BY FRANK ETHERIDGE EARLY IN THE EVENING ON FRIDAY,

July 14, a long line of Francophiles awaited entrance into the New Orleans Museum of Art and its Bastille Day Fete.

Inside, the crowd filled the lobby and stairs to the second floor as dancers twirled with celebratory abandon under large French flags hung from balcony rails. Bon Bon Vivant blazed through its bawdy, bluesy blend of jazz and swing music — delivered with a captivating cabaret sensibility — and hit a high note with Edith Piaf’s classic ballad “La Vie en Rose.”

“We had a ball,” says singer/songwriter/guitarist Abigail Cosio, who learned the French lyrics for “La Vie en Rose” for the gig. “I love inspiring people to dance.”

The band then embarked on a tour of the Northeast and returns to New Orleans for a series of Monday night shows at d.b.a. and other local venues.

“I grew up around Los Angeles, where jazz is a lot smoother,”

saxophonist Jeremy Kelley says. “I remember walking into the Spotted Cat (Music Club) for the first time and seeing jazz with a punk-rock feel with tattooed couples swing dancing. It’s the first time I ever saw that. New Orleans does trad jazz better than any other city in the country. It has a funky feel. A body feel.”

Now married, Cosio and Kelley moved to New Orleans a decade ago to follow their musical muses. “I wanted to arrive at our music organically after letting the city seep in for a while,” Cosio says. “Four years in, I said, ‘Maybe it’s time we start contributing to the musical community here.’”

In 2013, the band formed around a drag-show workshop series during the New Orleans Fringe Festival at the invitation of host musician/performer Vinsantos, aka Vincent Defonte. Soon they focused on creating original material and forging their own sound.

Bon Bon Vivant now also features Cosio’s sister Glori (tambourine/ vocals), Ryan Brown (keyboards), Ry D’Antonio (drums) and Mike “Mumbles” Robbins (upright bass).

“It’s a throwback style,” Kelley says.

“We are looking to throw in old styles, but without being derivative or a replication. We want to have a bit of newness, of rawness.”

That vibe is on surreal display in the video for “The Bones,” filmed during the Red Beans Parade during last Carnival season, a tune commissioned by the red beans krewe (of which Cosio is a member) and an example of the fun found at Bon Bon Vivant’s intersection of lyricism, rhythm and melody.

“Empathy is what I try to achieve,” says Cosio, who cites as major influences “feminist icons” the Boswell Sisters and Nina Simone. “[I] hear others’ stories and experiences and then write how I imagine that would feel.”

Cosio recently self-released a debut album, Paint & Pageantry — recorded with co-producer Jack Miele at Music Shed Studios. The group wrote lyrics and then built each song from the “bones,” not specific to any genre.

The results are the Louis Prima swagger of “Lost Soul” with its rowdy “I’m a gypsy woman” introduction, and the ragtime romp of “Hard Way of Livin’ When You’re Dead.” Cosio shines on the ballad “Poplar Tree,” with her lush vocals awash in gentle guitar strumming and the haunting resonance of Robbins’ bow sliding across his bass.

“Kindness is a revolutionary act these days,” Cosio says. “We make music about love and dancing and being human. Bon vivant means to live well — and that’s our theme, our message, all encompassed.”

In its latest vote held in the early hours of July 28, the Senate failed to pass a “skinny” measure that the Congressional Budget Office estimated would increase the number of uninsured people in the U.S. by 15 million in 2018. Premiums for people buying their own insurance likely would rise by 20 percent. The plan would strike the individual mandate from the ACA, roll back requirements for employers to offer insurance to employees, cut funding to Planned Parenthood, increase funding to community health centers and cut funds to numerous public health programs earmarked by the ACA. — ALEX WOODWARD

1. ORDINANCE WOULD ALLOW

NOPD TO ISSUE SUMMONSES TO YOUTH FOR MISDEMEANORS

New Orleans youth who commit misdemeanor offenses could receive warnings or summonses to appear in court with a guardian rather than be arrested under a proposed ordinance aimed at preventing young people from entering, and often re-entering, the criminal justice system.

The ordinance was supported by the New Orleans City Council’s Criminal Justice Committee July 24. It now heads to the full City Council for approval.

Police also would write warnings or issue summonses for 11 types of misdemeanor crimes — including simple assault and simple possession of marijuana, misdemeanor theft, criminal mischief and criminal trespassing — at officers’ discretion.

Advocates supporting the measure argue it could drastically change the racial disparity in the arrests made for misdemeanor juvenile offenses. According to Juvenile Court Chief Justice Candice Bates-Anderson, 96 percent of all juveniles processed in court in 2016 were African-American. Fourteen percent of all arrests were for school-based offenses — misdemeanors that occurred during school hours on school grounds that could’ve been handled by the school rather than entering the court. Of those misdemeanor arrests in 2016, 28 percent would be eligible for summonses or warnings.

“Hopefully somebody is realizing how important this is,” Bates-Anderson said. “If we count the number of children who we have lost from 2014 to 2017, who elected not to return to school after they’re arrested for a school-based offense, who elected not to have faith or trust the criminal justice system, and who also lost faith in the courts. … Let’s really take action and get this done.”

Jefferson Parish Sheriff Newell Normand announced last week that he will step down Aug. 31 and soon after will start a new career: as midday talk show host on WWLAM, taking the slot held for years by Garland Robinette, who retired last month.

In a statement provided

by Entercom, the company that owns WWL-AM, Normand said, “I always listened to Garland and admired his voice in our community. He played a pivotal role in New Orleans’ recovery & rebirth from Katrina. Plus, good leaders know when it’s time to move on. I’m satisfied that Jefferson Parish is in great shape. The crime rate hasn’t been this low since 1974. And strong leadership is ready to step in and take over a great team — one I care about deeply and will miss dearly.”

Normand, who has been sheriff of Jefferson Parish since 2007, worked in the Jefferson Parish sheriff’s office for 37 years and was the chief criminal deputy (and protege) of popular longtime Sheriff Harry Lee. He is leaving the department with high personal approval ratings.

Normand’s new show, which will replace Robinette’s The Think Tank, will debut Sept. 11 and run in the 10 a.m. to 1 p.m. slot on weekdays, according to Entercom.

Chief Deputy Joe Lopinto will serve as interim parish sheriff and said he plans to run in the special election to fill the remainder of Normand’s term.

The soonest that election can be held is March 2018.

4. After six weeks, Scalise discharged from hospital

Six weeks after the shooting at a Virginia baseball field that injured U.S. Rep. Steve Scalise and three

others, the House majority whip was discharged from MedStar Washington Hospital to begin inpatient rehabilitation for his injuries.

Scalise, who was struck with a single bullet, suffered damage to internal organs and blood vessels.

The hospital said Scalise had undergone multiple surgeries, and added, “He is in good spirits and is looking forward to his return to work once he completes rehabilitation.”

Forums and town halls set this month This month, community groups and progressive organizations will host several forums for candidates running for office in New Orleans’ fall elections.

Here are some forums and the candidates who have confirmed to attend.

Step Up Louisiana and VOTE, among others, will host a forum with New Orleans City Council District C candidates Nadine Ramsey and Kristin Gisleson Palmer and District D’s Joel Jackson at 6 p.m.

Aug. 2 at Corpus Christi Community Center.

On Aug. 5, Indivisible NOLA hosts a forum for New Orleans City Council At-Large Division 1 candidates from 4:30 p.m. to 6 p.m. at Temple Sinai. Eldon Anderson and Helena Moreno plan to attend (according to the Secretary of State’s Office, Anderson has been disqualified).

Indivisible also has schedued a forum for Orleans Parish Sheriff, even though Frederick Brooks, the lone challenger to incumbent Marlin Gusman, was disqualified by Judge Kern Reese for failure to file income tax returns. That forum is set for 4:30 p.m.

Aug. 19 at Temple Sinai.

Youth Voices Council, supported by the Louisiana Center for Children’s Rights, also hosts a mayoral forum from 10 a.m. to noon Aug. 19 at First Presbyterian Church.

6. Petition seeks to put

use of traffic cameras on the ballot

A recently formed group is circulating a petition and scheduling sign-up events to gather support to put the fate of New Orleans’ network of traffic cameras on a citywide ballot.

The NOLA Initiative (www. nolainitiative.org) seeks 10,000 signatures from voters registered in Orleans Parish to call a charter referendum to ban the use of traffic cameras. The issue recently made headlines when mayoral candidate and District B City Councilwoman LaToya Cantrell said that if elected mayor, she would remove all traffic cameras, the fines from which account for roughly 2 percent of the city budget.

7. Minimum wage a topic at candidate forum

At a rambunctious “Town Hall for Better Jobs” July 25, a crowded field of more than 20 candidates in upcoming mayoral, New Orleans City Council and assessor’s elections vied for the support of progressive groups, making big promises on better wages, better jobs and a more secure future for New Orleanians.

Several candidates, including mayoral candidate Byron Cole, City Council District B candidate Timothy David Ray and Council At-Large candidate David Gregory Nowak, pledged support for a $15 minimum wage in New Orleans. Council At-Large candidate Kenneth Cutno suggested an $18 per hour minimum wage, citing a recent study that indicated that’s how much one needs to survive in the city. Only one person who addressed the issue, City Council District B candidate Seth Bloom, said he opposed a $15 wage.

The event at Ashe Cultural Arts Center was hosted by a coalition of groups that advocate for social justice and workers’ rights, including Stand with Dignity, Step Up Louisiana, Unite HERE!, European Dissent, United Teachers of New Orleans and Show Me $15.

8. Basin blues Members of the New Orleans City Council will discuss the city’s backlog of “broken and missing catch basins” on Aug. 1,

after the council’s Public Works Committee postponed the meeting from July 26. Councilwoman-At-Large Stacy Head says despite $3 million in the city’s 2017 budget set aside for clearing a backlog of drainage repairs, there is still work to be done.

Head has requested Mayor Mitch Landrieu’s administration discuss how many catch basins have been repaired and whether the city has a timeline for completing repairs.

Head’s request followed heavy rains last month that brought more than 4 inches of rain to areas of Lakeview and Mid-City and pushed rain water into homes and businesses.

“Museum Month” kicks off A network of New Orleans museums is offering free admission in August during “Museum Month,” as long as you’re a member at one of the participating institutions.

The event includes 16 venues, including the New Orleans Museum of Art, Ogden Museum of Southern Art and others, plus cultural landmarks such as Longue Vue House and Gardens, The National World War II Museum and New Orleans Pharmacy Museum. The promotion is a good way to take advantage of a period when facilities tend to be less crowded.

10. Daniel Johnston to start final tour in New Orleans

Prolific songwriter and beloved outsider artist Daniel Johnston will begin a rare — and final — North American tour in New Orleans Sept. 28. Johnston has invited bands sharing the bill each night to create the set list at that show; Preservation Hall’s Preservation All-Stars are on the New Orleans bill.

Each show will begin with a screening of the acclaimed 2005 documentary The Devil and Daniel Johnston. Tickets are $32.50-$52.50.

IF YOU’RE INTERESTED IN THE CITYWIDE ELECTIONS IN NEW ORLEANS,

now is the time to pay attention and attend a forum or town hall. By the time the televised debates begin, much of the agenda will be set — but already community groups are framing the discussion. Many of them are new progressive groups that sprang up during the 2016 presidential election.

Indivisible New Orleans, one of the groups, held the first New Orleans mayoral town hall three weeks before qualifying began. Last week a coalition of progressive organizations sponsored a “Town Hall for Better Jobs.” More than 20 candidates for mayor and City Council attended. Among the topics: raising the minimum wage, expanding job opportunities, and supporting unions and collective bargaining — ideas that are at the top of the progressive agenda. Those ideas are a far cry from forums at which candidates typically try to outdo each other with “tough on crime” rhetoric or decry the city’s pothole problems.

The backdrop for this political season is not the post-Hurricane Katrina recovery, but rather new challenges posed by that recovery.

What good is a recovery that excludes longtime working residents who no longer can afford to live in New Orleans?

As voters are just getting to know many of the candidates (and as the candidates’ platforms evolve from generalities to specifics), progressive voters have plenty of leverage in pinning them down on these topics early and making sure their positions are consistent. Two of the leading candidates for mayor — former Civil District Court Judge Michael Bagneris and former Municipal Court Judge Desiree Charbonnet — have no voting record on which voters can evaluate them. Many other mayoral and council candidates are just introducing themselves to the public.

Drilling down to other races, Council Districts A and B each have six candidates and no incumbents. District C is a two-woman race between incumbent Nadine Ramsey and Kristin Gisleson Palmer, who held the seat from 2010 to 2014. Districts D and E each have an incumbent (Jared Brossett in D and James Gray in E), but also several challengers.

Both Council At-Large races have familiar names on the ballot (state Reps. Helena Moreno and Joe Bouie in Division 1 and incumbent Jason Williams in Division 2), along with challengers.

If you want a say not only in who’s elected but also in what issues are on the table, seek out a forum or town hall in the coming weeks.

Indivisible New Orleans will hold a forum for At-Large Division 1 City Council candidates Aug. 5, and more forums will be announced soon.

tional wars of the 1980s and early ’90s between then-District Attorney John Mamoulides and then-Assessor Lawrence Chehardy. No election was insignificant.

Some see the resignation of Sheriff Newell Normand and the rise of interim Sheriff Joe Lopinto as triggering another era of political warfare in Jefferson. Truth be told, war has been coming to Jefferson for some time. The factional leaders are Normand and Parish President Mike Yenni.

Everyone else has to choose sides. Normand’s decision to turn in his badge for a talk-radio mic at WWL-AM is merely the latest run-up to open hostilities.

As sheriff, Normand often took sides at election time,

but between elections he stayed in his lane. Now, as a radio talk show host, he can talk about any issue that concerns him. He will be a very interesting talk show host, to say the least.

When Normand appointed then-state Rep. Lopinto as his second-in-command last year, it was clear that Lopinto was the heir apparent — just as legendary Sheriff Harry Lee groomed Normand years earlier.

Lopinto’s former legislative colleagues describe him as a guy who gets along with everyone, regardless of party or ideology, and who gets things done without kicking up a lot of dust. He chaired the House Criminal

Justice Committee, a post that gave him a chance to showcase his even-handed approach to governance. He is steeped in the law and in law enforcement, having served eight years as a deputy under Lee and Normand before becoming a lawyer.

After Normand’s announcement, Lopinto made it clear that he won’t fix what isn’t broken. His message to voters is clear: He will continue Lee’s and Normand’s legacy of fast response times.

Lopinto officially becomes interim sheriff on Aug. 31.

He plans to run in a yet-tobe-called March 2018 special election — and already some are talking about running against him. They include former Parish President John Young and current parish Chief Operating Officer Keith Conley. Young was popular while in office, but on his own he has no political muscle.

Conley, a former sheriff’s deputy, is closely allied with Yenni, who remains politically

toxic in the wake of his sexting scandal.

The coming war’s first major battle will be the special election for Parish Council on Oct. 21. Former District 4 Councilman Ben Zahn, another Yenni ally, succeeded Yenni as Kenner mayor, and now state Sen. Danny Martiny and Kenner Councilman Dominick Impastato are locked in a battle for Zahn’s old council seat. The outcome will either keep the council aligned with Yenni or tilt it against him.

Martiny is backed by Normand and most if not all Jefferson legislators. Impastato is Yenni’s candidate, though he will be loathe to admit it given Yenni’s scandal. Nevertheless, Yenni’s political forces are lined up behind Impastato, including Yenni’s political consultant.

An even bigger battle could be the special election for sheriff. If Martiny wins in October, that will trigger a separate race for his Senate seat. Another special election looms for constable in Metairie.

As before, no election will be insignificant. War is here.

A friend of mine who used to go disco dancing with me in the late 1970s died recently and I was trying to remember the name of the disco club on Chateau Boulevard in Kenner during that time. Can you help?

JUDY

Dear Judy, The Third Dimension disco opened around 1979 and was located in the Chateau Village Shopping Center at 3501 Chateau Blvd., near the corner of West Esplanade Avenue. An early ad for the shopping center proclaimed it “in the middle of everything new in Kenner.” A 1980 article in The Times-Picayune called Third Dimension “one of the metropolitan area’s largest discotheques.”

In addition to filling the dance floor during the week, on Sundays the club attracted a special group of disco enthusiasts: The Over 30 Disco Dance Club, with members

ranging in age from 30 to 70. In 1979, club founder Marcella Nemec told reporter J.E. Bourgoyne about its origins. As a student in a wine history course at the University of New Orleans, she sat in a classroom next door to a disco class. “I could hear all the music and it lured me.

I forgot all about wine and started taking disco classes,” Nemec said.

“There’s something about disco.

When you walk in the door and hear that beat, you can’t describe it.” To encourage more people her age to enjoy the music, she founded the club, which also offered disco dancing lessons.

As early as 1980, Third Dimension featured live music and other promotional gimmicks, including a tricycle riding contest for adults.

“When we first opened, we didn’t have to do a thing. We were jampacked,” said assistant manager Mike Manganaro in 1980. “It’s not that way anymore.” By 1981, the club also was hosting karate and kickboxing competitions. The city telephone directory shows the club closed in 1983.

WHEN NEW ORLEANS VOTERS CHOOSE A NEW MAYOR AND CITY COUNCIL IN NOVEMBER , the Lafitte

Greenway will mark its second anniversary. The 2.6-mile linear park has drawn praise for dramatically increasing the open space available to the public and spurring economic growth in the surrounding neighborhoods. At the opening of the Lafitte Greenway in November 2015, Mayor Mitch Landrieu told the city, “This is yours. You have to take care of it. You have to protect it, and you have to make sure it’s here for future generations.”

Almost two years in, the Greenway still inspires the optimism of that moment, but it also reflects the fears of a citywide increase in crime, development interests that displace residents of historically low-income areas and the threat of neglect that in years past has turned some public parks into undertended no man’s lands.

T THE $9.1 MILLION GREENWAY OPENED

after several decades of dreaming, starting in the 1970s with an idea by civil rights activist Rudy Lombard and architect Clifton James. Following Hurricane Katrina and the levee failures in 2005, Friends of the Lafitte Corridor began a fundraising effort in 2006. It took nearly 10 years to complete the trail that stretches between Armstrong Park and New Orleans City Park and runs through neighborhoods spanning the French Quarter, Treme and Mid-City. Thousands of people now use the greenway regularly — to go to and from work, for recreation and for leisure.

“Our goals have always been multifaceted,” said Sophie Harris, executive director of Friends of Lafitte Greenway, “but one of the biggest goals has been to build a space where people could come out and meet their neighbors.”

Friends has grown into one of the most influential forces behind the Greenway’s development, leading community-based programs and events that promote health, wellness and recreation. The nonprofit has about 300 members and works closely with New Orleans City Hall, staff from the four council offices that represent parts of the Greenway and community groups to connect com-

munities along the 2.6-mile stretch of green space.

“I feel good about the future of the greenway, partially because of the financial and priority commitments from the city, but also because of how we’ve been growing,” Harris said. “That combo of public input and private support is only going to benefit us.”

The park has drawn significant development interest as well, most notably a 5-acre project by Sidney Torres IV and Edwards Communities that will have 382 housing units and commercial and recreational amenities.

The former Times-Picayune Annex warehouse (on St. Louis Street facing the Greenway) is undergoing a $4 million restoration to house offices, retail outlets and possibly eateries. A bike-friendly beer and wine garden facing the Greenway also is under construction and will have an outdoor fire pit and patio.

The city still is investing in the Greenway as well. Officials plan to complete Lemann Playground by September before the annual National Recreation and Park Association conference comes to New Orleans.

The conference — which is expected to bring in nearly 8,000 people to the Greenway — has promised to donate several pieces of equipment, including bleachers, fitness machinery and a play area.

At the other end of the Greenway, the city is transforming a former brake tag station at North Lopez Street and Lafitte Avenue into an outdoor pavilion with roll-up windows.

NORDC Director Victor N. Richard III said there are plans to place trash cans along the entire Greenway and they will be emptied daily.

T THE GREENWAY RECENTLY CAME UNDER THE AUTHORITY OF THE NEW ORLEANS RECREATION DEVELOPMENT COMMISSION (NORDC),

which has hired workers to maintain and patrol the grounds. A team of groundskeepers, security officers and a site manager will oversee the Greenway every day from 7 a.m. to 10 p.m. Two vehicles and, in the future, a fleet of bicycles will patrol the Greenway, and the site manager will control daily operations.

Richard said his focus is creating a safe space that is open to everyone, which will encourage future development.

Security officers won’t carry guns but will discourage littering and crime in the area, he said. Most law enforcement will be handled by the New Orleans Police Department (NOPD). Crime along the Greenway is scarce compared to other parts of the city, according to NOPD First District Commander Hans Ganthier.

“There’s not a lot of violent crime,” he said. “Everything is pretty few and far between.”

Regardless, NOPD officers will be more visible along the trail in the future, especially after a 27-year-old woman was mugged while riding her bike July 14, the second Greenway robbery this year.

Ganthier said horse-mounted and scooter patrols will be more visible along the Greenway to deter crime, and bike patrols are slated for the future. Richard said he’s planning a community meeting later this fall to further develop a security plan for the Greenway and hopes community members will attend as well as organizations with a stake in the area.

In addition to extra security patrols and anti-crime cameras, increased development — which means extra eyes on the green space — should deter criminal activity, said District A City Councilwoman Susan Guidry. She stressed there currently isn’t a safety problem on the Greenway, but the city and area residents have to be proactive to ensure crime doesn’t develop on such an open stretch of land.

“The people who live along the Greenway will, more and more as it’s developed, take ownership of it and have a pride in it,” Guidry said.

“They will be eyes on the Greenway.

They will be part of its future.”

As long as they can afford to live there.

As the Greenway becomes a more attractive amenity and developers

build more offices, restaurants and housing, some fear those new — and expensive — projects will price out people who have lived along the railroad and the old Carondelet Canal all their lives. Mid-City and Treme both have seen steeply climbing rent and home prices. In Mid-City, for example, rent for a two-bedroom apartment increased 42 percent from 2010-2015, according to a study by the New Orleans Redevelopment Authority.

“The Mid-City and Treme neighborhoods are becoming more expensive, in part because of public investments in the Greenway and Whole Foods [Market on Broad Street],” said Cashauna Hill, executive director of the Greater New Orleans Fair Housing Action Center, which was created in 1995 to eradicate housing discrimination. “Longterm residents — the drivers of our cultural and hospitality economy — used to be able to find a decent home close to our downtown job centers in these neighborhoods, but now are struggling to stay and enjoy the new amenities,” Jacob Rickoll, president of the Tulane Canal Neighborhood Association, has heard neighbors’ fears that expensive developments will make property values skyrocket, raising rent and property prices too high for those who were raised along the Greenway. As roads improve and new developments are built, property taxes also will go up, Rickoll said. That doesn’t mean the city should stop improving itself, Rickoll said; it means residents should become more active in their own communities, attending neighborhood meetings and volunteering at improvement events.

Landrieu has proposed an “inclusionary zoning” mandate — which the Louisiana Legislature tried to block, without success — that would compel developers to include a percentage of units for low-income residents when proposing residential construction.

The city’s Comprehensive Zoning Ordinance contains incentives for developers to include a certain percentage of affordable housing units in the project, but sets no firm requirements.

“Incentive programs are a nice first step and indicate principalities’ intention, but they don’t actually produce that many units,” said Maxwell Ciardullo, director of policy and communication for the Fair Housing Action Center. “Things that slow down gentrification are programs that have that requirement built in.”

Guidry, who plans to continue working on Greenway issues after her retirement next year, says the

Controlling property value assessments — especially in areas with new and expensive developments — is part of the solution, Guidry said. Placing property assessment restrictions based on residents’ age and income is another key factor.

“Nobody should lose the house that they brought up their children in because it’s now too valuable,” Guidry said.

O OVER THE NEXT 10 YEARS, Guidry hopes

the Greenway flourishes and becomes a lush, well-developed space with strong management focused on sustained funding campaigns. She envisions a private-public partnership meant to maintain the Greenway’s appeal for both locals and tourists, while ensuring art, recreation and child-friendly programming remains steady.

“I hope some of the most important aspects of community-building will continue over the next 10 years,” Harris said, adding that community gardens along the Greenway are on the top of Friends of Lafitte Greenway’s wish list.

More than a decade after Hurricane Katrina and the federal levee failures, Guidry still tears up as she recalls receiving an email in 2005 suggesting the creation of a bicycle and pedestrian path along the Carondelet Canal and railroad path. “And I cried. I just cried because I had not thought anything good could come of what we went through,” Guidry said. “It was the first time I thought there could be something good.”

BEFORE ONE-CLICK SHOPPING AND THE CURRENT WAVE OF MARIJUANA REFORM , a business opened its

doors in Mandeville providing an alternative smoke shop to a region previously devoid of such amenities. Since opening in 1994, Ra Shop (citywide; www.rashop.us) continues to grow.

“We appreciate our customers and feel that over the last 23 years we’ve provided them with a unique smoke shop environment,” says co-owner Gary Bettencourtt. “It’s about personal service and the knowledge and resources to accommodate everyone’s request.”

Today, Ra Shop — with its vibrant yellow signage — is a familiar name.

With 11 stores across Louisiana and Mississippi (and two more to come), the owners of the tobacco and vape store attribute its longstanding success to an ability to adapt to the market. The store has earned a reputation for being at the forefront of the industry.

The array of tobacco and vapefriendly merchandise that fills each location includes a selection of hookahs, incense and water pipes.

The e-cigarette market, popular for people trying to quit smoking cigarettes (or save money), is alive at Ra Shop, where Bettencourtt says customers can select from top designer brands and accessories.

The newest location is in the heart of the French Quarter at 733 Toulouse St., adjacent to Bourbon Street, and is a custom remodel.

The 200-year-old-plus building has all the historic charm the neighborhood promises. It’s attached to the historic Hotel Maison de Ville, which has wrought-iron finishes and private quarters for the owners on the second floor.

Though the store is colloquially known as a “head shop,” supplying glass pipes and detox products, the Ra Shop also boasts an array of tobacco products.

“We also have a great selection of top-brand cigars,” Bettencourtt says. Expect to find names like Montecristo, Macanudo, Romeo y Julieta, Partagas and Cohiba on display. The store also stocks cigar cutters, matches and lighters for anyone from first-timers to cigar aficionados.

“We attend trade shows every year,” Bettencourtt says. “When there are innovative products at market, we try to be the first to bring it home.”

The business’ yearly toil should bring new provisions across all the stores, especially if the trend toward marijuana decriminalization continues across the United States and Louisiana. Louisiana is currently one of 28 states developing programs to cultivate marijuana for medical use.

best, longest-standing traditional Japanese and sushi restaurants.

Tsunami Sushi, a new restaurant along the same Poydras Street corridor as Horinoya, is a Japanese restaurant of a different vein, but it will scratch the sushi itch in a neighborhood with limited options.

The Lafayette-based restaurant opened its New Orleans location earlier this year on the ground floor of the Pan American Life Center, and the sprawling space features muted modern accents that would feel at home in any cosmopolitan setting.

The restaurant’s signature Tsunami sauce, essentially a soy-rich eel sauce, is found in abundance and lends a savory umami touch to many dishes. It’s the “black” in the Black & Gold roll, a tightly wound coil packed with tempura-battered shrimp, crab stick and cucumber spears. The roll is covered in spicy mayonnaise, heated quickly in the oven and topped with more sauce, crawfish tails and scallions.

Tsunami serves several rolls with whimsical names and Louisiana inspirations, such as the Ragin’ Cajun, filled with panko-crusted alligator and avocado.

The Don Tuan roll balances sweet, spicy and savory elements in its combination of minced tuna, crunchy bits of shrimp, cream cheese, snow crab and avocado.

The final product is like a double-decker roll, with strips of avocado sprinkled with graham cracker crumbs and dots of Sriracha.

The kitchen is well-poised at wrangling the sweet and savory nuances of umami-rich dishes. A mound of

crispy tempura-fried eggplant and shrimp is draped in a glistening miso glaze, and the velvety eggplant provides the perfect mix of sweet and salty.

The expansive front bar allows patrons to chat with the bartenders, but the long sushi bar offers a better view of the sushi chefs in action.

There are standard nigiri and sashimi offerings as well as a creative list of raw items, including cobia drizzled with ponzu, lemon and jalapeno slivers. “Smoked salt escolar” features thin strips of the moist fish drizzled with white truffle oil and topped with smoked sea salt. Its explosion of flavors makes it one of the best dishes on the menu.

Also excellent is sea bass coated in a miso glaze and roasted until the exterior has a caramelized sheen.

It’s served with battered and fried “eggplant toast” and a medley of roasted summer squash, bok choy and shiitake mushrooms.

pork gyoza topped with onions was delivered cold on one outing, and edamame needed salt.

For dessert, the restaurant’s signature Polynesian bread pudding hits the mark. It’s like a coffee cake-pudding hybrid, and the spongy Hawaiian bread is topped with caramelized mango and creamy praline glaze.

It’s a decadent conclusion to a meal here and worth the caloric splurge.

The restaurant draws a business crowd at lunchtime and happy hour. But no matter the time of day, Tsunami Sushi will satisfy a sushi craving, and it’s a welcome addition to the dining scene.

CBD sushi restaurant serves creative rolls

and Mary Sonnier’s beloved restaurant Gabrielle closed after Hurricane Katrina and the levee failures, but the restaurant will reopen this fall at 2441 Orleans Ave. Gabrielle will take over what was once the Chinese restaurant Wok & Soul. The Sonniers bought the building in May and have been renovating the space.

Since the news broke July 27 on NOLA.com, friends have called to congratulate the couple, and a few eager diners have tried to make reservations, Mary Sonnier told Gambit July 28.

“I have to tell them, I don’t even have a phone number yet. I don’t even have a reservation system,” Sonnier said with a laugh. “But most of it has been really heartfelt and I’m really grateful.”

At the new Gabrielle, the menu will focus on Louisiana and New Orleans influences.

The couple named the restaurant after their oldest daughter, who will be managing the front of the house.

Sonnier says they would like to open Aug. 29, the anniversary of their closing date, but says the opening likely will happen in the beginning of September.

Public Service, the hotel’s restaurant, is adjacent to the main lobby, with two-story glass windows that overlook Baronne Street. It has an open kitchen and raw bar.

Executive chef Dustin Brien formerly was the chef at Salu, a Mediterranean-focused restaurant in Uptown that shuttered last year.

The focus at Public Service is on produce from area farms and Gulf Coast seafood. The menu includes a daily gumbo preparation, blue crab dip made with Abita Amber, green

The Cure & Co. team launched the restaurant as a family-friendly neighborhood joint with chef Jason Klutts at the helm a year ago. But after weathering a particularly slow summer last year, the owners shifted course, introducing a more upscale cocktail and wine selection and hiring Chicago chef Alfredo Nogueira, who revamped the menu.

“While Bywater felt a lot like Freret Street and Lower Decatur, we did not fully appreciate the forces at play,” the statement read.

“It’s easy to feel the romance of a neighborhood on the rise. Yet, each locale comes with its own learning curve. Finding out who your guests are and what they want takes time. … The loss of film business in New Orleans has been a major blow to restaurants and bars. In the end, we failed to fully understand the dynamics of an evolving neighborhood shaped in part by the shortterm rental market as well as by the loss of Hollywood South.”

The owners say they hope to find a home for the restaurant in another location.

debuts New Orleans: A Red Bean City Thursday, Aug. 3. The new exhibit examines the history and traditions associated with red beans and rice. Vince Hayward, CEO of L.H. Hayward and Company (www.camelliabrand.com), which produces Camellia Brand beans and is a sponsor of the exhibit, spoke with Gambit about red beans and his family’s history in the bean business.

What’s the history of Camellia beans?

HAYWARD: My great-greatgrandfather Lucius Hamilton Hayward started the company and the brand has been around since 1923, but we were supplying the merchants of the French Market with vegetables and other goods way before we got into the bean business.

We’ve done a lot of research with Rien Fertel, putting together our history (for the exhibit). In the early 1800s, our family settled on the island of Bermuda when we were in the shipping industry. We made our way into the United States at the time (when) New Orleans was the place a lot of the trade came through, so we ended up here. We don’t really know the evolution of it, but we (transitioned) out of the shipping industry and into the food distribution business. We were food merchants in the city, moving cotton, vegetables and fruit from farmers into the French Market.

We feel like there was probably an interest in beans in the family from living in the Caribbean, where they were such a strong staple. There’s a pretty good chance that when they got here they were used to eating a lot of beans and they were familiar with it as a product.

I’m the fourth generation family member to run the company. Over the years, our focus has narrowed to be a dried bean supplier for the merchants of the city. Throughout the decades, our focus has gone from more of a bulk supplier to more of a packaged supplier. We sell more red beans than any other distributor in the country.

Where do you get your beans?

H: Everything’s done here in New Orleans, but we have growers

all over the country. We don’t talk about precisely where they come from — it’s kind of a trade secret. But we’ve dealt with these farmers and growers for decades.

My grandfather dealt with their grandfathers and so it’s a very longstanding relationship. In terms of the packaging and the processing and the cleaning, all of that happens here in New Orleans.

How has the significance of red beans and rice changed through the years?

H: The idea of red beans and rice is woven into the fabric of the city. You can go anywhere in the country and ask about the dish ... and they probably know that it’s a staple in New Orleans. It’s a big part of us as a culture, as a city and as a region.

Today’s consumers, especially younger consumers, are extraordinarily interested in their food and its origins. Ten years ago you wouldn’t have heard the term “farm to table,” and now it’s just about one of the most overused slogans. So the idea that people are interested in their food and the quality of it ... has fed into the popularity of the dish. …

One of the things that makes coming to work meaningful to me is that we’re not just selling to one group of people. We’re selling across all lines — all races, all income levels, no matter who you are or what neighborhood you live in.

The thing that really touches me is when I’m ... wearing a T-shirt with our logo, I’m stopped constantly by people wanting to share memories ... or share a story about how their grandmother makes the best red beans ever.

Courtyard also will offer a stout brewed with donuts from District Donuts.Sliders.Brew (www. districtdonuts.com). This roasty, slightly sweet and dark beer should be available in August.

In September, the brewers will collaborate with Aslin Beer Company (www.aslinbeer.com) in Virginia to create an IPA with experimental hops.

“We’re already brewing about 60 percent IPAs now,” says Courtyard founder Scott Wood. “[We’re] pushing toward 70 percent by the end of the year, and we can’t keep [up with the demand] on tap.”

Wood will enter several of Courtyard’s brews in the Great American Beer Festival competition in Denver in October.

noir and other grapes had a great growing year in 2014.

Spring was warm and minimal rainfall provoked an early bud break. Warm weather continued and harvest began in early September. This lush pinot noir was crafted by members of one of the area’s earliest wine-producing families. It’s named for Oregon Route 99W, established in 1930 as part of the Pacific Coast Highway that winds through some of Willamette’s most noteworthy vineyards. In the cellar, the wine was vinified, racked in oneyear-old French oak barrels and aged six months. In the glass, the wine exudes aromas of cranberry, raspberry, savory notes and baking spice. On the palate, taste red cherry, plum, red currant, a touch of earthiness, oaky notes and good acidity. Decant 15 minutes before serving. WAXAHATCHEE’S KATIE CRUTCHFIELD is no stranger to New Orleans audiences, • Aug. 7 having played a handful of concerts here • 9 p.m. Monday over the past three years: two headlining • One Eyed Jacks, 615 Touappearances and two opening slots in support of tours by Superchunk and The New louse St., (504) 569-8361; Pornographers. This show — which comes www.oneeyedjacks.net three months after the New Pornos gig, and three weeks after the release of her fourth PHOTO BY JESSE RIGGINS album Out in the Storm (Merge) — still might feel like an introduction. Such is the leap the band takes on this new LP, a deliverance of Crutchfield’s desolate folk distress calls in the game pursuit of wider-reaching, crowd-pleasing indie rock. In that regard, even for those who found comfort in her generous discomfort, it’s hard to call Storm anything but a success. The Alabama singer/songwriter is still in the breaking-hearts business, but that no longer applies to her own. Fists clenched and eyes dried, she steers each of these 10 tracks toward the highest possible peaks, avoiding the siren-song valleys that threatened to envelop her previous work, however lovely and inviting they may be. There’s nary a weeper here, no room for one on two tight, throttling sides propelled by forward momentum: “Never Been Wrong” and “Brass Beam” leading off each with electric-guitar roars and audible sneers; “Sparks Fly” and “Fade” tying them up with steely, self-aware resolve. It’s no accident that “A Little More,” the lone tender ballad, gets immediately answered by “No Question,” a course-correcting chainsaw.

“You wanna brand my losing streak / You wanna be the 8 ball,” she sings early on, then launches into another song (“Silver”) uplifted by a wordless, cooing chorus.

Never mind eight balls, the sequence suggests, when you’re the one holding the stick. Palehound and Outer Spaces open. Tickets $15. — NOAH BONAPARTE PAIS

All Lowery had to do was keep the project small and inexpensive enough to avoid nosy investors, and he had to convince not only Affleck but actress Rooney Mara (Oscar-nominated for The Girl with the Dragon Tattoo) to fly to Texas last summer and start work without telling their agents or anyone else. If the idea didn’t work, he would have an experimental short film or video art installation for his trouble.

The result of those efforts is A Ghost Story, a brooding, 92-minute rumination on love, loss, time, memory, impermanence and the personal connections that sustain people. It’s about how much of life is merely existence, utterly mundane but also rife with meaning if one chooses to see it.

Built primarily from long, still, often single-shot scenes designed to induce the audience into a near-meditative state, A Ghost Story is the antithesis of the Hollywood summer action movie. It’s not hard to imagine casual viewers — perhaps attracted by the film’s generic horror-movie title — emerging from a theater baffled by the experience.

Those willing to keep an open mind and stick with it — getting past the inherently childish image of a man-in-a-sheet as a ghost — may be rewarded by the singular experience of a defiant and ultimately subversive film. The pace and perspective (a ghost’s-eye-view of the world) generate their own logic and make sense over time.

It’s a strong-willed art film with an unspeakably sad view of human existence, but one that offers a chance at catharsis.

The story initially focuses on heartbreaking loss before opening up to larger themes as our ghost protagonist becomes unstuck in time. Shot in the squarish format of early cinema (complete with rounded edges), A Ghost Story focuses attention on the physical presence of its actors. Mara delivers an unforgettably emotional performance with the benefit of little dialogue. Only longtime Lowery collaborator Will Oldham (aka Bonnie “Prince” Billy) speaks directly on matters of human nature in a single scene as a grad student spouting off at a party.

With A Ghost Story, Lowery and his collaborators fulfill an unlikely vision of the afterlife in hopes of illuminating what it means to be alive. Think of it as an unexpected antidote to the endless stream of superhero movies screening at local multiplexes. Lowery’s stark and beautiful images haunted me for weeks after seeing the film.

REVIEW THE TECHNOLOGY GODS ARE FICKLE. What they give with one hand, they take away with the other. Digital technologies are notoriously disruptive, leaving most forms of mass media in an ongoing state of flux. Photographers learned that lesson quickly when chemical processes that evolved over generations were banished by digital imaging in a few short years.

Traditionalists mourned, but then the unexpected happened: Archaic photo technology, such as the cumbersome wet collodion process, became an art world niche in its own right. Matthew Brady used the wet collodion process during the Civil War to almost single-handedly invent photojournalism with his dramatic battlefield photographs. Now David Emitt Adams uses it to create images directly on 55-gallon oil drum lids with his oversize handmade • Through Sept. 2 camera and mobile darkroom. The result is • New Orleans Photo Alliance, the Power series at the New Orleans Photo Alliance gallery.

Adams’ arrival with his fantastical giant camera and gypsy-like mobile darkroom must have caused a stir as he created images like Exxon No. 2, Baytown, Texas, a stark view of refinery and electrical towers arising from a sprawling industrial compound. The spidery steel spires of Arizona Public Service, Tempe, Arizona epitomize the otherworldly construction that caused 20th-century power facilities to resemble retro-futuristic scenes from vintage science fiction, even as views of old-style oil rigs like Signal Hill No. 3, Los Angeles remind us that oil extraction, like photography, was a 19th-century innovation. The ghostly, archaic aura of these rounded, medallion-like images recall the memorial photographs found on European and ethnic American tombstones — a reminder that the oil industry is rapidly going the way of coal mining as workers are replaced by robots, and new, cleaner technologies are gaining ground faster than anyone dared to imagine. — D. Constellations

MANY OF US WONDER what might have PHOTO BY NICOLE MAYEUX happened had we reacted differently in some intimate situation. Had our significant other spoken more plainly, truthfully, passionately, poignantly or persuasively, would the relationship have taken a turn? Constellations, a 70-minute, two-character play being staged by Theatre Lab NOLA in an annex to the Outlaw Pizza Co., explores permutations in one couple’s relationship. Much of the enjoyment in watching this intimate performance derives from audience members projecting their personal experiences onto the fictional events.

On a minimalist stage with a semi-transparent curtain backlit with tiny white lights, Emily Russell and Christopher Ramage replay scenes over and over, repeating, altering and swapping the lines, varying their emotional deliveries and fundamentally changing the conversational outcomes. Watching Constellations can feel a lot like watching auditions when actors are not sure where the story is going.

Marianne (Russell), a geeky university professor, is nervous when meeting Roland (Ramage), a handsome beekeeper. As someone who spends much of her time looking at data on a computer, her thought process is analytical, while he sees the world from the perspective of nature. Nonetheless, they find common ground. At first, Marianne struggles whether to allow the relationship to become physical. Later, she becomes possessive, wondering why Roland does not return a text message. In another sequence, she blithely admits to having an affair with a colleague. Roland asks, “Do I bore you?”

“There’s no linear explanation,” she responds.

Often, there are no good reasons why we do what we do, particularly to and with people we love, and that is the truth underlying Constellations.

Playwright Nick Payne reportedly was inspired to write the dialogue after seeing The Elegant Universe, a documentary identifying contradictions between two major laws of modern physics: general relativity and quantum mechanics. Relating the two led to string theory, positing additional space-time dimensions. In the play, Marianne says they could be part of a multiverse, where multiple outcomes simultaneously exist and “every possible future exists.”

Marianne and Roland’s relationship travels back and forth in time with both positive and negative results. Director Tiffany Vollmer notes that Payne intentionally omitted stage and acting directions, so the script’s interpretation relies on the performers. They remain faithful; they become estranged. They are supportive; they are dismissive. They’re joyful; they’re mournful. With previous experience in improvisation, Russell skillfully expresses the sudden mood changes. Her performance is particularly affecting after Marianne is diagnosed with a potentially fatal disease that muddles her speech. Ramage appears to be the steadier, more predictable partner.

Simple staging and minor scene changes, in which the actors move furniture on and off stage, allow the focus to remain on the drama’s emotional content. Monica McIntyre plucks and bows her cello in short, evocative interludes, chosen and scored
