The Enfield Town Council voted to ban cannabis businesses in town last month. The possession and use of marijuana for people age 21 and over became legal in the state July 1. The new law, however, included an option for towns to prohibit cannabis establishments by ordinance. The ordinance, proposed by the Republican majority, passed along party lines, 6-3, after public speakers favored the opposite outcome supporting the state’s decision to allow cannabis businesses, 22 speakers to 8. Social media commentary following the decision mostly disagreed with the council vote as well. The six Republican council members who voted in favor of the ban were Mayor Michael Ludwick, Carl Sferrazza, Lori Unghire, Kelly Hemmeler, Charlotte Riley, and Joseph Muller. The three Democratic council mem-
bers who voted against the ban were Cynthia Mangini, Gina Cekala, and Robert Cressotti. Republican council members Donna Szewczak and Joseph Bosco were absent. In general, council members in favor of the ban expressed concern about the message being sent to the youth in town if cannabis sales were allowed, along with the inability to test drivers who may be under the influence of the recreational drug. Those against the ban emphasized the beneficial revenue the town could have gained from the sales, monies that would go towards improved education and social services for townspeople, young and old. The North Central News reached out to the entire Enfield Town Council after the vote. Three members responded.

East Windsor First Selectman’s Corner
Rescue funds help businesses, nonprofits to be awarded to East Windsor small businesses and nonprofits who suffered an economic hardship due to the pandemic. Here’s how the process worked. Once the funding was approved, the board hired a grant administrator to serve in a consulting capacity to work with town staff to develop the criteria and application. When that was done, we worked to promote the grant opportunity everywhere we could: newspaper stories, press events, direct mailings, door-todoor canvassing, and more. After the grant application period closed, every application was reviewed to ensure it was compatible with the terms of the grant and with federal requirements associated with distribution of the funding. In cases where more clarification was necessary, we reached out to applicants to get the additional information. This was an important part of the program — we wanted to make sure we were able to assist as many small business and nonprofits in our community as we could. The result of the program was the approval of 112 applications, totaling $1,069,700 in support for businesses in our community.

Nineteen nonprofits received funding, as did six farms, two artist venues, five automotive businesses, three distributors, 17 restaurants, 11 home improvement businesses, one hotel, six manufacturers, 16 personal services providers, six professional service providers, 15 retailers, and five venues. The diverse groupings of grant awardees tell us the economic effects of the pandemic have been deeply felt by businesses in East Windsor, and there is a true need to support local businesses now more than ever. Their success is inextricably linked to the success of the town, and by making this grant program available, it is our hope that we have demonstrated our commitment to helping them succeed. The pandemic continues to be very challenging for everyone, but by continuing to work together and support each other, East Windsor’s best days are still ahead.
EAST WINDSOR — The East Windsor Historical Society, 115 Scantic Road, is open Saturdays from 9 a.m. to noon. The museum has interesting contents from the times of the Indigenous people, through Colonial times, the revolutionary period, civil war, two world wars, and up to the present. The campus includes two main buildings, smaller museum buildings, barns, and a walking trail. The museum follows current COVID protocols. Volunteers are being sought to help with projects. We chose to allocate some of our funding for small business and nonprofit assistance. East Windsor has consistently stated that we are business-friendly, and we strive for economic development in our community. The first pillar of economic development is economic retention – keep the businesses you have. To do that, the Board of Selectmen approved the use of $1.1 million from the federal funding for the development of the Emergency Relief and Stabilization Effort (E.R.A.S.E.) Grant ,providing up to $10,000 per applicant

East Windsor Searching for home furnishing and more? Get ‘Funky’ Funky Finds opens in Pasco Commons By Laura B. Hayden EAST WINDSOR — Funky Finds is more than a catchy name for the home furnishing store newly opened in the Pasco Commons on Route 5 in East Windsor. The name of the shop sums up two passions of Amy Azzara, who literally quit her former day job as business manager of an infrastructure restoration contractor to devote her time to her new enterprise. “Funky” best describes the store’s unconventional merchandise – from one-of-a-kind pairs of earrings to refurbished chairs and “a pretty neat wine cart,” Azzara said. Yet another aspect of the unexpected discoveries at Funky Finds is the enhanced value of the $5 to $500 merchandise available.
According to Azzara, “Refurbished often means better quality,” because it involves a piece of older furniture that is better constructed than the mostly mass-produced furniture widely available today. Eighty percent of Funky Finds furniture is refurbished. The unexpected doesn’t stop with the inventory at the unique boutique. The shop also offers handyman services and interior house painting, both of which manifest the store’s more unexpected “finds.” “Save up your list of todos,” said Azzara, to reach this service’s minimum of four hours. Since this aspect of Funky Finds is just getting off the ground, the customer is likely to find an unexpected bargain there too, she said. Ellington First Selectwoman’s Corner
There’s a lot taking place in town right now ELLINGTON — I want to share a few things going on in town right now. If you’ve driven by the center of town recently, Lori Spielman you’ve likely noticed some construction by the Hall Memorial Library; we’re working on a comprehensive improvements project on our Veterans Memorial Park. We received a $116,765 grant through the Small Town Economic Assistance Program, which is being put toward a number of enhancements in the area. We’ll be installing brand-new stenciled-concrete sidewalks, which will lead from the entry driveway at the library and will include new ADAcompliant ramps; crosswalks and pedestrian-crossing signs will also be installed for safer street-crossing. We’re also redesigning the Veterans Memorial observation area surrounding the new bronze soldier statue. The town
history plaque and flagpole will be embellished with park benches and a formal planting bed. This will be a fresh new look for the center of town and will provide residents with safer places to walk and enjoy the beauty of the community. You may notice large granite slabs the contractor pulled up when construction began; these were from an old trolley system. From 1906-1926, the trolley went from Hartford to Springfield, crossing through Rockville. My plan is to reuse these slabs to create benches at locations throughout town. Our fifth annual scarecrow contest is up and running. We are accepting entry forms, available at ellington-ct.gov, through the month for individuals who wish to add a display to the Town Green. The Ellington Senior Center has been busy, with a variety of programs and activities running. I recommend checking out its website and Facebook page. The center has something to offer for everyone.
I had a wonderful time at the Fireman’s Parade and Carnival last month; the Ellington Volunteer Fire Department does a fantastic job every year providing this incredible community event, and I am thankful for this and everything else they do for us. If you’re out and about, you may want to take a ride along Route 140/Jobs Hill Road to look at the beautiful sunflowers that have been planted by Oakridge Dairy. Please stop and take some pictures, and feel free to share them with us. The Farmers Market is still in full swing and has a variety of seasonal products; fall items are beginning to appear, so please check them out some Saturday morning soon. I recently held a meeting with Sgt. Brian Santa and state Sen. Dan Champagne, along with Officer Bridge and other excellent panelists. We had a good turnout in person and via Zoom, and many ideas and concerns were expressed related to recent crime in Ellington and neighboring communities.
Concrete slabs that were put down when the trolley went through town in the early 1900s have been dug up and will be reused for benches. One point that was made is the importance of your home being quickly visible and accessible to emergency response agencies; the EVFD Auxiliary has reflective mailbox signs available for sale that will assist in the event that a response is needed at your address. The EVFD has received its new forest tree fire truck, and there is a new plow truck in the ranks of the Public Works Department; we’re prepared for anything.

Read to dogs at library The Bright and Beautiful Therapy Dogs will be available at Hall Memorial Library on Oct. 16. Children ages 5 to 12 can spend 10-15 minutes reading to one of these friendly, well-trained dogs. The 1-hour event begins at 10:30 a.m. and will be held outside, weather permitting. Bring a towel or small blanket to sit on, and masks are required. Online registration is required and is underway at www.library.ellingtonct.gov., or by calling the library at (860) 870-3160. Christmas Bazaar planned St. Luke Church’s annual Christmas Bazaar will be from 5 to 8 p.m. Nov. 5 and 9 a.m. to 2 p.m. Nov. 6 at the Parish Center and Church Hall, 141 Maple St. Free children’s activities include professional face painting and a balloon
artist/magician. There will be unique gift items from St. Luke crafter,s including knitted hats, mittens, scarves, American Girl clothing and furniture, tied fleece blankets, and one of a kind Christmas ornaments and décor. The country store will be stocked with pickles, jams, flavored vinegar, mixes, and other items ready to give. There will also be filled and decorated gift baskets for every occasion along with a variety of vendors. Homemade baked goods and Former Ellington First Selectwoman Mary Miller was posthumously inducted into the meals fresh from the kitchen along with town’s Wall of Honor on Sept. 11. Of course, October is always time to dig up some of the Raven’s favorite haunts. And this year is no exception, with Six Flags rolling out it’s annual “Fright Fest” (see page 6, this issue), the Connecticut Trolley Museum in East Windsor literally rolling out haunted cable cars with its “Rails To the Darkside” (page 7) and our “Demented” neighbors to the north raising pulses with their absolutely spine tingling

As of press time, a possible, fourth fright factory was reported to be making its foray into the area - Connecticut’s Terror in the Woods on Cooper Lane in Stafford. Being the super sleuth that he is, the Raven will of course investigate and report back next installment. Those tempted to find more clues to Stafford’s “Terror” will find online information scarce but there the basics are on eventbrite.com and bits more on Facebook. In start contrast, ‘80s rock replicators LA’s Backstage

But what about the dance floor/standing room area? “Is that closed due to the pandemic?” the Raven asked the usher. “No,” was the response.

Child Safety Day The 19th annual Child Safety Day will happen rain or shine from 2 to 4 p.m. Oct. 10 at the Scitico Plaza, 585 Hazard Ave. (Route 190). Families can visit a fire truck from the Hazardville Fire Dept., have their car seats inspected by the Shaker Pines Fire Dept., receive child ID kits by the Enfield Police Dept., view a high-tech communications vehicle from the state National Guard (14th Civil Support Team), watch a martial arts demonstration from Integrity Martial Arts, and learn about respecting others from The Network. A new feature this year will be a drone awareness demonstration by the Department of Homeland Security, the CT Air National Guard 103rd Security Forces, and State Police Aviation Unit. Enfield Loaves & Fishes names new director, assistant ENFIELD — Maya Nicole Matthews has been named as the new executive director of Enfield Loaves & Fishes. Matthews will be replacing Priscilla Brayson, executive director of 34 years who retired in June. The Board of Directors believed it was important to find someone familiar with the community who had the skills needed to help spearhead the organization’s continued success. Matthews is deeply involved in Enfield, where she lives with her son Kaleb. She has her degree in English, and comes from the Enfield town manager’s office, where she spent 10 years providing administrative support. She is vice president of Opera House Players Inc, a community theater organization based in Enfield, and a member of the Connecticut Science Center Gala Committee. Ty Heaward Ty Heaward
is the new assistant director. Heaward moved to the area from Maine in April Maya Nicole and is living in Matthews Suffield. With a degree in accounting, Heaward previously worked for a nonprofit lender, where he spent a year helping Maine communities and businesses obtain loans and funding to survive the pandemic. “I may have only moved here a few months ago, but it did not take long to get a sense for how unique and passionate the Enfield community is. I am thrilled to have this opportunity to be part of such a strong and giving community that allows me to utilize my passion for helping others.” Enfield Loaves and Fishes recently relocated to 23 N. Adult Ed offers walking tours By Laura B. Hayden ENFIELD — Gone are the days that Enfield Adult Education students turn the pages of a book about the town in local historian Jim Malley’s classroom. Instead, students literally stroll through the past in his series of Enfield walking tours. “Since COVID, the number of students interested in an Enfield history class hasn’t been right for indoor instruction,” said Malley, who has worked in the Adult Education Program since 1989. So in the spring he offered six walking tours. Every tour sold out. This month Malley plans to guide students through four historic neighborhoods. Register at enfield adulted.sharpschool.com. Church pickup dinner A curb side pickup dinner is being offered from the Congregational Church of Somersville on Oct. 9, with pickup available between 4 and 6 p.m. The dinner will consist of baked chicken breast on egg noodles with a garlic butter sauce, green beans, tossed salad, bread, and apple crisp; cost per dinner is $13. stock up on books, puzzles, DVDs, and music from The Friends of the Somers Library Used Book Sale. The fall sale is scheduled for Oct. 15 to 17 at the Somers Public Library, 2 Vision Boulevard. Cash, check, and Visa/MC payments will be accepted. The preview sale is scheduled for Oct. 15 from 4 to 7 p.m. for a cost of $10. Friends of the Library members are free. The open sale will take place from 9 a.m. to 3 p.m. Oct. 16 and from 10 a.m. to 2 p.m. Oct. 17. Amtrak fence impedes access to river overlook By Laura B. Hayden
“Nature at its best,” is how retired museum curator William Hosley describes Enfield’s King’s Island Overlook (as he calls it), located across from the Suffield side of the Windsor Locks Canal Trail. The former director of Connecticut Landmarks, Hosley has been focusing on the recreational promise and possibilities of King’s Island for years now. His vision has included advocating for the building of a footbridge over a narrow and shallow area of the Connecticut River Canal area that would lend easier access to King’s Island by foot or bike. The island “provides an extraordinary view. You look north and you see a landscape where one of the highest points of the Connecticut River drops right into the river – almost 800 or 900 feet,” Hosley says. He estimates that even with no publicity, thousands – including his family
– have visited every year to hike and camp there. That is – until this year — when Amtrak built a wall to keep the public away from railroad tracks “very few people go to,” according to Hosley. Hosley considers the fence a “misguided” safety measure that now makes it almost impossible to gain access to the island, which is owned by Eversource. Hosley posted a YouTube video “Save King’s Island Overlook” a few months ago to draw attention to his cause. “It’s gotten some play. ... Our mayor and state representatives all commented,” says Hosley, along with state Sen. John Kissel. “But dealing with the bureaucracy of Amtrak is very hard,” says Hosley, adding however, “It’s a problem worth solving.” The five-minute video can be viewed at Save Kings Island Overlook, Enfield CT 2021 on YouTube.

Councilman Robert Cressotti was not in favor of the word “prohibition” in the ordinance and felt the vote was taken after too little investigation and discussion. “We were rushed into it too fast,” Cressotti said. Addressing the influence a cannabis business would have on those too young to legally purchase the product, he replied, “This is an adult use ordinance,” as opposed to a moral issue. He added that the Enfield Together Coalition already focuses on drug and alcohol abuse by young people in town. Councilwoman Donna Szewczak, who was not present for the vote, said she would have been in favor of the vote going to referendum, an option
the Republican Council-majority present did not entertain. Suffield High school senior is semifinalist for National Merit Scholarship SUFFIELD — Sarah Whitehouse, a Suffield High School senior, has qualified as a semifinalist in the 67th annual National Merit Scholarship Program. As one of approximately 16,000 high school seniors who are semifinalists, Whitehouse has the opportunity to continue in the competition for some 7,500 Sarah National Merit Whitehouse Scholarships worth nearly $30 million that will be offered next spring. To be considered for a Merit Scholarship award, semifinalists must fulfill several requirements to advance to the finalist level of the competition. About 95% of the semifinalists are expected to attain finalist standing, and approximately half of the Finalists will win a National Merit Scholarship, earning the Merit Scholar title. High school juniors entered the 2022 National Merit Scholarship Program by taking the 2020 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT), which served as an initial screen of program entrants. The nationwide pool of Semifinalists, representing less than one percent of U.S. high school seniors, includes the highest-scor-

ing entrants in each state. The number of semifinalists in a state is proportional to the state’s percentage of the national total of graduating seniors. To become a finalist, the semifinalist and a high school official must submit a detailed scholarship application, in which they provide information about the semifinalist’s academic record, participation in school and community activities, demonstrated leadership abilities, employment, and honors and awards received. A semifinalist must have an outstanding academic record throughout high school, be endorsed and recommended by a high school official, write an essay, and earn SAT or ACT scores that confirm the student’s earlier performance on the qualifying test. From the approximately 16,000 semifinalists, about 15,000 are expected to advance to the finalist level, and in February they will be notified of this designation. All National Merit Scholarship winners will be selected from this group of finalists. Merit Scholar designees are selected on the basis of their skills, accomplishments, and potential for success in rigorous college studies, without regard to gender, race, ethnic origin, or religious preference.

Additional bands include the 102nd Infantry Band, The Great American Marching Band, Marquis of Granby Junior Ancient Fyfe & Drum Corps, Windsor Fife & Drum Corps, and the Windsor and Windsor Locks High School Bands. Directly following the parade, a Block Party begins in front of Suffield Middle School with food, games and post-parade merriment. The parade’s theme, “Suffield: Yesterday, Today, and Tomorrow,” provided inspiration to the nearly 50 groups planning to take part in the festivities.
