The Distinguished Citizen “Good Scout” Award The Distinguished Citizen “Good Scout” Award is presented to community leaders who exemplify in their daily lives the ideals of the Boy Scouts of America as expressed in the Scout Law and Scout Oath. The recipients are chosen for their outstanding service as evidenced by the interest and leadership they have provided to many worthwhile organizations, as well as the respect and esteem in which they are held by their colleagues.

The Scout Law A Scout is: Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent

The Scout Oath On my honor, I will do my best, to do my duty to God and my country and to obey the Scout Law; to help other people at all times; to keep myself physically strong, mentally awake, and morally straight.

History of the “Good Scout” Award Statue The Good Scout Award statuette is patterned after the statue of a Scout that stands before the Rowan Scout Resource Center, headquarters of Garden State Council. Here is the story behind the sculpture and its significance in Scouting History.

The sculptor was Dr. R. Tait McKenzie. In 1914 at the request of Dr. Charles D. Hart, President of the then Philadelphia Council, Boy Scouts of America, McKenzie created a statuette of the “Ideal Boy Scout.” His model, selected in a competition of Scout parades, was 12 year-old Franklin Williamson Hoover. Ten bronze 18 inch-high statuettes were cast as part of the Boy Scout Friends of Scouting Program. The edition was closed and Dr. McKenzie presented the copyright to the Philadelphia Council.

Plaster, bronze and epoxy reproductions were sold, beginning in 1916.

Later, smaller copies, suitable for desk ornaments, were made available and are highly popular. In 1930, when the Philadelphia Council moved from 916 Walnut Street to 22nd and Winter Streets, it was hoped Dr. McKenzie would create a life-size statue to stand before the new building. He obliged, not by reproducing the small figure, but with a restudied statue with many changes, incorporating the new Scouting insignia.

Scout Douglas Shannon was the “Model in Chief” with Scout Joseph Straub in reserve, but several other Scouts also served as models for head, body and various detailed studies. The statue was unveiled June 12, 1937, Dr. McKenzie making the presentation address. Many life-sized copies are exhibited throughout the United States and in other countries around the Scouting world.

Garden State Council presents “The Ideal Boy Scout Statue” to the Distinguished Citizen because it embodies the meaning of Scouting found in the Scout Oath and Law. These same principles are found in this year’s honorees.

Scout Speaker Brennan D. Boyle, Scouts BSA Troop 73 Brennan is a 15-year-old Life Scout serving as Senior Patrol Leader in Troop 73, chartered by the West Cape May Fire Company. He has been in Scouting since 2015 when he became a Wolf Cub in Pack 37 of Staten Island, N.Y. Brennan is a Sophomore and attends a private online academy, Laurel Springs School. He is very successful in his academics, maintaining a 4.0 GPA and is enrolled in AP and Honors courses for History, Mathematics and Science.

He is active in the National Honor Society and continues to achieve all he can academically by challenging himself and mentoring others toward success.

Brennan has many interests, but his passions include playing guitar, backpacking, escape rooms and playing video games. His enthusiasm for the outdoors has taken him to remote places all around the Eastern United States, including section hikes of the Appalachian Trail, Central New Jersey, the Shenandoah range, the Adirondacks, Catskills and Pocono Mountains.

Brennan is the son of Stephanie and Michael Boyle.

His father is an active-duty military member of the Coast Guard and his mother is an entrepreneur. His brother, Finley, is a First Class Scout in Troop 73 as well. He enjoys caring for their family pet Dobby, a twoyear-old miniature golden doodle. Brennan was born in Huntington Beach, Ca., but has lived in Virginia, N.Y, and N.J. He has participated in Scouting in four different troops throughout their transfers of duty stations.

Brennan’s achievements include the Arrow of Light, the Benjamin Franklin Historical Trail Award, the Jockey Hollow Historic Trail Award, and 34 merit badges. He is an active member of the Lenape Lodge of the Order of the Arrow.

Dave and Monica Coskey 7 Mile Publishing & Creative

Monica and Dave Coskey met as teens at a summer job in Avalon, where Monica lived year-round, and Dave was a lifelong “summer kid.” Their marriage has always been an example of a partnership, supporting each other as they pursued successful careers, all while raising their family and setting an example for their three sons on the importance of giving back to the community.

Monica, a graduate of Immaculata University, spent 15 years in the technology field at IBM Corporation before taking leave to oversee their family businesses in Avalon, which at the time included a publishing entity and a food-service establishment honored as “Best of the Shore” by Philadelphia Magazine. In her 18 years at the helm of Seven Mile Publishing & Creative, Monica has evolved the firm into an award-winning, full-service marketing company and publisher. Seven Mile Times and Sea Isle Times have grown into the highest-circulated publications in Avalon, Stone Harbor, and Sea Isle City. Not surprisingly, both publications also boast robust digital footprints. The marketing side of the firm has garnered numerous awards, while carving a niche in the fields of tourism marketing and special-event production. Highlights include an Emmy and multiple Telly video awards for their clients, which have included Avalon, Cape May, and Sea Isle City in Cape May County.

In addition to her business responsibilities Monica still makes time to give back to her community. She

has been a board member of the Helen L. Diller Vacation Home for Blind Children for more than two decades. The home is also a place where Monica volunteered since she was a high school student. Over the years, the home has provided no-cost summer vacations for more than 5,000 blind and visually impaired youngsters.

She is also a longtime board member of the 7 Mile Business Community Assn, which is responsible for much of the tourism programming on the island. Monica is a founding board member of 20 years, of Play With Jack, a charitable concern dedicated to offsetting expenses of those battling cancer.

She was also elected to and served on the Avalon Board of Education for 12 years.

Dave spent three decades as a marketing and public relations executive in professional sports and the casino industry. He served as vice president of marketing at some of the country’s most successful hotel/casinos, including the Borgata Hotel Casino & Spa, and Trump Plaza Hotel and Casino. He was also part of the team that opened Ocean Casino Resort. He worked his way from public relations director to executive vice president and chief operating officer of the Philadelphia 76ers before being designated

by Comcast Spectacor chairman Ed Snider to oversee all team marketing efforts for the company’s portfolio of professional sports teams including the 76ers and Flyers. With the 76ers, Dave coordinated the efforts that saw the team experience the greatest attendance turnaround at that

time in professional sports and served as the primary contact for the 2002 NBA All-Star Game. The NBA awarded him the prestigious Splaver/McHugh Award as a “tribute for excellence” in public relations.

Dave was also recognized with the College of Arts and Sciences medal by his alma mater, Villanova University.

Dave, like Monica, shares a deep commitment to the community. He has been a member of the board of trustees of Atlantic Cape Community College for 13 years and is a former board chair. He also is a member of the Avalon Environmental Commission, Avalon Historical Society, and a member of church council at Our Saviour Lutheran Church in Stone Harbor. In the past, he has served as a member of the board of governors of Bacharach Institute for Rehabilitation and boards of the Center for Family Services (Camden, N.J.); The Wetlands Institute (Stone Harbor), and the Cape May County Historical Society. Dave also served as board chair of the New Jersey Broadcasters Association and was appointed by then-Gov. Chris Christie to the Atlantic City Convention & Visitors Authority.

The Coskeys have been married for 43 years. They raised their three sons in Avalon and have five grandchildren. In their youth, both learned the value of scouting through their own involvement: Dave as a Cub Scout and Boy Scout in Westmont, N.J., and Monica as a Brownie and Girl Scout in southwest Philadelphia.

The Mullock Family

Bob Mullock was born in 1949 one of nine children.

He grew up in rural Pennsylvania with the only twoseater outhouse in town. Bob graduated from Indiana University of Pennsylvania, received a BBA from Wharton School, and completed his MBA in Finance Studies at Temple University. He went on to become a First Lieutenant in the U.S. Army, Nike Hercules missiles. After eight years working in financial firms in Philadelphia, Bob moved to Cape May in 1980 with his wife Linda. They raised a family of four children in Cape May and Cape May Point.

Bob is very active in the historic preservation movement in Cape May, working with Charlie Pessagno of National Associates. He restored five buildings in Cape May, which includes saving The Chalfonte Hotel from bankruptcy in 2008. With great support from Charlie Pessgano, David and Daniel Beyel and Toby Craig, Bob designed and built Cape May National Golf Club, preserving over 250 acres without houses along with a 50-acre bird sanctuary within the golf course grounds. He also preserved an additional 50 acres for a honeybee farm nearby. Along with the Cape May community, he founded the Harriet Tubman Museum of Cape May that went on to become the official Harriet Tubman Museum of New Jersey.

From 1991 through 1994, Bob led a South Jersey-wide effort to co-found a Baidoa, Somalia orphanage that houses over 2,500 children and was the last international trip of President George H.W. Bush. Also, Bob established

The Cape May House for street kids in Kampala, Uganda, an orphanage visited by President Clinton.

Bob is also very actively involved with Atlantic Cape Community College and continues to sponsor community wide events for scholarships, reaching over 600 students over the past 30 years and raising over $70,000 this past year alone.

The most recent project that Bob has undertaken is preserving the historic St. Mary’s Retreat House in Cape May Point and establishing the Cape May Point Science Center. Located in one of the world’s most biodiverse and vital regions, The Center’s mission is to provide unique opportunities and funding to advance ecological research, education, and advocacy and encourage the protection of our piece of nature’s heaven. The Center further aims to uncover and preserve history, the building it calls home, and the community of Cape May Point.

Relying upon wife Linda and children Cynthia, Zack, Dillon and Ellie, Bob has been able to complete a number of non-profit passion projects. Thanks to God’s blessing and the enthusiastic community support of people such as Tom and Sue Carroll, Dave and Chris Clemans, Charles Pessagno, and many others, the Mullock family remains committed to continuing to preserve the history of Cape May, serve as stewards for the environment, and give back to the local and global community for generations to come.

About the Whitney M. Young Jr. Award The purpose of the Whitney M. Young Jr. Service Award is to recognize outstanding services by an adult individual or an organization for demonstrated involvement in the development and implementation of Scouting opportunities for youth from rural or low-income urban backgrounds, in fulfullment of Dr. Young’s dream of justice and equality for all.

Garden State Council Impact The vision of the Garden State Council is to offer exciting, fun and values-based experiences of the highest caliber to the greatest number of youth possible.

The mission is to deliver the highest quality youth program of character development and leadership training, and to prepare young people to make ethical decisions, so they can reach their full potential and better serve their family, community and country.

Scouting was put to the test over three years when Tufts University worked with youth to measure character attributes of both Scouts and non-Scouts. Funded by the John Templeton Foundation, nearly 1,800 Cub Scouts and nearly 400 non-Scouts under the age of 12 were measured through both interviews and survey data. The findings are represented in the bar graph, below, and show the positive impact of Scouting.
