Problem solvers

Area graduates will walk away from their June ceremonies with a unique skill set, thanks to the challenges brought on by the COVID-19 crisis that transformed traditional classroom learning early in their high school careers.

East Windsor Superintendent Patrick

Tudryn acknowledged how through online learning, the Class of 2024 “learned a different way of problem solving, and a different way of communicating – skills that will serve them well in whatever path they choose.”

Random Raven Random Raven Gifts

Welcome to Random Raven, the column that aspires to serve as you complete, entertainment itinerary on a month-to-month basis.

Of course, June is all about Dads and Grads — and the Raven has a sneaking suspicion some of his loyal readers may not have procured proper presents yet to celebrate said occasions?

Fear not, for the following are three outside-the-box —and house — gift ideas are guaranteed to delight your favorite degree earning and parental unit.

The first bright idea comes, fittingly enough, from the Mohegan Sun. The event runs June 15-16 and kicks off with “Country Beats & Smokin’ Eats” in the winter parking lot both days starting at noon.

Saturday, June 15, offers an evening option as well. The “Bubbles & Brew Tailgate” party runs from 4-7 p.m. that

promises pre-fireworks festivities including performances by Chase Bryant, Jon Langston and Nick Bosse and The Northern Roots and unlimited alcohol samples.

Tickets for the daytime options come in at a neat $17.50 per person while Tailgate party ups the ante to $45. To purchase yours, kindly point your

Some exciting things taking place in town

EAST WINDSOR

— There are exciting things happening in East Windsor, and I want to highlight two of them in particular.

First, on May 6 the town held a groundbreaking ceremony for our new community center.

The project, which will renovate and expand Scout Hall, is scheduled to be completed within one year.

Joining us for the ceremony were U.S. Sen. Richard Blumenthal and Director of USDA/Rural Development for Southern New England Scott Soares.

The project is a federal/local partnership, with $2.75 million provided through the USDA Community Facilities program.

Once completed, the newly expanded community center will house East Windsor’s Social Services, Senior

Between both of these wonderful — and long overdue — initiatives, we are working every day to build not just a town but a community, where we can all come together as friends and neighbors.

Services, and Parks and Recreation Departments; will function as our Senior Center during the day during the week; and continue to provide programming space for Boy Scouts, Girl Scouts, and other youth and civic groups.

Our goal is to build a welcoming place that can serve a diverse array of needs throughout the community.

Secondly, on June 2 the town will be holding a ribbon-cutting ceremony for our brand-new playground in East Windsor Park.

We are planning a day of festivities, including food trucks, live music,

games, and giveaways.

Of course, the highlight of the day will be the children in our community enjoying this brand-new amenity.

Please join us from 11 a.m. to 2 p.m. in East Windsor Park, and bring any children that may enjoy this new opportunity.

We continue to work toward placemaking in our community, and this new addition would not have been possible without state bond funds secured for us by state Rep. Jaime Foster.

We are appreciative of the support from our state partners to continually make East Windsor a wonderful place for families.

Between both of these wonderful — and long overdue — initiatives, we are working every day to build not just a town but a community, where we can all come together as friends and neighbors.

In East Windsor, we have very exciting things happening, and our best days are still ahead.

Survey responses still being sought

EAST WINDSOR — A crucial step to revising the Plan of Conservation and Development is taking the pulse of the community.

Responses to a community survey currently being undertaken will greatly assist the Planning and Zoning Commission in setting the vision and goals for East Windsor for the next 10 years.

Paper copies of the survey are available in the First Selectman's Office. Paper submissions will be accepted until June 14.

HARTFORD —

The 2024 legislative session ended on May 8, and it’s time to look at some of the General Assembly's accomplishments.

As a registered dietitian with a doctorate in nutritional sciences and a mother of two little ones, I’m committed to the health and wellbeing of our community and our state’s families and children.

I’m so proud that the House of Representatives voted unanimously to pass HB 5003, the child and family nutrition bill. This was a priority for the House Democrats, and I was honored to have been the one to champion it through the legislative process. This legislation ensures that mothers and children eligible for federal benefits, such as WIC, are enrolled in these programs easily and confidently. This bill aims to reduce barriers to participation in WIC.

HB 5003 promotes outreach and information to access federal programs like WIC that Connecticut underutilizes and supports state farmers by encouraging participation in these programs at farmers markets.

Healthy children are less likely to develop nutrition-related chronic diseases, they are at a lower risk of cavities/tooth decay, they have improved

mental health, and they have improved participation in other social service programs. Increasing WIC participation decreases infant mortality, anemia, and failure to thrive, and improves nutritional status. In general, children are better off when their families participate in WIC.

Connecticut has one of the highest costs of childcare in the country. Passing HB 5002 aims to make childcare and early education more affordable and accessible.

HB 5002 creates the “Early Childhood Care and Education Fund,” to be used for childcare and early childhood education programs; establishes an advisory commission that will report on the health of the fund and annually update recommendations on how to best use its resources; invests in teachers and assistant teachers in state-funded school readiness programs and state-funded childcare programs; and requires a study on the availability of space in stateowned properties that may be used for early childhood care and education programs. High-quality and affordable early care and education contribute to a robust economy and help ensure the success of families and future generations.

The 57th District also has an interest in the topic of solar arrays. HB 5361, “An Act Concerning the Siting of Renewable Energy Sources in the

State’and HB 5507, “An Act Concerning Agency and Court Proceedings Relating to Electric Transmission Lines,” give residents options and towns and neighbors a bigger voice before the state siting council. I’ve been able to take a balanced approach, understanding the need for renewable and green energy options, but knowing sometimes, these projects are not sited in a way that’s beneficial to

neighbors (noise and taking up valuable farmland).

I want to thank 57th District constituents who helped me form opinions and decide on votes that impact our district so I could advocate for change, compromise, or determine a vote. I’m honored to serve as your representative. As always, if you need assistance from my office, call 860-240-8585 or email jaime.foster@cga.ct.gov.

Resident earns scholarship

BOSTON — The Massachusetts Society of Certified Public Accountants has announced that Ian Riley of Enfield was awarded the John W. Cromwell Jr. CPA Memorial Scholarship by the MassCPAs Educational Foundation’s 2024 Scholarship Program.

Riley, a student at Westfield State University, was one of 51 students selected to receive a scholarship. The students were honored for their awards at MassCPAs’ annual, member-wide networking event, Connect 2024, on May 8.

“The dedication and talent of these scholarship recipients is truly inspiring,"”said Zach Donah, CAE, president and CEO of MassCPAs. “Their commitment to the accounting profession fills us with confidence about the future of the industry in Massachusetts. We’re honored to support their academic journeys and play a role in their success. We extend our sincere gratitude to this year's donors and volunteers for helping students achieve their dreams through our scholarship program.”

Scholarships are funded 100% through

donations to the MassCPAs Educational Foundation. The mission of the Foundation is to inspire and support the next generation of CPAs in Massachusetts, and since the program’s inception in 2006, the Foundation has awarded over 400 scholarships to aspiring CPAs, ranging from $2,500-$10,000 and totaling more than $1,900,000.

MassCPAs scholarships are available for undergraduate and graduate accounting students who are attending a college or university in Massachusetts or attending a college or university out-of-state with a permanent residence in Massachusetts.

Scholarship funds are issued directly to the students and can be used for tuition, books, interviewing expenses or other needs. “MassCPAs is committed to fostering a diverse and talented accounting workforce,” said Allie Orlando, director of academic and career development at MassCPAs.

Enfield Enfield

Can the dying Enfield Square become hip again?

Woodsonia Acquisitions, a Nebraska company specializing in acquiring failed malls of yesteryear, has a plan to rebuild the deteriorating Enfield Square Mall — with the help of generous support from the town and state.

As a result of the company’s owner Drew Snyder and partner Mitch Hohlen’s May 13 presentation to the Enfield Town Council, 10 representatives voted unanimously to partner with the real estate firm, moving forward a $250 million project that looks to demolish and replace the physical layout of the deteriorated, 85% vacated property with a brand new mixed-use area to include its namesake — an Enfield Marketplace — along with more than 450 housing units, two hotels, and recreation space. The privately owned Target department store on site would not be part of the Square’s demolition.

As private enterprise and municipality shake on the deal, significant steps remain for the ultimate success of the project.

At the May 13 meeting Snyder said

Woodsonia has signed a contract to purchase the parcel from its current owner, Namdar Realty Group, which bought the 570,000-square-foot mall out of foreclosure for $11.4 million in late 2018.

The Enfield Marketplace will be Woodsonia’s fourth Namdar mall project.

Enfield Town Manager Christopher Bromson explained the concessions being asked of the town to the council. These include an extension of the Tax Incremental Financing (TIF) district through 2045; a tax freeze from 2025 to 2035, with property valuation fixed at $7,262,250; and a 10-year credit enhancement agreement beginning in 2036, with valuation set at $12,849,208.

“This is the town’s skin in the game,” said Bromson.

At the same meeting councilors also unanimously approved a resolution authorizing the town to submit a Community Investment Fund (CIF) 2030 application to the Connecticut Department of Economic and Community Development in June. The fund can provide up to $175 million

each year to municipalities. If granted, the Enfield project would receive $20 million in CIF funding and another $6 million in Brownfield remediation and development.

“If we don't get the $20 million in state funding, we probably are not doing this project,” Snyder admitted to the council.

While locally, high hopes for the realization of the Enfield Marketplace project remain, the New Haven Register reported “a healthy dose of skepticism” by some real estate experts about the project. One concern is whether or not Woodsonia actually goes

through with its contract to buy the mall.

“They need to get a lot more specifics, like where they (Woodsonia) are getting their money from for the project,” said John Clapp, professor emeritus of real estate at UConn. In addition, he noted that as of late May, grant monies have yet to be applied for, no less granted.

Still, if all goes well for the Enfield community, the redevelopment project could commence demolition of the Enfield Square Mall and construction of the Enfield Marketplace as early as late 2024/early 2025.

SOMERS — The Rotary Club of Somers hosted its 52nd annual Fishing Derby at the Blake Center for Faith and Freedom recently.

The derby honored the memory of Paul Monstello, a former member of the Somers Rotary Club.

And we look forward to hosting the event again in future years.”

The event, free of cost to all who attended, lasted two hours. All participants were 12 years old or younger. Fire chief heading to similar post in Mansfield

SOMERS — Fire Chief John Roache, who served in that position for the Somers Fire Dept. since January 2016, has left to take on a new position at Mansfield Fire Dept.

Deputy Chief Keith Allard was named interim chief. Allard has been with the department for more than 40 years, serving as deputy chief for the past 14.

During his time in Somers, Roache developed a paramedic program, led the department through the ever-changing conditions of the COVID-19 pandemic, and was in charge of many major incidents.

“Mansfield has high standards for public safety and service,” said Mansfield Town Manager Ryan Aylesworth. “I believe that as the next leader of Mansfield Fire and Emergency Services, Chief Roache will be very successful in helping us navigate the unique opportunities and challenges our community faces. “

Mabelle B. Avery selected as Middle School of the Year

CHESHIRE — The Connecticut Association of Schools (CAS) has selected Mabelle B. Avery Middle School in Somers as its 2024 Middle School of the Year. According to CAS, this recognition is a testament to the school’s commitment to excellence and innovation, and to creating a supportive learning environment for all students.

MBA stood out for its outstanding best practices, particularly in curriculum alignment, student services, equity and inclusion, and personalized learning.

Enhanced communication within the school community allows the staff to broaden their understanding of challenges faced by today’s youth and strengthen their connections with families. Collaborating with the local preven-

tion council, the school has distributed Operation Parent Handbooks to each family, serving as a resource for navigating the complexities of parenting in the modern world. Parents’ feedback about the support they receive from the school was positive. During the site visit by the CAS visiting committee, three parents teared up when talking about how their child(ren) are supported in school.

Principal Margot Martello said, “It is such a privilege to work alongside this MBA Team. The honor of earning the CAS Middle School of the Year Award is a testament to the hard work, dedication, and professionalism of our staff who show an unending commitment to partnering with the community and helping our students grow academically, behaviorally, and emotionally.”

Frankie B’s Bakery opens in Broad Brook

EAST

— After a few weeks of ‘soft opening’ Frankie B’s Bakery is officially open in Broad Brook and serving up a variety of fare to not only include baked goods but also a range of breakfast and lunch (hot and cold) sandwiches to appeal to almost everyone’s liking along with a self-serve coffee bar with a wide variety of flavors. The bakery at 6 Wapping Road follows in the footsteps of the opening of Frankie B’s Tavern at the old Angelino’s restaurant in Vernon.

All the baked goods at Frankie B’s Bakery are made fresh daily. There’s no cutting corners using premixed items, it is always “mix only fresh ingredients by hand,” by the two experienced and talented bakers, Jen, who received her culinary arts degree in 2016 from Lincoln Culinary, and Katie, who received her degree in culinary arts from Escoffier Culinary Arts in Colorado and has developed a flair for decorating her cakes and cupcakes, who together

with Jenn have created a scrumptious donut that most say, “rivals most offerings available competitively.”

The location was purchased in 2020 and in prior years housed a variety store. The interior of the location has been remodeled with state-of-the-art equipment. Working with the bakers on premises are full-time grille cooks who prepare the made to order breakfast and lunch sandwiches, prepared meals, salads, soups and chili for takeout, and includes the ‘Village Burger with fries’ made popular at the Tavern in Vernon. Both locations offer catering for external events.

Assistant Principal Dawn Marchese and Principal Andrew Duper of Prudence Crandall School in Enfield enjoy their water bottle filling station provided by Connecticut Water. The school was part of the 2022 cohort that received the filling stations.

WL schools benefit from new filling stations

CLINTON — Bottle filling stations donated by Connecticut Water will help students and staff in eight schools, including four in Windsor Locks, use fewer single-use plastic bottles.

The 2024 School Water Bottle Filling Station Grant Program awarded filling stations to schools in Southbury, Guilford and Windsor Locks.

Schools in Windsor Locks receiving the filling stations are the high school, middle school, North Street Elementary and South Street Elementary.

With the eight filling stations distributed in 2024, the program awarded 56 units to schools in 20 districts since 2020 – a value of more than $80,000. Schools report counters on school filling stations show they filled the equivalent of more than 650,000

single-use plastic bottles!

“We already know about the benefits of hydration to students throughout the school day,” said Denise Poole, of Connecticut Water’s Charitable Giving Committee.

“But now, more than ever, the environmental and health benefits of a touchless station for refillable bottles makes sense. Based on all of the positive feedback we’ve received, students enjoy the bottle fill units and make good use of them.”

In addition to supporting needs of Connecticut Water’s service communities, the program also aims to support Connecticut Water’s commitment to the environment by promoting the use of reusable bottles.

Grads’ spirts ‘remained strong’ during pandemic

Continued from page 1

Suffield Superintendent Timothy Van Tasel lauded the Suffield Class of 2024 as well

“Their spirit and connectedness remained strong throughout the pandemic and they returned (to traditional learning) as strong as ever,” Van Tasel said.

The graduates’ resourcefulness is already apparent in their plans for life after high school.

With the average cost of a four-year college degree and on-campus living ranging form $25,000 to $100,000, Superintendent Van Tasel noted that many members of the Suffield graduating class are heading to trade schools, entering the military, and even entering the work force as well as being college-bound.

According to Superintendent Tudryn, East Windsor graduates are “more savvy to the costs of college education and technical programs and in some ways better prepared than their predecessors to navigate through it.”

“Today’s graduates know that there are affordable college and post secondary programs including online options — again, online learning is something this group experienced and excelled in during the pandemic.”

Stafford Stafford

STAFFORD – On May 20, the U.S. Environmental Protection Agency announced $8,966,240 in grant awards from President Biden's Investing in America agenda to expedite the assessment and cleanup of brownfield sites in Connecticut while advancing environmental justice.

The town of Stafford has been selected to receive $500,000 for a Brownfields Assessment Grant.

The target areas for this grant are the Town of Stafford's Downtown Area and the Staffordville neighborhood. Priority sites include a 15-acre housing complex that provides 110 affordable housing units for seniors, veterans, and individuals with disabilities, a 9-acre former industrial mill complex, and a nearly 3-acre parcel with eight vacant and adjoining industrial mill buildings.

These investments through EPA's Brownfields Multipurpose, Assessment, and Cleanup (MAC) Grant Programs and

Revolving Loan Fund (RLF) Grant Programs will help transform once-polluted, vacant, and abandoned properties into community assets, while helping to create good jobs and spur economic revitalization in overburdened communities.

EPA selected five communities in Connecticut to receive five grants totaling nearly $4.5 million in competitive EPA Brownfields funding through the Multipurpose, Assessment, and Cleanup (MAC) Grant programs. In addition, the agency is announcing $4.5 million in supplemental funding to two existing, highperforming Brownfields RLF Grant Programs to help expedite their continued work at sites in Connecticut.

EPA Administrator Michael S. Regan announced the awards in Philadelphia today alongside Philadelphia Mayor Cherelle Parker and U.S. Representative Mary Gay Scanlon at a local brownfield side near Bartram's Mile. For over 60 years, the site was used as an oil terminal,

filled with storage tanks full of petroleum and other semi-volatile organic compounds. The City of Philadelphia has been working to reclaim brownfield sites along Bartram's Mile, turning them into a community hub where residents can access trails for hiking and biking, as well as areas for fishing, gardening, farming and more.

"Far too many communities across America have suffered the harmful economic and health consequences of living near polluted brownfield sites," said President Joe Biden. "I've long believed

that people who've borne the burden of pollution should be the first to see the benefits of new investment. Under my Administration, we are making that a reality by ensuring the historic resources from my Investing in America agenda reach communities that need it most. I am proud that my Administration is helping Philadelphia clean up and transform this area into an economic engine, while tackling a longstanding environmental injustice and creating good-paying jobs."

Obituary Obituary

East Windsor honor student, athlete, honored officer passes

Ronald Keith Floyd, 43, of Glastonbury, departed this life on Wednesday, May 8, 2024. He was born on July 5, 1980, in Hartford, to the late Albert and Sharon (Bingham) Floyd.

Ron was a bright, outgoing child and a voracious reader. He attended school in East Windsor where he participated in the Talented and Gifted Program, as well as the National Honor Society. He was also a Boy Scout, ultimately reaching the level of Life Scout.

Ron had a natural athletic ability and excelled in sports. He loved basketball, played AAU and served as co-captain of the EWHS team his junior and senior year. Ron also participated in track and field. His main event was shot put and he received recognition for his performance. He graduated from East Windsor High School, Class of 1998.

After graduation, he attended college at Seton Hall University in New Jersey. While at Seton Hall, Ron walked on to the track and field team and participated in shot put and discus. Ron would later complete his undergraduate studies from Charter Oak State College,

achieving high honors with a bachelor of science in general studies with a concentration in political science.

In 2001, Ron joined Kaman Industrial Technologies, Inc. in Windsor. Ultimately, Ron decided that he wanted to make a career change and applied to the police academy. He joined the Wethersfield Police Department in March 2005. He was a distinguished member of the 305th Basic Training Session at the Connecticut Police Academy, where he graduated first in his class, receiving the “Chief Luciano Award” and the “TFC. Tuskowski Award” in recognition of his outstanding academic performance, physical wellness scores, driver training and firearms scores, and peer evaluations.

In March 2011, Ron was appointed to the position of Master Patrol Officer and was later assigned to the MidState Narcotics Task Force. He also served as a member of the Capital Region Emergency Services Team. Ron was an active officer who received numerous commendations and letters of appreciation from supervisors and people he interacted with on duty. Commendations often described him as a professional, efficient, courteous, excellent, compassionate and heroic.

In January 2012, Ron was a recipient of the U.S. Attorney’s Award for his efforts in the investigation and prosecution of a high-level drug trafficking case that resulted in a guilty plea. Ron was a recipient of the WPD Medal of Valor in May 2008 where he and other members of the department demonstrated true

courage and professionalism under gunfire. The CPCA Medal of Valor was also awarded to Ron for his actions during that incident.

After multiple injuries to his knees Ron retired from the WPD in 2018. In 2020, Ron joined Collins Aerospace in Windsor Locks. As a result of his hard work and dedication, Ron was able to transition into the role of Aftermarket Program Manager in 2022. And in early 2024, he was promoted again and given additional responsibilities. While at Collins, he obtained a Project Management certificate from Cornell University.

Ron’s big personality and infectious laugh touched the lives of all who knew him. He appreciated good food and enjoyed preparing it, usually without a recipe in hand. He had such a big heart and enjoyed spending time outdoors with his dog Jax, family and friends, especially attending his children’s sporting, drama, dance, and musical events.

Ron leaves behind to cherish his memory his beloved family, daughter Sienna Floyd of Glastonbury; son Lincoln Floyd of Glastonbury; his beloved dog Jax ; mother Sharon Floyd of East Windsor; brother Gregory Floyd (Amy Floyd) of Irvington, NY; sister Kimberly Floyd (Carlos Ruiz) of West Hartford; former girlfriend and mother of his children Julie Grose of Glastonbury,; nieces Natalie Ruiz, Adriana Floyd, Madison Floyd, Giavanna Ruiz, and nephew Kairo Ruiz; grandmother Arrie Pearl (Askew) Floyd, Middletown; and a host of aunts, uncles, cousins, and friends.
