VOICE OF BUSINESS

GREATE R COACHELLA VALLE Y CHAMBER

BUILDING THE FUTURE OF THE COACHELLA VALLEY

On behalf of the Greater Coachella Valley Chamber of Commerce, we are honored and excited to celebrate this year’s CV Next honorees — an incredible group of emerging leaders who represent the future of the Coachella Valley. Their passion, innovation, and commitment to our communities embody exactly what makes our region so special. Investing in the next generation of leadership is essential to ensuring a vibrant and prosperous future for our valley, and we are proud to recognize these outstanding individuals.

As we continue to grow and evolve, the GCVCC remains committed to supporting the businesses and communities that make the Coachella Valley thrive. With more than 1,000 members across the region, our Chamber has become one of the strongest voices for business advocacy, community engagement, and regional collaboration in California.

This past year, we strengthened our legislative efforts at the local, state, and federal levels by advocating for policies that support businesses and improve opportunity throughout the valley. From workforce development to small business support, we are committed to ensuring our business community has a seat at the table in every important conversation.

We are also proud of the launch of our Business & Education Resource Fairs, designed to connect job seekers, students, families, and businesses with valuable local resources and opportunities. These events bring together employers, educational institutions, government agencies, nonprofits, and service providers in one accessible setting to help strengthen workforce readiness and community connections across the Coachella Valley. Due to the strong response and community participation, these resource fairs will now expand to a quarterly, valleywide initiative.

Another major milestone this year was our inaugural State of Education event, which welcomed more than 400 attendees from across the region. The event featured presentations and updates from Coachella Valley Unified School District, Desert Sands Unified School District, Palm Springs Unified School District, College of the Desert, and the Greater Coachella Valley Chamber of Commerce, all sharing initiatives focused on preparing the next generation of the regional workforce and strengthening partnerships between education and business.

Looking ahead, we are thrilled to launch the firstever CV Next Campaign Management School, an innovative program designed to educate and empower future leaders interested in public service, civic engagement, and campaign strategy. This initiative reflects our ongoing commitment to leadership development and creating pathways for the next generation to shape the future of our region.

The future of the Coachella Valley is bright, and we are incredibly optimistic about the year ahead. We look forward to continuing our work alongside our members, community partners, and emerging leaders as we support businesses and strengthen our communities throughout the valley.

GCVCC LEGISLATIVE SCORECARD

Below you can find the scorecard for each current state elected official within our region. Please note that these are based on bills and positions taken by the GCVCC Legislative Committee during the 2025 session. Abstentions are counted as a No vote.

A FEW BILLS OF NOTE FROM THIS YEAR

SB 250

Medi-Cal: Provider Directory:

Skilled Nursing Facilities

Ochoa Bogh

Support - Signed by Governor

SB 250 requires that skilled nursing facilities participating in Medi-Cal be accurately listed in the Medi-Cal provider directory. The measure addresses longstanding gaps in directory accuracy that have made it difficult for patients and families to locate in-network skilled nursing care, particularly in underserved regions. For the Coachella Valley, where access to post-acute and long-term care services is a persistent challenge, improving directory accuracy has direct implications for patient navigation and provider utilization. The bill passed with unanimous regional support and was signed by the Governor.

AB 1243

Polluters Pay Climate Superfund Act of 2025

Irwin

Oppose - Died in Assembly

AB 1243 would have established the Polluters Pay Climate Superfund Act, creating a mechanism to hold fossil fuel companies financially liable for climaterelated damages in California. The bill would have required major oil and gas producers to contribute to a state fund based on their historical greenhouse

gas emissions, with those revenues directed toward climate resilience and disaster recovery programs. The Chamber opposed the measure due to concerns about the broad economic liability it would impose on energy producers, the potential for those costs to be passed through to consumers and businesses in the form of higher energy prices, and the significant legal uncertainty surrounding retroactive liability frameworks of this kind. The bill died in the Assembly.

SB 310

Failure to Pay Wages: Penalties

Wiener

Oppose - Failed

SB 310 would have substantially expanded the penalties imposed on employers for nonpayment of wages, layering new financial exposure on top of California’s already significant existing wage enforcement framework. The Chamber opposed the bill on the grounds that it created disproportionate liability for employers, including small businesses, even in cases of inadvertent payroll errors or goodfaith disputes. The bill failed to advance out of the Legislature and was held as a two-year bill, meaning it remains eligible to be taken up again in the 2026 session. Employers should be aware that this measure has not been abandoned and may return with amendment.
