on Penang Island to Butterworth on the mainland and the three main highways comprising the 10.53km Tanjung Bungah-Teluk Bahang paired road, 5.7km Air Itam-Tun Dr Lim Chong Eu Expressway and 4.1km Gurney Drive-Tun Dr Lim Chong Eu Expressway paired roads.

Was there an open competitive tender? The tender process began in November 2011. Sixty companies, including 43 local and 17 international firms took part in the pre-qualification briefing, but eventually, only eight were invited for the Request for Proposal (RFP). The bid was won by Consortium Zenith BUCG, a special purpose vehicle (SPV) made up of a Malaysian-Chinese joint venture company. Penang DAP has defended the project saying it was carried out through an open tender procedure in line with the state government’s CAT principle of competency, accountability and transparency but some have argued that the RFP used to award the tunnel project was not an open tender.

Price is the primary consideration. The project will be awarded to the lowest-cost provider, without contract negotiations.

Price is not the only consideration where other factors will also be considered. The project will be awarded to the ‘winner’ based on the preference of the party that calls the bids.

- Request interested parties to send in their proposals for a job which has no blueprints have been laid down.

- Interested parties will be required to give a time frame for completion of job and quote their price for the job.

- Have clear and objective evaluation criteria for the selection of bids.

- No standard criteria are set for the selection of RFP bids.

How will the three major road and tunnel projects be financed? The total cost for this project is RM6.3 billion. The feasibility study and detailed design (FSDD) component will cost RM305 million, while the land acquisition will cost RM546 million and the balance of RM5.49 billion will be spent on construction. According to the preliminary agreement, the state will hand two plots of land in Sri Tanjung Pinang (STP1) to the SPV in exchange for the FSDD (Part 1) while another 110 acres of land in STP2 will be handed over in for the construction and toll collection component (Part 2). Both STP1 and STP2 are reclaimed land in the northern parts of Penang Island. The state government will grant the company the right to the concession to operate, maintain and manage (including toll collection) in relation to the undersea tunnel for an initial period to be determined in the final agreement, but which in any event shall not be less than 30 years.

Does Penang really need an Undersea Tunnel?

The Penang government claimed that it never paid anything to Consortium Zenith Construction (CZC) Sdn Bhd, whether by cash or land, for the feasibility study of the Penang Undersea Tunnel project because the feasibility studies have yet to be completed. However, according to Consortium Zenith’s chairman Datuk Zarul Ahmad Zulkifli in an interview with The Edge Financial Daily, the company has been granted some nine acres of land (3.64ha) on Seri Tanjung Pinang 1 (STP1), worth RM305 million, by the Penang government to finance the cost of the initial FSDD works in the RM6.3 billion Penang undersea tunnel project.

Many NGO’s and experts on traffic and transportation have reiterated the fact that the RM6.3 billion Undersea Tunnel is not going to help solve the island’s traffic problems. The tunnel would only bring in more vehicles especially to those already congested areas, such as Tanjung Tokong, Tanjung Bungah, Batu Ferringhi, Pulau Tikus and Gurney Drive.

How can you support us? Gerakan has launched a petition in July 2020 to protest the state’s action dealing with the Undersea Tunnel project. There are many things about the project left unanswered and the people have every right to know the truth. T

he poker game continues with Anwar Ibrahim’s turn to claim he has the numbers and requested an audience with our King. The sudden appearance of the ‘dark horse’, Tengku Razaleigh at the Istana Negara has also surprised many. There are talks now that Anwar Ibrahim might have the numbers to take over the government, or it could be Ku Li that will be the Prime Minister to mediate through the toughest period of political uncertainty. It seems that each group or factions are keeping their poker cards close to them, placing their bets, playing psychological games, and waiting for the right time to make their move. Who has the highest card in their hands now? Two Pairs? Three of a kind? Fullhouse? Royal Flush? Whether who has the best cards really does not matter now. What matters is we get all the cards on the same deck to work together. There is no time to play anymore. As I have written in my previous article, politicians always claim how they sacrifice to fight for the people and country, but instead are doing the opposite way. They are the cause of the setback that we are facing now. The first wave of the pandemic has already caused us a bad economic setback, with investors pulling back their investments, businesses cutting on their spending or closing down. The political uncertainty that began early this year makes it even worse. And now, the growth of this next Covid-19 wave is certainly caused by politicians themselves. The Sabah state assembly is not due and does not have to be dissolved until at least the year 2023. Who did it? The political struggle made a mess out of it, causing the 16 Gerakan Today

state elections to be called, massive political campaigning conducted, and SOP was not adhered to. And of course, causing a serious pandemic in Sabah itself, and possibly throughout the nation. Now that we are seeing a possible next wave hitting the whole country, nobody knows how Malaysians can survive through another round of economic stagnance. 2020 was supposed to be the year where we enjoy our economic dream of Vision 2020. We used to boast on how much our nation will achieve when that year arrives. Today, we are in that year. And not only that, we have just stepped into the final quarter lap of the year 2020. Some may claim that the Covid-19 pandemic has been the cause of us not able to achieve the Vision 2020. Yes, we may have various reasons for that. But what do we do now to move towards the next vision, the next goal? The tabling of the 2021 Malaysia budget will be held early November. That is when we take the next step forward to achieve what we have failed to do as a nation. I have also written before that the Member of Parliament plays an important role to obtain feedback from the people to table the voices of the people to the Parliament. But which MP has done it? Not even my MP as I am aware of. The political struggle and uncertainty has risked the whole nation and the people. The poker game of the politicians is risking the future of Malaysians. Just end the poker game and start working seriously to build the nation again.

Ahli-ahli WPKL telah menyerahkan 200 keping perisai muka dan 50 kotak pelitup muka kepada Ketua Pegawai Perhubungan Awam Hospital Selayang, Dr. Shakila Alwi.

Wanita Pulau Pinang menyerahkan perisai muka kepada petugas perubatan Klinik Bayan Baru pada 23/4/2020.

Ahli-ahli Gerakan Kelantan menyerahkan perisai muka dan sanitizer kepada pihak hospital Kota Bharu dan anggota barisan hadapan.

Forum Sambutan 50 Tahun Rukun Negara

In conjunction with Malaysia Day, SEDAR Institute held FORUM SAMBUTAN 50 TAHUN RUKUN NEGARA: KEPERCAYAAN KEPADA TUHAN MEMUPUK PERPADUAN RAKYAT SEJAHTERA on 20 September 2020 (Sunday). Rukun Negara terrace formation of national identity of the Malaysian race to preserve independence and maintain unity of fellow citizens. Parti Gerakan Rakyat Malaysia and SEDAR Institute hope all can strengthen the commitment to continue to uphold the principles of the Rukun Negara by this forum. Special speech by Prime Minister Tan Sri Muhyiddin Yassin for this forum said the Rukun Negara was introduced with the main purpose of forming a strong unity and emphasizing the importance of united and mutual respect. He also hopes that Malaysians who set the diversity of ethnicity, race , religion, and territory united under the umbrella of unity of the country. This time we invited representatives from the five major religious groups in Malaysia, panel members include S. S Prof. Madya Dato’ Arif Perkasa Dr. Mohd Asri Bin Zainul Abidin (Mufti of Perlis State), Archbishop Julian Leow Beng Kim (Chairman of the Christian Federation of Malaysia), Ms. Gowri PS Thangaya (Secretary General, Malaysia Hindu Sangam), Daozhang Tan Hoe Chieow (Federal President of Taoist Malaysia) and Venerable Sing Kan (Head of the Welfare and Charity Department of Malaysia Buddhist Association).
