East Windsor First Selectman’s Corner

Ballot will look different for budget vote EAST WINDSOR — As we move into May, the Boards of Selectmen, Education and Finance have completed their budget work for the year, and now wait for approval of the voters at our annual budget referendum, the first of Jason Bowsza which will be held May 11. The ballot will look a little different than it has in previous years, and there are three things I want to point out: Voters will be asked whether to approve an added appropriation in the amount of $3.5 million to pay down existing debt faster; the town’s General Fund budget will show a tax and mill rate decrease; and the Broad Brook Fire Department budget, which will be voted on separately (and only by voters who live within its territorial jurisdiction). Added appropriation I would like to explain the justification for the $3.5 million added appropriation. The town has a longestablished fund balance policy that says we should have between 10% and 20% of our operating budget in the undesignated fund balance (essentially our Rainy Day Fund). As of this writing, we are in excess of the maximum proscribed by the policy. The proposal is to

appropriate the funds to pay off existing lease purchases, pay off a Clean Water Loan through USDA, and defease recent bonded projects. The upshot would be that we would forego incurring $750,000 in interest over the life of the Clean Water Loan, reduce our existing debt, free up additional bond capacity for needed projects – all without increasing our town’s debt service budget. Town budget The $41.8 million budget as approved by the Board of Finance for town expenditures is a spending increase of 1.3% over the current year’s approved budget, and a mill rate decrease of -0.22 mills, or a tax cut of -0.64%. The decrease is largely made possible because of growth in the town’s grand list of 2.39% over the current year. The town’s budget is proposed to increase by 0.65%, and the Board of Education’s budget is proposed to increase by 1.74%. There are a few key provisions in the budget that merit highlighting. The first is creation of a mental health team within the East Windsor Police Department. The team would be led by a sworn police officer who also holds a masters of social work degree and the necessary state license, and who would be supported by two part-time, grant-funded social workers. It would also integrate social service

needs and truancy services associated with the school district, the East Windsor Youth Services Bureau, and the School Resource Officer Program. This initiative, which will foster continued collaboration between the school system, the Community Services Department, and the Police Department, will cost the town a modest $56,250. The budget proposal also includes $100,000 in funding for long-term planning projects, so the town will be positioned to capitalize on the potential for federal or state infrastructure projects. Having “turn key” plans will allow us to make well-considered requests for future funding, and we have for many years neglected the urgency of having plans in place before we need them. This would allow us to be proactive and seize opportunities, rather than be reactive and miss those opportunities. Broad Brook Fire Department Another problem that has lingered without resolution for years is the disparate means of funding fire protection between Warehouse Point and Broad Brook. Last year, voters in East Windsor overwhelmingly approved the creation of the Town of East Windsor – Broad Brook Fire Department, including allowing a separate tax be levied to support the Broad Brook Fire Department.

East Windsor Budget vote set (continued from page 5) This new tax will only be borne by property owners who live within the territorial jurisdiction of BBFD. Warehouse Point Fire District residents will be taxed to support the fire service within the district. By having residents of each district support only the department that services their homes, we have effectively eliminated the disparity that has existed between the two departments. Existing expenses supporting BBFD in the current budget have been removed from the budget as proposed total $547,601. The BBFD final budget requests $957,327 for FY21/22. The increase is almost entirely attributable to capital requests in the amount of $200,000 and staffing increases of $162,496. Conclusion The added appropriation will prevent incurring interest and allow us to address needed infrastructure improvements while staying within the confines of our existing debt service. The town budget presents modest, reasonable budget improvements that will help the town address timely and emergent needs. The BBFD budget proposal puts forward an honest assessment of what the new Broad Brook fire commissioners consider to be the needs of the community. Please remember to vote May 11.

State leaders tout benefits of children’s center EAST WINDSOR – State officials including Gov. Ned Lamont, Lt. Gov. Susan Bysiewicz, state Sen. Saud Anwar, D-South Windsor, Department of Children and Families Commissioner Vanessa Dorantes, and East Windsor First Selectman Jason Bowsza recently toured the Alfred J. Solnit Children’s Center in East Windsor with Dr. Brett Rayford, interim superintendent of the center. The leaders extolled the benefits the center provides for children, including teaching them business and entrepreneurship skills, along with assisting children through troubling and traumatic experiences from their pasts and assisting them to achieve a better future. “It’s truly heartwarming to be here this morning to highlight something we should all be proud of: In our state, we are taking care of our vulnerable young boys in this facility in a manner other parts of the world should see what we're able to do,” said Anwar, Senate chairman of the Children’s Committee. “We have to identify ways of strengthening this and making sure the DCF’s work gets more resources and can be expanded. “Everyone knows the challenges young boys and girls are having during the pandemic; we have a way to address some of them, and in severe cases, there is a comprehensive strategy in place to benefit their well-being and ability to sustain themselves through jobs and

I saw kids so proud that they were on their way to become champion chefs, describing their favorite food they enjoy. One of them is starting to do some car detailing and said my black governor's car is starting to look dull, and they can bring some pizazz to it, and I took that to heart. If you have young children, think about visiting and taking advantage of the great resources here. Connecticut loves its kids, and I was reminded of that every step of the way.”

Rayford said that the center is a psychiatric residential treatment facility, working with boys ages 13-17 who “come to us with complex backgrounds with histories of trauma, psychosis, depression, or anxiety, and we have a talented team of people who create a holding environment for those young people, not only treating their psychiatric needs but the whole person and the entire family that young person lives in.” “It’s with great pleasure we welcome the governor and his team to see how Connecticut maintains great treatment.”

There’s a full day planned in town May 8 ELLINGTON — It’s going to be a day packed full with activities around town on Saturday, May 8. The Ellington Lori Spielman Farmers Market begins its summer season at Arbor Park from 9 a.m. to noon, with many wonderful local offerings to choose from. Between 10 a.m. and 3. p.m., the Nellie McKnight Museum will be holding a Vintage Flea Market, featuring items ranging from furniture, frames and collectibles to home décor, linens and china, with loads in between. The museum also has new exhibits to explore, and the new permanent farm

exhibit in the outbuilding will be open. In addition, the Mercantile on Main, located throughout the museum, offers many Ellington-themed items and wares from local artisans. The Ellington Women’s Club will also be hosting a Fair on the Green from 10 a.m. to 3 p.m. In April, we held a vaccine clinic at Oakridge Dairy, where all of its employees were able to receive vaccines. I also reached out to other businesses in town in an effort to coordinate other vaccination events; clinics were also held at the Ellington Senior Center and Ellington High School. Ellington Local businesses helping to spruce up Nellie McKnight Museum ELLINGTON — The Nellie McKnight Museum is undergoing many much-needed improvements thanks to the generous donations and support from local businesses. Barber Utilities and Star Valley Construction have installed a new driveway and drop-off area for visitors at the 70 Main St. property. Homestead Comfort has taken care of the museum’s plumbing needs and will be installing insulation in the attic of the house museum. A muchneeded septic system is due to be installed this spring by Skips Wastewater Services and Kloter Farms has donated a new shed to house a Vintage Wares Shop. Volunteers have worked throughout the winter to create Nellie’s Mercantile on Main and new exhibits in the house museum. The classic old fashion country store features farmhouse collections, town themed Ellington décor, local artisan wares, and an inviting wonderland of Christmas shop. The historic 1812 Federalist style home’s new exhibits feature eras of styles, a tribute to Nellie McKnight, a wedding dress collection, vintage nursery, antique china collection, sewing and textile exhibit, kitchen nostalgia, a vintage women’s clothing boutique, and more. The Historical Society will be holding A Vintage Flea Market from 10 a.m. to 3 p.m. Saturday, May 8. Donated items include furniture, china, glassware, home décor linens, and more. By Gary Carra Welcome back to Random Raven, the column with aspirations no larger than serving as your complete entertianment itinerary on a month-tomonth basis. Of course, the Raven has found it virtually impossible to unearth area events that were not, well, virtual in recent months. But he perservered, come what May. And lo and behold, this May - the 19th, to be exact - it appears as if the Nutmeg State will be officially open for business with capacities and restrictions lifted and freshly announced concerts and asorted activities sprouting up like mushrooms after a Spring rainstorm. Among these include The Connecticut Trolley Museum (ct-trolley.org) “Spring Fling Beer, Wine and Cocktail Tasting on the Chicago 303” May 15, Sonny’s Place (sonnysplace.com) free concert series presents Acoustic Rick May 21, 384 East May 22, Aquanett May 23 and Change Up May 28, and the Stafford Palace Theater (thestaffordpalacetheater.com) presenting the LACS Country Lit 2021 Tour June 4 and David Allen Coe June 24, to name a choice few. In the meantime, however, there has been some proverbial light at the end

of this pandemic tunnel for several weeks already. Light radiated by the (Mohegan) Sun, as it turns out. After a pandemic-related pushback from 2020, the Connecticut casino officially opened its newest dining option in late March of this year. The Tao Asian Bistro & Lounge is a lavishly-themed, sprawling concept occupying some 10,000 square feet just adjacent to Mohegan’s Sky Tower Hotel lobby. Here, patrons can choose from a selection of Asian-inspired specialties with a focus on Japanese and Thai techniques amidst a backdrop that includes a working koi pond, a wall that periodically provides the illusion of transforming into a waterfall and otherwise ornate, almost spiritual decor. A 16-foot statue of Bhuddist goddess Quan Yin anchors the main dining room. Enfield It’s another big year for NCCCC Home & Product Show ENFIELD — The North Central Connecticut Chamber of Commerce Home and Product Show took place April 24-25 at the Enfield Square Mall. This was the 52nd year for the home show, which has been run under the direction of the North Central Connecticut Chamber of Commerce since 1976. The NCCCC worked with town officials and the local health department to ensure that the event, which traditionally draws thousands of attendees, met pandemic safety guidelines. Photos by Joshua Esan

With the advent of spring Book the dates now for the library’s spring sale there’s new hope in the air SOMERS —This past year has been a challenging one because of the COVID pandemic. Our normal lives have been disrupted as we’ve dealt with the many necessary restrictions in order to curb the spread of the virus. The advent of spring and the success of the statewide vaccination efforts bring new hope and a promise of returning to a sense of everyday normalcy. Spring adds new life and new beauty to all that is, and I frankly C.G. Bud Knorr believe that “hope also springs eternal.” If we believe tomorrow will be better — and it will — we can bear the disruptions all of us have experienced this past year and a half. Somers has effectively navigated this past year due to the resiliency, hard work, focus and hope of our citizens, along with the superb and timely efforts of first responders, health care professionals, and own employees. This collective effort reinforces all that is good in Somers and is responsible for our success. My thanks to all contributors. We’ve successfully crafted a responsible and timely budget that controls costs while preserving and expanding critical services commensurate with the needs of our citizens. The added services/options in Social Services, Recreation, the Senior Center and Public Safety have been achieved with a proposed FY 2021-2022 budget that is less than our current budget (.63% decrease). The establishment of our new Social Services Department has been fortuitous given the many issues associated with COVID. We’ve also expanded our communications outreach by partnering with the Everbridge Alert System, added police coverage that improves our response time 24 hours a day, reenforced our efforts in Fire, Ambulance and ALS due to a 30% increase in emergency responses, and completed a successful reorganization of our Land Use and Recreation Departments. All of us should focus our energy and time on the power of positive thinking, action and affirmation that is necessary to heed hope and effect positive change. Be well, stay positive and don’t give up hope!

Education Foundation Adjusts Funding Cycle SOMERS - With things opening up, the Somers Education Foundation (SEF) is making plans for the summer and beyond. The big change is SEF is adjusting its grant funding cycle. Education and Professional Development Grants will now be considered starting July 1, 2021 instead of

The sale will take place at the Somers Public Library, 2 Vision Boulevard, off Route 190. Cash, check, and Visa/MC payments will be accepted. The preview sale is scheduled from 4 to 7 p.m. Friday, May 14, for a cost of $10. Friends’ members are free. The open sale will take place on Saturday and Sunday, May 15 and 16 from 10 a.m. to 2 p.m.; Monday, May 17 from 11 a.m. to 1 p.m.; and Thursday, May 20 from 5 to 7 p.m. The second weekend will be on Saturday and Sunday, May 22 and 23 from 10 a.m. to 2 p.m. May 15 and 16 we feature the educators special: Get 1 free book for every 10 purchased (equal or lesser value). Must show a current K-12 teacher ID at time of purchase. The following weekend, May 22 and 23, will be half price for both days and on Sunday there will be an additional bonus of a Stuff the Bag ($10 new/$5 with previously purchased Friends’ bag with current design). Special guidelines do apply. Prices for hardcover and paperback books will range from 50 cents to $2, with some separate sections of higher priced books (vintage, author signed, etc.). All the books are donated, with an estimated 18,000-plus total inventory and are available in a wide range of categories such as history, cooking, sports, fiction, nonfiction, gardening, etc. Puzzles, music CDs, audio books, and DVDs are also for sale. Children’s books are sorted by age/grade from infancy to older teens. If you are donating items for the sale, the last day to drop off books is Thursday, May 13 at the Somers Public Library. All proceeds help subsidize the children’s and adult programs at the Somers Public Library, and assist in funding local museum passes, Snacks with Santa, and hands-on discovery stations in the children’s section. STAFFORD — The next steps in the baseball odyssey of local native Jimmy Titus will come with the New York Mets organization. Titus, 23, was drafted in 2019 by the Los Angeles Dodgers. He was traded to the Mets on April 21. “Thank you to the Dodgers for drafting me and giving me the opportunity to start my professional career,” Titus posted on Twitter. “I’m very excited to announce that I’ve been acquired by the New York Mets. Looking forward to getting started!” That start began when Titus (SS/3B) reported to the Mets’ training facility in Port St. Lucie, Florida. Stafford Lions’ good work continues during pandemic The Stafford Lions Club has been serving the community since 1951. During this past year activities and fundraisers were canceled due to the pandemic. The club has been looking for new ways to serve and settled on honoring first responders and health care workers by purchasing lunches from local restaurants and giving them to groups like the COVID testing team, fire departments and police, and various departments at Johnson Memorial Hospital and Evergreen Rehabilitation Center. SLR, our selected partner, is now creating a website to summarize this data and provide a survey for residents. Worthy of note, SLR is also updating the Suffield Public School’s demographic study further informing their understanding of the community served by BSP. Suffield Bridge to be dedicated in Greater Together fund memory of fallen serviceman SUFFIELD — The town of Suffield will officially dedicate the “Dustin L. Doyon Memorial Bridge” as part of a ribbon-cutting ceremony on June 12, 2021, beginning at 10 a.m. The recently renovated Remington Street Bridge will be renamed and serve as a tribute to Doyon, an electronics technician second class petty officer and search and rescue swimmer for the U.S. Navy who tragically died Aug. 21, 2017, at age 26 while serving aboard the USS John S. McCain, DDG-56. Suffield First Selectwoman Melissa M. Mack said, “As a community, we promised never to forget Dustin’s sacrifice. This bridge will forever bear his name for generations to come.” The town will unveil a small plaque and memorial for reflection at the foot of

the bridge, overlooking Stony Brooke. The location is popular among local anglers, a hobby Doyon enjoyed. Karen Doyon, mother of Dustin, said, “Dedicating a bridge in his name is a prestigious honor, and fitting, as ‘a bridge is inherently symbolic of communication and union, whether it be between heaven and earth or two distinct realms’ — the bridge is Dustin. The Doyons continue to hold those who grieve, in union with this great community.” The bridge, located on Remington Street, which connects Mountain Road and Route 75, reopened on Dec. 11, 2020, following a six-month overhaul. The Board of Selectmen unanimously approved renaming the bridge on Dec. 16, 2020.

An advisory committee has been appointed to develop the grant process and award grants to the final recipients. The Hartford Foundation for Public Giving established the Suffield Greater Together Community Fund as an endowed fund. Half of the fund is to remain in permanent endowment and the other half is available for grants over a period of years. Suffield’s Greater Together Community Fund Advisory Committee has released its first grant application. Organizations that support the Suffield community are encouraged to apply for a grant. To be considered, the organization must be a registered nonprofit with a 501(c)(3) designation as a public charity or must obtain a fiscal agent registered as a 501(c)(3) nonprofit. Grant(s) of up to $5,000 will be awarded to one or more proposals. All projects must benefit the residents of the town of Suffield. For details on project guidelines and how to apply, visit: www.hfpg.org/suffieldcf. Grant applications will be accepted until June 1. Funds awarded are intended to enhance the quality of life in Suffield or otherwise contribute to solving a direct need of the community. There are many worthy efforts serving Suffield residents, as well as unmet or unidentified needs. The resident-led committee will direct funding to infuse fresh energy through the town. There is also opportunity for individuals and organizations to assist with this initiative by making a tax-deductible contribution to the Suffield Greater Together Community Fund. Any donations to this fund will be administered by the Suffield Community Fund Advisory Committee and be available to support future grants for the town of Suffield.
