Introduction
Introduction The Municipality of Sanem is proud to present its third Action Plan for Equality and Diversity. In this edition, you can read about the initiatives the municipality has implemented, the measures it intends to maintain, and its new goals, objectives, and actions.
Advances have been achieved not only at the local level but also nationally. Thirty Luxembourgish municipalities have signed the Charte européenne pour l’égalité des femmes et des hommes dans la vie locale (European Charter for Equality of Women and Men in Local Life). General Information about the European Charter for Equality of Women and Men in Local Life
Council of European Municipalities and Regions The Council of European Municipalities and Regions (CEMR) was founded in 1951. Today, it is the oldest and largest organization of local authorities. In other words, the CEMR is a federation of national associations representing local and regional levels across Europe. To date, the Council includes 60 member associations representing more than 110,000 communities in 41 European countries.

developed the European Charter for Equality of Women and Men in Local and Regional Life, which was authorized by responsible authorities in 2006. To respond to societal, political, and technological developments in recent years, the Charter was updated in 2022 with nine new articles. This update emphasizes the importance of gender-sensitive policies, particularly in the context of digitalization and crises such as the COVID-19 pandemic or the war in Ukraine. The Charter thus remains a crucial and up-todate instrument for promoting equality and diversity in our society.
Origin and Context of the European Charter for Equality of Women and Men in Local Life
This continuity and reproduction of inequalities result from social constructs based on stereotypes, which are transmitted by families, cultures, media, workplaces, and education systems. The European Charter for Equality of Women and Men in Local Life assumes that local and municipal governments are closer to citizens. In this sense, they are best positioned to promote a truly egalitarian society and to combat inequalities.

What does the Department for Equal Opportunities and Diversity do?
Partners of the department
The Department for Equal Opportunities and Diversity of the Municipality of Sanem has undergone several developments since its creation in 1999. What began as one of Luxembourg’s pioneering municipal initiatives under the name ‘Service à la Condition féminine’ was further developed in 2005. This marked the birth of the Department for Equal Opportunities.
The following list provides a broad overview of the projects and missions of the department (note: this list is not exhaustive):
The Department for Equal Opportunities and Diversity works closely with a range of partners, both at the local and national level, to effectively implement its goals and missions. The proper functioning of the department also depends on the continuous support and trust from the Mayor and Municipal Council, which enables the department to pursue important developments.
Until then, the focus had mainly been on equality between women and men. However, as topics covered by the anti-discrimination law were already being addressed at that time, a next logical step occurred after the 2017 municipal elections. The diversity aspect was added, giving the department its current name: Department for Equal Opportunities and Diversity.

the National Council of Women of Luxembourg (CNFL), and the National Network of Gender Equality Officers (REGA). As a member of the REGA, the department is committed to strengthening collaborations with other municipalities as well as with national and international actors. This allows existing relationships to be deepened, new synergies to be created, and joint projects to be developed that support the department’s missions and promote equality at multiple levels.
At the municipal level, several interdisciplinary collaborations take place with the Department for Equal Opportunities and Diversity. Success Stories of Recent Years

Based on the objectives and measures of the previous action plan, we are proud to highlight some success stories from 2021 to 2025.
These are a few notable achievements, though not an exhaustive list of all actions over the past years:
― On 18 June 2021, in response to Hungary and Poland’s LGBTIQ+ Free Zones, the Municipality of Sanem declared itself an LGBTIQ+ Freedom Zone. Our Municipal Council was also the first to participate in an LGBTIQ+ training offered by Cigale and Alter Ego, gaining a better understanding of the acronym and the issues affecting these communities.
― Since Autumn 2021, the Municipality of Sanem has successfully offered First Aid in Mental Health training for both residents and staff. The COVID-19 pandemic highlighted the importance of taking our mental health seriously. In 2020, the municipality was invited as a pilot municipality by the Ligue Santé Mentale to participate in the first training sessions before they were widely available. By 2021, Sanem was the first municipality to offer this training to its residents. The training has been held twice a year since then, and the municipality also has its own internal trainer who provides sessions for both residents and staff.

― An important project of the Department for Equal Opportunities and Diversity is the Babysitter training, which has existed since 2006 and has been continuously improved over the years based on the feedback from participants and parents. In 2023, this initiative received the Diversity Award – a great honour for our municipality. Sanem was the first in the country to offer training for the care of children with special needs, in collaboration with Office House Capellen. Due to high demand, two training sessions are now organized each summer, which are always fully booked.

― A significant step forward in our inclusion efforts has been gender-inclusive communication. The Municipality of Sanem consciously ensures that all communication addresses everyone regardless of their gender. While texts in simplified language are sometimes an exception, they remain part of our inclusive approach, ensuring information is accessible and understandable for everyone. ― In April 2023, women’s health was highlighted in Sanem: together with the association Lipödem Lëtzebuerg, we organized the National Lipoedema Day at the Suessem, Multipurpose Hall, with great success. This event helped raise awareness among the public and healthcare professionals about lipoedema, a condition that is still often underrecognized and poorly understood. We are very proud to support Lipödem Lëtzebuerg in its mission to increase awareness of this disease. ― After participating in the pilot project of the Pact for Living Together of the Ministry of Family Affairs, Solidarity, Living Together, and Reception of Refugees, the official Municipal Pact for Intercultural Living Together was signed in March 2024. Its goal is to promote citizen participation and intercultural living together. In this context, the steering committee, composed by the Municipal Council, selects a priority. A citizens’ workshop is then organized to gather ideas from our residents. The next step is to implement these ideas as effectively as possible, followed by evaluation and selection of the next priority. 10
Success Stories of Recent Years
The first priority focused on welcoming new residents. Two neighbourhood gatherings were organized locally, providing opportunities for new residents to meet and learn more about the municipality. The second priority focuses on volunteering and intercultural/ intergenerational meetings. The second citizens’ workshop on 26 April 2025, reached 120 participants, who provided valuable input. Activities have been carried out in the second half of 2025 and early 2026. ― With musical performances by IRINA, children’s activities organized by Saba, and the support of the Ecology Department and the Department for Equal Opportunities and Diversity, the Municipality of Sanem officially inaugurated Matgesfeld as a Safe Space for everyone on 29 June 2024, in the presence of Minister Yuriko Backes from the Ministry of Gender Equality and Diversity. ― The Municipality of Sanem further reinforced its commitment to gender equality by declaring itself a Safe Place for Women in the Municipal Council on 21 March, 2025. 11

This municipal action plan serves as an instrument to implement the priorities of the Municipality of Sanem in favour of equality and the fight against all forms of discrimination. The municipality commits, beyond promoting equality for all people regardless of their sex or gender, to oppose all forms of discrimination based on nationality, social or ethnic origin, language, religion, political beliefs, disability, age, or sexual orientation. Furthermore, the municipality recognises the issue of inter sectionality, which often results in women and girls being victims of multiple and overlapping forms of discrimination.

The municipality commits to take all appropriate measures to actively ensure and support balanced gender representation in political decisionmaking processes. Several political parties have meanwhile introduced their own quota regulations, which is a positive development in terms of gender equality and contributes to making a formal written request with corresponding recommendations no longer necessary.

Through various forms of public participation, such as consultative commissions, the Municipality of Sanem promotes citizen engagement in governance and civic life. Citizen participation is also encouraged through the Municipal Pact for Intercultural Living Together. Residents are regularly invited to take part in citizen workshops to share their opinions and ideas.

The signing of the European Charter for Equality of Women and Men in Local Life in 2010 was widely celebrated. The ratification of nine new articles was approved on 23 September 2024 by the Municipal Council and communicated to residents.

― In the Babysitter training programme, the use of the Gender Game developed by the Luxembourg Institute of SocioEconomic Research (LISER) to challenge gender stereotypes with young people.

Multiple and Intersecting Forms of Discrimination or Disadvantage & Intersectionality and Diversity Under the law of 28 November 2006 on equal treatment, the municipality undertakes to combat all forms of discrimination, including those based on nationality, ethnicity, sex, gender, sexual orientation, religion, beliefs, disability, or age. The Municipality of Sanem promotes the inclusion of socially marginalised individuals and recognises that the needs of women and men may differ. OBJECTIVES
― Raise awareness about LGBTIQ+ communities.
― Organise information sessions for same-sex couples considering adoption.
― Support single-parent families.
― Run awareness campaigns for young people regarding coming out, in collaboration with Rosa Lëtzebuerg and/or Cigale.
― Promote inclusion of female and male migrants and refugees. ― Facilitate professional reintegration. ― Prevent eviction and social exclusion.
― Participate in Luxembourg Pride Week/Month organised by Rosa Lëtzebuerg. ― Display the municipality’s support for LGBTIQ+ communities with Pride flags at the town hall.
The Municipality of Sanem actively participates in combating genderbased violence. During Orange Week, it displays the banner “Luxembourg says no to violence against women and girls” from Zonta and CNFL. Interactive theatre forums on domestic violence organised by the Ministry of Gender Equality and Diversity (MEGA) are also held. OBJECTIVES
