Chairman’s Message

Submitted by: Jeff Fishbein, Chairman | Coldwell Banker Residential Brokerage Hello, La Quinta. I hope 2019 is treating everyone well. Can you believe it is already February? Let me share with you what an interesting month February is: Statistically speaking, by now a whopping 80% of New Year’s Resolutions have been broken. (Hopefully you are one of those other 20%). All joking aside, February brings with it a number of fascinating characteristics. It is the shortest month of the year and the last month added to the Roman calendar. February is also the only month that varies in number of days every four years for leap year.

Because of its brevity it can also pass without having a full moon. When this occurs, January and March typically have two full moons each (the second one is called a Blue Moon). Much rarer still is a leap year with no full moon. This oddity last occurred in 1608 and won’t happen again until 2572.

On February 2nd each year we anticipate the visit from Punxsutawney Phil - hopefully there are no shadows to be found – on Groundhog Day. We “full-timers” aren’t really accustomed to this winter thing here in the desert. With spring (optimistically) in the air, let’s all get back outside and enjoy all of the wonderful activities that our beautiful Gem of The Desert has to offer. Polo is now in full swing at both Empire and El Dorado Polo Clubs. Also worth a visit are First Thursday’s, the Certified Farmer’s Market, and Art on Main Street all located in Old Town La

Some important dates to remember this month: On Sunday, February 3rd, Super Bowl LIII will keep us on the edge of our seats. Then on Tuesday, February 5th we will celebrate Chinese New Year – The Year of the Pig. For all of you romantics, why not take your Valentine to one of our local Old Town La Quinta Restaurants or to the La Quinta Resort for an intimate dinner on the patio. Hopefully the longest government shut down in history will be resolved by Monday, February 18th when we celebrate President’s Day. Then we can speed through the end of February at the La Quinta Car Show at La Quinta Community Park, February 23 from 11a.m. to 4p.m.

I encourage everyone to take time this month to really enjoy all of the outdoor cultural experiences that La Quinta has to offer. I hope to see you out and about!

Passion and Patience – Building & Restoring Classic Cars Submitted by: GCVCC Staff

We sat down to talk about classic cars with Randy Foulds, currently the President of Foulds & Feldmann Health Insurance Agency here in the Coachella Valley. At Foulds & Feldmann they simplify Medicare enrollment and help their clients get enrolled in a policy and ensure it is issued correctly. When Randy is not busy helping others or spending time enjoying the beautiful setting of La Quinta, he is building and restoring classic cars.

As a kid, Randy’s dream was to drive racecars. He followed every race series: Formula 1, Indycar, Nascar, world rallying—he loved to drive. As he grew older the more he drove. The more he drove the more he appreciated well-built classic cars. As a result of seeing more classic cars, each with their own history and story, the passion for rebuilding and fixing them began.

His passion for restoring classic cars became serious about 25 years ago. He purchased a Porsche 914 for $1,500 and a Mercedes sedan for $2,000. He patiently began to work on them, cleaning them up and repairing them. He was surprised by how much attention they got everywhere he went, “When a valet tells you your $2,000 Mercedes is the nicest car he has ever seen, that makes you smile.”

Randy’s advice for those just starting to get serious about finding a classic car to work on is “Buy what you like, not what others tell you to get. Once you have a specific car type in mind, join an online group for that car and ask questions. Car guys love to share what they know.”

Randy has spent years restoring classic cars, not only learning how to find the right car but also overcoming the different challenges throughout the process. Something you should always be on the lookout for when searching and restoring: “Avoid rust. Rust is really good at hiding from you, hard to repair and expensive to repair correctly.”

Other challenges: “Finding good quality replacement parts can be difficult. You have to establish a network of car lovers who know that specific car type. Fixing bad wiring is the worst job though.

You never know what the previous owner(s) have done. Electrical gremlins can frustrate most of us. All you can do is find the problems and fix them one at a time. Almost any problem you find, someone else has also encountered and figured out a way to fix.

You just have to find the right people to connect with.”

With so many great cars out there, what is Randy’s all-time favorite? “Too many to pick just one. Ferraris from the 1950’s and 1960’s, Porsches and Corvettes. I tend to like sporty racers.

This week I might love the Ferrari 250GTO, but next week it will be a Porsche 917.”

When asked about the best projects, he says “The best projects always involve a car with some history. A car that was stored away for years or parked and forgotten about. Those are the ones that are fun to restore. I bought a Porsche out of Texas years ago that had been sitting in storage for almost 30 years—with only 24,000 miles on it! I didn’t have a chance to go see it, I just sent the money and hoped for the best. When it arrived, it still had the original owner’s things stored in the glove box, under the seat, and in the trunk. I found his Zippo lighter, a watch, and lots of old notes and receipts. It was like going through a time capsule.”

Randy’s last bit of insight on finding and restoring classic cars: “It doesn’t take a lot of money to start a car collection. There are cars out there for less than $10,000 that are fun to restore, drive, and will probably appreciate in value. Vintage VWs are hot again and many good deals can be found for under $4,000. The TV shows that flip a car in a week or two are purely staged TV magic – no one really does that. Any restoration project takes time and patience. Just learn as you go. Buy something you like to drive and have fun with it.”

Revving up at La Business Profile: Quinta Carshow Aspen Mills Submitted by: GCVCC Staff

LaSubmitted Quinta is full great activities and things to-do. From hiking and biking to shopping and dinning with plenty of by:of GCVCC Staff events and festivals throughout the year, there is something for everyone. The Greater Coachella Valley Chamber of Commerce, in partnership with the City of La Quinta, is proud to present the 13th Annual La Quinta Hot Rod and Custom Car Show on Saturday, February 23rd. This popular event is great family fun: live music, family fun area, food vendors, beer garden, and more.

Admission is FREE and open to the public. The show will again be held in La Quinta Community Park located at 77865 Avenida Montezuma, in La Quinta Cove from 11:00 am to 4:00 pm. Bring the whole family and enjoy a fun day in beautiful La Quinta.

“This is a great event to attend for car enthusiasts, but also the general public,” said Greater Coachella Valley Chamber of Commerce President and CEO Joshua Bonner. “The spectacle of these classic cars against the backdrop of La Quinta’s gorgeous natural landscape is really something to behold.”

The cars will be spread out around the spacious grounds of the park, allowing viewers to take their time walking around and comfortably enjoying each car on display.

This year the show will recognize several prizewinning categories, including Best Street Rod, Best Classic, Best Muscle Car, and Best Sports Car. Interested in participating? Car and motorcycle participants may register online or by emailing events@gcvcc.org.

Preregistered vehicles are $35 and motorcycles are $25; both are $45 the day of the event at the gate.

After spending time taking in the hot rods, motorcycles and classic cars, attendees can continue to enjoy La Quinta. The park is in close proximity to Old Town La Quinta. Nestled at the foot of the Santa Rosa Mountains, you will discover more than 30 cafes, shops, and boutiques in a village atmosphere. Dine al fresco, browse seasonal art shows, and shop for locally sourced fashion and gifts. “It’s a great opportunity to come out and enjoy the car show, explore the cove and spend the day in La Quinta,” says Jeff Fishbein, Chairman of the La Quinta Chamber of Commerce.

Art Drive in La Quinta Submitted by: GCVCC Staff While driving around La Quinta running errands, getting from point A to point B or showing friends from out of town the sights, it’s easy to see that art surrounds us.

La Quinta established the Art in Public Places Program in 1990 as the city flourished in recreational activities, the resort lifestyle, housing growth, and business development. Art plays an important role in the creation of character and image for any city and the La Quinta Art in Public Places Program is no different. The purpose of the program is to develop and maintain a visual art program for the residents and visitors of La Quinta while enhancing the environment and the unique characteristics of La Quinta. The ordinance authorizes the placement of art on public property in a manner that encourages public access and viewing.

Many public art pieces are recognizable throughout the City—like the Roadrunner on lease from Goldenvoice, keeping a watchful eye on drivers as they pass through the roundabout at Jefferson and Avenue 52. However, there are several pieces of art that are part of everyday life in La Quinta that might surprise you. From sculptures to fountains to mosaics and monuments, many of these unique pieces are accessible without even getting out of your car. Make sure your gas tank has enough fuel, grab your sunglasses and put the top down before heading out on the art trail.

Cahuilla Family | Highway 111 @ Washington, in the Plaza at Point Happy The Coachella Valley has been home to the Agua Caliente Band of Cahuilla Indians for generations. Today, remnants of the traditional Cahuilla society exist such as rock art, irrigation dams, reservoirs and trails. Located at Point Happy Plaza on the northwest corner of Washington Street and Highway 111, this life-sized bronze fountain of Cahuilla Indian women with clay pots pays tribute to the tribe.

The sculpture was unveiled in October 2002.

Don Quixote | Washington @ Avenue 48, Rancho La Quinta

The piece is a conquistador, made of brass bronze and copper, riding a horse, made of solid aluminum. The art piece is located on the corner of Avenue 48 and Washington Street at Rancho La Quinta Country Club. This art was purchased in May of 1996. The artwork is based on Miguel de Cervantes Saavedra’s Don Quixote. Don Quixote is a middle-aged gentleman from the region of La Mancha in central Spain. He is obsessed with the chivalrous ideals touted in books he has read and decides to take up his lance and sword to defend the helpless and destroy the wicked. Rancho La Quinta was developed to offer homeowners warm and welcoming neighbors in a fun and friendly club with a true sense of community.

Portal of Poppies | Calle Tampico @ Desert Club Drive (old Jule’s shopping center) Artists Larry and Nancy Cush’s various sculptures and hand-painted murals may be viewed on the walls of shops and squares around town as well as in the La Quinta Civic Center Park. Larry’s Portal of Poppies, made of painted and sealed welded steel, enlivens a walkway arch near the old Jule’s Market shopping center. The art was installed as part of the public art project in 2011. Fun Fact: The California poppy, Eschscholzia californica, became the offical state flower of California in 1903. The plant’s bright orange flowers are an unmatched symbol of the Golden State. This flower is native to the Pacific slope of North America from Western Oregon to Baja California. In warmer regions like La Quinta, the poppies will bloom in spring and early summer.

RLQ Country Club’s Shop Fore A Cause: United Against Cancer An Annual Benefit Event on February 27th, 4 to 7 pm It has become a tradition at Old Town to partner with Rancho La Quinta’s (RLQ) Shop for a Cause Committee to raise funds for cancer prevention, cure and treatment. All you have to do is shop, dine and have fun with family and friends!

Old Town shops will donate a percentage of sales to the Desert Cancer Foundation and Eisenhower’s Luci Cursi Cancer Center to benefit Coachella Valley residents whose lives are affected by cancer.

The Desert Cancer Foundation is a non-profit organization “dedicated to assisting residents in the Coachella Valley and surrounding communities who need financial assistance in obtaining screening, diagnosis and treatment for cancer and allied diseases”. Farmers’ Market Health Tip Sundays on Main Street, 8 am to 12:30 pm If you’re concerned about vegetable recalls including various types of lettuce and cauliflower, the Farmers’ Market has some advice for you, too. You always have to be careful and wash vegetables thoroughly. The safest produce (other than growing your own vegetables) is usually direct from local farmers. According to the farmers market, some of the recalls and safety issues that occur are due to industrialization of food and the immense scale of production.

City Manager’s Message By: Frank J. Spevacek, La Quinta City Manager Greetings to our residents and to our many visitors from around the world! February’s blue skies and cool temperatures were meant to be enjoyed outdoors in La Quinta, and we have a lot to offer. February is one of the finest months to get out and enjoy the natural beauty of our community, whether it is our city parks, our trails in the Cove, or one of the many activities happening this month, take some time to enjoy La Quinta!

La Quinta has several infrastructure improvement projects scheduled or underway. The Eisenhower retention basin (which will alleviate roadway flooding at Eisenhower and Coachella Drives) is in final design, with construction anticipated to begin in late April. The Dune Palms Road widening project (by La Quinta High School) will also be under construction this Spring. The construction plans for the Village Complete Streets project are 100% complete and construction is scheduled for June.

The HSIP Intersection Improvement project will also begin soon, with construction planned in two phases. Phase I begins in March and will entail installing safety lighting, illuminated street name signs and traffic signal controller upgrades. Phase II, installing fiber optic interconnect cable, will begin this summer.

Other projects underway include the Coachella Valley Water District’s Canal Irrigation Pipeline Project, which is in progress and extends irrigation from SilverRock Resort to La Quinta Resort down Avenue 52, Washington and Calle Tampico. This project should be complete by end of February.

The Madison Street Widening Project continues on Avenue 50 and 52, adding two vehicle lanes, bike lanes, and sidewalks. Construction should be completed this Spring.

All road closures and project updates may be found on the LaQuintaCA.Gov website, along with an interactive map of all Capital Improvement Projects (CIP) in progress. Be sure to check the city website for CIP projects that may impact your area.

February is one of our peak seasons for tourism, so remember to allow some extra travel time to and from your destination. While you’re out, take some time enjoying the Gem of the Desert. There is enough beauty to share with everyone!

As many of you know, the Tax Cuts and Jobs Act (TCJA) resulted in many changes that will impact 2019 federal income tax filing. The question is – what does this mean on your 2019 California income tax return?

Below is a listing of several of the key changes for Federal Tax Law and the impact on California returns.

1. Qualified Business Income Deduction – One of the most significant new benefits on federal income tax returns is the 20% deduction related to flow-thru income (Schedule C, K-1’s from S corporations and LLC). California does not conform to this deduction.

2. Changes to Itemized Deductions – Federal law has expanded the standard deduction for 2018 so that many taxpayers may end up utilizing the standard deduction in 2018 for federal purposes. California did not comply with federal limitations on itemized deductions, and therefore, it may still be more beneficial to itemize for California purposes even if one used the standard deduction on their federal tax return. See some key differences below.

3. SALT Deduction Limitation – The much-publicized “SALT” deduction limitation for federal purposes now limits the federal deduction for essentially all taxes reported on Schedule A (itemized deductions) for state income tax, real estate tax and a portion of DMV fees to $10,000. California did not conform to this limitation. Therefore, if your property

indebtedness (for new contracts entered into after 2017) and repeals the deduction for home equity debt. California did not comply, so the interest deduction for California purposes may be greater than federal deduction.

5. Miscellaneous Itemized Deductions – TCJA totally repealed and eliminated these deductions – that included investment management fees, unreimbursed employee business expenses and tax prep fees to name a few.

California still allows these deductions, so be sure to compile these costs when submitting documents to have your tax return prepared.

6. Entertainment Expenses – These expenses are repealed and nondeductible for federal purposes. California still allows a deduction for business-related entertainment, for businesses and employees.

Arts in the schools? You bet!

Submitted by: Mary E. B. Perry Although we pride ourselves on academic rigor and performance, arts offerings in the Desert Sands Unified School District are part of a comprehensive education. If you attended CAMFest in December you can attest that the arts are alive and well in our schools.

Twenty-five DSUSD schools participated in the 2nd Annual CAMFest (Children’s Art and Music Festival) sponsored by the Desert Sands Educational Foundation, with partner Indian Wells Tennis Garden. Last year’s event featured DSUSD school and student artwork with three stages for musical performances and a fourth for professional musicians who donated time and talent to raise awareness of school arts .

This year, there was an additional stage for theatre performances and an area to showcase school dance troupes.

Plans underway for next year’s event include a film preview room.

From 9:30 am until 4:00 pm, a full slate of performers could be found on all stages.

Choirs, bands, musicals, dramas, dance troupes, and dance teams shared their talent. From a scene from Little Women performed by La Quinta High School to Shadow Hills High’s rendition of The Gift of the Magi to

John Glenn Middle School students cavorting in their production of Elf, attendees glimpsed into the student works. The dance area couldn’t even hold the LQHS members of Tough Guys and Gals, especially when joined by audience members.

Concert bands, jazz bands, mariachi and choirs from every DSUSD middle school provided music, joined by district elementary and high schools. A grassy area showcased student artwork from across the district and a DSUSD school bus was decorated with posters and painted umbrellas portraying world water shortage issues.

The event showcased DSUSD students in the arts including Santa and roaming characters, face painting, bracelet making, and more. Food vendors provided much needed sustenance.

Here is what you need to know: Some plans sent a “quick start” guide, an excellent resource for getting to know your new plan’s basics. If the insurer has an app, instructions for downloading and signing up will be included. At a minimum, sign up for the insurer’s website, giving you access to cost estimates, explanation of benefits, and a searchable provider directory. Reaching insurer customer phone service is increasingly difficult. Online access is a great time saver.

You may receive a description of benefits. The first few pages detail your essential benefits, such as deductible, out of pocket costs, typical co-pays for common services and drug coverage co-pays for each tier.

Once you have reviewed the plan, signed up for online access and downloaded the app, find a handy place to keep these documents. It might save time and money when it comes to using your health plan.

What is the OEP? ‘Open Enrollment Period’ is a

vague description and name for another Medicare change period. In 2019, Medicare beneficiaries currently enrolled in a Medicare Advantage plan have until March 31 to make a change.

This differs from the Annual Enrollment Period (Oct 15Dec 7): You must be currently enrolled in an Advantage plan to use the OEP.

Ragus Leather Shop and Shoe Repair Ragus Leather Shop and Shoe Repair is owned by Gustavo Ramirez, a thirdgeneration leather worker and resident of La Quinta.

Gustavo began working in the factory at age 9 while still attending school. In his shop today, you can still find some of the same equipment at work. He has his heavy cast iron machines, some about 80 years old, still perfectly functional.

Besides shoe repair, he does other leather work such as custom leather motorcycle seats, purse repair, leather jackets, anything in leather or vinyl. He also does custom pieces, having designed sandals, wallets, and holsters for guns, work he finds challenging but interesting.

One of the things Gustavo enjoys most about his work is the connection it gives him to his father

and grandfather, as part of his family heritage.

When he first came to the United States Gustavo worked in restaurants and construction, but eventually sustained an injury that changed his path. His injury prompted him to go back to working with leather, which he now considers an important part of his life.

When it comes to leather and shoes, Gustavo can truly do it all. One of the oddest jobs he has done was enlarging clown shoes, making them almost double the original size, going from size 7 to size 13. He put new soles, new uppers and new heels, creating a very special purple and orange Christmas gift!
