BOE Takes First Step to Potentially Put EIT on Ballot By Ann Wishart ann@karlovecmedia.com Berkshire Schools Board of Education voted 4-1 Jan. 12 to begin the process of placing a 0.5% earned income tax on the May 5 ballot. The EIT may be necessary to offset an estimated $1 million or more in lost revenue resulting from recent state legislation that limits property tax growth. “Nobody knows how it’s going to work,” said district Treasurer Beth McCaffrey. “It’s kind of a guessing game.” See Berkshire • Page 5

Trustees at Stalemate Over Road Garage Plans By Emma MacNiven macniven@karlovecmedia.com The future of Chester Township’s road department garage hangs in the balance as trustees are at a stalemate over whether to rebuild the facility or explore other options. Four years ago, Lakewood-based Larsen Architects assessed the garage and determined the roof needed to be replaced or it was at risk of eventually caving in, according to previous reporting.

Officials originally planned to replace the existing roof, but Larsen Architects estimated the project would cost $600,000. Trustees concluded a full rebuild would be a better long-term investment. App Architecture, of Englewood, projected the cost for a new garage at $5 million, Township Administrator Mark Purchase said during the Nov. 13 Chester Township Trustees meeting. Since then, the proposed design has been simplified, said Todd Gindelberger and Maria Mundy, of

App Architecture, during the Jan. 8 trustees meeting. Mundy said the firm reduced the building by 1,500 square feet and eliminated one bay, keeping the structure at six bays. Officials had been considering six or seven bays during the Nov. 13 meeting. “By lessening the bays by one … (Road Superintendent John Onyshko) has a little more room to get those trucks in,” Purchase said Jan. 8. Russell Hit With $5,700 Bill Over Police Cyber Incident By Emma MacNiven macniven@karlovecmedia.com Though a new year has begun, Russell Township is still dealing with fallout from a 2025 cybersecurity incident. The Geauga County Auditor’s Office and the Automatic Data Processing board are seeking $5,700 in reimbursement for resources spent responding to a breach connected to the Russell Police Department. The issue began last September, when two of the police department’s devices — a mobile data ter-

minal and a school resource officer laptop — were compromised due to a potential breach believed to have originated from a Russian source. The incident prompted ADP to block the department's email domain out of safety concerns, Geauga County Auditor Chuck Walder,

who sits on the ADP board, said last fall. “This action was proactively taken to protect the Geauga County network and Russell Township’s other government operations,” Walder said in a Jan. 7 letter to Russell Township Trustees. ADP did not receive notice that the department switched email domains, leaving the original domain blocked, ADP Chief Deputy Administrator Frank Antenucci said in a Jan. 8 follow-up interview. “We've heard informally that See Russell • Page 3
