PLANNED CAPITAL IMPROVEMENTS 2023 through 2027 GALLUP HOUSING AUTHORITY REPORT to THE PEOPLE The Gallup Housing Authority is responsible for developing a 5-year capital improvement plan which is funded annually by capital grants from the U.S. Department of Housing and Urban Development. GHA also must conduct a public hearing to allow the public and tenants an opportunity to make comments and recommendations on the proposed plans. This public hearing will be conducted on Friday, April 21, 2023, beginning at 9:00 am at the GHA conference room located at 203 Debra Drive in Gallup, New Mexico.

GHA proposes a 5-Year budget totaling $13,079,440 for calendar years 2023, 2024, 2025, 2026 and 2027. A summary of this 5-Year budget plan is displayed below.

Gallup Housing Authority seeks input for repairs PUBLIC HEARING ANNOUNCED TO SHARE IDEAS

T

he Gallup Housing Authority is looking toward the future as they update their five-year Capital Fund Program. The plan lays out the housing agency’s expected expenses for the next five years, and it focuses on repairs and improvements to hardscape and dwellings, especially after tenants move out.

GHA is looking for the community’s input on the plan and is holding a public hearing April 21 at 9 am. Tenants or other interested parties are invited to make comments at the hearing, but they need to be on point: the hearing is not a grievance session and does not address policy. It’s strictly about what repairs are needed

and residents’ wish list items such as speed bumps, fences, lighting or parking spaces.

GHA Executive Director Richard Kontz said residents often mention parking when they’re talking about their concerns. Most of the housing units in Gallup were built in the ‘60s and ‘70s, and only one parking space is assigned for each unit. The houses weren’t designed for families with multiple cars, Kontz said.

On that score there is little the GHA can do. Sometimes it’s possible to lay gravel or pave an open area, and the agency can repair patios and put up fencing, or put up matching funds to help the city repair and replace deteriorating sidewalks, curbs and gutters.

“The residents appreciate the improvements. When we fenced the properties the residents liked that because transients were just walking through the development stealing things or breaking things,” Kontz said.

Some of the looming needs include replacing equipment, roofi ng and appliances such as ranges and furnaces, all of which are hitting their replacement cycle.

“We’re getting more money each year than we used to because our performance is better than other organizations,” Kontz said. He noted that despite this, nobody gets the full amount they request.

GHA has 15 lots upon which it hopes to start building new homes over the next year, and is also planning to start selling some of the units at Sunshine Canyon within two years.

The housing program is

designed to help people experiencing fi nancial difficulties get an economic toehold that will lead to home ownership, so the program requires residents who have stabilized their income and other circumstances to progress out of the public assistance housing system.

“There may be a need for more homes [coming up].

People are supposed to be moving through to market-rate housing,” Kontz said.

That means the tenant would either move out or buy the home within two years of reaching income targets. But building can be tricky.

“If you have la nd that is near something that has a l rea dy been developed, infrastructure is already in place,” Kontz said. “If not, you are stuck with the high cost of installing utilities and infrastructure.”

GHA’s board of directors will address written or verbal comments at the meeting.

The proposed plan, along with supporting documentation, is available for review at the Administrative Offices of the GHA at 203 Debra Dr. through Apr il 21. Wr itten comments or questions may be addressed to Kontz. The hearing will also be held there.

Gallup Police tracked a vehicle involved in a h it-a nd-r u n and eventually arrested the driver, Sheila Benally, 36, of St. Michaels, Ariz., and charged her with her third DWI. Officer Patrick Largo was patrolling when he was dispatched to Sammy C’s Rock N’ Sports Pub & Grill, 107 W. Coal Ave., in reference to a hit-andrun call. While en route, Metro Dispatch advised officers that the caller was following the suspect vehicle, a white Kia

Optima. Largo traveled eastbound on West Aztec Avenue when he saw a vehicle matching the caller description driving southbound on South First Avenue at a high rate of speed.

Largo followed the vehicle on South First Street as it turned onto West Mesa Avenue and then onto South Second Street.

He eventually lost sight of the vehicle and pulled into the lot of Sports Page Lounge, 1400 S. Second St., and met the calling party. The caller stated he was parked outside Sports World at 1500 S. Second St. when the white Kia Optima approached and collided with his vehicle, causing damage to the front driver side. He reportedly said

when he confronted the driver they got back in their vehicle and left the scene.

The caller then pointed out the suspect vehicle returning to the lot of Sports Page Lounge and Largo approached and conducted a traffic stop. Largo met the driver, Benally, and began questioning her. She stated she did not collide with any other vehicle and admitted she consumed two cans of Michelob Ultra beer prior to driving.

Largo noted Benally reportedly showed signs of intoxication including bloodshot eyes, an odor of alcohol, and slurred speech. He also saw the front left bumper showed similar

Man leaves the scene of an accident after hitting vehicle Staff Reports

A

man was charged with aggravated assault and a few other charges after he drove into another vehicle at a local gas station.

On March 30, around 8:15 pm, Gallup Police Officer Charlie Watkins was dispatched to a car crash at the Speedway gas station located at 2654 E. Hwy. 66.

When he arrived at the scene, he met with the woman who called Metro Dispatch. She explained that Jason Wilson, 29, had taken her pick-up truck without permission. She said she found him at the Duke City gas station, and that’s where he hit her car. The woman also said that Wilson is a drug user.

According to his report, Watkins approached the Ford F-150 that Wilson had reportedly stolen. He met with Wilson and asked him what was going on. Wilson said he was scared, and then he pointed at the red car the woman was driving and said “they” were following him.

He said he didn’t know why they were following him.

While Watkins was talking to Wilson, he noticed that the man was very jumpy and jittery. He also saw that there was a pack of Budweiser and two cans in the backseat of the car.

Wa t k i n s a ske d Met r o Dispatch for backup, and Officer Vincent Thompson arrived shortly after and conducted a DWI Investigation on Wilson. The results of the Standardized Field Test showed that Wilson was not drunk.

W h i l e Thompson spoke to Wi l son, Watkins spoke to the victim. She ex pla ined what had Jason Wilson happened at the Duke City gas station, saying she saw Wilson at the gas station and she drove up in front of him. She was exiting her vehicle when Wilson drove into the side of it, hitting the driver’s side rear door and the fender.

After hitting the car, he allegedly drove off, heading east on Highway 66 and then pulling into the Speedway gas station, where he reportedly ran out of gas.

According to Watkins’s report, he did notice red paint on the bumper of the car Wilson was driving.

While the officers were trying to place Wilson in handcuffs, he began to pull away and would not give Watkins his hands. He grabbed his own wrists and wouldn’t let go. He even tried grabbing Watkins’s wrists.

Watkins was fi nally able to get Wilson in handcuffs and placed him in the back of his patrol vehicle. That’s when Thompson informed Watkins that Wilson’s license was suspended.

Wilson was charged with aggravated assault, resisting arrest, leaving the scene of an accident, and driving while license is suspended. His preliminary hearing is scheduled for April 19.

Man attacks Albertson’s security guard Staff Reports

A

man who was reportedly “known for stealing” walked into a local grocery store and got into a fight

with a security guard.

guard called Metro Dispatch and said a man was walking around the store with a knife.

During the call, the secur it y g ua rd sa id t he ma n, who was later identified as Jeremiah Nez, “is known for stealing.” He was reportedly wa lk ing a rou nd the store with a knife but was initially not threatening anyone with it.

A s t he secu r it y g u a rd spoke to Dispatch though, the story changed. Nez, 23, repor ted ly pu lled out the knife and was taken to the ground. But he was able to get away. He was last seen wearing a jacket, a gray shirt, and black sweatpants.

W hen t he of f icer s met with the security guard he was out of breath and shaken up from the incident with Nez. According to Marquez’s report, the man’s hands were shaking, but he said he didn’t need any medical attention.

The security guard said that Nez went straight to the liquor aisle when he entered the store. The security guard k new Nez wa s k now n for stealing, so he followed him.

He eventually called Metro Dispatch and continued to follow Nez while he was on the phone.

Nez left the business, and as he did so that’s when he allegedly turned around and charged at the man following him.

The security guard pushed Nez up against a wall, but that’s when Nez pulled out the knife and asked the guard “Do you want to get stabbed?”

According to Marquez’s repor t, the security guard said, “my life flashed before my eyes.” T he g ua rd wa s able to knock the knife out of Nez’s hand, and the two

men bega n wrestling.

The guard wa s able to pi n Ne z t o t he g r ou nd and decided to run away from him.

Nez lef t Jeremiah Nez the store after that. The guard said he took off his jacket, and that’s how he was able to get away. He left two kitchen knives, a phone, a black sweatshirt, and a blue sweatshirt behind.

O f f icer s s e a rche d t he area but were unable to find Nez initially. They watched a video of the incident and were able to identify Nez. An hour prior to the incident, officers were called to Hillcrest Trailer Park in reference to a suicide attempt.

Nez’s mother said her son was saying he wanted to kill himself and that he would k ill a ny cop who tr ied to catch him.

A rou nd 5:3 0 pm Nez’s mother called the GPD again and said her son was back home. When officers arrived at the house, she said Nez was in the back bedroom.

According to Marquez’s report, Nez’s bedroom door wa s closed. T he of f icer s opened the door and found Nez lying on an air mattress.

He appeared to be asleep.

When officers woke Nez up, he sa id he wa s not at Albertson’s. He denied getting into a f ight w ith the

security guard.

According to the report, Nez had his shirt off and he had scratch ma rks on his back and his chest was red.

Ma rquez placed Nez in handcuffs and led him out of the house. Once he was out of the house Nez said he couldn’t breathe, so Marquez let h i m t a ke a 10 second break. But after the break, Nez said he couldn’t walk.

Officers tried to get Nez into a police car, but he put his feet on the door frame and wouldn’t get into the car.

He began yelling.

Officers were finally able to get him into the vehicle, but then he started kicking, a nd he eventua l ly k icked Gonzales in the chest.

Nez was placed in ankle shackles, but while the officers were doing this, Nez stood up, and fell face-first on the ground. When officers stood Nez up his face was bleeding.

Nez continued to yell and kick his feet, but he was eventually successfully placed in a police car and driven to a local hospital. When he continued to kick and scream at the hospital, he was sedated.

Once he was cleared from the hospital, Marquez drove Nez to the McKinley County Adult Detention Center. He was charged with aggravated assault, battery upon a peace officer, and three counts of resisting arrest. His preliminary examination was scheduled for April 5.

GPD locates another suspect allegedly involved in McDonald’s shooting Staff Reports

A

nother arrest connected to the March 6 shooting at the McDonald’s at 2009 W. Hwy. 66 has been made.

Rodger Martinez Jr., 24, was arrested March 13 in connection with the incident.

Officers were dispatched to the McDonald’s around 7:15 pm March 6 after a restaurant employee was allegedly assaulted with a firearm. As officers were responding to the call, Metro Dispatch told them that shots were being fi red at the business.

When Gallup Police Officer Christopher Dawes arrived at the scene, he met with an employee who said he’d walked an order out to a dark blue Chevy Malibu. The employee said the driver asked him who was working the front of the restaurant.

The employee said the driver was slurring his words and looked like he was either stoned or intoxicated. After he asked who was working again, the man pulled out a rifle,

pointed it at the employee, and said “ W h a t ’s good?”

The man then proceeded to rack the gun, and the Koby Delgarito employee said it sounded real to him.

The employee backed off slowly and walked back into the McDonald’s. He said he didn’t argue with the man.

The car reportedly stayed in the parking lot for a while and then left, heading east on Highway 66. The employee told his manager what happened and asked him to call the police.

While the manager was on the phone with the police, another employee said the car was coming back. The employees went to the back of the business when the driver and a male passenger walked into the restaurant.

The men walked out of the restaurant, but then a while later the employees reportedly

heard shots being fi red.

A n employee who was working the d r i ve t h r u register said that when the Malibu drove Rodger Martinez Jr. up to the window the driver paid with cash.

The car was reportedly parked a little too far from the window, and the employee had to reach for the money. The employee asked the driver to “reach out further” so that he could give him his change. The employee said that might have angered the driver, who allegedly had bloodshot eyes.

Gallup Police were given

surveillance footage of the incident, and they put together an “Attempt to Locate” fl ier.

The next day, GPD received an anonymous tip about who owned the Malibu.

Police officers went to the Malibu owner’s house March 8 and spoke to the owner. He said that his son had been driving the car the night of March 6.

The son was identified as Koby Delgarito, 20. He was arrested and charged with shooting from a motor vehicle, shooting at an occupied dwelling, 17 counts of aggravated assault with a deadly weapon, and property damage. His fi rst court appearance was scheduled for March 10. His case was eventually moved to district court April 3.

But the GPD still didn’t know who Delgarito’s passenger was.

W hen GPD relea sed a photo of the passenger from the McDonald’s surveillance video, they received an anonymous tip that the man in the video was Martinez. Officers also met Martinez while they were searching for Delgarito, and detectives were able to confirm his identity through body cam footage.

Officers were able to get an arrest warrant signed by a judge March 13, and Martinez was arrested March 23. He was charged with the same crimes as Delgarito, along with conspired to shoot an inhabited dwelling, conspired to shoot at or from a motor vehicle, 17 counts of conspired to aggravated assault, and conspired to criminal damage to property.

His preliminary hearing was scheduled for April 5.

Families hop to Easter event NATIVE BROADCAST ENTERPRISE HOSTS GATHERING

E

ven the Easter Bunny was surprised by the turnout at the first annual Easter Family Event hosted by Native Broadcast Enterprise, Inc. April 8 at the Navajo Nation Fairgrounds in Window Rock, Ariz.

NBE, located i n St. Michaels, Ariz., is home to two well-known radio stat ion s t h a t e nt er t a i n t he Navajo Nation as well as the surrounding area. Those stations are AM 660 and FM 101.5 KTNN, which famously monikers itself as “The Voice of the Navajo Nation” and “Capital Country” 96.1 and 99.5 KWRK. The radio stations came up with the idea for the event as a way to show their listeners their appreciation as well as welcome Easter.

General Manager of NBE Cisco Benally said the event was a way to somewhat get back to normal and do something for the community.

“I’m glad we are getting back to normalcy,” Benally said, “The people are adjusting and starting to go back to gatherings without worr y i n g a b o u t t h e C OV I D restrictions.”

When it came time for the Easter egg hunt, NBE did it a bit differently. Instead of having kids look for the eggs, the elderly took their turn. Over 50 seniors participated in the event with baskets in hand.

In total, almost 9,000 eggs were scattered across the huge field.

A bouncy house was set up too, which was a huge hit that occupied the kids.

Benally said plans are in the works for more events as this one was a test to see how well an event hosted by the radio station would go.

“I’m planning other forthcoming events this yea r,” Benally said. “We’ll announce those so plea se tune into KTNN & KWRK.” Lastly, Benally thanked his entire staff, the proud sponsors, and their listeners for the great turnout.

Grandparents are now once again parenting

n recent years, there has been a growing trend of grandparents becoming primary caregivers for their grandchildren. According to a report from the AARP Public Policy Institute, approximately 2.7 million grandparents in the U.S. are raising their grandchildren, and this number is on the rise. Various factors, including addiction, mental health issues, and incarceration among parents drive this trend. Grandparents who become primary caregivers face various challenges, but they also play a critical role in providing stability and sup-

port for their grandchildren.

One of the biggest challenges facing grandparents who become primary caregivers is financial. Raising children can be expensive, and many grandparents may be on a fixed income or may have limited financial resources.

Grandparents who become primary caregivers may need to tap into their retirement savings, take on additional work, or rely on public assistance to make ends meet. This financial strain can be particularly challenging for grandparents who may have health concerns or other age-related issues.

Another challenge facing grandparents who become

A personal view of U. S. foreign policy PART ONE OF FOUR This essay relates to what I see regarding impor ta nt aspects of U.S. Foreign Policy based on the facts I have on hand. I find that the more I learn, the more I modify my understanding. Take the following as simply my view at the moment, subject to revision based on additional facts coming to light.

I was attending college when an auto accident caused me to drop out for a semester while I earned more money to continue. This occurred during an early buildup of force s i n Viet na m, a nd I received a draft notice. My uncles served in WWII and my brother served in Korea.

I am no pacifist and am certainly willing to defend what we have here in the U.S. I chose to join the Army, picking a job as a transmitter repairman. During training I began research into the

Vietnam War. What I discovered was highly disturbing.

The Vietnamese were fighting for independence from French Colonial rule.

France decided to invade Vietnam in 1857 as a result of an upsurge in French capitalism, which generated the need for overseas markets.

By 1887 France had imposed a colonial system of government over Vietnam.

At the end of W W I Ho Chi Minh appeared at the Pa r is Peace Accords a sking for independence from France based on one of U.S. President Wilson’s 14 points that called for each ethnic group to rule itself. But with Georges Clemenceau, Prime Minister of France, serving a s one of the three members of the Accords along with Wilson and David Lloyd George, Prime Minister of the United Kingdom, there was no chance Ho’s request would be honored.

Vietnamese began a revolt against French rule. By this time the Vietnamese were getting support from Mao’s China.

The U.S. stepped in to suppor t a nd then replace the French. The explicit reason for this was the fear of international communism’s possible expansion throughout Southeast Asia. This was known as the Domino Theory.

According to this theory, a m a l ig n a nt com mu n i sm wo u l d c o n t i nu e s p r e a d ing from nation to nation in Southeast Asia. Indeed, President Eisenhower, facing a growing mess that was occurring in Vietnam, was torn as he didn’t want the U.S. to be perceived as opposing nationalism but on the other hand, by the fear of international communism which had pretty well become a religious belief in the upper echelons of our government.

I was personally unimpressed w it h t h is v iew. I have always believed that if the majority of people in a

nation want a particular form of government, it is their right to demand it. Just as it is my neighbor’s right to decide to be a Lutheran or a Catholic, a Democrat or Republican.

I was also persuaded by my experience growing up in Los A ngeles during the McCarthy era. The hot headed s e n a t or f r om W i s c o n s i n raised the temperature of a large segment of the U.S. public with demagogic zeal w ith h is i n fa mous list of supposed traitors in the U.S. State Department.

But let’s get rea l here.

Communism is nothing more than an economic system, and a wretchedly deficient one at that. Dismissing it as a miserable idea makes more sense than the “better dead than red” hysteria McCarthy d r u m me d up. A nd s i nce communism is atheistic, it was very easy to enlist the support of every church in America in his mad effort to convince us of the impending danger.

And the massive murders

Mike Daly committed by Joseph Stalin helped to make the case. But that is an artifact of Stalin’s leadership, not a fundamental tenet of communism. My own personal view is that since it came in response to the excesses of capitalism and scares to death anyone who has accumulated a significant amount of wealth, an exaggerated response was deemed appropriate.

Judge fi nds legislative council service in violation of IPRA Dear Editor, The New Mexico Foundation for Open Government applauds the decision by New Mexico First Judicial Court Judge Kathleen McGarry Ellenwood ruling the New Mexico Legislative Council Service violated the Inspection of Public Records Act by failing to fulfill a request from Ethics Watch for public records regarding the 2021 Junior Appropriations Act. In the suit filed in December 2021, Ethics Watch requested spreadsheets containing the complete list of appropriations and the name of the House and

McGarry Ellenwood rejected both arguments.

In her decision, McGarry Ellenwood wrote, “The purpose of IPRA would be defeated if this request is denied. The legislature cannot hide behind this section to hide this information and obviously the subsequent actions by the legislature support the idea that this was not the intent of section 2-3-13.z. This is really the essence of the legislative

process.”

McGarry Ellenwood said there was no difference between the appropriations in the junior bill being tied to a specific legislator and a certain legislator sponsoring a bill.

“In each circumstance the public becomes aware of what their specific legislator is doing on their behalf,” she said.

She said the documents are public records and they relate to public business.
