KEYNOTE SPEAKER

Dr. Kevin Shaloo, Physical Therapist and Doctor of Physical Therapy, was raised in Moorestown, New Jersey. A member of Troop 144, he earned the rank of Eagle Scout in 2012. He attended Saint Joseph’s University, receiving a Bachelor of Science degree in Interdisciplinary Health Services, then graduated from Thomas Jefferson University, earning a Doctorate of Physical Therapy in 2019. He has had seven years of clinical experience as a Physical Therapist in various settings, including outpatient and home care physical therapy. He and his wife, Danielle, were married last June and reside in Riverton, NJ. Kevin currently works at TORQ Physical Therapy and Associates.

Daphne Nicole Bouchard’s Eagle Scout Service Project Brings Joy to the Students of Loring-Flemming Elementary School

Daphne’s Eagle Scout project started with a dream when she was a student at Loring-Flemming Elementary School. She recognized a need for more activities during recess and outdoor gym classes and this need stayed with her as she moved on. During recess, the students were bored and the teachers and administrators were frustrated. Daphne recognized the connection between being at school and being at camp and remembered that when Scouts in her troop needed something to fill the time, they played Gaga Ball! Fixing this problem was an obvious choice for her Eagle Scout project. A Gaga Pit at the elementary school would encourage active play, giving children a fun, fast-paced game to enjoy during recess and physical education classes. The journey toward earning the rank of Eagle Scout consisted of researching designs, evaluating material suppliers, gathering materials, coordinating 12 volunteers, and raising the necessary funds. Through her confidence, poise, and persuasive negotiation skills, she secured a financial grant from the Gloucester Township Public School Parent and Educator Council (PEC), as well as a donation of materials from 84 Lumber.

The actual physical construction of the pit included: measuring and cutting lumber to very exact specifications, sanding, drilling holes, levelling, and bolting the wood to metal brackets. In addition to the standard design, Daphne

also ensured inclusivity by investing in a wheelchair accessibility gate so that everyone can play. Her strong leadership drove the project forward. She set clear expectations, jumped in alongside her team, kept everyone energized, and celebrated the victory they achieved together.

Teachers and staff appreciated the effort and recognized the positive impact. The Gaga Pit has quickly become a favorite spot on the playground, offering an inclusive game that keeps kids moving, laughing, and building friendships. The best reward, however, was the recognition that came from the students directly, with over 100 handwritten cards from the elementary school students from kindergarten to fifth grade.

This project not only enhances the school’s outdoor space, but also reflects the leadership, service, and dedication at the heart of Scouting. The school community is grateful for the lasting contribution and the positive energy it brings to students every day.

JUSTIN LOMONACO

Justin LoMonaco’s journey in service began in his hometown of Villas, New Jersey, as a member of Pack & Troop 63. A proud member of the Eagle Scout Class of 2009 in the thenSouthern NJ Council, he found his calling early on through the BaySea District Day Camp, where he progressed from a youth staff member to eventually serving as the Day Camp Program Director. These foundational experiences instilled in him a lifelong commitment to the values of the Scout Oath and Law.

Professionally, Justin has been fortunate to serve Scouting America for 12 years, including six years with the Garden State Council. He currently serves as a Field Director for the Cradle of Liberty Council, where he works to support the volunteers and families who make the Scouting program possible in the greater-Philadelphia area. Deeply grateful for the mentorship he received as a young man, he continues to support the next generation of leaders through his work with the Garden State Council Eagle Scout Alumni Association and the Eagle Scout Recognition Dinner Committee.

Outside of his professional role, Justin holds a degree in Sport & Entertainment Management from Neumann University and is an active member of the Williamstown Sunrise Rotary Club. Since joining, he has been honored to serve the club in several capacities, including as a Past President (’24 - ‘25). He currently serves as the club’s Vice President and Youth Services Chair, where he enjoys the opportunity to help young people find their own paths to service. He also serves as the Chartered Organization Representative for Pack 7161 and Troop 7057 in Williamstown, chartered by the Williamstown Sunrise Rotary Club. For Justin, leadership is not about the title, but about the opportunity to give back to the communities that have given him so much. Justin resides in Hammonton, NJ with his wife, MaryAnn, and their dog, Rocko.

CHRIS GEHRINGER NOESA

Chris Gehringer earned the rank of Eagle Scout in 1992 with Troop 14 in Marlton, marking the beginning of a fourdecade commitment to the values of the Scout Oath and Law. A legacy Scouter, Chris’ journey through the program has seen him evolve from a National Jamboree youth participant and Order of the Arrow Lodge Chief into a global ambassador for the movement.

Professionally, Chris is a high school teacher, driven by a passion for equipping the next generation with the tools they need to navigate an ever-changing future. This dedication to mentorship is reflected in his extensive adult service, including service as a Den Leader, Cubmaster, and most recently, Scoutmaster of Troop 70 in Cinnaminson.

His leadership extends far beyond the local unit. A veteran of summer camp staffs at Yawgoog and Ten Mile River, Chris has remained active at the council and international levels. He currently serves on the Garden State Council International Committee and has represented the BSA on the world stage as a staff member for the National Jamborees in Iceland (2024) and Norway (2025).

Outside of Scouting, Chris leads day trips for students to New York City, is an adviser to a SkillsUSA chapter, and leads the charge in building a middle school division for SkillsUSA in New Jersey.

Whether chairing Cub Fun Day or staffing Catholic Retreat-Camporees, Chris continues to embody the Scout motto, “Be Prepared,” ensuring that the youth of today are ready for the challenges of tomorrow.

Away from Scouting, Chris treasures time with his son, Matt. Now a freshman in high school, Matt balances college prep and volleyball, while both father and son maintain a keen interest in exploring new destinations together.

Tim Guim is the CEO of PCH Technologies, a security-first managed service provider (MSP) headquartered in the Philadelphia market. Following his graduation from Drexel University with a degree in Computer Science, Tim grew the business from a one-person operation into an awardwinning, SOC 2-certified MSP, serving small to medium-sized businesses (SMBs) locally, nationally, and internationally. Under his leadership, PCH Technologies has received numerous industry awards, including the Channel Futures MSP 501, CRN Security 100, CRN Pioneer 250, Philadelphia Business Journal’s Soaring 76, Philadelphia 100, and NJBIZ Best Places to Work. His expertise spans executive leadership, sales and marketing, IT, cybersecurity, and the secure adoption of AI. His influence also extends to national industry advisory board roles with Hatz AI and Cork Cyber.

Beyond his professional endeavors, Tim is deeply engaged in his local community. He actively serves on the Board of the Southern New Jersey Development Council, as well as the Executive Board of the Scouting America Garden State Council. Mr. Guim is a member of the Union League of Philadelphia. Additionally, he previously served as the Executive Chair of the Gloucester County Chamber of Commerce (where he was named an Emeritus Director), and on the boards of Catholic Partnership Schools and St. Mary’s School. He is also a past President of the Williamstown Sunrise Rotary Club. Tim attributes much of his success to the foundational role Scouting played in his early life. He began his Scouting journey in Cub Scout Pack 81, where his mother, Shirley, volunteered as a den leader. Later, his father, Harry, volunteered to drive on many camping trips for Troop 123. Tim earned the rank of Eagle Scout in 1992. Re-engaging with Scouting as an adult, he joined the Garden State Council board in 2018. Since then, he has stepped up to serve in several key leadership roles, including Vice President of Fund Development, Executive Vice President, Council President, and currently, Immediate Past Council President.

Outside of his professional career and community service, Tim is passionate about family, motorsports, and adventure. He and his wife, Kelly, are incredibly proud of their daughter and enjoy watching her grow into a remarkable young woman. They particularly love cheering her on as she plays volleyball at Rutgers-Camden, where she is currently pursuing a degree in law.

In recognition of this historic milestone year, the Scouting America Garden State Council will mark America250 by bringing together the Camden and Gloucester Distinguished Citizen Award fundraising celebrations into a single, elevated event, uniting supporters from across southern New Jersey.

This special event raises critical funds for Scouting programs and youth access initiatives across southern New Jersey.
