Member and partner organizations include over 60 industrial plant facilities and over 100 industrial contractors and suppliers located in the River Parishes between St. Landry and St. Bernard Parish. Members are refineries and manufacturers in the petrochemical, paper, bulk storage, and other industries. Contractors and suppliers provide important labor, and materials to the industry. Through GBRIA, members and partners are represented by a common voice for industry to the community, education providers, unions, trade associations, and various governments. Members and partners also influence national standards in safety, craft skills training, and professional education.

Our Workforce, Our Future The focus of this year’s Annual Meeting is on educating the workforce needed to sustain and grow our industry. With a labor shortage looming due to new investments in LA, the opportunity to grow the LA industrial workforce from within the state is at hand. Does this sound familiar? As an industry, we have faced this situation before. Most recently, coming out of the “Great Recession” in 2009/2010 we also faced a similar challenge. That time around we focused on a few key areas: Strengthened the Workforce Investment Council with better job forecasting and focus on high demand and wage roles as well as industrial based credentials. Worked hand in hand with the LCTCS system to have “one face to the customer” for industry training and reduction of silos and schools battling each other. Worked with BESE to foster the Jump Start program and enable children to graduate towards a professional career and we be workforce ready. The Louisiana Workforce Commission was actively recruiting for these jobs and introducing the public on how to “Build your Future”. Our contractors established the Louisiana Construction Education Foundation (LCEF) to increase the number and quality of construction education programs. Expanded ABC’s capabilities and space to allow more training as well as supporting local high school students. Finally, GBRIA’s Workforce Development Awards helped highlight those high school educators preparing students for the workforce as well as recognized the craft contractors that go above and beyond to continue to educate and further develop the workforce we need. As an industry, we accomplished what we set after.

Now, after a time of limited new growth, it’s time to move forward again. With electrification and decarbonization, Louisiana’s chemical industry is again at the forefront of a massive opportunity for our state and our people. High paying, high demand craft jobs are once again in demand with significant shortages expected due to competing projects from government grant money throughout the US. The good news is we do not need a new playbook. We need to pick up where we left off approximately 8 years ago and push forward. We will find our partners in the new state administration, contractors, owners, local schools and communities to train and keep Louisianians in Louisiana work to earn a great living for their families. We will quickly figure out what is different this time and add a few new pages to our playbook. By working together, we will develop the workforce Louisiana needs, and take advantage of the opportunity of the decade for our families and our communities.

GBRIA’s mission is to bring value to our communities by developing innovative solutions to common industry issues advocated with one voice. To achieve this mission, we have six strategic objectives: •

GBRIA members and their contractors continue to produce work environments that rival any other industry in the region. When comparing various industries, we find that the retail industry’s recordable rate is around 3.3, overall manufacturing is 3.6, but within the GBRIA membership, the recordable rate has been well below 0.6 for the past 16 years. This is accomplished, in part, through the dedication by members of GBRIA’s Safety, Health, and Security Committee who strive to share best practices with both the GBRIA membership and the contractor community to help keep our employees safe. GBRIA’s Contractor Safety and Health Evaluation/Audit program is another tool that members use to communicate and promote the safety standards that industry expects. The audit program not only covers OSHA compliance requirements but also many industry specific best practices. In addition to GBRIA’s efforts to continuously improve safety excellence, GBRIA’s Workforce Development Committee works to ensure access to a competitive and skilled company and contractor workforce. This committee has focused on encouraging craft training to high school students in the Greater Baton Rouge Area with more outreach, especially through GBRIA’s Annual Craft Workforce Development Awards Program. In addition, GBRIA voices industry needs in post-secondary institutions through cooperation with the Associated Builders and Contractors and the Louisiana Community and Technical Colleges. GBRIA has helped stand up new training programs such as Hydro Blasting and Non-Destructive Testing. GBRIA’s annual Craft Workforce Development Awards banquet continues to grow, recognizing more contractors, post-secondary institutions, and high schools for their achievements in workforce development and craft training each year. GBRIA’s Membership and Public Affairs committee continues to build support and engagement in the local community for retention and growth of our industries. GBRIA uses its social media platforms to educate the public on industry

operations. Large events such as the annual Craft Workforce Development Awards, Safety Excellence Awards and Annual Meeting are broadcast through GBRIA’s YouTube channel and the Louisiana Hometown Network on cable channel 21 for 4 weeks after each event. Our increasing Public Affairs outreach program will focus on communicating the facts about our industries to the Capital Region. We have such a great story to tell and GBRIA continues to advocate with one voice, proud of our industry.

Through relationships with traditional media platforms, GBRIA promotes facts and positive news stories. The Advocate and The Baton Rouge Business Report continue to feature articles of GBRIA sharing results of our regular surveys including our Plant Managers’ Economic Outlook quarterly survey and our Bi-Annual Labor Forecast survey. GBRIA also contributes articles in a column to the BIC Alliance. For further engagement with membership and community, GBRIA hosts several large events each year. In 2023, GBRIA hosted its Annual Meeting and Plant Leadership Conference, Clay Shoot Tournament, Safety Excellence Awards Banquet, Industry EXPO at the Lamar Dixon Expo Center, Craft Workforce Development Awards Banquet, and the Annual Golf Tournament and Gumbo Cook-Off. GBRIA has formed several coalitions with other area associations such as the Baton Rouge Area Chamber in hosting the TEC Next Conference and the Capital Region Industry for Sustainable Infrastructure Solutions (CRISIS), which continues to make a difference in our transportation infrastructure. We collaborate with organizations such as ABC Pelican, ABC Bayou, Alliance Safety Council, BRAC, LAIA, LABI, LCA, Industry Makes and more. This year we also gave a name and logo to the New Orleans Region Industry Alliance (NORIA) of plant managers, who have been meeting since 2019. As a committee of GBRIA, this group connects the entire Mississippi River region around the important issues that industry is working on, especially craft workforce development. These efforts would not be possible without the fantastic support of our members, annual event partners and sponsors. Our Board of Directors volunteer to provide direction, guidance and support and I’d like to thank

them for their time and effort leading the association. Our staff makes it all happen and I can’t thank them enough as well. Additionally, GBRIA’s accomplishments would not be possible without the sweat equity that our member companies provide by sending great committee representatives, who work the details behind our results. We still have many challenges facing our industry. We have a demonstrated record of success when we work together as GBRIA, and I look forward to meeting these challenges head-on. Together, we are the Greater Baton Rouge Industry Alliance.

The GBRIA Safety, Health, and Security Committee is led by GBRIA board members Tim Harris, Eastman, and Jerry Lebold, BASF, Darylene Pugh, Shell Catalysts and Technologies, and supported by GBRIA staff member, Brandon Smith. In 2023, the committee results include: • Hosted the 27th Annual Safety Excellence Awards Banquet. Leading up to the banquet, GBRIA members nominated a total of 63 companies representing more than 250 million hours worked, 120 thousand employees, and a combined total recordable incident rate of 0.19. • Partnered with LCA to host a Best Practice Exchange focused on Site Security/CFATS, Remote Confined Space Monitoring, and Contractor Safety Management. • Launched a task force to study industry line breaking and cutting activities and identify best practices to reduce chemical exposure incidents. • Launched Alliance Safety Council’s Pyvot ReadySafe Site Criteria Tool. • Delivered 60 corporate and 60 training Contractor Safety and Health Audits to GBRIA members for their PSM compliance needs. • Hosted OSHA Alliance Partner Meetings for GBRIA members. • Chaired the Association of Reciprocal Safety Councils Owner Advisory Committee, a national group steering owner needs from safety councils.

GBRIA members value safety, health, and security of employees above all else. Not only are these values instilled through training, standards, and guides, but these values are also embedded in the workplace culture and within each employee on the job. Each GBRIA member strives to have an injury and incident-free workplace and work to continuously improve safety efforts to reach this goal. Refiners and petrochemical manufacturers are ranked in the top 10 percentile for safety when compared to more than 500 manufacturing industries tracked by the government. 1

Having a secure facility is an important initiative for industry. Securing site perimeters using cameras, drones, and sensors is essential for site operations. Technology is used to detect intruders, threats, and even bad weather for the facility. 4

Since 1996, the GBRIA Safety & Health Audit has been aimed to provide GBRIA members with a quality audit protocol to supplement their existing contractor pre-qualification programs. Most plants use prequalification software or internal systems to ensure contractor companies have OSHA and company specific programs. This audit provides assurance that these programs are being implemented. Through our partnership and reciprocity with the Industry Business Roundtable (formerly Houston Business Roundtable), members have access to hundreds of current audits (conducted within three years). The Greater Baton Rouge Industry Alliance (GBRIA) Safety Excellence Awards have been a staple in the Baton Rouge area since 1996. The awards banquet is an opportunity for GBRIA member sites to nominate those companies who’ve performed work in their facilities and committed themselves to nothing less than safety excellence in their operations. To be nominated for such an award is a great honor and a show of recognition of the great strides contractors have made to keep their workers safe and families whole. In 1996, when the awards banquet concept was made a reality, it was by the work of GBRIA’s Board of Directors, but specifically by Mr. Hal Ginn. It is because of Mr. G. Ginn’s vision for safe workplaces that we can come together and celebrate safety success stories. Thus, the creation of the coveted Hal G. Ginn Award. The finalist for this award comes from each division winner, and ultimately the company that shines the brightest takes home this award for excellence. Ensure access to a competitive and skilled company and contractor workforce

The GBRIA Craft Workforce Development Committee is led by GBRIA board members Steve Welch, OxyChem, and Theo Webre, Dow, and supported by GBRIA staff member, Brandon Smith. In 2023, the committee results include: • Hosted the 16th Annual Craft Workforce Development Awards Banquet. Regional high schools, high school educators, post-secondary institutions and skilled craft contracting companies and industrial facilities received awards for their craft training and workforce development programs. • Launched the Long-Range Labor Forecast. • Conducted Biannual Labor Forecast Surveys. • Led the adoption of an expanded list of payable crafts for the cents/hr. program and successfully increased contributions to ABC Pelican Chapter’s Craft Training Center. • Collaboration among several groups included NCCER, CRISIS, NBRTI, RPCC, SELU, and LSU, Jefferson Parish Schools and others resulted in improved communication of industry’s craft skills needs.

The Greater Baton Rouge Industry Alliance’s (GBRIA) Craft Workforce Development Awards acts as both an awards and benchmarking program. This program was developed in 2007 through a joint effort of GBRIA’s Contractor Workforce Development Committee, Board of Directors and local contractors. The program has been designed to promote best practices to improve the skills and retention of craft personnel in the region and to recognize and reward contractors, member plants, schools, educators and other individuals who contribute to recruitment, assessment, training, career path education and retention efforts. GBRIA’s Craft Workforce Development Awards offers awards for the following groups: Mechanical and Electrical Contractors; Civil and Structural Contractors; other Specialty Contractors; Industrial Plants/Facilities; High Schools and Individual Champions. These awards support one of GBRIA’s strategic objectives to ensure access to a competitive and skilled company and contract workforce.

Glen Redd is the President of Triad Electric & Controls and The Newtron Group, which is one of the largest privately-owned Specialty Electrical Construction companies in the United States and is among the nation’s leading Industrial Electrical and Instrumentation providers. The company offers a suite of innovative and customized Analytical, Automation, Heat Trace, Integration and Design solutions for a wide range of industries.

Roland Toups is the Executive Chairman of Turner Industries Group, LLC a $3 billion industrial contracting firm specializing in construction, maintenance, pipe fabrication, equipment, and rigging operations both domestically and abroad. Roland has been with Turner for 55 of its 61 years in existence, serving more than 20 years as Chairman/CEO overseeing the company’s growth from a few hundred employees to over 23,000 today.

Build support in the local community for retention and growth of our industries

The GBRIA Public Affairs Committee is led by GBRIA board members Chet Peterson, Shintech, and Steve Ledoux, Orbital Engineering, and supported by GBRIA staff member, Laine Peterson. In 2023, the committee and staff results include: • Produced videos in partnership with ABC Pelican with 19 volunteers (GBRIA members and partners) to create a three-part video series about workforce, safety, and the impact of our industry. • Collaborated with LCA, LABI, Industry Makes, and LAIA to create and promote seasonal one-page flyers, including a football one-pager that was placed in 17 local high school football programs for the 2023 season. • Completed quarterly Plant Manager’s Economic Forecast to share with members, partners, and the press/community. • Promoted industry accomplishments and activities through social media and GBRIA’s website. • Launched a new Industrial/Manufacturing data dashboard featured on GBRIA’s and Industry Makes’ websites. • Collected multi-year property tax data (2019-2022) for GBRIA members and the state of Louisiana for the data dashboards. • Created and placed ads in Baton Rouge Parents Magazine, Baton Rouge Family Resource Group, LABI’s 5th & Main, Baton Rouge Business Report, and 225 Baton Rouge Tiger Pride Magazine. • Wrote articles placed in BIC Alliance Magazine. • Created and published GBRIA’s 2023 Annual Report. • Published 12 newsletters to members and partners. 28

Member companies of GBRIA are working daily to not only comply with regulations but also to continuously use the latest technology breakthroughs to reduce emissions and waste to protect Louisiana’s environment. Members work with each other, academic facilities, government officials, and others to create technology and the most up-to-date data to further reduce emissions. Members invest millions, or even billions, of dollars into reducing emissions and increasing the production of cleaner fuels. In line with emission reduction goals, Louisiana became the first state to develop a plan with the purpose of significantly cutting greenhouse gas emissions by 2050. Louisiana is heavily focused on initiatives such as carbon capture and sequestration to bring down industry emissions. 5

Carbon capture and sequestration (CCS) is a process created to remove carbon dioxide (CO2) emissions from industry operations and either reuse or store the emissions to keep them from entering the environmental atmosphere.

The carbon dioxide emissions are stored in oil and gas reservoirs, unmineable coal seams, and deep saline reservoirsgeological formations that have stored crude oil, natural gas, and carbon dioxide for millions of years. Louisiana has ideal geology for sequestration and a preexisting framework; industrial corridors that contain pure carbon sources located close to existing CO2 pipeline infrastructure, making the state a key location for CCS and an important player in the country’s goals for net zero carbon. 6

GBRIA members value being a good neighbor within their communities. In 2023, industry provided $48.3 billion to the state GDP in Louisiana as well as $37.9 billion in property tax revenue in 2022. 10 In addition to this, industry contributes to local communities through donating and volunteering. Industry partners with community residents, academic institutions, leaders, and local organizations to communicate to and build relationships with their communities.

Petrochemical and manufacturing products are essential for daily life and our quality of living. From plastics to paints, medical syringes to hand sanitizers, cosmetics to clothing, fertilizers to food preservatives, carpet to safety glass, crayons to markers, electronics to packaging, and so much more. 12 These products would not be what they are without starting with six basic petrochemicals- ethylene, propylene, butadiene, benzene, toluene, and xylene- that are combined with other chemicals to create high quality everyday products. 13

Ethylene is used in the production of plastics, detergents, tile and flooring, solvents, and more. 14 Propylene is a product that exists naturally in the environment and is used commercially as a chemical intermediate in manufacturing processes. 14

Butadiene is used in making tires, wetsuits, carpet backing, and other synthetic rubbers. 14

Disinfecta nts OxyChem and Shell Geismar produce sodium hypochlorite and ethyl alcohol, which are used in many cleaning prodcuts. Dow Chemical makes Formula 409 and ExxonMobil’s North Baton Rouge facility is the nation’s number one supplier of isopropyl alcohol.

Medica l Supplies

Medica l Devices OxyChem and Eastman produce ethanol, chlorine o gas, chlorine triflur i de, and tri tan pol yme r , w h i ch are all found in medical devices. These devices wouldn’t work without electrical power provided by EthosEnergy!

Formosa, Shintech Louisiana, Westlake, and Shell Geismar produce polyvinyl chloride (PVC)and co-monomers that are used to make the plastic found in medical supplies intended for one-time use.

Eastman produces amines that are found in popular diabetes medications and cellulose esters that provide extended-release in medications. Koura produces medical propellants that are used in 75% of the world’s metered dose inhalers. Ibuprofen is produced in Louisiana by Albemarle. Phillips 66 produces the sulfur that is found in many ointments and other medications.

Scrubs Shell Geismar produces mono-ethylene glycol (MEG) and Koch Methanol St. James makes e the methanol found in the synthetic fibr s that BASF produces to make scrubs worn by nurses and doctors.

Persona l Protective Equipm ent Methanex produces the methanol that is used to make masks and gloves. Performance polyethylene (PE) resins, produced by ExxonMobil and Westlake, and acrylonitrile, produced by Cornerstone Chemical Company, are also found in PPE.

The Board of Directors is made up of up to fifteen-member plant managers and focuses on overall strategic goals achievement and governance. The Contractor Workforce Development Committee is made up of maintenance, contracts administration, or others interested in workforce development. The committee steers education providers in the region from high schools to trade schools, to universities and drives initiatives with the state government. This committee also develops best practice guidelines and oversees GBRIA’s labor forecast and wage survey. The Public Affairs Committee is made up of public affairs representatives and plant managers. The committee focuses on best practice sharing and developing programs to bring value to our local communities by highlighting the positive aspects of industry in various ways, from the development of Industry Makes to educational videos and media placement guidance for GBRIA.

The Sa fety, Hea lth, & Security Committee is made up of safety management representatives. The committee focuses on best practice sharing and has developed industry standard guidelines such as breathing air, contractor safety audits (named Industry Best Practice by the American Chemistry Council in 2022), hydroblasting and more. The Technology Committee, launched in 2023, is made up of GBRIA members and industry specialists collaborating to share best practices for effective implementation of digital technologies and enhance workflow efficiencies, training, safety measures, sustainability, and overall performance within companies. Pla nt Ma na gers meet quarterly to share best practices within industry and discuss development within GBRIA. The several Event Committees are comprised of members and partners who volunteer to assist staff in event planning and production of our many events including the Golf Tournament & Gumbo Cook-Off, the Industry Expo, and the Clay Shoot Tournament.

The Associated Builders and Contractors (ABC)/ICC Steering Committee was formed to promote the cents per craft hour program and more effectively collect funding for the Pelican Chapter Training Center. The group’s mission is “Contractors and owners working together to communicate and collaborate on workforce development and other common issues impacting industry.” In 2023, GBRIA also grew its partnership with ABC’s Bayou Chapter in the New Orleans region.

The Allia nce Sa fety Council (ASC) Steering Committee, whose mission is “GBRIA and Alliance Safety Council will collaborate to provide high quality, cost-effective safety, health, and environmental training that meets the needs of our owners and contractors.” Key objectives include identifying cost-effective curriculums that meet the needs of industry, monitoring GBRIA’s Incident & Illness Survey and other data sources to identify trends that lead to new courses or focus areas and steering the implementation of a site criteria tool and promote its use among owners and contractors.

The Ca pita l Region Industry for Susta ina ble Infra structure Solutions (CRISIS), a partnership with the Baton Rouge Area Chamber (BRAC), created to ease local worker commute issues, which has brought over $2 billion in new infrastructure including a new Mississippi River Bridge. CRISIS’ mission is “to provide a leadership voice to address the Capital Region’s transportation crisis, identifying solutions and advocating for their prioritization and funding.

Industry Ma kes, a campaign and now stand-alone organization uses co-branding tools to advocate for industry using a grass roots, united front. Industry Makes’ mission is “to be a trusted source of industrial communications, while advocating for future investment and industrial growth that is the backbone of Louisiana.

NORIA, The New Orleans Region Industry Alliance, formed in 2019 is made up of New Orleans region plant managers. The group meets quarterly and in 2023 worked on security response plans between industry, EOC and local law enforcement; mitigating projected labor shortages for skilled crafts and other plant personnel; and connecting local governments and broader communities to industry’s regional value and impact.
