MITeK HAZARDOUS MATERIALS SERVICES Background
The IMO adopted the HONG KONG INTERNATIONAL CONVENTION FOR THE SAFE AND ENVIRONMENTALLY SOUND RECYCLING OF SHIPS in 2009. It is aimed at ensuring that ships, when being recycled after reaching the end of their operational lives, do not pose any unnecessary risk to human health and safety or to the environment. In addition, the Convention seeks to ensure the proper management of hazardous materials on board ships. Regulation (EU) No 1257/2013 of the European Parliament and of the Council of 20 November 2013 ‘on ship recycling and amending Regulation (EC) 1013/2006 and Directive 2009/16/EC was published in the Official Journal6 of the EU on 10 December 2013. It entered into force on 30 December 2013. Hazardous materials can impair our life and environment if treated without proper management. it has to be identified, managed and recycled during the whole ship lifecycle, from marine product supply chain, the newbuilding, ship repairing and finally to the ship recycling. While the Convention still relies on the concept of a ‘Green Passport’, if not all, operations, the term itself is no longer used. It is now known as the ‘Inventory of Hazardous Materials’ (IHM), though its intention remains identical. The Part I of the IHM still covers the whole life of the ship, from construction and operation to preparation for scrapping at the end of the ship’s useful life. All ships flying the flag of a EU member state shall be subject to a survey regime and they shall carry on board a ship-specific ‘Inventory Certificate’ issued by the administration or a RO authorised by it and supplemented by Part I of the IHM. When calling at a port or anchorage of a EU member state, all ships flying the flag of a third country shall carry on board a ship-specific ‘statement of compliance’ issued by the relevant authorities of the third country whose flag the ship is flying or an organisation authorised by them and supplemented by Part I of the IHM.t
PREPARATION SERVICES
Development of IHM for existing ships requires the assistance of experienced HazMat experts. MITeK HazMaT Experts are certified by DNV-GL and can provide IHM survey to comply with the Convention requirements for Class issuing and endorsing an International Certificate on Inventory of Hazardous Materials and issuing an International Ready for Recycling Certificate. The normal IHM inspection will consist of 2-4 mandays of onboard visual and sampling inspection by collecting approximate 100 – 120 samples. The samples will be sent to an ISO 17025 accredited laboratory for testing. The final IHM will be generated based on the onboard inspection and laboratory testing results and submitted to class via client for class approval and issuance of Statement of Compliance (SOC). Our normal delivery time is 20-25 days after your placement of orders.
MAINTENANCE SERVICES
It’s the ship’s owner responsabilty for the maintenance of Part I of the IHM process during the lifetime of the vessel. IHM shall be properly maintained reflecting new installations containing any HM referred to in Annex II of the regulation and relevant changes in the structure and equipment of the ship. MITeK IHM software helps shipowners to develop and keep the IHM always updated in order to ensure compliance with the Hong Kong Convention and European Ship Recycling Convention. MITeK also offers to shipowners IHM updating and maintenance services throughout vessel’s life cycle in order to reduce additional work load to shipowner pruchase and technical department.
OFFSHORE SERVICES
MITeK Dynamic Positioning Team provide Consultancy and Survey Services for offshore DP vessels like supply vessels, MODU units, pipe and cable laying vessels, drilling ships, semisubmersibles. In this specific field MITeK Consultants and Surveyors provide DP FMEA (Failure Mode Effect Analysis), DP FMEA Proving Trials, DP FMEA Annual Trials and CMID Inspections The FMEA Analysis, as applied to a Dynamically Positioned vessel, provides a comprehensive, systematic and documented analysis to establish any important failure modes with regard to station keeping. The DP FMEA Analyses attempt to determine any failure modes that might affect the station keeping as a whole and cause a position loss. FMEA Analysis is required by Classification Societies on delivery of DP vessels and a renewal analysis is required every five years. DP FMEA Proving Trials for fleet of vessels with IMO DP Class 2 and Class 3 notations, will verify that the constructed configuration conforms to the FMEA report. Detailed planning is carried out when preparing for the FMEA Proving Trial in order to fully test and verify the detection modes declared in the FMEA report. DP FMEA Annual Trials are carried out within three months before or after each anniversary date of the initial survey. The annual survey should ensure that the DP-system has been maintained in accordance with applicable parts of IMO and IMCA guidelines and is in good working order. Further an annual test of all important systems and components should be carried out to document the ability of the DP-vessel to keep position after single failures associated with the assigned equipment class. The IMCA CMID (Common Marine Inspection Document) provides a standard format for inspection of offshore vessels and small boats. Its use helps promote safety and efficiency and can help reduce the number of repeat inspections on individual marine vessels. MITek Survey team is qualified, trained and has very strong experience to carry out a wide range of survey services Worldwide with a 24/7 mentality and covering all types of vessels: Tankers, Bulk Carriers, Supply Vessels, Tugs, Cruise Ships, Offshore Units and Megayachts.
