Longtime county attorney takes the bench

here’s a new judge in town, but he’s not new in town. Former County Attorney Doug Decker was sworn in as an 11th District Court judge May 22 after Gov. Michelle Lujan Grisham appointed him to succeed Judge Robert Aragon upon his retirement.

Decker leaves the county po s t a f t er 27 a nd a h a l f years advising the McKinley Cou nt y Com m i s sion a nd administrators. His name wa s one of three that the local nominating committee submitted to Lujan Grisham for consideration.

“I wasn’t going to [apply] at f i r st , but some people

encouraged me to think about it. I ended up praying about it and I got a distinct impression that I should put my application in, so I did,“ he said. “I need to serve the citizens of McKinley County in a more personal way. I was serving as county attorney and that was kind of in a general way.”

On the surface it looks like a small change: his new of f ice i s one f loor dow n (about 700 steps) away from his old one. His parking space moved two over.

“I’m still coming to work and going home from work,” he said. “It is a different view from this side.”

Serving as county attorney kept Decker close to both research and practice of the

law, and also working with the public. But the nuts and bolts of his new job are a lot different, starting with just over 300 cases assigned to him on day one.

Distr ict 11 judges hea r b o t h c r i m i n a l a nd c i v i l cases – in larger jurisdictions judges often hear just one type or the other. So far for Decker, that has meant mostly domestic violence and probation revocation hearings. His first criminal jury trial is on the docket for this month.

“I ’m hu m ble d by it . I a cc e pt e d t he gover nor ’s appointment. I’m excited for the change,” he said. “I could have been happy staying with the county too, but this is a good thing.”

Depleting water supply CITY OF GALLUP ENFORCES WATER RESTRICTIONS AFTER MAIN LINE BURSTS

allup citizens were asked to limit their water use for about a week after a major water line burst.

During the June 13 city council meeting, Acting Water and Sanitation Director Adrian Marrufo explained what happened in the early morning hours of June 7, when a major line break of a 30-inch water main occurred, and how his team went about fixing the problem.

The line is about five miles west of town and is near where a new well is about to be built.

A team was clearing the area in preparation for the new well when a bulldozer clipped the line. The line that was hit provides 75% of the city’s water, so it needed to be fixed as soon as possible.

But the Water Department was facing another problem: they didn’t have the supplies needed to fix the break.

The department found a pipe that could replace the damaged one in Tucson, Ariz., and had it shipped to Albuquerque. Other supplies came in from Houston, Texas. All of the supplies arrived in Gallup on June 9.

And it couldn’t have come soon enough.

Marrufo said that after the break, the city only had about a week’s supply of water left in the system. In an interview with the Sun, City Manager Maryann Ustick said the city uses about three million gallons in a typical day.

Ustick enforced a water restriction on the city starting June 7. The restriction prohibited outdoor irrigation at city facilities, car washing (unless it was done at a commercial car wash), imposed a temporary moratorium on any new developments, including lawn and garden installations, and prevented citizens and businesses from doing any outdoor irrigation or using water outdoors at all.

The restriction also asked citizens to conserve as much water as possible, within reasonable means.

After the Water Department had replaced the broken line with the new parts, the restriction was lifted on June 13 at 12 pm.

But Marrufo warned that things won’t be back to normal for a while.

“We’re still not in the clear,” Marrufo said. “We’ve probably got about two weeks to catch up from what happened.”

In total, Marrufo said about three million gallons were spilled during the incident.

This major deficiency will still affect the city for weeks to come.

Marrufo said with the Fourth of July holiday coming up, fire safety will be a concern. Right now, fire protection is still limited due to the loss of water.

Some people have called in to the Water Department to complain about the color of their

water. Marrufo said the color is nothing to be concerned about.

The discoloration is due to naturally occurring minerals getting stirred up in the iron pipe of the water main. There are no health concerns related to the color of the water.

In a press release published June 13, the city stated that people

should limit self-flushing to allow the system to refill and for the minerals to settle.

As a result of the restrictions being lifted, the water loading station has reopened as a means of health and safety to customers who need water for their homes.

Overall, Marrufo said the citizens of Gallup handled the situation really well, doing their part to conserve water.

Gigi is about a year old, fresh out of puppyhood and looking for her furever home.

Her foster says that she’s a submissive type, but she loves to plop her 55 lb. body on her foster for some kissy time.

She also prefers to be outdoors, and does great on the

leash after she burns off some puppy energy. Her foster doesn’t have any cats or other dogs, but she came from a temporary foster that has a lot of dogs, so she’s a well socialized gal.

IHS awards $2 million to City of Gallup to prevent alcohol-related deaths Staff Reports

T

he Indian Health Services Division of Behavioral Health has awarded $2 million through a cooperative agreement to the City of Gallup to prevent alcohol-related deaths among their large American Indian and Alaska Native population by providing withdrawal management and shelter services at the Na’Nizhoozhi Center, Inc. The facility is a leading detox and inpatient drug and alcohol rehab center in Gallup.

“The Preventing AlcoholRelated Deaths program will enhance our commitment and partnership with the city of Gallup, the Gallup Indian Medical Center, and local tribes,”

IHS Director Roselyn Tso said.

“These withdrawal management services are critical to the American Indian and Alaska Native population in the region and we must continue working with local entities to build clinical and behavioral health capacity to prevent alcohol-related deaths.”

The City of Gallup will increase access to community-based prevention programs while providing services by implementing six key program components: • Social withdrawal management services • Screening, Brief Intervention, and Referral to Treatment services • Outreach ser v ices to

support clients • Counseling services • Intensive case management services • A recruitment/retention program to train local community members and those with lived experience The NCI will also incorporate the Substance Abuse and Mental Health Services Administration’s Treatment Improvement Protocol 45 Detoxification Services into their programming, provide safe housing for the unsheltered, establish community partnerships, provide transportation to and from the emergency department, and provide clinical and behavioral support to clients entering the center.

A consensus among clinical and subject matter experts is that withdrawal management services alone do not provide the full spectrum of alcohol and substance use disorder treatment, but can serve as a pathway to seeking treatment and as a component in the continuum of care for alcohol and substance use disorders.

During the June 13 city council meeting, Behavioral Health Manager Debra Martinez spoke about this award in front of the council.

Councilor Fran Palochak, Dist. 4, praised Martinez for her hard work. “[This money] is a good representation of how you’re trying to attack the problem [of alcoholism] in very different ways,” Palochak said. “It takes different ways to make somebody get sober, and to treat them with compassion and bring them to sobriety. I think it really speaks to your dedication and your knowledge of the problem [for the city to have received this award.]”

IHS Director Roselyn Tso Martinez also shared that the city had also received another award. The FY24 Indian Health Services Preventing AlcoholRelated Deaths grant allocated $550,000 for the administration of social detox, expanded shelter, and peer support/case management services.

Finally, almost $418,000 will be taken from the General Fund to cover administrative costs and the operation of the Protective Custody component.

The general fund will be used until the Liquor Excise Tax revenue resolution is signed.

Basic Budgeting and Financial Literacy-Part 4 Richard F. Kontz, Executive Director, Gallup Housing Authority This week I want to: talk about Credit. In this area, there are many people who do not manage credit very well and have very poor “credit scores”. And, unfortunately, lack of understanding of these processes results in many being taken advantage of in credit arrangements. The area topics are listed below.

[1] – What is credit – Principal and Interest – Credit simply means you are borrowing someone else's money to purchase something.

For instance, you want to buy a Ford truck which costs $35,000 and you don't have the money so you make a down payment of $3,500 and borrow the balance through Ford Motor Credit. The amount you borrowed or financed [in this case $35,000- $3,500 = $31,500] is called PRINCIPAL. When you borrow funds there is always a charge for use of the other parties' money – this is called “INTEREST”.

The total amount of borrowed funds plus the total interest charges to be paid over time (and other fees and charges) become the total DEBT you will owe. Usually this is all spelled out in some type of written installment contract which requires monthly payments until the debt is paid off.

[2] – How much Debt can you afford? – Lenders typically use Debt to Income Ratios to determine how much Debt you can carry based on your income. The Total Debt to Income ratio is: 36%. For example, you make $2,000 Gross Monthly Income and you multiply this to 36%, which equals $720.00, giving you the total debt payments you could potentially pay out. There is also an assumption that you will need to pay out 28% of your monthly income for Housing-related expenses which is $560.00 per month. That leaves $160.00 for debts other than housing. This is where many people can get into trouble, because in this area many are paying very large payments for cars and do not have enough for housing, other monthly debts and basic living expenses [i.e., Food].

[3] – When should you use Credit? – Credit is best used for: purchases which will increase in value [a home] or will outlast the debt.

ALSO, credit is best used when a lump sum cash purchase is not realistic for you. The following are recommended uses: [a] Buying a home or other real estate; [b] Buying a car; [c] Paying for Education; and [d] some necessary major appliances.

[4] – Credit must be managed – You must manage your credit because you want a good “Credit Score or Rating” so if or when you need to borrow money, you get a lower interest rate and will be approved. In order to manage your credit, you need to know what DEBT you owe. Request a “DEBT WORKSHEET” to complete at the email listed below. Once you receive the worksheet, complete it and total up the Monthly Payment column. Then calculate your Total Debt to Income ratio as follows: Total Monthly payments divided by Total Monthly Income. For example: Total Debt payments of $850 divided by Total Monthly Income of $2,000= 43%. Is that good or bad? If your RATIO is too high, then you need to review all your debts listed and target the “High Interest” debt to pay off as soon as you can.

[5] – Poor Uses of Credit – Generally the following are poor uses of Credit: [a] Credit which has “double digit” interest rates; [b] Credit which takes up most of the total debt ratio of 36%; [c] Carefully monitor the use of payday loans and rent to own; and [d] Paying for daily/weekly living expenses via credit card use.

Ernest Clah April 20, 9:32 am Aggravated DWI (Third)

A tan Pontiac Bonneville crashed into a metal guard near a local gas station, eventually leading to the driver, Ernest Clah, 36, of Gallup, being arrested for his third DWI. Gallup Officer Christopher Dawes was dispatched to the Allsups store at 2857 W. Hwy. 66 after a call pertaining to the vehicle crash came into Metro Dispatch. Dawes arrived at the scene and found a vehicle matching the caller’s description with front end damage that also fit the description.

Dawes met the driver, Clah, who was reportedly sitting partially dressed in the front seat.

Dawes saw an open container of Caliber Vodka in the backseat of the vehicle along with

noting a strong smell of alcohol coming from inside. He also observed signs of intoxication from Clah, including bloodshot eyes, smelling of alcohol, slurred speech, and trouble keeping his balance.

The calling party, a store employee, met Dawes at the scene and identified Clah as the driver who had hit the metal guard near the building and tried to leave the scene.

Dawes offered the Standard Field Sobriety Tests to Clah, who refused to take the tests and was placed under arrest.

Metro Dispatch advised that Clah had two prior DWI charges and his license had been revoked. Clah initially agreed to provide a breath

sample, but once he was transported to the police station he then refused the breath test.

Cla h wa s t r a n spor t ed to McKinley County Adult Detention Center and booked for aggravated DWI (third), failure to give accident notice, no license, and an open container.

His motion hearing is set for July 25.

Man threatens Pizza Hut employee with a knife Staff Reports

A

man allegedly threatened to stab a Pizza Hut employee because he thought the man had pulled a gun on him.

On June 7, around 6:15 pm, Gallup Police Officer Jarad Albert was dispatched to Duke City, 5012 E. Hwy. 66, after a man named Junior Cornfield reportedly assaulted another man with a knife.

Accord i ng t o A lber t ’s report, the victim called Metro Dispatch and said Cornfield, 38, was wearing a camouflage jacket with gray pants when he pulled a knife on him and tried to stab him. The victim said he last saw the man walking toward Albertsons on Aztec Avenue.

Cornfield was found by police around 6:45 pm with a knife matching the victim’s description in his pants pocket.

When Albert spoke to the victim, he explained that he was a Pizza Hut employee, and he’d been hanging out outside

of the restaurant with a fellow employee when some people walked up to them.

The victim reportedly began talking Junior Cornfield to one of the people who approached him, a nd as they were talking, Cor n f ield c a me up f rom behind him. The victim said Cornfield reportedly thought he was “talking s***” to his friend.

Cornfield reportedly pulled the knife out of his pocket and began walking toward the victim, and began threatening him, telling him he would stab him. The victim said he believed Cornfield was going to stab him, so he went back inside the restaurant and called the police.

W hen A lber t spoke to Cornfield, he said that he thought the Pizza Hut employees had said, “F*** you punk.

Think you’re all bad?” He also

said he thought the man had a gun, and that’s why he pulled the knife out.

After Albert told Cornfield that he’d watched the surveillance video and hadn’t seen the victim pull out a gun, Cornfield continued saying that the Pizza Hut employee pointed a gun in his face, and

that’s why he threatened him with a knife.

Albert arrested Cornfield for aggravated assault with a deadly weapon. Metro Dispatch also told him that Cornfield

had an outstanding warrant for assault out of the U.S. Marshals.

Cornfield’s preliminar y examination for the assault charge is scheduled for June 21.

Fatal crash in McKinley County Staff Reports

A

n Oklahoma man has died after a pickup truck rolled over onto Six Mile Canyon Road.

On June 10, around 10:15 am, the New Mexico State Police investigated the fatal crash involving a 2003 Chevy pickup truck on Interstate 40 and Six Mile Canyon Road, east of Gallup.

T he i n it i a l i nve s t i g a tion indicated that the truck was traveling eastbound on Interstate 40 around mile marker 39. For reasons still u nder i nve s t iga t ion , t he Chevy drove into the median, and rolled over onto Six Mile Canyon Road. Cesar Alfaro, 50, of McLoud, Okla., a passenger in the truck, was pronounced deceased on the scene by the Office of the Medical

Investigator.

The driver of the Chevy truck, along with one other passenger, were transported to an area hospital. One passenger was flown to an area hospital. Their conditions are unknown.

Alcohol does not appear to be a contributing factor in this crash.

This crash is being investigated by the NMSP.

Nygren signs agreement with UA to train Navajo veterinarians Staff Reports

INDOW ROCK, ARIZ. — Navajo students of veterinary medicine at the University of Arizona will now join those in its medical and law schools to be eligible for a full scholarship beginning in August.

Navajo Nation President Buu Nygren signed a memorandum of agreement between the university and Navajo Nation on June 6. The agreement states that seven eligible veterinary students will receive a 50/50 scholarship equivalent to

having their entire tuition paid.

“It’s a monumental day for Navajo,” Nygren said. “Taking care of animals is probably one of the oldest Navajo trades, making sure that we can eat, making sure that we can travel and continue to be able to move forward.”

Traveling from Tucson, Ariz. for the signing of the agreement was UA Associate Dean Teresa Graham Brett and Dr. Alberta Arviso, senior engagement officer in the College of Veterinary Medicine.

“Veterinarians have been in our culture for a long, long

time,” Arviso said. “We probably didn’t acknowledge them until the veterinary programs started.”

T h e UA C o l le ge of Veterinary Medicine opened in August 2020 during the COVID pandemic. Nonetheless, the first 110 students took courses online and are now scheduled to graduate from the three-year program August 24.

“Dr. Wilson Francisco was the fi rst Navajo veterinarian,” Arviso said. “After he passed away, we went years without a veterinarian. Then, in 1983, my husband, Dr. Joseph Bahe,

Arviso said today the university has 360 students in the veterinary college with 19 Native American students representing 14 Native nations. This number includes five Navajos, three of whom will graduate in August.

Nygren said it would be wonderful if all three could be hired by the Navajo Nation. Currently, the Nation has no veterinarians, creating a burden for Navajos who need medical care for their livestock and family pets.

“We really need a lot of veterinarians,” Nygren said.

“The landscape is so vast, and the best way for our people to be entrepreneurs is to have their own livestock, to be able to have sheep and cows and horses.”

veterinary doctors earning an average of $100,000 per year, Nygren said he would be extremely pleased if the Nation could afford two veterinarians.

“What if we were able to secure the three who are graduating?” Nygren said. “Give them a two-year residency here on Navajo. They’d get a good salary, get to work as a team, and when new ones are coming, they’d get to rotate each other out. I want these young veterinarians to be the trailblazers, the ones who build the standards of veterinary science within the Division of Natural Resources.”

Brett said the UA program is structured so that students complete a four-year program in only three years.

oney cannot buy sobriety.

But it can help keep addiction treatment centers that are dependent on funding open.

Navajo Nation President Buu Nygren attended a check presentation ceremony June 12 at the Totah Behavioral Health Authority, a facility that treats substance abuse and mental health using Indigenous traditional healing practices, sobering services, crisis shelter services, long-term inpatient treatment, and behavioral health practices.

Nygren became emotional while speaking of his mother.

Nygren said perhaps his mother, Charlotte Slim Tony, who died of alcoholism five days before his birthday in 2020, would have benefitted from the treatment center.

“There is nothing that I would love to do than to advocate for these champions that exist,” Nygren said.

He went on to share how he understood the feeling of helplessness as a family member and the questions of what could have been done. “ [I asked my mom a few times], ‘Mom, can you go in there and do this or give that a shot?’” Nygren said “I ask myself, ‘What if my mom had a second chance? What if my mom could have been introduced here?’ It’s a little too late.”

The treatment center, which opened its doors in 2001, has become one of the centers in San Juan County that have been at the forefront of helping people battle their addictions INDIAN COUNTRY

and maintain their sobriety.

It serves about 150 clients a month.

It offers programs that help its clients take the first steps to overcome their addiction.

Another program called the Joint Intervention Program targets people who frequently are incarcerated because of their addiction problems.

Clients of the treatment center also receive lodging during treatment and aftercare. In addition, they are privy to legal advocacy, with six days of programming per week.

The 40-bed facility accepts men and women over the age of 18 and is considered a “front door” to intervention programs.

In 2018, according to Totah Behavioral Health Authority, the inter vention progra m decreased arrests by 53%, days spent in jail by 56%, emergency room visits by 64%, and fire department responses by 84%.

Before conclud i ng h i s speech, Nygren encouraged the treatment center’s management to continue helping people battle their addictions.

“Continue the good work, continue to help our people, continue to help and advocate for them,” he said. “It’s dear to my heart because I’ve seen it; I’ve seen a lot of my relatives about my age — their lives are no longer here with us just because of that.”

After his speech, a $25,000 check was donated to the treatment center by Molina Healthcare, followed by a tour of the facility.

Not so fast LAW LIFTING DRIVER’S LICENSE SUSPENSIONS DOESN’T APPLY TO EVERYONE

bout 308,000 New Mexicans who could not drive legally yesterday can do so as of June 16. That’s because this year state Legislature passed SB 47, a new law that forbids revocation or suspension of a driver’s license for failure to appear in court or because of unpaid court fees or fines.

Law enforcement officials are quick to point out the bill did not eliminate suspensions and

revocations based on dangerous driving offenses (i.e. DWI, accrued points) nor does it limit the court’s discretion to impose sanctions and punishments in criminal and traffic cases.

McKinley County Sheriff James Maiorano III explained that if a license was suspended or revoked due to a DWI or reckless or careless driving those suspensions or revocations will remain on a person’s record.

The idea behind the law is to eliminate penalties based on debt, so having a brush with the

resorting to a bench warrant.

Before she became a judge, Griego was a single mom who learned to scrape by with what she had. She said she could relate to one woman who was recently in court who said shhe couldn’t pay a fine because she only had $78.

“As long as you are communicating with me about your situation I will always work with you,” Greigo said. “I’m very aware that the choices I make can affect people in more than one way. I’m very aware of the snowball effect and I do not want to set anyone up for failure.”

Greigo noted that it has never been up to judges to suspend licenses over missing a court date or failing to pay a fine. The courts are still required to notify the New Mexico Motor Vehicle Department when those things happen, and up to now MVD has been the agency responsible for suspending or revoking a license in those cases.

The harms fall disproportionately on rural and impoverished communities, according to advocacy group Fines and Fees Justice Center. A survey of over 500 residents found that those from rural and semi-rural areas were 31% more likely to have their license suspended due to court issues than defendants from urban areas.

“Debt-ba sed license

suspensions force an impossible choice: stop driving — and lose access to work and basic necessities — or keep driving, thus risking arrest and more unaffordable fines and fees and further criminal consequences,” Monica Ault, the group’s New Mexico state director, said.

New Mexico became the 24th state in five years to end debtbased license suspensions when Gov. Michelle Lujan Grisham signed the bill into law March 15. It officially takes effect June 16, and the state must have all the eligible licenses restored by September.

Eligible motorists don’t have to take any action to get the suspension lifted, but it may not show up in the state’s computer system before Sept. 1. That could make some traffic stops a little sticky until then.

“The records on affected licenses will continue to show them as suspended until September. Any potential

ARMINGTON — The Lujan Grisham administration issued an executive order on June 8 approving emergency funding for the city of Farmington in the wake of a mass shooting that left three New Mexicans dead last month

and six injured.

The funding will assist the city in providing increased mental health support for community members affected by the tragedy.

“I have made it clear to the Farmington community that the state will provide whatever

Locally, that means if a motorist whose suspension is lifted gets pulled over, they may still get a citation for driving on a suspended license, but most will be able to get the new charge dismissed. That’s because when law officers run a license check, they can’t tell the reason for a suspension or revocation.

Maiorano said his deputies will continue to write such citations to make sure that somebody who does have a valid suspension doesn’t slip through.

“We’re not going to be able to handle that roadside,” Maiorano STATE & REGION

said. “That has to be handled at the court level or with MVD.” A spokesperson for the Gallup Police Department did not respond to a request for comment by press time.

Moore offered one more caveat.

“If they allowed their licenses to expire, they’ll need to get and pay for a new license. If it’s been expired for more than five years, they’ll need to go through testing as well,” he said.

Not everyone is happy about the new law. Barry Massey, a spokesman for the New Mexico Administrative Office of the Courts, pointed to statistics to stress the compliance value of financial penalties.

“In fiscal year 2022, the magistrate courts notified MVD that [almost 14,000] drivers failed to appear in court as ordered,”

Massey said. “Of those drivers who were reported to MVD for possible license suspension for failing to appear at a court hearing, 72% appeared and addressed their issues before being arrested on a failure to appear bench warrant.”

It remains to be seen whether the change will cause an uptick in bench warrants, but Maiorano said it will reduce the amount of suspended drivers on the street.

Griego is hopeful that the new policy will be a net gain for the community.

“I don’t know that that was ever a [compliance] tool for us,” she said. “It puts some pressure on the defendants to show back up because they want to get their license cleared up. But I think maybe it did more harm than good, now that we’ve created more barriers for the defendant.”

WNMU programs named best in the nation for future teachers Staff Reports

ILVER CITY, N.M. — The undergraduate and graduate teacher preparation programs at Western New Mexico University have been recognized by the National Council on Teacher Quality as among the best in the nation in preparing future elementary teachers to teach children to read, earning an A+ distinction.

The programs are among just 48 nationwide and are the only programs in New Mexico highlighted by NCTQ for going above and beyond the standards set by literacy experts for coverage of the most effective methods of reading instruction

— often called the “science of reading.”

National data shows that more than one-third of fourth grade students — over 1.3 million children — cannot read at a basic level. In New Mexico, the situation is even more dire, with over half of fourth grade students unskilled at basic reading. By preparing teachers in the methods that research ha s show n to work best, WNMU College of Education is doing its part to change these devastating results.

To evaluate the quality of preparation being provided at the university, a team of experts at NCTQ — including literacy experts, researchers, teacher preparation leaders

and educators — analyzed syllabi, including lecture schedules and topics, background rea d i ng m a t er i a l s, cl a s s assessments, assignments, and opportunities to practice instruction in required literacy courses for undergraduate and graduate elementary teacher candidates. To earn an A+ distinction, programs need to comfortably exceed NCTQ’s targets for coverage of the five core components of scientifically based reading instruction — phonemic awareness, phonics, fluency, vocabulary, and comprehension — and not teach any instructional practices that are unsupported by research.

Research suggests that over 90% of children could learn to read if their teachers used instructional methods grounded in the science of reading.

“The Western New Mexico University programs serve as a proof point,” Dr. Heather Peske, NCTQ President, said.

“Other teacher preparation leaders and faculty across the country must take note. There are programs that are doing this right, ensuring that their elementary teacher candidates get the preparation in how to teach reading that they both want and deserve.”

In awarding WNMU an A+ rating, NCTQ evaluated almost 700 traditional undergraduate and graduate programs across the country, including eight in New Mexico. Overall, just 23%

of programs earned an A or A+ grade (112 programs earned an A and 48 earned an A+).

“We ster n New Mex ico University is proud to be recognized among the programs ensur ing that future ele mentary teachers enter the classroom equipped with the knowledge and skills they need to help students become strong readers. This is a well-deserved honor,” WNMU College of Education Dean Debra Dirksen said. “Professor [Tamara] Ogilvie, our Program Lead in Reading, has made great strides in implementing the science of reading and Structured Literacy in our reading courses and promoting these efforts at a state level. This recognition exemplifies the efforts of the College of Education at WNMU in leading the state in teacher preparation.”

‘Elemental’ is missing pieces that would elevate it to a higher level

RATING:  OUT OF  RUNNING TIME: 103 MINUTES This animated feature from Pixar and Disney opens exclusively at theaters on Friday, June 16.

For decades, Pixar have been trailblazers in feature animation, wowing audiences w ith gorgeously rendered movies that also resonate emotionally with v iewers.

While their recent product has still been largely remarkable, it seems as though other production companies have begun to catch up, presenting equally dazzling and bounda r y-pushing tales. Pixa r’s latest is Elemental and it is an impressive-looking film.

Unfortunately, the story isn’t quite as overwhelming and the fi nished product doesn’t leave a lasting impact.

The story is set in a city where living embodiments of the elements fi re, water, earth and air reside. Ember (Leah Lewis) from the fire-based community is the daughter of immigrant shop owner Bernie (Ronnie del Carmen) and his wife Cinder (Shila Ommi). She feels pressure to take over the family business and struggles with a temper toward customers.

Problems arise when the

lead runs the store for a day and a major water leak is discovered by a city inspector named Wade (Mamoudou Athie). When Ember learns that the infraction could mean the closure of her father’s business, she seeks Wade’s advice on nullifying the infraction. After hearing her story, the sensitive Water element agrees to help her try to solve the issue and save the store.

Despite their different backgrounds, they begin to develop feelings for each other. But can two opposing elements actually form a relationship?

There’s a lot of opportunity for this movie to address and deal with interesting themes.

Obviously, Ember’s anger and anxiety does force her to deal with a deep desire to please her parents and meet their expectations. Early sections also show that those with a fire element background appear to be treated with scorn or fear by other elements.

The different fi re and water backgrounds and literal problems being in close company offers potential conflict and concern about Ember and Wade’s future together. And it also seems strange that an aqueduct in such disrepair wouldn’t garner more attention from, well, government officials and everyone in town.

Despite all this, the movie is primarily concerned with only the fi rst problem listed. Wade is the nicest and most open character imaginable, not concerning himself with potential

relationship difficulties and charming Ember throughout.

And truth be told, despite a few comments early on, the family members are all reasonable and well-meaning too.

The two leads’ incredible abilities also grant them special powers that help make the issue of a potential flood play out as less threatening than expected. While this approach is well-intentioned and sweet, it doesn’t do much for adding confl ict or drama to the proceedings. In fact, if it weren’t for the exaggerated fi re, water, air and earth visuals, the fi lm would be a generic young adult romance.

Thankfully, the city itself is impressive to behold and the animation is frequently eye-popping. Some shots of f loodwater pooling in the store’s basement and on city streets look almost photorealistic. The same goes for Wade’s beautifully waterlogged family apartment.

And while there is an overreliance on visual puns (with many gags earning groans rather than laughs), there are a couple of amusing bits that do work. The best involves Wade’s openly histrionic family presenting him with the gift of a weepy portrait to commemorate an emotional life moment.

It’s all wonderful to look at, there are a couple of chuckles and the characters (especially Wade) are very likable. Sadly, they’ve simply been dropped into a story that is too low-key and lacks dramatic tension or

The characters appear to adore each other and despite their opposing physical states, there are very few personal challenges for them to face in order to be together. In summation, Elemental works reasonably well, but appears to be missing the necessary pieces to elevate it to a higher level.

NOTE: Carl’s Date is a short

that appears before the main feature. It’s a sequel of sorts to the 2009 fi lm Up, and the plot follows Carl (Edward Asner) as he contemplates going out on a date. The short is also pleasant, but feels like a blunter repeat of the central theme that was so effectively delivered in the original fi lm.

Blu-ray/DVD Roundup for June 16, 2023

elcome to the latest look at highlights arriving on Blu-ray and DVD. This is a remarkably busy edition with plenty of big titles, as well as a few interesting independent features. So, if you can’t make it out to the movies this week or need to stay indoors for a while, be sure to check out one of these titles!

BIG NEW RELEASES!

JOHN WICK: CHAPTER 4: The fourth and reportedly final chapter in the John Wick series finds the title character on the run and hiding out from The High Table (who a re a guild of assassins). W hen the new leader of this threatening organization makes it his mission to wipe out Wick and establish his complete power over his members, the

protagonist uses it as an opportunity to finally end his long standing battle with them. Wick is chased across the globe as he attempts to confront The High Table kingpin.

Notices were very strong for this sequel. A small number complained that the movie was repetitive and the running time was too long to hold their attention.

But while admitting it was overextended, the vast majority were impressed with the incredibly elaborate action sequences and called the film a fitting end to the action franchise (at least, for now).

The cast includes Keanu Reeves, Donnie Yen, Shamier Anderson, Bill Skarsgård, Lawrence Fishbur ne, Ia n McShane, Hiroyuki Sanada, Clancy Brown and Lance Reddick.

THE MAN FROM TORONTO: A fitness instructor gets unceremoniously fired from his job. Panicked about what his wife will think and the strain it will put on their marriage, he rents a lavish Airbnb as a gift for

her birthday.

Unfortunately, the lead arrives at the wrong address, where a murder involving the most dangerous assassin in the world is set to occur. The FBI arrive and tell the protagonist to help them capture the real killer.

Our hero agrees, but is promptly kidnapped by the assassin. The two end up on the road and on the run, where they start to become friends.

This picture debuted on Netflix last year and is finally arriving on Blu-ray. The press la rgely pa nned it. About one-quarter of them thought that the talented cast saved the movie and helped it deliver more than they were expecting. Everyone else complained that much of the humor fell flat. They wrote that the end result was scattershot and uninspired.

It stars Kevin Hart, Woody Harrelson, Jasmine Matthews, Kaley Cuoco, Pierson Fode and Ellen Barkin.

THE POPE’S EXORCIST: Apparently, the Vatican has a Chief Exorcist, and this film claims that its story is based on a real event involving the f ig u re. T he Chief Exorcist is called to attend to a child who has been possessed by a powerful demon. After meeting with the youngster, the priest uncovers a devastating secret within the ranks of the Catholic Church. The exorcist also learns that the creature inside the boy wanted him to come, so that the demon can possess him and then

move on to the Pope himself.

This horror film split reviewers right down the middle. Half were surprised to see an Oscar-winner in this genre flick but thought his work elevated the feature considerably. They called it effective and stated it was better than many recent horror movies. Still, just as many wrote that the movie was a collection of cliches that didn’t frighten them for a moment.

It features Russell Crowe, Daniel Zovatto, Alex Essoe and Franco Nero.

THE SUPER MA RIO BROS. MOVIE: The famous Nintendo game characters get an updated movie adaptation with this animated fable that became a box office smash. Struggling plumbers Ma r io a nd Luigi open a new business and are accidenta lly t r a n s por t ed to an alternate world on their first job. The two get separated and Mario learns from Princess Peach that an evil foe named Bowser is planning on taking control of this strange universe before invading those beyond.

Reaction from critics was slightly more positive than negative. A large number felt that the movie was solely interested in making video game in-jokes, leaving viewers with an underdeveloped narrative and a routine final product. Still, slightly more enjoyed the references and thought the film was bright and unexpectedly funny. They believed it would appeal to the entire family.

The voice cast includes Chris Pratt, Anya Taylor-Joy, Charlie Day, Jack Black, KeeganMichael Key, Seth Rogen and Fred Armisen.

SWEETWATER: This narrative biopic tells the story of Nat “Sweetwater” Clifton, the first African American to sign an NBA contract and play basketball in the league. Viewers see his early life and how he rose in the ranks before joining t he H a rlem Globetrotters.

After making an impression on the coach of the New York Knickerbockers, he overcomes adversity and ends up being signed and playing through the 1950s.

The press didn’t give this feature high marks. Less than one-quarter of reviewers recommended the film, suggesting it was an interesting and inspiring story that would be of interest to basketball fans. Unfortunately, the majority called the tale bland and hackneyed, criticizing it for not providing a deeper understanding of the man or some of the behind-the-scenes issues the figure faced.

It stars Everett Osborne, Carey Elwes, Jeremy Piven, Kevin Pollak, Richard Dreyfuss, Jim Caviezel, Emmaline and Eric Roberts.

TOMMY GUNS: This co-production is set in Angola in the year 1974, at the end of the liberation war conflict between the Portuguese and pro-independence groups. The film has two main plotlines. One involves a tribal girl who falls in love with a Portuguese officer, and the other details a group of Portuguese soldiers who find themselves trapped in a barrack and under attack from figures from the past.

Half thought the movie was overstuffed and that the sudden tonal shifts were bizarre and off-putting. The same number suggested that despite its flaws, this was an intriguing work with a unique sense of style and a memorable finale.

BL ASTS FROM THE PAST! If you’re looking for something older, there are plenty of options as well.

Criterion is giving the cult classic Time Bandits (1981) the 4K Ultra HD and Blu-ray treatment. This fantasy/dark comedy from Terry Gilliam (Brazil, The Fisher King, 12 Monkeys, Fear and Loathing in Las Vegas) follows a young boy who meets some time-travelers.

He helps them square off against an evil wizard and ends up meeting unusual and amusing versions of figures like Napoleon and Robin Hood. Gilliam supervised the new 4K transfer of the movie, and it comes with a star-studded commentary (featuring Gilliam, co-writer Michael Palin, co-stars David Warner, John Cleese and more), a program on how all the historical periods were created.

Cheap Thrills (2013) is being rereleased on Blu-ray from Drafthouse Films. It involves a family man who is offered financial secur it y from a wealthy couple if he partakes in a series of bizarre dares.

The original edition included a director/star commentary as well as a lengthy making, so one assumes this edition will have the very same extras.

Liberation Hall is set to put out a Blu-ray of Project: ALF (19 96). T he original ALF was a comedy TV-series about a fast-talking alien living with and frustrating a family with his eccentric

behavior. It ran from 1986 to 1990 and ended on a cliffhanger. This TV-movie came six years later and attempted to wrap up all of the loose ends from the show.

There may be special features on the disc, but this has yet to be confirmed.

MVD Visual is known for releasing cult titles, but this week the distributor is presenting a 4K Ultra HD/Blu-ray set of the famed Tom Cruise/Dustin Hof f ma n drama, Rain Man (1988).

This Best Picture-winner is about a car exporter who a t t end s h i s estranged father’s funeral and learns that he has an autistic brother who has inherited his dad’s entire estate. The lead initially kidnaps his sibling to try and find a way to get some of the inheritance, but soon begins to care deeply for his new brother.

The movie also won Academy Awards for Best Actor (Dustin Hoffman), Best Director (Barry Levinson) and Best Original Screenplay. Besides the picture upgrade, extras include a director commentary, a commentary each from both co-writers, featurettes, a deleted scene and a trailer.

Why the state’s ranking shouldn’t get you down NATIONAL KIDS COUNT DATA BOOK RELEASED JUNE 14 Dear Editor, Sophocles wrote that “no one loves the messenger who brings bad news.” As the KIDS COUNT organization for New Mexico, we have long had the grim task of sharing that our favorite state ranks poorly against the rest of the nation in the KIDS COUNT index of child well-being. Sadly, this year is no exception as New Mexico again ranks last on this 50-state scale.

Although this is hardly happy news, we’re here to point out that, while the KIDS

state should invest in children, you shouldn’t let the ranking get you down.

The KIDS COUNT rankings are only one small part of the story about child well-being.

That’s because they don’t necessarily tell us about the ways in which any state is prioritizing kids in policy or about any improvement in any indicators of child well-being. Alone, they don’t tell us how far we’ve come, and they can’t tell us where we should be going.

What they tell us is how well each state is doing in relation

to all the others.

With 50 states all being judged on 16 indicators of child well-being — all of which are contingent on multiple factors — that’s a lot of moving parts. If the KIDS COUNT rankings were to judge each state against itself, it would tell you that New Mexico is moving in the right direction and making progress in most of those indicators of child well-being.

The fact is, New Mexico has made some extraordinary headway in improving

oppor tu n ities for k ids i n recent years. Some of it’s made national headlines.

Our investments in child ca re a ssist a nce, voterapproved expansion of early c h i ld ho o d s er v ice s , a nd ch i ld -focu sed t a x pol ic y improvements all received national accolades. These, along with the creation of a statewide paid sick leave policy for all workers, ending of predator y lending,

What’s the right amount of leaning in?

he phrase “lean in” may be a corporate buzzword, but it’s worth discussing. Facebook COO Sheryl Sandberg immortalized the phrase when she wrote a best-selling book entitled “Lean In: Women, Work, and the Will to Lead.” What does “lean in” actually mean?

It’s all about posture. If you’re slumped down in your chair at work, whiling away until the five o’clock whistle blows, you’re not leaning in. Not only are you physically disengaged, but your attitude also suggests that you don’t care.

However, when you lean forward in your chair, you’re more alert and likely to be listening with rapt

attention and prepared to insert your own great ideas. That’s what leaning in is all about — you’re ready to interject your awesomeness into your organization.

Italicized words are the “leaning in” of language. When it comes to fonts (or typefaces, if we’re being fancy), “Roman” letters refer to the default, upright letters we type into our emails and word processing software, while “Italic” letters are slanted to the right. When you put certain phrases in italics, it draws attention to them as key words you want to separate for emphasis. These words are literally leaning in.

What happens when you lean in too much? You fall on your pants pockets (which is a diplomatic way of saying you bruise your derrière—pardon my French). I’m suggesting that

I highly recommend healthy margins — on paper and in your work/ life balance.

Aside from emphasis, when

should you use italics in your writing? Surprisingly, AP style suggests that you don’t use italics in titles of magazines or newspapers; instead, simply capitalize them (e.g., Sports Illustrated). The AP dictates that books, films, TV shows, songs, albums, speeches, works of art, etc. don’t get italicized, either; instead, surround them with a warm pair of quotation mark hugs (e.g., “To Kill a Mockingbird”).

Sacred books, including the Bible or the Koran, do not get italics or quotation marks. So, what gets italicized in AP style?

Nothing. Just the facts, ma’am.

The Chicago Manual of Style and the MLA Handbook suggest that you italicize major works instead of using quotation marks.

I have a hard time with the AP’s italics rules. Because my

column appears in newspapers, I abide by the quotations-around-titles rule. However, I prefer to italicize words for emphasis, as well as non-English words (like derrière), words reproduced as sounds (e.g., Bees go bzzzzz.), or words as words (e.g., I challenge you to use the word indefatigable in a sentence.). AP style dictates that we should put quotations around words as words, but I prefer to put them in italics.

If you want to make a big splash at your company, lean in at the right time on the right project.

If you want to emphasize certain words in your writing, lean in by italicizing key phrases.

ssisted living is a type of housing option for seniors or disabled individuals who need help with daily activities but still want to maintain some level of independence. It’s a middle ground between independent living (such as in a private home or senior apartments) and more intensive care services like those found in a nursing home.

Assisted living facilities typically offer a range of services to support residents, including: Per s on a l C a re: St a f f members a re ava ilable to help with personal needs like bathing, dressing, eating, and mobility.

M e d i c a t i o n Ma nagement: A ssista nce with taking the correct medications at the right times.

Meals: Facilities typically provide three meals a day tailored to the dietary needs of their residents.

Housekeeping and Laundry: Regular cleaning

Social Activ ities and Recreation: A ssisted living facilities often have a full schedule of activ ities and events to keep residents active and engaged. These might include fitness classes, arts and crafts, games, movie nights, and outings.

Hea lt hca re Ser v ices: While not a replacement for a full-time medical facility, assisted living communities often have healthcare professionals on-site or on-call.

Security: To ensure residents’ safety, assisted living facilities typically have security features such as 24-hour staff, emergency call systems, and safe, walkable areas.

In an assisted living facility, each resident typically has their own apartment or room, and common areas are shared. The goal of assisted living is to provide a supportive living environment where

seniors can maintain a level of independence, while also receiving the personal care and support they need.

Plea se note that r ules, reg u lations, a nd ser v ices prov ided ca n va r y widely from one facility to another and from state to state. Some faci l ities may of fer more advanced medical care, while others may focus more on providing a social and community environment. It’s important to research and visit facilities in person to determine the best fit for individual needs and preferences.

Finding the right assisted living facility for yourself or a loved one involves careful research and planning. Here are some steps to guide you through the process: First, evaluate the level of care that you or your loved one requires. This could be based on a variety of needs such as medical conditions, mobility, dietary needs, and personal care needs.

Next, begin doing online research to find assisted living facilities in the desired location. There a re ma ny

websites and online directories where you can find information about different facilities. You can usually filter by location, services provided, cost, and more.

I n a dd it ion t o on l i ne research, contacting local health departments or agencies on aging could prove useful. These organizations often have resources that can help you navigate the process of fi nding an assisted living facility. They may also have knowledge of fi nancial assistance programs.

After you have identifi ed potential facilities, the next step is to schedule a visit.

During your visit, pay attention to the environment, the staff, and the residents. This can give you an idea of what daily life is like at the facility.

Check i ng the facility’s safety and quality standards is another important step.

This might involve looking into state inspection records, any violation histories, or any complaints made against the facility.

Lastly, cost is a significant consideration when choosing

an assisted living facility.

Make sure to understand what is included in the cost, and if there might be any additional charges for specific services.

Remember, choosing an assisted living facility is a big decision. Take your time to research and visit multiple facilities, and always ask any questions you may have to make sure you’re making the best choice for you or your loved one’s needs.

improvements of: 20% in child poverty; 38% in high school students not graduating on time; 45% in children without health insurance; and 64% in teen birth rates.

While these improvements show up in the data, they don’t yet show up in the 50-state rankings. The rankings are based on data, but the various factors behind each indicator go beyond policies implemented by states. Childhood outcomes in a state are also intrinsically tied to its geography, history, assets, systemic inequities, and various

other factors that contribute to a nuanced picture of child well-being that cannot be accurately represented by any one number or ranking.

This is not to say that there’s no room for improvement. In fact, New Mexico’s children, families, and communities still face a multitude of challenges, many of which must be mediated with the right state policies.

For exa mple, we must continue our investments in early childhood. We must mandate that our K-12 curriculum reflects and validates

our diverse child population.

We must ensure that our Legislature has the resources it needs — including salareis and staff — that allow a broader segment of residents to serve in elected office.

We must broaden our revenue base to cushion our budget from oil and gas volatility.

We must ensure any new revenue comes from the sectors of our society who can afford to take more responsibility for supporting the services and infrastructure our people and businesses all rely upon.

And we must ensure a just

transition toward a greater reliance on renewable energy sources.

While that may seem like a dau nti ng work load, we believe New Mexico not only has the vision and leadership to accomplish it, but also the gumption and the willingness to stick with it. In short, New Mexico has the potential to be the best place in which to raise a child – no matter how we rank against the other states.

Arviso said the college has a “pathway program” for her to visit students in the lower grades to have them begin to think about becoming veterinarians early. She said she’s visited both elementary and middle schools on the Navajo Nation to talk to students and counselors to guide them into the field.

“Most of the students come from homes where there are horses, cattle and sheep,”

Arviso said. “It’s pretty much their whole life.”

When she was visiting schools, Arviso talked about how important animals are to the Diné culture.

“We have a strong connection to them and to the land base on which we live. It’s always been who we are as Diné,” Arviso said.

According to a 2022 report

by Mars Veterinary Health, there will be a shortage of 15,000 veterinarians across the U.S. by the end of the decade.

Navajo man charged with assault Staff Reports

man from Shiprock, Ariz., has been charged with assault after he threatened two people with a knife.

According to the indictment, on Oct 9, Harley Etcitty, a member of the Nava jo Nation, assaulted two men with a knife. One of the victims was seriously injured and had to be transferred to Flagstaff for a higher level of care. The other victim received multiple lacerations which required sutures.

This item also includes the removal and replacement of asphalt paving, thrust blocks, concrete collars, and all associated earthwork.

The project is located in Gallup, New Mexico at the intersection of NM State Road 602 and Dee Ann Avenue.
