Job Center gets to work at new home
ENFIELD — Asnuntuck Community College is the new home for the north central Connecticut location of the American Job Center. Formerly located on Enfield Street the center is now adjacent to the new Tower Lobby at ACC. The relocation is part of a new partnership formed between Capital Workforce Partners, the Department of Labor and ACC. Lombella, president of ACC; and Connecticut State Colleges and University President Mark Ojakian. Donna Heim is the unit supervisor for the Enfield Center and oversees the center located in Manchester. Heim said that this new partnership serves a dual purpose by serving clients from the community and now offering services to students from the college as new clients. She said the new location is very inviting and offers customers, who qualify for Workforce Innovation and Opportunity Act scholarships, a onestop location so they can receive information about their benefits and be able to register for classes all in one building. There are also Re-Employment Alliance for Careers in Health (REACH) scholarships available for individuals who are unemployed or underemployed
for six months and are pursuing a career as an RN or IT professional. These scholarships help with tuition and exam costs. Services available at the center can assist with job placement as well. For details on REACH call Katiria Delgado (860) 899-3455. A career services information session is available every Wednesday and Thursday at 1 p.m. in the Enfield Center. Those interested should arrive at 12:30 p.m. to register. For more information, call (860) 745-8097. Computers are available for all job seekers, but to receive services from staff, customers must meet with an advisor and qualify. The center offers soft skill support, online training from Metrix, Microsoft, and Serve Safe providing certification to customers. The center also has a business service team to work with area employers. Renters Rebate program taking applications
EAST WINDSOR — The town’s Human Services Department is taking applications for the state Renters Rebate Program, which runs from April 1 to Oct. 1. This program provides a one-time payment to renters based on income, rent and utilities that were paid in 2017. Applicants must be 65 years old by Dec. 31, 2017 ,or be permanently disabled as defined by Social Security and be at least 18 years of age by Dec. 31, 2017. The income limits (including Social Security) are as follows: Single, $35,300; Married, $43,000. To make an appointment or any questions please call (860) 623-2430. EAST WINDSOR — Voters will decide on the proposed $39,396,958 budget for the 2018-19 fiscal year at the May 8 budget referendum. The proposed budget is an increase of 4.49 percent or $1,692,046 over the current spending plan. “It’s a budget that the town feels necessary that would provide the services that the town should have,” First Selectman Robert Maynard said. He said the most substantial increase was in employee health insurance costs. The budget includes $13,949,262 for general government, an increase of $477,742 or 3.55 percent; $977,668 for capital improvements, an increase of $215,994 or 28.36 percent; $1,020,028 for debt service, an increase of $20,028 or 2 percent; and $23,450,000 for the Board of Education, an increase of $978,282 or 4.35 percent.
The proposed budget is an increase of 4.49 percent or $1,692,046 over the current spending plan. The mill rate with this budget would be 33.9, an increase of 1.13 mills.

The budget referendum will be held from 6 a.m. to 8 p.m. on May 8. Time capsule The East Windsor 250th Anniversary Committee will host a Town Hall Meeting to open the 1968 time capsule that was buried 50 years ago. The opening will take place at 2:30 p.m. May 19 at Town Hall, 11 Rye St., Broad Brook. Those who would like to have something considered for inclusion in the time capsule to be opened in 2068 should bring it with them. Light refreshments, sponsored by Salon Rausch, will be served, and the event will be held rain or shine. Springfield casino It appears that despite speculation, MMCT Venture, the joint entity formed by the Mashantucket Pequot and Mohegan Indian tribes, is not interested in purchasing the MGM Springfield casino, should it be up for sale, according to MMCT spokesman Andrew Doba.
Fishing derby angling for participants
EAST WINDSOR — The Broad Brook Angling Club will host its annual Kids’ Fishing Derby at East Windsor Park on Saturday, May 5. This event is free for children 15 years of age or younger. Prizes will be awarded for first fish caught, largest fish caught, and first person to catch his or her four-fish limit in each age group. Participants must supply their own bait, and lures will not be allowed. Registration is scheduled to start at 7 a.m. The fishing will run from 8 a.m.-11 a.m.

Expect a bountiful harvest at Farmers’ Market ELLINGTON — The inaugural event of the 2018 Ellington Farmers’ Market season takes place May 12 in Arbor Park on Main Street from 9 a.m. to noon and will feature this spring’s newest Barnyard Babies, where kids of all ages can enjoy visiting local farms’ newest spring additions. The market features forty vendors bringing a wide variety of locally grown and produced food items. A host of guest vendors will add a wide variety to the to the weekly offerings of local produce, plants and flowers, dairy, beef, pork, lamb, seafood, poultry, cheese, honey, baked goods, specialty foods, alpaca products, handmade soaps, natural body and cleaning products, artisan wares, and more. The market offers a matching SNAP program sponsored by Ellington business, Homestead Comfort. For every SNAP dollar spent via EBT (up to $20 per week) the market will give an additional $20 via tokens to shop the market. Over 500 individuals or families receive SNAP benefits in Ellington alone. When including the five towns that border Ellington that number increases to over 3,200. SNAP transactions can be made at the central market booth. The market also conducts a Kids Power of Produce Club
for children ages 5-12 thanks to the sponsorship of Earthlight Solar and Energy Solutions of Ellington. The club will run from June 16 through Sept. 1. The Kids Power of Produce Club empowers kids to make healthy food choices through educational activities, samples of produce and the distribution of $2 tokens for children to purchase fresh produce at the market. Each Saturday guest vendors and special events will focus on a theme for that day such as “Happiness is a Warm Puppy,” which includes a Rabies and Microchip Clinic, The Zucchini 500 Drag Race and “Youth Market Day,” when local youngsters under 18 can sell their home-grown produce. Every market Saturday promises to be a lively community event providing musical entertainment, education, and the celebration of Ellington’s rich agricultural heritage, while promoting and supporting local farmers and entrepreneurs. ELLINGTON — On Friday, May 18, at 7 p.m. ,The East Side Ramblers Dixieland Jazz Band will perform. at Hall Memorial Library. This seven-piece band is composed of professional musicians from all over Connecticut who have come together through their love of traditional Dixieland style music. They merge trumpet, clarinet, trombone, banjo, tuba, piano, and drums to create the music that originated in early-1900s New Orleans. Doors will open at 6:30 for the 7 p.m. show. As always light refreshments, featuring cookies provided by Subway of Ellington, will be available for a donation.

Grasso Distinguished Service Awards ceremony on March 28 was student Laurel Cannon of Ellington. She was honored for her work with the Cannon Project, an organization Cannon created to educate, empower, and support women of color. Cannon double majors in biology and psychology. Passionate about uplifting young women, Cannon plans to enter the field of clinical research and eventually pur-
sue her Ph.D. The Cannon Project encourages academic excellence from young women of color as they transition into college, with the long-term goal of increasing representation in STEM fields and other noninclusive professional spaces. Board seeks $58.3 million budget; Spielman still hopes to trim it By Linda Tishler Levinson
ELLINGTON — The Board of Finance is recommending a $58,396,875 budget for the 2018-19 fiscal year. The proposed budget represents an increase of 2.11 percent or $1,205,961 over the current spending plan. First Selectwomen Lori Spielman said she still is looking for additional ways to reduce the budget. Spielman said the increased costs are largely due to raises for unionized employees. On the revenue side, she said, the reduction in state aid was a factor. The budget proposal includes $18,738,972 for general government, a decrease of 0.43 percent or $80,456; $1,356,542 for capital outlay, a decrease of 9.53 percent or $142,975; and $38,301.361 for the Board of Education, an increase of 3.88 percent or $1,429,392. The mill rate would be set at 32.6, an increase of 0.9 mills. For the average homeowner in town with an assessed property value of $204,155, taxes would be $6,655, an increase of 2.83 percent or $183. The annual Town Meeting will be held at 8 p.m. May 8 in the Ellington High School auditorium. The budget referendum will be held May 15 with voting from 6 a.m. to 8 p.m.

Town Council mulls $141.8 million budget proposal By Linda Tishler Levinson
ENFIELD — The Town Council is considering a $141,833,273 budget for the 2019 fiscal year. Town Manager Bryan Chodkowski said that the greatest factor affecting the town budget is the nearly $8 million in state aid cuts Enfield is facing. “Operationally, we were able to reduce expenses,” he said, although the costs of debt service and capital asset expenditures did increase. The proposed budget is an increase of $2,392,318 or 1.7 percent over the current year’s spending plan. The budget includes $69,689,185 for education, which is unchanged from the current budget; $29,017,317 for salaries, an increase of $422,504 or 1 percent; $15,627,068 for other costs, a decrease of $478,533 of 3 percent; $14,486,752 for benefits, a decrease of 367,586 or 2 percent; and $13,012,951 for debt and capital expenses, an increase of $2,816,233 or 28 percent.

ENFIELD — Members of the Enfield Patriot Award Committee are seeking nominations for the Enfield Patriot Award. Nominations are open to men and women residing in Enfield for more than 15 years. Applications are available at Town Hall and can be printed from the town’s website www.enfield-ct.gov or the Enfield July 4 Town Celebration website www.enfieldcelebration.org. Applications must be postmarked by May 31. Jason MacLelland, owner of Pearl Street Barber Shop, originally suggested a local man or woman be recognized for act(s) of patriotism. The Town Council followed up on MacLelland’s idea by forming the Patriot Award Review Committee.

Summer registration getting underway for Rec Dept., other events planned

Main St. and is open weekdays from 9 a.m. to 5 p.m. Summer program registration The Recreation Department’s summer program information will be available online beginning Friday, May 4. The department has a variety of programs that range from classes for preschool, youth, teen and adults, special events, swim lessons, open swim, sports camps, and drop-in programs. Registration for residents begins at 9 a.m. Friday, May 11. Nonresident registration begins at 9 a.m. Friday, May 18. Spaces are limited for programs, so these interested are urged to register early. Annual youth fishing derby Grab your gear and join us for a morning of fishing on Saturday, June 2, at Freshwater Pond.
The derby is open to Enfield youth ages 15 and under. Fishing will begin at the 9 a.m. and will end at 11 a.m. Prizes will be awarded for largest fish caught in each age group. Mini-Hawk (soccer and baseball) This multi-sport program gives children ages 5-7 a positive first step into athletics. Soccer and baseball are taught in a safe, structured environment with encouragement and a focus on fun. Mini-Hawk games and activities are designed to allow participants to explore balance, movement, hand/eye coordination, and skill development at their own pace. Dolphins Swim Team The Dolphins Swim Team is hosted by the Enfield Recreation Department for boys and girls ages 5-18. The team swims at the Fermi High School Pool, 124 N. Maple St. The coaching staff believes that it is important to teach the strokes correctly to the swimmers in a way that is developmentally appropriate while giving
them ample opportunities to practice what they have learned. The focus is on improving strokes and times while having fun and being part of a team. We will not take any additional registrations for new or returning swimmers after Friday, May 25. Returning swimmer registration: A limited number of spots are available for this program. North Central Connecticut Professional Business Women is accepting applications for a $1,000 scholarship to be awarded to a woman student returning to school in pursuit of a college or technical education. Somers MBA Drama Club to present ‘Dorothy in Wonderland’ SOMERS — Musicals encompass some of the most challenging aspects of theatre, and participants need to have what is known as the triple-threat: the ability to dance, sing, and act. This year’s production by the Mabelle B. Avery Drama Club, “Dorothy in Wonderland,” not only utilizes the tremendous abilities of the students, but also provides the young choreographers and directors the challenge to take their skills to the next level. Leading Mabelle B. Avery Drama Club’s creative group of choreographers is eighth-grade student Ally Carra. This is Ally’s third year in drama and she has once again accepted the challenge of overseeing the choreography and working with Hannah Skalski, Maddy Hinkley, Renee Hogue, Katiya Zawrotny, Patrick Connors, Hannah Boyd, and Katelyn Martello. Besides working with a cast of over 60 students, Ally is ending her middle school drama career with a role that is driving her “crazy” as March Hare, the Mad Hatter’s whimsical rabbit friend. Co-directors Isabella Nolasco and Gracie Herrity are taking leadership to help the show be a success. This is Isabella and Gracie’s third year in drama and their first year as co-directors. Annual Chili Cook-off all fired up for a spicy effort at Sonny’s Place on May 5 By Laura B. Hayden
SOMERS — If spring hasn’t warmed up enough for you, expect to feel the heat, no matter the weather, at the 33rd New England Regional Chili Cookoff on Saturday May 5, at Sonny’s Place, at 349 Main St. Admission for the public is $8 and two canned goods. There will be plenty of heat (as in jalapeno and habanero) in the chilis cooked on site, along with milder versions of the spicy dish. All compete for local prizes and the chance to move on to the 2018 World Championship Chili Cook-off to be held in St. Louis in September. One of this year’s NERCC organizers, Mike Freedman, has participated in the event in some capacity — from cook to volunteer to the man-incharge — for over 30 years. “My own kids grew up at this Cook-off,” Freedman said. “It’s such a family-friendly event.” Freedman said he still relishes watching as the children who compete in the youth category turn in their chili to the judges. “We make an alley for them to walk through and cheer them all on,” he said.
“It really does take a village,” says New England Regional Chili Cook-off organizer Mike Freedman.
This year Freedman’s oldest son, now a chef in Boston, will be competing with some of the world’s best adult cooks, including 13 state NERCC winners and eight World Championships of chili-making. “It really does take a village,” Freedman says about the effort the community puts in to host the event, year after year. “Sponsors come out of the woodwork . . . I get help from people I don’t know.... “When I hear the national anthem sung at the start of the day I can say to myself, ‘We did it.’ All those months of effort, thousands of emails, interviews . . . . It just floors me.” Proceeds of this year’s Cook-off will go to the Somers Fire Department, which will be conducting its own mini-chili-cook-off competition among its members at the event.
SHS to remember those who have fallen
SOMERS — The 17th annual Somers High School Memorial Day Celebration will take place at 10 a.m. Saturday, May 26, in the Robert B. Percoski Auditorium. All are invited to come and remember our soldiers who lost their lives during their service to this country. The performance is free to attend and runs for an hour and a half. For the past seventeen years, a Memorial Day committee has been student-led at Somers High School. This year’s team is especially devoted to making the performance extraordinary, and is chaired by SHS Junior Kilee Nutbrown. The seventh-grade, eighth-grade, and high school bands will each perform selections surrounding this year’s theme, the American flag. In addition, speakers will share their experiences in the armed forces with the audience and other special performances are scheduled. This is a celebration not to be missed and one that will be enjoyed by all in attendance. ‘Somers Comes Together’ to discuss substance abuse prevention SOMERS — “Somers Comes Together” will host a community event May 15 to provide information on how to handle difficult conversations regarding substance abuse prevention and treatment. Speakers will include Colleen Sullivan, MSW, CPS-Town of Enfield Youth Services Prevention Coordinator; Kelly Fisher of The Alex Fisher Foundation; and Ashley Beard, LPC, Susana Grados, LMSW, and Nicole Tedone, MS of Community Health Resources. Fisher will present “Hidden in Plain Sight,” featuring a mock bedroom modeled after a teen’s room. The
bedroom provides insight into where drugs could potentially be hidden, often in plain sight. There will be a resource fair at this event with representation from several organizations such as Community Health Resources, ERASE (East of the River Action for Substance Abuse Elimination), SMART Recovery, and Learn to Cope. There will also be a drug take-back station at this event. Somers Police will be on site accepting all unused and unwanted prescriptions. Safely disposing of medications is just one of the many ways we can work together to combat substance use.
The Somers Recreation Department will provide pizza and supervised activities free of charge for children of parents/caregivers who wish to attend the forum. Elementary school assistant principal elevated to top job
SOMERS — Dina Senecal has been appointed Somers Elementary School Principal. She will officially assume her new position in August. Senecal is a graduate of Springfield College, where she earned a bachelor’s degree in education as well as a minor in Spanish. She also spent a semester abroad studying in Alcala, Spain. She earned her master’s degree at Smith College and then returned to Springfield College for her education leadership certification. In 2002, she began her career as a fifth-grade teacher at Somers Elementary School. In 2013, she became the Somers Elementary School assistant principal. Senecal will be replacing current Somers Elementary School Principal Jenifer Oliver who will be retiring at the end of the school year. Educators at Somers Elementary School describe Senecal as a true advocate for kids who supports teachers so they can provide the optimal learning environment. Superintendent of Schools, Brian P. SOMERS — Voters will decide on a $32,258,577 budget proposal for the 201819 fiscal year at a May 8 budget referendum. The proposed budget represents an increase of $25,584 or 0.08 percent over the current spending plan. The budget includes $7,469,645 for town government, which is a decrease of $286,776 or 3.7 percent; $22,822,511 for the Board of Education, an increase of $263,884 or 1.17 percent; $1,716,421 for debt service, an increase of $48,476 or 2.91 percent; and $250,000 for capital improvements, the same as in the current spending plan. “Both the Boards of Selectmen and Education have strived to maintain essential service levels while dealing with significant reductions in town and education aid from the state. These cuts will negatively impact the current level of educational instruction, programs, and services to our residents,” town officials said in the town budget book. “We have demonstrated our resolve to hold the line on our budget growth, but cannot escape the negative effects of these cuts,” they said. The budget calls for a tax rate increase of 0.9 mills from 26.47 mils to 27.37 mills. A mill represents $1 in tax for every $1,000 of assessed property value. A home assessed at $200,000 would pay taxes of $5,474, an additional $180. The annual Town Meeting was scheduled to take place May 1 at Town Hall. Voting on the referendum will be May 8 from 6 a.m. to 8 p.m. at Town Hall.

STAFFORD — The Board of Finance is considering a $40,617,086 budget proposal for the 2018-19 fiscal year. The spending plan is $6,143 or 0.015 percent lower than the current budget, but would bring a $240.50 tax increase for the average taxpayer in town with a home assessed at $130,000. First Selectwoman Mary Mitta said the Board of Education came in with a budget the same as the current year’s and the Board of Selectmen’s budget is lower than the current year’s. “I do not know how we can lower it,” she said, adding that with any more cuts “it’s just going to affect a lot of needs.” “We have kept everything level or under from last year,” she said. The tax increase is due to the anticipated loss of state revenue, an amount that is still undetermined. The proposed budget includes $10,215,167 for the Board of Selectmen, a decrease of $26.729 or 0.26 percent; $542,109 for the Stafford Public Library, an increase of $3,926 or 0.73 percent; $2,200,810 for debt service, an increase of $16,660 or 0.76 percent; and $27,659,000, which is unchanged. The mill rate would be set at 35.78, an increase of 1.85 mills. A mill represents $1 in tax for every $1,000 of assessed property value. No date has yet been set for the annual Town Meeting or the budget referendum.

Pups and pages: School holds Family Reading/Therapy Dog Night
STAFFORD — Staffordville School held its first Family Reading/Therapy Dog Night on April 5. Five therapy dogs and their owners from Healers with Halos, a program from Bolton Veterinary Hospital, did a demonstration for students and families. Then each child had the opportunity to read to a therapy dog while teachers read to groups of students. The children were excited to read to the therapy dogs, pet them, and ask questions of their owners. The school was fortunate to have Pat Laska, paraeducator at Staffordville School and a therapy dog owner with Healers with Halos, bring this program to the school. State rep joins Vernon seniors in welcoming new center
VERNON — State Rep. Tim Ackert (R-8th District) spent recently surrounded by fellow lawmakers, local municipal leaders, and area residents as part of a tour and grand-opening ceremony of a new Senior Center location in Vernon. The Vernon Senior Center will provide a wide array of services such as trips, holiday parties, picnics, blood pressure screenings, and income tax assistance to area residents ages 55 and older. The facility also features a billiards room, fitness center, library, medical rooms, creative art room, café, auditorium, conference room, and four multi-purpose rooms. “Getting to where we are today was truly a collaborative effort and it speaks volumes to the team mentality Vernon has in getting something like this done for our seniors,” Rep. Ackert said. “So many people put in countless hours making this beautiful facility happen and I’m thoroughly impressed with how this center has turned out.”

‘Playing with Parkinson’s’ documentary showing in June
SUFFIELD — “Playing with Parkinson’s” is a documentary about Sangeeeta Michael Berardi, a successful guitarist who has played with jazz greats. In the film, Sangeeta plays, but in a different way, because he is also playing with Parkinson’s. The 50-minute documentary will be shown on Monday, June 4, at 6:30 p.m. at the training room of the Suffield Department of Emergency Management and Homeland Security, 205 Bridge St. The Emergency Aid Association and the Kent Memorial Library are sponsoring the showing of the film. Resources will be available from the Connecticut Advocates for Parkinson’s. People are welcome to drop in to the program, although if possible, register at KML’s website, suffield-library.org or call (860) 668-3896. Light refreshments will be served. Popular singer Neil Diamond announced in January that he has Parkinson's disease and will end his 50th anniversary tour early because of it. With each announcement from a celebrity suffering with Parkinson’s, the public becomes more aware of this devastating disease, and more funds will be available for research and a cure. “Playing with Parkinson’s” shows the difficulties of life with it, but it also inspires by showing the life of a man, who despite the disease, forged a life of creativity and beauty. “My dream is that the film will help folks with disabilities that face difficult challenges daily to tune in to what they can still do instead of focusing on what they cannot do,” Beradi said.

Town Meeting to consider $58 million proposal May 8 By Linda Tishler Levinson
SUFFIELD — Residents will vote on a proposed $58,009,479 budget for the 2018-19 fiscal year at the Town Meeting on the budget on May 8. The proposed budget is an increase of 4.2 percent or $2,340,215 over the current spending plan. The budget includes $34,719,732 for the Board of Education, an increase of $107,888 or 0.31 percent; $3,206,275 for debt service, an increase of $396,471 or 14.11 percent; $2,928,904 for capital expenditures, an increase of $412,880 or 16.41 percent; $360,000 for contingency, which is unchanged; $148,220 for transfer to OPEB, a decrease of $30,551 or 17.09 percent; $500,000 for transfer to insurance fund, a 100 percent increase; $500,000 for transfer to CNRE fund, a 100 percent increase; and $15,646,348 for general government operations, an increase of $453,527 or 2.99 percent. The mill rate would be set at 29.14 mills, an increase of 0.25 mills. A mill represents $1 in tax for every $,000 of assessed property value. The taxes on a home with an assessed value of $210,000 would be $6,119, an increase of $52. The Town Meeting on the budget will be held at 7 p.m. May 8 at Suffield High School. Memorial picnic The Cpl. Stephen R, Bixler annual Memorial Picnic to honor and remember Suffield’s hometown hero will be held from noon to 5 p.m. May 27 at the Suffield Sportsman’s Club, 2900 Phelps Road, West Suffield.
