The past two years have been an extremely difficult period for school districts, staff and students across Ohio. We are extremely proud of the extreme flexibility and dedication that leadership and staff across Ohio displayed over the past two years in service to the students of Ohio. Having served in school leadership roles in Northeast Ohio in the past, Dennis Allen and I continue to be impressed with the work that has occurred in support of students and families. As GCSSA turns 55 years young and the OSC turns 35 years young, we hope that the work of our organizations has also grown to assist you and your staff in meeting the challenges created by the COVID Pandemic. We are proud to have had the opportunity to lead GCSSA and the OSC and appreciate the support of our member school districts.
Dr. William Zelei Celebrating 55 years of service, it was during the 1966–67 school year (my senior year of high school), that a number of forward thinking Cuyahoga Executive Director OSC County school superintendents got together to form the Greater Cleveland School Superintendents Association (GCSSA). Their intent was to create a non-profit organization that would provide superintendents with professional development and networking opportunities. Fifty five years later, GCSSA continues its original mission of providing professional development opportunities, including local and nationally renowned speakers and networking opportunities. Today, the organization serves 85 superintendents in the 7-county area of Cuyahoga, Geauga, Lake, Lorain, Medina, Stark and Summit. GCSSA also serves 38 retired superintendents, keeping them connected to the profession and professional opportunities.

In the 1986-87 school year, the leaders of GCSSA, determined that there was an opportunity to financially assist school districts through Executive Director GCSSA the group, bulk purchase of natural gas. To make this opportunity a reality, and unable to do so as a non-profit under IRS Section 501c3, GCSSA formed the Greater Cleveland Schools Council, a Regional Council of Governments organized under the Ohio Revised Code Section 167. What began 35 years ago, as the Greater Cleveland Schools Council, dedicated to purchasing natural gas for 50+ school districts has evolved into the Ohio Schools Council, a group purchasing and operational support organization serving 266 school districts in 37 counties across northern Ohio.

CONTINUED: CELEBRATING 35 YEARS OF OSC AND 55 OF GCSSA While still operating one of the largest natural gas purchasing groups in Ohio, the OSC has also added dozens of other programs including Power for Schools (P4S), one of the largest electricity purchasing groups in Ohio. Other purchasing programs include the national, regional and local bidding of consumable products, including custodial/maintenance supplies, instructional/office supplies, food service food/supplies, library books/supplies, school buses/school vehicles and diesel/gasoline fuel. Operational support programs include business service support, insurances, operational software packages, waste/recycling services, architectural services, engineering services, energy management and safety/security training and services.

Both GCSSA and the OSC are governed by a nine member Board of Directors made up of member Superintendents. The GCSSA Board of Directors approves expenditures, financial reports and program offerings. The OSC is also governed by the Assembly of Superintendents representing each member school district. The Assembly approves the annual budget, annual financial statements and members of the Board of Directors. The Board of Directors approves new members, budgets, contracts, programs offerings and preferred vendors. The OSC also operates numerous Advisory Committees, made up of Superintendents, Treasurers and Business Managers from across the 37 counties. These committees assist with communication to members and provide suggestions for new programming and feedback to leadership. OSC NATURAL GAS PROGRAM SAVES DISTRICTS THOUSANDS Two new gas members to save $9,344.82 and $5,322.20 annually!
The Ohio Schools Council’s Natural Gas Program is saving districts thousands of dollars due to the aggressive, fixed pricing, that was negotiated in 2020. In October, the OSC Natural Gas fixed price was $3.18/mcf for Dominion East Ohio customers while the Dominion East Ohio price to compare was $6.34/mcf. The OSC Natural Gas fixed price in October for Columbia of Ohio customers was $3.11/mcf (non-choice) $3.58 (choice) while the Columbia of Ohio natural gas price to compare was $7.37/mcf. Natural gas prices rise during the winter months, so while the OSC Natural Gas price remained at $3.18/mcf for Dominion and $3.11/mcf (non-choice) $3.58 (choice) for Columbia, the November price to compare was $6.718/mcf for Dominion and $7.750/mcf for Columbia.

Two specific examples of savings generated for new members includes a northeast Ohio school district that had been paying $8.07/mcf and a northwestern Ohio school district that had been paying 7.49/mcf. Both of these districts joined the OSC Natural Gas fixed pricing program and based on past usage, will respectively save $9,344.82 and $5,322.20 annually.
This aggressive, fixed pricing is available to school districts through June 2023. The Ohio Schools Council anticipated the rise in energy prices in 2020 and locked in a low fixed price for natural gas for all districts. Districts that might have gone with a private broker in the past, and now find themselves paying exorbitant energy prices or are being dropped by their supplier, are encouraged to contact Barb DelRoso, at bdelroso@osconline.org, to understand how the OSC can help reduce costs. Don’t be left behind by brokers that are more interested in commissions when variable prices are low. Let the OSC get you a great fixed price! OSC TO INTERVENE WITH THE PUCO ON BEHALF OF SCHOOL DISTRICTS OSC fights Columbia Gas Transportation Rate Increases!
Columbia Gas of Ohio has filed a Rate Increase, for the Transportation of Natural Gas, with the Public Utilities Commission of Ohio (PUCO). (Natural Gas Transportation Rate reflects the cost of moving gas through the pipelines owned by the utility company). This Rate Increase is proposed to impact all Columbia Gas of Ohio customers; residential, local governments, school districts, commercial and manufacturing. The OSC has budgeted $50,000; $25,000 for legal fees and $25,000 for expert witness fees, to represent OSC school districts. We have engaged the law firm of Bricker and Eckler for this work. Our goal, in funding this value-added action on behalf of our districts, is to limit or eliminate the rate increase for school districts. As we’ve done in the past, we are taking this action, at no cost to our school districts. The OSC has intervened with the PUCO, in the past, on behalf of our school districts in natural gas rate cases involving both Dominion East Ohio Gas and Columbia Gas of Ohio and in electricity cases involving First Energy and the Polar Vortex. Columbia Gas of Ohio’s request would move the cost of Transportation of Gas for school district Small General Service Customer Delivery from $15.91 to $43.99 per month, per account and the cost for school district larger General Service Customer Delivery Charge from $20.10 to $184.30 per month, per account. This amounts to a 276% increase for smaller accounts (small elementary schools and ancillary district buildings) and a 916% increase for larger accounts (large elementary and middle schools and high schools). The OSC intervention in the PUCO process involves working with the PUCO, advocates of other categories of natural gas customers and with the utility. The initial attempt is to try to prove that the utility doesn’t need the additional revenue. The secondary attempt, if the utility is able to prove a need, is to reduce the size of the rate increase. The final action, is to negotiate with the other customer advocates to ensure that the school districts’ share of the increase is as low as possible. If the OSC did not take on this advocacy role, the other customer advocates could attempt to move a larger share of the increase onto the backs of school districts. The OSC also anticipates that Dominion East Ohio Gas will be filing for a Transportation Rate Increase with the PUCO in the near future. The OSC is prepared to intervene, on behalf of our districts, if this does occur.

POWER4SCHOOLS (P4S) PROVIDES HISTORIC SAVINGS ON ELECTRICITY RATES P4S is a group Electricity Purchasing Program for school districts that is jointly sponsored and operated by the Buckeye Association of School Administrators (BASA), the Ohio Association of School Business Officials (OASBO), the Ohio School Board Association (OSBA) and the Ohio Schools Council (OSC). The Program began in 2010 and currently serves over 170 school districts across Northern Ohio. Currently, the program’s energy provider is ENGIE Resources, a multi-national energy sourcing company. Over the past few years, the OSC has taken the lead in developing and managing the program. This has included monitoring district needs, communicating with districts, coordinating between districts and ENGIE Resources, developing programming to meet the unique needs of each district and promoting future contract opportunities to shield districts from increasing energy costs. In this regard, P4S in 2020, led by the OSC worked with the law firm of Bricker & Eckler, the consulting firm of Palmer Energy and ENGIE Resources to negotiate a fixed price contract extension through December 2023 for Ohio school districts. This contract extension continued to provide low, fixed price electricity rates that have shielded school districts from the recent rise in electricity prices. The drastic rise in energy costs has resulted in electricity rate increases as high as 70% in districts that selected a supplier offering a variable rate structure. We have seen districts, that have followed an energy broker’s variable price initiative that promised tremendous savings, only to be left with high prices, high brokerage fees and broken promises. The majority of P4S districts are guaranteed an Energy Only Rate of $0.03129/kWh through December 2023, while the current Energy Only market rate is over $0.05/kWh. Unlike Energy Brokers and Energy Consultants, that are most interested in selling contracts and paying commissions to sales people, P4S and the OSC are only interested in meeting the needs of school districts by providing low cost, fixed rate electricity that include guarantees that the supplier will reliably meet the needs of districts. The Executive Directors and staff of BASA, OASBO and OSBA are committed to meeting the needs of Ohio school districts through professional development activities and through support of the P4S Program. The Executive Director and staff of the OSC are deeply involved and committed to the operational and purchasing needs of Ohio school districts and to ensuring that P4S meets the needs of all school districts. UNIQUE VOLUME PURCHASING DISCOUNTS AVAILABLE TO MEMBERS: UPDATES FOR WINTER BIDS OSC Farm to School Forward Contracting Pilot Program for 2022-23
The Farm to School program empowers children and their families to make informed food choices while strengthening the local economy and contributing to vibrant communities. The OSC continues to provide this program to our school districts thus enabling them to offer local produce and vegetables to our children. The OSC is excited to announce a new pilot program that will provide Forward Contracting to area farmers. This new pilot will encourage farmers to plant the specific items that many of our school districts utilize on a weekly basis. We believe that by Forward Contracting with the area farmers, we will provide them with is guaranteed sale of their product thus reducing their risk and reducing the overall cost to school districts. Initially the pilot program will contract with farmers to grow cherry tomatoes, hydroponic lettuce, apples and peaches. The Food Service committee will evaluate all proposals and select awarded vendors in February. School districts that choose to join the pilot program will receive award information in March for 2022-23 purchases. The benefits of forward contracting contracts: Schools: • More likely to get quantities needed. • Menu planning made easier based on reliable supply. • Price points can be more favorable and set ahead of time. • Builds strong relationships with local farmers and community. Farmers: Reliable outlet for bulk crops. Allows producers to plan for a large demand and plant accordingly. Stable flow of product. Ensures receiving orders and payment. Builds strong relationships with school districts and community.

OSC Waste & Recycling Services contract saves 5 districts over $27K!
There are currently 16 counties of OSC membership that can compare and join the OSC program/contract! Check out some recent savings from our members for 9 months of waste and recycling services (districts traditionally reduce services when school is not in session so summer period was not included in savings): • A parochial school in Cuyahoga County is saving $3,600. • 1 district in Lorain County is saving $6,565.55 and another is saving $12,017.52. • 1 district in Mahoning County has a contract through the end of 2022; they will save $3,432.38. • 1 district in Cuyahoga County with 1 building waste and recycling is saving $1,845.25. HVAC PROGRAM SAVING DISTRICTS MONEY & TIME WHILE IMPROVING INDOOR AIR QUALITY
The program has offered members a federally-compliant procurement method, discounted equipment and installation as well as faster completion! Since the program was introduced in 2020, dozens of member districts have taken advantage of the OSC’s HVAC & Building Solutions program with Gardiner. While ESSER funds have a wide variety of potential uses, many districts have taken the followed federal and state recommendations that “schools are strongly encouraged to invest in upgrades, aligned with CDC guidance, to their indoor air quality systems using these funds.”
The program has not only offered member districts a federally-compliant procurement method, but has provided equipment and installation at a discount and helped to get projects completed faster than a traditional bidding process would allow. This is particularly important given the supply chain and labor shortages plaguing the construction industry heading into 2022. Just a few example projects using the program include: Youngstown City Schools With an aging HVAC infrastructure and a controls system that makes providing and validating adequate ventilation a challenge, the district has entered into a multi-phase series of projects using the program that will replace rooftop units, boilers, chillers and the building automation system district wide. Total savings to the district from the program will be hundreds of thousands of dollars. Brecksville-Broadview Heights City Schools Improving airflow in classrooms and saving energy (nearly $40,000 per year) were reasons that Brecksville-Broadview Heights City Schools officials cited for their HVAC and controls replacement project. With the majority of the project completed this past summer, the program enabled the district to minimize supply chain issues on the project. Mentor City Schools Mentor was one of a number of districts to focus on a solution that helps deactivate pathogens like COVID as an added layer of protection for students and staff. The district utilized the program to purchase Plasma Air bipolar ionization systems for rooftop units, air handlers, and unit ventilators throughout the district. Mansfield City Schools In addition to improving ventilation and indoor air quality at Sherman and Springmill Elementary schools, Mansfield turned to the Building Solutions program to add air conditioning to both schools, improving the learning environment for children in the district. The solution adds a Variable Refrigerant Volume system and rooftop units to provide an optimal solution for comfort, energy performance and IAQ. With ESSER fund use allowability extending to September 30, 2024 many districts are still evaluating the best use of the available funding based on the priorities of the district. One common theme among those taking advantage of the OSC’s HVAC & Building Solutions program: these are good long-term investments for the district. School officials have been able to leverage funding not just to improve the air quality right now to fight the pandemic. They’re also replacing aging infrastructure, an impact that will continue to be felt for decades with equipment lifespans of 15-30+ years.
