The Distinguished Citizen “Good Scout” Award

The Distinguished Citizen “Good Scout” Award is presented to community leaders who exemplify in their daily lives the ideals of the Boy Scouts of America as expressed in the Scout Law and Scout Oath. The recipients are chosen for their outstanding service as evidenced by the interest and leadership they have provided to many worthwhile organizations, as well as the respect and esteem in which they are held by their colleagues.

The Scout Law

A Scout is: Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent

The Scout Oath

On my honor, I will do my best, to do my duty to God and my country and to obey the Scout Law; to help other people at all times; to keep myself physically strong, mentally awake, and morally straight.

History of the “Good Scout” Award Statue

The Good Scout Award statuette is patterned after the statue of a Scout that stands before both the Loren S. Riggins, Jr., Scout Resource Center in Millville and the Rowan Scout Resource Center in Westampton. Here is the story behind the sculpture and its significance in Scouting History.

The sculptor was Dr. R. Tait McKenzie. In 1914 at the request of Dr. Charles D. Hart, President of the then Philadelphia Council, Boy Scouts of America, McKenzie created a statuette of the “Ideal Boy Scout.” His model, selected in a competition of Scout parades, was 12 year-old Franklin Williamson Hoover. Ten bronze 18 inch-high statuettes were cast as part of the Boy Scout Friends of Scouting Program. The edition was closed and Dr. McKenzie presented the copyright to the Philadelphia Council.

Plaster, bronze and epoxy reproductions were sold, beginning in 1916. Later, smaller copies, suitable for desk ornaments, were made available and are highly popular. In 1930, when the Philadelphia Council moved from 916 Walnut Street to 22nd and Winter Streets, it was hoped Dr. McKenzie would create a life-size statue to stand before the new building. He obliged, not by reproducing the small figure, but with a restudied statue with many changes, incorporating the new Scouting insignia.

Scout Douglas Shannon was the “Model in Chief” with Scout Joseph Straub in reserve, but several other Scouts also served as models for head, body and various detailed studies. The statue was unveiled June 12, 1937, Dr. McKenzie making the presentation address. Many life-sized copies are exhibited throughout the United States and in other countries around the Scouting world.

Garden State Council presents “The Ideal Boy Scout Statue” to the Distinguished Citizen because it embodies the meaning of Scouting found in the Scout Oath and Law. These same principles are found in this year’s honorees.

“Good Scout” Award

Scout Speaker: Dylan Tuthill

My name is Dylan Tuthill. I am 15 years old, and I am proud of the accomplishments that I have done in my scouting career so far. One of my greatest accomplishments is becoming an Eagle Scout at the age of 14 along with completing over 75 merit badges. I am currently attending Salem County Vocational Technical School as a freshman. My plan is to one day become a game warden or a state trooper. I also plan to have an associate degree by the time I’m done with high school. I partake in the chess club at my school as an extracurricular activity as one of my hobbies.

I started my Scouting experience at age 6 as a Tiger Scout in Quinton Pack 5. Ever since, I have been dedicated and determined to earn my ranks diligently and I will continue to strive for excellence.

Currently I am the Senior Patrol leader in Woodstown Troop 38. I crossed over to this Troop in 2017 at age 10. While in this troop we have gone caving, fishing, shooting, hiking, canoeing, kayaking, climbing, klondikes, jamborees, and summer camps. When I first joined troop 38 my first trip was to a place called “The High Rocks” and we went climbing there. We would climb up and rappel down the mountain that we hiked to. The next trip was summer camp at Roosevelt Scout Reservation. I had a great time; I took the Rough Riders program, which was good because it taught me the basics of Scouting.

One of my favorite Scouting experiences was earning my Wilderness Survival Badge. To earn that badge we had to learn to live without any amenities. We made our tents out of leaves, ate whatever we caught (snake and fish) and boiled our water to purify it enough to drink.

These are just a few of the trips we have gone on, even though the trips are a blast, it is important to be knowledgeable about your Scouting experience. I am one that wants to have hands-on learning along with the reading materials given for merit badges. I feel the more merit badges you try to earn the more knowledge you will have to be a wellrounded and prepared Scout.

“Good Scout” Award

Recipient: John A. Casarow Jr.

John A. Casarow Jr., was born in 1943 to John A. and Sara (nee Allen) Casarow. He grew up in Bridgeton, N.J., graduated high school in 1961 and completed his undergraduate studies at the Univsersity of Pennsylvania in 1965. In 1969, he earned his law degree from Rutgers University Law School, Camden, was admitted to the New Jersey State Bar and Federal Bar, and launched a nearly fivedecade career as a municpal court judge throughout Cumberland and Salem counties and Vicinage 15. He served as a member of the Federal Trustee in Bankruptcy Panel for over 30 years and the State Fee Arbitration Committee for several years. He conducted Commitment hearings at Bridgeton Hospital, Underwood Hospital and Ancora State Hospital. He officiated well over 1,000 weddings and served on many civil arbitration panels before retiring in 2018.

John received several awards locally in the vicinity of Cumberland County including the Cumberland County Professional Lawyer of the Year Award in 2001 and the Francis “Binks” Sharp Lifetime Achievement Award presented by the Bridgeton Area Chamber of Commerce in 2017.

He was married to Donna (nee Miller) from 1965 to 1974. In 1975, he married Barbara (nee Fitzpatrick). John and Barbara had 46 years together until her passing in 2021. John has three children: Andrea, Marianne, and Renee. He is also blessed to have six grandchildren: Michael, Grace, Lucy, Amy, Benjamin and Mary Beth.

He has been a long-time, active member of the Parish of the Holy Cross in Bridgeton and has served on many committees and as Chuch Lector.

Member of the Board of the All Sports Museum of South Jersey located in Bridgeton, long-term member and past President of the Bridgeton Lions Club.

2023 Salem County Distinguished Citizen “Good Scout” Award

Recipient: Chloe Williams

Chloe Williams was born and raised in Alloway, N.J. Chloe grew up on Stockington Road, which is the same road that both her mother and father lived on as children. She is a graduate of Woodstown High School and Penn State University.

Chloe worked with Marriott for 10 years developing her people and business skills, which served her well when she decided to return to work with her parents at B.R. Williams, Inc., in 1996. B.R. Williams, Inc., was started by Chloe’s grandfather Benjamin Riley Williams in 1935. Establishing a family tradition, his son Bejamin Riley Jr., along with his wife Carol, took over the business in 1975. In the company’s 80th year, Chloe became President and CEO, continuing the family tradition of providing safe and courteous transportation for Salem County school children.

In addition to running the company, Chloe is currently serving as president of the New Jersey School Bus Contractors Association and serves on the Board of Directors for the National School Transportation Association. Locally, she is on the Board of Directors for Ranch Hope, Inc., and is a member and Trustee at Aldine United Methodist Church.

Her quiet time includes cooking, walking, boating, reading, RV travel and projects around her home.

2023 LIFETIME ACHIEVEMENT AWARD

Recipient: Richard “Dick” Morris Jr.

Richard C. Morris Jr. is a retired educator who resides in historic Alloway Township. He found his way into Scouting when a local Den Leader called to invite him to join his friends in Pack 260 of Daretown.

He traveled the Scouting trail in Daretown to Troop 60 and Post 160 as a youth, earning the rank of Eagle and his God and Country Award. His Scouting provided opportunities for five summers of two-week summer camp at Camp Roosevelt, a trip to the 1957 Valley Forge Jamboree, and a backpacking adventure on the trails of Philmont Scout Ranch. He also served on the Scout Corp staff at the 1964 World’s Fair.

His love for the summer camp experience had him join the Roosevelt Camp Staff in 1961 and he continued to serve on the team for 62 consecutive years. He served as counselor, area director, program director, business manager and 38 of the years as camp director. He spent several summers serving on the Salem County Girl Scout camp staff and NJ Grange camp, since both used Camp Roosevelt.

As a youth, he was inducted into the Order of the Arrow, serving as editor of the lodge paper and vice chief. During his adult years, he served as Apatukwe Lodge Advisor and was awarded the Lodge’s Silver Stag Award.

Dick credits Scouting and his close friends on camp staff as having the most influence in his life and with leading him to Glassboro State College for both his BA and MA degrees, then on to a 40-year career in teaching. He met his late wife Barbara Jean Frey when she came to Roosevelt to take pictures and do a story for her family’s newspaper: The RECORD

That meeting also provided him with the opportunity to try his hand at sports photography and writing. He joined The RECORD as a part-time staff member covering high school sports. That OA

Dick Morris Dedicated Scouting Volunteer

Lodge paper role inspired the writing hobby. He contributed articles and photos to his community’s history in Alloway Remembers. He served as editor of his school district newsletter, did and does news releases for several organizations. He served several years on the Editorial Committee for the NJEA REVIEW magazine.

His Scouting positions have included Scoutmaster, Commissioner, District Chair, Camping Committee, Scout Executive Selection Committee, Silver Beaver Committee, Merger Committee, Good Scout Committee, Executive Board, Vice President of Membership, and Property Committee. He served as secretary to the Camp Development Committee and Thursday Crew for many years and was honored with the Pat Hinman Award.

Outside of Scouting, he has served or is serving other areas of the community including President of the Upper Pittsgrove Education Association, Chairman of the Salem County JINS Board of Trustees, Alloway Halloween Parade Committee, Alloway Municipal Alliance, Alloway Wistarburg Ruritan Club, Alloway Methodist Church, President Alloway Board of Education, and Alloway member of the Woodstown-Pilesgrove Board Education.

Dick has been honored with the District Award, Silver Beaver, 25Year Eagle Veteran, Staff Man of the Year, Alloway Parade Marshall, Bronze Pelican Award, Municipal Volunteer of Year, Community Citizen of Year, Four Chaplains Humanitarian Award, Governors Teacher of the Year Award for UPS, Old Colony Frank Eggert Heritage Award, Norman Robinson Service Award, and New Jersey School Board 40 Year Milestone award.

Most importantly, Dick is grateful to his late wife Barbara, their daughter Kelly, and son-in-law Jason for their support and encouragement. It has been very special watching his “super fisherman” grandson, Hank Richard Helms, enjoy Scouting adventures in Pack 5. He is also grateful for those who have provided opportunities and support on the journey. He has tried to follow Theodore Roosevelt’s advice: “Do what you can, with what you have, where you are.”

Garden State Council Impact

The vision of the Garden State Council is to offer exciting, fun and values-based experiences of the highest caliber to the greatest number of youth possible.

The mission is to deliver the highest quality youth program of character development and leadership training, and to prepare young people to make ethical decisions, so they can reach their full potential and better serve their family, community and country. Scouting was put to the test over three years when Tufts University worked with youth to measure character attributes of both Scouts and non-Scouts. Funded by the John Templeton Foundation, nearly 1,800 Cub Scouts and nearly 400 non-Scouts under the age of 12 were measured through both interviews and survey data. The findings are represented in the bar graph, below, and show the positive impact of Scouting.
