Sanford Biggers’ ‘JUST US’ mural unveiled on CAC wall

has been busy despite the pandemic. Last year, he debuted a suite of works at New York City’s Rockefeller Center, anchored by a 25-foot cast-bronze statue called “Oracle,” which blends concepts of classical Greco-Roman sculpture and African art. There also were other sculptures, flags, multimedia works with photographs and video, and a large-scale mural inside the center.

The mural featured the words “JUST US,” set shadowed in a blue sky full of clouds. If that seems familiar, it’s because Biggers was commissioned to create a similar mural on the much larger wall of the Contemporary Arts Center as part of the Helis Foundation’s Unframed series. Created in conjunction with New Orleans artists Wendo Brunoir and JoJean Laborde, the mural has taken shape over the past three months and was officially unveiled on Jan. 20.

At first sight, the mural is an eye-catchingly bright burst covering a 140-by-20-foot wall, but it’s not so simple or straightforward.

The words “JUST US” function as a homonym for justice, and it’s not clear how to read it.

“Everyone sees something different when they look in a cloud,” Biggers told Gambit before the unveiling. “In this case, if you look hard enough you might be able to find justice. Justice is something we’re always looking for.

Sometimes it’s very hard to find.

Everyone’s journey towards justice is quite different.”

Biggers is adept at blending diverse artistic traditions and ideas.

He notes that clouds are common in surreal art, as well as in graffiti. He painted graffiti murals while growing up in Los Angeles, and it was an early public display of his talents.

His career is defined more by sculpture and mixed-media work, and he studied classical sculpture in both Rome and Florence. He also lived in Japan for three years and has explored Buddhist ideas and art from many Asian nations.

References to Buddhist mandalas and thangkas often figure into his work. But “JUST US” also relates to pop-culture and social commentary, and Biggers says it’s possible to relate the mural to comedian Richard Pryor’s work.

“Some works deal with text and satire and dark humor and surrealism,” Biggers says. “(This work) happens to be one of them.”

Biggers had long planned on being in New Orleans at about this time. He is just closing a show called “Codeswitch” at the California African American Museum. The show features more than 50 works based on quilts, including tapestries and 3D pieces. He collected and restored old quilts to repurpose in his work, and he sees them as historical references. “Codeswitch” builds on his multi-media works and the title refers to multiple meanings and codes of communication.

In what he calls his Codex series, Biggers has created works in which texts and social contexts can have multiple meanings.

“Codeswitch” was co-curated

by Andrea Andersson and Sergio Bessa. Andersson founded the locally based Rivers Institute for Contemporary Art & Thought and is a former visual arts curator at the CAC. Following a visit to Biggers’ studio in Harlem, she worked on “Codeswitch” with Bessa, and it opened at the Bronx Museum in September 2020. Following the Los Angeles expo, it was supposed to come to New Orleans. The pandemic changed those plans, and instead it goes to Louisville, Kentucky’s Speed Art Museum, though Biggers would like to see the show come here eventually.

Biggers is familiar with New Orleans. His father is a graduate of Dillard University, and he visited the city often. His first

It featured a baby grand piano with a tree growing through it, while it played Billie Holiday’s “Strange Fruit,” a work referencing lynchings of Black people in the South.

Biggers’ work was included in the national Billboard Art Project in 2011, which featured an early version of “JUST US.” In 2019, he came here to work on the visual concepts for the film “Antebellum,” starring Janelle Monae.

Biggers also has a band, called Moon Medicin, and it was supposed to have performed in New Orleans during the planned “Codeswitch” expo. Biggers is a fan of The Meters, jazz, zydeco and Mardi Gras Indian music.

“JUST US” is the ninth in the Helis Foundation’s Unframed series of large-scale murals in the Warehouse District. They include work by local artists Brandan “BMike” Odums, Jessica Strahan and Ayo Scott as well as international artists such as Canada’s Danae Brissonnet and the Polish duo who create street art as Etam Cru. The program is administered through the Arts Council of New Orleans, and Helis managing director Jessie Schott Haynes expects the program to add two more murals in 2022.

from Louisiana, breathlessly announced more than $1 billion in area flood protection projects recently — even though both men voted against the $1.7 trillion infrastructure bill that made the projects possible. Scalise and Graves even took credit for helping put the local projects into the bill. The measure passed largely because of U.S. Sen. Bill Cassidy’s efforts to forge a bipartisan compromise. Cassidy was the only Republican from Louisiana to support the bill. He’s the one who deserves credit.

Louisiana’s airpollution is believed to be responsible for an estimated 85 cancer cases per year, according to a peer-reviewed study by the Tulane Environmental Law Clinic. Researchers compared incidents of cancer at a neighborhood level with pollution-related cancer risk, as estimated by the EPA’s National Air Toxics Assessment. The study also linked higher levels of air pollution to neighborhoods with higher poverty rates, drawing a correlation between poverty and air pollution and cancer in Louisiana.

THE COUNT

Experts are predicting there are more cases of the drug-resistant yeast lurking in overwhelmed health care facilities, but note it lives mainly in hospitals and typically doesn’t impact the general public.

While case numbers are low, its contagion factor could be another reason for people to get the COVID-19 vaccines, which reduce the risk of hospitalization and thus the risk of being infected by the fungus. The fungus has an uncanny ability to colonize and can become a major problem for closed hospital units.

Jazz Fest 2022 Lineup Is Here!

THE WHO, STEVIE NICKS, FOO FIGHTERS and Erykah Badu are

set to headline the 2022 New Orleans Jazz & Heritage Festival.

Festival organizers announced the lineup for its long-awaited return to the New Orleans Fair Grounds, set for Friday, April 29, through Sunday, May 8. After the cancellation of the 2020 and 2021 festivals — and a Rolling Stones show — due to the COVID-19 pandemic, it will be three years since the last Jazz Fest, come April.

Also headlining the 2022 festival are Jimmy Buffett, Luke Combs, Lionel Richie, The Black Crowes, Willie Nelson and The Avett Brothers.

Single day tickets will go on sale in coming weeks. Right now, fans can buy weekend passes for either weekend. Early bird prices are $210 for the first weekend while supplies last, and then go to $225 in advance. The second (four-day) weekend is $260 for early bird, and then $275 in advance. Weekend pass holders get a wristband for entrance and are not transferable and are not good for re-entry to the festival.

The “Locals” Thurday price will be $50 at the gate, open to Louisiana residents with valid ID. There also are the regular VIP packages.

“Big Chief VIP” tickets, which allow ticket holders access to special viewing areas, toilets, “and other essential amenities — will be $1,600 for the first weekend and $1,700 for the second weekend. This includes an air-conditioned lounge, private beverage booths, raised and covered viewing stands at the major stages, ability to purchase VIP parking ($225 first weekend/$300 second weekend) and/or VIP shuttle tickets ($135/$200), express entrance lines, exit and re-entry privileges.

The “Grand Marshal VIP” pass, which offers closeup, standingroom-only space near the Acura Stage, the Shell Gentilly Stage and the Congo Square Stage, is $1,500 for first weekend and $1,600 for second weekend.

Parking and VIP shuttles are available to pass holders.

Through a partnership with Pepsi, the Institute recently received 18 new combination trash and recycling bins for Audubon Zoo. The recycling side has bright colors and clear markings, and will accept plastic bottles and aluminum cans. These are in addition to recycling bins shaped like Pepsi soda bottles at the Aquarium and ones in employee areas.

In addition, citizens can drop off unwanted cell phones and tablets at the Audubon Zoo front gate during public hours, with no purchase or admission required. By recycling these devices, the hope is that there will be reduced demand for coltan, a mineral found in batteries of electronic devices, thus leading to less destruction of gorilla habitats in central Africa because of coltan mining operations.

John Fallon, Audubon Nature Institute’s Director of Sustainability and Coastal Conservation Initiatives, said the Institute has eliminated plastic bags, utensils and beverage bottles from its concessions and retail outlets, replacing them with compostable and recyclable materials. The Institute is also moving to sustainable lighting and has updated to LED lights in Audubon Aquarium of the Americas, the Zoo Administration Building, Zoo parking lot, Audubon Park and Clubhouse parking lot, and Audubon Riverview.

“We’re constantly working to make our business operations more sustainable and environmentally friendly,” Fallon said.

“We find ways to offset increased costs of offering more sustainable materials, like bamboo rather than plastic utensils, and some sustainability initiatives, like upgraded lighting, actually help us save on operating costs in the long run. We also have behind-the-scenes efforts. For example, Audubon’s Purchasing Policy has a section on Green Procurement to keep

our business practices as environmentally-friendly as possible, and we compost waste from many of our animals to make fertilizer. Guests won’t see these steps during a visit, but they are an important part of the Audubon team’s commitment to living our mission.”

As a leading educational resource on conservation and environmental issues, the Institute is also spreading the word on how individuals and families can lead more sustainable lifestyles. Some easy steps include:

Citizens can take these steps in addition to one of the most convenient ways to make a positive environmental impact – recycling. Fallon said families can make recycling at home easier by having a dedicated recycling bin next to the household garbage can and posting a copy of the city’s recycling guidelines near the bin for easy reference. Recyclable items should also be washed before they are placed in the bin.

There are other steps people should take to ensure their household recycling is having the intended effect on the environment. An entire load of recyclables can be contaminated by having non-recyclable items included, so it’s actually better to throw away an item you aren’t sure about. Also, people shouldn’t recycle anything smaller than a credit card, such as straws, bottlecaps, coffee pods, paper clips or plastic cutlery. These items are too small to be sorted and can damage recycling equipment.

Fallon also noted that plastic bags cannot be recycled through typical curbside recycling. However, some grocery stores have special collection bins for these bags.

“Including these bags in your recycling bin contaminates the entire load, which usually means the load will end up in a landfill,” he said. “This includes bagging your recycling in a plastic garbage bag or

including items like plastic sandwich/ storage bags, cling film, plastic food packaging and bubble wrap. There is no practical way to dispose of or recycle these materials that doesn’t harm the environment or wildlife. The best approach is to use them as little as possible and keep them out of the waste stream entirely.”

Fallon noted that other household items can be recycled through specific programs, not curbside recycling. For example, Goodwill, Habitat for Humanity and local shelters have donation bins for clothing, dishes, hangers, furniture and more. Charity organizations accept working household appliances, and several local scrapyards accept non-working appliances for steel recycling. The City of New Orleans Recycling Drop-Off Center accepts light bulbs and small electronics.

Unused electronics can also be dropped off at some retail stores, including Best Buy and Target.

“If you find yourself throwing away a lot of things you wish you could have recycled, take it as a cue to find ways to cut those objects out of your routine or find sustainable alternatives,” Fallon said.

LAST WEEK, GAMBIT REPORTED ON THE DISCOVERY OF AT LEAST 58 CITY COUNCILMANDATED OR REQUESTED REPORTS that have gone unfiled by city government officials, the airport authority and even the council’s own staff.

The reports, which cover critical issues ranging from the financial activities of city departments to the enforcement of short-term rental rules, are critical to the council’s oversight and accountability functions.

Mayor LaToya Cantrell’s office acknowledges the problem but says many past-due reports are covered via the annual audit.

Nevertheless, the administration says it’s committed to getting a handle on the situation. This is a good thing, and we applaud the mayor and City Council Member Joe Giarrusso, who is spearheading the council’s efforts on the issue.

The administration adds it would like to review the process for reporting to the council, to avoid future problems and eliminate outdated or duplicative reports.

This, too, makes sense. There’s no reason for the city to issue multiple reports with identical information. Because the list of past-due reports stretches back nearly 20 years, some may indeed no longer be needed.

That said, we hope the administration and council keep in mind several guiding principles as they undertake this important effort.

First and foremost, transparency and public scrutiny are critical to public confidence; there can never be too much of either.

Though few ever say it aloud, the fact is even those with the noblest of intentions who have their hands on the levers of power often chafe at transparency. It can slow things down and invite second guessing and criticism.

While those things may be uncomfortable — and on occasion unwarranted — they are absolutely necessary. This is not only how good government works, but also how public servants earn voters’ faith and trust.

And right now, there is dangerously little faith or trust in New Orleans city government.

Second, we urge leaders not to sweep everything into voluminous audits or “state of the government”

Issuing specific reports on specific topics makes information easier to find and spotlights, if only for a brief moment, important departments and policy issues. That helps get the public’s attention and puts potential bad actors on notice.

Similarly, we urge the mayor and council to require reports to be written in plain language. Stringing together City Code references and legalese only makes city government harder, not easier, to understand.

Finally, we hope the council and administration will set aggressive reporting deadlines to get public agencies and departments back on track — then stick to those deadlines and put in place meaningful consequences if they are not met. We are at an inflection point in our city’s history, facing decisions in the next four years that will affect New Orleanians for generations. Having as much information as possible in the hands of the mayor, the council and the public will be crucial to any efforts to fix longstanding problems and ultimately to set New Orleans on a better course.

It’s called a ‘system’ for a reason, and right now it ain’t workin’ NOTHING GETS POLITICIANS RUNNING FOR THE COVER of

news releases — and pointing fingers at one another — like a crime wave. Exhibit A: The New Orleans City Council’s special hearings on the recent spike in gun violence and carjackings.

Don’t get me wrong.

The council was right to summon Police Superintendent Shaun Ferguson, District Attorney Jason Williams and local judges to explain themselves and to offer citizens hope that things will get better.

But let’s face it: We’ve been here before. How will this time be different?

The early signs were not encouraging. Ferguson and Williams began blaming each other before the newly installed council convened its first meeting on Jan. 20.

Ferguson blamed the crime surge on the “back end” of the criminal justice system (read: Williams), which he said hasn’t held criminals accountable.

Noting that Williams’ office held only four jury trials during 2021 — a year of repeated Covid surges — Ferguson said, “Until we can actually have [criminals] know that they will be held accountable, we’re going to find ourselves spinning our wheels.”

Williams was scheduled to have his turn before the council on Monday, Jan. 24, but he didn’t wait to return fire. He said prosecutors have been hamstrung because cops haven’t brought his office sufficient evidence to obtain convictions.

In a press release issued as Ferguson testified, Williams said his office brought 237 carjacking and auto theft cases in the first three quarters of 2021. He added that prosecutors henceforth will charge carjackers with armed robbery, which carries up to 99 years in jail for adults and “juvenile life” for youthful offenders. That’s a much tougher approach than the one Williams promised when he campaigned for DA in 2020.

Meanwhile, several council members grilled Ferguson about NOPD’s inability to curb violence.

“What’s the plan that you can show us and show the public?” asked Council President Helena Moreno. “What is the 90-day plan, the 90-day strategy? We would love to see those from you. Really, as soon as possible.”

Ferguson demurred on that and other topics relating to police tactics.

At-large Council Member JP Morrell offered this observation: “The level of dysfunction in this city when it comes to criminal justice … it’s breathtaking.” He’s not wrong.

Morrell promised equally tough questions for Williams, but the larger question is whether New Orleans’ nascent attempts at criminal justice reform — an issue Morrell championed as a state lawmaker — will itself become a victim of the violence. That’s a real possibility in light of some council members’ suggestions, including the use of National Guard troops and increased reliance on surveillance cameras.

Violent crime is up across the U.S., making it a national problem.

On the other hand, it’s difficult to see crime through a national lens when someone points a gun at you and demands your vehicle.

This much we know is certain: It’s called “the criminal justice system” for a reason. It has many moving parts, and it functions well only when all parts work in sync.

That’s not happening right now in New Orleans.

My first cell phone back in the 1990s was from Radiofone.

Was it the first local cell phone company? What’s its history?

Dear reader,

BROTHERS LARRY AND JAMES DONALD GARVEY were among the pioneers of mobile telecommunications in the New Orleans area when they founded Radiofone in 1958.

According to The TimesPicayune, their parents had established a local doctor-calling service, Doctor’s Exchange, in 1921.

The sons used that experience to launch their Radiofone paging service. They added mobile telephone service in 1960, though the technology was primitive when compared to today.

Radiofone’s Cellular One portable phone was introduced in 1984, soon after the service was demonstrated at the World’s Fair.

It cost $99 per month, with 45 free minutes of usage each month and extra charges above that.

“Our portable telephone can go with you wherever you are,” Larry Garvey said in a 1986 TimesPicayune article. “We are a society that is never at home or in one place all the time. It’s difficult to stay in touch. People don’t like to stay by the phone 24 hours a day as in the past. The cellular car telephones and portables answer that need.”

As one of only two wireless service providers in the New Orleans area until 1994 (the other early

The company was known for its philanthropy and TV commercials featuring Buddy Stall (who was also a local author and historian) promoting various charities.

In 2000, Radiofone was purchased by SBC Communications Inc. (the successor to Southwestern Bell Corp.). Later that year, SBC sold Radiofone to Alltel Corp. of Little Rock for $400 million. Alltel was purchased

by Verizon in 2008, creating the nation’s largest wireless carrier at the time.

BL AKEVIE W THIS WEEK MARKS THE 185TH ANNIVERSARY of the first issue of The Picayune, the oldest in a group of newspapers which would merge over the years to become The Times-Picayune. The paper borrows its name from a Spanish coin worth 6 and 1/4 cents. That meant it was cheaper than the other six newspapers in circulation at the time, each of which cost a dime.

The Picayune’s first appeared Jan. 25, 1837, with publishers George Wilkins Kendall and Francis Asbury Lumsden, the paper’s name was changed to The Daily Picayune.

In 1914, The Picayune merged with The Times-Democrat, to become The Times-Picayune. Other mergers followed and by 1958 The Times-Picayune was the city’s sole morning paper, while The States-Item was the city’s afternoon daily. The papers had separate editorial boards, with the StatesItem leaning more liberal and The Times-Picayune conservative.

The papers were bought by Advance Publications in 1962 and merged in 1980.

In 2005, The Times-Picayune earned international praise (and one of its four Pulitzer Prizes) for its coverage of Hurricane Katrina. In 2012, Advance Publications reduced the paper’s daily production to three days a week.

They laid off several hundred workers and formed a new company, NOLA Media Group, to oversee the paper and nola.com.

In 2019, Georges Media Group (which had purchased the Baton Rougebased The Advocate in 2013 and Gambit in 2018) purchased The TimesPicayune, merging the T-P and The New Orleans Advocate.

doned their New Year’s resolutions. But look, two weeks was a good try for those promises to drink less, sleep more and eat a little healthier, and there’s just too much good food to eat in New Orleans — especially at Carnival time and the beginning of crawfish season.

LAST WEEK SAW A FLURRY OF SPRING FESTIVAL NEWS. The New

Orleans Jazz & Heritage Festival announced the lineup for its long-awaited return to the Fair Grounds, both BUKU Music + Art Project and Hogs for the Cause released the daily lineups for their upcoming events, and the New Orleans Wine and Food Experience offered a special ticket price for its 30th anniversary edition in June.

The COVID-19 pandemic forced the postponement and cancellation of most major festivals since the shutdowns began in March 2020.

Hogs for the Cause was able to hold a smaller-than-normal event in Plaquemines Parish in June 2021.

Plans for a mass return of music festivals in October 2021 were dashed by the rise of the Delta variant. Now, festival organizers are hoping for a return to the spring schedule.

Every year, the Jazz Fest’s lineup announcement dominates the week’s news in New Orleans — and this year was no different, especially since it will be three years since the last Jazz Fest, come April. Jazz Fest 2022 is scheduled to take place Friday, April 29, through Sunday, May 8.

The Who, Stevie Nicks, Foo Fighters, Erykah Badu, Jimmy Buffett, Luke Combs, Lionel Richie, The Black Crowes, Willie Nelson, Ludacris, Jason Isbell and The Avett Brothers are among the top-billed acts for the event. And among the acts are hundreds of New Orleans and Louisiana groups, Black Masking Indian tribes and Social Aid & Pleasure Clubs.

There are numerous interesting aspects buried in the Jazz Fest lineup announcement, including a tribute to Art and Charles Neville with the Funky Meters, Ivan Neville and The Neville Brothers Band featuring Cyril Neville. Last November, she was inducted into the French Pantheon — the first Black woman, the first American and the first performing artist to be included in France’s mausoleum of heroes. Home Alone

by Will Coviello YAGO AND GIOVANA ARE IN FOR ONE HELL OF A MORNING after their one-night stand in Brazilian director Iuli Gerbase’s “The Pink Cloud.” They awake to news that toxic pink clouds are filling the skies around the globe, killing people exposed even for short durations. They seek shelter in Giovana’s mother’s apartment, shut the windows, turn on the news and wait for the crisis to pass.

The story of sheltering in isolation was created before the beginning of the coronavirus pandemic, and the film includes a preliminary disclaimer that it was filmed in 2019.

Though sometimes labeled sci-fi, “The Pink Cloud” actually relies on surrealism to explore a story about people forced into isolation due to a deadly menace that affects the entire world. The film wasn’t released until after worldwide shutdowns began, and it’s hard not to relate pandemic issues and experiences to the story onscreen. The story is not about COVID-19-style safety measures — though surely those who find menace in masks and vaccines will be suspicious of “the tube.” The film (in Portuguese with English subtitles) opens locally at Zeitgeist Theatre & Lounge on Friday, Jan. 28.

The pink clouds’ sudden arrival forces people to seek the nearest shelter wherever they happen to be, and for some people that’s a grocery store or public space. In an unidentified Brazilian city, Yago and Giovana enjoy the relative luxury of a large apartment, where they are alone together. It’s an awkward circumstance for the new couple to get to know each other better, and it hits a snag pretty quickly when they realize they only have so much birth control on hand.

It’s soon clear the crisis won’t blow over soon, and that affects all aspects of their lives. Giovana is a web designer and can work remotely. Yago is a chiropractor and can’t work. His aging father is fortunate to have a nurse attendant stuck with him. Giovana can do little to help her much younger sister, who is entering her teen years.

People become dependent on the internet and a tube installed in their apartment window. Presumably it’s the government delivering food,

and mysterious pink juice, through the tubes. As the crisis transforms from temporary to indefinite, the tube becomes a lifeline and supply chain. People buy whatever they want or need online, and it’s all delivered via the tube. The internet spreads stories of goofy responses to the cloud, social unrest and rumors of miraculous resolutions to the crisis. Not being able to test the veracity of some of the information they receive keeps them on edge as they negotiate their lives together.

Most of the film takes place in the apartment, allowing Gerbase to focus on the primary story: how two strangers go from casually dating to depending on each other. At first, it’s a honeymoon of intimacy and camaraderie. But the good faith and polite behavior wear off. As weeks stretch into months and beyond, Yago and Giovana get more blunt with each other, out of necessity and desperation.

They both become lonely and are tempted by the slightest chances of meeting others. The sheltering removes many of the distractions they could indulge to hide that their relationship is troubled.

As Giovana and Yago, Renata de Lelis and Eduardo Mendonca are convincing. Neither character is especially likeable, and Gerbase explores how people ultimately get along despite their flaws and imperfections. The cloud presents uncertainty, and also the basic truth that many life-changing events are beyond people’s control.

It’s both no way to live and the only way to live.
