Hazardous materials can impair our life and environment if treated without proper management. it has to be identified, managed and recycled during the whole ship lifecycle, from marine product supply chain, the newbuilding, ship repairing and finally to the ship recycling. While the Convention still relies on the concept of a Green Passport , if not all, operations, the term itself is no longer used. It is now known as the Inventory of Hazardous Materials (IHM), though its intention remains identical. The Part I of the IHM still covers the whole life of the ship, from construction and operation to preparation for scrapping at the end of the ship s useful life.
All ships flying the flag of a EU member state shall be subject to a survey regime and they shall carry on board a ship specific Inventory Certificate issued by the administration or a RO authorised by it and supplemented by Part I of the IHM. When calling at a port or anchorage of a EU member state, all ships flying the flag of a third country shall carry on board a ship specific statement of compliance issued by the relevant authorities of the third country whose flag the ship is flying or an organisation authorised by them and supplemented by Part I of the IHM. The IMO adopted the HONG KONG INTERNATIONAL CONVENTION FOR THE SAFE AND ENVIRONMENTALLY SOUND RECYCLING OF SHIPS in 2009. It is aimed at ensuring that ships, when being recycled after reaching the end of their operational lives, do not pose any unnecessary risk to human health and safety or to the environment. In addition, the Convention seeks to ensure the proper management of hazardous materials on board ships. Regulation (EU) No 1257/2013 of the European Parliament and of the Council of 20 November 2013 on ship recycling and amending Regulation (EC) 1013/2006 and Directive was published in the Official Journal6 of the EU on 10 December 2013. It entered into force on 30 December 2013.

MITeK STCR HazMaT Experts are certified by DNV GL and can provide IHM survey to comply with the Convention requirements for Class issuing and endorsing an International Certificate on Inventory of Hazardous Materials and issuing an International Ready for Recycling Certificate
Development of IHM for existing ships requires the assistance of experienced HazMat experts.
The normal IHM inspection will consist of 2 4 mandays of onboard visual and sampling inspection by collecting approximate 100 120 samples. The samples will be sent to an ISO 17025 accredited laboratory for testing. The final IHM will be generated based on the onboard inspection and laboratory testing results and submitted to class via client for class approval and issuance of Statement of Compliance (SOC). Our normal delivery time is 20 25 days after your placement of orders.


MITeK STCR also offers to shipowners IHM updating and maintenance services throughout vessel’s life cycle in order to reduce additional work load to shipowner pruchase and technical department.
MITeK STCR IHM software helps shipowners to develop and keep the IHM always updated in order to ensure compliance with the Hong Kong Convention and European Ship Recycling Convention.

It’s the ship’s owner responsabilty for the maintenance of Part I of the IHM process during the lifetime of the vessel.

IHM shall be properly maintained reflecting new installations containing any HM referred to in Annex II of the regulation and relevant changes in the structure and equipment of the ship.

A prior to recycling IHM is required before a vessel can be accepted by the ship recycling facility. MITeK will assist in adding the required extra elements to existing IHMs, including development of Part I and II of the IHM or, if an IHM is absent or sub-standard, conduct a fully intrusive IHM survey.
The requirements of the EU Ship Recycling Regulation and the Hong Kong Convention require a ship-specific Ship Recycling Plan (SRP) to be developed by the Ship Recycling Facility. MITeK team of ship recycling, waste management and hazardous materials experts are on hand to assist in the preparation of the SRP. In addition, MITeK offers advice and guidance on the selection of suitable facilities, provides supervisory oversight during ship recycling activities and provides an owners audit report. This demonstrates compliance and offers assurances that the marine asset is being recycled in a sustainable and responsible manner.
