Message from the Chair of GBRIA

Tom Yura COO, Cornerstone Chemical Chair ,Greater Baton Rouge Industry Alliance, Inc.

GBRIA’s mission is to add value to our community by driving solutions to common issues with an emphasis on workforce development and safety performance. To achieve this mission, we have six strategic objectives: •

Achieve injury and incident free workplaces

•

Ensure access to a competitive and skilled company and contractor workforce

•

Build support in the local community for retention and growth of our industries

•

Facilitate operational excellence through networking and exchanges

•

Maintain a vibrant, successful, and involved membership

•

Provide stewardship to budget and maintain the highest levels of financial integrity

The first goal, to achieve injury and incident-free workplaces is the main topic of this publication. In April 2020, GBRIA was scheduled to celebrated its 24th Annual Safety Excellence Awards and this event, like others in the past, aimed to highlight the excellent achievements made by GBRIA members and contractors over the past year. Due to COVID-19, we had to cancel the event but as you can see, we are finding new ways to recognize safety excellence.

GBRIA members and their contractors have produced work environments that rival any other industry in the region. When comparing various industries, we find that the retail industry’s recordable rate is around 3.3, manufacturing is 3.6, but within the GBRIA membership, the recordable rate has been well below a 1.0 for the past 16 years. This is accomplished, in part, through the dedication of members of GBRIA’s Safety, Health, and Security Committee who strive to share best practices with both the GBRIA membership and the contractor community to help keep our

employees safe.

GBRIA’s Contractor Safety and Health Evaluation/Audit program is another tool that members use to communicate and promote the safety standards that industry expects. The audit program not only covers OSHA compliance requirements but also many industry specific best practices. I’d encourage any plant not engaged in using the program to do so. All contractors nominated for the Safety Excellence Awards have been vetted with this evaluation.

In addition to GBRIA’s efforts to continuously improve safety excellence, GBRIA’s Workforce Development Committee works to ensure access to a competitive and skilled company and contractor workforce. This committee has focused on encouraging craft training to high school students in the Greater Baton Rouge Area with more outreach, especially through GBRIA’s Annual Craft Workforce Development Awards Program. In addition, GBRIA voices industry needs in post-

secondary institutions through cooperation with the Associated Builders and Contractors and the Louisiana Community and Technical Colleges. GBRIA has helped stand up new training programs such as Hydro blasting and NonDestructive Testing. GBRIA’s annual Craft Workforce Development Awards banquet continues to grow, recognizing more contractors, post-secondary institutions, and high schools for their achievements in workforce development or craft training each year.

GBRIA’s Membership and Public Affairs committee continues to build support and engagement in the local community for retention and growth of our industries. GBRIA uses its social media platforms to educate the public of industry operations. Large events such as the annual Craft Workforce Development Awards, Safety Excellence Awards and Annual Meeting are broadcast through GBRIA’s YouTube channel and the Louisiana Hometown Network on cable channel 21 for 4 weeks after each event. Our increasing Public Affairs outreach program will focus on “the value proposition” to our Capital Area community. From the small business owner who supplies our industry and employees to the schools we support with our tax dollars, externship programs, resources, and the way industry rallied to support the fight against COVID-19, we have such a great story to tell. It is time for us to raise our voice and be proud of our industry.

Through relationships with traditional media platforms, GBRIA promotes facts and positive news stories. The Advocate and The Baton Rouge Business Report continue to feature articles of GBRIA sharing results of our regular surveys including our Plant Managers’ Economic Outlook quarterly survey and our Bi-Annual Labor Forecast survey. GBRIA also contributes to the 10/12 Industry Report each quarter.

For further engagement with membership and community, GBRIA hosts several large events each year. In 2020, GBRIA hosted its 50th Anniversary Gala, Annual Meeting and Plant Leadership Conference and a Clay Shoot at Bridgeview Gun Club in Port Allen before COVID-19 put a stop to our major events. We do plan to host the Golf Tournament and Gumbo Cookoff at Pelican Point as well as the TopGolf Fundraiser toward the end of the year.

GBRIA has formed several coalitions with other area associations such as the Baton Rouge Area Chamber in hosting the TEC Next Conference and the Capital Region Industry for Sustainable Infrastructure Solutions (CRISIS), which continues to make a difference in our transportation infrastructure. GBRIA is currently working with LABI, LMOGA, LCA, ABC, LAIA and more organizations to develop an industry-wide promotional strategy to educate more of the public and elected officials.

All of these efforts would not be possible without the GBRIA staff led by President & CEO, Connie FabrĂŠ, Associate Director of Marketing and Administration, Sue Leger, Manager of Workforce Development and Communications, Jessica Pranjic, and Associate Director of Safety, Health and Security, Brandon Smith. The team continues to do an excellent job moving our agenda forward by providing the energy to garner support for these initiatives from our members. I want to acknowledge the leadership provided by the Board of Directors, and finally I want to thank the member and sponsor companies who support GBRIA. These achievements would not have been possible without the sweat equity our companies provide. We still have many challenges facing our industry. We have a demonstrated record of success when we work together as GBRIA, and I look forward to meeting these challenges head-on. Together, we are the Greater Baton Rouge Industry Alliance.

Welcome to the 24th Annual Greater Baton Rouge Industry Alliance’s Safety Excellence Awards. Usually we can celebrate the accomplishments of GBRIA’s member companies and their contractors

with a large banquet, however, this year the COVID-19 virus has challenged us to recognize safety excellence in a new way. We hope you enjoy this publication and stay tuned to our social media channels for more excitement about our awards.

2020 marks GBRIA’s 50th Anniversary and what a landmark year it is turning out to be. In fact, the old saying that “history repeats itself” seems to be happening. The actual quote “is most likely due to writer and philosopher George Santayana, and in its original form it read, "Those who cannot remember the past are condemned to repeat it" (Source: https://bit.ly/3in7lGq, Jul 31, 2013).

Some economic drivers and societal issues of 50 years ago seem to be very similar today. The price of oil seems to be repeating itself and natural gas is following a similar trend. These lower prices for the main feedstocks to make all the products of our modern life make Louisiana an attractive place to invest in petrochemicals. Like today, 50 years ago we saw an expansion of industry due, in part, to these economic forces.

The news today is filled with cries for change with headlines like, “Baton Rouge mayor announces commission to study racial inequities in wake of George Floyd killing,” The Advocate, June 12, 2020. In 1970 a headline read, “Racial Unrest in Louisiana City Leads to a State of Emergency,” The New York Times, Sept. 22, 1970.

Indeed, it seems we cannot escape our past and that improvements are hard-won.

It is important to remember and learn from the past and to do what we can to improve the things we can control.

One of the things that industry decided it can control is safety. In 1970, the Occupational Health and Safety Act was passed, and employers locked arms with the public in a partnership to improve workplace safety. In 1972, 10.9 injury or illness incidents per 100 workers occurred, and in 2017 that number was down to 2.8 per 100 workers, a substantial improvement for our country. Industry in our region has consistently maintained 0.5 injuries per 100 workers for many years (Source: OSHA website).

When considering the 2020 GBRIA Safety Excellence Awards nominees, the figures are even better…much, much better as you will find out in the remaining pages of this publication. The industrial community in the Greater Baton Rouge area has worked together, tirelessly collaborating with one another through associations such as GBRIA and others to turn over every opportunity for improvement. From purposefully casting a diverse net in recruiting, training, career development and retention for industrial careers, to safety orientations and hydro blasting, by working together, many lasting improvements have been achieved, and it is important to remember the past and keep pushing to zero incidents.

I would like to thank all of the nominating GBRIA member sites and all of the contract company nominees for taking the time to participate in the 2020 GBRIA Safety Excellence awards, for your dedication each day to making your workplaces

safe and for patiently awaiting the results of these awards. This publication is a tribute to all of you and I congratulate each of you on your success.

50 Years of Safety Excellence Over the past 50 years we have seen tremendous changes to how we operate industrial facilities. One of the starkest changes that we’ve stewarded over the past 50 years has been our approach to health and safety.

Now more than ever the safety and well being of our employees and contractors is forefront in how we approach every decision, every outage, every equipment purchase, and how we communicate.

What has contributed the most to how safety is viewed and/or practiced within the industrial community in the past 50 years or beyond?

Kenny Carr, Placid Refining “Today, the industrial community expects safety to be a part of everyday life on the job. Without safety protocols and policies, your company may not survive. Fifty years ago the industrial community had to re-focus their safety mindset - when OSHA was formed. Work conditions, trained healthcare professionals, and the development of safety standards are some of the improvements that helped change how safety is viewed.”

Branden Bennett, Methanex “Safety is seen as the top priority by employers who make it the priority.”

John Thompson, Delek “Truthfully, the single greatest contribution to how safety is viewed/practiced within industry is the creation of OSHA in 1970…and the 5 decades of legislation that has followed as a result. All one needs to do is compare the abysmal industrial safety statistics of countries that do not have legislated minimum standards of safety against those that do to see that consequence driven standards have profound and lasting impacts on industrial safety practices. In the U.S., the instantiation of legislative (legal) requirements to protect our employee’s safety is what drove industry to comply – and eventually acknowledging that improved safety drives improved productivity. “

I think the attitude that we don’t compete on safety has been fundamental to the impressive safety record of the industrial sector. We routinely share best practices between companies and contractors. We’ve worked together to establish standards that reduced the risk and severity of injuries.

David Mihalik, BASF I would say that the biggest change in the 40 years that I have been involved in the chemical industry is the realization and embracing of the concept that good safety is good business. That, combined with the fact that we are judged by the public based off of the industry’s worst performer has created an environment where collaboration and sharing of best practices is encouraged. The result has been continuous improvement in safety performance across the industry. There was a time where safety goals for a major project might be “no fatalities”. Today, we are not satisfied unless we have a completely injury free project.

-Awards OverviewAs owners and operators of industrial facilities the State issues our license to operate, but our right to operate is granted by the communities surrounding our facilities. By safely operating our facilities we earn the trust of our neighbors, and a critical element in safely operating our facilities is our partnership in safety with our contractors.

Each year, GBRIA’s Safety, Health, and Security committee aims to raise the standard of award placement, which serves as a testament to how much contractors have improved over the years.

Consider, for a moment, that hundreds of contractors work in GBRIA members sites every year, and yet less than 60 are represented in the awards program. So, to be nominated for a GBRIA Safety Excellence Award proves that your company is one of an elite group. The recognition you receive in our program highlights your company as one of the best-of-the-best. The GBRIA Safety Excellence Awards are presented to qualified recipients in the following six categories: • General Maintenance and Construction • Commercial Construction • Crane & Rigging • Specialty Trade Hard Crafts • Specialty Trade Soft Crafts • Technical Support Contractors In each category, awards are presented based on the company size according to the actual hours worked company-wide. Nominees were grouped based on size and divided into three divisions per category. The main criteria used for Safety Excellence Awards evaluation includes: • Nomination submission by a GBRIA member-site,

• A written summary of the unique or special qualities of a contractor’s safety management system, • A current GBRIA Contractor Safety and Health Systems audit, • A review of safety performance data, company-wide, • A comparison of the nominee’s Total Recordable Incident Rate against its industry average TRIR as calculated by the Bureau of Labor Statistics.

The GBRIA Safety, Health and Security Committee reviewed and evaluated each company relative to the criteria and selected the winners based on a consensus decision.

Lifeshare Blood Drive

Rebuilding Together is a non‐profit organization that allows volunteers and corporations to personally assist low‐income, elderly, disabled, and veteran residents to repair and improve their homes. The homeowners can’t afford or are physically unable to repair them on their own. This work is a great service to the individuals and is also a source of community pride in these Baton Rouge neighborhoods. Brown & Root provides building materials and supplies for the projects and our employees volunteer their time and labor.

Brown & Root’s alliance with Eastman Chemical has given Brown & Root employees the tremendous opportunity to serve Iberville Parish/City of St. Gabriel Food Bank. Our site employees volunteer and serve on a monthly basis at the local food bank packaging commodities and bringing them to a distribution center where they are issued to those in need.

LifeShare Blood Centers provide blood components to medical facilities throughout Louisiana, East Texas, and South Arkansas. Cutting edge work in rare blood trait identification has led to LifeShare’s leadership position in providing rare blood components to patients nationally and internationally.

Brown & Root facilitates a blood drive twice per year through LifeShare, where our employees are inspired to generously donate, impacting countless lives in the Baton Rouge community and far beyond!

Salvation Army Angel Tree

ABC Program Partners and ABC Pelican Young Professionals

Angel Tree is 100% employeesupported, with the Salvation Army providing us with “Angels” names, ages, and suggested wishes for presents from Santa. Employees select an Angel from the Angel Tree, purchase the gifts and bring them unwrapped to the Brown & Root Office where they are stored until picked up by the Salvation Army and delivered to a distribution center where volunteers sort them. Parents of the Angels pick up the gifts and wrapping material.

Associated Builders and Contractors Program Partners enables Brown & Root to sponsor a local high school to educate them on Industry jobs. We attend events at the school, fund their ABC tuition and supply them with an assortment of materials such as welding rods & safety glasses.

ABC Pelican Young Professionals provides a forum where current industry leaders and next generation leaders can collaborate and learn from one another in a meaningful way.

The groups participate in community projects such as Mid City Redevelopment Alliance, Mayor's Workforce Experience, Touch A Truck, and LSU Construction Management Competition, to name a few. The LSU Construction Management Competition Team serves as mentors to LSU construction management students competing in the annual ABC Construction Management Competition. Members work side by side with students and use their on-the-job experience to help the students prepare. Brown & Root executives and leaders invest the time to impart knowledge and insight, challenging the enthusiastic young professionals in essential areas such as work ethic, staying focused, and the importance of volunteering and paying it forward.

What safety challenges do you see our industry facing in the next 50 years?

“I think security and particularly cyber security are the biggest challenges we’ll face. This will be especially challenging as we’re trying to prevent injuries caused by bad actors who are deliberately trying to create process and personal safety incidents.”

The industry will continue to have a need for qualified, highly skilled workers. This demand has been historically met locally by mostly male workers. Society today demands, rightfully so, that a diverse group of workers have the opportunity to compete for these jobs. As industry the downturns of the late 1990’s and early 2000’s meant that we skipped a generation of workers, and as the traditional pool of workers has retired, we are seeing a broader diversity, both gender and ethnic, than ever before. We have to make sure our workplaces support this diversity, and we have to make sure that training opportunities are available to anyone in the potential pool of workers.

“Biggest problem that I see is responding to Pandemic, people being too set in their ways are reluctant to adapt and comply with new/developing strategies to fight pandemic.”

Artificial Intelligence”. AI will only be as intelligent as the person who wrote the program and we as safety professionals are reminded on a regular basis that humans don’t always reach the desired performance or level of perfection we would hope for. While AI will be absolutely consistent in its approach to any given set of factors, I worry about the loss of hazard recognition that may be inherent with this type of approach. We tend to do the “big” things quite well, but it is my experience that it is the small things that impact us in the largest ways. Will AI be able to recognize and properly react to the “small” things? I teach folks all the time that “if it does not feel right then it is probably not right”. I fear that our digital world is causing us to lose the ability to benefit from instinct which is that unique ability found in living sentient creatures. I realize instinct can often be flawed, but have you ever encountered a situation where you just “knew” something was amiss or downright dangerous?

John Thompson, Delek “Although we are light-years ahead of where industrial was 50 years ago, I believe that we (Industry) will continue to strive for ‘zero’; but the ‘80/20 rule’ applies. We will spend 80% of our effort to achieve the last 20% of the 100% solution to industrial safety. However, it is a necessary mission – to achieve an expectation of zero injuries and incidents. There still exist in some pockets of our industry a trepidation to communicate shortcomings in our safety programs, and efficacy of same. How do you think the work done at GBRIA has influenced changes in how safety is practiced in our region?

David Mihalik, BASF “GBRIA’s contribution is primarily on the end of contractor safety. A great example is the water cleaning (hydroblasting) work that was done a few years ago. Many companies were experiencing significant injuries from high pressure water cuts. The work done to develop the NCCER standards and collaboration to support the training of these workers in it, plus the best practices development that has allowed most companies to take the wands and shotguns out of the hands of workers and automate this work has greatly enhanced the safety of those who perform these activities.”

David Mihalik, BASF Technology, whether using drones for inspections or rounds, and combining this with image recognition to identify subtle changes in out plants and processes that humans may not detect from day to day. This is akin to the experienced operator waking into a unit and recognizing the change in sound of a pump bearing as a precursor to failure. The difference is that image recognition technology can do this with subtle visual changes.

Technology. The next frontier in industrial safety will be automated predictive tools that help technicians/operators determine risk factors/mitigating actions to further reduce risk to employees.

Although I do believe that we will continue to see better technology in Personal Protective Equipment and sensors, I think that the next ‘game changing’ personal safety advancement will be in the application of software driven solutions that will help predict incidents and warn workers of potential hazards through wearable technology.

2020 Hal G. Ginn Award

Hal G. Ginn Award Overview The most prestigious award of GBRIA’s Safety Excellence Awards is named after Hal G. Ginn and is awarded to contractor who has demonstrated the highest overall safety performance in the last year.

The guiding force behind many of the safety programs that are still critical elements of our organization were spearheaded by Hal G. Ginn. Hal directed the development of the first contractor employee safety training program and helped form the Association of Reciprocal Safety Councils or ARSC, to make contractor safety training along the Gulf Coast reciprocal between owners’ sites. Hal was a leader in the development of our safety and health audit program, which today serves our members needs and others across the Gulf Coast in partnership with Houston Business Roundtable. Hal was the founder of these Safety Excellence Awards and because of his foresight, leadership, and sincere dedication to safety; the GBRIA top safety excellence award is named in his honor.

Nominees for this award were taken from all categories. The top overall performing company was difficult to choose this year, but there was one company whose performance, award write-up, and its contents, its company audit, and innovation and success in 2020 stood out among all the others and this is why they have been selected as our top achiever at this year’s event.
