Rally to Grant Wishes for Local Children There is Power in a Wish, was the theme at Rams Night for Wishes benefitting Make-A-Wish Tri-Counties on October 8, 2018 at North Ranch Country Club in Westlake Village. The Los Angeles Rams were excited to bring this signature event, previously held in St. Louis, to Ventura County to benefit local children with life-threatening medical conditions.

The Rams organization has a long-standing relationship with Make-A-Wish and to date has helped raise over 2.1 million dollars to grant wishes in Missouri and California.

“We are thrilled to work side by side with the Los Angeles Rams. They are such a community focused organization and we are extremely grateful for the leadership of Andrew Whitworth and for their dedicated support of our kids.�

Four-time Pro Bowler and team captain Andrew Whitworth served as the event host and local philanthropist and developer Andrew Firestone served as master of ceremonies.

Over 300 community members attended the inaugural event which featured exclusive access to Rams players, cheerleaders and Rampage the Los Angeles Ram’s mascot. The Rams organization and local business leaders helped raise over $215,000 for Make-A-Wish which will go directly to help grant wishes for children in Ventura, Santa Barbara and San Luis Obispo counties.

Los Angeles Rams Offensive Tackle Andrew Whitworth signed on as event host in July.

“There is nothing more important than helping these brave kids as they battle their illnesses,” said Whitworth.

Many starting LA Rams players joined Whitworth in supporting Make-A-Wish that evening including: Jared Goff, Jamon Brown, Brandin Cooks, Johnny Hekker, Cooper Kupp, Brian Allen, Joseph Noteboom, Josh Reynolds and Greg Zuerlein.

Make-A-Wish Tri-Counties was honored to partner with the Rams. “We are thrilled to work side by side with the Los Angeles Rams. They are such a community focused organization and we are extremely grateful for the leadership of Andrew Whitworth and for their dedicated support of our kids,” said Make-A-Wish TriCounties CEO, Pattie Mullins.

During the event, guests had the rare opportunity to witness a wish being granted right before their eyes. One very special Wish Kid, Gilbert, age 17, was surprised when his wish to meet Todd Gurley and attend a Rams game was revealed and granted by LA Ram’s Quarterback Jared Goff and event host Andrew Whitworth. His heartfelt wish came true on October 28, 2018 when Gilbert went to the LA Coliseum to meet Todd Gurley, visit the locker room, suit up as a water boy and watch the Rams beat the Green Bay Packers and maintain their undefeated season status.

This wish will be a life-changing experience for Gilbert who suffers from a gastrointestinal disorder. Prior to his illness, Gilbert was an active and determined high school athlete. While enduring many medical challenges and treatments, he was unable to play sports but was inspired and encouraged by following and cheering for his favorite team, the Rams. The expression of pure joy on his face as he learned his wish was coming true was priceless. However, the Rams had another surprise in store and in an incredible act of generosity, they presented Gilbert two oversized tickets to attend this year’s Super Bowl. if the Rams are part of it! The room erupted after the announcement and guests cheered for Gilbert. Wish Kid Gilbert was moved beyond words and expressed his appreciation after the event; “I felt something tonight I have not experienced before; I really felt like someone cared.”

Make-A-Wish Tri-Counties relies on individual and corporate donors to fund wishes. All money raised in our community stays in our community to grant the wishes for local children. The support from business and private donors makes possible events like Rams Night for Wishes which provides critical funds to help Make-A-Wish Tri-Counties achieve their vision: every wish, every time, at the right time.

The evening wrapped up in a more playful manner with players competing in a fun “Tip Challenge” where guests had exclusive access to Rams players, cheerleaders and Rampage and could exchange “Wish Bucks” for selfies, autographs, and other fun interactions. It was a fierce competition, but Rams punter and 4-time Pro Bowler Johnny Hekker was the winner of the tip challenge this year amid much anticipation to see who might take the trophy next time.

Without the support of organizations like the LA Rams and dedicated sponsors, donors and supporters these wishes simply could not be granted.

This local chapter has granted over 1,730 Wishes to children with life-threatening medical conditions since 1985. There are currently over 140 children waiting for their wish to be granted, and the list increases every week. There are five types of wishes that are granted: to go, to be, to meet, to have or to give. Each wish is unique, and the organization strives to grant each child’s one true wish.

Don Phillipson CEO, WSI ePro Marketing 2019 Board Chair, Greater Conejo Valley Chamber of Commerce

ConejoView: Please tell us about your background and how you came to own WSI ePro Marketing?

Don Phillipson: I was an English major in college, and always wanted to use my interest in language professionally.

That led me to work at a publishing company out of college and then a job as an advertising copywriter. I spent five years at a couple of mid-Wilshire agencies on accounts ranging from American Honda to the California Lottery.

In 1989, my old boss from my publishing days reached out with an opportunity in a small custom publishing company he was launching. I joined him as a partner in Group IV Communications, where our main clients were national banks – Wells Fargo, Chase and a few others. Ten years later, my old art director partner from my agency days needed a creative director to help on a sweet account he had just landed — GMC out of Detroit. So I joined him as a partner at Saputo Design and we ran that business until 2007.

By then we had seen GMC’s print budget, along with the budgets of our other clients, steadily shift to online marketing. That’s when I knew I had to either get out of the business or really learn what this thing called Google was all about. I launched my own business, WSI ePro Marketing in 2008.

CV: What are the biggest mistakes that you see other business owners make?

DP: I immediately recognized the biggest and easiest mistake for any entrepreneur or business owner to make when I came across a book years ago called the E-Myth. The author’s thesis was basically that most small businesses are started by technicians, not people who are educated in operating a business.

He uses the term “technician” loosely: by that he means anyone trained to be a professional — anyone from a dentist to a plumber. Even if a person understands their own self-bias and takes training in operating a business, the temptation is always there to work in the business instead of on the business.

adventure. I’m also on the board of a non-profit called HOPE Connection, which operates grief support groups for people who have lost a spouse or parent.

And of course I’m involved with the Chamber along with the Greater Conejo Valley Community Foundation. I just think that local businesses form the foundation for the economic success that allows everyone to then channel some of their resources to volunteering — our non-profits and local charities are completely dependent on our local businesses succeeding and the Chamber is the best resource to help them thrive.

CV: Please tell us about your family.

DP: My wife is dancing in heaven, and I’m grateful from the bottom of my heart for having had 38 beautiful years with her. I’m also lucky to have three wonderful kids I get along great with, and three grandsons — four, three and one in age.

CV: What are the most often needed solutions provided by WSI ePro Marketing?

DP: There’s a difference between what local businesses need and what I build my business around offering. Every business needs a professionally designed website, but I only work on websites if the client is going to use it for marketing purposes.

More specifically, I focus my energy on working with clients who want to develop copy-based lead-generation solutions. I say “copy-based” because copywriting is my passion, expertise and experience. Good copy forms the foundation for blogs, email newsletters, display advertising on Facebook, social posts, pay-per-click advertising and search-engine optimization (SEO).

CV: You’re very involved in the community. How did that come to be and what are the organizations you enjoy supporting most?

DP: I volunteered for a long time through my church, but when I got into business for myself I really had my eyes opened by how many wonderful people are involved in local organizations. It made me want to dedicate as many hours as I could to doing my part.

I’m on the Board of Trustees of Community Conscience, a non-profit that owns a building that provides free rent to local charities. Our main fundraiser is the Mardi Gras Ball and this year I’m chair of the ball, which is great fun and a bit of an

DP: The near future looks like a continuation of trends that are in place. More and more website traffic comes via mobile devices — currently just over half typically comes through smart phones and ipads. That’s why it’s vital for every business owner’s website to be designed first and foremost for mobile traffic. People will continue to use Google to search for familiar products and services.

Good reviews will also continue to be critical. Social media marketing is the big unknown right now. Facebook display advertising continues to be a bargain but with privacy issues gaining in importance, Congress may crack down and pass something along the lines of the European Union’s GDPR regulations (“general data protection regulations”).

CV: What are some of your favorite books, podcasts and/or blogs?

DP: For reading, I gravitate to history and biographies. I just finished “Desire of the Everlasting Hills,” by Thomas Cahill; it’s part of his “Hinges of History” series. On the lighter side, I just finished “The Other Woman,” by Daniel Silva; it’s a spy thriller with Gabriel Allon as the hero and I’m in the middle of “Brothers In Arms;” a history of all the great Dodger pitchers from Ralph Branca to Kershaw.

I love all kinds of podcasts. I’m up to about episode 150 of the History of England and just found a podcast called Hardcore History, which gave the best overview of the causes of World War I that I’ve come across. The Hillsdale Dialogues is also an excellent podcast that features the president of Hillsdale College discussing contemporary events.

MEET THE “THE LADIES” OF THE VC SHERIFF’S OFFICE FORENSIC SERVICE BUREAU: Inspiring Female Students for Future Career Pathways New, state-of-the-art STEM learning classrooms are one of the major updates schools across the Conejo Valley Unified School District are on the cusp of receiving thanks to Measure I funds and the successful implementation of a districtwide Master Planning process. As the STEM curriculum continues to be a focus for many local school districts, we wanted to highlight “the ladies” of the Ventura County Sheriff’s Office Forensic Services Bureau (FSB), who chose their career paths prior to the introduction of these programs, and their current careers in the unique field of forensics.

The Ventura County Sheriff’s Office (FSB) is a full-service laboratory established to meet the needs of the criminal justice system by providing the highest quality forensic services to the law enforcement agencies and the residents of Ventura County. The different sections of the FSB include: Property/Evidence, Toxicology, Chemistry (Controlled Substances and Arson), Forensic Alcohol (Blood and Breath), Comparative Analysis/Firearms, Forensic Biology/DNA, Crime Scene Investigation/Fingerprints, and Photo Imaging. Amongst these eight sections, over 8,000 cases are analyzed by the FSB per year.

Christina Tokatlian is a Forensic Scientist in the Forensic Biology/DNA unit. She analyzes items of evidence related to crime scenes for the presence of bodily fluids and DNA and testifies in court regarding those results. As the Local CODIS Administrator, she serves as the liaison between the County of Ventura and the FBI and the California Department of Justice to ensure the laboratory’s continued participation in the utilization of the FBI’s CODIS software; this allows for searching the database of DNA profiles to help aid criminal investigations. She received her BS in Microbiology, Immunology, and Molecular Genetics from UCLA and her MS in Biotechnology and Bioinformatics and MBA degrees from CSU Channel Islands. She has been employed at the Ventura County Sheriff’s Office for 10 years and finds the ability to combine her love for science with contributing to the betterment of our county to be very fulfilling.

One of the interesting cases she worked on dates back to 2012 when a deceased baby was found in the farm fields of Camarillo. With the hard work of investigators and lab personnel, the DNA evidence identified the mother who was later convicted and sentenced to 25 years to life in prison. DNA was able to tell a story that would have otherwise gone untold.

DENNISE HEREDIA, MS CSI/FINGERPRINTS FORENSIC SCIENTIST

Dennise Heredia is a Forensic Scientist in the CSI/Fingerprint unit. Her role within the unit is dual; as a Latent Print Examiner she is responsible for registering, searching, analyzing, and identifying fingerprints and she is also trained and authorized to respond to crime scenes.

She received her BS in Neurobiology, Physiology and Behavior from UC Davis and her MS in Biotechnology and Bioinformatics from CSU Channel Islands. Her previous work experience includes five years at Amgen, where she rose up the ranks from Technician to Senior Research Associate, ultimately conducting independent discovery research. She is a native and resident of Oxnard and takes pride in being of service to the community in which she grew up. She has worked a variety of cases, but especially appreciates the opportunity to see a case develop from start to finish: from processing the crime scene to eventually testifying in court.

Lucinda Bernardino’s primary role in the laboratory is in the area of Toxicology, however she also works in Controlled Substances, Forensic Alcohol, and specializes in Bloodstain Pattern Analysis out in the field for the purposes of crime scene reconstruction. Her education degrees are in biochemistry and prior to entering forensics, Lucinda worked as a clinical laboratory technologist in a toxicology and therapeutic drug monitoring laboratory, which taught her a great deal about performing extractions and the technology used for analyzing different drugs.

She finds each day exciting to be working as a forensic scientist to help law enforcement investigate driving under the influence of drug (DUID) cases and bring awareness to the Ventura County community about the dangers of driving while using illegal and/or prescription drugs.

As a part of the Forensic Services Bureau, Lucinda has also been able to aid the Medical Examiner’s Office in many death investigations.

REGINA DAVIDSON, F-ABC FORENSIC ALCOHOL AND CONTROLLED SUBSTANCES FORENSIC SCIENTIST Regina Davidson is a forensic scientist in the Forensic Alcohol and Controlled Substances sections with over 15 years of forensic experience. She has a Bachelor’s of Science from the University of California Riverside and she is certified as a Drug Analysis Fellow of the American Board of Criminalistics. As part of these sections, she routinely analyzes samples to determine alcohol content, the presence of controlled drugs, and instructs officers how to use breath alcohol instruments. She was the technical leader of both sections for two years developing procedures and overseeing the training of section personnel. Regina works closely with the student workers at the lab as a mentor, encouraging them to seek out employment in forensics. Cases often arise in alcohol where there are questions as to how the breath instrument may react under specific circumstances. During one such instance Regina asked for the assistance of the student workers in performing experiments to determine how the instrument would respond.

Nivanjit Gill

Dr. Nivanjit Gill is the Manager of the Forensic Services Bureau. She joined the Ventura County Sheriff’s Office in March of 2015. She received her BS and MS degrees in Zoology from Punjab University and her PhD in medical sciences from the Post Graduate Institute of Medical Education and Research. These institutes are located in Chandigarh, India. She has authored 19 research publications and has over 31 years of laboratory experience. She is a certified ASCLD/Lab ISO 17025 Assessor as well as a Legacy Inspector and has participated in several national and international lab assessments. She is also a member of several professional organizations including the California Association of Crime Lab Directors. She joined the field of Forensics to apply her educational background and continue the tradition of service to law enforcement set forth by her father, a police officer in the Punjab State Police Department.

MAN ConejoView: We are so fortunate to have you as the Artistic Director of 5-Star Theatricals!

With your long successful career, why did you choose to accept this position?

Patrick Cassidy: I started teaching musical theater and acting to young students eight years ago and fell in love with it.

That led to directing and producing at colleges and in Las Vegas, where I became the Resident Director at the Wynn Hotel. I have been a part of this community for the past 13 years, raising my children and I was on the Advisory Board for 5-Star Theatricals.

Legendary Singer & Actor Serves as Artistic Director for 5-Star Theatricals5-Star Theatricals When the Board asked me if I was interested in taking over as Artistic Director, I was honored. The idea of bringing my experience of over 40 years to my home, my community, is my mission - to give kids a chance to fulfill their own dreams.

CV: What is your favorite role so far in your show business career? Why? PC: No question, Harold Hill in The Music Man. I was conceived during the filming of the movie. My mother, Shirley Jones, played Marian the Librarian. I have gotten to do the role several times, with my mother playing the part of Mrs. Paroo. That show is a huge part of my life.

CV: What are some other roles that you’ve particularly enjoyed doing?

PC: I played Julian Marsh in 42nd Street on Broadway. I was the original Balladeer in Stephen Sondheim’s Assassins. I have been blessed to have had many movie and television roles over my career. But the biggest blessing of all, is that I was able to make a living doing what I love since I started at 18 years of age.

CV: What are your goals for 5-Star Theatricals?

PC: To bring an awareness to the community about the arts. Ninety percent of kids that get involved in the arts at a young age, are less likely to get involved with drugs. 5-Star Theatricals has started an education program that can prepare kids to pursue their dreams in musical theater. I want to invite celebrities up to Thousand Oaks to see the quality of work and professionalism that 5-Star presents with every show we produce.

CV: What is the best advice you’ve ever been given?

PC: Be kind and loving, and forgiving even when you don’t want to be. Love is so very human, and yet it is what we leave behind when we leave this world, and what we take with us when we go.

CV: What are some of your current favorites in theater, film and music?

PC: I loved Hamilton. I loved The Color Purple (the musical). Schindler’s List is one of my all-time favorite movies. Music wise, I am old school - Led Zeppelin, Queen, Elton John, and the Beatles.

CV: This is such a general question about such an amazing family, but please tell us about your background and how your family influences your children in their lives.

PC: I grew up thinking that everyone was in show business, because in my family, everyone was. My children share the same point of view. Singing and performing is part of our DNA, and it’s been our life; the same way another family that grew up in a contractors business might pass that trade down to their children.

CV: Do you have any regrets? Anything you’d do differently, in hindsight?

PC: I would have studied harder in school. I would have become a therapist. Being an actor, you study human behavior, and imitate it. Being a therapist, you study human behavior and then help people live healthier and more productive lives, emotionally, and spiritually.

CV: Is there a role that got away that you really wanted? If so, what was it?

PC: I wish I could have played Curly in Oklahoma, and Danny Zuko in Grease. I was right for both roles in my 20’s, but they eluded me.

CV: What are some of the challenges facing 5-Star Theatricals in particular and local theater in general?

PC: Raising money. In schools, the arts programs are always the first to be cut and yet the importance of them is invaluable. I have to bring light to this community about that importance, so that they get involved and support 5-Star both financially and artistically. Our community will benefit more than anyone knows. We need everyone’s help.

CV: What are some of your personal goals going forward?

PC: To be a better husband, father, son, and friend. And to be the best Artistic Director I can be.

CV: Who are some of the people you’ve enjoyed working with the most?

PC: There have been so many. On the stage, Patti Lupone, my mother, so many directors over the years. Stephen Sondheim, of course. In movies and television, I did a series with my brothers called Ruby & the Rock-its - that was a blast.

CV: Who are your heroes?

PC: My sons, Cole & Jack Cassidy. They are extraordinary young men. And my wife. She is the love of my life, and I, as her husband, know to hold her in the highest regard.

Slowing The Flow State Water Efficiency Mandates, Conservation Strategies & Future Water Supply Opportunities

W

ater should always be used efficiently. The 2012-2016 statewide drought marked a critical tipping point in water resources management, altering how citizens and elected officials view and manage water. On May 31, 2018, in a move to bolster California’s climate and drought resilience, Governor Brown signed into law a comprehensive bill package that outlines new, long-term water efficiency objectives.

For the first time in California history, water-use objectives – water budgets – will be developed by the State Water Resources Control Board for each of the over 400 urban water suppliers within the state.

The objectives will consist of both indoor and outdoor water-use targets. Each year, starting in 2023, retail water agencies will be held responsible for ensuring their system-wide, aggregate water use falls within their calculated water budget. Agencies will have the flexibility to determine how they allocate their respective water budgets among their customer classes. Under the new law, the state may assess penalties on water suppliers that don’t meet their objectives beginning in 2027.

“Meeting the state’s new water use efficiency mandates will be challenging for many agencies,” said Calleguas General Manager Susan Mulligan. “While we have some time to prepare, the requirements will be in effect before we know it. Calleguas will do its part by continuing to offer and promote a variety of water saving incentives to residential, commercial, and industrial customers throughout its service area. We strongly encourage everyone to take advantage of these programs in an effort to avert any state penalties from being assessed on our region in the future.”

Calleguas Municipal Water District is actively monitoring the implementation of the long-term water efficiency objectives and will coordinate with its retail purveyors on future actions. We can do our part now by elevating an already-strong water saving ethic in the Conejo Valley.

HERE ARE SOME WAYS FOR RESIDENTS AND BUSINESSES TO CUT DOWN ON WATER WASTE: LOSE THE LAWN Outdoor watering of landscapes accounts for more than half of a typical household’s water use in California, and it has become a focal point for water-wise efforts. Many homeowners and businesses have embraced converting thirsty lawns to drought tolerant landscaping.

In recent years, over 14 million square feet of turf has been removed within the Calleguas service area – nearly 30% of the amount Governor Brown requested statewide in 2015.

A Landscape Transformation Program is currently available that rewards landscape designs that incorporate water-saving plants, sustainable features, and upgraded irrigation systems. Calleguas strongly encourages residential, commercial, and industrial water users to make use of this rebate program sooner rather than later as available funding may quickly be exhausted due to high public interest.

BUSINESSES, HOAs & COMMERCIAL PROGRAMS Rebate incentives are also available for purchasing equipment for landscaping, food service, HVAC, medical and dental, and plumbing fixtures. For business owners and operators who have an innovative idea on how to save water, the Water Savings Incentive Program (WSIP) offers funding for customized, “outside the box” projects.

Also, if businesses, HOAs, or other commercial customers maintain an irrigated landscape larger than one acre, a Large Landscape Irrigation Survey will be provided at no cost.

CONTROL YOUR CONTROLLER When rain saturates the ground this winter, irrigation systems should be switched off. By state law, it’s illegal to irrigate landscapes during measurable rainfall and for 48 hours afterward. As a practical matter, irrigation systems can be left off for much longer after

a significant rain event. Also, irrigation controllers should be re-programmed to account for fewer hours of daylight.

Plants need less water as the days get shorter. Rebates are available to replace old, non-programmable irrigation controllers with units that are manageable, adaptive and save water. Rebates start at $80 per controller.

MAXIMIZE INDOOR SAVINGS Installation of high-efficiency toilets provides significant water savings and the ability to realize instant savings on the water utility bill. Toilets can be responsible for up to 30 percent of overall indoor use. Rebate of $40 per toilet are available for Premium High Efficiency Toilets using 1.1 gallons per flush or less.

The use of high-efficiency clothes washers is another way to save water and energy. Less water is needed to do the same amount of laundry and less energy is required to heat water for wash cycles. Rebates for

washers start at $85 per unit.

HANDS-ON DRIP IRRIGATION WORKSHOPS Calleguas is pleased to partner with the University of California Master Gardeners of Ventura County to host hands-on drip irrigation workshops that are available to the public at no charge. Attendees work in small groups with the Master Gardeners to assemble and install a single drip irrigation system. The workshops are currently scheduled for the 2nd Saturday of every month through May 2019 and are held at Calleguas’ headquarters.

WATER SUPPLY PLANNING CONTINUES In addition to water demand management, Calleguas is actively investigating additional water supply opportunities through a Water Supply Alternatives Study. The study will identify and evaluate potential new water supplies, such as additional storage, water recycling, and interconnections to outside water agencies, that will enable Calleguas to continue to provide a reliable water supply in the event of a supply disruption due to earthquake or other emergency.

Among the projects identified, Calleguas is pursuing an interconnection with the Las Virgenes Municipal Water District. This project will boost reliability for the Conejo Valley and provide more operational flexibility for the region’s primary water suppliers. A new pipeline will connect the distribution systems of the two agencies from the intersection of Thousand Oaks Blvd./Lindero Canyon Rd. in Los Angeles County to the intersection of Kanan Rd./Falling Star Ave. in Ventura County. More documentation on the project will be released for public review this winter.

Election Results and Analysis

Director of Government Affairs, Greater Conejo Valley Chamber of Commerce One of the main roles of the Chamber of Commerce is to educate our members about public policy and politics. No single issue will have a greater impact on businesses than elections. The 2018 election cycle saw many changes in the Conejo Valley, statewide and nationally. These changes will affect how our members do business in the future.

National Elections Many viewed the national election, particularly the election for the House of Representatives, as a referendum on President Trump, and that educated their choice on who to elect for congress. We did not see any strongly contested races locally in our two Conejo Valley-based congressional districts, but GOP Congressman Steve Knight was defeated by Democrat Katie Hill in CA-25. The district includes nearby Simi Valley.

The Democratic Party took control of the House of Representatives and, as of this writing, they have won 38 seats with 2 still uncalled. This result was largely a foregone conclusion as they were expected to take the House. I would not consider the 37 seat gain a "blue wave" but more of a ripple. For comparison, Barack Obama lost 63 seats in the House of Representatives during his first midterm election in 2010.

The United States Senate on the other hand swung in the opposite direction. Republicans gained 3 Senate seats with 1 more in Mississippi expected to go their way. The GOP had a hard-fought win in Florida and a surprise win in Indiana.

The nomination hearings of Supreme Court Justice Brett Kavanaugh are thought to have largely impacted the US Senate elections. The Democratic Party adopted a "no holds barred" approach to the hearings to delay Kavanaugh's appointment. It's worth noting that every Democratic Senator who represented a red state lost their election except for Senator Joe Manchin of West Virginia. Manchin was the lone Democrat who voted to approve Justice Kavanaugh and represents a state that voted 70 percent for Donald Trump.

There is the possibility that President Trump will have the opportunity to appoint another Supreme Court justice, especially if he is reelected in 2020. Gaining additional Republican senators will make it easier for a future pick to be confirmed, not to mention all of the federal appeals court judges that he will surely appoint over the next two years.

California Elections California elections were largely decided during the June primary. With a majority of the registered voters being members of the Democratic Party, the primary has become the real election.

That being said, there were a few interesting races to follow in November.

Gavin Newsom was elected Governor of California. This election was such a slam dunk that Fox News called the election with 1 percent of the votes counted, based on exit polling alone.

Newsom defeated fellow Democrat and former Los Angeles Mayor Antonio Villaraigosa in the June primary election and coasted to victory in November. Newsom is considered to be more liberal than his predecessor Jerry Brown and among other things made a campaign pledge to support single-payer healthcare in California.

U.S. Senator Dianne Feinstein was given a run for her money with a challenger from her own party. California State Senate Pro Tem Kevin De Leon challenged Feinstein and received the backing of many grasstops leaders (heads of grassroots organizations) who feel that Feinstein is too moderate for California. Since California allows two people of the same party to advance to the general election, Feinstein faced off against De Leon in November and was ultimately victorious.

The California State Assembly remains strongly Democratic. The Democrats gained 5 seats in the Assembly and maintain a supermajority.

Assemblymember Jacqui Irwin soundly defeated Republican challenger Ronda Baldwin Kennedy whose campaign was widely criticized for its negative tone. The State Senate is a similar story. The Senate Democratic Caucus gained 2 members and a supermajority as well. That means the California legislature can override a veto from Governor Newsom with a 2/3 vote from each house. Future efforts to influence legislation in California will likely focus on courting the moderate members of the Democratic Caucus rather than Republicans, who now hold only 25 percent of the state house seats.

Local Elections

Senate and rarely draw controversy.

Perhaps the biggest changes in our regions officeholders came at the local level. The Greater Conejo Valley Chamber of Commerce represents business interests in 3 cities: Thousand Oaks, Westlake Village and Agoura Hills. In all three of the cities in our service area, the mayors had decided to retire at the end of the year, creating 3 open seats on local city councils. To top it off, 2 of the members of the Conejo Valley Unified School District Board of Trustees chose not to seek reelection.

Agoura Hills also found itself with a Mayor retiring at the end of the term. Councilmember and Mayor William Koehler announced that he would not be seeking reelection and the vacancy drew a field of 3 challengers. Deborah Klein Lopez and Chris Anstead rose above the fray and were elected. This election surprised many, as sitting councilmember Harry Schwarz was not reelected in favor of the challengers.

The City of Thousand Oaks is the largest city in our service area and has long been represented by retiring councilmember and Mayor Andy Fox. Fox's retirement drew 11 candidates to fill 3 seats. Fox and many other community leaders placed their support behind retired fire chief Bob Engler, who was elected.

Akin to Westlake Village, the two new members of the city council shouldn't represent a major shift in the city. It is well managed and new councilmembers are unlikely to find a need to fix it. As always, it will be interesting to see the initiatives championed by the new councilmembers.

Former Thousand Oaks councilmember and Conejo Recreation & Park District Board Member Ed Jones was also elected from the field.

Surprisingly, councilmember Joel Price was not reelected to the city council. Ed Jones replacing Joel Price may slow mixed use growth on Thousand Oaks Boulevard as his campaign was largely focused on this issue.

The moral of the story is that elections have consequences. Many of the races we followed this year at the Chamber of Commerce were decided by less than 5 percent of the vote. They could have easily had different outcomes if a small amount of voters casted their votes differently. Stay informed and participate in your local elections – your vote matters!

Westlake Village also saw a vacancy with the retirement of longtime councilmember Mark Rutherford. Unlike Thousand Oaks, the open seat in Westlake Village only drew two candidates. Non-profit executive Ray Pearl was elected to fill Rutherford's seat. Pearl's election is unlikely to change the course of projects in Westlake Village, which are largely non-partisan

At the Greater Conejo Valley Chamber of Commerce, we have gathered what we believe to be the most relevant legislation to businesses. Here is a list of newly passed laws to look out for in 2019.

AB 1884 – Plastic Straw Ban This law prohibits a full-service restaurant from providing single-use plastic straws to consumers unless requested by the consumer. The bill specifies that the first and second violations of these provisions would result in a notice of violation and any subsequent violation would be an infraction punishable by a fine of $25 for each day the fullservice restaurant is in violation, but not to exceed an annual total of $300.

AB 2770 - Sexual Harassment Employer/Employee Protection This law ensures victims of sexual harassment and employers are not sued for defamation of character by alleged harassers when a complaint of sexual harassment is made and an employer conducts its internal investigation. This law also provides additional protections to employers by expressly allowing employers to inform potential future employers of a harasser about the sexual harassment investigation and findings.

must also be private and in close proximity to the employee’s work area. Assembly Bill 1976 requires that the employer provide a location other than a “bathroom,” rather than a “toilet stall.” The law clarifies what temporary spaces are appropriate as lactation accommodations.

AB 2632 - Food and Consumer Product Packaging Existing law known as the Fair Packaging and Labeling Act, prohibits a commodities or a food container from being filled as to be misleading and prohibits them from containing non-functional “slack fill” (the empty space in a package that is filled to substantially less than its capacity). AB 2632 protects consumer product and food manufacturers from violation of the Fair Packaging and Labeling Act law when the product’s exterior packaging contains information that clearly communicates the amount and size of the product contained in the packaging.

SB 100 – 100% Renewable Energy Portfolio This law commits California to using 100 percent renewable energy (called the state’s “Renewal Energy Portfolio”) by December 31, 2045. It prematurely increases and accelerates our previous targets of 50% by December 31, 2030. The infrastructure for a 100% renewable energy grid does not currently exist and is very expensive. The cost to build and maintain this new infrastructure will inevitably be paid by energy ratepayers.

SB 822 - Net Neutrality This law is also called the California Internet Consumer Protection and Net Neutrality Act of 2018. This law prohibits fixed and mobile internet service providers that provide broadband internet access service from engaging in certain actions concerning the treatment of internet traffic such as slowing down or prioritizing internet bandwidth speed.

By mandating this change, this law opens the door extensive state regulation of internet service providers and will discourage innovation of California’s internet companies and startups.

SB 820 - Confidentiality Clauses in Settlement Agreements

where sexual harassment, assault or discrimination has been alleged from including a confidentiality provision that prohibits disclosure of factual information regarding the claim, except the accuser’s identity.

CA Supreme Court Dynamex Decision – Independent Contractors This is not a new law, but a new State Supreme Court decision that changes the way independent contractors are defined.

Dynamex Operations West v. Superior Court adopted the “ABC Test” to determine whether a worker is an employee or independent contractor.

Previously, independent contractors were classified using the “Borello Test” for deciding whether a worker was an independent contractor which weighed multiple factors to account for the variety of California industries and professions.

The Dynamex ruling replaced the multiple factors with a one-size-fits-all approach consisting of just three restrictive factors called the ABC Test. Under the ABC Test, a worker will be deemed to have been “suffered or permitted to work,” and thus, an employee for wage order purposes, unless the employer proves:

A. The worker is free from the control and direction of the hiring entity in connection with the

the contract for the performance of the work both under the contract for the performance of the work and in fact.

B. The worker performs work that is outside the usual course of the hiring entity’s business.

C. The worker is customarily engaged in an independently established trade, occupation, or business of the same nature as the work performed.

By narrowing the number of workers qualifying as independent contractors under certain laws, the decision impacts “gig economy” workers such as rideshare drivers, childcare workers, hairstylists, freelance designers and even doctors.

Legislative Debrief The California Chamber of Commerce, the largest broad-based business advocacy group in California, compiled a list of bills that it calls “job killers.”

Recently, the group boasted that all 29 bills that received its economic scarlet letter in 2018 had fizzled, with most failing in the Legislature and the rest vetoed by Brown, as has been his tendency regarding chamber-opposed bills over the years.

For perspective, on the amount of laws that have passed this year, Governor Jerry Brown has signed 1,016 bills into law with most of them taking effect on Jan 1st of 2019.

This new law expands the types of cases in which so-called “secret settlements” are restricted. It prohibits any settlement agreement in a case performance of the work, both under

CHAMBER BUSINESS COMMUNITY RALLIES TO HELP IN THE WAKE OF THE BORDERLINE TRAGEDY AND WILDFIRES

La Reina High School & Middle School displayed “Thank you to First Responders” and “T.O. Strong” signs at their campus entrance.

Vitalant, formerly United Blood Services, held a blood drive on November 8, 2018 the day after the Borderline Tragedy where over 500 people lined up to donate blood.

Sports Academy in Newbury Park opened their doors to provide free child care for anyone affected by the fires for nearly two weeks while local schools were closed, serving hundreds of children each day. During the two weeks there were special appearances from Los Angeles Rams players and their mascot Rampage.

Grabbagreen donated and delivered healthy food to first responders throughout the community including the night shift team at Los Robles Regional Medical Center.

Sunland Vintage Winery owners, Debby and Mike Giovinazzo, held a “Boots for Borderline” community fundraiser, on November 24, 2018 where 100% of all winery and vendor profits were donated to the victim’s funds raising over $24,000.

Darlene Geekie, RVT and founder of The Little Angels Project, provided free veterinary care for any animals affected by the fire at their Agoura Hills location and a pop-up location at Pierce College.

The Oaks invited guests to share their support at a letter writing/drawing station, the notes were distributed to families of the Borderline Tragedy in partnership with the Thousand Oaks Police Department. The community was also invited to sign a banner to thank our first responders.
