A whole lot of learning going on as new school year starts

By the end of August more than 13,000 North Central Connecticut students had returned to school with the hopes of completing their 2023-24 school year in early June 2024.

Projected last-day dates (subject to snow days that could move the closing dates later into June) of this school year could occur

as early as June 6 in Somers, June 7 in East Windsor, Ellington, and Stafford, June 10 in Enfield, and June 11 in Suffield.

Between now and the tentative last days, there will be a whole lot of learning going on, even as school systems continue to contend with long-term effects COVID has wrought since the 2019-20 school year.

Fall outlook: Fair times heading your way

WEST SPRINGFIELD — The Big E, New England’s great state fair, returns for another edtion Sept. 15-Oct. 1.

As of press time, headliners set to take the stage at The Big E Arena are Rock & Roll Hall of Famer John Fogerty, country singer Parker McCollum, singer/songwriter Quinn XCII, German DJ Zedd, rock band Third Eye Blind and country singer Chris Young.

Grammy-winning singer/songwriter and guitarist Fogerty is scheduled Sept. 15. Fogerty’s hits as a solo artist and member of Creedence Clearwater Revival include "Centerfield," "Proud Mary," "Fortunate Son," "Born on the Bayou," "Bad Moon Rising," and "Have You Ever Seen the Rain?" Hearty Har, a rock band led by Fogerty’s sons Shane and Tyler, will open the concert.

CMT award-winning country singer McCollum will perform Sept. 17, a few months after releasing his fourth studio album, “Never Enough.” Quinn XCII (“Flare Guns” and “A Letter to My Younger Self”) is scheduled Sept. 23 and Third Eye Blind (“Semi-Charmed Life” and “Jumper”) on Sept. 30.

Zedd will take the stage Sept. 29. The Grammywinning DJ has produced numerous Billboard topping hits like “Clarity,” “The Middle” and “Break Free.” Chris Young, a CMT award-winning artist, will perform Sept. 24.

The Big E fair will also offer more than 20 free concerts to attendees at the Court of Honor Stage this fall, fair organizers announced.

Concert series returns to Somers

SOMERS — For the fourth in a row, the Somers Cultural Commission begins its Fall Concert Series on Saturday, Sept. 2, from 1 to 3 p.m. at the Gazebo on 19 Battle St. Except for Four Town Fair weekend, there will be five concerts with the following lineup:

Sept. 2 — Agawam Melody Band, Songs from the 1940s to the ’90s.

Sept. 9 — Big Deal Rock Band, rock ’n’ roll, 1960s to today.

Sept. 16 — No concert.

Sept. 23 — Cobblestone Road, country favorites.

Sept. 30 — Six Pack of Blues, jump blues and swing.

KIDS’ PROGRAMMING: Home Alone Safety Course

Home Alone Safety for Kids is a unique class for boys and girls ages 8 to 13 years old who are left home alone. This interactive 90-minute course will cover safety concerns parents have when their children are by themselves. Students will learn to be more aware of the potential dangers that they could face when they are alone.

Renters rebate deadline nears

EAST WINDSOR — The town’s Social Services Department is still taking applications for the State of Connecticut Renters Rebate Program which runs through Sept. 29 for East Windsor residents.

This program provides a one-time payment to renters based on income, rent and utilities that were paid in the year 2022. Applicants must be 65 years old by Dec. 31, 2022, or be permanently disabled as defined by Social Security and be at least 18 years of age by Dec. 31, 2022.

Required documentation includes: Social Security benefit statement (2022 Form SSA 1099) required; Dividends, interest and annuities; All taxable IRA accounts; Copy of your 2022 federal income tax

return and all supporting documents (if required to file);

Copies of all your nontaxable income for 2022 must also be provided (veterans disability payments, pensions, federal SSI, alimony, unemployment, workers compensation, etc.).

Plus, you must show proof of your expenses for calendar year 2022 for the following: rent, electric, gas, water, and deliverable fuel expenses.

• Need rent receipts from January to December 2022 or letter by landlord stating what you paid for 2022.

• Electric, gas, water, and deliverable fuels: You should call each vendor and request a payment history for the year 2022 and they will mail it to you.

Income guidelines are $40,300 for single renters and $49,100 for married couples.

The East Windsor Greater Together Community Fund in conjunction with the Hartford Foundation for Public Giving is pleased to announce a competitive grant opportunity offering up to $5,000 to one or more nonprofits proposing projects to benefit the residents of East Windsor. All interested applicants must complete the application at www.hfpg.org/eastwindsorct.

A Request for Proposal that explains who qualifies, what needs to be done to receive a grant and the grant applications are available on the Hartford Foundation’s Greater Together Community Fund’s East Windsor landing page. An Army veteran and former South Windsor Chief of Police, Reed also has a background in law, having held positions at UConn and the Capital Region Education Council, practicing in employment, municipal, and administrative law. Most recently, he has worked for the State of Connecticut, both as a staff attorney/hearing officer with the Freedom of Information Commission and as a staff attorney at the Department of Emergency Services and Public Protection.

A staunch advocate for open government, he has been the recipient of the Bice Clemow Award from the Connecticut Council on Freedom of Information for

his leadership in support of open and accountable government; he also served on the Board of Directors of the CT Foundation for Open Government.

The town is extremely fortunate to add Matthew to its leadership team; his background and experience will prove invaluable to day-to-day operations. Maternal health victories achieved this session

HARTFORD

— Our family welcomed a new baby this year and we are adjusting to a routine of a family of four.

Like his sister, our son came earlier than expected and while I was preparing myself for that, I wasn’t completely ready for him to come when he did. He was due in mid-July. He came about a month early.

I have an excellent support system and we had help with our daughter, as Aaron and I traveled to the NICU to be with our son until it was time to bring him home.

After giving birth, many mothers may feel post-partum depression and anxiety.

In the 2023 legislative session, we passed several bills that will help support maternal health.

Through Public Act 23-97, the Department of Public Health (DPH), in consultation with the Department of Mental Health and Addiction Services (DMHAS), and organizations representing health care facilities and licensed health care professionals, will develop a maternal mental health toolkit to provide information and resources regarding maternal mental health to licensed health care professionals and new parents in the state.

The toolkit will include:

• Information about perinatal mood and anxiety disorders, including, but not limited to, the symptoms of such disorders, the potential impact of such disorders on families, and treatment options; and

• A list of licensed health care professionals, peer support networks, and nonprofit organizations in the state that treat perinatal mood and anxiety disorders or

provide support for persons with a perinatal mood or anxiety disorder and family members.

No later than Oct. 1, DPH will make the toolkit available on its website.

Public Act 23-147 makes changes to licensure and accountability for maternal health care providers and explores ways to expand access to doulas and midwifery to ensure all expectant parents receive highquality care and experience better outcomes. This includes:

• Requiring outpatient clinics that provide birth center services for low-risk pregnancies to be licensed and accredited and requiring that they coordinate care with appropriate health care providers and hospital emergency departments if the patient's pregnancy becomes more dangerous.

• Establishing an infant mortality review program and committee within DPH to review data and medical records, identify problems with the delivery of care, and make recommendations on how to address healthcare disparities to reduce infant deaths.

• Establishing a Doula Advisory Committee within DPH to recommend how to improve training for doulas, bring awareness of the profession, and create a license for certified doulas.

North Central Schools receive mental health grants

HARTFORD - Governor Ned Lamont and Education

Commissioner Charlene RussellTucker today announced the release of $15 million in funding for 72 school districts across Connecticut to support the hiring and retention of school mental health specialists for the 2024, 2025, and 2026 school years.

Awarded under the Connecticut State Department of Education’s School Mental Health Specialists Grant program, the grants for each district range from $25,150 to $120,000 in each of the first two years and 70% of that amount in the third year. The competitive grant program is utilizing funding the state received from the federal American Rescue Plan Act (ARPA).

This is the second of three rounds of grants aimed at increasing the number of mental health workers in schools that are being administered by the state using ARPA funding.

“Every child deserves essential support for behavioral health services, and through the release of these grants we are able to assist more school districts in hiring mental

health workers,” Governor Lamont said. “Making these resources available in schools is a way we can easily and directly connect children and teens with the support they require.”

“The Connecticut State Department of Education is excited to unveil the new School Mental Health Specialists Grant program, which prioritizes our students’ wellbeing – a foundational element to student success,” Commissioner

Russell-Tucker said. “This funding will enable schools to hire dedicated school mental health professionals, ensuring students have the vital support they need. With this investment we are building a safer, nurturing environment where students can excel academically, socially, emotionally, and physically. Together, let’s forge a stronger, healthier future.”

Grant awardees will be required to attend a training this month and complete the compliance documents for the use of ARPA funding. A notification for the training will be sent to the grant awardees.

Officials stay positive despite teacher shortage

Enfield Superintendent Chris Drezek compares statewide school challenges to a “perfect storm,” in which repercussions from the COVID years have created longterm turbulence. These include teacher burnout, student behaviors, and cultural issues concerning classroom curriculum. All three have led to a number of teachers leaving the profession since 2020.

Teacher shortage

According to data from the Connecticut State Department of Education, there were about 1,300 teaching vacancies and 1,300 paraprofessional vacancies unfilled in the state. In July, the CSDE identified 11 certification endorsement shortage areas, designating the four greatest shortages in mathematics, science, bilingual education, and special education.

“One week in August we lost 11 certified teachers,” Drezek said. “We got lucky and have been able to fill each with long-term substitutes,” similar to many

of the schools in north central Connecticut.

Addressing the teacher shortage, Suffield Superintendent Dr. Timothy M. Van Tasel said, “We’ve been fortunate to fill almost all of our certified and noncertified vacancies. We began our recruiting early, and the only areas we struggled to fill were a few shortage area positions.” Van Tasel, however, expects the teacher shortage to continue to affect Connecticut schools in the future.

Steve Moccio, Stafford superintendent, acknowledged the teacher shortage is nationwide. He said with the state shortage teachers have the ability to pick and choose where they work. “Smaller, rural, less affluent districts oftentimes will lose a teacher to a higher paying district, or one that has the ability to provide greater support.” The Stafford school district, like its neighbors, is seeking to fill positions through online and social media postings.

On a positive note

Still in light of shortages affecting all districts, superintendents remain optimistic.

“We have a lot of people excited to be here,” said Drezek of new recruits to Enfield schools.

And, according to Van Tasel, the excitement he feels before a new school year is about to start is palpable, yet difficult to explain.

“After 24 years in education ... the feeling has never gotten old for me. Seasons of change, school year routines, student successes, and the endless amounts of school events are all things I look forward to each and every year,” Van Tasel said.

Moccio emphasized that under any conditions, “students provide the school district with a wonderful and inspiring reminder of ‘why’ we do what we do.” He alluded to how Thomas Jefferson believed education is the foundation of democracy and is critical for the preservation of freedom and happiness.

“While education in 2023 is different than in 1786, it is even more important for us to prepare all students to become the next generation of productive, respectful citizens,” Moccio said.

ELLINGTON — Looking forward to the 2023-24 season, Ellington High School boys soccer coach Patrick Gosselin said, “One of the best parts of coaching and teaching is that every year and every day is different. I am very proud of what the team was able to accomplish last year.

“Each year brings its own challenges and goals. A lot of key players are returning, but we also lost a lot of players to graduation. I hope each player views that as an opportunity. ... This team will be young, hungry, and fun to watch.”

Town welcomes new deputy police chief

ENFIELD — At the August Town Council meeting, the council voted to restore the position of deputy chief to the Police Department’s organizational structure, recognizing that this would create a pathway for Capt. Steven Kaselouskas to fill this position.

We know this is needed based on the multifaceted demands being faced every day by the department, and the demands being made by the community as to where the priorities are … such as responding to the opioid and fentanyl crisis, traffic issues and community safety concerns.

The motion passed 11-0 unanimously, and later that same week, Enfield native Kaselouskas was sworn in as the Town’s Deputy Chief. The promotional ceremony was held in the Town

Council Chambers and attended by a variety of dignitaries, friends and family members. The Rev. Michael Dolan, pastor of Saint Thomas the Apostle, and Saint Timothy parishes in West Hartford, offered the invocation to the packed room, that included one of Kaselouskas’ mentors, retired chief of Police Carl Sferrazza.

As Mayor, these days are the ones that mean the most as the town of

Enfield recognizes, quite literally, the lifelong commitment of Kaselouskas to this community.

I was very thankful to watch Police Chief Alaric Fox speak of the mantle of leadership when he said “The town of Enfield vests their safety and wellbeing in a police department. The police department vests day-to-day personnel oversight in our first-line agency supervisors. These same super-

visors vest their confidence and their commitment in the agency administration. All of these stakeholders have great expectations, and very rightfully, considerable demands, of the department’s administration.”

The Enfield Police Department deputy chief is recognized by a single gold star worn on each collar of the uniform shirt.

The deputy chief serves as the department’s executive officer and as acting chief of police in the absence of the chief. The deputy chief supervises the operational and administrative functions of the department.

Kaselouskas received his oath of office from the Town Clerk Sheila Bailey. He then had his badge pinned, and insignia affixed, by members of his family.

Kaselouskas first joined the Enfield Police Explorers at age 13, going on to become a two-time explorer captain, attending all four phases of the Explorer Police Academy, and serving as “chief of police” in the Explorer Police Academy-Police Department. He served as an Enfield Auxiliary Police Officer for a year, whereupon he realized his lifelong dream of being hired as an Enfield police officer on Jan. 10, 1993.

Kaselouskas went on to serve as a field training officer, was promoted to sergeant in December 2001, lieutenant in April 2007, and captain in May 2019. He has also served as the department’s Field Training and Evaluation Program coordinator, as the Enfield Police Department assistant accreditation manager, an internal affairs investigator, and on the Enfield Police Department Honor Guard.

He continues to serve as a Connecticut POST state accreditation assessor, was a past board member of the Asnuntuck Community College

Criminal Justice Advisory Committee, is a current board member of the Westfield State University Criminal Justice Advisory Committee, is a member of the Enfield Together Coalition Leadership Team, and is the chair of the Enfield Together Coalition Community Education and Enforcement sub-committee, and a member of Enfield Key Initiatives to Early Education.

Kaselouskas has been the recipient of an Enfield Police Department Unit Citation Award, several departmental letters of commendation, the Hartford Police Department Merit Award Medal and the Westfield State University Academic Achievement Award.

He has also been employed as an adjunct professor of criminal justice at Westfield State University since 2015. He holds an associate of science degree in criminal justice from Asnuntuck Community College, and a bachelor of science degree and master of science degree, both in criminal justice, from Westfield State University.

He will attend the FBI National Academy in Quantico, Virginia, in the fall of 2024.

He has been married to his wife Jill for 24 years and they are the proud parents of Dylan and Brooke.

Town using Vision to inspect buildings

ENFIELD — The Town of Enfield has contracted with Vision Government Solutions to assist the town in the inspections of buildings that have had building permits issued in the past 12 months.

All Vision data collectors will be wearing reflective clothing, carry an identification badge and a letter of introduction. They will also have an “Assessor’s Office” sign posted on the vehicle and all cars have been registered with the Enfield Police Department as well as the Assessor’s Office at Enfield Express.

“The data collectors will ask to measure the exterior of the home as well as to confirm the interior data on

file by performing a quick walk through the premises,” stated Steven Bielenda, assistant town manager.

“This should take about 5 – 10 minutes. A person 18 or older must be present for the interior inspection. These interior inspections are voluntary and will only be done when granted permission by the homeowner. For those residents who do not grant access, the information contained on their building permit application will be used.

It is expected that this work will be completed within the next two months.

It’s a Heck of a tradition for Navy family

PEARL HARBOR, Hawaii — Submariners make up only 10 percentof the U.S. Navy’s personnel, but they play a critical role in carrying out one of the Defense Department’s most important missions: strategic deterrence.

Chief Anthony Heck, a native of Rockville, is one of the sailors continuing a 123-year tradition of service under the sea to help ensure Americans’ safety.

Heck joined the Navy 18 years ago and today serves as an electronic’s technician (nuclear) aboard USS Minnesota.

“I joined the Navy to follow the footsteps of my family,” Heck said. “Several of my family members have served, including my grandfather and brother. I was always planning on some form of service and it has grown into a deeply rewarding career.”

Growing up in Rockville, Heck attended Rockville High School and graduated in 2005.

Skills and values similar to those found in Rockville are similar to those required to succeed in the military.

“Growing up, I learned where you come from does not determine where you will go,” said Heck. “You are the most important factor in your own success.”

These lessons have helped Heck while serving in the Navy.

Known as America’s “Apex Predators!,” the Navy’s submarine force operates a large fleet of technicallyadvanced vessels. These submarines are capable of conducting rapid defensive and offensive operations around the world.

“Our mission remains timeless — to provide our fellow citizens with nothing less than the very best Navy: fully combat ready at all times, focused on warfighting excellence, and committed to superior leadership at every single level,” said Adm. Mike Gilday, chief of Naval Operations.

“This is our calling. And I cannot imagine a calling more worthy.”

Strategic deterrence is the nation’s ultimate insurance program, according to Navy officials.

Heck and the sailors he serves with have many opportunities to achieve accomplishments during their military service.

“My proudest accomplishment is the first time I had a sailor that I lead advance to chief petty officer,” said Heck. “Knowing that my training and mentorship in some small way contributed to his success and the future success of his sailors means more to me than I can describe.”

As Heck and other sailors continue to train and perform missions, they take pride in serving their country in the United States Navy.

“Serving in the Navy gives me an opportunity to serve my country and mentor junior sailors to better prepare them for life in and out of the Navy,” said

Heck.

Heck is grateful to others for helping make a Navy career possible.

“I would like to thank my Dad for instilling a good work ethic and making me an honorable man,” said Heck. “His motivation throughout my career helped drive me to help others in the ways he has helped me to pass that same success on to them."”

Vote on projects upcoming; Night Out a success

SOMERS — On Nov. 7, town residents will have the opportunity to vote on two projects approved by the Board of Selectmen and the Board of Finance in July.

Both boards approved resolutions for $10,500,000 HVAC improvements at Somers Elementary School as well as $13,200,000 construction of a new Senior/Community Center for residents of all ages.

These projects are anticipated to be funded both through bonding and through grant funding from various sources.

A special Town Meeting will be held at 7 p.m. Oct. 26 in the Town of Somers Town Hall Auditorium for anyone interested in learning more about the projects.

The Public Works Department had a busy summer. It paved 4.5 miles of local roads, including Lindell Drive,

Jamestown Road, Olde Salem Road, Colonial Drive, Plymouth Road, Suncrest Drive, Hillcrest Drive, Pomeroy Lane, Wells Road, Evergreen Drive, the town side of Eleanor Lane, Collins Road, Lafayette Lane, Sunset Drive, Scitico Road, and Goodwin Drive.

Somers had a successful first-ever National Night Out on Aug. 1 at Field Road Park.

This event was a great opportunity for local families to meet their local police, fire and EMT personnel and get up close to their vehicles.

More than 350 youth, parents, community members, first responders, and other partners in substance use prevention made Somers National Night Out event a tremendous success.

According to Taylor Setzler, prevention coordinator for the Somers Comes Together local prevention council and the federally designated Drug-Free Communities program in Somers, “It was great to see so many of our youth, families, and other supporters come out

to meet our local heroes like first responders and veterans’ groups while learning about substance use prevention and having fun.”

Attendees participated in prevention trivia games, received substance use prevention handouts, got to know our EMS/Fire, Police, and community health workers, and enjoyed carnival snacks, a bouncy house, and even a fun obstacle course.

“Sparky,” the Somers Fire Department’s talking mascot, provided tips on fire safety; adults and kids alike got to operate the fire hose, and others got to climb aboard the State Police Dive Team airboat.

Somers Police had a cruiser on display, and Somers Recreation and Leisure Department hosted Corn Hole near the concession stand.

Library Friends presenting Home Tour fundraiser

SOMERS — The Friends of the Somers Library are sponsoring their first Somer Home Tour fundraiser on From 10 a.m. to 3 p.m. Sept. 23.

Homeowners of seven beautiful properties are opening their doors to the public for an interior peek of their everyday living space.

The self-guided tour includes the intriguing “Monticello” and the stately Blake Manor, both on Hall Hill Road, and the historic Freegrace Sexton property located on Billings Road.

This event is a fantastic opportunity to see what’s behind those front doors and discover the unique architecture and design of local homes.

Other properties on the tour include two newer homes on Lake Drive, which was the previous location of Shady Lake, a popular recreational swimming and picnic area in the 1930s.

The last two homes included on the tour are a 1860 Greek Revival home on Maple Street, which as of 2019 is now

known as the Old Mill English Tearoom and a lovely Cape Cod style home, also on Hall Hill Road, that has undergone some recent remodeling and is awaiting your “first look” with anticipation.

The Friends of the Somers Library members are best known for fundraising events like their bi-annual used book sales and the annual Snacks with Santa, so taking on a Home Tour event is a new adventure.

The funds raised by the members allow the Somers Public Library to expand its programming and materials offered to reach a wider patron audience.

Tickets purchased in person, via cash or check, at the Somers Public Library (2 Vision Blvd. in Somers) prior to Sept. 23 are $25 each. On the day of the event, tickets must be purchased in person at the Somers Public Library, via

Fire Dept. handles crash involving propane truck

SOMERS — The Somers Fire Department was dispatched to an accident Aug. 12 at Main and School streets involving a car and a propane tanker truck that had rolled onto its side.

Personnel provided medical aid to those involved while evacuating nearby businesses and residences and establishing a safe zone. All area roads were also shut down. Gas meters were utilized to check the propane truck for leaks and hose lines were put into place as a precaution.

Fun at the 4-H Fair

The 87th annual Hartford County 4-H took at place at the Four Town Fairgrounds in Somers Aug. 18-20. In addition to livestock exhibits, doodlebug pulls, music and more, the ‘Cow Wash’ - pictured at right - is always a fan favorite.

Throughout the incident, no propane was detected and levels were closely monitored to ensure the safety of the residents and properties nearby. Connecticut Department of Energy & Environmental Protection provided assistance and Bosco’s Automotive safely removing the vehicle.

During this incident, the Somers Fire Department also handled multiple medical calls in town along with EMS crews.

The month kicks off with Stafford Farm Day on Sunday, Sept. 10, from 9:30 a.m.4:30 p.m. at Heritage Park and Witt Farm on Stafford Street.
