By Alan Friedman The Fourth of July is supposed to be about cookouts, 昀reworks, family, and freedom.

But for many Connecticut families this year, storms changed plans quickly.

Severe weather brought down trees and wires, disrupted roads, and left about 100,000 utility customers without power across Connecticut. For families dealing with dark homes, spoiled food, 昀ooded basements, medical-equipment concerns, or uncertainty about when power would return, energy resilience was not abstract. It was immediate.

It was personal.

Across Connecticut and the Northeast, people are hearing more about electri昀cation, building codes, climate policy, rate increases, and the future of heating and power. But storms have a way of cutting through theory.

When the grid goes down, families do not need slogans. They need refrigeration, heat, water, communication, sump pumps, medical equipment, and a plan. Preparedness is not political. It is practical.

Policy Decisions Have Practical Consequences

Recent outages showed how quickly the electric grid can be disrupted. At the same time, electric costs remain a major concern across the state. Eversource wants to raise Connecticut electric bills by about 11 percent on average. If regulators approve it, the increase will likely start in July 2027.

That matters because households are being asked to rely on electricity for more of daily life: heating, cooling, appliances, vehicles, backup systems, and more. That may be right for some homes and businesses. But if we ask the grid to do more, we also need to ask what happens when it cannot.

Propane Education & Research Council recently found that only 26 percent of homeowners have a backup-power system. Among businesses, 72 percent have some form of backup power, but only 13 percent say it protects their entire operation.

A good energy plan starts with practical questions. What needs to keep running if the power goes out? Is the home on a well? Is there a sump pump?

Are there medical needs? Is there enough fuel storage? Is the generator properly sized and maintained?

Those are not political questions. They are household questions. Business questions.

Safety questions.

Storms are not the only pressure on the grid. When air conditioners run hard, demand rises, the grid works harder, and homes and businesses may face reliability concerns and higher peak-demand costs. Propane-powered backup systems, on-site generation, microgrids, and combined heat and power systems already give homes, farms, and businesses another layer of control.

So why is propane so often left out of the policy conversation, or lumped together with fuels that do not serve communities in the same way? Maybe because energy debates are easier when everything 昀ts into neat categories: clean or dirty, old or new, good or bad. But real life is rarely that simple.

Thoughts turn to our town during Revolutionary times Imagine yourself in East Windsor in the 1770s. Only a few years before, a costly war between England and France (the French and Indian Jason Bowsza War) had left England with war debt and no clear way to repay it.

So, the English Parliament — some 3,000 miles across the Atlantic — began levying taxes on the American colonies.

Colonists believed that these Intolerable Acts, as they were known, were unjust for several reasons: the colonies hadn’t encouraged the war between England and France, and colonists didn’t have a voice in deciding what taxes would be levied on their own lives. From paper to tea to glass to pepper to oil, colonists were taxed on everything Parliament could find.

Tensions were high; revolution was in the air. All that was needed was a catalyst and the world would be changed.

Then, in 1770 came the Boston Massacre, where a former slave named Crispus Attucks was killed by British sol-

diers during a mob uprising, becoming the first casualty of the American Revolution.

Three years later, the Boston Tea Party saw colonists disguise themselves as Native Americans as they dumped 342 chests of tea overboard in protest of the Intolerable Acts. Two years after that, the Battles of Lexington and Concord marked the Revolution’s first major hostilities.

A revolutionary spirit had taken hold, at least in pockets of the American colonies, and they fought for a number of reasons: to express disdain for taxation without representation, to advance the notion of self-governance, to exert independence from a disconnected monarchical system headed by an even more disconnected king thousands of miles away.

East Windsor’s most famous participant likely was Israel Bissell, a post rider who carried news of British hostilities farther than Paul Revere. Bissell rode from just outside Boston to Worchester, Putnam, Plainfield, Norwich and New London: The British were coming.

East Windsor had its part to play during the turmoil of the 1770s and ’80s. Shortly

after Lexington and Concord, town leaders from East Windsor shipped grain to Bostonians living under a port blockade imposed by the British. East Windsor furthered its reputation as a “provisions town,” collecting lead to be melted into shot, armaments, clothing, meats and flour.

Men from East Windsor bore arms at the Battle of Trenton, and wintered in encampments with General Washington in Morristown, New Jersey. They fought in White Plains, Ticonderoga and Lake Champlain. More than 400 people from East Windsor served in the Revolutionary War. In fact, the governor of New Jersey, William Franklin (loyalist son of Benjamin Franklin) was held captive in East Windsor until being returned to the British in a prisoner exchange. In our town, only three citizens were known to be Tory sympathizers.

Confronted with the reasons and spirit that led to the Revolution, there was a goal reflected in another of the country’s founding documents: “We the people, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.”

In order to form a more perfect union.

This phrase is powerful. It specifically seeks to correct the past mistakes of the Articles of Confederation, under which we were a collection of states without a central government. It also acknowledges a truth the founders understood: A flawless society is unattainable, but we must always seek

to improve our nation in ways that are perpetual, inclusive, because our work can never truly be finished. America is, and always has been, a work in progress.

Since our earliest days, we have journeyed toward becoming better versions of ourselves. At first, only white, property-owning men could vote. That eased after a few decades and expanded to allow white men to vote, regardless of their property holdings. Then, after the Civil War (fought in part to test the notion that one human being cannot own another), the vote was expanded to include allowing Black men to vote (although the practical reality was that it would take many more decades before that promise was kept.) And then, not until a quarter of the way into the last century, did we allow women to vote.

We are still working to become more perfect, and we have more work to do.

There will always be ways in which we can help the least of us more than we are.

There will always be ways in which we can build more of a sense of community.

There will always be ways in which we can set our children up for opportunities beyond what we ourselves have had.

“To form a more perfect union” acknowledges that the American experiment will never be done, and that there will always be more work to do. And “We the People” tell us who it is that is tasked with trying to form that more perfect union.

So, as we celebrate the American experience over the last 250 years, let’s also look ahead for what still needs to be done, and how we can each be a part of that.

EAST WINDSOR — The East Windsor Community Fund at Greater Hartford Gives opened its fifth round of grant funding on Aug. 1, inviting nonprofit organizations and community partnerships to apply for grants of up to $3,000 to support projects that benefit East Windsor residents.

Applications will be accepted through Sept. 15.

According to Greater Hartford Gives, the grant program is intended to support proposals that improve or enhance the quality of life for East Windsor residents or address a demonstrated community need.

Eligible applicants include nonprofit organizations.

Groups of East Windsor residents or students also may apply in partnership with a registered 501(c)(3) nonprofit organization or a municipality that has agreed to serve as the project's fiscal sponsor. Individual grant awards are available for up to $3,000 per project.

Grant guidelines, the request for proposals and application materials are available through the East Windsor Community Fund page on the Greater Hartford Gives website.

Looking back on a variety of happenings in town ELLINGTON — Some leftovers from last month’s column: Congratulations to Andrew Boan for the incredible achievement of earning the Laurie Burstein Eagle Rank. I attended the Eagle Court of Honor and presented Andrew with a proclamation for the picnic table he built for Highland Trails. Andrew was valedictorian of the Ellington High School Class of 2026.

I attended the Girl Scout Bridging Ceremony and presented a Proclamation to Kaitlyn Powers on receiving her Gold Award. Kaitlyn, along with Kara Greenwood and Kloe, will all be graduating from Ellington High School. I enjoyed watching the bridging ceremony as the Brownies cross over to Girl Scouts, having been a Girl Scout Leader and watching my own daughter’s bridging ceremony in that very spot so long ago.

The Diversity & Inclusion Commission had Signing Day at EHS the week of graduation. The Class of 2026 shared future plans, signed the banner, received swag that Human Services and I handed out, and had pizza. Thank you to Brian Cocuzzo for continuing this fun event.

School Class of 2026! It was a beautiful graduation ceremony, and I was honored to attend. The student speakers did an outstanding job, delivering thoughtful, inspiring, memorable speeches that also made us laugh. Best wishes to all the graduates for a bright and successful future!

A group of us recently took a tour of the All American Waste MRF - Murphy Road Recycling facility. It was very impressive to see behind-the-scenes of everyday recycling. We learned how recyclable materials are sorted and processed and witnessed the attention to detail demonstrated by both the workers and the advanced equipment. Thank you to Sam Saunders from Ellington’s Recycling Center and Daniel Pestrichello and Justin Carnes from MRF for coordinating and providing such a great tour.

I attended a regional sharing meeting in Enfield with mayors and first selectmen from surrounding towns. We discussed opportunities for collaboration and agreed to continue meeting monthly to explore ways our communities can work together for the benefit of our residents.

EHS interim principal takes over in permanent role Jonathan Mitchell, shown at the Ellington High School graduation, has been named principal at the school.

ELLINGTON — The Ellington Board of Education has appointed Jonathan Mitchell as principal of Ellington High School following a search process that included support from Cooperative Educational Services.

Mitchell brings more than 14 years of experience in education and school leadership to the position. He most recently served as interim principal of Ellington High School during the 2025-26 school year after previously serving as supervisor of The Ellington Collaborative.

Before joining Ellington Public Schools, Mitchell was at Ludlow High

School in Massachusetts, including as interim principal and assistant principal.

Mitchell has a bachelor’s degree from Springfield College and a master’s degree from California State University.

“I am deeply honored to be moving into the permanent principal position,” Mitchell said. “Having served this past year as the interim principal, I got to see firsthand how truly special the Ellington community is. Moving forward, I am eager to continue fostering an environment of academic excellence and ensuring every student feels welcome at Ellington High School.”

Superintendent Dr. Sue Nash said Mitchell demonstrated strong leadership throughout the past school year. “Over the past year, Jon has demonstrated thoughtful leadership, a strong commitment to students, and a deep understanding of the Ellington High School community,” Nash said. “We are pleased to appoint him as principal and look forward to his continued leadership and service to our students, staff and families.”

Town continues planning for America 250 events ELLINGTON — Ellington is continuing its participation in the statewide and national commemoration of America’s 250th anniversary, including a recent recommitment ceremony at the State Capitol and ongoing local planning efforts.

On July 4, First Selectwoman Laurie Burstein represented the Town of Ellington at the Connecticut America 250 celebration at the State Capitol, where she joined representatives from communities across the state in signing a recommitment to the U.S. Constitution.

the Old State Library, where the recommitment ceremony was held. The statewide initiative aims to have all 169 Connecticut municipalities sign the recommitment as part of Connecticut’s observance of the nation’s 250th anniversary.

According to Burstein, the town is also continuing to develop plans for its local America 250 celebration, which will commemorate the nation's semiquincentennial through community events and activities recognizing the town’s history and heritage.

Additional details about Ellington’s America 250 plans will be announced as they become available.

Rooftop solar was a big help during heat wave HARTFORD — Summers in Connecticut are known to be hot, but the early July heat wave was downright dangerous.

As temperatures climbed into triple digits and heat indices above 100°F, there were real public health consequences, especially for older adults, young children, people dealing with chronic illness, people who work outdoors and anyone without reliable access to air conditioning. Extreme heat is becoming one of the deadliest weather events, as witnessed during recent heat waves worldwide.

Across Connecticut, towns and cities opened cooling centers, neighbors checked on neighbors, and utility workers worked hard to maintain, and in some cases, restore power. While this was happening, another group of unsung heroes helped keep us safe without much fanfare: the thousands of Connecticut homeowners, businesses, schools, farms, municipalities and nonprofits with rooftop solar.

England, behind-the-meter solar — electricity generated and used locally from rooftop solar systems across all six New England states — was producing approximately 3,594 megawatts (MW).

Simply put, that’s electricity that never travelled across the electric grid during highest-demand periods.

While air conditioners worked overtime and lives depended on reliable electricity, thousands of homes and busi-

nesses with solar rooftops helped reduce stress on the electric grid.

During the 2026 legislative session, we passed — and Gov. Ned Lamont has since signed — Public Act 26-127, which encourages responsible solar development by prioritizing projects on rooftops, brownfields, municipal and state buildings, and other developed commercial properties.

The legislation extends and modifies

the state’s solar energy programs to costeffectively deploy solar systems that pair solar with battery storage, allow plug-in solar systems and reduce red tape and costs associated with solar permitting. It aims to ensure that solar energy benefits not only the person who installs it on their roof but also all ratepayers by providing cleaner energy and reducing costs associated with the transmission and distribution of electricity.

I would be remiss if I didn’t address legislation we passed in 2026 that puts a one-year moratorium on large grid-scale solar in East Windsor, where more than a quarter of the state’s grid-scale solar currently resides. In fact, East Windsor and surrounding towns in the region, including Enfield and Ellington, produce nearly a third of the state’s grid-scale solar output. This moratorium allows East Windsor officials to work through important issues surrounding solar siting, farmland preservation and local planning.

Enfield ERfC golf tourney raises more than $15,000 ENFIELD — The inaugural ERfC Beyond the Green Golf Tournament brought together golfers, sponsors, volunteers and community supporters for a successful day of fundraising and community engagement, raising approximately $5,000 through the tournament and more than $10,000 in sponsorship support.

The event attracted 52 golfers and highlighted the community’s support for the organization's mission.

“We were truly overwhelmed by the support we received for our very first Beyond the Green Golf Tournament,” said Aaliyah Ellison, ERfC marketing and events coordinator. “This event would not have been possible without the dedication and generosity of so many people who believed in our mission and came together to make the day such a success.”

Executive Director David Kiner said the tournament’s success reflected the

sponsors, every golfer who participated, and the volunteers and board members who gave their time to make this event possible. I’m especially proud of our staff, whose hard work and commitment behind the scenes ensured a successful tournament from start to finish. Their efforts, combined with the generosity of our supporters, will help us continue serving those who depend on our programs.”

Restaurant Week will showcase dining choices in town ENFIELD — The Enfield Economic Development Commission is planning the inaugural Enfield Restaurant Week, a community-wide event that will showcase the town’s diverse dining scene while supporting local restaurants and encouraging residents and visitors to explore Enfield’s eateries.

The weeklong event is scheduled for Oct. 4-11 and will feature participating restaurants offering special menus, promotions and other exclusive dining experiences. Organizers said the event is intended to highlight the culinary options available throughout the community while providing added value to customers and increased visibility for local businesses.

Eligible restaurants must operate as brick-and-mortar establishments within Enfield, prepare food on-site, provide onpremises seating and maintain all required local, state and health department licenses in good standing.

Participating restaurants are required to complete a registration form by the program deadline. A $75 participation fee will help offset marketing, processing and outreach expenses.

The program was developed by the Enfield Economic Development Commission and is overseen by the town’s Office of Economic and Community Development.

The Economic Development Commission will lead the marketing and promotional campaign for Restaurant Week, while participating restaurants are encouraged to promote their involvement through their own marketing channels to help build community awareness and participation.

Restaurant registration remains open through Sept. 10.

Promotional materials will be distributed throughout September, with community-wide marketing scheduled to begin later that month in advance of the Oct. 4 kickoff.

Enfield Credit union awards scholarships ENFIELD — Tobacco Valley Teachers Federal Credit Union has announced the recipients of its 2026 Scholarship Awards, recognizing two Enfield High School graduates for their academic achievements and future educational goals.

TVTFCU members Lena Furey and Camden Valley, both graduates of Enfield High School, each received a $1,000 scholarship from the credit union.

Furey plans to continue her education in occupational therapy, while Valley will pursue studies in digital media and design.

The annual scholarship program is open to eligible youth members of the credit union and is designed to support students as they continue

Residents invited to comment on proposed water rate increase

ENFIELD — Residents served by Connecticut Water Co. have until Sept. 15 to comment on a proposed 21% rate increase currently under review by the state's Public Utilities Regulatory Authority.

If approved, the proposal would increase rates by approximately $29 million, raising the average residential customer’s monthly bill by about $15.54. Customers in East Granby, Ellington, Enfield, Somers, Suffield and Windsor Locks would be among those affected.

State Sen. John A. Kissel, R-Enfield, is urging PURA to review the proposal, saying the increase would place an added burden on families, businesses

and residents on fixed incomes already facing rising living expenses. “A safe and reliable water infrastructure system is essential, and I support responsible investments that maintain it,” Kissel said. “However, a 21% increase is simply too much for many families and households on fixed incomes who are already facing higher costs for nearly every household necessity.

I urge PURA to thoroughly review this proposal, and I encourage residents to make their voices heard.”

PURA is accepting public comments on Docket No. 26-03-15 through Sept. 15. A public hearing is scheduled for 5:30 p.m. Monday, Aug. 10, at East Hampton

Fifth time is the charm for budget SOMERS — After four unsuccessful votes and months of budget discussions, Somers residents approved the Fiscal Year 2026-27 budget at referendum on July 14, ending one of the most prolonged budget seasons in recent town history.

The approved spending plan comes after multiple rounds of revisions by town government and the Board of Education, which together reduced proposed spending by more than $1.2 million in response to voter concerns about taxes and expenditures.

This year’s budget process was

complicated by the town’s recent state-mandated property revaluation, which changed assessed property values throughout Somers. While the mill rate was adjusted downward following the revaluation to maintain overall revenue levels, individual taxpayers experienced varying impacts depending on how their property values changed compared to the townwide average.

Since the first referendum failed in May, town officials repeatedly modified the budget in an effort to gain voter support. Prior to the first

budget presentation, more than $800,000 had already been removed from spending requests. Additional reductions followed after each referendum defeat.

Among the cuts included during the process were reductions in staffing, operating hours, and services across several Town departments.

Changes affected Human Services, the Transfer Station, the Senior Center, the Library, Public Works, Recreation and Leisure Services, and other municipal operations.

Local resident earns scholarship to launch career in manufacturing SOMERS — Johan Rasid of Somers has been awarded a $1,000 scholarship from ManufactureCT in recognition of his commitment to pursuing a career in Connecticut's manufacturing industry.

Rasid, a graduate of University High School of Science and Engineering, was honored during ManufactureCT’s annual Golf Outing Networking & Dinner at The Farms Country Club in Wallingford. He plans to begin his manufacturing career with Pratt & Whitney.

The ManufactureCT scholarships recognize graduating high school seniors who are continuing their education in manufacturing or entering the skilled manufacturing workforce, helping support the next generation of talent in Connecticut.

“Manufacturing offers tremendous opportunities for young people to build meaningful, rewarding careers right here in Connecticut,” said Kate Houlihan, executive director of ManufactureCT.

“We are proud to support these students as they take the next step in their journeys and look forward to seeing the contributions they will make to Connecticut’s manufacturing workforce in the years ahead.”

In addition to Rasid, ManufactureCT recognized four other Connecticut students. Abigail Rogucki of Derby received the $2,000 Kris Lorch Memorial Scholarship and plans to attend the University of Connecticut while working second shift at Sikorsky. Angela Riano of Waterbury received a $1,000 scholarship and plans to join RBC Bearings Aircraft Products Inc. Anthony Murray of Bridgeport also received a $1,000 scholarship and plans to begin a career with Sikorsky.

The budget also eliminated cost-ofliving salary increases for non-union Town employees and reduced spending in several operational accounts.

Town officials indicated that finding substantial savings was difficult because most municipal spending is tied to salaries, benefits, and fixed operating costs. As a result, further reductions often required service impacts and staffing changes.

The final approved budget includes staffing reductions at the library, Recreation and Leisure, Human Services, closure of the library on Saturdays, adjustments to Public Works staffing, and the transfer of certain employee costs to enterprise-funded operations.

Despite the extensive reductions, the budget still requires a 0.69 mill rate increase to remain balanced. Town officials noted that reserve funds previously used to offset tax increases are no longer available at levels sufficient to provide similar relief.

Town moved ahead as budget work continued STAFFORD — As I write this, Stafford is preparing for its fourth budget referendum on July 29. By the time this issue reaches your mailbox, Bill Morrison the referendum will have been completed and residents will know the outcome. Regardless of the result, I want to thank everyone who participated in the budget process, attended discussions, asked questions and took the time to stay informed and engaged.

focus for much of this year, important projects, improvements and initiatives continue to move forward throughout Stafford. The town remains committed to maintaining essential services, advancing infrastructure improvements and investing in projects that support the long-term needs of our community.

We have also made time to celebrate an important milestone in our nation’s history — America’s 250th anniversary. In early July, residents gathered on a particularly hot, but wonderful, evening for Stafford SummerFest & Fireworks. Despite the heat, the event drew record-breaking atten-

dance. We are fortunate to have opportunities like this to gather as a community, made possible through the generous support of annual sponsor Stafford Savings Bank and the countless individuals who work behind the scenes. Special thanks go to the Stafford Fire Departments, Stafford Ambulance, Community Emergency Response Team, Stafford Police and Public Works departments, the Events & Celebrations Committee and the many volunteers who contribute their time and effort. We also thank the vendors, community organizations, performers and residents who helped make SummerFest another memorable celebration.

On July 4, I joined municipal officials representing 169 cities and towns across Connecticut at the State Capitol for a recommitment ceremony recognizing the ideals of the Declaration of Independence. Local leaders signed a recommitment document affirming the lasting principles set forth in our nation’s founding document. I was

incredibly proud to represent with Grants & Development Director Amber Wakley at this meaningful event.

While it has been wonderful to come together for these celebrations, there has also been significant work underway throughout town. Progress continues with the Witt School cleanup. Work began in July with the removal of white goods and preparation for environmental abatement activities throughout the building.

Residents will continue to see activity at the 20 Hyde Park Road site as this U.S. EPA-funded abatement phase progresses, with completion anticipated by Sept. 23.

Future work, supported by grants from the Connecticut Community Investment Fund and the Capitol Region Council of Governments, will include additional environmental cleanup and a roof replacement. It is exciting to see progress at this long-vacant property and look forward to its future role in serving the community, though yet to be determined.

Stafford

New principal chosen for Stafford Elementary STAFFORD — The Stafford Board of Education has appointed Kathryn Desrosiers as the new principal of Stafford Elementary School following a comprehensive search process that concluded in July.

The appointment was approved by the Board of Education on July 20 after a multistage hiring process that attracted 20 applicants. Three finalists advanced to the final round before Desrosiers was unanimously selected by the board. Desrosiers assumed her new role July 27.

Regional Events Somers The Town of Somers will celebrate community and patriotism during Celebrate Somers on Saturday, Aug. 15, at Field Road Park, featuring live music, family activities, a military flyover and an evening drone show.

The festival begins at noon with an opening ceremony, followed by a procession and concert by Connecticut Valley Field Music.

Family and children’s activities will be taking place throughout the afternoon, including performances by Miss Renee of Harmonious Happenings and Stevie Kidding, the Ridiculous Magician.

Live entertainment on the Main Stage will include performances by Tom Callinan, Connecticut’s first official state troubadour; Dave & AJ Acoustic of Shovelhead; the Blood Brothers Band; and The Savage Brothers Band.

The evening program begins with the presentation of colors by American Legion Buck-Dubiel Post 101, a reading of the Declaration of Independence and a U.S. Air Force flyover.

Theresa Kate of Somers is scheduled to perform the national anthem before the celebration concludes with a drone show by Sky Elements Drone Shows, which is sponsored by USA Waste & Recycling.

The free event runs from noon to 9 p.m. Visitors are encouraged to bring lawn chairs or blankets and enjoy a full day of family-friendly entertainment.

Suffield A bit of Classic Americana coming to town on Aug. 8 SUFFIELD — Residents are invited to celebrate the spirit of the 1950s with an evening of classic cars, live music, food and an outdoor movie during the inaugural Cars, Concert and Movie on the Green on Saturday, Aug. 8, at the Suffield Town Green.

The free, family-friendly event is part of Suffield’s ongoing America 250 celebration.

Cars, Concert and Movie will transform the Town Green into a nostalgic gathering celebrating classic Americana, community pride and the town's new bandstand.

Festivities begin at 5 p.m. with a parade of classic cars and motorcycles traveling from the Suffield Senior Center to the Town Green.

The evening will continue with a public display featuring classic, antique, muscle, custom, sports and modern show vehicles, as well as Jeeps, trucks and motorcycles.

Live entertainment will be provided

by Patrick Tobin & The Dirty Martini Band, performing Frank Sinatra favorites and other timeless classics.

Local food trucks will also be on site throughout the evening, and guests are encouraged to bring lawn chairs or blankets and, if they wish, dress in 1950sinspired attire.

The celebration concludes with a free outdoor showing of the movie “Grease” beginning at 8:30 p.m. on the Town Green.

Local farmers could benefit from new support block grant HARTFORD — Area farmers who suffered crop or production losses from severe weather in 2023 and 2024 may soon be eligible for financial assistance through a new $52.9 million stateadministered recovery program announced July 24.

Gov. Ned Lamont, Lt. Gov. Susan Bysiewicz, Connecticut Agriculture Commissioner Bryan P. Hurlburt and members of Connecticut’s congressional delegation announced that the Connecticut Department of Agriculture has finalized an agreement with the U.S. Department of Agriculture establishing the Farm Recovery and Support Block Grant.

The funding is intended to help eligible farmers recover from weather-related losses caused by events including flooding, excessive rainfall, drought, hail, late frost and other severe weather that affected agricultural operations across Connecticut.

Home to one of the state’s largest agricultural communities, Suffield

stands to play a significant role in the new statewide farm recovery initiative.

To be eligible, applicants generally must: • Earn at least $1,000 in annual farm income.

• Have at least $500 in documented weather-related losses during 2023 or 2024.

• Document eligible losses resulting from qualifying severe weather events, including flooding, excessive rainfall, drought, hail or late frost.

• Apply during the program'\’s enrollment period, which is expected to begin in September.

State officials said eligible applicants may receive reimbursement for up to 95% of qualifying losses, subject to program limits and any crop insurance or other third-party reimbursements.

When the lights go out Continued from page 3 Connecticut. New York State has enacted a statewide law prohibiting fossil-fuel equipment and building systems, including natural gas, propane, and heating oil, in many new homes and buildings.

This is not just a New York City policy. It applies statewide and affects energy choices in rural and upstate communities as well.

The law includes exemptions for agriculture, manufacturing, hospitals and medical facilities, commercial food establishments, emergency backup power, and cases where the electric grid cannot provide reliable service.

Those exemptions matter because they acknowledge what broad mandates often miss: real life does not 昀t neatly into one policy category. But for many families building or buying new homes, the law can still limit the freedom to choose the energy option that best 昀ts their home, budget, location, and safety needs.

New York’s rules are still working through the courts, and the provisions are currently suspended. But the larger policy direction is clear, and it should concern anyone who believes energy policy needs to consider emissions, reliability, affordability, infrastructure, emergency backup, rural access, and consumer choice.

Resilience Requires Options No energy source is perfect. Solar panels, wind turbines, batteries, power plants, pipelines, and fuel systems all have tradeoffs.

Propane is not zero-emission when burned, but it is portable, storable, cleaner-burning than many traditional fuels, useful beyond natural gas pipelines, and valuable for backup power and resilience.

That is one of the biggest differences between propane and natural gas. Natural gas depends on pipeline access. Propane does not. Propane also offers a practical environmental bene昀t many people do not know: when released, it vaporizes and dissipates instead of pooling like liquid fuels or contaminating soil and groundwater the way gasoline, diesel, or heating oil can.

A cleaner energy future should reduce emissions. It should also protect families, businesses, land, water, and communities SPONSORED CONTENT

when conditions are not ideal. The goal should not be to crown one winner too early. It should be to build a cleaner, stronger energy system that works in real life.

Clean Energy Should Also Be Practical Energy Energy policy should encourage more research and investment across all practical energy options, not fewer. Electricity, renewables, battery storage, propane, renewable propane, biofuels, hydrogen, and other emerging technologies all deserve room to improve.

Renewable propane, made from materials such as plant oils, used cooking oil, and other waste fats and oils, can lower carbon intensity while working with much of the same equipment and infrastructure already in place. That is another reason policymakers should be careful before writing off entire fuel categories.

Families and businesses should not be forced into a narrower energy future before the full picture has been considered. They should have more ways to prepare, more tools to build resilience, and more freedom to choose what works for their homes, budgets, and communities.

Preparedness is not about panic. It is peace of mind: knowing what needs to stay on, how it will be powered, and who you can call if something goes wrong. Ideally, that means a local team that knows your home, your roads, and your community – even on a holiday weekend.

That is what energy security looks like in real life.
