No one will argue that this has been an election season like no other. Due to COVID-19, all Connecticut voters have been given the option to vote by absentee ballot – and an unprecedented number have already done so. According to the secretary of the state’s office, well over 425,000 absent ballot applications had been processed by early in October, compared with about 125,000 in 2016. At this late date, voters who wish to cast an absentee ballot but have not yet done so are encouraged to use the secure ballot drop boxes to return their ballots applications and the ballot themselves in order to be sure that all votes are received by 8 p.m. on Election Day, Nov. 3. Voters who plan to vote in person on Election Day are reminded to bring identification. Acceptable forms include a Social Security card, driver’s license, or any
other pre-printed form of ID that includes the name and address or name and signature, or name and photograph. First-time voters who registered by mail will need to show proof of residence as well. Acceptable forms for proof of residence include a current and valid photo ID that shows your name and address; or a copy of a current utility bill, bank statement, government check, paycheck or government document that shows your name and address. Polling places Polls will be open on Election Day, Nov. 3, from 6 a.m. until 8 p.m. throughout the north central Connecticut area. The locations of town polling places are listed as this story continues. Election Day registration ballots will be available at each town’s registration office.

Citizen participation a must in democracy EAST WINDSOR — With Election Day just around the corner, it is my hope that we have record-breaking turnout. I sincerely believe that our democracy is Jason Bowsza strongest when our citizens participate in it. This year, East Windsor voters will have four additional questions to consider when casting their ballots. Three of them pertain to proposed changes to the Town Charter. The fourth one is a proposed ordinance concerning the funding of fire protection in town. The Board of Selectmen thought all these questions were important enough to include on the ballot during the presidential election – the highest turnout election we have in any four-year cycle. By asking them now, we want to make sure as many people as possible vote on them. Question one asks whether grammatical and typographical changes should be made within the charter. The purpose here is to clean up
drafting errors that have happened over time. Question two asks whether the title of the town treasurer should be changed to finance director. This is not a new position; no additional duties; no additional compensation. The proposed change merely reflects how the industry refers to the role. “Town treasurer” is an antiquated title from the last century; most towns now use the title “finance director.” Question three asks whether the Board of Selectmen (through the first selectman) and the Board of Education (through the superintendent of schools) should be required to put forth an initial draft budget for the public’s review and comment prior to beginning budget deliberations. This seeks to add transparency, inclusion and participation to the budget-making process. Question four asks whether the town should establish a town fire department, which would exclude any parcels covered by the Warehouse Point Fire District. Our intention is to resolve the tax disparity issue affecting Warehouse Point Fire District res-
idents by allowing the Broad Brook Fire Department to fund itself through a tax levy. If passed, the Board of Selectmen will remove the costs of running the Broad Brook Fire Department from the town’s general fund budget entirely, thereby eliminating the tax disparity. The board unanimously viewed this to be the most workable solution to this long-standing problem that is available to us. I’m asking for the public’s consideration and support of all four of these questions. Each of these are long overdue and needed. I’d also ask that, if you plan to cast your vote in person this year, you please adhere to public health guidelines when doing so, particularly to where a mask. This is to protect everyone participating, including those who are working the polls, many of whom are elderly and at considerably higher risk of severe complications if they should contract COVID-19. Your views matter, and your votes will determine the direction of our town and our nation.

Ellington Community Funds issues call for applications ELLINGTON — The Hartford Foundation’s Greater Together Community Fund Advisory Committee for Ellington (Ellington Community Funds) is accepting applications for grants as well as for new committee members. Ellington Community Funds supports the community in taking ownership around the needs of the towns and encourages broad and inclusive civic engagement. Organizations that support the Ellington community are encouraged to apply for a grant (requests from $250 to $15,000). To be considered, the organization must be a registered nonprofit with a 501(c)3 designation as a public charity or must obtain a fiscal agent registered as a 501(c)3 nonprofit. The Advisory Committee helps identify community needs and will participate in the grantmaking process. It will “ensure that the Greater Together Community Funds can have the greatest impact for the benefit of town residents.” Applicants must be Ellington residents. Students are encouraged to apply. Organizations wanting to apply, as well as individuals wanting to be on the advisory committee, can apply online or get an application at the Hall Memorial Library. The deadline to apply as an advisory committee member is Dec. 15. Deadline for grant applications is January 15, 2021. Hayden SOMERS — After the Somers Cultural Commission called off the second annual Scarecrow Contest in September due to COVID-19, residents weren’t content to simply camp out in a pumpkin patch, like Linus waiting for the Great Pumpkin. Instead they complained on social media. Before long, three residents were putting their human brains to work. Asked to organize the event, Cynthia Mike, Kara Wolters, and Joe former UConn basketball player Lipton brought the Somers Scarecrow Contest back after it had been canceled. Gospel doo-wop singer back for encore VERNON — Jacob’s Well Christian Coffeehouse will feature an encore performance by gospel doo-wop singer Walter Santos on Friday, Nov. 6. Enfield Cultural and Arts Commission selects town’s 1st poet laureate ENFIELD — Elizabeth Szewczyk was introduced as the town’s first poet laureate at the Town Council’s Oct. 19 meeting. The poet laureate position was created by the Enfield Culture and Arts Commission to advocate for poetry and promote the appreciation of and participation in poetry and literary arts and activities among Enfield citizens. Szewczyk was an adjunct professor of poetry at Asnuntuck Community College, where she was also the co-editor of the Elizabeth Szewczyk. poetry journal Freshwater. Szewczyk’s first book of poetry, “This Becoming,” was published in 2009. She has won multiple awards for her work. Szewczyk has new books of poetry slated for publication in 2021. Culture and Arts Commission Chairwoman Emily McIntosh said, “The commission is very excited with the selection of Elizabeth. Enfield resident gets a visitor
Ambulatory center takes another step forward ENFIELD — Johnson Memorial Hospital unveiled and blessed the sign for the new S. Prestley and Helen Blake Ambulatory Care Center on Oct. 16 Construction for the new Ambulatory Care Center at the Johnson Memorial Hospital Enfield campus, 140 Hazard Ave., is expected to begin in the spring of 2021. S. Prestley Blake, co-founder of the Friendly Ice Cream Corporation, and his wife, Helen Blake, donated $10 million, the largest gift ever dedicated specifically to Johnson Memorial Hospital, to help carry out a complete renovation of the hospital’s Enfield campus. Plans for the site include the new S. Prestley and Helen Blake Ambulatory Care Center, renovation of the Karen Davis Kryznowek Cancer Center and updates to the grounds and parking facilities at the Enfield location. Construction is expected to begin in the spring of 2021.

Somers’ voting record in presidential years is outstanding SOMERS — You’ve likely heard a thousand times that voting is local and midterm elections are just as important as casting a ballot for president. Unfortunately statistics show that most people do not vote in C.G. Bud Knorr local elections and less than 1 out of 5 (20%) of registered voters actually do vote in local elections. We here in Somers are somewhat better than the normal numbers, with 33% of our current registered voters supporting our local elections. Our voting track record for presidential elections is outstanding, with Somers receiving the Democracy Cup Award from the state for the highest percentage of citizens voting in the 2016 presidential election
(96.69%) of the 6,022 registered voters. Presidential elections have major consequences and serve as a motivator for people to get out and vote. But just as important are the many local elections, where decisions are made on budgets, local and state representatives, and other issues that directly impact our daily lives. As Thomas Jefferson said: “Every election is determined by the people that show up. We do have a government by the majority. We have a government by the majority of people that participate.” I bellieve this message is resonating because the number of Somers voters has increased approximately 5% thanks in large measures to the efforts/outreach of our registrars and the procedures implemented to make voting easier — i.e. mail in ballots, verification of voters rolls, improved security to eliminate

Stafford ‘Nana’s Ice Cream Truck’ fundraiser tops goal of $5,000 after it was vandalized STAFFORD — An online fundraiser for “Nana’s Ice Cream Truck,” run by Stafford resident Mary Neumeister, surpassed its $5,000 goal on Oct. 21. The effort has raised $5,304 as of that day. Neumeister’s truck was vandalized and needed extensive repairs. After the incident Neumeister shared her feelings in a social media post: “Totally heartbroken and crushed,” she wrote. “It is with great sadness and hurt in my heart, that I let you all know, unfortunately Nanas Ice Cream season is cut short and quite possibly out of business permanently.” The vandals took all the remaining ice cream from the truck, cut a couple of feet of exhaust pipe fromm the vehicle
and stole the catalytic converter. “I’m so sorry I’m letting you all down,” Neumeister wrote. “I really don’t know where to go from here right now, I just don't know.” Thanks to the efforts of those who contributed to the online fundraiser, Neumeister has been given the boost she needed.
Farmers to Families Food Box Program As part of the USDA Farmers to Families Food Box Program, the Town of Stafford and Stafford Emergency Management coordinated and distributed over 300 family-sized food boxes containing 5 pounds of meat, 5 pounds of produce, 5 pounds of dairy products, and a gallon of milk on Oct. 13. Those taking part in the effort included the Stafford Police Department and resident state trooper, Stafford Ambulance Association, CERT members, Stafford Fire Department No.1 Inc., West Stafford Fire Department, DPW crews, Stafford Motor Speedway, and town staff who distributed food to local food pantries, nonprofits, and community agencies, who will connect these food resources to residents.

Storms, the Republican representative she unseated in 2018 by just under 600 votes. Prior to being elected as a legislator in 2018, Garibay served on the Windsor Board of Education. She co-founded the Windsor Education Foundation and is the president of the Windsor Food and Fuel Bank. Having survived a two-week bout with the coronavirus in May, she feels she came to understand the fear associated with COVID-19 and the necessity that everyone has access to health care. Since his 2018 loss Storms was elected a Windsor Locks selectman, a position he feels has prepared him even more for the state representative seat. He also chaired the Windsor Locks Board of Education for two of the 14 years he served on it. Remember those who moved ‘Forward Out of Darkness’ SUFFIELD — This month I pay tribute to the courageous heroines who fought for the right for women to vote. This year marks the 100th anniverMelissa Mack sary of the passing of the 19th Amendment, establishing a woman’s right to vote. In the short span of my grandmother’s generation to mine, these trailblazers enabled today’s women to achieve leadership positions in the highest offices and courts in the land. As we head to the polls Nov. 3, remember our matriarchs and the slogan often attributed to the suffrage movement: “Forward Out of Darkness, Leave Behind the Night, Forward Out of Error, Forward Into Light.” Vote! In my opening remarks for the 350th Anniversary Commemoration, I mentioned the event as welcome good cheer
in the face of an exhausting 2020. Outstanding fireworks, a festive car parade and a meaningful commemoration certainly delivered. The breathtaking Field of Flags marks the importance of our revered veterans in Suffield’s history and honors them on Veterans Day. All of this took place alongside pandemic challenges that created numerous obstacles. The Town of Suffield congratulates the 350th Anniversary Committee for a job well done and extends our heartfelt gratitude for their tireless efforts. Special thanks to Chairwoman Kacy Colston who energetically spearheaded the work, which continues into 2021. Planning is actively afoot for the inperson traditional parade and associated events scheduled for Oct. 7-16, 2021. The committee needs organizations interested in participating in next year’s parade – start planning today. For more information visit www.Suffield350.org. The Board of Selectmen has formed a Pedestrian and Traffic Safety and
Infrastructure Committee and seeks residents from all parts of town to act as neighborhood liaisons. The initiative follows ongoing issues plaguing the town for decades and exacerbated by commercial traffic originating from the expanding Bradley International Airport and the many state roads traversing Suffield. The committee will engage: residents, town departments, local traffic authority
members, traffic engineer consultant, and state and possibly federal legislators Residents interested in serving on the committee or those with specific neighborhood concerns may contact me at MMack@SuffieldCT.gov.
