GPD Creates Cart Tours for Those

Geauga Park District recently increased access to select parks for individuals with limited mobility through its Accessible Nature Cart Tours.

Toward the end of spring, GPD began offering a registration-only program for those with limited mo bility that includes a one-hour golf cart tour — participants must be able to enter and exit the cart on their own — led by GPD Naturalist and Volunteer Coordinator Andy Avram.

On July 6, Avram led two such tours at Veterans Legacy Woods in Newbury Township.

Court of Common Pleas Implements New Jury Management System

In an effort to improve the jury experience and reduce costs, the Geauga County Court of Common Pleas announced it is updating its jury management system in a press release July 2.

The court is leveraging technology to streamline the process for citizens and court staff and replace its aging jury management system with a modernized one.

The update will enhance the jury service experience for jurors while reducing costs and increasing efficiency within the court, the press release said.

“Summons will be sent via postcard with an option to complete the jury questionnaire online or to request a printed version,”

the press release said. “The postcard will also include the potential juror’s term of service. Notices of excusal, disqualification, approval, etc. will be sent via email, text or mail, depending on the questionnaire submission method and response.”

A new, convenient online portal and phone number for checking status and reporting times should eliminate time and postage costs incurred by potential jurors to return paper questionnaires, according to the court, which added this move will save tax dollars by reducing postage for summons.

The upgrades include convenient text reminders for jurors/ potential jurors and improved efficiency within the court.

“(This) will reduce costs and allow staff to focus on serving clients, thereby enhancing the public’s overall experience with the court,” the press release said. “The court values the role jurors play and strives to make their service a pleasant experience. The court believes the new jury management system will further its goal to provide access to justice and will be extremely beneficial for the citizens of Geauga County.”

Further announcements of technology initiatives the court is adopting to provide access to justice and better serve the public will be coming soon, the press release said.

GPD Projected to Stay Financially Healthy in 2025

Geauga Park District remains in a finan cially sound position, with a projected gener al fund balance of $3.2 million for fiscal year 2025.

“We feel good about our current stand ings,” said Executive Director John Oros in a July 1 email. “We remain committed to our fiscal responsibility to our resident tax payers. At the same time, we’ve grown open parks and park services. Many of our resi dents have expressed their appreciation for these valued park services.”

The Geauga County Park Board of Commissioners recently approved the district’s 2025 budget, which showed a projected revenue of $7.6 million and expenditures of $7.2 million for FY 2025.

“The 2025 budget is similar to the estimated revenue and expenditures this year. Expenditures are estimated to decrease by about 4%,” said GPD Fiscal Officer and Treasurer Dawn Sweeney in a follow-up email July 1. “This is attributed to utilizing reports from our accounting software to budget more accurately based on actual figures from the previous years.”

The ending fund balance for 2023 was $3.7 million and for 2022, $3.4 million, Sweeney said.

“(The budget numbers) are on brand with the fiscal trends Dawn shared earlier,” Oros said. “In recent years, we’ve estimated our ending fund balances to come in around $3 million.”

The district is expecting a 19% increase in expenditures in the land improvement fund from this year to next, Sweeney noted.

“Land improvement fund revenue and expenditures are dependent on grant funding and our five-year capital improvement plan,” she said.

“This is our fund for larger park capital improvement projects,” Oros added.

The approved budget will be submitted to the Geauga County Budget Commission for review by July 19, Oros said.

GPD, which became fiscally independent from the county in 2021, has experienced a smoother budgeting process since naming Sweeney full-time fiscal officer and treasurer in 2023, Oros said.

“Dawn and the in-house addition of the State Auditor Uniform Accounting Network System have brought a level of fiscal and accounting professionalism that benefit Geauga Park District,” Oros said. “We look forward to an ongoing positive working relationship with the county budget commission.”

Volunteers Needed to Deliver Meals

The Geauga County Department on Aging is in need of Home Delivered Meal drivers in Chester Township. The meal routes start at the West Geauga Center, 8090 Cedar Road.

The Home Delivered Meal program delivers warm, nutritious lunches from 11 a.m. to 1 p.m., Monday through Friday, to homebound senior citizens in the community.

Area agencies, organizations, church groups and individuals 18 years old or older, with a valid driver’s license, may volunteer. Training includes filing department on aging Home Delivered Meal volunteer paperwork and a short orientation about the program. Volunteers can deliver meals on a weekly, bi-weekly, monthly or as needed/substitute basis.

Help With Cooling Bills: Summer Crisis Program

The Ohio Department of Development’s HEAP Summer Crisis Program began July 1. Geauga County residents may apply through Geauga County Job and Family Services.

The Home Energy Assistance Program Summer Crisis Program helps income eligible Ohioans stay cool during the hot summer months. The program runs from July 1 through Sept. 30, 2024.

To apply for the program, clients are required to schedule a telephone interview appointment with Geauga County JFS. Appointments can be scheduled by calling 440285-1299.

Applicants will need to provide copies of the following documents to complete the application:

• Copies of their most recent energy bills.

• Most recent 30 days income for all household members.

• Proof of U.S. citizenship or legal resi-

dency for all household members.

The Summer Crisis Program assists low-income households with a household member 60 or older; households with an electric disconnect notice, disconnected service or need to establish new service; or households with a household member with a medical condition that requires air conditioning.

Households enrolled in the Percentage of Income Payment Plan Plus (PIPP) may also be eligible for assistance. Household income must be at or below 175% of the Federal Poverty Level.

Households may receive a payment up to $500 on their electric bill. Other benefits may include central air conditioning repair, air conditioner window units and fans for eligible households.

It's an educational and uplifting experience and I'm very grateful for our extraordinary park district stretching their tentacles to incorporate diversity and inclusivity to our neighbors with mobility issues. We are very blessed.”

Lawrence joined Al and Lorrie Schindler, of Munson Township, for the second afternoon tour, journeying the sprawling former golf course’s terrain.

The couple participated in two program tours so far and are registered for more.

Lorrie said they love the information Avram shares.

“I am no longer able to walk these parks due to health issues and I cannot put into words how good it feels to be back on the trails being one with God’s creations,” Lorrie said. “They are so much fun.”

Guests boarded their cart near the entrance’s Corridor of Flags and motored past Tribute Lodge, the nature-based playground and pavilion, as Avram periodically stopped to share the park’s natural wonders and future plans.

“In an effort to jump start forest growth along the fairways, Geauga Park District planted 1,000 native trees and shrubs that are important for wildlife between April 2023 and April 2024,” Avram said. “Hundreds of volunteers from various organizations and the general public joined us to make this happen.”

Lawrence delighted as Avram identified spatterdock, bladderwort, or pointed out painted turtle heads peeking out from the ponds, dragonflies, as well as fuzzy-leaved mullein plants and mushroom fungi.

“But, the most exciting part of the tour was his explanation and discovery of brook trout being reintroduced to these shallow, cold and oxygenated streams,” Lawrence said. “Andy's wealth of information was so appreciated. I felt like I was on a safari right

Kelly Connors, of Chardon, participated in the first of the afternoon’s tours and expressed her gratitude.

“We are truly grateful for the park having this type of program and are excited to explore more parks if they are able,” Lorrie added. “Andy really is a blessing. He is kind, patient and very knowledgeable. He really makes the tour more fun.”

In addition to the naturalist-led cart tours, the six-seat golf cart is available to borrow only at Veterans Legacy Woods for those who meet GPD’s criteria and are approved for a special use permit. The cart is available for all armed forces, active duty or veterans, seniors ages 65 and older, and guests with limited mobility.

8:30 p.m., Ward Drive. Someone is setting off loud explosives on Ward near Maple. Officers did not observe individuals shooting off fireworks. Officers did locate a group of residents that were out and had shot fireworks off earlier in the day. They were advised of the new law and that they were in compliance.

July 3

9:40 p.m., Mayfield Road. Caller is complaining it sounds like dynamite in the area. Dispatch advised caller fireworks are legal until Sunday.

11:56 p.m., Chillicothe Road. Volkswagen Jetta, no occupant. Former WGHS student found running on track to prepare for Army basic. Checks OK.

8:18 p.m., Sperry Road. Caller was driving on Valley View past a large party and asked why they were parking so many vehicles on both sides of the road. Subjects at the party told him to get out of there and threatened his life. See report.

3:37 a.m., Chillicothe Road. One occupant, blue Honda. Driver was cited for 43/25 on Reserve Lane. Multiple complaints have been called in on the driver in the past week. Driver was irate and accused officer of profiling. Mandatory court appearance due to prior convictions.
