To the strains of “Pomp and Circumstance,” members of the Class of 2018 will begin a new chapter of their lives as they leave high school for higher education, employment or the military.

At the same time, these schools will honor their top two students — the valedictorians and salutatorians — who in addition to their academic success seem to be involved in nearly everything in their schools and their communities.

Welcome back to Random Raven, the column that aspires to provide your complete, entertainment itinerary on a monthly basis — come what “May.” And what a May it was for the Raven.

It started with a fresh take on a “shore” thing on the coastal restaurant circuit as the Anne Langlois — the new Chef de Cuisine at Old Saybrook's Fresh Salt (saybrook.com/restaurant) put us through the paces of her redesigned Spring menu.

“Lettuce” start with the Petite Candy Beet Salad, featuring candy-striped beets, Beltane Farms’ Goat Cheese, watermelon radishes, beet-micro bulls blood mix, finished exquisitely with a roasted pistachio dressing. Onto the apps, another early hit could be found in the savory Hoisin Pork Belly Sliders, with shaved jalapeno-lime coleslaw, pickled onions, tahini aioli and caramelized onion Naan bread. The Grilled Grand Banks Swordfish Loin is also quickly becoming a new favorite entree at Fresh Salt, served with a green bamboo risotto, baby bok choy, a ginger soy glaze and topped with grilled pineapple-scallion salsa. And for those who like their local interlaced with lotsa pasta, meet the Pan-Seared Stonington Driver Scallops with fresh tagliatelle pasta, asparagus tips, Tasso ham, spring onions, toasted shallot-parmigiano cream and lemon zest. Stone Temple Pilots’ “Gutt” Check There’s a saying creative types have coined to describe a seemingly inexplicable confluence of circumstances that yield almost mystical results. They call it “lightning in a bottle.”

In a cruel twist of fate, any given musician or band has about the same odds of “making it” in the music biz as they would, say, to be physically struck by actual lightning.

But to have a second iteration of a “made” band enjoy continued success?

That has to rank somewhere on the odds table next to getting struck by lightning WHILE walking out of the lottery office after cashing in your winning Powerball ticket.

And that’s exactly what San Diego's Stone Temple Pilots had accomplished in a nearly three decade career that saw original frontman Scott Weiland

replaced by Linkin Park’s Chester Bennington in 2013…followed by the untimely demise of both Weiland in 2015 and Bennington, July of last year.

Now, the brotherhood battery of bassist Robert DeLeo and guitarist Dean DeLeo could have easily retired Stone Temple Pilots to the hangar after such a traumatic turn of events.

But after an exhaustive search that was reportedly devoid of any chronological or geographic boundaries, the band has opted to go for the "threepeat" and continue with moniker they rode in on. Rarefied rock air for sure, as few have even attempted the dreaded third frontman - and even fewer have been successful at it. (Need we remind everyone again of the great Gary Cherone/Van Halen debacle of 1998?).

The salutatorian is Marissa Guzzo. Guzzo also attended the Greater Hartford Academy of Math and Science. She is a member of the World Language Honor Society and National Honor Society. She is part of SHS Wildcat Advisory Group, the Capital Area Math League, American Mathematics Competition Team and Physics Bowl. She is also a member of Suffield High School Student Council, Giraffe Club, Best Buddies, Academic Quiz Team, and a school morning news anchor. She received a scholarship to the National Summer Transportation Institute at UConn in 2016. She was a 2018 recipient of the American Federation of School Administrators College scholarships. She plans to study for a career in biology/psychology/economics in the fall.

Broad Brook native making waves in submarine support role

GROTON — A 2012 East Windsor High School graduate and Broad Brook native is serving in the U.S. Navy supporting nuclear-powered, fast-attack, submarines homeported in and visiting the Groton area.

Seaman Zachary Ames is an information systems technician.

A Navy information systems technician is responsible for providing technical support for sailors aboard the submarine as well as ensuring information security.

“I enjoy learning about my future career, especially about the world of IT (information technology),” Ames said.

“It’s something that me and my pops have in common, because he was in the

information technology career field too.”

A key element of the Navy the nation needs is tied to the fact that America is a maritime nation, according to Navy officials, and that the nation’s prosperity is tied to the ability to operate freely on the world’s oceans.

More than 70 percent of the Earth’s surface is covered by water; 80 percent of the world’s population lives close to a coast; and 90 percent of all global trade by volume travels by sea.

“Some of the experiences I had growing up in Connecticut helped prepare me for what I wanted to apply as a sailor, especially life as a submariner,” Ames said. “It can be a challenge with all we’re trying to learn, especially studying about

submarine life as an IT.” Naval Submarine Support Center, New London provides administrative and support functions to approximately 20 submarines.

The command provides support in the fields of: administration, medical, legal, chaplain, supply, combat systems, engineering, communications, and operations to improve readiness of submarines in the Groton area.

Attack submarines are designed to hunt and destroy enemy submarines and surface ships; strike targets ashore with cruise missiles; carry and deliver Navy SEALs; carry out intelligence, surveillance, and reconnaissance missions; and engage in mine warfare.

Their primary tactical advantage is stealth.

“The U.S. Navy submarine force has one of the highest operational tempos in the U.S. Navy and Naval Submarine Support Center, New London plays a vital role in helping Groton-based submarines maintain their excellent readiness,” said Brian J. Nowak, commanding Officer, Naval Submarine Support Center, New London.

One vote does the job this time: Voters OK $39.3 million budget

EAST WINDSOR — Voters approved a $39,396,958 budget for the 2018-19 fiscal year at the May 8 budget referendum by a vote of 570-482.

In District 1, the vote was 203-184. In District 2, the vote was 367-298.

The budget passed on the first referendum, something that has not happened recently.

In 2016 and 2017, budgets were passed on the third referendum. Had they not passed at that point, according to the town charter, the budget would have been automatically set with a 2 percent increase over the previous year’s spending plan.

The budget is an increase of 4.49 percent or $1,692,046 over the current spending plan.

The budget includes $13,949,262 for general government, an increase of $477,742 or 3.55 percent; $977,668 for capital improvements, an increase of $215,994 or 28.36 percent; $1,020,028 for debt service, an increase of $20,028 or 2 percent; and $23,450,000 for the Board of Education, an increase of $978,282 or 4.35 percent.

The mill rate with this budget was set at 33.9, an increase of 1.13 mills. A mill represents $1 in tax for every $1,000 of assessed property value.

The taxes on a home assessed at $100,000 will be $3,390, which will be an increase of $113.

Community Theatre group again moves to center stage

ELLINGTON — It began as a 2013 summer day-camp experiment with a cast of 30 children performing in a local church basement.

Five years and four productions later, Ellington Community Theatre is pleased to announce that it is in the process of obtaining 503-c nonprofit status and has appointed its first Board of Directors.

Jane Roets, owner of Music Together studio Arts From the Heart, llc, and driving force behind the town’s past musical productions, will serve as the group’s first chairman of the board.

Other board members include town residents Jennifer Palmer, Jeff Roets, Paul Ballasy, Alana Di Corcia, David Joy, Kristen Deptula, and Alicia di Leo. Past productions include “Honk!,” “Suessical the Musical,” “The Music Man,” and “Annie.”

This year’s summer musical will be the beloved Peter Barrie children’s classic “Peter Pan,” complete with a gigantic family dog and small children who appear to fly through the air.

ECT actively seeks out all ages for its productions, in awareness that multigenerational activities enrich all participants and strengthen town bonds.

“We’ve had a goal of becoming a nonprofit from the earliest days of this endeavor,” Roets said.

“This will enable us to partner more efficiently with the business community of Ellington. More importantly, though, this Board will work toward weaving community theatre into the fabric of the town, so that the entire town feels pride of ownership.”

In addition to all manner of corporate sponsorship, Ellington Community Theatre will continue to nurture partnerships with the Ellington Schools, Youth Services, and Parks and Recreation.

Low turnout, but voters OK budget; boost in state aid keeps mill rate steady

ELLINGTON — Residents voted 362-308 to approve a $58,396,875 budget for the 2018-19 fiscal year at a May 15 adjourned town meeting.

The budget represents an increase of 2.11 percent or $1,205,961 over the current spending plan.

The budget includes $18,738,972 for general government, a decrease of 0.43 percent or $80,456; $1,356,542 for capital outlay, a decrease of 9.53 percent or $142,975; and $38,301.361 for the Board of Education, an increase of 3.88 percent or $1,429,392.

The tax rate was set at 31.7 mills, the same as for the current fiscal year, so residents will see no change in their tax bills.

For the average homeowner in town with an assessed property value of $204,155, taxes will be $6,472 annually.

The $58,396,875 budget proposal originally would have brought a 0.9 mill increase to 32.6.

First Selectman Lori Spielman said they were able to keep the mill rate at 31.7 after learning the town would receive more state aid than had been anticipated.

“They actually ended up giving us some extra money,” she said.

Spielman said putting the budget together required tremendous effort.

“It takes a lot of people to work on the budget,” she said.

Unfortunately, Spielman said voter turnout was low despite efforts to communication information about the budget through newspapers and social media. Just 7 percent of the town’s eligible voters participated in the budget referendum.

On Tuesday, June 5, at 6:30 p.m., naturalist John Root will discuss “Edible Perennial Gardening and Landscaping.”

Learn how to establish and maintain a variety of perennials, including trees, shrubs, vines, canes, and herbaceous plants, for harvests of fruits, nuts, and vegetables.

Perennials for edible landscaping and attracting songbirds, hummingbirds, butterflies, and bees will be offered for sale.

Town attorney Bromson tabbed as acting manager

ENFIELD — Christopher W. Bromson will be the acting town manager.

The Town Council unanimously voted May 7 to name Bromson, the town attorney, as acting town manager from May 29 to Aug. 27, according to the meeting minutes.

Town Manager Bryan R.H. Chodkowski announced in March that he was planning to resign to become city manager of Moraine, Ohio, in June.

Chodkowski came to the town two years ago after leaving a position in Riverside, Ohio, following the resignation of former Enfield Town Manager Matthew Coppler, who left to become city manager of Lincoln Park, Mich.

“Chodkowski has more than 18 years of executive leadership experience in local government. Since 2016, he has served as the town manager of Enfield,

Chodkowski came to the town two years ago after leaving a position in Riverside, Ohio.

Connecticut. There he led a leadership team of 14 and was responsible for the oversight of a $63.7 million budget and 450 employees. Enfield provides social services, public transportation, and leisure services. Chodkowski has been developing a long-term financial plan for the town to address the growing disparity between revenues and expenses as well as drafting a facilities management plan,” reads a post on the Moraine website.

Chodkowski was earning an annual salary of $150,000 in Enfield, $15,000 more than Coppler was paid.

Enfield This open house will pack historical Wallop

ENFIELD – The Enfield Historical Society will hold an open house from 2 to 4 p.m. Sunday, June 10, at the Wallop School Museum, 250 Abbe Road, on the corner of Wallop School Road.

There are only four open houses this year.

The Wallop School was one of the last one-room schoolhouses in use in Connecticut.

The original structure was built in 1754, the same year that the local citizens voted to establish school districts.

It was destroyed by fire about 1800 and replaced by the present one-room brick building. The “new” school housed several different grade levels and operated continuously until 1947.

The Enfield Historical Society recently completed a multiyear restoration of the school, carefully recreating the atmosphere and character of its last years as an active school.

Everyone is welcome to the free open house.

Hall, Stokes back state’s compromise budget agreement

HARTFORD – State Reps. Greg Stokes, R-58th District, and Carol Hall, R-59the District, voted in favor of a compromise state budget agreement on the last day of the legislative session May 9.

Without adding new taxes, the agreement restores more than $2.7 million to Enfield between education cost sharing and town aid.

It prohibits holdbacks to municipal funding by the governor, restores the Medicare Savings Program and provides additional funding into retired teachers health care.

The budget also respects the revenue volatility cap instituted in 2017 and will

deposit the influx of unexpected onetime revenue collected this year into the rainy day fund.

“I have fought hard for the restoration of funds for the town of Enfield,” Hall said. “The last two years have been a struggle in the Education Committee and Appropriations Committee to keep our town adequately funded. We also fought to keep funding for military honor guard burials that were left out of the Democrat’s initial budget proposal.

“I was proud to stand with my House and Senate Republican colleagues to offer a balanced budget proposal that would have taken more proactive steps

to put our finances in order. This agreement was an acceptable compromise that takes care of Enfield’s near-term needs.”

Stokes said, “Protecting Enfield’s education funding has been one of my highest priorities for the past two legislative sessions, and this agreement does right by the town by restoring funding to our town and our local school district.”

“The agreement also provides funding for our veterans in need by appropriating $2 million to the Veteran’s Hospital in Rocky Hill and provides funding for burial honor guards,” Stokes added

The agreement also begins the implementation of some of the recommendations from the Commission on Fiscal Stability and Economic Growth.

As recommended by the economic growth commission, it requires a study of pro-growth tax rebalancing to produce a report for the legislature by December 2019.

The deal also requires the hiring of outside financial consultants to identify $500 million in savings from general fund expenditures to be acted on by January 2019.

Also, it requires a study of reforms to the teacher retirement system to pay down unfunded liability.

Swim lessons The Enfield Recreation Department offers a variety of swim lessons including preschool swim, progressive swim, and adult swim.

Lessons will be held at either Angelo Lamagna Activity Center Pool or at the Enfield Annex Pool, depending on your class.

Classes are held in two-week sessions, starting July 2. Preregistration is required.

Tiny Hawks Camp The essentials of soccer and basketball are intro-

duced in a fun and safe environment, with lots of encouragement.

Participants must be at least 3 years of age and parents are encouraged to participate. Camp will be held Monday-Friday, July 23-27, from 9-9:45 a.m. at the Angelo Lamagna Activity Center Gym, 19 N. Main St. Fee is $70 for residents, $80 for nonresidents. Preregistration is required.

Sunday, June 17, from 10:00 a.m. to 4:00 p.m Treat your father to the Museum’s Open Cockpit Day and let him climb aboard cockpits of historic airplanes and helicopters. A variety of aircraft will be open for visitors including the WWII-era Republic P-47D “Thunderbolt,” the Vietnam War era Bell UH-1B “Huey” helicopter, as well as supersonic jet fighters including the North American F-100A “Super Sabre” and the Lockheed F-104C “Starfighter.” There will also be special activities that include climb aboard experiences in historic aircraft; flight simulators, hands-on Build & Fly Challenges, and much more!

For the first time the museum will display over 20 helicopters and equipment, including many that have been in storage for several years and are not normally open to the public.

Some of the helicopters will be open to the public for tours and there will be experts there to explain the aircraft and their operation. The helicopters include the 25,000 pound CH-54 Tarhe, sometimes called the Skycrane, a single seat gyrocopter, a Navy drone, an award winning manpowered helicopter, and many others. At 1:00 Kevin Bredenbeck, former Sikorsky test pilot, will present “X2 Technology Sikorsky Door Step into the Future”.

The New England Air Museum is open from 10 a.m. to 5 p.m. Seven days a week.

Admission is $15.00 for adults, $14.00 for seniors 65 and up and $10.00 for ages 4 to 14. Children under 3 are admitted free.

SOMERS — Enfield Loaves and Fishes will be having a game dinner and barbecue fundraiser at the Knights of Columbus at 3 p.m. Sunday, June 10, at 236 Main St., Somers.

SOMERS — Voters approved the $32,258,577 budget for the 2018-19 fiscal year at a May 8 budget referendum by a vote of 476-327.

Of the town’s 5,855 eligible voters, 13.7 percent or 803 voted in the referendum, 798 in person and five by absentee ballot. The adopted budget represents an increase of $25,584 or 0.08 percent over the current spending plan.

The budget includes $7,469,645 for town government, a decrease of $286,776 or 3.7 percent; $22,822,511 for the Board of Education, an increase of $263,884 or 1.17 percent; $1,716,421 for debt service, an increase of $48,476 or 2.91 percent; and $250,000 for capital improvements, the same as in the current spending plan.

He plans to attend the University of Connecticut, where he will study writing.

The salutatorian is Kaileigh Perez. She was inducted into the National Honors Society, received the Superintendent’s Award, the Harvard Book Award, is a Quinnipiac University Trustee Award recipient and a Dollars for Scholars Scholarship recipient. She has been the captain of the cross-country team for the past two years and has been on the team fall four years. She has been dancing since she was 3 years old. In both her junior and senior years, she choreographed the dance for the school’s plays, “The Phantom of the Opera” and “Beauty and the Beast.” Perez is a member of Vocal Motion, has been her class secretary all four years and has volunteered through Vacation Bible School at her church. She plans to pursue a degree in occupational therapy at Quinnipiac University.

Voters to decide budget’s fate at June 7 referendum

STAFFORD — Residents will vote on a $40,617,086 budget proposal for the 2018-19 fiscal year in a June 7 referendum.

Barring any changes at the annual town meeting, which was scheduled for May 31 — after the North Central News went to press — the spending plan is $6,143 or 0.015 percent lower than the current budget, but would bring a $42.90 tax increase for the average taxpayer with a home assessed at $130,000.

The tax increase is due to the loss of state revenue, although the legislature did vote for more aid to cities and towns than had originally been anticipated. The proposed budget includes: — $10,215,167 for the Board of Selectmen, a decrease of $26.729 or 0.26 percent; — $542,109 for the Stafford Public Library, an increase of $3,926 or 0.73 percent; — $2,200,810 for debt service, an increase of $16,660 or 0.76 percent; — and $27,659,000 for the Board of Education, which is unchanged.

The mill rate would be set at 4.26, an increase of 0.33 mills. A mill represents $1 in tax for every $1,000 of assessed property value.

Annual Firefighters Walk/Run sure to spark plenty of interest

SUFFIELD — The Suffield Firefighters Association has announced that the 22nd annual Firefighters 5K Walk/Run will take place at 9 a.m. Sunday, June 3.

Walkers/runners again this year set off from South Grand Street at the start of the annual Suffield Firefighters 5K road race running and walking on a beautiful Sunday morning through some of the most picturesque streets in Suffield passing tobacco farms, open fields and other rural charm the Town of Suffield has to offer.

The Suffield Firefighters will once again host the annual road race. The race route remains the same beginning on South Grand Street going south to Sheldon Street, then to Mountain Road and ending at Bruce Park.

The event was renamed a few years ago and is now entitled a Paul R. Simison Memorial Annual 5K Road Race, named for Simison who was the founder of the race. Simison’s hopes for the race was to draw attention to health and fitness— important attributes for firefighters and for volunteerism.

Each year trophies and medals are awarded for the first place male and female winners in various age group categories.

Additionally, there are numerous door prizes to local businesses for the participants.

Registration forms will be available on line at www.suffieldct.gov Interested participants may also pick up race forms at the Suffield Fire House on Mountain Road as well as Suffield Town Hall, Kent Memorial Library, Suffield Police Department and First National Bank of Suffield.

The budget includes: — $34,719,732 for the Board of Education, an increase of $107,888 or 0.31 percent; — $3,206,275 for debt service, an increase of $396,471 or 14.11 percent; — $2,928,904 for capital expenditures, an increase of $412,880 or 16.41 percent; — $360,000 for contingency, which is unchanged; — $148,220 for transfer to OPEB, a decrease of $30,551 or 17.09 percent; — $500,000 for transfer to insurance fund, a 100 percent increase; — $500,000 for transfer to CNRE fund, a 100 percent increase; — and $15,646,348 for general government operations, an increase of $453,527 or 2.99 percent.
