The Distinguished Citizen “Good Scout” Award The Distinguished Citizen “Good Scout” Award is presented to community leaders who exemplify in their daily lives the ideals of the Boy Scouts of America as expressed in the Scout Law and Scout Oath. The recipients are chosen for their outstanding service as evidenced by the interest and leadership they have provided to many worthwhile organizations, as well as the respect and esteem in which they are held by their colleagues.

A Scout is: Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent
The Scout Oath On my honor, I will do my best, to do my duty to God and my country and to obey the Scout Law; to help other people at all times; to keep myself physically strong, mentally awake, and morally straight.
History of the “Good Scout” Award Statue The Good Scout Award statuette is patterned after the statue of a Scout that stands before both the Loren S. Riggins, Jr., Scout Resource Center in Millville and the Rowan Scout Resource Center in Westampton. Here is the story behind the sculpture and its significance in Scouting History. The sculptor was Dr. R. Tait McKenzie. In 1914 at the request of Dr. Charles D. Hart, President of the then Philadelphia Council, Boy Scouts of America, McKenzie created a statuette of the “Ideal Boy Scout.” His model, selected in a competition of Scout parades, was 12 year-old Franklin Williamson Hoover. Ten bronze 18 inch-high statuettes were cast as part of the Boy Scout Friends of Scouting Program. The edition was closed and Dr. McKenzie presented the copyright to the Philadelphia Council. Plaster, bronze and epoxy reproductions were sold, beginning in 1916. Later, smaller copies, suitable for desk ornaments, were made available and are highly popular. In 1930, when the Philadelphia Council moved from 916 Walnut Street to 22nd and Winter Streets, it was hoped Dr. McKenzie would create a lifesize statue to stand before the new building. He obliged, not by reproducing the small figure, but with a restudied statue with many changes, incorporating the new Scouting insignia. Scout

body and various detailed studies. The statue was unveiled June 12, 1937, Dr. McKenzie making the presentation address. Many life-sized copies are exhibited throughout the United States and in other countries around the Scouting world. Garden State Council presents “The Ideal Boy Scout Statue” to the Distinguished Citizen because it embodies the meaning of Scouting found in the Scout Oath and Law. These same principles are found in this year’s honorees.
2023 GLOUCESTER COUNTY DISTINGUISHED CITIZEN OF THE YEAR AWARDS RECEPTION Scout Speaker: Lucas Daniel Lucas Daniel is a Senior at Clearview Regional High School, Mullica Hill, N.J. He has been involved in Scouting since the 1st grade and achieved the rank of Eagle Scout in October 2022 with Scouts BSA Troop 123. He spends much of his free time restoring (or repairing) his 1990 Corvette. Lucas plans to pursue a degree in Mechanical Engineering in the fall.

2023 GLOUCESTER COUNTY “Good Scout Award” Recipient: Timothy Guim
Timothy Guim President & CEO PCH Technologies
Timothy Guim, President, and CEO of PCH Technologies, founded the company in 1997 immediately following his graduation from Drexel University with a degree in Computer Science. Tim has grown the business from a one-man operation to an award-winning IT and cybersecurity firm, serving to clients locally, nationally, and internationally. Besides growing the company organically, Guim acquired Network Management Consultants of New Jersey in 2008 to expand PCH Technologies further. In 2021, PCH Technologies ranked number 43 on Channel Futures MSP 501 Global List, a definitive listing of the most influential and fastest-growing providers of managed services in the technology industry. NJBIZ recognized PCH Technologies as one of the best places to work that same year. As part of the company’s continued growth, Guim announced the expansion of the business with satellite offices in the Delaware and South Florida markets in 2022. In the same year, PCH Technologies was ranked one of the fastest growing companies in the Philadelphia region, being named to the Soaring 76 and Philadelphia 100 lists. Guim oversees all the company’s operations, collaborating closely with the executive team to deliver high quality services while protecting clients’ systems from today’s advanced cybersecurity threats. On a national level, Guim is highly active in the IT and cybersecurity space. He has spoken to several industry associations on the importance of cybersecurity and ways to protect their members. Guim has also spoken at IT Managed Service Provide conferences, sharing his knowledge and best practices used at PCH Technologies to help other MSPs. He also attends many industry events across the

country throughout the year to stay abreast of the latest trends and information in the IT and cybersecurity fields. Guim served on the Advisory Board for Datto, a leading global provider of cloud-based cybersecurity and business continuity platform from 2017-2019 and is currently serving on the advisory board for INKY an artificial intelligence-based email security platform. At the local level, Guim is an active member of the South Jersey community. He is currently the Executive Chair of the Gloucester County Chamber of Commerce and has been a board member since 2015. Guim earned the rank of Eagle Scout in 1992 as member of Troop 123 from Washington Township. Understanding first-hand the impact of youth character and leadership development from the scouting program, he is giving back serving as the Executive Vice President for the Garden State Council, BSA. Guim is also the Board Chair of Eastern Volleyball Academy and serves on the Rowan of South Jersey CIS Advisory Board. He has previously served on the boards of Catholic Partnership Schools, St. Mary’s School, and is a past President of the Williamstown Sunrise Rotary Club. Guim is a member of the Union League of Philadelphia. He has been recognized by South Jersey Biz Magazine as a top CEO and outstanding entrepreneur. Outside of his professional career, Guim is passionate about motorsports, traveling, and adventure. Whenever he has the opportunity, Guim enjoys racing his BMW on tracks around the country. He currently resides with his family in South Jersey.
2023 GLOUCESTER COUNTY DISTINGUISHED CITIZEN OF THE YEAR AWARDS RECEPTION Recipient: Lisa Morina Lisa Morina serves as Vice President of Advancement for Corporate Relations for the Cooper Foundation -- the philanthropic, community outreach, and community development arm of Cooper University Health Care in Camden, N.J. In this role, Lisa’s mission to is raise and steward charitable funds by working with a variety of local and national organizations, with the mutual goal of advancing health and research for the patients and communities Cooper serves.

A visible business executive with more than 20 years of experience in healthcare, government, and community outreach, Ms. Morina served for nearly a 10 years as a key member of the Jefferson Health - N.J. executive team. Most recently, she had served as VP of government and external relations with Jefferson. In this role Ms. Morina was responsible for the health system’s New Jersey legislative policy and advocacy, sponsorships, and community outreach. Prior to her role at Jefferson, Ms. Morina had served for a decade as the Director of Economic & Business Development for Gloucester County, N.J., where she was responsible for creation, business growth, workforce investment, public/private partnership development, and many other initiatives focused on the growth of the South Jersey and Gloucester County region. A graduate of Rowan University, Glassboro, N.J., Morina holds a master’s degree in Organizational Leadership from Cabrini College, Radnor Township, Pa. She is a board member of a number of local impact organizations including the First Harvest Credit Union, where she serves as Vice Chair; Acenda Integrated Health, a behavioral health and community-based social services agency; Bancroft, an agency specializing in helping individuals with intellectual and developmental disabilities; the Gloucester County Chamber of Commerce, where she was the first female chairperson, and the Southern New Jersey Development Council where she serves as Vice Chair. She previously served on the government relations and policy development committees at the New Jersey Hospital Association and the NJHA HealthPAC board. Ms. Morina has received numerous awards and recognitions, including the Corporate Game Changer Award from the Gloucester County NAACP and the Women of Achievement Award from the Gloucester County Commission on Women. She was also named one of 25 “Women to Watch” by SJ Biz Magazine. Ms. Morina, the mother of an adult son, Adam, resides with her husband in Mickleton, N.J.

Garden State Council and the Impact of Scouting The vision of the Garden State Council is to offer exciting, fun and values-based experiences of the highest caliber to the greatest number of youth possible. The mission is to deliver the highest quality youth program of character development and leadership training, and to prepare young people to make ethical decisions, so they can reach their full potential and better serve their family, community and country. Scouting was put to the test over three years when Tufts University worked with youth to measure character attributes of both Scouts and non-Scouts. Funded by the John Templeton Foundation, nearly 1,800 Cub Scouts and nearly 400 non-Scouts under the age of 12 were measured through both interviews and survey data. The findings are represented in the bar graph, below, and show the positive impact of Scouting. What You Can Do to Help It costs the Garden State Council about $200 per member annually to deliver Scouting to the young people in the sixplus counties we serve. We invite you to consider an annual gift of support to keep Scouting the most cost-effective, comprehensive youth development program on the planet.
