It’s time to get locked in on Great Escape Road Race SOMERS — The 19th annual Somers Great Escape 5-kilometer road race is scheduled for 8 a.m. Saturday, Sept. 15. The USATF Certified Course winds through Somers. Immediately following the race there will be the parade that officially opens the Four-Town Fair that day.. The race begins at Somers High School, 2 Vision Boulevard. Race bib pickups and race-day registration begin at 7 a.m. Those who signed up by Sept. 1 received an iconic t-shirt and personalized bib. All those who complete the race

receive a finisher medal. Scantic Valley Farm pumpkins to will go to age division winners and the top three overall finishers. And there will also be a $500 male and female overall course record bonus on the line. Following the race and the parade, those interested can head to the fair for food, rides, and a “Free Beverage for a Race Bib” at the beer garden, hosted by the Somers Rotary. Other Race amenities: D.J.; vendor displays; course closed to vehicles; and professional “chip” timing. Bring the family and enjoy the day in Somers

Four-Town Fair opens its gates Sept. 13-16 SOMERS — This year’s version of the FourTown Fair will take place Sept. 13-16 at the fairgrounds on 56 Egypt Road. The fair opens at 4 p.m. Thursday, Sept. 13. The 21st annual Antique and Classic Car Show begins at 6 p.m. that night, with Doodlebug Pull, Class I at 7. The Truck Stop Troubadours (country) will perform on the main stage between 6 p.m. and 10 p.m. Night two on Friday, Sept. 14, opens at 4 p.m. The Beef Steer Show takes place at 6 p.m. The Heaviest Pumpkin Contest and Doodlebug Pull, Class II, both occur at 7 p.m. LA’s BackStage Pass (rock) is the evening’s musical entertainment from 7-11 p.m.

A full day of activities is planned between 8 a.m. and 11 p.m. on Saturday, Sept. 15, including the parade (10 a.m.), ox, goat, frog and horse show contests, and the judging of dairy cattle. Afternoon entertainment from noon-3 p.m. is the Beatles tribute band Studio Two, while Aquanett, an ’80s tribute band, performs from 7-11 p.m. The fair wraps up Sunday, Sept. 16, from 8 a.m. to 7:30 p.m. with horse and sheep shows, corn and pie eating contests and entertainment provided by Carl Ricci & 706 Union Ave (blues, swing and rock) from 10:30 a.m.-2 p.m., and The Whiskey Rebels (country) from 3:30-7:30 p.m. General admission: $6 Thursday, $10 FridaySunday; $25 weekend pass. MGM guests ‘excited’ with debut (continued from page 1)

president and chief operating officer of MGM Springfield. Mathis said guests were “excited and eager to experience our new resort and be part of our debut weekend. Our hotel and restaurants were fully booked with guests eager to be a part of our historic opening.” As part of the opening weekend’s festivities, MGM Springfield hosted its first outdoor concert on The Plaza, with the Dropkick Murphys, a Massachusetts favorite, playing to a sold-out crowd in a benefit performance. A shuttle service for guests taking

advantage of free parking at the Big E on opening day proved to be so popular that it was extended through the entire weekend. “We appreciate the cooperation of the Springfield police, Mass. State Police, Springfield DPW, and other local agencies that helped make our opening weekend a success,” Mathis said. “We are also grateful for the hard work and commitment of our dedicated employees and the ongoing enthusiasm and support of the entire Springfield community.” Mathis also noted this was just the start of the action at MGM Springfield, which continued its debut by welcoming Stevie Wonder to the MassMutual Center on Sept. 1.

All the usual fair favorites will be back at The Big E, of course, with daily parades, exhibitions, rides, car shows, livestock demonstrations and so much more. EAST WINDSOR — The Board of Selectmen voted Aug. 16 to send revisions to the town code of ethics to a Town Meeting vote. “The changes maybe give it a little more teeth,” First Selectman Robert Maynard said in a phone interview. The changes include specific penalties for ethics violations, as well as other clarifications. Penalties for violations of the code may include public censure, suspension for up to 90 days or dismissal of an employee, a $100 civil penalty, restitution, referral to law enforcement or removal or dismissal from an appointed position. The ethics code, among other provisions, requires town officials or employees to anticipate conflicts of interest and to disclose them. Section 2.5 of the code, which defines conflict of interest as a town official employee’s financial or personal interest relating to town contracts, transactions or decisions that impairs or influences that person’s judgment or exercise of their duties. This provision includes the interests of that person’s immediate family members. Deputy First Selectman Steven Dearborn said he had a problem with

Heritage Day volunteers sought

EAST WINDSOR — East Windsor Heritage Day, a full day of events celebrating the town’s heritage, will take place from 2:50 p.m.-9 p.m. Saturday, Sept. 22. Charter changes will be on ballot By Linda Tishler Levinson

ELLINGTON — Changes to the town charter will be on the November ballot. The Board of Selectmen voted Aug. 20 to send changes to the town charter, as recommended by the Charter Revision Commission. The changes include: — The annual town budget referendum will be held two weeks rather than one week after the Annual Town Meeting. If additional referendums are necessary, they will be held every other week until a budget is adopted. — Vacancies in elected offices will be filled in 30 rather than 45 days and will fill out the remainder of the term, not just until the next election. — Repealing the section of the charter that created the Public Safety Commission, since it is inactive. — Giving the town flexibility in determining who will provide emergency services should the agencies providing those services not be able to provide the services outlined in their contracts. — Prohibiting counting the votes an unsuccessful candidate for first selectmen receives toward gaining a seat on the Board of Selectmen.

The annual town budget referendum will be held two weeks rather than one week after the Annual Town Meeting. If additional referendums are necessary, they will be held every other week until a budget is adopted.

— Clarifying that advance notice of a referendum to overturn an action taken at at Town Meeting should be published in the newspaper and that the percentage of voters needed to vote in a special referendum to overrule actions is reduced from 15 percent to 10 percent. — The Department of Public Works exclusively will be responsible for the care, maintenance and repair of the Hall Memorial Library and its grounds. — To add a section of the charter on the Hall Memorial Library Board of Trustees, which gives the board the responsibility for the administration of the library.

Bromson stays on as acting manager By Linda Tishler Levinson

ENFIELD — Christopher Bromson will continue as acting town manager through Nov. 25. The Town Council voted Aug. 6 to continue Bromson’s term as acting town manager while the search for a permanent candidate continues. Bromson, the town attorney, was named acting town manager on May 7, originally from May 29 to Aug. 27, following the resignation of former Town Manager Bryan Chodkowski, who left to become the city manager of Moraine, Ohio. Human Resources Director Steven Bielenda told the council a nationwide hiring campaign for a town manager was launched in April, but produced only 19 applicants, only three of whom were qualified under the town charter, according to the meeting minutes. After changing the annual compensation from a maximum of $160,000 to

Jack Sheridan, of Buchanan Road, said if there is no residency requirement, the job should be offered to Bromson since he is doing a great job.

ENFIELD — The Alzheimer’s Association is inviting Enfield and surrounding towns’ residents to join the fight to end Alzheimer’s by participating in the Alzheimer’s Association Walk to End Alzheimer’s. The Walk will take place Sept. 9 at the Enfield Town Green in Enfield. Registration that day begins at 8:30 a.m. with the ceremony starting at 10 a.m. and the walk at 10:30 a.m. Alzheimer's Association Walk to End Alzheimer’s participants will complete a 2-mile walk and will learn about Alzheimer’s disease, advocacy opportunities, clinical studies enrollment, and support programs and services from the Alzheimer’s Association. Walk participants also honor those affected by Alzheimer’s disease with the poignant Promise Garden ceremony. Jessica Oliveira, now an Enfield Walk committee member, had been involved

in the Enfield Walk to End Alzheimer’s for seven years when she started dating her future husband, Jesse Faulk. It didn’t take long for Oliveira to see how committed Faulk was to the Alzheimer’s Association fight. Soon after, she invited him to a committee meeting and became great volunteers. “I told them I wasn’t real good at asking people for money or walking up to people and starting a conversation on the subject,” Faulk said. “So I started with the 2016 Walk and then the 2017 Walk working on logistics and behind the scenes things and I enjoyed that a lot.” For his work last Walk season as one of the only male committee members in Connecticut, Faulk was named 2017 Volunteer of the Year by the Enfield Walk Manager, Bob Mayer. “Even though the disease may affect

CHILDREN’S PROGRAMS Registration for the fall storytime session will begin Monday, Sept. 10th for residents and Tuesday, Sept. 11th for non-residents. Storytime sessions will run Sept. 17th – Nov. 2nd. Registration is required for all storytimes. Children 12-24 months will meet on Tuesdays at 10:30 a.m. Children 24-36 months will meet on Wednesdays at 10:30 a.m. Children 3-5 years will meet on Thursdays at either 10:30 a.m. or 1:30 p.m. Playgroup – Fridays, Sept. 25th – Oct. 26th from 10:30 a.m. – 12:00 p.m. A drop-in program for you and your child that o ers free play, social interaction, and time to explore library materials. Ages 6 months – 4 years. Read to a Dog – Saturday, Oct. 6th and Saturday, Oct. 27th from 10:30 – 11:30 a.m. Practice your reading skills by reading to a dog in a relaxed, “dog-friendly” atmosphere. Get a good read on deals when you head to the library’s used book sale

SOMERS — The biannual Friends of the Somers Library Used Book Sale is scheduled for Sept. 28-30 at the Public Library at 2 Vision Boulevard off Route 190. People have already brought in gently used books, CDs, puzzles, etc., which increases the amount the Friends of the Somers Library can offer for sale. The Friends offer a reminder that fall is a good time to stock up on books, audio books, CDs, DVDs, and puzzles for the upcoming winter. The preview sale is scheduled for Friday, Sept. 28, from 6:30 p.m.-8 p.m. for a cost of $5. Friends members are free. The open sale is scheduled to take place Saturday, Sept. 29, from 9 a.m.4 p.m. and Sunday, Sept. 30, from 10 a.m.-2 p.m. Prices for hardcover and paperback books will range from 50 cents to $2, with a separate section of higher priced books. All books are donated with an estimated 12,000-plus total inventory, and are available in a wide range of categories such as history, cooking, sports, gardening, etc. Children’s books are sorted by age/grade, and music CDs, audio books, and DVDs are also for sale. On Saturday there will be an educators special: Buy 10, get 1 free (equal or lesser value). Those taking advantage of that deal must show a current teacher ID at time of purchase. Sunday is half-price day. Friends will also be holding “blue light specials” periodically Saturday and Sunday. All proceeds from the sale help to subsidize the programs for both children and adults at the Somers Public Library, as well as assist in the funding of local museum passes, Snacks with Santa, and hands-on discovery stations in the children’s section. There is free, ample parking at the library. The used book collection has been ongoing all year, but the official collection day is from 9 a.m. to noon Saturday, Sept. 22, with the “last call” collection happening Sept. 24-26 at the Somers Public Library. Charter revision panel offers its series of recommendations By Linda Tishler Levinson

SOMERS — The Charter Revision Commission is recommending a series of changes. The commission sent its recommendations on the town charter to the Board of Selectmen on Aug. 21. Perhaps the greatest change is the recommendation to have a chief administrative officer reporting to the selectmen, who would run the day-to-day operations of the town. All town departments would report to the chief administrative officer, although the selectmen would retain ultimate authority to hire and fire personnel. Other recommendations include making the town clerk an appointed position, as well as some changes that are in addition to the charge of the Board of Selectmen. Those include ensuring the charter is gender neutral in

its wording and removing the provision providing for separate election of the first selectman. Instead, the three members of the Board of Selectmen would be elected with the election of the chair of the Board of Selectmen from and by members of the board. The panel also recommended adding the positions of registrars of voters to the charter and increasing the term for those positions to four years, ensuring the consistency of titles in the charter, particularly the chief financial officer, also referred to as the director of finance and treasurer. The commission suggests clarifying Town Meeting language as to what needs to be sent to referendum and retaining the ability of the electorate to lower the budget at the Town Meeting. The commission did not recommend combining the Zoning and Planning boards or revising the number of members of the Zoning Commission.

Music spanning 300 years to be featured at ‘Organ Plus’

— Somers SOMERS Congregational Church will present “Organ Plus,” on Sunday, Sept. 9, at 4 p.m., featuring Christa Rakich and Robert William Blake Jr., organ, Wendy Rolfe and Emily DeNucci, flutes, and Eleanor Hilly Blake, cello. The musicians will play music spanning over 300 years by Vivaldi, Handel, Chaminade, Boulanger, Dvorak, Saint-Seans, and Prokoviev. Rakich has performed widely throughout North America, Europe, and Japan. She is at present artist-inresidence at the Somers Congregational Church and the Episcopal Church of St. John the Evangelist in West Hartford. Blake is organist and music director at Sacred Heart of Jesus Parish in Milford, Massachusetts, and has served numerous churches throughout Massachusetts and Connecticut while performing in concerts throughout New England and New York.

Rolfe is one of the United States’ leading performers on historical and modern flutes. She has performed, recorded, and toured with the Handel and Haydn Society, Boston Baroque, and New York’s Concert Royal among others. DeNucci, age 12, has studied flute with Greig Shearer at the Hartt School Community Division for four years. She was one of the New York Flute Club’s Young Musicians Contest winners in 2017 and an honorable mention in 2018. Through the Hartt School, she also participates in Philharmonia Winds, a chamber ensemble. Cellist Blake is currently a member of the Boston Philharmonic Orchestra, The Cape Symphony Orchestra, and The Claflin Hill Symphony Orchestra. She has played under the baton of international conductors James Levine, Andre Previn, Raphael Frühbeck De Burgos, Bernard Haitink, Oliver Knussen, and Sir Andrew Davis.

The players perform in the organ loft and will be projected on a screen in the front of the church so all attendees can watch the performers. A reception in the Foundation Room

Recalling the children in the big yellow house VERNON — Remember that big yellow house on Route 30 in Vernon, the one where the police station now stands? Why was it built and who lived there? The Vernon Historical Society invites those interested to hear VHS members Chris and Cheryl Klemmer speak about The Tolland County Temporary Home for Children – the big yellow house — at 2 p.m. Sunday, Sept. 23. During the last part of the 19th century and the first half of the 20th century, Connecticut established in each county a temporary home for children in need of care. By the mid-20th century, however, placing children in need of care with family members or foster homes prevailed and the county homes were closed.

The Klemmers, determined to preserve the history of this important program for children in need, are researching all the county homes in Connecticut and documenting their findings in a book for each one. The Klemmers were able to use information in the Vernon Historical Society Museum and they will speak to those in attendance about this special home. As an added attraction, recognizing the fact that the current Arts Center East building, 709 Hartford Turnpike in Vernon, was formerly the school for the County Home, Arts Center East Director Jen Kowal will have the building open for a tour before the VHS program. At 1 p.m. Bob Hurd, architect and member of the Arts Center East board, will give a tour of the build-

ing, discussing its history during and after the closing of the school and its subsequent conversion into a space for the arts. The building will remain open until 1:30 p.m. The Vernon Historical Society extends a special invitation to former residents of the Tolland County Home and their relatives who wish to learn more about life in the big yellow house. Infrastructure on mind of newly named selectman By Linda Tishler Levinson

STAFFORD — Democrat Richard Hartenstein Jr. hopes to develop a plan to work on fixing the town’s infrastructure where needed. Hartenstein, superintendent of the Water Pollution Control Authority, has been appointed a selectman to fill the unexpired term on Anthony Frassinelli, who resigned in July following his arrest on charges of computer crime and unlawful removal of records. Police said Frassinelli erased town records after losing the first selectman’s race to current First Selectman Mary Mitta in 2017. Frassinelli has pleaded not guilty. Mitta said she and Selectman John Locke wholeheartedly support the endorsement of Hartenstein and believe they will work as a unified board to do the best for the town, according to the minutes of the July 26 meeting at which he was appointed. A lifelong town resident, Hartenstein also served on the 300 Year Anniversary, Hyde Park and Inlands Wetlands commissions. He also has a business in town, Hydeville Sugar Shack, which sells maple syrup and related products. Having knowledge of the town, Hartenstein said, “I could help move the town in a good direction.” He hopes to work on infrastructure, since due to financial constraints, “it seems there are some things we’ve neglected,” he said. “I’ve always been a part of the community,” Hartenstein said. “Stafford is my life, so I try to give back as best I can.”

Interim schools chief named after Berasi placed on leave By Linda Tishler Levinson

SUFFIELD — Mark Winzler is the interim superintendent of schools. The Board of Education unanimously appointed Winzler at its Aug. 15 meeting. Winzler replaces Michelle Zawawi, assistant superintendent of schools for curriculum and instruction, who had been in the position after Superintendent of Schools Karen Berasi was placed on paid administrative leave Aug. 6. Berasi was placed on leave due to an investigation into failure to report child abuse, according to published reports.

Berasi denies the allegations and said in a statement that she expects to be exonerated and that she took steps as a mandated reporter within 48 hours. Board Chairwoman Kendra Wiesel read the following statement at the Aug. 6 meeting, as reported in the minutes of the meeting: “We wish to assure all Suffield residents that the safety of our children is our foremost concern. While we have decided to place Ms. Berasi on administrative leave during the ongoing investigation, we want to be very clear that in doing so, the board has not reached any conclusions regarding whether Ms. Berasi engaged in improper conduct. We have remained in contact with our attorney since

becoming aware of the investigation. In consideration of the information we have to date, and in order to permit the police investigation to proceed most effectively and for the district to move forward productively, we have determined that placing Ms. Berasi on administrative leave is appropriate. We believe this action is in the best educational interest of the district at this time.” Winzler retired as superintendent of the Bolton Public Schools in 2009 and was the interim director of human resources in Manchester. Including that position, he has served in 12 interim positions, most as interim superintendent.

Town launches community calendar features on website

SUFFIELD — The Town of Suffield has unveiled a community calendar as a new feature on its website (www.suffieldct.gov). The calendar allows for posting of events in a common location and advertisement community-wide. Submission forms are available on the website. First Selectman Melissa M. Mack

said, “Residents expressed a need for such a tool and the community calendar is a user-friendly solution that both consolidates and maximizes the efforts not only of town departments, but also our many nonprofit organizations. I am hopeful that the calendar will help spread the word about all of the great things going on in our community.”

The community calendar policy details complete posting procedures and guidelines. Permitted activities are described as charitable, educational, cultural or recreational; taking place in Suffield; and open to the public. Regional events, not held in Suffield but whose coverage includes the town or its residents (e.g., Relay for Life), are also

acceptable. The calendar is intended for one-time or special events. For useful reference, links to other calendars (e.g., Parks & Recreation, Suffield High School Athletics) specifying regularly scheduled offerings are included on the page. Suffield’s Broadhurst ends stint on USS Stout

NORFOLK, Va. — The Arleigh Burke-class guidedmissile destroyer USS Stout (DDG 55) conducted a change of command ceremony on Naval Station Norfolk, Aug. 10. Cmdr. Nathan Diaz relieved Cmdr. Daniel Broadhurst, from Suffield, as commanding officer in front of family, friends and shipmates. Distinguished guests included Rear Adm. John F. Meier, commander, Carrier Strike Group (CSG) 10, and Capt. Chris Inskeep, commodore, Destroyer Squadron 26. Under Broadhurst’s leadership, Stout completed a chief of Naval Operations availability at General Dynamics NASSCO Shipyard and executed several basic phase certification events. The ship earned the Maritime, Engineering, Logistics, and Safety Excellence Awards during his time in command. "It has been an honor to have led team Stout," said

Broadhurst. “I am deeply privileged to have served with such positive, professional and hardworking sailors.” Broadhurst, a native of New England and a University of Florida graduate, served previously aboard USS Klakring, USS Vicksburg, USS Cole, and with DESRON 23. Broadhurst next reports for staff duties in Washington, D.C, serving under the assistant secretary of the Navy. Diaz, previously the ship’s executive officer, takes command as Stout continues her basic phase following a six-month CNO Availability. Following that, Stout will continue readiness preparations as part of CSG-10 “I am honored to lead the mighty warship Stout and thankful to Cmdr. Broadhurst for paving the way for Stout’s future success,” Diaz said. USS Stout is part of DESRON 26, the surface warfare commander for CSG-10, also known as the USS Dwight D. Eisenhower Carrier Strike Group.
