Letter from Our 2019 Chairman Throughout the 104-year history of the Georgia Chamber of Commerce, we have focused on issues that drive economic growth, better our communities, create quality jobs and focus on a brighter future for all Georgians.

In 2011, the Georgia Chamber, in partnership with Governor Deal, launched the Georgia Competitiveness Initiative to help spur economic growth as we emerged from the recession.

After listening to business leaders and working with Lieutenant Governor Cagle, House Speaker Ralston and Secretary of State Kemp, we introduced several pieces of legislation to improve job creation. Georgia’s economy recovered, and our citizens found meaningful work.

In 2015, the Georgia Chamber launched GEORGIA 2030, a new strategic plan that reviewed Georgia’s changing socio-economic climate and demographics to provide better data and insight to business and community leaders. That effort led to the opening of our Center for Rural Prosperity in Tifton, dozens of legislative victories and 10 new events, including our growing Rural Prosperity Summit.

Maintaining the state’s ranking as the ‘Best Place To Do Business’ for six years requires new ideas and a bold vision. To that end, we are proud to introduce a new strategic plan: The New Georgia Economy. As the global economy evolves, so must our policy and our economic strategies. When we combine those changes with our 2030 demographic data, we have a foundation for long-term economic prosperity and mobility.

In this new effort, we will work closely with Governor Kemp, Lieutenant Governor Duncan, House Speaker Ralston, Secretary of State Raffensperger and elected leaders across the state to build a better and more equitable economy.

We will work with both political parties, small businesses and large corporations, international companies, our local Chambers of Commerce, the Consular Corps, our partners, investors and members to listen, share and develop new policies.

For Georgia to continue its incredible economic prosperity, we need your help and support. I invite you to join us on this exciting new journey to the future of our great state.

Letter from Our President & CEO Since the first Chamber of Commerce was founded in France in 1599, businesses have banded together for the common interest of economic growth and prosperity. Today, there are over 180 chambers in Georgia serving as champions of free enterprise and economic mobility. As successful as these organizations have been, the traditional models of advocacy, networking and education need drastic updating as we face a new economic revolution. The Digital Economy, Industrial Revolution 4.0., Gig Economy, Knowledge Revolution, Creative Economy, Ag-Tech, Innovation Economy and EcoEconomy will create new markets, demands, opportunities, risks and a New Georgia Economy that is both disruptive and constantly evolving.

We must engage in a different advocacy and education strategy that prioritizes free enterprise and open markets. Additionally, we must learn how to leverage the New Georgia Economy to unlock the promise of a renaissance for rural communities and neglected city centers. It will offer economic mobility that moves people away from poverty and towards promising futures. This convergence needs fresh and innovative policies to deal with concepts like portable benefits, creative connectivity, lifelong learning and healthcare delivery.

The New Georgia Economy will also require established industries to seek common ground with start-ups and to establish research partnerships with universities. It will require government and healthcare providers to partner with the faith community to address issues from addiction to poverty. Executives will need to embrace a new corporate citizenship. As companies embrace the potential of robotics and artificial intelligence, they must also provide higher wages and better benefits to attract talent and to ultimately discover the next great gamechanger. It requires small businesses and their employees to renew their commitment to democracy and free enterprise. Educators, parents, children and the corporate community will need to commit to life-long learning, a more diverse education delivery system, new skills, flexible technical training and liberal arts, as well as vibrant research universities. Citizens will demand local government work with business to make it easier for technology to foster faster internet, telemedicine, automation and safer data management.

We will need to prioritize the next generation of makers, doers, growers and builders, and instill them with the spirit of entrepreneurship. In the New Georgia Economy, the Georgia Chamber will strategically focus on entrepreneurship and innovation; talent and leadership; global commerce and competitiveness; big data and security; physical infrastructure and assets; and advanced government, corporate and university research and development.

In order to successfully lead the New Georgia Economy, the Georgia Chamber will continue to serve, solve and evolve.

As companies manage more data, security and the Internet of Things, they must find new strategies and policies that protect consumers from cyber attacks. Our defense sector, financial services and content developers will need to have future-focused discussions. To move products, people and data, Georgia must have a modern, world-class physical infrastructure system that responds to market demands and long-term needs of all citizens. We must also realize that public-private partnerships, healthcare access and efficient freight delivery are critical to our long-term success.

Talent and leadership development will drive every economic decision in the coming decade, because communities that cultivate a pipeline of talent will attract quality jobs and growth. Business, education and government leaders must all work to diversify education delivery, develop lifelong learning models and upskill new and existing talent.

Companies must engage in global commerce and we must ensure the long-term competitiveness of Georgia’s business and legal climate. We will advocate for open markets for Georgia-made products, qualified immigration, rural prosperity, fewer regulations and a fair and balanced judiciary. The Georgia Chamber’s events and policy efforts will focus on addressing these and other emerging issues for a prosperous Georgia.

In the New Georgia Economy, that role will be more crucial and requires greater coordination, engagement and a focused social awareness.

Through our Center for Competitiveness, we will develop leading policy solutions, better leverage existing programs and events, launch innovative and engaging initiatives and respond to changing market demands.

Our Investor Engagement team will lead with purpose to on-board industry experts to our policy committees.

The Georgia Chamber and the Chamber Foundation will utilize traditional and social media to tell the positive stories of our investors, members and communities.

Our Board of Directors, Board of Governors, policy committees, Government Affairs Council and affiliates will focus on the future of business and the potential of Georgia while providing the opportunity to expand their influence and tell their story.

Through diffuse communication strategies, we will promote the growth and promise of rural Georgia, the positive impact of business, the values of free enterprise and the potential of Georgia workers.

Our events will offer networking opportunities for members of our committees, boards, councils and affiliates steeped in different perspectives and experiences, which will ultimately create a stronger culture of inclusion and understanding.

We will also reach out to the next generation of business leaders and expand their networks and leadership skills through our High Potentials Leadership program.

Increased dialogue between members, coupled with the focus on the future of business and Georgia’s expanding influence, will help members tell their story and adapt to change as we move into an unprecedented future.

This initiative will ensure that all participants build confidence and effectiveness by understanding the importance of embodying their respective company values and being cognizant of evolving political and social expectations in Georgia.

We are also committed to building relationships with the Consular Corps and trade partners while advocating for open markets for Georgia goods and products.

We will continue to connect with current and emerging leaders from diverse backgrounds, industries and regions to gain new insights on trends and challenges and to learn how to better equip companies with the tools and skills needed to pave new paths to prosperity.

In the New Georgia Economy, our job must be to help communities and investors capitalize on emerging trends by understanding the latest intelligence and to help them mitigate risks.

The Georgia Chamber was founded to advocate on behalf of the business community and to help grow the economy.

While the economy will provide opportunities for rural communities to rise and prosper just as it will provide new paths to prosperity for all Georgians, it will also present new political and business risks.

We have created many partnerships along the way to work towards that objective, one of which is with the Georgia Allies, an arm of the Georgia Department of Economic Development. Through our involvement with the Georgia Allies, we will celebrate the 60th Anniversary of the Georgia Red Carpet Tour and continue the wildly successful Georgia Quail Hunt; both economic development events created to spotlight the state of Georgia to site selection consultants, prospective businesses and expanding industries.

We will also celebrate budding and expanding businesses in Georgia with our newly launched Welcome to Georgia Reception. Hosted in partnership with the Department of Economic Development, the reception invites statewide business leaders to learn about, welcome and connect with companies that have recently chosen Georgia as their home.

From cyber-attacks to burdensome regulations, businesses will face multinational organizational overreach, trade and talent wars, boycotts and social media threats.

The Georgia Chamber will leverage our Center for Competitiveness, affiliates and thought leaders from around the world to provide real time data, infographics and trend analysis to support Georgia’s growing economy.

In a world of complex and competing information, we will cut through the hyperbole and provide valuable insight and trusted analysis to help your business and community grow.

Internally, our regional programs, Center for Rural Prosperity, annual events, policy research and advisory services will continue to provide educational resources and initiatives to spark growth.

These resources include working towards solutions for improved tax policy, natural resource management, downtown revitalization, financial services and more affordable healthcare programs, all of which help forge a pathway to move Georgians from poverty into prosperity.

PUBL I C AF FAI R S Policy The Georgia Chamber has a strong foundation in addressing cutting-edge policy issues. In the New Georgia Economy, policy development will require robust strategies for implementation at the local, state, national and global levels.

No matter the issue, the Chamber will have a uniform and coordinated approach that integrates investor input, fact-based data and an effective communications strategy.

As social media, paid news services, nationalization of elections and different economic realities emerge, we will face new challenges in the future of our policy development.

The availability of massive amounts of data has opened new possibilities in policy analysis, but also requires new strategies and resources in order to address these challenges.

To prepare, we will improve and deploy a more aggressive plan of action that includes: updating policy positions to reflect the New Georgia Economy; re-aligning our committee structure; and cultivating new relationships with industry experts and like-minded organizations.

We will also leverage emerging technology to be able to perform in-house policy analysis and provide responsive information to policy makers.

We will bring the best intellectual capital to our investors and address new issues that hold promise for quality job growth and economic prosperity throughout the state.

Political In 2011 and 2012, the Georgia Chamber launched our political action committee and our Political Affairs Council, respectively, to better support those that champion free enterprise through direct political giving, bundling and by leveraging independent expenditures.

This heightened political engagement has bolstered our legislative and policy influence resulting in increased success in our overall advocacy efforts. Building on this success politically will remain a priority as we look to 2020.

Advocacy Advocacy in the New Georgia Economy requires a deeper understanding of political risk and new strategies that are proactive and aggressive. In the future, we will be fighting for free enterprise with new partners and against a new generation grounded in the principles of socialism and overreach in rule making.

For over 30 years, the Georgia Chamber Government Affairs Council (GAC) has served the invaluable role of connecting business to elected leaders. With over 300 members, 10 committees and two signature events each year, these dedicated members are the most proactive advocates of free enterprise in Georgia.

Through our advocacy efforts, we will continue to: • Cultivate bi-partisan relationships with elected officials • Track legislation at the state and federal levels • Produce an annual Chamber Scorecard to raise awareness of how elected leaders vote on issues of free enterprise • Connect you with state and federal regulatory agencies • Develop a cutting-edge system to engage grassroots advocates on behalf of the business community

Georgia Chamber investors and staff are true servant leaders. We are focused on your issues, supporting our affiliates, engaging politically, helping communities and supporting our investors and partners. We do this by serving as advisors, conveners, facilitators and by always putting others first.

Your Chamber staff is an extension of your company. We are available to assist, connect, promote and advise on any number of issues.

Working with ACCE, COSC, GACCE, GEDA, the U.S. Chamber of Commerce and other associations, we have unlimited access to data, policy, education and support. Therefore, we can engage more leaders and employees than any other advocacy organization in the state.

To fully represent our investors and their interests, we must create a more dynamic overarching strategy for the Federation.

We will do this by improving education, facilitating more integration through new chamber management models and leading campaigns to define and promote members.

To strengthen the ongoing viability of the Georgia Chamber, as well as that of our local chamber partners, we must actively diversify our investors, board members and programming to appeal across an age, geographic and cultural spectrum that is more reflective of our state.

In 2019, we will launch Chamber Tomorrow, an innovative, future-focused initiative to ensure the long-term influence and viability of the chamber brand throughout Georgia.

We will also continue to promote the engagement of businesses with their local chambers.

The Chamber is also committed to fiscal integrity, transparency and the stewardship of your trust.

We will continue to benchmark our initiatives and operations against the best Chambers of Commerce in the world and to prioritize service above self.

MEANING FU L B U S INES S DEVELOP MENT & S ER VICES We want our members to provide input, learn, make contacts and grow their business. Our events, programs and services will answer those demands.

The Georgia Chamber will advance our business development models to become multi-dimensional, visual and data-driven.

We will provide follow-up, leverage social media, offer unique product and business spotlights and align with any schedule instead of a traditional one-size-fits-all model.

We will offer more cutting-edge and cost-saving services like our new Georgia Chamber SMART Insurance Plan, NOW Account, Chamber Abroad, regional meetings, the Chamber HR Library, Certificates of Origin, webinars, issue briefings and Amicus Briefs, which will allow businesses and communities to focus on other drivers of growth and development.

Center for Rural Prosperity In 2017, the Georgia Chamber Foundation opened the Center for Rural Prosperity in Tifton. The Center serves as a catalyst in bringing together business leaders, elected officials, local chambers, educational partners and other interested organizations to work towards addressing the persistent socio-economic barriers that stagnate prosperity in much of the state.

The Center has proposed 100+ recommendations to help address a vast array of challenges faced in rural Georgia communities. Working with the House of Representatives, Rural Development Council and the Rural Georgia Senate Study Committee, a number of these recommendations were adopted by the Georgia General Assembly in 2018.

There are thousands of suggestions and recommendations for leading a rural renaissance and the Georgia Chamber will continue to seek innovative solutions and best practices.

We will also continue to convene public and private leaders to facilitate an ongoing dialogue while raising public awareness on these pressing issues.

In addition to serving the local community, the Center is available to host meetings, events and training sessions. The facility offers an executive conference room that seats 25 and a multipurpose room that can be arranged in classroom style seating or auditorium seating for nearly 100.

The Council on Alcohol & Drugs The Council on Alcohol and Drugs is a 48 year-old nonprofit, 501(c)3 substance abuse prevention and education agency that develops programs and materials based on the most current research on drug use and its impact the community.

Georgia Alliance of Public Private Partnerships The Georgia Alliance of Public Private Partnerships (GAP3) provides a statewide forum for Georgia government entities and private firms to exchange ideas and opportunities to grow the presence of P3 in Georgia as a project delivery mechanism. The Alliance works to further develop relationships between the public and private sectors that will improve and grow Georgia’s presence in the global P3 marketplace, and to promote and develop cutting-edge education and best practices for Georgia public assets using P3 delivery methods when in the public interest.

Georgia Foreign-Trade Zone Georgia Foreign-Trade Zone (GFTZ) functions as a federally ­appointed “Grantee” with administrative responsibilities over Foreign-Trade Zone #26. It assists Georgia businesses in submitting FTZ applications and requests to the FTZ Board, housed within the U.S. Department of Commerce.

Georgia Partnership for Excellence in Education Founded in 1992 by the Georgia Chamber of Commerce and the Georgia Economic Developers Association, Georgia Partnership for Excellence in Education (GPEE) consists of business, education, community and government leaders who share a vision of improved education in our state. The Georgia Partnership takes lead roles in efforts to shape policy and reform education throughout our great state.

Georgia Screen Entertainment Coalition The Georgia Screen Entertainment Coalition (GSEC) is a statewide advocacy group representing the film, television and digital entertainment industry in Georgia. GSEC works with business leaders, elected officials and other strategic partners to protect and promote the film, television and digital entertainment tax credits that ensure the screen entertainment industry’s continued investment in Georgia.

Georgia Transportation Alliance The Georgia Transportation Alliance (GTA) is the state’s only organization focused solely on identifying and promoting long-term transportation solutions specifically connected to economic development and job creation. GTA works closely with key stake-holders in Georgia and in Washington, DC, with the goal of ensuring an efficient, safe and multimodal statewide transportation system.

Georgia Travel Association The Georgia Travel Association (GATA) is the leading statewide advocacy organization representing the $63+ billion hospitality and tourism industry in Georgia. GATA works to ensure that Georgia’s elected officials, policymakers and other key stakeholders better understand the substantial economic impact tourism has in our state.
