Making groceries

‘The Family Line’ is an immersive drama about a New Orleans grocery store strike IT MAY BE HARD TO IMAGINE THE FRENCH QUARTER FILLED WITH FACTORIES, but at the turn of the 20th

century, it was bustling with food industries and shipping. The French Quarter was called Little Palermo because of the community of Sicilian immigrants who lived there and worked in food businesses and at the docks near the French Market.

The corner of Ursulines and Chartres streets was the site of a pasta factory, though now it has the kind of courtyard with manicured shrubs and brick paths around a central fountain that attracts tourists in buggies and on walking tours. That garden belongs to the Beauregard-Keyes House, now known as BK House, which was a boarding home in the late 1890s.

The BK House is now serving as the venue for the latest immersive drama from Goat in the Road Productions, which opens this week. “The Family Line” is about the Jacona family, as many of its members run a grocery store in the neighborhood. Natalia Jacona is a young woman who runs the store with the help of her mother Teresa Jacona and her uncle Pascal Jacona.

Vincenzo Jacona is a cousin who has gone into the grocery wholesaler business. As the wholesalers are squeezing the grocery stores on prices, store owners are trying to organize and push back. Dez and Isaac Richardson, who are Black, are siblings who run their own grocery store, which also is feeling the pinch.

Meanwhile, grocery store clerks are organizing for better wages and hours, and the play is set against the backdrop of the landmark 1892 General Strike. Eventually involving 30,000 strikers, it was one of the most successful organizing efforts in uniting Black and white workers in a variety of industries.

The drama takes place in and around the back courtyard of BK House. There’s a grocery store with a sitting area where neighbors gather to chat or play dice.

Other spaces include a bedroom, a sitting room, a storeroom and the courtyard itself. Audiences can move among the different spaces and choose which characters and action to follow. In Goat in the Road’s format, the approximately 40-minute show runs twice, so people can follow different characters and see different aspects

of the story. With eight characters and five areas, there’s plenty of simultaneous action and audience members will get the story without catching every moment.

“You learn that people like seeing the big scenes and the arguments and character development,” says co-creator and co-director Christopher Kaminstein. “But they also like just sitting with characters going about their business and in moments of silence and reflection. You get to be a fly on the wall. Rather than having something presented to you, you get to be the person who is spying on this moment and what a person was doing, even if they were just wrapping soap and humming to themselves. It’s what we do in our everyday lives.”

The BK House will have a timeline on New Orleans’ labor history as well as regular displays on the house itself. The property was built in 1826 and was rented to Confederate Gen. P.G.T. Beauregard after the Civil War. In the early 1900s, it was owned by the Giacona family, which ran a wholesale liquor business there until Prohibition.

Starting in the 1940s, it was the residence of writer Frances Parkinson Keyes, and after her death in 1970, it became the museum it is today.

Goat in the Road’s first immersive story was “The Stranger Disease,” about how a cross-section of New Orleanians reacted to a deadly yellow fever epidemic that spread rapidly in 1878. It was staged in the Louisiana State Museum’s Madam John’s Legacy on Dumaine Street.

In 2019, the company did a show at Gallier House about the social unrest in New Orleans leading up to the race riot at the Battle of Liberty Place 1874.

Each drama falls in the decades after the Civil War, as the city is adjusting to social changes. But this is more of a story about building toward the future than responding to crisis.

After the strife in the first two shows, “the cast was like, ‘Can we do a show about where people come together?” Kaminstein says.

The 1890s were bookmarked by historical milestones in New Orleans. In 1891, following the murder of the chief of police, Italian Americans were lynched in the city, and that event casts a shadow over action in “The Family Line.”

Also during the 1890s, the Plessy v. Ferguson decision was handed down. And an era of progressive reforms resulted in the creation of Storyville on the edge of the French Quarter — though that is not in the work.

Goat in the Road had started work on “The Family Line” in 2019, and while the pandemic pushed back its production dates, it made the labor issue more timely, Kaminstein says.

“There’s a slow realization that I think happened similarly during the pandemic,” Kaminstein says.

“People were like, ‘Wow, we’re working all the time, we’re not making any money and we’re not happy.

Can we do something about this?’

It had a nice modern parallel.”

Louisiana’s Industrial Tax Exemption Program (ITEP) reforms

generated nearly $300 million in tax revenue for local governments last year, according to a report by the Institute for Energy Economics and Financial Analysis along with Together Louisiana. In his first term, Gov. John Bel Edwards signed an executive order amending ITEP, a generous property tax break for corporations (but costly to local governments). Edwards’ order generated millions for schools, public safety and more — while new industrial projects increased across Louisiana, the report found.

Louisiana became one of the

first states to sign a federal pledge to hire more minority-owned firms for public transportation projects. State Secretary of Transportation and Development Shawn Wilson signed the Equity in Infrastructure Project commitment last week in Washington, D.C., along with transportation heads from five other states.

approved a request for funding by the French Quarter Management District that will be used to more than triple the number of surveillance cameras in the neighborhood, which is already heavily surveilled. The $700,000 allocation lets FQMD buy 70 new cameras and rent 20 license plate readers. Some of the money will fund new streetlights and case managers working with unhoused persons, which should have gotten even more funding.

Cantrell administration making Gordon Plaza residents wait for appraisals before receiving buyouts THE CANTRELL ADMINISTRATION IS FORCING RESIDENTS OF GORDON PLAZA to individually contact the

administration’s chosen appraiser to determine the value of their properties before they receive any money to finally move off the toxic site of a former landfill.

Following decades of advocacy from Gordon Plaza residents, the New Orleans City Council set aside $35 million to relocate everyone living on the landfill site in June. But a battle with the administration over how the city will give that money to residents has yet again delayed residents from moving to non-toxic land.

The state constitution essentially requires an appraisal of some kind in order to receive their buyouts.

But the city also has to spend the $35 million on these homeowners.

The questions then become: How do you appraise properties that are essentially worthless? And what meaning does an appraisal have when you must give a certain amount of money to a set amount of homeowners regardless?

Split $35 million by the 67 homes on the property, and that comes out to around $522,388 per homeowner. That’s close to the average estimate of $510,000 given by two Tulane University

professors and a real estate agent free of cost in a December study.

At a meeting Oct. 12, Jim Thorns of Thorns Consulting said the city already sent Gordon Plaza residents letters with his contact information and that they’d need to reach out to him to schedule an appraisal. He said he’d already done six appraisals, but most of those were of vacant properties — and only two were for residents who reached out to him.

Thorns attempted to discredit the December study, calling it “misinformation.”

“What Tulane has done is nothing more than a tragedy because those numbers don’t rise to present the level of value of individual properties in that neighborhood,” he said.

Casius Pealer, a real estate attorney and professor at Tulane School of Architecture, replied, “Clearly, the tragedy was 41 years ago,” referring to the city efforts at the time to attract low-income residents to live in the subdivision atop toxic soil.

“The city is not really trying to buy property. The city sold this property and they’re trying to fix this larger challenge,” Pealer said. “So the law that we’re trying to apply … wasn’t written for this purpose.”

Months later, residents are still fighting for the money the city promised them to move off the toxic site of a former agricultural landfill, which is full of carcinogens. Developed by the city’s housing authority in the late ‘70s and early ‘80s, the 9th Ward subdivision was marketed to Black residents as affordable housing. The Cantrell administration is now forcing residents to contact a city-hired appraiser themselves before receiving their buyouts.

Gordon Plaza residents are largely skeptical of any appraisal process, citing the country’s history of discriminatory housing practices and devaluing Black-owned properties.

Thorns insisted he would be determining the value of properties in Gordon Plaza as if they were in an “unimpaired market,” i.e. not on a toxic landfill. To do this, he said he would look at the square footage of each home and what amenities they had such as a garage, patio or carport. Then, he said, he would compare that to a home with the same features in “neighborhoods that fit the very same profile as Gordon Plaza.”

Thorns would not say which neighborhoods he determined would fit that bill, but Council Member Eugene Green, a real estate agent, repeatedly suggested Pontchartrain Park as a possible example.

Maxwell Ciardullo, policy director of the Louisiana Fair Housing Action Center, said he was concerned about which neighborhoods Thorn would consider “comparable” and choose when making his assessments.

“That sounds like it’s supposed to be some sort of objective process, but I want to be clear that there’s

actually quite a lot of subjectivity in which neighborhoods you choose,” he said. “If you choose the same three-bedroom home in a white neighborhood versus a Black neighborhood, there could be a $100,000 difference there.”

Ciardullo also raised issue with Thorns being contracted by the Cantrell administration.

“I think it is particularly concerning that it is a contractor of the administration who’s going to be choosing exactly which neighborhood he decides to compare to, when the administration has, at every turn, tried to spend as little money as possible on this process,” he said.

Thorns agreed to conduct an appraisal of one resident’s home as an example by next Wednesday and to explain his process at a meeting on Friday. Oct. 21 at 1 p.m.

Angela Kinlaw, a Gordon Plaza activist, said residents would be there to make sure the valuation was fair and requested Thorns not use properties in flood zones to make his determinations.

“We made it very clear that we understand and can smell devaluation and can smell discriminatory practices when they even surface,” she said.

Board of nonprofit started by Cantrell sues director, seeks to bar him from bank accounts

BOARD MEMBERS OF FORWARD TOGETHER NEW ORLEANS, the nonprofit started

by Mayor LaToya Cantrell, have filed suit against executive director Shaun Randolph, arguing that he is attempting to wrest control of the organization amid a dispute over who is really in charge.

Kathleen Kennedy, Eric Griggs and Silas Lee, who were listed as FTNO board members in state filings until Randolph filed to install new board members last month, obtained a temporary restraining order Oct. 12 that bars Randolph from trying to access the nonprofit’s bank accounts or taking other actions on behalf of FTNO. The lawsuit, filed Oct.11 in Orleans Parish Civil District Court, alleges that Randolph was fired in August after moving to replace the board members in violation of the nonprofit’s bylaws. Since then, he has continued to operate as the director, they argue, refusing to turn over access to the nonprofit’s accounting software and trying to access bank accounts.

In letters to the New Orleans City Council and in public statements, Randolph has argued that he was illegally terminated. He has made allegations of financial mismanagement at FTNO, which he joined as executive director last year, and said the board was maneuvering to freeze him out in violation of the bylaws.

In September, the New Orleans Office of Inspector General sent subpoenas to FTNO as part of an investigation, which may have been sparked by Randolph’s allegations and forced the nonprofit to freeze its accounts. That halted some funding to city-sponsored programs.

Cantrell and her political aides started FTNO after her first election in 2018, setting it up as part of her mayoral transition to help establish the incoming administration’s priorities.

They then shifted it into a “mayor’s fund” that channels philanthropic and other private donor funding to city programming. The idea was to operate independently while coordinating with the administration.

Randolph declined comment.

south Louisiana today. Unchecked, it will not only rip our homes out from under us, but it also will have a direct, negative effect on how we make a living and how our culture grows, both of which are often inextricably intertwined. We’re already seeing the consequences.

Too often climate change stories focus either on the causes of the crisis or the problems it is, or will, cause. Unfortunately, what is often missing from this critically important work is a discussion of what is being done both here and in other vulnerable parts of the world to mitigate climate change’s effects. This isn’t simply a journalistic problem. For decades, environmentalists and public policy officials alarmed by the crisis have been wary of centering mitigation solutions in any discussion of climate change, worrying (rightly or wrongly) that to do so would give polluting industries and their political allies a way out of making necessary changes.

An unintended side effect has been that the public is left with an often grim view of the future, one in which there is little hope to either change course given the political might of polluting industries or adapt in ways that will preserve our communities and culture in any meaningful way.

This is why Gambit partnered with the Solutions Journalism Network this year on our Climate of Change series. The goal of the series is to explore solutions to some of the problems climate change is causing here in Louisiana. Some, like efforts to turn the city into a clean energy hub, are already underway. Others stories, however, have and will explore ways in which communities across the globe are addressing climate-related issues. For example, in August we wrote about how we can help protect the fishing industry in a way that preserves jobs and the culture of Indigenous and

LOCAL CIVIC, BUSINESS AND POLITICAL LEADERS HAVE LONG DREAMED of mak-

ing New Orleans a national center of bioscience research and technology — if only they could find the money to get it started.

It has taken decades, with many starts and stops, but the City Council appears poised to make that dream a reality.

The council on Oct. 20 will consider a proposed “cooperative endeavor agreement” (CEA) giving the BioDistrict New Orleans a limited share of city sales taxes for the next 17 years — up to a cumulative maximum of about $70 million.

Those tax dollars, combined with hundreds of millions invested by participating institutions and (hopefully) at least a $25 million ante by the state, will finance the BioDistrict’s mission of promoting and funding collaborative bioscience research by Tulane, LSU, Xavier, Delgado and other institutions located (or to be located) within the district.

BioDistrict promoters say it will be an economic driver as well as an innovation center.

“We have the research institutions and the hospitals, we have the talent, and we have the momentum,” says BioDistrict board chair Andy Kopplin, CEO of the Greater New Orleans Foundation. “All of these efforts add up to more than the sum of their parts. We need to do some big things to transform our economy and create opportunities for all our residents.”

The term “BioDistrict” is used in two ways. It refers both to the state-created public entity that will award research grants and to the geographic area from which the entity will get a portion of city sales tax revenues. The geographic “district” includes virtually all commercial and institutional properties (but not low-density residential properties) located within the area bounded by Loyola Avenue, Earhart Boulevard, Carrollton Avenue and Iberville Street.

The revised BioDistrict map that was included in the September proposal for taxpayer funding has cut the district’s area in half, eliminating most of the residential areas.

The mechanism for sharing city sales taxes from that area is called tax increment financing, or TIF. Under the proposed CEA, the city will continue to get all sales tax revenues up to a defined “baseline” amount. The BioDistrict will get a share of the revenues above the baseline — up to an annual cap that increases each year.

The $70 million maximum that the BioDistrict could receive would materialize only if the TIF generates the capped amount every year. If revenues fall short in any year, they cannot be made up in subsequent years.

The 18-page CEA contains a host of public oversight and accountability provisions. They include council approval of the BioDistrict’s annual budget and subjecting its board to public records, open meetings and ethics laws. Other provisions were added at the insistence of MidCity residents who, to their credit, demanded even more safeguards.

“This is a unique TIF,” said Council President Helena Moreno, author of the ordinance approving the CEA. “We are essentially creating the model and we must ensure that it is transparent, responsible, accountable and most importantly a benefit to the people of New Orleans.”

Getting to this point has been a long and sometimes arduous process, but if the BioDistrict reaches even half its potential, the effort will have been worth it.

I walk past the John Minor Wisdom Court of Appeals building on Camp Street every day. Just below the roof line, several names and years are inscribed. What can you tell me about them?

Dear reader,

THE FIFTH CIRCUIT COURT OF APPEALS BUILDING at 600 Camp St. opened

in 1915. Designed by the New York architectural firm Hale and Rogers, it took six years to build.

The names inscribed in the cornice are those of every United States Chief Justice from 1789 to 1910, and the years of their service: John Jay, John Rutledge, Oliver Ellsworth, John Marshall, Roger Brooke Taney, Salmon Portland Chase, Morrison R. Waite and Melville Weston Fuller. Had the building been completed a few years later, the name of a Louisiana native would have been added: Edward Douglass White, who became Chief Justice in 1910.

According to a history by the General Services Administration, originally the U.S. Postal Service occupied the building’s first floor.

That explains why the names of U.S. Postmasters General are also inscribed on the building. At the time, the U.S. District Court and Court of Appeals were located on the second floor, while other federal offices filled the third.

The Post Office and courts had moved out of the building by 1963.

It sat unoccupied until 1965, when it served as an alternate location for McDonogh 35 High School after Hurricane Betsy.

The building, listed on the National Register of Historic Places, was renovated in 1971 and once again became a courthouse, for the U.S. Fifth Circuit Court of Appeals.

In 1994, the building was named in honor of Judge John Minor Wisdom. The New Orleans native known for landmark decisions on civil rights served on the court from 1957 until his death in 1999.

The courthouse also features four notable female statues atop each of its four corners. Known as “the Ladies,” they depict history, agriculture, industry and arts. Each statue is 12 feet high and weighs one ton.

They were created by the Piccirilli Brothers, the same artists who created President Lincoln’s statue for the Lincoln Memorial.

New Orleans in October 1872 — 150 years ago this month.

Degas, whose mother was born into New Orleans, was born HilaireGermain-Edgar de Gas in Paris in 1834. His family used the name De Gas, reflecting fake aristocratic roots. The artist rejected that and began calling himself Edgar Degas as an adult.

In 1872, he came to New Orleans to visit members of his family, including his brothers Rene and Achille and their maternal uncle, Michel Musson.

Musson, a cotton broker, rented a house at 2306 Esplanade Ave., where Degas stayed.

Famous for his paintings of ballet dancers, Degas created nearly two dozen works during the five months he spent here. That includes “A Cotton Office in New Orleans,” and “Cotton Merchants in New Orleans.”

After returning to France in 1873, Degas became associated with the group of artists known as Impressionists, though he preferred to be called a realist. Suffering with vision problems all his life, he was nearly blind when he died in 1917.

In 1965, New Orleanians raised $190,000 for the New Orleans Museum of Art to buy his painting “Portrait of Estelle Musson Degas,” which depicts his cousin arranging flowers.

The Esplanade Avenue house where the artist stayed is now Degas House, a historical house museum, bed and breakfast and French national landmark. It is located just a block away from Café Degas, the popular French restaurant named in his honor.

Earlier this year, Gambit sat down with Where Black NOLA Eats (WBNE) founder Jalence Isles to talk about her group, the state of the Black-owned food scene in New Orleans and how to help our readers find new venues, reconnect with old favorites and generally support this vital part of the cultural landscape.

For our Fall Dining Issue, Isles agreed to explain the mission of WBNE and why it is so important right now. She also put together a list of Black-owned restaurants and culinary businesses she and members of the Facebook group are looking forward to eating at this fall.

I’D NEVER HEARD OF THE WEBSITE WALLETHUB

until earlier this month, when the site was suddenly everywhere I went on Al Gore’s internets, getting properly roasted by New Orleanians for proclaiming Portland, Oregon, as the Best Food City in America while putting Leah Chase’s hometown all the way down at 41st. The backlash was brutal because, as the saying goes, “one thing for sure and two things for certain” — New Orleans wears that crown.

If they’d done a little bit more market research or visited the Where Black NOLA Eats (WBNE) Facebook group, which I operate, WalletHub may have learned the lesson of those who’d come for us before them, only to feel New Orleans’ petty wrath. Like the poor soul this summer who dared declare — on WBNE, no less! — that she’d been here “for 4 days and [sic] was NOT impressed in any way shape or form.”

The group literally planned a funeral and a second line to bid her farewell and encourage her to never return. This was the absolute funniest thing I’ve ever seen in WBNE. Just like it does for most of our families, food brings us together, and occasionally it can also tear us apart. But outsiders beware: While we can talk about New Orleans and its imperfections, nobody else better try it. This is strictly a family affair.

But more than just being a funny moment, it was a reflection of how passionate New Orleanians — in particular Black New Orleanians — are about our city and our food. It was one of these types of dust-ups that made me start WBNE a few years ago.

After 14 years away, I returned home in 2018 a “foodie,” eager to try everything new and old New Orleans had to offer. Initially, I looked to the Where NOLA Eats Facebook group.

It helped me get acclimated to the new New Orleans food scene by providing what I thought was some good word-of-mouth intel on where to eat. This is, until Essence Festival weekend 2019 came around.

Visitors planning a trip for the festival naturally hit up the Where NOLA Eats group, looking for recommendations on Black-owned businesses. I was floored when I saw the responses that group’s administrators allowed from members who were offended by the Black-owned label. Things got very heated, and group administrators announced that an “investigation” was needed before the discussion could continue. After Essence weekend was over, it was determined that none of the posts requesting Black-owned recommendations broke group rules and if any other posts incited “vitriol,” they’d be treated similarly — and comments would be turned off.

No engagement means content death on social media. For myself and others, it felt like being silenced. And thus, WBNE was born.

As the name implies, Where Black NOLA Eats began as a group to highlight Blackowned businesses and others that value our dollar. It was literally a place to discuss where Black New Orleans — 59% of the city’s population — eats.

Within the first few weeks, it was clear how desperately we needed a space that exclusively highlighted Black-owned businesses and, how despite being the majority of the city’s population, just how little we own.

Like the fact that less than 3% of brick-andmortar restaurants in the city were Blackowned. Wow. That alone was enough for me.

I had no idea that there was that much of a disparity in ownership. In fact, I’d never even considered it.

As if that 3% statistic wasn’t jarring enough, I’d later learn that while more than 50% of New Orleans businesses are minority-owned, they take in a fraction of the money being spent in the city, particularly at the small business level. For instance, in 2021, Blackowned businesses represented only 2% of the small business income brought into the city. I thought back to the $9.1 billion New Orleans & Co. reported that visitors to the city had spent in 2018.

The mission of Where Black NOLA Eats became to increase the visibility of, and cash-flow to, Black-owned businesses in New Orleans. To date, we (along with our sister group, Where Black NOLA Gets Styled) have cataloged and shared experiences at more than 400 Black-owned culinary businesses and 200 others, largely leveraging the wordof-mouth culture in our community.

Now, I always consult with WBNE before making a dining choice. With so many delicious options, narrowing favorites down is always a daunting task, but I’d like to leave readers with some places that you absolutely must try whether you’re visiting or looking for a new local business to support, as well as a few places that I’m looking forward to checking out soon.

If you want to go crazy(ier), I suggest getting their chicken and waffles menu option with a twisted waffle, the maple cream bacon waffle, of course. (725 Howard Ave.) Café Porche & Snowbar is a quaint weekend-only brunch café in Central City that serves a limited but always perfectly executed brunch menu. Grab a friend or two. Order everything.

Share! (1625 Baronne St.) Up & Adam Eatz is anoth-

er breakfast and brunch-only spot that offers some delicious options. It’s been a while since I visited and the menu may have changed a bit, but the Tchoupitoulas and All That Jazz omelet were both amazing. It’s also one of few Black-owned businesses on Canal Street. (3903 Canal St.) Beaucoup Eats is also on Canal Street. Sunday brunch is a VIBE! The brunch buffet and bottomless mimosas is all you need.

French toast is a must. (2323 Canal St.)

Hot Plates

WILLIBY’S CATFISH IS COOL AF (and fresh!). Chill! When I say fresh, I mean the catfish are swimming in the pool they’ve been placed in since being transported from the catfish farm in Mississippi, waiting to be removed and, umm, prepared for the fryer while you wait. I like my fish fried slightly harder than usual and always order potato salad and macaroni and cheese as my sides. Fresh, raw fish is also available by the pound and via wholesale arrangement. (4327 Paris Ave.) AJ’s Jazzy Grill makes a delicious salmon bowl that I’m hooked on. I’ve heard great things about the rest of the menu, particularly the Hawaiian rib-eye, but I haven’t gotten past the salmon bowl, which includes salmon, onions and peppers cooked in a teriyaki-like

sauce and served with Parmesan broccoli and rice. (1525 N. Claiborne Ave.) Pretty B’s Catering and Daily Lunches is a home-based caterer in Uptown who puts out a menu at the beginning of every week and accepts orders for Wednesday through Friday. I love Chef Jo’s rib-eyes, lamb chops and shrimp, which are marinated in a barbecue shrimp seasoning with her loaded mash and broccoli.

make some delicious desserts, but they also serve shockingly delicious savory dishes. B Sweet Bistro’s gumbo is my favorite in the city, and the grilled cheese that you can/should order with it is perfection. Bywater Bakery’s spanakopita is the best I’ve ever had, and their Buffalo cauliflower flatbread and crawfish bread are fabulous. The flavor and overall concept of breakfast gumbo, complete with grits and eggs, and served in a coffee cup with a spoon, pleasantly surprised me.

(B Sweet Bistro, 704 N. Rampart St.; Bywater Bakery, 3624 Dauphine St.) Stuph’d Beignets and Burgers isn’t a bakery, per se, but serves my favorite sweet potato pie stuffed beignet. The Creole Queen beignet, which is full of crawfish, shrimp and crab, is divine! (3325 St. Claude Ave.)

to seeing what they’re all about.

(2381 St. Claude Ave.) Barrow’s Catfish opened on the West Bank this year and has been getting rave reviews in the Where Black NOLA Eats Facebook group. The pasta sounds like a must! (1700 Lapalco Blvd.

Building A, Harvey) Biscuits on Banks and Chubbie’s Fried Chicken both recently changed ownership and are now Black-owned. It’s great to see more Black-owned brickand-mortar establishments on the scene. (Biscuits on Banks, 4337 Banks St.; Chubbie’s Fried Chicken, 4850 General Meyer Ave.) Moon Garden is a new Blackowned boba business located in the Pythian Market. I’m excited about this spot because of the uniqueness of its offering and diversity it adds to the Blackowned New Orleans food scene.

I’ve never seen a Black-owned boba place. (234 Loyola Ave.) Cafe Sbisa is opening a wedding venue soon and will, of course, be providing the food service. I can already imagine how nice events in this space will be, especially given the excellent service and delicious food Cafe Sbisa always delivers. (1011 Decatur St.) The Verdict is a new restaurant in New Orleans East that is bringing upscale dining back into the area. I’m especially looking forward to this added option on the Black-owned upscale dining scene and love that the owner has chosen New Orleans East for it. The East seems to be a favorite target for some media, but only for crime stories, despite the gorgeous real estate and land-

scapes it offers to its residents.

As a result, that too often ends up leaving the area with a notso-great reputation that would convince the unaware that it’s a downtrodden place you’d never want to visit. The Verdict is just one reason to ignore the stereotype. (9301 Lake Forest Blvd.)

make up a substantial portion of Black-owned culinary businesses and, unless your lifestyle is very event-oriented, they’re generally not who you’d go to for an everyday meal. It’s a treat when they offer plates and platters on a given day, especially for those chefs whose clientele has become more private over time. Still, some of them do offer “catering” to the public on occasion, which means you’ll need to pre-order plates from them.

Offerings can range from elaborate seafood platters to gumbo and grilled cheese combos, like we see popping up more now that the temperatures are dropping. If you’re looking to cater an event or see if any are doing pre-order meals, check their sites.

IT’S FINALLY FALL IN NEW ORLEANS. And while other parts of the country mark the season by watching the leaves change, New Orleans welcomes fall with a change in menus. It’s time for gumbo, oysters, game dishes, harvest vegetables and hearty meals we may have missed during the hotter weather.

Gambit’s Fall Dining Issue has information on more than 175 restaurants in New Orleans, Jefferson and St. Bernard parishes and the Northshore. In the listings, readers will find New Orleans institutions, new restaurants trying adventurous things — and everything in between. The guide also highlights restaurants and dishes for the fall season, including comforting meals, duck and rabbit offerings and coffee shops serving espresso and filling pastries.

Listings are organized alphabetically and include information about the menu, hours of operation and service options. While COVID-19 cases have stayed low and many restaurants have returned to regular operations, it’s a good idea to be careful. Keep a mask handy and call the restaurant or check its website before venturing out. And remember to tip generously!

FOR THEIR NEW PEOPLE MUSEUM EP, “DESTRUCTION OF, VOL.1,” Claire

Givens and Jeremy Phipps found inspiration in being uneasy.

In fact, the word “terrified” is brought up a lot in conversation.

The four-track, electro-pop EP, which will be released Friday, was inspired by the life and works of renowned artist Louise Bourgeois, and Givens and Phipps felt constructively challenged. Born in Paris and later based in New York City, Bourgeois became well known for her large sculptures and installation art often exploring personal themes of trauma, sexuality, gender and family. The Sydney and Walda Besthoff Sculpture Garden in City Park holds one of her spiders, a 10-foot-tall, angular sculpture.

Bourgeois said her series of spider sculptures was in recognition of her mother, who worked in the family’s tapestry restoration business.

“She was all about digesting her familial relationships through her work,” Givens says, “which is something that I related to. The way she did it was interesting because, as we do oftentimes as musicians, there is her autobiography mixed with fiction.”

“I was also kind of terrified by the content of her work, by doing that myself — thinking about family and thinking about injecting a more personal aspect into the music,” Givens adds. “I feel like this is the most myself I’ve written about, mixed into fiction. So these songs are kind of terrifying to present to the world.”

The core duo of People Museum, Givens, a vocalist, and Phipps, a trombone player — both also share keys and drum programming credits on past releases — have worked with a number of people on past releases and often perform as a four-piece, with drummer Aaron Boudreaux and bassist Charles Lumar II. On “Destruction of, Vol. 1,” though, Givens wrote the tracks and Phipps produced the EP. Steve Gilliland is credited for mixing and mastering work.

“We usually have a lot of hands that touch the things we make, but this EP was very much me and Claire, and then only a couple of hands. This is very intimate.

Everything about this is just terrifying,” Phipps says with a laugh.

Through the end of 2022, the New Orleans Museum of Art is showing an exhibition of Bourgeois’

The release of “Destruction of, Vol. 1,” is really a stroke of unconnected, lucky timing, Givens says. Last summer, she was reading an article about Bourgeois and came across a photo of the artist in her living space. The way the artist worked — her materials and her space — inspired Givens, and she began to write and record, unsure what she’d ultimately do with the new songs.

Soon after, though, Givens and Phipps were chosen to take part in NOMA’s 2021-22 Creative Assembly, a program connecting New Orleans artists and creators with pieces in the museum’s collection, and they decided to turn Givens’ demos into “Destruction of, Vol. 1.” The title of the EP is taken from Bourgeois’ 1974 installation “The Destruction of the Father.”

“That phrase, ‘destruction of,’ could mean so many different things,” Givens says. “It is like a negative image, but also could be destruction of how we’ve communicated for the past 30 years. It’s a lot of, let’s break down how comfortable we’ve been as a family in communication in a certain way, and now we can be adults together and grow. It’s a multi-faceted little phrase.”

In December, People Museum will perform a set under and around the Bourgeois spider in the Sculpture Garden, possibly the only time they’ll play these new songs live, Givens and Phipps say.

DURING THE PANDEMIC, ZEITGEIST THEATRE & LOUNGE ADDED DRIVE-IN MOVIES, screening films

on the side of its building just over the parish line in Arabi. Now, that wall is covered by a purple mural by Kalli Padgett, and the lot has been built into the St. Claude Arts Park, a brand-new outdoor venue and art market space. The official ribbon cutting is this week, and there will be two concerts in the park, both free of charge, courtesy of the Jazz Foundation of America.

Cellist Helen Gillet will perform on Friday, Oct. 21, and Jonathan Freilich’s Naked Orchestra will perform Saturday, Oct. 22.

The park is a project of the Meraux Foundation, which owns the land for the two-block arts district that now includes the park. Meraux is a private family foundation that supports various initiatives in St. Bernard Parish, including projects in coastal restoration, economic development, arts and culture, education and more. The arts district includes Zeitgeist Theatre, the artist studio and exhibition space St. Claude Arts and the consulting, design and framing business Art Conscious.

“We want to leverage arts and culture as an economic driver,” says Chris Haines, who is a member of the Meraux Foundation board. “It’s organically growing into a nice destination.”

The St. Claude Arts space has made affordable studio space available to artists. Its 11 studios are currently filled with artists working in painting, mixed media, photography, printmaking, woodworking, furniture refurbishing, vintage clothing and more. Christopher Ryan runs Arabi Visual Arts in the space and curates some of the exhibition area.

The foundation also commissioned 10 muralists to paint large-scale works on the walls at the arts district and a couple other locations.

St. Claude Arts Park has almost 10,000 square feet of open space with palm trees, lights strung overhead and a covered area for bands or performances. From the street, there’s a building façade at 6609 St. Claude Ave. that maintains the commercial look of the street, but that building is only deep enough to house restrooms and storage

space. Its back is a black wall which will be used for outdoor movies.

The park will be used for art and farmers markets, and it’s available for private events.

Zeitgeist founder Rene Broussard is in charge of programming for the park. He’s working with the UNO Creative Writing Workshop to host its literary festival and book fair on Dec. 17 in both the park and Zeitgeist space.

Those spaces also will be used for a reception for PhotoNOLA, the citywide photography festival Dec. 7-10. Broussard is planning on holding a photography-themed art market during the festival.

Zeitgeist will celebrate its 36th birthday in November. In the official opening of programming in the St. Claude Arts Park, there will be an album release show on Nov. 2 for Shaking Souls, a collaboration between Gillet and Swiss percussionist and electronic musician Simon Berz. The two first collaborated together a decade ago at a series hosted by Zeitgeist in which musicians created and performed with instruments they built out of found objects.

There will be an outdoor screening of the film “Man With a Movie Camera” with a live, original score by the Austin, Texas, band Montopolis on Nov. 9. Dziga Vertov’s landmark 1929 silent film documents a day in the cities of Moscow, Kyiv and Odesa. Montopolis, which is on tour with the film program, is an indie chamber group that includes members of the Austin Symphony, Polyphonic Spree, Okkervil River and other groups.

IF SWITZERLAND IS BEST KNOWN FOR CHEESE WITH HOLES,

watchmakers and discreet banking practices, it may not come as a surprise that some Swiss folks wanted to sex up its image.

Swissploitation may be the answer.

Actually, Swissploitation Films does its best to go over the Alpine top with its comedy horror “Mad Heidi,” a romp filled with cheese Nazis, women’s prison scenes, castration shots, gushing blood and gratuitous inclusions of backdrops featuring the Matterhorn.

“Mad Heidi” is among the features in Screamfest, the horror film festival running Oct. 21-23 at The Prytania Theatres at Canal Place.

There also is a slate of short films.

“Mad Heidi” depicts a Switzerland that is sort of familiar. The namesake Heidi is a bright-eyed young woman, based on the title character from the best-selling and never-ending children’s book series.

This particular Heidi also lives in the Alps with her grandfather.

In the film, Switzerland is run by a cheese industry-based fascist party, and its jackbooted military police look like Nazis, though their red armbands display the Swiss flag. Their sadistic leader is set on producing and exporting even more cheese and crushing anyone who is lactose intolerant.

Heidi blissfully cavorts on her farm with her boyfriend, Goat Peter, who makes and sells contraband goat cheese. But she soon finds herself the target of the military police leader Kommandant Knorr, a reference to the German-founded global food company. He’s in league with a similarly cruel women’s prison warden, Fraulein Rottweiler.

The chase is on, and the movie makes nods to a wide array of action and horror film genres as Heidi eventually seeks revenge and the oppressed Swiss villagers grab their pitchforks and rise up against their cheese masters.

The film has a totalitarian regime, mad dairy scientists, martial arts, mind-control schemes, a mysterious green absinthe fairy, prison humor, gladiatorial combat,

perverse use of sausages and fondue and more. Plus, there are a few jokes aimed at the French.

The freewheeling appropriation of film genres and movie references keeps it lively and unpredictable. It may not beat Hollywood in coining memorable phrases, but it tries.

The crowdfunded movie landed a great cast. Alice Lucy is excellent as Heidi. As the Swiss president, “Starship Troopers” veteran Casper Van Dien seems like he’s trying to play a role meant for a smug and creepy Rob Lowe, but he’s good enough.

Screamfest also has a few other recent features. The opening night film is “Matriarch,” about a British woman recovering from drug addiction. She goes home to her mother’s remote town to try to rest and reconnect but discovers all new dark family secrets.

Also dealing with drug addiction is “The Way Out,” in which Alex is an abuse survivor and addict who gets help from a charismatic and ultimately controlling and manipulative roommate. “Grimcutty” is a film about an internet meme gone horrifyingly real, as a monstrous apparition is shared on smartphones and tries to convince teens to kill their parents, which they may want to do anyway.

The slate of short films includes four-minute to half-hour-films from the U.S., Australia and Europe. It includes Brian Imakura’s black and white film “Some Vile Beast,” which is set in New Orleans East.

Screamfest was founded in 2001 and runs annual festivals in Los Angeles and New Orleans.
