And how appropiate that the first chapter in the July installment is “Novelle” - the latest concept at the ever-evolving Mohegan Sun. Designed to shift seemlessly from a chic lounge with shareable plates to a night on the town that can get as upscale as high profile DJs, bottle service and even table games with seating catering to couples. Among the litany of luminaries on hand to celebrate the auspicious opening of the new, nightlife mecca were reality televisions’s “Real Housewives” and “The Bachelor,” Colton Underwood, rappers Busta Rhymes, Ludacris and Juice WRLD, Ciara and of course, what’a party with a Kardashain?

Van Halen alums Michael Anthony and Sammy Hagar joined Led Zep offspring Jason Bonham and guitarist Vic Johnson to form The Circle. The supergroup recently performed at Foxwoods’ Grand Theater, regaling the packed house with a sonic arsenal that included hits from Hagar’s solo, Van Halen and even Montrose years as well as several Circle originals proper. Closer to home, Greathorse’s Starting Gate will open its door to the public this month in the form of a Sunset Dinner Series. The event will run each Wednesday from 6-9 p.m. and feature music by Dan Kane & Friends paired with differently themed dinner stations and some of the best sunset peeping in the region. A night of shared gratitude for grads By Laura B. Hayden
SOUTH WINDSOR — While it lightly rained outside, the interior of Maneeley’s Grand Ballroom in South Windsor remained bright at the East Windsor High School Class of 2019 graduation June 18. Sixty-nine graduates received their diplomas at the school’s 63rd Commencement. A feeling of shared gratitude pervaded the ceremony. Principal Edward Keleher welcomed graduates, school faculty and staff, and close to 700 family members and friends in attendance. He acknowledged his gratefulness for how each family had contributed to the success of each graduate of the “enthusiastic and spirited class” — a class, he added, that had a “genuine love for each other.” School Superintendent Christine DeBarge spoke symbolically when she told the graduating class to “be the
lighthouse” that warns and protects others of impending danger in the days ahead. She also urged them to “be open, be curious, and give your all to everything you do.” State Rep. Christopher Davis, a 2004 East Windsor High School graduate, invited Class President Martin Resto to the stage to accept an official proclamation that recognized and thanked the five 2019 graduates who are going into military service: Joshua Allen-Jay Barrett, Joseph Jeremiah Burgos-Rodriguez, Devin Curtis Lollar, Alezzia Skylee Pabon, and Isabella Ashley Schaupp-Ryan. “We, as millennials, have a lot to cherish. We have the opportunity to change this world at home and the workplace,” Davis said. Co-valedictorians Zaiba Khan and Isabella Schaupp-Ryan reminisced in their valedictories. ories they have shared since they were freshmen and to think about the prospect of moving on to bigger and better things. She thanked the EWHS staff for support and expressed encouragement to her classmates, telling them, “Do not ever underestimate yourself or let anyone else underestimate you.” Schaupp-Ryan noted how much she and her peers have grown through their high school years as they experienced so many “firsts,” including first jobs, first paychecks, and driving licenses. She predicted many more “firsts” ahead. “I’m lucky to have grown up here,” Schaupp-Ryan continued, singling out many high school faculty and staff members who had helped her along the way. She went on to urge her fellow graduates to take time to thank those who helped them and to strive to act out of their comfort zones, closing with a quote by Thomas Jefferson: “If you want something you’ve never had, you must be willing to do something you’ve never done.” Following the valedictories, 2019 Commencement Speaker Steven Burndrett spoke of his unique kinship with the class. Mr. Burndrett, a behavior specialist and athletic facilitator at the high school, began his time there, like the graduates, four years ago. “Be the best you can be,” he told the class,

New budget: It’s automatic
Increase of 2% enacted after failure of third referendum By Linda Tishler Levinson
EAST WINDSOR — The town budget will be a 2% increase over current spending plan for the 2019-20 fiscal year. Following the failure of the third budget referendum on June 11, the budget with a 2% increase was automatically adopted, in accordance with the town charter. The June 11 budget failed by a vote of 758-574. That budget would have been $40,553,202, a 2.93% increase over the current budget. On May 14 residents voted down a $41,303,202 budget by a vote of 840-564. On May 28 resi-
dents voted against a $40,951,202 by a vote of 754-458. The adopted budget is $40,184,897. It includes $997,221 for capital improvements, an increase of $19,553; $1,040,429 for debt service, an increase of $20,401; $14,228,247 for the town, an increase of $278,985; and $23,919,000 for the Board of Education, an increase of $469,000. As mandated by the town charter, all are 2% increases. The mill rate was set at 34.25, an increase of 0.35 mills. A mill represents $1 in tax for every $1,000 of assessed property value. Last year the budget passed on the first ballot, but in 2016 and 2017, budgets were passed on the third referendum.

ELLINGTON — The bright sunshine and familiar Ellington “aroma” created the setting on the school’s soccer field June 14 for 200 Ellington High School seniors to bid farewell to their classmates. New Principal John Guidry, who brought with him a few changes to the ceremony, reminded the graduates to elevate others and be a positive influence. “Influence is when other people follow you because of what you represent,” said Guidry. “Influence is more important than money or status or authority or adoration.” There was a moment of silence for classmate Jordyn Marie Engler, who died in September 2015, the beginning of their freshman year. The Class of 2019 presented to Board of Education Chairwoman Tracey Kiff-Judson gifts for the high school: high top tables and chairs for the cafeteria to be used by faculty and staff, an auto folder machine for the programs and flyers the school hands out, and

a “Knight Watch” ongoing fund to assist seniors in need with the costs associated with senior activities. Words of wisdom from the graduating seniors highlighted the evening. Student Council members shared what the qualities are of a “Good Knight.” Student Council President Katherine O’Connell reminded her classmates to always remember the town they came from, continue to pay it forward, and be kind. Salutatorian Elizabeth Gerlach spoke of the value
of being present in the moment and taking time to reflect on the world around them, and valedictorian Tina Ma recited from “All I Ever Really Needed to Know I Learned in Kindergarten” the valuable lessons to share everything, play fair, say sorry when you hurt somebody, and take a nap every afternoon. “There is no due date nor deadline for personal growth,” Ma said. “There will always be room for improvement because life is a learning curve.”

Officials plant the ‘Seeds of Civility’ By Linda Tishler Levinson
ELLINGTON — In an effort to promote civil discourse at town government meetings, in the schools and in the community, the boards of Education, Selectmen and Finance have adopted a “Seeds of Civility” document. The final presentation of the document was at the June 10 selectmen’s meeting, at which that board — the final one to do so — adopted it unanimously. Superintendent of Schools Scott Nicol presented the document and said the state has noticed the effort and
has established a task force to work on civility within the state’s educational system, according to the meeting minutes. Nicol said the document is about everyone treating one another well and recognizing that everyone is a human being trying to live a fulfilling life. While people may get emotional when they disagree, they should assume that others have good intentions and should work together during difficult times. According to the document, quoting the Institute for Civility in Government, “Civility is defined as caring
for one’s identity, needs and beliefs without degrading someone else's in the process. It continues, “The Town of Ellington, CT and the Ellington Public Schools recognize the value of civil discussion. Residents are encouraged to democratically participate in all community matters even when it may be uncomfortable. We live together and create together. To civilly compromise is to admirably evolve as a community.” The document then outlines a series of promises to promote the fair exchange of ideas.

Enfield Town hopes TIF can tilt development playing field By Linda Tishler Levinson
ENFIELD — To encourage economic development, the Town Council voted June 3 to create the Midtown Enfield Tax Increment Financing District. Tax increment financing districts, knows as TIFs, can be created under state law to encourage economic development and infrastructure and to support employment, housing, economic growth and other projects, according to the resolution adopting the district. The town will get 50% of any increased assessed property values within the district for 20 years and can use that revenue, as well as private funds, to finance infrastructure, improvements, economic development programs, traffic and road improvements, streetscaping, branding and administrative costs associated with the district. Town Manager Christopher Bromson said the intention is not to take properties through eminent domain for development as was done with a project in New London. Councilor Joseph Bosco said that even if properties for development were taken by eminent domain, it would require council approval, which offers a measure of protection. Councilor Bob Cressotti said this is a good piece of work and something the town of which the town can be proud. The measure was adopted unanimously.

WINDSOR LOCKS — Stay true to yourself as you go out into the world. That was the theme as the 117 members of the Windsor Locks High School Class of 2019 graduated on June 14. The theme even applied to what they wore during commencement. Class members were able to choose which color gown to wear, rather than being assigned maroon for boys and white for girls. “Be true to yourselves, sustain your core values and be compassionate and kind to everyone,” Board of Education Chairwoman Patricia King said. “Your passion is fearless, and for that alone you will go far,” Superintendent of Schools Shawn Parkhurst said. “Take your passion and turn your good into greatness,” he said as he concluded his words to the graduates. “Be relentless, find a cause.” Principal Steven Swensen said this graduating class is the first that had him as principal all four years. “I’m hoping

As a growing area of the U.S. becomes susceptible to the effects of tropical storms, tornadoes or hurricanes, it’s important to have a plan for your home and family. To help you weather storms, the experts at Freddie Mac are offering the following tips: • Your home should have an emergency supply kit stocked with water, flashlights, nonperishable food, firstaid supplies, batteries, a radio and several days’ worth of medication for every member of the family. • Create a family emergency plan and make sure everyone knows what to do and when. If you have pets, make sure that your plan accounts for them, too. • Gather and protect important household documentation, including birth certificates, passports, marriage
licenses, mortgage statements, deeds, insurance policies and medical files. These, along with valuables and family mementos, should be kept protected in a safety deposit box or fire– and water– proof safe. In the event of an emergency, have a plan to move these items to higher ground where they are less likely to sustain water damage. • Check your area’s emergency management agency to know where to go in the event of a local area evacuation. Technology can help you stay informed, as well as assist you in connecting with friends and family. With the free hurricane app from the American Red Cross, you can track weather and alert loved ones you are safe. Likewise, the free app from the Federal Emergency Management Agency features numerous resources for preparing or dealing with a storm. To ensure these apps come in handy
when they are needed most, keep your phone charged as long as your home has power. Having an external battery pack onhand can be helpful as well, particularly if you need to evacuate. • When severe weather is in the forecast, clear your home’s outdoor areas of loose furniture, lawn debris and other loose items and store these items securely. Maintain your gutters to help protect your home from undue damage during heavy rainfall. • On of the best ways to protect your home is by preparing windows and
doors for the storm ahead. Installing hurricane-impact strength windows and applying hurricane film, which can be left on year-round, can offer your family peace of mind, particularly if you have little time to prepare. (StatePoint) With streets sizzling under the summer sun, drivers should be mindful that warmer temperatures also mean potholes. There are nearly 56 million potholes in the U.S., according to estimates from the Harpers Index Road Information Program — that’s eight potholes per mile of paved road. We’ve all seen drivers dodging potholes, but often there’s no way to avoid them and cars pay the price. So what should you do if a big pothole damages your car? There’s no one-size-fits-all answer, but below is some information to help you navigate the situation. Does car insurance cover pothole damage? The good news — yes, your
auto insurance does cover pothole damage — as long as you have collision coverage. Potholes typically damage not only tires and wheels, but also suspension systems, exhaust systems and even the body of the car, so repair costs can vary from a couple hundred dollars to more than a thousand. “Pothole damage can put a big hole in your wallet,” says Jon Bloom, vice president, personal auto, Erie Insurance. “It’s not always clear whether you should file a claim and that’s where your agent comes in. They’ll help you decide the next steps. For example, is the cost lower than the deductible? Will filing a claim affect your premium? Your agent is your trusted source to weigh the pros and cons.” Will the city or municipality pay to fix pothole damage? Many, but not all, cities and towns let you file a pothole claim if your car sustains damage from a pothole on a city roadway. The

town's conservative budgeting practices and strong operating performance will continue to support its financial profile at a level sufficient for the rating category,” Moody’s said in the report. Moody’s said it expects the town’s $1.3 billion Equalized Net Grand List to remain stable, thanks to its proximity to Hartford and Springfield and its modest local development. “The town’s taxable grand list values increased to $861 million in fiscal 2019, up from $852 million in fiscal 2018,” the report states. In citing residents wealth and income it states, “Somers’ resident wealth and income profile is above average. Full value per capita is $110,034, slightly below the statewide rating category median but consistent with the nation. Similarly, median family incomes are strong at 157.1% of the US median and 118.6% of the state median. The unemployment rate as of March 2019 of 3.5% is in line with national rate.”

SOMERS — The town’s credit rating has improved. The town announced on its website on June 10 that Moody’s Investors Service has removed the negative outlook on Somers, reaffirming its Aa2 credit rating. “The Aa2 rating reflects the Town’s moderately-sized tax base with aboveaverage resident wealth and incomes, healthy financial position supported by strong multi-year operating performance, and low long-term liabilities,” according to the town website. In its report, Moody’s said the town’s credit strengths include stable grand list valuations, a solid history of conservative budgeting, strong resident wealth and income indicators, and low municipal debt and pension burdens. Moody’s said the town’s credit challenge is its modest tax base. “The removal of the negative outlook reflects our expectation that the
Somers Education Foundation reaches new milestones in 15th year
SOMERS — The Somers Education Foundation (SEF) has reached its 15th anniversary and has hit several new milestones. The most immediate and important was the awarding of $67,025 in total grants this school year. That is the most ever, for a 15-year total of $493,700. SEF has two award categories — education grants and professional development grants. It awarded 13 education grants for $52,362 and 32 professional development grants for $14,663. SEF also has two award times, fall and spring semesters. This year was different than previous in that the large majority — $48,250 — was awarded in the spring. There were six major grant ($3000-plus) requests. Fortunately, they all could be funded. Every school, as well as the arts, science and physical education disciplines, benefited from grants this year. The SEF created named funds in 2014. This year the Antonacci Family Fund covered the update in the Vex Robotics program at the high school. The Dan and Jane Roulier Fund paid for the Stargirl Society at the middle school. The Anne and William Kirkpatrick Fund paid for heart rate monitors and software for the middle school physical education program. The S. Prestley and Helen Blake Fund covered the majority of the costs for creation of a Makerspace in the high school media center. The SEF would also like to announce the creation of a fifth named fund – the Salva Family Fund. Brian Czapla, Superintendent of Schools, said, “Somers Public Schools is extremely fortunate to have the Education Foundation supporting our students and staff. The partnership with the schools has allowed teachers to innovate and create dynamic learning environments. Clock ticking closer toward legacy dedication, unveiling By Linda Tishler Levinson
STAFFORD — The town is continuing its 300th anniversary celebration with the Historic Trolley Tour and Legacy Clock unveiling on July 20. The 300th Anniversary Committee met June 11 to discuss plans for the events. The Historic Trolley Tour will be a one-hour tour beginning at Hyde Park on July 20. Tour times will be 9 and 10:45 a.m. and 1, 2:45, and 4:30 p.m. There are no scheduled stops, and riders are asked to plan accordingly. The trolley tour will leave from the Historical Society to Spring Street, Main Street, East Main Street, East Street, Stafford Street, Colburn Road, Upper Road, Hydeville Roadd, East Street toward Pinney School Road, Leonard Road, and stop at TIM for a historical presentation. The tour will then continue toward Old Monson Road, Murphy Road, Furnace Avenue (all mills), Main Street, Hyde Park Road, Highland Terrace and back to the historical society. SUFFIELD — The Board of Finance is considering the development of a town parcel on Ffyler Place in exchange for property at 1160 South St. for use as the town highway garage. The board discussed the proposal at its June 10 meeting. Highway Foreman Mark Cervione said he was frustrated with all the “spinning” on the highway garage proposal, according to meeting minutes. He said they have looked at numerous buildings on town and private property and have delayed equipment installation for years because the department will be moving. Cervione said a proposed East Street site was his first choice, however, he would be able to work with 1160 South St. The only issue, he said, is with making 360-degree turns to fuel from either side so the department would need to develop a flow for that. Board member Chris Childs recommended that development of the garage property at Ffyler Place be separated from the new town garage and that the town issue a request for proposal for a pre-engineered building to compare options. The board voted 4-2 for acquisition of 1160 South St. for an amount not to exceed $2.4M and the transfer of 44 Ffyler Place as a condition of the contract, conditioned on receiving a certified engineering report that 1160 South St. can be suitable for a town garage approved by selectmen and Board of Finance and referred to a Town Meeting.
