Chef Competes on Food Network’s ‘Chopped’

ELLINGTON - Local resident Christopher J. Avtges competes on a special edition of Food Network’s popular cooking challenge show “Chopped.” The episode, “Cook Your Butt Off,” highlights four chefs from around the country who adjusted their cooking styles and achieved significant weight loss. Avtges has lost more than 140 lbs. The taped episode featuring Avtges first aired on May 30 at 9 p.m. Under contract, he was unable to reveal to anyone, including his wife, how he placed in the competition. “It was an experience of a lifetime, “said the chef. Avtges attributes his weight loss to adjusting his diet and exercising regularly at Ellington’s Indian Valley YMCA. “My YMCA trainers, Jesse Flaherty and Laura Kratochvil, were monumental in helping me establish an intense workout schedule. That, in turn, motivated me to work on my caloric intake, leading me to examine my approach to cooking.” By using a calorie counting app on his iPhone, Avtges kept track of his caloric intake as well as his exercise. In addition to his regular YMCA workouts, he now fits in additional activities several times per week, such as kayaking with his family. He participates several times a year in local fitness challenges, and plans to participate in his second Sprint Triathlon later this year. Avtges was raised in Watertown, Mass., and is a graduate of Johnson & Wales University in Providence R.I. with an AOS in Culinary Arts and BS in Food Service Management. His career has included positions in the kitchens of restaurants, country clubs, colleges, and K-12 food service. He is currently exploring ways to use his life-changing experience to help others do the same. “Chopped” is produced in New York City for Food Network. Here is a note about the episode: Four chefs with incredible weightloss stories charge into the “Chopped” kitchen to compete. In the first mystery basket they find a fatty protein that challenges them to stick to their healthierfood philosophies. In the entree round, there's a fish to break down and a snack food to transform. And when the final two physically fit competitors dash into the dessert round, the judges watch eagerly to see if their angel food cake creations will be heavenly. “Chopped” is an American realitybased cooking television series created by Michael Krupat, produced by Linda Lea, and hosted by Ted Allen that puts four chefs against one another competing for a chance to win $10,000. It airs on Food Network.

Voters Head to Polls To Decide on Town Spending Plan

EAST WINDSOR — The town budget will increase 2 percent — no matter the vote in a third referendum. Residents voted against two budget proposals in May 14 and May 28 referendums. A third budget referendum is scheduled for June 11. Under the Town Charter, a 2013-14 fiscal year budget will automatically be enacted with a 2 percent increase over the current fiscal

year’s spending plan if voters cannot enact a budget after three referendums. First Selectman Denise Menard said she hopes the third budget vote passes. “I would hope so since what the Board of Finance is recommending is a 2 percent increase now,” she said. Having the budget enacted by the vote rather than being forced by the charter provision would make for a smoother process as the town prepares

to send out bills for property taxes due July 1. In the third referendum, voters will be asked to enact a $34,840,618 budget, which would also mean a 2 percent increase or $683,1498 over the current fiscal year. A 2 percent budget increase carries a mill rate of 29.7791 compared to the current rate of 24.7263. A $35,417,536 spending plan for the 2013-14 fiscal year was rejected 903405 in the May 14 referendum. The budget proposal would have represented

a 3.69 percent or $2,260,067 increase over the current fiscal year’s spending plan. A $34,833,536 budget was rejected by a vote of 729-441 on May 28. That budget would have brought a 1.98 percent or $676,067 increase over the current spending plan. Voting for the June 11 referendum will take place from 6 a.m. to 8 p.m. at both town polling places, Town Hall, 11 Rye St., Broad Brook, and the Town Hall Annex at 25 School St., Warehouse Point.

‘Walk For Abby’ Raises Money to Fight Mitochondrial Disease

BROAD BROOK - On Saturday, April 27, hundreds gathered at the Broad Brook Elementary School to participate in the “Walk for Abby” event, a threemile walk around Broad Brook to raise money for finding a cure for Mitochondrial Disease for East Windsor resident Abby Sauerhoefer. After the walk, which went around Main Street, Depot Street, Perry Lane and Reservoir Avenue, participants gathered outside Broad Brook Elementary for some music, face painting and a raffle drawing. State Representative Christopher Davis (R-East Windsor) was one of the many participants who came to walk in support of Abby and the fight against Mitochondrial Disease. “Around 2 million people in our nation struggle every day with

Mitochondrial Disease, yet there is still much more to learn about the disease and how we can prevent it,” Rep. Davis said. “This was certainly a successful day for Abby, the Sauerhoefer family and all of those who deal with Mitochondrial Disease in their lives, and I am honored to have participated in this great community event.” This year’s walk helped raise more than $9,000 for the cause and additional donations are still coming in – bringing the grand total this year to over $46,000. An additional $4,480 in raffle ticket sales was also donated to the Broad Brook Elementary School special education department for adaptive playground equipment. Voters Approve Tax Increase By Linda Tishler Levinson

ELLINGTON — Taxes will increase 1.8 percent under the 2013-14 fiscal year budget approved in a May 21 referendum. Residents voted 490-319 to approve the $50,180,837 budget. “I’m very happy that it passed,” First Selectman Maurice Blanchette said. “This is a good budget. I think we’ll be able to do what we need to.” The Board of Finance had voted in April to reduce the Board of Selectmen’s overall town budget request by approximately $180,000. The budget approved in the referendum brings an increased tax rate of 0.5 mills or just under a 1.8 percent tax increase from the current mill rate of 27.9. With a mill rate of 28.4, a homeowner whose property is assessed at $200,000 will see a tax increase of $100, from $5,580 to $5,680. A mill represents $1 in tax for every $1,000 of assessed property value.

First Female Police Officer Honored Upon Retirement

Ellington

ELLINGTON - On Friday, May 3, state Rep. Christopher Davis joined Ellington police officers and residents to honor retired Ellington police officer Maureen Lowe for her 27 years of service to the Town of Ellington. Lowe, of Ellington, was first appointed by the town as a secretary for the police department in 1986 and was later appointed as a part-time town police officer three years later. Lowe served for 24 years as the first female police officer of Ellington. “The town of Ellington owes a great debt of gratitude for Maureen’s many

years of service to our town and its residents,” Davis said. “Maureen’s 23 years of service as the first female Ellington police officer is an extraordinary achievement, and on behalf of the people of Ellington, I’d like to thank her for her long-standing dedication to helping protect our town and our families.” At right, State Rep. Time for Owners To Renew Dog Licenses

ELLINGTON - Dog licenses must be purchased when a dog reaches the age of six months. When purchasing a dog license, a rabies certificate and a spayed/neutered certificate (if applicable) must be shown in order for a license to be issued. Licenses must be renewed annually within the month of June. People moving to Ellington from another Connecticut town with a current dog license can transfer the license for a fee of $1. Replacement tags for lost tags

can be purchased for 50 cents. Fees for spayed/neutered dogs are $8 and $19 for those that are not. A late fee of $1 per month will be imposed for each dog not licensed within the month of June. Town Council Adds $2 Million To Budget for 2013-14

ENFIELD — The town budget will increase 3.6 percent under a spending plan adopted by the Town Council at the May 15 Special Town Council meeting. The $118,449,477 budget was approved by a vote of 6-5, according to the minutes of the meeting. The spending plan for the 2013-14 fiscal year brings a $4 million increase over the current year’s budget. The budget approved by the council

also is $2 million greater than the budget sought by Town Manager Matthew Coppler, which would have carried a 1.8 percent increase over the current budget. The budget increases town side spending 5.8 percent and Board of Education spending 1.8 percent. The council voted to decrease the technology funding commitment for the school board by $750,000 to help provide funding for all-day kindergarten. Mayor Scott Kaupin said all-day kinder-

garten was the dominant issue of the budget season and that most council members support all-day kindergarten. The mill rate was set at 29.26,compared to the current tax rate of 27.84 mills. A mill represents $1 in tax for every $1,000 of assessed property value. The 1.42 mill rate increase will mean an additional $213 in taxes for a homeowner with a property assessed at $150,000.

Valedictorians, Salutatorians Show Strong Involvement

You might think becoming the valedictorian or salutatorian of your high school graduating class alone would be enough to keep a student busy, but those who have achieved those rankings in North Central Connecticut say they have been involved in far more than just academics. “I just loved being involved in a lot of things,” said Ayesha Ejaz, valedictorian of the East Windsor High School Class of 2013. She is the president of the school’s student government, vice president of the senior class and is a member of the Leo Club and the National Honor Society. She also has tutored other students and job shadowed a dentist. Ejaz plans to attend the University of Connecticut majoring in biological sciences on a pre-dental track. East Windsor ’s salutatorian, Allison Rodrigue, also is actively involved in a number of activities, including being on the basketball, softball and soccer teams, as well as Model Congress, Closeup, the Leo Club and the yearbook staff. Rodrigue also plans to attend UConn.

She said she has not decided on a major, but will focus on math or science. Rodrigue said she was not surprised to be named salutatorian. “We both knew that we were at the top of our class,” she said of herself and Ejaz. “We both worked very hard.” The same degree of community and school involvement is displayed by the top students at Somers High School. Valedictorian Nicole Gay is an officer of both the National Honor Society and Beta Club and has been involved in various service projects. She also is a member of the Drama Club, the school’s literary magazine the Scriptura, and is the editor of the school newspaper, the SHS Gazette. She was named a National Merit Scholarship finalist. Outside of school she practices ashtanga yoga and works at Scantic Valley Farm. She plans to attend UConn, pursuing a degree in biomedical engineering as part of the Honors Program. Somers High Salutatorian Mark Erwin is a member of the Math Team, JETS and Beta Club, of which he is

president. He is on the cross country and indoor and outdoor track teams. He has won awards, including the Rensselaer Medalist Award, AP Scholar with distinction, four JI Scholar Athlete Awards and the AP Calculus Award as a sophomore. Mark runs marathons and ultramarathons. He plans to attend Dartmouth College, double majoring in chemistry and physics. These young people are just a few examples of the students who will lead

their classes at graduation this year. Commencement Due to Superstorm Sandy and this winter’s storms, particularly the blizzard in February, commencement exercises at local high schools are being held about a week later than in a typical school year. East Windsor High School Graduation is scheduled for 6 p.m. June 21 at Maneeley’s in South Windsor.

Proposed Budget Praised for Its Minimal Tax Increase

SOMERS — After what has been a challenging budget season for the town, a proposed spending plan for the town will go before voters in a June 4 referendum. On May 13 the Board of Finance approved a recommended annual budget of $29.4 million for 2013-14 fiscal year. The proposed budget would bring a 0.25 mil rate increase, which is smaller than the 0.65 mil increase, which had

been proposed at a public hearing in April. The new recommended mill rate of 23.37 would mean an increase of about $50 per year for the average homeowner. “I’m very pleased at what came out of the Board of Finance meeting,” First Selectman Lisa Pellegrini said. “This budget would allow us to preserve both the town’s operating and education budgets yet with a smaller tax increase. Everybody wins.”

“The members of the Board of Finance worked very hard to consider everyone’s interests. We’re sensitive to the fact that citizens are still going through challenging economic times, but that they still desire town services and a quality education for our children,” Board of Finance Chairman James Persano said. Voting on the budget will be held from 6 a.m. to 8 p.m. June 4 in the Town Hall auditorium. Risk Management Award The town has received the Connecticut Interlocal Risk Management Agency’s Risk Management Achievement Award for 2013. In a written release, Bruce A. Wollschlager, CIRMA CEO, said, “This year’s award recipients demonstrate that our members have taken ownership of

their risk management programs; they’ve assumed accountability, and thereby were able to achieve significant results. They are the best of the best.”

Youth Theatre Tryouts

SOMERS - Auditions will be held by The Somers Village Players Pied Piper Productions for the summer Youth Theatre musical, “SEUSSICAL.” This production is specifically written as “Theatre for Young Audiences.” The play has parts for 7-12 lead and supporting females and 5-10 lead and supporting males. There is also a large flexible chorus and smaller parts. All ages are welcome from 7 to 107. Applicants should come prepared with a theatrical résumé if they have one (no experience necessary). Proposed Hospital Cuts Could Put JMH on Life Support

STAFFORD - Facing devastating cuts to their operation, administrators from Johnson Memorial Medical Center pleaded with state legislators and the governor to rethink a proposed budget that would leave a chilling effect throughout Connecticut. On Thursday, May 23 state delegates representing Johnson Memorial answered their call. During a press conference, state Reps. Penny Bacchiochi (R-Somers) and Christopher Davis (R-Ellington), and state Sens. John A. Kissel (R-Enfield) and Tony Guglielmo (R-Stafford) told their constituents and the hospital’s nearly 500 employees in the surrounding community that they were behind them, supporting the hospital, and working to protect it against the harmful budget. “The proposed budget, if enacted, would essentially put Johnson Memorial on life support,” Sen. Kissel (R-Enfield) said. “The impact would be very detrimental for Johnson and for hospitals across Connecticut. We continue to do everything we can to protect this regional asset and its many jobs. The public can really help our cause by calling their elected officials and the governor as soon as possible.”

“My mother is a 32-year volunteer at Johnson Memorial Hospital. My daughter is a registered nurse at a hospital. Not funding these hospitals properly will have a ripple effect in many ways. Not only will families face losing their local hospital, but people will lose jobs. Some of these hospitals may not be able to afford the cuts which would mean shutting down,” Sen. Guglielmo said. “The way I see it government has three duties; public safety, public education and public health. To deny these hospitals help means we are ignoring our duty. I urge people who are concerned to find out who your state representative and state senator are and explain to them how you feel about these cuts. Then hold them accountable for how they vote.” “We’re going to work hard to ensure these budget cuts don’t happen,” Rep. Bacchiochi said. “Johnson Memorial impacts all of us. It contributes so much to our area, and the governor’s proposal is detrimental to the staff and administrators of the hospital. Too much is at stake with these proposed cuts.” "It is important for our constituents and our colleagues in the General Assembly to know that we stand with

our community hospitals to protect the essential care and services they provide to so many of our state's residents," said Rep. Davis. "These cuts will mean less jobs and reduced services in our community when we need them the most." In December 2012, faced with a current-year deficit, the legislature worked on adjustments to the Governor’s Deficit Mitigation Plan. The largest part was a reduction in funding to hospitals. Last year, Gov. Dannel P. Malloy proposed cutting hospitals by $113 million. Republicans fought during negotiations to reduce that cut by $10 million-- to $103 million. In his proposed budget for FY 2014-15, Gov. Malloy has proposed cuts of $207.4 million and $343.1 million in each of the fiscal years, respectively. Cuts are applied to the state’s Disproportionate Share – Hospital (DSH) program, as well as Medicaid. Johnson Memorial, which contributes an estimated $119 million to the local and state economy, will suffer a $3,435,724 cut under the governor’s proposal. The hospital currently boasts 460 jobs within its walls, and an addi-

tional 470 in the community. In a span of just four years, hospitals have gone from gaining $50 million in FY12 to losing $268 million in FY15. What started as a mechanism to help the state and hospitals has turned out to be a tax increase with the state retaining almost all of the tax revenue instead of returning it to hospitals.

Voters Approve Town Budget

STAFFORD — By just 12 votes, residents approved a town budget in a May 15 referendum. Residents voted 663-651 to approve the $38,696,554 budget for the 2013-14 fiscal year. Since the vote was so close, state statues required a mandatory recount. The state requires a recount when the difference in votes is less than one-half of 1 percent of all votes cast. The recount was held May 16. The budget includes $9,243,505 for general government, $515,497 for the Stafford Public Library, $2,005,050 for debt service and $26,932,402 for the Board of Education. The budget brings a 0.77 mill rate

increase to 33.06, compared to the current tax rate of 32.29 mills. A mill represents $1 in tax for every $1,000 of assessed property value. Under the adopted budget, a home assessed at $200,000 will see a tax increase of $154 a year. First Selectman Richard Shuck said he was pleased with the budget’s adoption. “What I was asking for was about $114,000 in actual increases from the previous year’s budget,” Shuck said. Other increases were offset by additional revenues. “We assumed a lot of fixed increases,” he said. “I tried to keep it as flat as I could. If we had to make any more cuts, it would be detrimental.”

STAFFORD - Butterfly, a Diabetic Alert Dog has been named Stafford's #1 Dog by Town Clerk Karen Troiano. Butterfly, a black female labrador retriever, belongs to 10-year-old Elias Campos. Elias resides with his mother Sarah Hubbard and his older brother Tyler. Elias lives with Type 1 Diabetes and suffers from low and high blood sugar reactions on a daily basis. Looking for support and information online, Sarah came across Warren Retrievers, which has developed a scent training protocol to recognize fluctua-

tions in the blood sugar levels of Type 1 and Type 2 diabetics. The dog is trained to alert or tell the diabetic or a family member that sugar levels are going high or low. Butterfly arrived to join their family in September 2012. Since then, Butterfly has alerted Elias's family on many occasions to his fluctuating sugar and even retrieved Elias's blood glucose monitor and brought it to Sarah. Butterfly has been a true comfort, allowing Elias to have some freedom to be a little boy. More than 25.8 million children and adults in the United States are living

with diabetes. Troiano recognizes Butterfly as the voice for Elias when he is medically unable to use his own, and because she helps to ease a mother's worries. That is what makes Butterfly the #1 Dog for 2013. Recognizing a special dog at this time of year is a tradition in the Town Clerk's office dating back to 2001, to remind residents that all dogs age six months or older must be licensed in June in accordance with state law.
