EW proposes $49.2M budget, 9% tax increase

By NCN staff EAST WINDSOR— Town officials have proposed a $49.18 million budget for fiscal year 2026–27, citing rising fixed costs, declining property values and stagnant state aid.

For homeowners, the proposed expenditure increase would translate to a rise in annual property taxes.

For context, under the current mill rate of 24.89, a homeowner with a property valued at $250,000 would pay approximately $4,356 per year in taxes.

Under the proposed budget plan, that same home would see taxes increase to about $4,750 — an increase of roughly $394 annually.

Town leaders say the increase comes despite efforts to reduce spending and limit the burden on taxpayers.

“This year’s budget reflects a challenging fiscal environment,” First Selectman Jason E. Bowsza wrote in the budget message, pointing to cost increases largely outside the town’s control.

Among the biggest drivers of the increase are higher employee-related

expenses and utility costs.

Health insurance costs were originally projected to rise by 15%, but now will increase by a slightly more modest 10.6%, while electricity expenses are increasing following a new rate lock that represents roughly a 24% jump.

Trash collection, water service and contractual wage increases are also contributing to higher overall spending in the proposed budget.

Altogether, fixed cost increases total more than $400,000.

At the same time, the town is facing a significant decline in revenue.

The grand list — the total value of taxable property — fell by 5.82% this year, driven by decreases in real estate and personal property values.

State aid has also remained largely flat, with only a modest increase in road funding, passing inflationary pressures onto the back of the local government and property taxpayers.

Officials said the lack of growth in state support is forcing municipalities to rely more heavily on property taxes.

“Municipal governments [are] forced

to shoulder the full cost of inflation,” the budget message states, noting that property taxes remain the town’s primary revenue source.

To offset the impact, the Board of Selectmen reduced proposed spending by $554,514, leaving a 2.52% increase on the town side of the budget.

Cuts focused primarily on eliminating vacant positions, reducing departmental spending and scaling back certain services, while managing to avoid layoffs.

Among the reductions are the elimination of recording secretary positions across multiple boards, cuts to professional services in the Department of Public Works, and reductions in recreation programming and information technology spending.

The town is also planning to use $1.2 million from its fund balance, which currently has a balance above the town’s policy target, to help offset the tax burden.

Education costs continue to be a major component of the overall budget.

The Board of Education has requested

an increase of $991,332, or 3.43%, over the current year.

Despite the financial pressures, town officials said East Windsor remains in a relatively strong fiscal position. The town maintains an AA2 bond rating and has reduced its overall debt compared to last year. Pension funding also remains healthy.

Officials said the budget reflects a balancing act between maintaining services and managing costs during a period of economic uncertainty.

The proposed budget will now move to the Board of Finance for review as part of the town’s annual budget process.

EAST WINDSOR — The East Windsor Police Department has announced the hiring of Miranda Carl as its newest police officer.

Carl has served the community for the past two years as a dispatcher with the department, where she handled emergency calls and assisted residents during critical situations.

During that time, she also pursued her bachelor’s degree in criminal justice as a full-time student at Charter Oak State College.

According to officials, Carl recently participated in the department’s competitive hiring process and achieved the highest score among all candidates,

earning her appointment to the position.

She was scheduled to begin training March 27 at the New Britain Police Academy, where she will complete an intensive 28-week program before entering field training.

Carl is the daughter of East Windsor Police Chief Matthew Carl.

Department officials emphasized that her selection was based on merit through the standard competitive process.

The department said it looks forward to Carl continuing her service to the East Windsor community in her new role.

Meanwhile, the Broad Brook Fire Department recently welcomed its newest member, as Jacob “Jake” Bancroft was sworn in as a junior firefighter on March 12.

Assistant Chief James Bancroft administered the oath of office to his son during a ceremony recognizing Jake’s commitment to the department and the community.

Jake has already been a familiar presence at the firehouse.

He has frequently attended drills, observed training exercises and assisted members whenever possible, department officials said.

Advocating for municipal voice in state energy policy EAST WINDSOR — As first selectman, I am continuing to bring East Windsor’s concerns to the Connecticut General Assembly, submitting Jason Bowsza testimony on several pieces of legislation that could significantly affect how energy infrastructure and public safety policies impact local communities.

I have appeared before multiple legislative committees this session, urging lawmakers to strengthen municipal input on large-scale renewable energy projects and to adopt policies that better protect local residents when state decisions are made.

Push for local representation on Siting Council One of my central concerns involves the authority of the Connecticut Siting Council, the state body that decides where major energy infrastructure such as utilityscale solar facilities can be located. In testimony before the legislature’s

Environment Committee, I expressed support for Senate Bill 144, which would allow municipalities to have representation on the council when projects are proposed within their borders.

Currently, municipalities have no direct role in the council’s decisions, despite being directly affected by large energy developments.

I argued that towns are required to maintain plans of conservation and development outlining their land-use priorities, yet those plans carry little weight in the siting process. The legislation is a step toward correcting that imbalance by ensuring local perspectives are included when decisions are made, although there should be permanent, voting members of the council who serve or have served as municipal chief executive officers.

The issue has become particularly relevant for East Windsor, where several large solar projects have been proposed or constructed in recent years.

Local leaders argue that the cumulative impact of these projects has strained the town’s ability to balance renewable energy

development with farmland preservation and community planning.

Concerns about cumulative impacts My continued advocacy at the Capitol reflects growing frustration among residents who feel local concerns are not adequately considered in statewide decisions about renewable energy.

East Windsor has actively opposed solar proposals through the Siting Council process and has pushed state lawmakers to provide municipalities with a stronger role in approving grid-scale energy projects.

More than 2,100 residents signed a petition opposing the expansion of a large solar facility in town, highlighting the level of public interest in the issue.

In my view, towns could be partners in the state’s transition to renewable energy, but not at the expense of local planning goals or agricultural land.

Energy and technology legislation In addition to the siting council reforms, I testified on several bills before the legislature’s Energy and Technology Committee, including proposals related to renewable energy development and regulatory standards for utility-scale projects.

I urged lawmakers to ensure that policies promoting renewable energy also address local safety, land-use compatibility, and infrastructure impacts.

Municipalities often must manage the practical consequences of these projects — from road use during construction to emergency response planning — even though they have limited authority in the approval process.

Balancing state goals, local planning Connecticut has set aggressive goals to expand renewable energy and reduce

greenhouse gas emissions, but the state must balance those objectives with the needs of host communities.

Municipalities want a meaningful role in determining where projects are located and how they are designed.

Providing local representation and stronger consultation requirements would help create a more collaborative process between state regulators and municipalities.

“As communities across Connecticut are required to support the state’s clean energy goals, local governments must also have a seat at the table,” I stated Continuing advocacy I will continue working with legislators and other municipalities to pursue reforms that give towns greater input on projects that affect their residents and land use.

With several energy-related bills still under consideration this legislative session, the conversation about balancing statewide energy policy with local planning authority is likely to continue.

For East Windsor, the issue remains a priority as the town navigates how best to support renewable energy while preserving its agricultural character and long-term development goals.

I submitted testimony this year on SB 9, HB 5457, HB 5472, and HB 5551, all of which address the Siting Council, public safety, and the roles of local governments in the decision-making process.

Penguin Plunge among several special events

Taking a step back in time ELLINGTON — The Ellington Historical Society is seeking the public’s help in locating former students connected to a recently rediscovered time capsule dating back more than 25 years.

The time capsule, created by sixthgrade students from Windermere School during the 1999–2000 school year, was found in a forgotten corner of the attic at the Nellie McKnight Museum. The project was organized by then-teacher Mrs. Creem, whose class filled the capsule with mementos and predictions for the future.

The students included Corey Savage, Kara Berrepski, Ann-Marie Hoffman, Katie Stein, Sean Lotecka, Drew Shaw, Ryan Keith, Kevin Ouimet, Valerie Angell, Ashlee Hurt, Jennifer Walker, Rachel Kelliher, Nicholas Jack Singarella, Brooke

Blackwelder, Tyler Pincince, Bryan Flint, Andy Coutu, Sean Riley, Rebecca Gamage, Adam Cartier, Sheila Brady, Paul Riendeau and Faton Gjonbalaj.

Officials encourage anyone who recognizes names from the class list or who may have been part of the 1999–2000 Windermere School sixth-grade class to contact the Ellington Historical Society.

Historical society officials said the capsule is believed to have been intended for opening in 2025.

“We’d love to reunite as many classmates as possible and share in the opening of this unique piece of local history,” the organization said in a statement.

The time capsule opening is planned to coincide with the unveiling of a new exhibit at the Nellie McKnight Museum on Saturday, April 25, at noon.

The Connecticut Siting Council does not have to follow a town’s zoning regulation or its POCD, which can have an adverse impact on a town. These plans often take years to work on, only to have them dissolve when no rules or regulations are met. Our goal is to have a voice on the Connecticut Siting Council. We are trying to ensure our town does not become disproportionate with the large grid solar fields.

The session has begun for our state legislators; I’ve been following legislation closely and submitting testimony on numerous bills, both in support and in opposition depending on the impact the various bills would pose.

Veterans banners The Town of Ellington is inviting residents to honor local veterans and active-duty service members through its annual “Ellington Veterans: A Salute in Banners” program.

Applications are now open for the initiative, which features patriotic banners displayed along Main Street and in Arbor Park from Memorial Day through Veterans Day. The program recognizes individuals who have served or are currently serving in the U.S. Armed Forces.

Each banner includes the veteran’s name and photo, along with the option to list a sponsoring family or business.

After the display period, banners are gifted to the honored veteran or their family as a keepsake.

The cost to sponsor a banner is $125.

Town officials say the program is designed to publicly recognize and celebrate the service and sacrifice of local

Possible steps to slow the solar spread HARTFORD — I'll start by saying I'm a Jaime Foster supporter of renewable energy. I have solar panels on my home. I support meeting green energy goals and mitigating greenhouse gas emissions. And I sit on the Energy and Technology Committee.

But there comes a point where a town reaches saturation for grid-scale solar facilities, and that’s the situation in East Windsor.

The town has become the testing ground for what I call the “Green Halo Effect” of solar and renewable energy, and currently houses close to 30% of the state’s solar arrays.

On March 5, the Connecticut Siting Council issued its decision regarding the 150-acre expansion of the Gravel Pit Solar array in East Windsor’s Windsorville neighborhood. The council unanimously approved the request, 6-0.

The decision did not go the way we wanted, but the fight is not over.

Don’t give up — we hear you, and we are not taking this sitting down.

What are we doing, you ask?

A number of things are being done, including meeting with Gov. Ned Lamont, so he can see what’s happening here.

Legislatively, a number of bills have been introduced, aimed at addressing solar siting and safety.

H.B. 5551 — Would modify provisions concerning the Connecticut Siting Council, including by modifying its membership, establishing the Consumer Counsel as a party in proceedings, and modifying submission and notification requirements for council applications.

H.B. 5457 — Would require the local fire marshal to furnish certain reports to the Connecticut Siting Council for any fires or explosions that occur at a solar photovoltaic facility, require said council to determine whether any solar photovoltaic facility equipment was a contributing factor to any such fires or explosions and, if so, to initiate an amendment proceeding to require the owner to adopt a solar photovoltaic facility fire mitigation plan, require the

council to determine if there are any similarly situated facilities, and authorize the council to initiate amendment proceedings to require the owners of similarly situated facilities to adopt the same solar photovoltaic facility fire mitigation plan.

H.B. 5472 — Would require energy facilities to report safety incidents, mandate emergency training, and establish emergency contacts for local fire officials.

S.B. 144 — To provide local representation on the Connecticut Siting Council.

S.B. 320 — Would require the

Commissioner of Energy and Environmental Protection (CT DEEP) to convene a working group for the purpose of examining and making recommendations regarding the siting and use of electric transmission facilities and electric grid capacity planning in the state.

All of these bills have passed out of their respective committees, awaiting action in the House and Senate Chambers.

Kiwanis Club helps combat food insecurity ENFIELD — The Kiwanis Club of Enfield packed more than 2,000 meals in March as part of its ongoing effort to combat food insecurity in the community and support local families in need.

The meals have been distributed to several local organizations, including Enfield Food Shelf Inc., the Asnuntuck Community College student food pantry and the Five Corner Cupboard Food Pantry. Additional distributions are planned for food pantries in Somers and Suffield in the coming weeks.

Club members said the initiative reflects Kiwanis’ broader mission of serving children and families while strengthening communities through volunteerism and collaboration.

“Volunteering is fun when you’re doing it with old and new friends, and for a great cause,” the club said in a statement, encouraging community members to get involved.

250th events The Enfield America 250 Coordinating Committee has announced a yearlong series of events to commemorate the 250th anniversary of the United States, featuring educational programs, historical commemorations and community celebrations.

The schedule includes programs designed to highlight Enfield’s local history and its connection to the nation’s founding. Events will take place at the Enfield Public Library, Town Hall and other locations.

Regional Solar flare-up: State renewable mandates spark debate

By NCN staff EAST WINDSOR — A growing wave of friction between state renewable energy mandates and local municipal control is coming to a head in North Central Connecticut. Despite a chorus of opposition from residents and local leaders, the Connecticut Siting Council has cleared the way for a major expansion of what is already the state’s largest solar array.

The council’s unanimous approval of a 150-acre addition to the Gravel Pit Solar farm in East Windsor has become a lightning rod for the region. The expansion adds 30 megawatts of capacity to the facility, increasing its total footprint to 485 acres.

While state officials argue the project is vital for meeting Connecticut’s clean energy targets and reducing reliance on imported power, local leaders say their community has reached a breaking point.

“We have done more than our fair share,” said East Windsor First Selectman Jason Bowsza, noting that his town hosts roughly 20 to 25% of the state’s total solar capacity. Bowsza and other town officials have criticized the state’s ability to override local zoning

laws, arguing that the cumulative impact on farmland and community character is being ignored.

“This is not a NIMBY issue,” Bowsza said. “This is a clear and present example of what happens when the state prioritizes one goal (renewable energy) over another (preservation of prime farmland).

By any reasonable view, those policies are badly out of balance in favor of renewable energy, and that is to the detriment of the rural character of our communities, the thought put into municipal planning, the concerns raised by local leaders and residents, and the impact on the agricultural industry in Connecticut — an industry that is worth $4 billion to the state’s economy every year. Enough is enough. The Siting Council must be accountable to the public for its actions, but they continue to act as though they are accountable to no one.”

While the town has limited authority to stop stateapproved projects, the resolution is intended to signal to developers and the Siting Council that preserving the town’s rural heritage is a top priority.

“I support thoughtful solar siting, but do not support the way it is currently being implemented,” First Selectman Laurie Burstein. “Connecticut Siting Council has been given full authority over commercial large scale solar companies and the council then allows them

to ignore the town’s zoning regulations and the town’s Plan of Conservation and Economic Develop-ment; it creates a detrimental impact and can change the town forever. Towns often spend years trying to create these plans only to have them vanish overnight due to this flaw in the system. Our town has been a good steward in farmland preservation only to have the large-scale solar companies focus on our remaining and precious agriculture soils. Municipalities must have a say when it comes to solar siting on land in our towns.”

In Enfield, a $3.75 million solar facility on Town Farm Road was recently approved by a 5-1 vote from the Siting Council, despite a petition from residents worried about noise, glare, and the loss of 12 acres of active farmland.

Dissenting voices on the council have begun to mirror local concerns, questioning the wisdom of placing industrialscale arrays in close proximity to residential neighborhoods.

Suffield has taken a different approach, maintaining a moratorium on new solar developments to allow for a comprehensive review of zoning regulations. Town officials there are pushing for stricter “setback” requirements and visual buffers to protect the scenic vistas that define the community.

The resistance isn’t just about aesthetics; safety has become a prominent part of the conversation. Following a 2025 fire at a solar project in the region, East Windsor leaders and State Reps. Jaime Foster and Carol Hall have raised alarms about public safety risks and the potential for envi-

“I think it goes without saying that this process is broken, and the residents who are being forced to live within the confines of these massive solar developments are feeling completely ignored,” Hall said. “We must eliminate the Connecticut Siting Council and return these decisions locally if we want any say whatsoever in where these arrays are placed and how often they're constructed. While it’s encouraging to hear the other East Windsor lawmakers join in my call to have the governor visit, it’s simply not enough. With complete control over both the House and Senate, it is their party that

sets our legislative agenda, and prioritizing a moratorium for towns like East Windsor and Enfield should be at the top of that list.”

“Momentum continues to mount, and I encourage residents to continue reaching out to the CT Siting Council, directing emails to the council, and testifying in the PURA docket about the solar fire,” Foster adds. “The docket number is 25-03-11.

View from Pleasant View Farms In Somers, Jeff Lipton, owner of Pleasant View Farms, which is home to the state’s first large-scale solar photovoltaic facility, offers a historical perspective.

“So we have had our solar here since 2013,” he explains while giving a guided tour in his truck around the perimeter of the panels. “We worked with the DEEP on it. It went up for bid, and out of 23 bidders, we were selected.”

He said the result was a 20-year contract encompassing 90 acres of his land at 488 South Road. The project involves installing 23,150 solar panels to generate 5 megawatts of power, which is enough to supply 1,400 homes annually.

“Everyone wants clean energy, and our facility here was definitely a success across the board,” he concludes. “But it’s impossible to replicate today, especially with some of the state laws pertaining to it.”

He said the challenges surrounding solar development are threefold.

First, many residents simply do not want solar arrays near their homes, often viewing them as a visual blight. Lipton noted that his own project avoids much of that criticism, with panels set across 90 acres of his nearly 300-acre property and largely out of public view.

Second, he said some of those concerns can be offset when solar projects provide meaningful financial benefits to a community. In his case, the facility generates hundreds of thousands of dollars in tax revenue annually — amounting to millions over the course of a 20-year lease. However, he said a Connecticut law passed in May 2025 has changed that equation.

“We have $28 million in equipment here on 90 acres, so we have been getting taxed using a formula that involves personal property and assets,” Lipton said. “But projects approved after May 2025 are taxed based on electric capacity. If that applied here, we’d probably be paying around $50,000. For several years, we were paying eight times that, making us the highest taxpayer in town. Today, even at 30 percent value, we’re still paying four times more than the new formula. So it’s not the same financial benefit for towns anymore.”

Beyond aesthetics and tax revenue, Lipton said the broader impact on agriculture may be the most significant concern.

While his land holdings allow him to operate both a solar facility and a cattle business of more than 300 head, he said many Connecticut farmers rely on leased land. As solar developers offer significantly higher lease payments, landowners are increasingly choosing energy projects over agriculture.

“I mean, what would you do if you owned the land?” he said. “Take $200 an acre from a dairy farmer, or $1,000 an acre for solar with a 20-year guarantee?”

As the state pushes toward its goal of a 100% zero-carbon electric grid by 2040, the towns of North Central Connecticut are finding themselves on the front lines.

With legal challenges and new legislative proposals currently being weighed, the battle over who controls the local landscape — town halls or state regulators — is far from over.

Vernon receives $2.5M for mill cleanup VERNON — The Town of Vernon has been awarded a $2.5 million state Community Investment Fund grant that will allow the town to complete the environmental cleanup of the Daniels Mill, a key part of the Vernon Mills redevelopment project that will transform downtown Rockville. The grant was headed to the state Bond Commission for final approval.

“We are grateful to Governor Lamont and our entire legislative delegation for their advocacy for this grant and the transformational project it will allow us to complete,” Vernon Mayor Dan Champagne said. “Since I became mayor, I have been focused on redeveloping the Amerbelle, Daniels and Anocoil mills. We are now close to completing the work necessary to move this project to the next phase with our developer, Camden Management Partners.”

The Vernon Mills redevelopment project encompasses six parcels and when completed will have about 215 workforce and affordable apartments, some commercial space and site enhancements that will benefit all of Rockville. The project will also remove hazardous materials from the site, benefiting the project and surrounding neighborhoods.

“I appreciate the hard work of our state representatives, Kevin Brown, Jaime Foster and Tammy Nuccio, and state Sen. Jeff Gordon, Congressman Joe Courtney and state Department of Revenue Services Commissioner Mark Boughton, who visited the mill complex and took a special interest in this project,” Champagne said.

Maryann Levesque and the town council for their support as well.”

Champagne’s vision to transform an eyesore at the gateway to Rockville into a housing and commercial space will provide homes for working people, create an economic spark in Rockville and be the catalyst to transform the surrounding area, benefitting all of Vernon and the region.

“This grant is the final step forward in achieving Mayor Champagne’s vision for the mills and Rockville,” Town Administrator John W. Kleinhans said.

“We now have the money we need to complete the cleanup of Daniels Mill.

Thanks to this grant, and the federal, state and local support we have received, the future of downtown Rockville looks bright. I also want to thank Shaun Gately, Vernon’s director of development services, and our local partners for their hard work.”

“These mills are the gateway to Rockville and this project will transform and further enhance our downtown,” Champagne said.

WINDSOR LOCKS — State and local officials announced that Windsor Locks has been awarded an $800,000 Community Connectivity Grant to fund pedestrian and safety improvements along Old County Road.

The announcement was made during a gathering of officials that included First Selectman Jonathan Savino, state Rep. Jane Garibay, Lt. Gov. Susan Bysiewicz and Department of Transportation official Carlo Leone.

The funding, provided through Connecticut’s Community Connectivity Grant Program, is intended to support projects that make local roads safer and easier to use for pedestrians, cyclists and motorists.

Transit-related housing planned in Windsor Locks WINDSOR LOCKS — Gov. Ned Lamont has announced that the state is awarding $12.1 million to support construction of a 70-unit housing development next to the CTrail Hartford Line train station in Windsor Locks.

The funding, administered by the Connecticut Department of Housing, will support a transit-oriented development designed to expand housing options while taking advantage of nearby rail service.

State officials have identified housing near transit as a key strategy for addressing housing shortages and improving access to jobs and services.

The Windsor Locks project will add 70 residential units within walking distance of the Hartford Line, which connects communities between New Haven, Hartford and Springfield.

“This is a smart and forward-thinking investment in our community,” said state Sen. John A. Kissel, REnfield. “By expanding housing opportunities near transit, we are strengthening economic growth, improving accessibility, and enhancing quality of life

Somers Realtor brings North-Central CT to national HGTV audience SOMERS — A longtime local real estate broker is bringing north-central Connecticut into the national spotlight.

Vicki Clark, broker and owner of CCR Select Homes in Somers, is featured in an upcoming episode of HGTV’s “House Hunters,” a long-running national television series that follows homebuyers as they tour and ultimately choose among three properties.

Clark said participating in the show offered a rare behind-the-scenes look at television production while showcasing the region’s housing market and character.

Digging out in aftermath of snow removal season STAFFORD — At the March Board of Selectmen meeting, the Board expressed appreciation for the Public Works Department for its dedicaBill Morrison tion in keeping our roads open and safe during an unusually challenging winter season. During the meeting, Director of Public Works John Whetton provided an update on the FY2025-2026 snow removal budget.

From December through February, total man-hours for snow response were 3,382, with a total labor cost of $178,877.

Materials used, including sand and salt, totaled 1,803 cubic yards. Total stormrelated costs, including labor, amounted to $329,611 for 120 miles of roads. Like many towns , Stafford experienced an exceptionally arduous and costly winter.

The Public Hearing for the FY 20262027 budget is scheduled for April 7 (see below). The annual Town Meeting will be April 28 at the Senior/Community Center on Buckley Highway. Voters will decide on the Water Pollution Control Facility Budget and the Service District budget.

There will be no votes on the town or Board of Education budgets; those will be decided at the Mayy 5 referendum.

On March 10, the Community Investment Fund Board approved a $1.3 million grant to complete comprehensive cleanup at the former Earl M. Witt School. The funds will be used to carry out remediation activities that have long deterred revitalization of the school in historic Hyde Park in Downtown Stafford.

I also had the pleasure of attending several community events last month. The Polar Bear Plunge, organized by the Events & Celebrations Committee with support from the Stafford Fire Department #1, Emergency Services Personnel, Stafford Rotary, Lions Club and more, brought together families, businesses, and school leaders to raise funds for the Stafford Summer Rec Camp, which provides accessible day camp programming for local children. Thank you to everyone who braved the cold to sup-

port this important local program.

At the Alphabet Fashion Show at Wonder Nest Academy Daycare, I walked the runway as “S,” for Selectman, while the children enjoyed learning their alphabet.

Additionally, Heather McFeat and I cohosted a talent show fundraiser to benefit SafeNet and Flo’s Friendship Kitchen.

The event was well attended, and participants showcased impressive talent.

Another talent show is planned Sept. 26.

I also attended a Partnership in Practice training with Stafford school administration, Superintendent Scott Sugarman and Finance Director Sheri Davis. The training focused on elevating communities through collaboration between the town and the Board of Education for the benefit of residents. Stafford continues to have a seat at the table in supporting the YMCA Community Roundtable.

The Stafford Prevention Council, under the leadership of the Village for Families & Children, continues its work toward drug and alcohol prevention, particularly among town youth. The committee meets

Sign of spring: ‘Sizzler’ in forecast STAFFORD SPRINGS — The 2026 racing season at Stafford Motor Speedway will open with one of the region’s most anticipated events, as the 54th Annual NAPA Spring Sizzler is set for the weekend of April 25–26.

The Spring Sizzler has long served as the traditional start to the season at the historic half-mile track, drawing competitors and fans from across the Northeast eager for the return of short-track racing following the winter offseason.

The two-day event will feature a full slate of racing divisions as teams begin their 2026 campaigns. On Opening Day, Saturday, April 25, feature racing will be highlighted by a 75-lap Granite State Pro Stock feature and a pair of 20-lap SK Light duels. Suffield Clean-Up Day set for April 25

Home show shifting to new location this year SUFFIELD — The North Central Connecticut Chamber of Commerce will host its 57th annual Home & Product Show on Saturday and Sunday, April 18 and 19, at a new location — Suffield High School from 10 a.m. to 3 p.m. both days. Admission is free.

The showcase highlights the region’s “best home products and services,” bringing together home improvement professionals, local businesses and community organizations under one roof. The two-day event typically attracts up to 3,000 visitors from across Connecticut and Western Massachusetts.

Attendees can view exhibitors offering products and services related to home improvement, renovation, landscaping and more. In addition to vendor booths, the event will feature RV and camper displays, local food trucks, live demonstrations , raffle prizes, and an outdoor crafters and farmers market.

Family attractions and entertainment are planned and the show will also include a pet adoption event.

Suffield High School is located at 1060 Sheldon St. More information is available at ncccc.org/homeshow.

SUFFIELD — Residents are invited to roll up their sleeves and give back to the community during Sustainable Suffield’s annual Community Clean-Up Day on Saturday, April 25.

The event will be rain or shine, with volunteers encouraged to gather friends and neighbors and clean areas of their choice, including neighborhoods, parks, schools, athletic fields and the Town Green.

Areas identified as needing attention this year include the wooded area along Sheldon Street near the VFW Hall, the corner of Babbs and Mountain roads, a vacant lot on Hickory Street, Mountain Road near the Southwick town line, and wooded sections along Bridge Street near East Street and Thrall Road.

Participants can pick up supplies from 8 to 9 a.m. at Town Hall, with cleanup efforts running from 9 a.m. to noon. Full trash bags can be dropped off in a dumpster at the Senior Center, 145 Bridge St..

A volunteer appreciation lunch will be held at noon at the Senior Center. For details visit suffieldct.gov (“Town News”).

Over the past decade, hundreds of local propane companies across the U.S. have been acquired by national conglomerates—many still using the same familiar names. To customers, it may appear that they’re still dealing with a hometown provider, when in reality, service decisions, dispatch operations, and staffing are managed hundreds or thousands of miles away.

But what happens when you call for help during a storm and realize your “local” provider is routed through a call center in another state?

Calls go unanswered. Offices are permanently closed. Hold times stretch into hours. Delivery delays stack up. And the personal service that once defined local providers gets traded for inefficiency, frustration, and—in many cases—increased safety risks.

Local Still Matters. Maybe Now More Than Ever.

Small, locally owned propane businesses operate differently. Owners live in the communities they serve. Drivers know the back roads, the customers, and the urgency of a no-heat call in January. When something goes wrong, there is no corporate buffer between the problem and the solution. When a customer needs help, there’s no “submit a ticket” delay—there’s a driver on the way.

That’s not nostalgia. It’s operational resilience.

We Need Balance—Not Overcorrection As policymakers in Massachusetts and Connecticut consider the next phase of energy transition, they should weigh not just emissions targets, but system risk. rise, consumers have fewer alternatives and less leverage.

Connecticut already experiences some of the highest electricity costs in the country. Massachusetts homeowners face similar pressures. Removing fuel choice doesn’t shield families from volatility; it exposes them to it.
