With a firm foundation in place, we started 2018 focused on our commitment to build upon GBCA’s rich legacy of excellence. Thanks to the collective efforts of our leadership, membership, and staff; I am proud to report that GBCA was able to see that vision become a reality by the end of 2018.
GBCA grew its membership, expanded its influence, and deepened the quality of its programs. Our membership grew by 7%, while achieving an impressive 94% retention rate. We capitalized on a key election year and became a voice for our industry, engaging decision makers at both the local and state levels. We continued to expand our safety services so that GBCA’s membership remained the best

As a result of our collective efforts, your GBCA raised the bar of the construction industry nationwide. We received national awards for our marketing campaign, #ExcellenceisBuilding. We were also awarded a national grant from the Associated General Contractors of America (AGC) to host Fall Protection Trainings for our members, and we were selected to host the 2019 National AGC Construction Leadership Council Conference. Your association is focused on achieving exceptional results for its members - and people are beginning to notice.

We provide 277 member companies with access to advocacy, networking opportunities, safety services, education and training programs. Membership in GBCA connects companies and individuals working in commercial construction with other industry leaders, responsive services, and best practices. GBCA brought members together for a variety of informative and engaging events throughout the year. We welcomed a record number of attendees and sold-out audiences for several programs in 2018.
Annual Meeting | January 22
Our 128th Annual Meeting, held at the Union League of Philadelphia, was a soldout affair. More than 400 attendees came together for our most popular member event of the year to celebrate another year of accomplishments for the association and its members. The Board honored 2017’s Supervisory Training Program graduates, and Philip Radomski of Frank V. Radomski & Sons, Inc., was honored with the Distinguished Director Award for 2017. Former Eagles quarterback, Ron Jaworski gave the keynote, fueled by the excitement from the Philadelphia Eagles becoming NFC Champions the night before. 108% Growth in Membership Dinner Attendance

Sixty-three GBCA member companies invested more than $194,000—a 13% increase from the previous year—to sponsor GBCA events and programs in 2018. Not only do sponsorships enable GBCA to continue offering diverse programming throughout the year, they also strengthen our association by generating increased awareness of the diverse organizations and resources available within GBCA.
Membership Dinners | March 8 and September 27
GBCA hosted two Membership Dinners at the Cescaphe Ballroom in the Northern Liberties section of Philadelphia and in Center City at The Ballroom at the Ben, welcoming a record number of attendees with over 500 people in attendance. At our first Membership Dinner of 2018 in March, members enjoyed a presentation by Mr. William P. Hankowsky, Chairman, President and CEO of Liberty Property Trust. Our Fall Membership Dinner in September featured Joseph F. Coradino, CEO of PREIT, speaking on the future of retail. It was the largest attendance ever for a GBCA Membership Dinner.
Golf Outing | June 18
GBCA hosted the 2018 golf outing at the prestigious Philadelphia Cricket Club, sold out for the 3rd year in a row. Even in 100 degree heat, GBCA members stayed hydrated and played a full 18 holes of golf. We also raised over $2300 towards the Construction Leadership Council’s Alex’s Lemonade Stand fundraising campaign!

Active Members of the GBCA and invited guests attended a dinner to meet and hear remarks by both John J. Dougherty, Business Manager of the Philadelphia Building and Construction Trades Council AFL-CIO and Business Manager of IBEW Local 98 and Ryan Boyer, President of the Philadelphia Building and Construction Trades Council AFL-CIO and Business Manager for the Laborers’ District Council of Metropolitan Philadelphia & Vicinity. It was an opportunity to hear their thoughts about union construction in the area and to learn more about the Building and Construction Trades Council.

The 21st annual Construction Excellence Awards ceremony, held at Vie Ballroom, celebrated building craftsmanship, innovation, and collaboration. This year featured an expanded awards program with 22 categories spanning the variety of specialties represented within GBCA membership, as well as pioneering advancements in safety, and technology.

GBCA plays a vital role in providing our members with access to the most upto-date safety resources, training, and best practices. Our programs span safety topics ranging from fall protection to preventing opioid abuse, and we work closely with OSHA to encourage the highest safety standards in the industry. Our popular breakfast series brought together safety professionals and Philadelphia area and Region III OSHA officials to discuss local, state, and federal OSHA initiatives, and to strategize how to make our workplaces safer. In 2018, this series focused on building a Culture of Safety, and we saw a 25% increase in attendance from 2017.

Focus Four Training and National Stand Down for Fall Protection Safety:
During the months of March, April, May, and June, OSHA requested that all companies focus their safety meetings and toolbox talks on the Focus Four hazards. GBCA posted weekly Toolbox Talks in the News-at-a-Glance newsletter during this four-month period to assist the members in their training efforts. From May 7-11, GBCA participated in or attended several safety stand down events in the region.
Silica Safety Program
To address OSHA’s new silica standard, introduced in late 2017 and enforced in 2018, GBCA provided trainings and resources to help member companies stay compliant and safe. GBCA also provided members with a silica testing program, which gave them access to discounted equipment and testing materials, training for the testing equipment, and access to a nationwide historical air quality database.
Drug and Alcohol Policy
In 2018, GBCA created a template drug and alcohol policy for our members. The policy, which by the end of 2018 was undergoing legal review, is designed such that it can be restructured easily as laws change. The policy may be used by all trades, office personnel, allow for recovery and reintroduction of employees, establish guidelines for testing methods, and protect the rights of both employers and employees.
Water. Rest. Shade.
Working with OSHA’s “Water. Rest. Shade.” campaign to keep workers safe in the heat, GBCA drew attention to the importance of heat illness prevention by sharing Toolbox Talks and resources on the topic in July. We also closed the monthlong campaign by visiting worksites, handing out water and having heat illness prevention and awareness discussions at four member job sites.

GBCA’s dedication to education and professional development ensures our members have the most skilled and highly trained workforce. GBCA’s educational offerings, an entirely IAP funded program, have grown tremendously over the last four years. Our tuition reimbursement and scholarship offerings are more robust and utilized, our seminars and classes are more highly attended, and our workforce development initiatives are creating measurable impact on the industry, cementing GBCA as the industry frontrunner.
Through training courses, seminars and classes, tuition reimbursement, certificate programs, and scholarship opportunities, our members and their staff have access to exceptional programs that develop and expand their skills and knowledge. With active workforce development efforts, GBCA also generates significant awareness of career opportunities within the construction industry among aspiring professionals and the rising generation of talent.

2018 Education Highlights
In 2018 GBCA introduced a Technology Committee, a subcommittee of Education co-chaired by industry, David Maser of Gilbane, and academia, Ken Sands II of Drexel University, and in November hosted the region’s first ever Construction Technology Expo with over 200 attendees in partnership with AGMA, EBA, MCA, and NECA. With a focus on adapting programs to the changing needs of the industry, GBCA introduced AGC of America’s Certificate of Management-Building Information Modeling (CM-BIM) series. In June, the AIA/GBCA Joint Committee partnered with the Construction Owners Association of America (COAA), to produce “An Owner’s Perspective,” and in December co-hosted a follow up program, “An Owner’s Perspective: Part II.” Increased online trainings offered in 2018 included Construction Materials and Processes, as well as a Microsoft Project course.
Tuition Reimbursement and Scholarship Fund
In 2018, GBCA’s Tuition Reimbursement program distributed over $50,000 to individual members enrolled in construction education programs at local colleges and universities. The association awarded its annual scholarship to benefit students as they advance their construction studies. As part of the GBCA Scholarship Fund, which is an arm of the AGC Education and Research Foundation, student beneficiaries who are enrolled locally in ABET- or ACCE-accredited construction management or construction-related engineering

programs will be awarded an annual $2,500 scholarship, renewable for up to three years, for undergraduate or graduate studies. This year GBCA introduced reimbursements in new programs with the University of Delaware, keeping up with changing industry trends, including safety and drones.
Workforce Development and Community Service
In 2018 GBCA cemented a partnership with local owner Penn Medicine to fund and run the PennAssist training program for local high school graduates interested in skilled trades in union construction.
In continuing GBCA’s efforts to support industry recruitment at the middle school and high school levels, GBCA continued its Hard Hat Club at the Charter High School for Architecture + Design in Philadelphia and this year created “Build You Career,” a publication promoting careers in the skilled building trades in our region.
Support of apprentice ready programs in 2018 meant GBCA proudly provided opportunities for city residents interested in pursuing careers in union construction. Partnerships with the Construction Apprentice Preparatory Program (CAPP) and the Carpenters’ Apprentice Ready Program (CARP) proved once again successful and will continue into 2019.
Through partnerships and alliances with several area colleges and universities, GBCA is helping to create the most skilled and highly trained construction workforce.

The Construction Leadership Council (CLC), the young construction professionals group of GBCA and an extension of the national AGC CLC, is helping to advance and promote the construction industry in the Greater Philadelphia Region.
GBCA’s CLC is dedicated to helping young construction professionals strengthen and develop their careers in the industry.
The CLC’s Leadership Workshop Series provided members with the professional skills necessary to be effective leaders.

The CLC also created opportunities for younger professionals to connect with more established executives by holding events such as a behind-the-scenes Hard Hat Tour of the mixed-use development, Lincoln Square.
Community service is at the core of the CLC’s mission. In 2018, the CLC raised $3000 for Alex’s Lemonade Stand. The CLC also showed its service through actions. In addition to raising $500 for Back-toSchool supplies, and $1500 and over 150 toys for the holidays, the CLC spent a day at Northern Children’s Services, landscaping and playing with the children.
The CLC salvaged over 5100lbs of fresh produce from the Philadelphia Wholesale Produce Market, redirecting the food to Philadelphians in need and reducing food waste in the city.
The CLC also sponsored 93.3 WMMR Preston & Steve’s Camp Out for Hunger, encouraging Philadelphia to “Demolish Hunger” by donating food to Philabundance at the GBCA-branded Donation Area and Tent. The CLC also donated 84,000 lbs of fresh produce, and with Carpenter Contractor Trust on hand to film the live broadcast, GBCA was featured on the radio during the week-long event.

Industry Collaborations
GBCA has been intentional about remaining active in the halls of power in Philadelphia, Harrisburg, and Washington DC. We drew upon both new and seasoned relationships with other organizations within our industry. From the Philadelphia Commerce Department’s Business Legislative Advisory Group to the General Contractors Association of Pennsylvania in Harrisburg, these relationships help to expand our network of relevant connections and achieve a higher success rate when advocating for our members’ needs.
Labor Relations
GBCA is the go-to organization for local labor relations support. GBCA takes pride in leading negotiations with our affiliated trades: laborers, carpenters, cement masons, operating engineers, rodsetters, drywall finishers and plasterers.
In 2018, GBCA negotiated equitable agreements with the Keystone Mountain Lakes Regional Council of Carpenters; Laborers’ District Council; Cement Masons Local 592; Plasterers’ Local 592; DC 21 International Union of Painters and Allied Trades AFL-CIO-CLC; and Local 405 of the International Association of Bridge, Structural, Ornamental and Reinforced Ironworkers AFL-CIO.

GBCA is active through political action committees (PACs) at local (GBCA PAC), state (GCAP PAC) and federal levels (AGC PAC) on issues important to GBCA members.
The GBCA PAC represents the strong, collective voice of our membership and effective leadership on local matters within the City of Philadelphia and surrounding counties. In 2018, the GBCA PAC held two successful fundraisers, where attendees networked and discussed industry topics with elected officials and their staff members. We will be ramping up our political activity for the Mayoral and City Council elections in 2019.
Through GCAP PAC, GBCA advocates for industry-advancing legislation in Harrisburg. GCAP PAC provides GBCA with a strong industry presence on statewide issues along with the Master Builders’ Association of Western PA and the Keystone Contractors Association in Central PA.
GBCA is active on a national level through AGC PAC. In 2018, GBCA has been influential in solidifying strong AGC PAC support for the Southeastern PA delegation on Capitol Hill.
GBCA was a prominent voice for our members during critical city, state, and national legislative and regulatory issues. In 2018, GBCA:
Philadelphia
■ Joined the development community to testify against Inclusionary Zoning legislation.
■ Advocated against the implementation of a 1% Construction Tax to fund affordable housing development.
■ Worked with elected officials to secure funding for affordable housing without levying a new tax on construction.
■ Advocated for increased staffing level for the Department of Licensing and Inspections to improve service delivery for our industry.
■ Participated in the Department of Licensing and Inspections Annual Report Card review process.
■ Participated on the City’s Regulatory Review Committee to address onerous and dated regulations governing construction and development.
Harrisburg
■ Lobbied to provide public projects with additional project delivery methods beyond the limitations of the separations act.
■ Lobbied against the repeal of prevailing wage laws.
■ Lobbied against the reduction of the mandated apprenticeship ratio.
Washington, DC
■ Continued to lobby for Multi-employer Pension Reform.
■ Supported the Tax Cuts and Jobs Act which reduced corporate, individual and pass through tax rates.

Targeted Advertising
In 2018, GBCA’s message was seen or heard over 505 million times through paid advertising and sponsorships in the Greater Philadelphia Region. 2018 started off with GBCA supporting the Philadelphia Eagles as they soared to the Super Bowl: GBCA ran ads on NBCSports TV, 97.5 FM The Fanatic, The Philadelphia Inquirer, and the Eagles Yearbook. On Independence Day, GBCA published an ad in The Philadelphia Business Journal promoting the legacy of excellence of GBCA members, all the way back to its start as part of the Carpenters Company.

GBCA also continued its partnership with the Select Greater Philadelphia Council and promoted the strength of Philadelphia’s commercial building industry on the Growing Greater Philadelphia Radio & Podcast Program. Sixteen GBCA members were featured on the radio show, which were aired on Talk Radio 1210 WPHT-AM and hosted as podcasts on Radio.com.
Stories about GBCA members’ roles in Philadelphia’s construction industry were also shared through native content and banner ads online. GBCA sponsored the Crane Watch page on the Philadelphia Business Journal website; a feature on upcoming projects in Philadelphia. GBCA also wrote original content for the Philadelphia Business Journal, both for print and the website – highlighting important key topics such as safety, new leadership, and diversity in construction. Philly.com featured a live map of Philadelphia; this map linked to over 25 upcoming projects currently being built by GBCA members. Each point on the map was accompanied by a description of the project and the key GBCA members that were working on it.
Member Communications
GBCA keeps its members up-to-date on the latest association and industry news through legacy and new media. GBCA’s award-winning magazine, Construction Today, featured articles from 18 member companies in 2018, and expanded its reach to over 2,500 recipients per issue. Our popular weekly e-newsletter, GBCA News at a Glance, was redesigned and reached over 1600 subscribers by the end of the year.
GBCA’s blog and social media channels also increased in activity exponentially this past year. In 2018, the amount of information shared through the blog doubled, and our engagement on Facebook, Twitter, and LinkedIn increased by 300%. We also re-launched our Instagram account, doubling our following in the first six months.
