Holyoke, which has a long-term control plan and is in compliance with the federal consent decree regarding the schedule and removal of combined sewer systems, has also received some funding assistance through congressionally designated spending, however the majority of the costs are born by ratepayers, noted Mary L. Monahan, former chair of the Board of Public Works.

She emphasized that this is an excellent opportunity for Connecticut and Massachusetts to work together to address additional funding needs for CSO communities. Those concerns, including the interstate water quality impact, public health

risks, environmental justice, and the economic impact to tourism, recreation, and property values along the river corridor prompted the meeting.

Participants discussed the need for longterm infrastructure investments, regulatory compliance and expanded state and federal funding to reduce overflow events and improve water quality along the river corridor. Officials also emphasized the importance of addressing environmental justice concerns and the downstream impacts experienced by riverfront communities.

Zawistowski, said the meeting underscored the shared responsibility Connecticut and Massachusetts have in protecting the river.

“The Connecticut River is a vital resource for both states’ communities, economies and environments, and it must be protected,” Zawistowski said. “This is an important opportunity to work collaboratively across state lines to prevent or mitigate the impacts of these overflows.”

Concerns about the scale of overflow discharges have intensified in recent years.

Connecticut lawmakers last spring cited data indicating that more than 400 million gallons of combined sewer overflow entered the Connecticut River during the first seven months of 2025, prompting a formal request for federal assistance.

Monahan added that while some federal funding has been secured, the majority of infrastructure costs are borne by local ratepayers. She said interstate collaboration could help address remaining funding gaps.

The group is scheduled to meet and discuss next steps early in the new year.

East Windsor Tobacco Valley credit union grants will assist teachers ENFIELD — The Tobacco Valley Teachers Federal Credit Union in Enfield has announced recipients of its 2025 Teacher Grant Award.

The credit union began this program to assist their members who are educators with funding for equipment, supplies or training.

Recipients are Lynne Devito, reading specialist, at Clover Street School in Windsor, and Sophie Nuccio, teacher at East Windsor Middle School.

Devito is using her funds to purchase supplies to create a Book Nook where students can read in a safe space to develop a love of reading, promote literacy skills and encourage independent learning.

Nuccio is using her funds to bring students to the Springfield Museums to

view the art and artifacts from diverse regions of our world that they have learned about in school. This experience will bring the curriculum to life by allowing students to engage with the cultural objects, traditions, and histories.

“With increasing restraints on budgets and funding for educators, we wanted to offer assistance. Our grant is open to our members who are educators at schools within our field of membership. Two grants are available annually. It is our hope that this funding will add to the level of education that is offered to our area students.” said Lori Triba, TVTFCU manager/CEO. Panther Plunge returns in Feb. to aid Fuel Bank EAST WINDSOR — The Panther Plunge will return on Feb. 28, 2026, raising funds to support the East Windsor Fuel Bank and help local families heat their homes during the winter.

Fire Dept. honors members at holiday banquet BROAD BROOK— The Broad Brook Fire Department held its annual meeting and Christmas banquet Saturday, Dec. 13, bringing together active members, active reserve and retired members, part-time staff, special guests and town officials to celebrate the holiday season.

As part of the evening, the department recognized several members for their service and achievements over the past year.

Capt. Blaine Simpkins Jr. received the 20-year service award, while Richard Paradise was honored with the 10-year service award. Brenden Barkyoumb was named Firefighter of the Year, and Chevy Koehler received the Junior Firefighter of the Year award. Brianna Bushey was recognized as Member of the Year, and Thomas Arcari received the Driver of the Year award.

EW Ambulance Association plans EKG review session

EAST WINDSOR — The East Windsor Ambulance Association will host an EKG review training session on Wednesday, Jan. 28, offering continuing medical education credits for emergency medical providers. The session will run from 6:30 to 9 p.m. at the East Windsor Annex, located at 25 School St. The course is open to providers of all certification levels, though advanced life support providers will be given priority if space is limited.

Instruction will be provided by Chuck Margarites, CFRN, a nationally recognized critical care educator and founder of SmartNurses.

Margarites has more than 35 years of experience in emergency, critical care and transport medicine and is the author of EKG Made EZ. He

has presented at national and international medical conferences and is known for translating complex cardiac concepts into practical, field-ready applications.

The course has been approved by the Connecticut Office of Emergency Medical Services for 2.5 hours of continuing medical education under approval number CTOEMS-2025-1076.

Ellington Center School student tabbed for Kid Governor’s Cabinet ELLINGTON — Myra Ruparel, a fifth-grade student at Center Elementary School in Ellington, has been selected to serve on the Connecticut Kid Governor’s 2026 Cabinet, the Connecticut Democracy Center has announced.

Myra was one of seven finalists in the statewide election, which drew more than 10,400 registered fifth-grade voters from 360 classes across 160 schools. She campaigned on a platform centered on promoting social inclusion, earning widespread support from students across Connecticut.

While North Haven student Theresa “Tessa” Hallinan was elected Connecticut’s 2026 Kid Governor, Myra’s strong showing secured her a leadership role on the newly formed Cabinet.

As part of her platform, Myra will continue advancing initiatives to foster inclusion among students. Her plan encourages schools to host weekly MixIt-Up Lunch Days, so classmates interact with someone new; recognize a weekly “Star Student” who can share elements of their background; and award “Includer Points” to students who demonstrate inclusive behavior. Myra and the other Cabinet members will work together to support the Kid Governor’s statewide platform while also advancing their own proposals.

CTDC officials praised the candidates

for their leadership and civic engagement throughout the election process. Leaders of the program emphasized Myra Ruparel that the Cabinet will play an integral role in helping the Kid Governor communicate with students statewide and put campaign ideas into action during the upcoming term.

Tessa and her Cabinet, including Myra, will be sworn into office during Inauguration Day ceremonies at Connecticut’s Old State House in January. Their one-year term will involve statewide outreach, school visits, virtual programs and the implementation of their platforms alongside CTDC staff.

The Connecticut Kid Governor program, operated by the Connecticut Democracy Center, is an award-winning civics initiative that teaches fifth graders about state government, elections, and civic participation through an authentic statewide vote. Students develop skills in public speaking, research, persuasive writing, and leadership as part of the program.

Myra was selected as a finalist from a statewide pool of 57 nominees before advancing to the election ballot. The election season ran Nov. 3-12. Thousands of students viewed candidate campaign videos and cast votes for the platform they believed would make the greatest impact.

Speaking of veterans, the town recently passed additional veterans’ property tax exemptions. Any veteran who has been determined by total disability based upon individual unemployability shall be entitled to an exemption from property tax (TDIU). The town also passed an exemption for a surviving spouse of a veteran who was killed in action while performing active military duty with the armed forces.

For our residents who are concerned about their new assessment, the Board of Assessment Appeals is entertaining applications which are due back to the Assessor’s Office by Feb. 20. After a completed application has been received, a meeting time will be assigned. Please note the hearings are by

Kloter Farms Donates $33,400 to Hartford Hospital Kloter Farms, in partnership with Lite 100.5 WRCH and Hartford Hospital’s Lite the Month Pink campaign, has donated $33,400 to help fund mammograms for patients who may not otherwise be able to afford them. The check was presented last month at Kloter Farms, where company staff, community supporters and Hartford Hospital representatives gathered in front of the business’s flagship showroom. The annual fundraising effort is part of Lite the Month Pink, a breast cancer awareness initiative led by Lite 100.5 WRCH that encourages businesses and residents to support early detection and screening programs. Kloter Farms has participated in the campaign for several years. The funds will be directed toward Hartford Hospital’s screening programs, which provide mammograms, education and follow-up services for patients across the region.

After deliberation, the board agreed to accept the resignation with an effective date of Feb. 7, allowing time for a negotiated transition period.

Lenart began his tenure as Somers fire chief on July 8, 2024, bringing with him extensive experience in fire and emergency medical services. He previously served for many years with the Bridgeport Fire Department, most recently as a lieutenant assigned to the Rescue Company.

His background also includes volunteer service with the Derby Fire Department and Storm Ambulance & Rescue Corps, where he previously held leadership roles as chief.

Town officials credited Lenart with contributing to the advancement of departmental skills, knowledge, equipment and service during his time in Somers.

Seeking feedback from constituents HARTFORD — This time of year, my fellow legislators and I go Jaime Foster into “pre-session crunch time” as we prepare for the start of a short session (even years are short sessions, running from February to May).

In a short session, the state Constitution and the legislative rules limit the introduction of proposed bills to budgetary, revenue, and financial matters.

This is my third term (six years in office), and I’m looking to you — constituents of the 57th District — to share feedback and ideas on “there ought to be a law” that you’d like to see.

One of the things I’ve been working on is the concept of “Troops to Trades.”

The Veterans and Military Affairs Committee has been looking at other state examples to help facilitate pathways from military service to the trades to help address shortages in the trade fields and to fill highpaying positions.

You’re welcome to reach out to me if you would like to employ members of the military leaving the service, or if you have transitioned out of the military and into a new career, and have suggestions we should know about. I’ll also be working closely with the National Guard Association of CT, which helped champion this concept.

Community-wise, we’ll be working to ensure that children living on the income cusp have access to as much food as possible, including at school.

Districts should have all-school eligibility. If a family moves from one part of town to another, or from elementary to middle or high school, they should still have access to free/reduced meal options.

I’ll also continue working on well water quality issues, energy affordability, and more.

Enfield Ms. Senior America members boost Rotary’s Toys for Joy effort SOMERS — Members of the Ms. Senior America organization gathered Dec. 7 in Somers to donate 50 gifts in support of the Enfield Rotary Club’s annual Toys for Joy program, which provides holiday gifts to children in need throughout Enfield.

The gifts were collected for the Rotary Club’s Dec. 15 Toys for Joy meeting, where they were turned over to the Enfield Police Department for distribution to local families to help ensure a joyful Christmas morning.

The gathering brought together Ms. Senior America representatives from across Connecticut and included the attendance of Enfield Rotary Club President Aimee Nieroda.

Guests were also treated to surprise entertainment by Elvis Presley impersonator Tom Doyker of Enfield.

The event was hosted by Joyce Keating of Somers, a former Ms. Connecticut Senior America titleholder and an active member of the Enfield Rotary Club.

Organizers said the event reflected the shared commitment of Ms. Senior America participants and local civic organizations to community service and Ms. Senior America members and others joined for an effort to support the Enfield Rotary Club’s Toys for Joy program. supporting families during the holiday season.

Rotary Club donates to Toys for Tots ENFIELD — The Enfield Rotary Club made a donation to the Toys for Tots program, supporting its annual effort to provide holiday gifts to children in need throughout the community.

The donation was presented as part of the club’s ongoing commitment to service and charitable outreach in Enfield.

Toys for Tots, a nationwide program organized by the U.S. Marine Corps Reserve, works with local partners to collect and distribute new toys to families during the holiday season.

Rotary officials said the contribution reflects the club’s mission to support children and families while strengthening the community through service projects and partnerships with trusted nonprofit organizations.

100 Women Who Care donates to support youth arts programs 100 Women Who Care – North Central Connecticut recently donated $3,700 to Friends of Michael, a 501(c)(3) nonprofit formed four years ago in memory of Michael E. Simmons of Avon. Simmons, an accomplished guitarist, was passionate about music, and the organization honors his legacy by supporting the artistic growth of youth in Greater Hartford.

Friends of Michael is a volunteer-run group that provides opportunities in music, theater and the arts through community partnerships and educational programming.

The donation will support the Friends of Michael Guitar Program, which partners with the Boys & Girls Clubs of Hartford to provide children with guitar lessons and their own instrument. Funds may also help purchase tickets for students from Title I schools to attend “A Christmas Carol” at Hartford Stage.

100 Women Who Care – North Central Connecticut is part of an international philanthropic movement with more than 600 chapters worldwide. Somers Student earns national art honor SOMERS — Jillian Curtis, an eighthgrade student at Mabelle B. Avery Middle School, has been named “Artist of the Week” in a nationwide voting competition on Artsonia.com, the world’s largest collection of online student art portfolios, featuring over 125 million works of art.

Curtis’s winning artwork, a clay sculpture of the cartoon character “Bluey,” captured the attention of voters nationwide, receiving over 300 online votes.

could gift to someone, and I am giving it to my mom’s friend's daughter because her favorite show is ‘Bluey,’” Curtis said.

When asked how it felt to be named Artist of the Week, Curtis said, “I was very grateful and excited because I have never had this opportunity before.”

Curtis’ art teacher, Susan Koulisis, who has been teaching art for 26 years, said, “I love teaching my students to think and solve problems creatively. I love introducing them to styles of art and offering them a variety of art materials to experiment and learn with.”

Koulisis expressed excitement in her student’s Artist of the Week achievement.

“This means a great deal to me. I feel that art is so important,” Koulisis said.

Artsonia, which enables teachers to digitally showcase student art, organize and plan art lessons, and fundraise for their classrooms. Artsonia donates 20% of its revenue to local art classrooms.

Uncorked: Court settlement ends Worthington Vineyards lawsuits EDITOR’S NOTE: This is an open letter from the Murdoch family.

SOMERS — After nearly four years of legal proceedings, lawsuits against the Somers Zoning Commission by a resident of Somers, regarding the issuance of special use permits to Worthington Vineyards, have been resolved. On Dec. 15, Judge O’Hanlan of the CT Superior Court accepted an agreement that resolved four pending lawsuits appealing the town’s decisions related to Worthington Winery’s business and operations.

Mark Murdoch, owner and general manager of Worthington Vineyards, said, “We are very excited that the four lawsuits have finally been discontinued, and that we can now look toward our future rather than fight battles of past decisions.

We thank Judge O’Hanlan and our attorneys Dory Reiser, Sean Clark, and Kevin Roche for their support and patience in guiding us and seeing this negotiated settlement to its conclusion. And we thank our loyal patrons for their support and encouragement throughout this process.”

Stafford First Selectman’s Corner

Thanks for past efforts and it’s on to a new year puter usage and cybersecurity plan, available for review in the Selectmen’s Office.

The plan outlines expectations for computer use across town departments and aligns with Stafford’s Local Emergency Operations Plan.

Additionally, the town has received a Section 5310 grant, a federal program administered by the state Department of Transportation for the capital purchase of paratransit van. This vehicle will support medical transportation services offered through the Senior and Community Center. I have asked the Senior/ Community Center director to coordinate informational meetings with state and federal agencies to help educate residents on benefits available to seniors that may help offset costs. Reducing the tax burden on our seniors remains an important priority.

Within the Public Works Department, the Hydeville Road Bridge replacement project continues to move forward, with Benesch selected as the project’s consulting engineer.

Residents are reminded that the town’s online Public Works portal is available for reporting issues and submitting work order requests, with the option to receive email updates and track progress through completion: https://staffordct.org/departments/public_works In addition, residents are reminded of parking and snow/ice removal ordinances, including restrictions on parking during snow removal operations and the responsibility of property owners to clear sidewalks and fire hydrants within 24 hours following a snowfall. Snow- and ice-related ordinances are posted on the News List on the town’s homepage.

I would like to sincerely thank everyone who helped support the Stafford Food Pantry and our local food assistance programs during the holiday season and the recent SNAP benefit pause.

As we begin the New Year, I would like to wish everyone a happy, healthy and prosperous 2026. I would also like to extend my sincere Bill Morrison thanks to the Events & Celebrations Committee, and to all who volunteered, supported and participated in the WinterFest and Parade of Lights. Our celebrations are a wonderful reflection of our community and we your dedication is truly appreciated. I also want to acknowledge Public Works, Stafford Police and Emergency Services departments, whose collective efforts helped make these events successful and safe. Thank you.

The Board of Selectmen meeting schedule for 2026 has been finalized. Unless otherwise posted, meetings will be at the Community Center, 3 Buckley Highway, on the first Wednesday of each month, beginning at 6:30 p.m. There is a continued effort to provide virtual access to these meetings; however, residents are encouraged to attend in person whenever possible. All meeting dates and times are on the town’s website calendar at www.staffordct.org.

In the coming months, the town will be rolling out enhanced news and communication tools, including a tutorial to help residents sign up for town notification systems. These tools will allow residents to receive timely updates and information on the topics that matter most to them. The tutorial is expected to be available in January or February.

Senior Center and Community Center activities are expected to return to 3 Buckley Highway in January now that improvements to the facility have been completed. In addition to parking lot and drainage improvements, new interior paint and maintenance has taken place inside. I thank everyone for their patience during the temporary relocation to Staffordville School.

The Bruce Dutton Memorial Rink is open for the winter season as weather permits.

Chill out: Rink is open for season STAFFORD — The Town of Stafford has opened its natural, outdoor public ice skating rink for the winter season, weather permitting.

The Bruce Dutton Memorial Rink, on Monson Road near Route 32, is free and open to the public when conditions allow. An open or closed sign is posted at the Monson Road and Route 32 entry gate to indicate rink availability. The rink is only open for use when the gate is open.

The rink is maintained and inspected by the town’s Parks Department.

Throughout the season, the ice surface is periodically flooded to add new layers of ice. During maintenance and freezing periods, the rink will temporarily close.

Town officials said ice must measure a minimum of 4 inches thick to be considered safe, in accordance with state guidelines. If ice conditions do not meet safety standards, the rink will remain closed until further notice. The facility is a bring-your-own-equipment rink. Use of the rink is at one’s own risk.Follow the Stafford Public Works Department Facebook page for updates on rink conditions.

Academy’s next head of school selected SUFFIELD — After an extensive search process, the Board of Trustees has unanimously approved Casey Hagerman Bobo as Suffield Academy’s next head of school, beginning on July 1, 2027.

Bobo is currently assistant head of school at Dexter Southfield School in Brookline, Massachusetts, and her career has included meaningful leadership roles at Belmont Hill, Brooks, The New School and The Hockaday School.

Her experience ranges from teacher, coach and adviser to college counselor, admissions professional, and strategic part-

ner to Boards of Trustees.

Bobo grew up on the Deerfield Academy campus, where her parents were faculty members. She later attended Hotchkiss and Dartmouth College, thriving as a scholar-athlete.

There were 11 finalists from around the country for the position.

Last spring Charles Cahn III decided that after 23 years he will step aside in June 2027 aafter serving as Suffield’s longest-ever head of school.

Public meeting for Congamond Lake scheduled SOUTHWICK, Mass. — USDA-Natural Resources Conservation Service (NRCS) is hosting a public meeting to discuss the preparation of a watershed plan and environmental assessment for Congamond Lake in the Great Brook Watershed in Southwick, Massachusetts.

There will be two opportunities during which the public is encouraged to engage with the technical review team. The first meeting will be a hybrid in-person and virtual meeting at the Southwick Town Hall, 454 College Highway, Southwick and https://parecorp.zoom.us/my/nrcs.ma on Jan. 14 at 6 p.m. This meeting will present the purpose and scope of the planning effort; public input is encouraged to support evaluation of formulated alternatives.

Representatives from the local sponsors and NRCS, along with the technical consultant team, will provide information on the scope of the planning activities, various alternatives being considered for as part of the assessment, answer questions and concerns about the planned activities, and seek public input.

Federal funding has been received to assist the local sponsors in developing the plan but has not yet been secured for the design or construction of these projects.
