Latelastmonthan outsideconsultingfirm broughtintoconducta nationalsearchforanew chiefwrappedupitspreliminarywork,identifying 33potentialcandidates Liketheadministrationthat hiredthem,theconsultants demonstratedanunhealthy disdainforthepublicand thecitycouncil.Theyrefusedtogive thecouncilupdatesduringthefirst roundofvetting,refusedtoappearat apublichearinganddeniedrequests fromreportersandthecouncilfora listofqualifiedapplicants.

DuringaJuly5pressconference, Cantrellbristledwhenaskedwho shewasconsideringtopermanently replaceformerchiefShaunFerguson. “Ihavetosayyouallhaveagreatway ofdoingthattopeople,”Cantrellsaid “Youknow,youdamagepeople,even thoughyoutrytosayyou’redoingit fairly.That’snotwhatIwant.”

“Idon’twanttodothatforthose wholookatNewOrleansasaplace thattheywanttocomeandserve,” shecontinued.”AndIdefinitely donotwanttodothatformenand womenthathaverespondedwhoare currentlyserving.”

Suchcommentsareaprojection onCantrell’spart.Theyalsoare disingenuous—anddangerous. Nominatingthenextpolicechief— whomustbeconfirmedbythecity council—isanincrediblyimportant step.Inadditiontothecouncil’s vetting,thenomineealsomust passmusterwiththepublic,which iswherethemediaplayarole.The morethatprocessisconstrained,the moreherdecisionwilllookpredetermined—andthelesslegitimacythe nextsuperintendentwillhaveat theoutset.

Ifitsoundsfamiliar,it’sbecause itis.LikeDonaldTrump,Cantrell appearstoloathetransparency.That traitwasonfulldisplaylastmonth duringthedust-upoverEssence Fest’sdecisiontouseacityordinance toshutdownaneventatBaldwin &Co.

WhenNewOrleanians’outrage boiledover,Cantrellquicklysought toshiftblametothecouncil,asifthe councilhadadoptedtheordinance withoutherinput.Accordingto internalemailsobtainedbyGambit andinterviewswithcouncilmembers andstaff,it’sclearthemayor’soffice draftedtheordinanceandbrought ittothecouncilwithalast-minute requestthatitbeadoptedintimefor EssenceFest.

Tomakemattersworse,theordinanceisnearlyidenticaltoonethat wasthrownoutbyafederalcourtin 2013—afactTeamCantrellshould haveknownbuteitherdidn’t,orknew butfailedtodisclose.Eitherway,the faultlieswiththeadministration.

Edwardspennedanextraordinary six-pagevetomessagedeconstructing Firment’sbill.Hecalledit“soblatantly defectiveonsomanylevelsthatbrevityisimpossible”andnotedthatitstitle —theStopHarmingOurKidsAct “isironicbecausethatisprecisely whatitdoes.”

HouseBill81byRep.Raymond Crews,R-BossierCity,wouldrequire publicschoolteacherstoignore students’preferredpronounsunless thestudents’parentsgivewritten permissiontodootherwise.Edwards saidinhisvetomessagethatthebill wasamonga“stringofdiscriminatory billsbeingpushedbyextremegroups aroundthecountryundertheguiseof religiousfreedom.”

HouseBill466byRep.Dodie Horton,R-Haughton,outlawsalltalkof sexualorgenderidentityinclassrooms orextracurricularsettings.Edwards sayshevetoedthebillbecauseitgrants a“legislativeblessingforsanctioned bullyingofLGBTQchildreninschools.”

ITWASONALATESPRINGDAYwhen AmandaSchroederfinallyreceivedthe reportshehadbeenhopingfor.

Astudentshe’dbeenworkingwithasa socialworkerforthenonprofitCommunitiesinSchoolshadsuccessfullypassed the7thgrade.Normally,thiswouldn’tbea particularlyremarkablemoment,butthis child’ssituationwasanythingbutordinary.

Thestudent,whoGambitisnotnaming becauseofageandprivacylaws,hadearlier thatschoolyearspentamonthwrappedup inNewOrleans’juvenilejusticesystem,an experiencethathadleftthe13-year-oldso traumatizeditthreatenedtoderailtherest ofhislife

Spendingweekslocked-upinthejuvenile justicesystemawaitinghisfate inlarge partbecausehisfamilycouldn’taffordbail hadtakenatoll.

“Intheend,hewasincarceratedfora month,”Schroedersays.“That’sforever forakid.”

Whenthechildhadreturnedtoschool,he was“veryshutdown Hewasn’tinteracting withhispeers,hewasn’tpayingattention Hehadbeenakidwithalotofpersonality thatwasallgone,”Schroedersays

Hehadbeenarrestedinitiallyonagun charge,butthegunturnedouttobeatoy. Whileawealthierchildcouldhavebonded out,hisfamilycouldn’taffordtopostbail IttookSchroeder,whoisnowpresidentofCommunitiesinSchools,andher

colleaguesmonthstohelpgethim backontrackacademically andemotionally

Theypaidweeklyhomevisits andalsohelpedgetmentalhealth resourcesforhismother,whowas alreadydealingwiththeripple effectsofhavinganotherincarceratedson.

Itwasachallenge,andonethat exceededtheirtypicalcapacity, but“bytheendoftheschool year,wefinallysawhislifecoming back,”Schroedersays

Now,he’sinhighschool “He didnotgobackintothesystem, andisdoingsomuchbetter,” Schroedersays.

Unfortunately,thechildSchroederandothersworkedsohardto helpisanoutlierintoday’sjuvenile justicesystem,inlargepartdue toalackofpublicresourcesand socialservicesforat-riskyouth.

Advocateshavelongwarned thatkidstakenintocustodyare slippingthroughthecracks,when theygetout.Regardlessofwhethertheyultimatelyendupgetting chargedwithdelinquencyornot, thedamageisstillwidespread.

Publicdefenders,assistant districtattorneysandeven juvenilejudgesareinshortsupply. Demandformoreresourceshas faroutstrippedthesupply,and advocacygroupssaythere’salack ofoverallcommunication,dueto bothcomplexprivacylawsaimed toprotectchildren,andagencies beingoverwhelmed.

“Ifwe’retalkingaboutthe systemasawhole,it’snot functioningverywell,”saysAaron Clark-Rizzio,executivedirectoroftheLouisianaCenterfor Children’sRights,anonprofitlaw officethatprovidesno-costaidto youngpeopleandfamilies.

AsofJuly5,thereare66young peoplebeingheldinthecity’sJuvenileJusticeInterventionCenter, accordingtoDistrictAttorney JasonWilliams’office.Judgeshave previouslyexpresseddismaythat theJJICiswoefullyunderstaffed, likeotherholdingfacilitiesacross thestate.

Courtcasesareoftenstrung togetherbyoverworkedlegal workersonbothsides,andthere isnocentralizedwaytocommunicateorfullykeeptrackofcases, Clark-Rizziosays.

“Rightnow,it’sjustanuncoordinatedsystem,”saysClark-Rizzio.

“Thereisvirtuallynopublic oversightandnoaccountability, andthathasnothingtodo withconfidentiality.”

THERE’SANINHERENT CONUNDRUMwhenitcomesto juvenilecrimecases

Youngpeople’sbrainsarestill developing,andthesoonerthey faceconsequencesorresultsfor theiractions,themorelikelythey aretoactuallylearnfromthem.

Butinthecomplicatedjuvenile justicesystem,casesareoften drawnout,anditcantakemonths beforeadjudication.

Delayedtrialsostensiblycan workinthedefense’sfavor,atleast intermsofpushingforlightersentencingorhavingchargesdropped altogether,butwhenpeopleare under18thereisdamagedoneno matterwhatthejudgedecides.

“It’sprettydevastatingwhena kidisremovedfromtheirhome, forthekidandthefamily,”says LouisianaStateUniversitylawprofessorandJuvenileClinicdirector JackHarrison.

Whileawaitingtrialiftheycan’t postbailorhavebeenaccusedof particularoffenses,hesays,“the detentioncentersarelikejails,they functionlikejails...Andthelonger kidsareindetention,theworse theirlong-termoutcomesare.”

ChristineLeGuizamo,who alsoworkswithCommunitiesin Schools,saysgoingthroughthe systemdisruptsbothfamilylifeand thechild’sdevelopment.

“Theyhavetogrowupreally quickly”inthesystem,shesays.

Injuvenilecourt,thedeadlines areoftenwaivedbythedefense tobenefittheclient,Clark-Rizzio pointsout.

“Butasabasicprinciple,wewant toseethemthrough,”hesays.

KeithLampkin,chiefofstafffor DistrictAttorneyWilliams,reiteratedinawrittenstatementtoGambit thatthepurposeofthejuvenile systemistorehabilitatechildren, notincarceratethem

“Somecasesaremorecomplex andwilltaketimeforthoughtful resolutionsthatbalancewhatbest servesthechildandthecommunity toensurejusticeisserved,”hesaid

Ofcourse,that’satoughbalancingact.

“Movingkidsthroughandout ofthesystemisimportant,”says Clark-Rizzio.“Weknowthat improvesoutcomes.Butthere’sa tensionbetweendoingthingsfast anddoingthingsinajustandfair way. inparticularforkids,when theconsequencesdon’tcomeclose intimetotheactions,itdoesn’t leadtobehavioralchange.”

Schroeder,theleaderofCommunitiesinSchools,saysmuchof theorganization’sworkinvolves helpingat-riskkidssetacademic andpersonalgoalsdespitesituationsoutoftheircontrol,likepoverty,foodinsecurityordysfunction athome

Butwhenkidsarefacingpotentialcriminalcharges,ithasdire consequencesontheireducation andemotionalneeds.

“Whenyouhaveacourtcase hangingoveryourheadfor monthsandmonths,andthere’s noendinsight,you’relike,‘Why amIworkingonthesegoals?’”

saysSchroeder

Toayoungperson,sheadds, “oneschoolyearfeelslike10years toanadult.Theystarttofeellike

thisisnevergoingtoend It’s sohardtoovercomewhen[trials] keepgettingpostponed.”

LeGuizamosaysoutofthe hundredsofkidsshe’sworkedwith whohavebeen“court-involved,” mostofthemarenon-violentbut endupstuckinthesystemover probationviolationandother,more minor,offenses.

Shesaystherearepervasive attitudesthatfurtherdemoralize kidsinthesystem,too.

“WhatInoticeoverallisthetendencytoexpectrecidivismrather thanexpectingrehabilitation,”she says.“Withmyownears,Ihear peoplesaying,‘They’regoingto beinhereagain.’That’sdisheartening.You’retryingtoinstillhope andempowerthiskid,andtoknow that’sthelanguagetheygooutand hearintheircommunity–itshows whatthey’reupagainst.”

“I’veseensomanykidsdevelop othersymptoms,theygetdeepdepression,whichthenimpactstheir attendanceinschool,”LeGuizamo says.“Theydevelopamentality of‘Whybother?’or‘I’llnevergeta secondchance.’”

“Atthispoint,I’mmorepissedoff atthejuvenilejusticesystemthanI amatthekidswhoputaguntomy face,”hesays.“Justmakeupyour mindanddothejob.Obviously,the juvenilecourtsystemisbroken.I canseethat;Ijustwentthroughit. Butwho’sresponsibleforfixingit?”

HarrisonofLSUsays“Unfortunately,[lackofcommunication]isa problemthat’sinherentinasystem thatiswoefullyunderresourced.”

Itmakespeoplelosefaithinit.

Asadefenseattorney,Harrison says,“Iwouldmuchratherhave avictimcomingintocourt,feeling liketheyarebeingheardand theirneedsarerespected…It doesn’thelptohaveavictim ignoredlikethat.”

THEREARECOUNTLESS

ADVOCATESANDELECTED OFFICIALSwhosaytheywantto improvethesystemforbothyoung peopleandcrimevictims,butit’s hardtoevenknowwheretobegin.

Afewthingsareforcertain, though.InacitywhereBlack peoplearethreetimesmorelikely toliveinpovertythantheirwhite counterparts,andmorelikelyto attendunder-resourcedpublic schools,“Blackchildrenarebeing lockedup,”Clark-Rizziosays.

LouisianaCenterforChildren’s Rights,pointsoutthatthere areaftershocksfromthe COVID-19pandemic

“Oneofthebiggestproblems isthedisruptioninkids’livesand notgoingtoschool,”shesays.“All thesocialproblemsandpovertyproblemsareworseforkids, becausetheyrolldownhillandkids don’thavealotofsayoverthings …Therearetruancyissuesthat peopleneedtobemorecreative aboutsolving.”

Garvey,meanwhile,saysmany parentsaren’tfullyawareoftheir rightsundertheIndividualswith DisabilitiesEducationAct,afederal lawthatappropriatesfundingfor specialeducation.Havingspecial needsmetinschoolcanhelppreventtruancy,aleadingindicatorof juvenilecrime.

Schoolsneedmoresocialworkers—butfamiliesalsoneedliving wagesandsafehousing.

Lastspring,NewOrleans CityCouncilmembersHelena MorenoandLesliHarriscalledfor anauditoftheJuvenileJustice InterventionCenterandother publiclyfundedresources.

Thecouncil,whichoversees thecity’sbudget,saysitistryingto draftnewpoliciestohelpfix theproblem

Theinvestigationtheylaunched cameinthewakeofarashof carjackingsandpublicoutcryover anoverallincreaseincrimethat mirrorednationaltrends.

“Thecitylacksanunderstandingoftheresourcesavailableto supportat-riskyouth,andan overarchingstrategyforoperation,”HarrisandMorenowrote. “Ouryoungpeoplearebesetwith trauma,andthesystemsmeant tointerveneareclearlyfailingto addresstheconsequencesof thattrauma.”

Clark-Rizziosaystherehasalso beenafledglingefforttobringstakeholderstogetherwithMayorLaToya Cantrell’sCriminalJusticeOffice, whichgiveshimcautiousoptimism.

“It’sjustgettingstarted,butit’sa pointofpromise,”hesays.

Buthealsohopestoseea“metric ofsuccess”thatdoesn’tsimply involvelockingkidsupbecausethe statedoesn’tknowwhatelsetodo withthem

First,therewasthefire,whichstruck lateoneJulynightin2020,when restaurantswerejustreopeningfrom

RestaurantdesFamillescanseem anunlikelyfind,situatedatacrossroadsbesideBayoudesFamilles.It’s agenteel-lookingroadhousesetamid teamingexpensesofwildernessjust outsidetheNationalParkService BaratariaPreserve.

Butthisisarestaurantthat’slong beeninsyncwiththecommunitiesthat intersecthere.

Itwasaformerschoolteachernamed PatMorrowwhofirstopenedthe restaurantin1993,whichshehadbuilt fromthegroundup.Thebasisofthe menuwaslaiddownintheearlydays byherpartnerVernonCurry,andmany ofthedishesfromthosedaysremain housestandards.

TheshrimpDianeisvividwithgarlic andthymethroughoutitsbedofpasta. Thedouble-cutporkchopgleamswith aginger-soyglaze.

Whentheirbayourestaurantwas forcedtoclose,theywereabletokeep muchofthestaffintactbyofferingjobs attheNewOrleansrestaurant.Today theysaythathelpedthenewplace getaquickstartwithastaffalready familiarwitheachother.Italsomeant RestaurantdesFamillescouldreturn withmanyfamiliarfaces

“That’simportantforourcommunity here,that’swhattheyneedrightnow,” BrookeZarsays.

ThedevastationofHurricaneIda definesmuchofeverydaylifehere nearlytwoyearsout.Manypeople arestillrebuilding,andothersarestill displacedfromtheirhomes.

On the nose, vanilla bean and spicyherbaceous nuances setthe stage for the robust flavors on the pallet. Freshcherryand black currentnotesare balanced by herbaceous notesofpeppercorns, and hints of earth. On the finish, the tannins arefirm yet supple, and round out this medium bodied wine.

Asoneofthelargestaquaticanimals atAudubonAquariuminNewOrleans, thegreen sea turtle King Mydashas longbeenavisitorfavorite.KingMydas haslived at theAquariumsince 1992, meaning many generations have been able to seehis growth.Today,King Mydasisestimatedtobeabout70years oldand weighs265 pounds

WhileKingMydasisgettingolder,his loveforpeopleremainsstrong.Hignicio Covarrubias, directorofhusbandry at AudubonNatureInstitute,spoke to us aboutKingMydasandhowvisitorswill beabletoenjoyhimevenmorewiththe Aquarium’s renovations.

King Mydaslives in ourGulfof Mexico exhibit, whichis450 gallons with17-footacrylicwindows,sohehas plentyofroomtomovearoundwherever he wants. Butheissocurious andis alwaysineverybody’sbusiness.Hehas seriousFOMO.Heisalwaysinthethick

ofthings,whetherthat’ssnoopingaround theotheranimalsorswimmingaround towhereconstructionwastakingplace to seewhatpeople areupto.

He gets fedatthe same time as some ofoursharks,andtheygetmackereland squid, whichKingMydas reallylikes. Wefeedhimlettuceandvegetables,but he’llsneakaroundandgrabthefishfrom thesharksiftheydropsomethingorif he thinks nobody is watching.

WhatkindofdietdoesKingMydas primarily eat?

Heisfedeverydaywithalotofromaine lettuceandabucketofvegetables.Green sea turtlesare naturalforagers, so we willputaheadofromaineintheexhibit andlet it sink to thebottomsohecan go andsnack on it throughout theday

What kind of enrichment activities does theAudubon staff take part in with King Mydas?

Thereisa poolatthe topofthe Gulf exhibitwhere he swimstovoluntarily He is target trained, so we put ayellow disc in thewater that he canswimup to andtouch.Heisalsofreetoswim around allday andheisfed in different locationsinthe exhibitevery day, so he movesaroundquite abit.

It’s importanttousthatall of our animalsparticipateintheirowncareas muchaspossible,sowedoalotofpositive reinforcement around that.One of our biggestaccomplishments with King Mydashasbeengettingvoluntaryblood drawsfromthe neck.He’ll extend his neckandtoleratetheneedlestick.We’ve done alot to make theentireannual

exammuchlessstressfulforhim,sohe choosestoparticipateandhelpsusout.

HowwillKing Mydasbeableto interactwithvisitorswhenthenew Aquarium opensonJune8?

Theywillbeabletowalkuptotheedge oftheGulfofMexicoexhibitandreallyget upclose,whichIthinkhewillreallylove becausehe’ssocuriousandlovespeople. Hecanholdhisbreathforalongtimeso they will seehim alot in thewater.He’s aboutthree feet wide andabout three feetlongandshapedabitlikeacircle,so sinceheissolarge,peoplewillbeableto seehimfrommultiplevantagepoints.

What is thestatusofgreen sea turtlesinthe wild andwhatare some of Audubon’sconservation efforts in thisarea?

They areendangeredinthe wild. They oftenare caught in fishingnets asbycatch.Somecultureseatthemand harvesttheir eggs, whichhas reduced theirnumbers.

AudubonNatureInstitutecoordinates theCoastalWildlifeNetworkformarine mammalsandseaturtlesinLouisiana. Thisnetworkistheonlyentityinthestate thatisresponsiblefortherehabilitation oftheseanimals.Wealsoworkwithour lawmakerstoparticipateinlegislation andeducationaboutfishinggroundsand waysthatpeoplecanreducetheirimpact onseaturtlehabitats.

When female seaturtles reach maturity,theymigrate to abeach and spendmonthsinnestinggrounds,laying about100eggsinanest.Thoseeggstake abouttwo months to hatch, andthose

hatchlings then have to make it to the water. We do alot to educatepeople aboutthose groundsand howtheycan beprotected.Therearealsoitemssuch as aturtleexclusion device that can be inserted into fishingnetsand that preventseaturtlesfromgettingcaught in them.Weshare alot of information aboutthatwithfishermentolet them know what resources areavailable Want to visit?

SawyergrewupinUptownand comesfromalineofmusicians—his great-grandfather,LouisD.James, playedwithBuddyBoldenandSawyer iscousinswithLeonBridges.Hepicked upthetrumpetat9,andoverthe yearshassharedstageswithWynton Marsalis,LalahHathawayandHarry ConnickJr.Sawyeralsohasworked asamusiceducatorinNewOrleans schoolsformorethanadecade.
