While we may be smaller than other area hospitals, that’s not a negative, it’s a positive thing. We save lives here, and if someone needs to go to a larger hospital, we have the ability to transfer to one of our larger partners within the Trinity Health Of New England system.

“We are proud of our little gem in the hills of Stafford and look forward to providing another 100-plus years of quality health care in a caring, personal environment.”

Selectmen recommend 14 changes to charter

EAST WINDSOR — The Board of Selectmen is recommending 14 changes to the Town Charter. The board voted on July 11 to send the changes to the Charter Revision Commission.

The most significant changes involve the hiring of an administrative officer for the town and changes in the budget referendum process.

Under the proposed charter changes, the first selectman, with the approval of the Board of Selectmen, may appoint a town administrative officer to handle day-to-day operations of town departments.

The administrative officer would be chosen exclusively on executive and administrative qualifications and at minimum have a master’s degree in public administration and three years of professional experience.

The town budget referendum

would be divided into two questions, one for the town proposed annual budget and one for the Board of Education annual budget. The referendum would be held on the second Tuesday in May. If the whole budget or either piece of it failed, a second referendum would on the whole budget or the piece that failed would be held on the fourth Tuesday in May. If that referendum failed, a third vote would be held on the second Tuesday in June.

If that vote failed, the entire budget or the portion that failed would be adopted at the rate of the current budget plus 2%, and a mill rate would be set for the budget no later than midnight June 15.

The proposed charter revisions, if approved by the commission, could appear on the November ballot.

Ellington Football lights proposal is a possible field goal Selectmen move plan along to Board of Education, PZC

ELLINGTON — The proposal for lights for the Ellington High School football field is advancing to the Board of Education and the Planning and Zoning Commission for their recommendations following a unanimous vote by the Board of Selectmen at its July 8 meeting.

First Selectman Lori Spielman said she has talked to Superintendent of Schools Scott Nicol and that he has concerns about the placement of the lights and

how they will affect those already in place, according to the minutes of the meeting.

Selectman David Stevens asked if temporary lights will be needed on the side the lights are not installed.

Public Works Director Timothy Webb said depending on how far the lights go, that issue may need to be addressed. He added all town agencies involved will be part of the planning Selectman John Turner asked if the Connecticut Interscholastic Athletic Conference has guidelines for field lighting. Webb said he is sure the CIAC does have guidelines and that those will be part of the discussion.

ENFIELD — The town has a rating of AA from S&P Global Ratings, earning it a lower rate on bonds for $40 million in projects than it received last year.

Those projects include the John F. Kennedy Middle School renovations, Enfield High School renovations, the Roads 2015 projects, and Water Pollution Control Facility upgrades.

The town received competitive bids from 12 underwriters for its bonds and seven for bond anticipation notes, according to a written statement on the town’s website. The bonds for the projects will have an interest rate of 2.312%, compared to the rate of 2.998% last year.

One-year notes will have an interest rate

of 1.221%, compared to 1.698% last year.

“Enfield’s financial position was recently affirmed by S&P Global Ratings with a rating of ‘AA’ on the upcoming 2019 General Obligation Bonds and an ‘AA’ long term rating on the town’s general obligation debt outstanding. The bond anticipation notes were rated at SP-1+,” the town said in the release. “… (W)e believe the town’s budgetary performance will remain strong given its historically balanced operating results, estimated surplus in fiscal 2019, and conservative budgeting assumptions for fiscal 2020 amid a more stable state budgetary environment,” S&P Global said.

Road test: What 5 basics should everyone know about their car?

StatePoint — Driving can be expensive if you lack basic car-care knowledge or proper insurance. Regular maintenance can prevent costly breakdowns and extend your car’s life, and the right coverage can protect your wallet in the event of an accident.

Here are five need-to-know basics: 1. Know car insurance basics.

Before getting behind the wheel, know these terms: • Liability. Every state requires you to carry liability insurance, which covers injuries to others or damage to others’ property. You may hear it referred to as property damage or bodily injury.

• Collision vs. comprehensive.

Collision pays for repairs to your car if you hit another vehicle or crash into an

object. Comprehensive covers other incidents. For example, hitting a deer, hailstorm damage, vandalization or theft.

• Deductible. This is the amount you’ll pay out-of-pocket for repairs before insurance kicks in.

• Endorsement. Sometimes referred to as a “rider,” an endorsement refers to a change or addition to existing coverage.

2. Read the owner’s manual.

Learn how often to rotate tires, check belts and hoses and change the oil. Check dashboard warning lights. 3.

Check tires monthly.

Proper tire pressure promotes good gas mileage and can extend tire life.

Reference the sticker found inside the driver’s door for the recommended pressure. Don’t over inflate. Consider

learning how to change a tire, a handy skill when assistance isn’t available.

4. Get regular oil changes.

Some companies equip vehicles with oil monitors so owners know when to change oil. Most manufacturers recommend changing oil between 5,000 and 7,500 miles; synthetic oils are good for 10,000 to 15,000 miles.

5. Master the jump-start.

While a dead battery is never convenient, it’s easy to jump start a car. Attach one red clamp to the positive terminal of

Students need to learn a new day for returning to school

SOMERS — Town students will return to school on Aug. 29, a change from previous years.

According to the Somers Public Schools website, while school previously began on a Wednesday, this year school will begin on a Thursday.

“The change will allow us to provide teachers with meaningful professional development at a critical time in support of our Strategic Plan,” according to a written statement.

New principal/assistant principal When students at the Mabelle B. Avery Middle School return, they will find new leadership.

Margot Martello became the school’s new principal on July 1. She previously was the assistant principal at Tolland High School for the past nine years.

While in Tolland, “she was instrumental in the day to day operations of the school, developed mastery-based learning principles, led the NEASC accreditation team, and created an environment of collaboration and collegiality with all constituents,” according to the statement.

“Her colleagues in Tolland describe Mrs. Martello as an effective leader with high integrity, a caring personality, and a strong work ethic. She has made a significant impact on creating a positive culture at Tolland High School,” the statement continues.

Michael McDonnell is the school’s new assistant principal. He has been a teacher at Somers Elementary School for 16 years.

Dog park sits, stays on PZC agenda

STAFFORD — Land near the senior center may be going to the dogs.

The Planning and Zoning Commission is considering an application by Stafford Bark Park Inc. for a dog park near the Senior Center.

A public hearing on the dog park was held July 9.

The dog park would be built on land owned by Judith Modarsky. It is located on a southwest portion of 15 Buckley Highway, and the property would be transferred to the town and operated as a municipal dog park by Stafford Bark Park, according to the meeting minutes.

Environment focus for new town task force

Mack said one of her main objectives in forming the task force is to encourage more recycling and composting. If successful, greater composting and recycling would lessen the town’s $1 million in annual trash hauling and burning

A task force rather than a committee was chosen, the first selectman said, so that all interested parties would be able to participate.

The first meeting of the task force was scheduled for July 29.
